Power & Security, Asia-Pacific Japan’s Response to a Chinese Invasion of Taiwan: A Four Year Outlook

Basic page sidebar menu perry world house, may 29, 2024 by admiral (ret.) tomohisa takei, 2023-24 visiting fellow, perry world house.

In January 2024 , the Center for Strategic and International Studies’ (CSIS) China Power Project published survey results of US and Taiwanese experts on China's invasion of Taiwan in relation to the Taiwan presidential election . The result showed a majority of both US and Taiwan experts assessed that a crisis is either likely or very likely in 2024 . The crisis includes direct invasion of Taiwan as well as quarantine and blockade. As for the US intervention, a majority believe that the United States is unlikely to intervene in a contingency involving Taiwan’s remote islands, but likely in a high kinetic joint blockade or an invasion of the main island of Taiwan .

While expectations for US intervention are generally high, confidence in US allies and partners’ intervention is not high in all situations, from isolation to invasion. Even in the case of full-fledged invasion of the main island of Taiwan, 30 percent of US experts and 48 percent of Taiwanese experts say they have less or not at all confidence on the intervention. For experts in both countries, it is certain that Japan is on their minds.

However, as former Prime Minister Shinzo Abe said that the Taiwan contingency is a Japan contingency and a Japan-US alliance contingency, the Japanese strategic community generally believes that the Taiwan Strait contingency will spill over to Japan. As the Kishida Cabinet positioned China as "the biggest and unprecedented strategic challenge" on the 2022 National Security Strategy, there is a strong sense of caution toward China. Thereafter , the  government of Japan (GOJ) has substantially increased its defense budget for acquiring new defense capabilities by 2027, while strengthening the defense posture of the Nansei (Southwest) Islands. It is also true that not a small number of influential Liberal Democratic Party ( LDP ) lawmakers believe that Taiwan and Japan's security are closely related, as former Prime Minister Taro Aso hinted that a “survival threatening situation” (so-called right of collective self-defense) would be exercised in the event of a Taiwan contingency .

Four Drivers of the Japanese Government

There would be four drivers that motivate the GOJ to intervene in a Taiwan contingency: (1) Chinese government’s Taiwan policy, (2) US government’s Taiwan policy under the Taiwan Relations Act, (3) the US-China strategic nuclear power balance, and (4) geostrategic value of Taiwan to Japan.

  • China’s Taiwan Policy

The GOJ’s Taiwan policy is based on the Japan-China Joint Communiqué of 1972. The GOJ’s response in the event that China initiates a status quo change across the Taiwan Strait would be implemented in accordance with this joint communiqué.

The GOJ understood Beijing’s assertion that Taiwan is part of China, but this is only insofar as unification by the Beijing is carried out peacefully. In this context, it is considered that the GOJ has reserved the option to meet a situation that China attempts unification by non-peaceful means, such as coercive military means.  In other words, in the event of a military invasion by China, the GOJ could stand by and watch, or it could intervene in the Sino-Taiwanese conflict in some way by deeming it an act of deviation from the Communiqué. In the latter case, the GOJ would not rule out responding to the Taiwan Strait crisis by military means.

  • The US government's Taiwan policy

The US government's Taiwan policy is the most significant driver. The US government is likely to militarily support the defense of Taiwan in accordance with the Taiwan Relations Act of 1979. President Joe Biden has stated repeatedly that he does not support Taiwan's independence but that America will fight to defend Taiwan. With considering that former President Donald Trump did not rule out defending Taiwan either, it is likely that there will be no major change in Taiwan policy no matter who wins the November 2024 presidential election in the United States.

Even if the United States does not directly participate in the war, the US military bases geographically available to support Taiwan are only in Japan and the Philippines. Prior consultation is required under the Japan-US Security Treaty when the United States uses the bases in Japan for military activities in Taiwan, but it is unlikely that the GOJ would refuse to consult with the United States, although not explicitly stated. In addition, if the US government requests Japan’s logistical support for the US military, the GOJ can certify an “important influence situation” and order the Self-Defense Forces (SDF) to provide supply, transportation, lodging, search and rescue, and other services to US military units. In the event of an attack on US military bases in Japan, the GOJ undoubtedly certifies an “armed attack situation” or “survival threatening situation,” and launch a defense operation, either independently or collectively with the United States.

  • Strategic Nuclear Power Balance

The US-China strategic nuclear power balance not only affects the credibility of US extended deterrence, but it also affects US defense support for Taiwan, just as the Biden administration was reportedly affected by Russian nuclear intimidation in Ukraine.

The implications are broad and complex. For example, in order to deescalate the situation, the United States could (1) hesitate to provide offensive weapons to Taiwan; (2) limit its support only to intelligence and logistical support; (3) not involve US forces in direct military operations, or (4) even discourage Taiwan authorities from attacking military targets in mainland China. There is also a possibility that the US government will ask the GOJ to refrain from supporting Taiwan authorities.

The most serious concern is that if US-China strategic nuclear forces reach parity in the 2030s, there will be an increased possibility that China believes that the United States is unlikely to intervene in a Taiwan contingency. An emerging "stability-instability paradox" greatly reduces the probability of a major war but increases the probability of a small-scale or indirect war between the two countries. In other words, China would be able to change the status quo in the Taiwan Strait through the skillful use of superior non-strategic nuclear weapons and conventional weapons.

  • Taiwan’s Geostrategic Value to Japan

The fourth driver is Taiwan's geostrategic value to Japan. Japan and Taiwan are liberal democracies that share many values, strong economic ties, and close relations with millions of people coming and going annually. Taiwan is located at the convergence of maritime traffic in and out of the South China Sea, East China Sea, and Pacific Ocean. In addition, Taiwan, together with Japan, can act as a geographical barrier to control China's free access to the Pacific Ocean.

On the other hand, if China unifies Taiwan, China would have a base from which to expand its influence into the Pacific without obstacles, decisively altering the strategic balance in the western Pacific. In that case, China's naval and air power would restrain the deployment of US forces to the Western Pacific, and Japan would have to prepare for threats from the continental side and from the Pacific simultaneously. In other words, maintaining the status quo in Taiwan is a critical issue that directly affects Japan's survival and prosperity.

While the US government has intentionally kept its Taiwan policy ambiguous, the shifting US-China strategic nuclear power balance toward parity continues to add uncertainty to US Taiwan policy. In this strategic climate, Taiwan's geostrategic value would provide the basis for the GOJ to determine whether to intervene in Taiwan without being dragged down by the US policy.

Triangle Approach

Japan doesn’t have diplomatic relations with Taiwan due to historical factors since Japan's annexation of Taiwan in 1895. The GOJ has strictly adhered to the principle of non-governmental business exchanges and distanced itself from Taiwan. While diplomatic negotiations may have continued behind the scenes, exchanges between the two defense authorities ceased altogether.

If a Taiwan Strait crisis is to heighten in 2027, it will be necessary to find effective measures to improve the situation in a short period of time. However, it is impossible for Taipei and Tokyo to directly discuss military cooperation. A realistic approach would be an indirect one with the United States in the middle.

Given that two of the four drivers that motivate the GOJ to intervene in Taiwan are related to US Taiwan policy, the first possibility is Japan’s proactive involvement in US Taiwan policy.

For example, through policy discussions on the Taiwan contingency, the two governments could share situation awareness and the roles and missions in assumed situations. They could also discuss politically sensitive but crucially important issues, such as the timing of US stand-in forces’ prior deployment to the Nansei Islands.

As for information sharing between Japan and Taiwan, although it lacked speed, the Japan-US-South Korea triangle framework prior to the conclusion of the Japan-South Korea General Security of Military Information Agreement would be a useful reference.

While Japan's contribution regarding the strategic nuclear power balance is limited, the credibility of US extended deterrence can be enhanced if the United States, Japan, and South Korea achieve trilateral extended deterrence consultation and provide conventional support to the US nuclear forces cooperatively by Japan and South Korea.

In terms of military activities, if the SDF should organically integrate new defense capabilities such as counterstrike and standoff defense capabilities into the US defense posture, it could strengthen the US comprehensive deterrence capability.

The sharing of operational concepts could be achieved through Japanese observer participation in regular meetings of US and Taiwanese military authorities or by inviting Taiwan to multilateral joint exercises organized by US Indo-Pacific Command. A track two meeting with participation from Japan, the United States, and Taiwan could be utilized to discuss Taiwan-Japan military cooperation. A joint policy simulation involving lawmakers is expected to promote mutual understanding and sharing of issues related to political decisionmaking.

'Take Back Title IX Tour' protests transgender athlete at US Women's Open golf tournament

by ELISE PERSON | WHP Staff

'Take Back Title IX Tour' protests transgender athlete at US Women's Open golf tournament (WHP)

LANCASTER COUNTY, Pa. (WHP) — The "Take Back Title IX" tour, a nationwide bus tour with female athletes and coaches from across the country, was rallying Friday in Pennsylvania against an athlete that had the potential to play in the U.S. Women’s Open.

Hailey Davidson, a transgender athlete, was selected as a first alternate for the U.S. Women’s Open, which is being held at the Lancaster Country Club.

Lancaster Pride president Tiffany Shirley said she give props to the PGA for supporting trans athletes.

Since the tour got underway on Thursday without the need for an alternate, Davidson isn’t competing at the Open. However, the Take Back Title IX tour gathered at Spooky Nook in Manheim to protest athletes like Davidson and defend Title IX.

Paula Scanlan, a speaker with the tour, was Lia Thomas’ teammate on the University of Pennsylvania swim team. Thomas is the first openly transgender athlete to win an NCAA Division I national championship.

I’m just gonna say it: men do not belong in women's sports and that's really what we're here for,” Scanlan said.

Hempfield High School graduate Liliana Williams said a trans teen joined her high school track and field team her senior year.

“My objections were not due to a lack of love for this boy, but rather due to the fundamental truth of biological differences and protecting the integrity and safety of female sports,” Williams said.

However, Shirley disagrees and said many organizations have guidelines for hormone levels in a trans athlete’s body. She said because of that, trans athletes should be able to play a sport as their authentic self.

Organizations who allow transgender athletes, they have rules and regulations and to make it fair for everybody around. I think, as long as those organizations are following those rules, I think transgender athletes should be able to participate,” Shirley said.

However, Scanlan said this takes away from women’s sports.

“This is so unfair for us women,” Scanlan said.

WHP reached out to Davidson for comment but did not hear back.

How to Actually Apologize

A good mea culpa can be magic..

This is  One Thing , a column with tips on how to live.

I always saw myself as a forgiving person who’d exonerate others—after they expressed regret. I even forgave the college roommate who slept with my boyfriend, once she explained they’d been on magic mushrooms at the time, offering remorse. Yet I rarely apologized well.

If something I did upset someone, I’d say, “Sorry if I hurt you,” or “I never realized that offended you,” or “I didn’t know you were so sensitive,” throwing out selfish, passive-aggressive apologies that made everything worse. Then an important mentor of 15 years screwed up and refused to admit his errors. I emailed him how distraught I was. When he responded, “I’m sorry for the imaginary crime you think I committed,” I wanted to commit a real crime.

His betrayal haunted me, inspiring my book The Forgiveness Tour: How to Find the Perfect Apology . I interviewed people who’d experienced wrongs never righted and asked doctors, therapists, and religious leaders: Can you forgive someone who won’t apologize?

A Hasidic colleague explained, “Jewish law requires you to ask heartfelt forgiveness three times. If the injured party won’t respond, the sinner’s forgiven, but the non-forgiver has to seek forgiveness for not forgiving.” A Muslim chaplain said, “Allah is merciful, but only after repentance.” An Episcopal reverend felt that Jesus’ “Father, forgive them, for they know not what they do” was all-forgiving, but a Presbyterian minister clarified that, in Christianity, if you don’t repent, “hell’s a place of eternal torment with no second chances.” After I told a Hindu-born psychiatrist about my mentor, he opined: “There’s something missing from your story,” and had me imagine a commuter enraged about a woman who’d stopped her SUV in the middle of the street to get something in the backseat. “The furious driver couldn’t see that her infant was choking.”

Six months after our falling-out, my mentor asked to meet. His wife had had surgery to remove a tumor that ended up being malignant. He’d lost a whole year, he confessed, apologizing profusely. “I hope our bad blood is finished.”

In moments, it was. “I’m so sorry to hear,” I heard myself saying.

Mesmerized by the magic of his mea culpa, I went on a forgiveness binge, fixing relationships that my own insensitivity had ruined. When my friend Isabelle sent me her memoir about surviving cancer, I’d been too busy. Now I texted, “I’m so sorry I wasn’t there for you when you needed me. Will you show me what you wrote?”

“Susie, I’d love to,” she replied, using my childhood nickname, cancelling out the bad juju.

Upset by something I’d published about his family, my brother ghosted me.  I wrote his wife: “I’m sorry I fucked up. I never meant to hurt either of you. If I had it to do over, I would have kept my big mouth shut.”  He put me back on his email list for Republican propaganda. I was in again.

I learned how incredibly important—and rare—full-fledged repentance was. Indeed, in Sorry, Sorry, Sorry , Marjorie Ingall and Susan McCarthy, founders of SorryWatch.com, hilariously analyzed “defective, weaselly, and poisoned” apologies in the news. In A Good Apology , Molly Howe shares four elements of successful apologizing: understanding the injury, expressing regret, taking responsibility through restitution, and establishing a plan to never repeat the breach.

Studying forgiveness taught me a superpower. I learned to apologize to people more frequently and fully, acknowledging their hurt, establishing that I wouldn’t repeat my transgression, offering reparations to fix what was broken—even when I wasn’t sure I’d done anything wrong. That mattered less when words of contrition could heal someone I cared about.

NCT Dream reveals tour must-haves, pre-show routines and how they relax after a concert

The guys of K-pop group NCT Dream open up about their tour must-haves and the surprising ways they spend their downtime for USA TODAY's weekly series, The Essentials.

In a new series,  USA TODAY’s The Essentials , celebrities share what fuels their lives.

Don't sleep on NCT Dream and its success.

When the septet debuted in 2016, the K-pop group's members were teenagers, influenced by the concept of "youth" while navigating their personal aspirations in the spotlight.

Nearly eight years later, the guys have matured and come into their own, developing a signature style and garnering worldwide recognition. Last year alone, NCT Dream placed No. 6 on the IFPI Global Top 10 Album Chart, won top awards in South Korea and embarked on a global tour across 26 cities, including in the U.S.

NCT Dream will make its way back to the states this year – starting Sept. 12 – for seven stops on its third world tour, including in New York, California and Washington D.C.

Need a break? Play the USA TODAY Daily Crossword Puzzle.

"Just getting ready for the concert itself is a thrill, and we're very excited to be able to come up with a brand new concert," says the group's leader Mark , 24.

On a late-night Zoom call prior to The Dream Show 3: Dream()scape tour's kickoff in Seoul, NCT Dream's members spilled on their routines and performance go-to.

How NCT Dream preps for a performance

Everyone has their own way to get hype before a concert, including NCT DREAM's members: Mark, Jeno, Haechan, Jaemin, Chenle, Jisung and Renjun (who was absent from this interview).

Jisung , 22, says one of his go-to pump-up songs is " City Lights " by Avicii, while Jaemin , 23, says his playlist puts a "zen mode" before hitting the stage.

For Jeno , 24, there's usually a lot on his mind before a performance. Instead of listening to music, he tends to put on his headphones and play nothing. "I like to block all the sound out, to stay still and to empty my mind."

As part of his pre-show routine, Chenle , 22, watches interviews of late basketball player Kobe Bryant , "on every tour, before every concert."

"It gets me pumped up for the concert and ready to put on great performance," he says.

Exclusive interview: NCT Dream on their first US tour, growth and milestones

How NCT Dream relaxes after a show

Before a performance, Chenle takes precautions toward his health, including taking vitamins. Especially after a show, he uses products to prevent vocal issues and alleviate any strain since his voice gets "really hoarse."

Jeno also prioritizes his well-being on tour. "I always like to take a shower and I always make sure I use cold water at the end, especially because we're using our bodies a lot for shows and it really tires out our muscles," he says.

Haechan , 23, usually winds down by taking a warm bath and occasionally drinks some wine.

Sleep is key for the all group's members, but Jisung often find himself staying up late after a show.

"I'm on my phone all night," he says. "I want to learn how to relax."

What does NCT Dream do during downtime?

When the guys have a chance for free time on tour, they still spend it together.

"I like taking pictures. I'm not a professional, (but) I like to see the scenery and everything. Having a nice walk every once in a while is good in a different city," Mark says.

"We get to see a lot of different architecture in each city and that's another thing I like to look out for while we go out and take pictures," says Jaemin.

An avid basketball fan, Chenle keeps his sneakers on hand wherever he goes. "I've played basketball in pretty much every city we've been to so far," he says, adding how Mark usually plays pickup with him.

But each member uses his personal time-off differently.

"One of my most important essentials is my laptop so I can play games," says Haechan. "I can go outside during downtime but that makes me use up more energy. So I prefer to stay indoors … It's like me-time."

Jisung enjoys watching other K-pop artists' music videos, as well as some of the other content they have on their channels.

NCT Dream tour must-have items

Jaemin lists several must-haves for tour: wireless headphones, perfume, hydration cream, a Thai product for sinus relief, vitamins and an energy drink to name a few.

Chenle says his good luck charms for a great performance are the friendship ring that he shares with his members, plus his watch. "I have to put it on as soon as I wake up; there's like a routine," he says.

Besides his headphones, Mark's other must-have isn't tangible – it's his concentration.

"I always remember to bring myself," he says.

This interview has been edited for length and clarity.

The Black Keys Quietly Cancel International Players Tour 2024

The Black Keys

The Black Keys have quietly canceled their upcoming International Players Tour, which was scheduled to bring them to arenas throughout North America.

The tour, announced in early April, was scheduled to kick off in September, with dates set for New York City’s Madison Square Garden and Los Angeles’ Kia Forum. The 31-date trek would have brought them across North America, with stops planned in Seattle, Boston and Milwaukee before concluding at Detroit’s Little Caesars Arena on Nov. 12. All dates have been marked as canceled on Ticketmaster’s website.

Popular on Variety

Management and publicity for the Black Keys did not respond to Variety ‘s requests for comment.

After news broke on Saturday that the tour had been canceled, the group posted on Instagram explaining that they had to reconfigure their tour to bring a similarly “exciting, intimate experience” for fans and that tickets for the original trek would be refunded in full.

“The band wants to assure everyone that Dan & Patrick are alive and well,” reads the caption. “Following the recent run of shows in the UK & Europe, including stops at iconic venues like Brixton Academy and the Zenith in Paris, we have decided to make some changes to the North American leg of the International Players Tour that will enable us to offer a similarly exciting, intimate experience for both fans and the band, and will be announcing a revised set of dates shortly. Everyone who had purchased tickets and/or VIP to the initial tour dates will be fully refunded – and when the new plans are announced, will be the first to be able to buy tickets. Thank you for your understanding and apologies for the surprise change… We’re pretty sure everyone is going to be excited when you see what we have in mind though, and look forward to seeing everyone soon.”

The Black Keys, which consists of Patrick Carney and Dan Auerbach, were set to kick off the tour in support of their most recent album “Ohio Players,” which released in April. On Wednesday, the pair appeared on NBC’s “The Voice,” where they performed “Beautiful People (Stay High).”

The band also recently debuted the documentary “This Is a Film About the Black Keys,” which had its world premiere at SXSW last month. The film explored the historical tensions between the bandmates as well as what united them. “We’ve figured each other out, for the most part,” said Auerbach in the doc. “We’re just two very opinionated, hard-headed people, trapped for eternity together.”
