Garuda Indonesia (IATA code: GA) is a national airline headquartered in Jakarta, Indonesia. The name “Garuda” was inspired by Lord Vishnu’s eponymous bird in the Hindu epic, Mahabharata. The name was chosen because “Garuda” is associated with toughness. Garuda Indonesia operates from its main hubs in Kualanamu International Airport (Deli Serdang), Sultan Hasanuddin International Airport (Makassar), Ngurah Rai International Airport (Denpasar), and Soekarno-Hatta International Airport (Jakarta). Garuda Indonesia also owns three subsidiaries: low cost airline Citilink, hospitality company Aerowisata, and GMF AeroAsia, which specializes in aircraft maintenance, repair and overhaul. Flying for the first time in 1949, Garuda Indonesia has earned recognitions in international aviation industry. In 2017, Garuda Indonesia received five outstanding awards, which include Brand Used More Often and The Highest Top of Minds Brand in the Air Transportation category from Prestige Brand Awards; Customer Loyalty Award in Airline category from The Net Promoter Score (NPS) Leader; winner of Indonesia Most Innovative Business Award 2017; and PR Indonesia Awards 2017 for the subcategory of BUMN Tbk in the Media Relations category. However, the most prized of all would have to be World’s Best Regional Airline from Skytrax. In operating its services, Garuda Indonesia offers three types of flight class: Economy Class, Business Class and First Class. In 2013, the Economy Class was named by Skytrax as World’s Best Economy Class. As well as a spacious legroom, the Economy Class seats are equipped with in-flight entertainment and a reclining backrest. Economy Class passengers in Boeing 777-300ER also get additional facilities, such as footrest, USB port, and power outlet in every seat. With an 82-inch seat pitch (around 208 cm) and a 22-inch seat width (around 56 cm), every First Class seat can be reclined to fully flat 180-degree position. For maximum comfort, Garuda Indonesia also provides a duvet, pillows, and an ottoman for its First Class passengers. Moreover, in-flight entertainment is delivered by the 23.5-inch touchscreen LCD, equipped with a remote control and a noise-cancelling headphone. To appreciate its loyal customers, Garuda Indonesia presents a frequent flyer program called GarudaMiles. GarudaMiles members will earn miles when they fly with Garuda Indonesia or its SkyTeam partner airlines. The accumulated miles can be redeemed for flight tickets or for a flight upgrade. GarudaMiles members may also enjoy a wide variety of special benefits and exclusive privileges, such as special check-in counters at the airport, extra baggage allowance, priority baggage handling, priority waitlist on ticket reservation, and access to the Garuda Indonesia airport lounges. Garuda Indonesia was the first Indonesian airline to join SkyTeam, a global airlines alliance, enabling it to offer SkyPriority programs to all of its partners’ passengers through a red carpet treatment that includes priority check-in areas, baggage drop off, and boarding. This service is offered to Elite Plus, First, and Business Class passengers. Each Garuda Indonesia passenger is entitled to such facilities as checked baggage, cabin baggage, and free baggage allowance for passengers traveling together. Passengers can bring two items as their cabin baggage, which must not be bigger than 56 cm x 36 cm x 23 cm or weigh more than 7 kg. Moreover, Economy Class passengers get a 20 kg baggage allowance, while Business and First Class passengers get a 30 kg and 40 kg baggage allowance respectively. Checked baggage must be presented during the check-in process. Garuda Indonesia advises its passengers to check-in at the airport at least one hour before their domestic flight departure and two hours before their international flight. Aside from checking in at the airport counter, there are five other check-in options passengers can choose from, which are city check-in, internet check-in, phone check-in, mobile check-in, and kiosk check-in. The city check-in service is available at the Garuda Indonesia Sales Office, from 48 until four hours before departure. Meanwhile, the internet check-in feature can be accessed via the Garuda Indonesia website and is available from 24 until four hours before departure time. Passengers can also check-in via Garuda Indonesia’s call center, or check-in with their mobile phones via the Garuda Indonesia mobile app. Kiosk check-in is only available at Terminal 3 Soekarno-Hatta International Airport from four until one hour before departure.

Garuda Indonesia History

Garuda Indonesia was established in 1947 under the name Garuda Indonesian Airways, but did not start operating until 1949. At that time, Garuda Indonesian Airways employed a DC-3 Dakota aircraft to operate flights from Calcutta to Rangoon. In the same year, the airline flew from Jakarta to Yogyakarta to pick up President Soekarno. In the 1980s, the airline established a dedicated training facility in West Jakarta with the name Garuda Indonesia Training Center. In 1985, under the leadership of CEO Reyn Altin Johannes Lumenta, Garuda Indonesia made the controversial decision to hire foreign brand consultant Landor Associates to rebrand the airline. People thought that the project was too expensive and unnecessary at the time, however, this move was applauded later on as it became vital for Garuda Indonesia’s reputation and corporate identity as the national airline. Under Lumenta’s leadership, Garuda Indonesia also increased its number of flight frequencies and destinations. Unfortunately, in June 2007, the European Union (EU) banned Garuda Indonesia, along with some other Indonesian airlines, from flying into any European countries. EU promised to review its ban and sent a team of experts, led by the European Commission Air Safety Administrator Federico Grandini, to Indonesia to consider lifting the ban. In November 2007, Garuda Indonesia announced its intention to fly to Amsterdam from Jakarta and Denpasar if the EU lifted its ban. EU stated that the safety reforms undertaken by Garuda Indonesia were a step in the right direction. Finally, in 2009, EU lifted the ban, which encouraged Garuda Indonesia to revisit its plan to establish services to Amsterdam and other European destinations. In 2011, Garuda Indonesia officially became a public company, listed on the Indonesian Stock Exchange. As of December 2013, 69.14% of Garuda Indonesia’s shares was owned by the Government of Indonesia, 0.4% by its employees, 24.34% by domestic investors, and 6.12% by international investors. To support its operations, Garuda Indonesia established five subsidiaries which offer products/services that would support the parent company’s business. The subsidiaries were PT Abacus Distribution Systems Indonesia, PT Aero Travel, PT Garuda Maintenance Facility Aero Asia, PT Aero System Indonesia, and PT Cilitink Indonesia. On 5 March 2014, Garuda Indonesia officially joined SkyTeam as part of its international network expansion program. In doing so, Garuda Indonesia became the first Indonesian airline to join this global alliance. By being a member of SkyTeam, Garuda Indonesia has been able to allow its passengers to fly to 1,064 destinations in 178 countries with SkyTeam member airlines, which serve more than 15,700 flights per day and have 564 lounges worldwide. In operating its flight service, Garuda Indonesia utilizes 132 fleets, consisting of two Boeing 747-400 aircraft, 11 Airbus A330-300 aircraft, 11 Airbus A330-200 aircraft, five Boeing 737 Classic aircraft, 76 Boeing 737-800NG aircraft, 15 CRJ1000 NextGen aircraft, eight ATR72-600 aircraft, and six Boeing 777-300ER aircraft. Each aircraft has been standardized, from Boeing B737-800NG and Bombardier CRJ1000 NextGen for short and regional flights, to Airbus A330-200 and 300 for secondary medium-range flight routes. Today, Garuda Indonesia flies to 64 selected destinations, comprising 44 Indonesian cities and 20 global cities. Additionally, Garuda Indonesia has signed codeshare agreements with 14 international airlines. Garuda Indonesia has been a listed IATA Operational Safety Audit (IOSA) operator since 2008 for having applied safety and security standards equivalent to those of other international IATA members.

Garuda Indonesia has a very generous free checked luggage allowance across all cabin classes , right up to 110 pounds (50 kg) for first class passengers.

For most destinations, Garuda works on a weight system, so you can take as many bags as you like as long as they don’t exceed the maximum weight allowance combined .

However, U.S. routes work on a “piece system” for economy and business class (allowing 2 pieces of luggage) and the standard weight system for first class passengers. If you need to take even more luggage, you can save 10% by booking online or with Garuda’s call center in advance .

1 personal item: Undisclosed 1 standard carry-on bag: FREE

Lap Infant Carry-on Policy

  • When traveling with a lap infant, a collapsible stroller , carrying basket, or car seat can be taken into the cabin with a maximum weight of 22 pounds (10 kg).

Stroller Gate Check Policy

  • A stroller can be checked into the hold at the gate in addition to your standard checked luggage allowance.

Putin Begins Meetings in Mongolia in Defiance of I.C.C. Arrest Warrant

The Russian president is making a state visit to a country that is heavily dependent on Moscow for oil.

Valerie Hopkins reported from Berlin, and David Pierson reported from Hong Kong.

President Vladimir V. Putin of Russia began meetings with the leader of Mongolia on Tuesday in his first state visit to a member of the International Criminal Court since it issued a warrant for his arrest in March 2023.

In advance of Mr. Putin’s trip, the I.C.C. stated that Mongolia was obligated to arrest Mr. Putin, but Mongolia is heavily dependent on Russia for fuel, and an arrest was considered extremely unlikely.

Far from being arrested, Mr. Putin was given a red-carpet welcome in the central square of the Mongolian capital, Ulaanbaatar.

Ahead of the trip, the Kremlin had shrugged off the possibility of an arrest.

“There are no worries, we have a great dialogue with our friends from Mongolia,” Dmitri S. Peskov, the Kremlin’s spokesman, told reporters on Friday, noting that “all aspects of the visit have been thoroughly prepared.”

Mr. Putin was greeted when he arrived Monday night by what appeared to be a Mongolian military guard at the airport and spent the night in the capital, a sign that he is comfortable being in the country.

Mr. Putin’s visit on Tuesday, at the invitation of Mongolia’s president, Ukhnaa Khurelsukh, and in defiance of the I.C.C. arrest warrant, serves as a reminder that Russia still commands strategic sway over its southern neighbor despite efforts to hedge.

With the visit, “Putin gets a symbolic win for sure,” said Alexander Gabuev, the director of the Carnegie Russia Eurasia Center in Berlin. For Mongolia, he said, the visit shows that the need to maintain the relationship with Moscow outweighs the country’s pledge in 2002 when it signed the Rome Statute ratifying its membership in the I.C.C.

He added that Russia’s adversaries would have to “think twice” about the narrative that “Putin is pariah, he’s ostracized and whenever there is an I.C.C. warrant for a country that’s ratified the Rome Statute, that he will be arrested.”

The international court, based in The Hague in the Netherlands, issued a warrant for Mr. Putin’s arrest last year, accusing him of committing war crimes with the abduction and deportation of Ukrainian children. The court also issued a warrant for Russia’s commissioner for children’s rights, Maria Lvova-Belova .

The I.C.C. has no enforcement mechanism. Countries that have signed on to the court are supposed to detain those who are subject to its arrest warrants. Russia is not a signatory to the court and has consistently rejected its authority.

Mongolia, a landlocked democracy wedged between Russia and China, treads a careful political line in balancing between its two far more powerful neighbors. That has included taking a neutral stance on the war in Ukraine.

While it has looked to the West to ease some of its geopolitical pressure, hosting high-level guests like President Emmanuel Macron of France, Secretary of State Antony J. Blinken, and the British foreign secretary, David Cameron, it is also economically reliant on its far larger neighbors.

Mongolia shares a 2,100-mile border with Russia and relies on the giant gas-producing neighbor for 95 percent of its fuel. It tries to maintain steady ties with Moscow to help balance relations with Beijing, which also holds considerable influence over Ulaanbaatar by purchasing virtually all Mongolia’s commodity-driven exports.

“The Mongolian political establishment thinks it is easier to manage secure and predictable relations with Moscow” by hosting Mr. Putin, said Munkhnaran Bayarlkhagva, an independent geopolitical analyst who used to work at the National Security Council of Mongolia.

“Ulaanbaatar is choosing to have predictable relations with Moscow and do the damage control later,” Mr. Bayarlkhagva said. “After all, geography cannot be changed.”

Mr. Bayarlkhagva said Mongolia likely determined that there would be little blowback for Mr. Putin’s visit given that there is precedent for members of the International Criminal Court defying the Rome Statute. In 2015, South Africa refused to arrest Sudan’s then president, Omar al-Bashir, during his visit to Johannesburg despite the fact that he was wanted by the International Criminal Court for alleged genocide and war crimes in Darfur. Last year, Johannesburg asked the I.C.C. for an exemption from arresting Mr. Putin so he could attend the BRICS summit of Brazil, Russia, India, China and South Africa. When it was not granted, Mr. Putin chose to skip the summit instead.

Still, Mongolia’s decision to invite Mr. Putin was condemned by human rights watchdogs.

“Welcoming Putin, an I.C.C. fugitive, would not only be an affront to the many victims of Russian forces’ crimes, but also undermine the crucial principle that no one, no matter how powerful, is above the law,” Maria Elena Vignoli, international justice senior counsel at Human Rights Watch, said in a statement ahead of the visit.

There are strong connections between the ruling Mongolian People’s Party and Russia, a relationship that dates back more than a century to when the People’s Party helped establish Mongolia’s socialist republic with the backing of the Soviet Red Army. Even after Mongolia’s democratic revolution in 1990, ties between the Mongolian People’s Party and Russia remained as a source of its political legitimacy.

The stated reason for Mr. Putin’s visit — to commemorate the 85th anniversary of the defeat of Japanese forces at the Battle of Khalkhin Gol by the Soviet and Mongolian armies — provides an “ideological boost” for the Mongolian People’s Party, Mr. Bayarlkhagva said.

Mr. Putin sought to underscore his country’s role as a protector of Mongolia in a written interview for the country’s biggest daily newspaper Unuudur, noting, “More than ten thousand soldiers and commanders of the Red Army gave their lives in the battle for the freedom and independence of Mongolia.”

No announcements are expected to be made about the proposed Power of Siberia 2 gas pipeline, which would help redirect Russian gas supplies that had gone to Europe through Mongolia to reach China instead. In August, Mongolia’s parliament voted not to include the pipeline in its budget for the next four years, in what observers said was indication that it had low expectations that it would be built.

A Western diplomat who spoke on the condition of anonymity because of the sensitivity of the matter said the Mongolian government summoned Western envoys to explain their reasoning behind Mr. Putin’s visit. Among them was the need to secure more supplies of fuel and electricity from Russia to prevent a repeat of the shortages the country faced last winter.

The diplomat said Mongolian officials were asked not to give Mr. Putin a platform to propagandize the war in Ukraine.

Mongolia ignores an international warrant for Putin's arrest, giving him a red-carpet welcome

Russian President Vladimir Putin received a red-carpet welcome to Mongolia as the country ignored calls to arrest him on an international warrant for alleged war crimes stemming from Moscow’s invasion of Ukraine

ULAANBAATAR, Mongolia — Russian President Vladimir Putin received a red-carpet welcome to Mongolia on Tuesday, as the country ignored calls to arrest him on an international warrant for alleged war crimes stemming from Moscow's invasion of Ukraine .

The trip, which concluded Tuesday night, was Putin’s first to a member nation of the International Criminal Court since it issued the warrant in March 2023. Ahead of his visit, Ukraine urged Mongolia to hand Putin over to the court in The Hague, and the European Union expressed concern that Mongolia might not execute the warrant.

The warrant put the government in a difficult position. After decades under communism with close ties to the Soviet Union, it transitioned to democracy in the 1990s and built relations with the United States, Japan and other new partners. But the landlocked country remains economically dependent on its two much larger and more powerful neighbors, Russia and China.

The ICC has accused Putin of being responsible for the abductions of children from Ukraine . Member countries are required to detain suspects if a warrant has been issued, but Mongolia needs to maintain its ties with Russia and the court lacks a mechanism to enforce its warrants.

The United States doesn’t believe any country “should give Putin a platform to promote his war of aggression against Ukraine,” U.S. State Department spokesperson Matthew Miller said.

“We understand that position that Mongolia is in, you know, sandwiched between two much larger neighbors, but we do think it’s important that they continue to support the rule of law around the world,” he told reporters in Washington.

The Russian leader was welcomed in the main square in Ulaanbaatar, the capital, by an honor guard dressed in vivid red and blue uniforms styled on those of the personal guard of 13th century ruler Genghis Khan, the founder of the Mongol Empire.

A throng of people watched from behind barriers as Putin and Mongolian President Khurelsukh Ukhnaa walked up the red-carpeted steps of the Government Palace and bowed toward a statue of Genghis Khan.

A few protesters who tried to unfurl a Ukrainian flag were taken away by police. Five others who gathered a few blocks west of the square held up an anti-Putin banner and Ukrainian flag but disbanded after hearing about the arrests.

As Putin was welcomed in Mongolia, his forces struck a military training facility and nearby hospital in Poltava, Ukraine, killing at least 50 people , the country’s president said. The strike appeared to be one of the deadliest by Russian forces since the war began on Feb. 24, 2022.

The two governments signed agreements on a power plant upgrade in Ulaanbaatar and on the supply of Russian aviation fuel to Mongolia. They also agreed to carry out an environmental study of a river where Mongolia wants to build a hydroelectric plant that Russia is concerned would pollute its Lake Baikal. Putin also outlined plans to develop the rail system between the countries.

He invited the Mongolian president to a summit of the BRICS nations — which include Russia and China among others — in the Russian city of Kazan in late October. Khurelsukh accepted, according to Russian state media.

After leaving Ulaanbaatar, Putin arrived early Wednesday in Russia’s major Pacific port of Vladivostok, where he is to take part in an economic forum.

On Monday, the EU said it had shared its concerns with Mongolian authorities.

“Mongolia, like all other countries, has the right to develop its international ties according to its own interests,” European Commission spokesperson Nabila Massrali said. But she added that Mongolia has been a party to the ICC since 2002, “with the legal obligations that it entails.”

Given Mongolia’s dependence on Russia and China for trade, energy and security, it was hardly possible to expect the government to arrest Putin, said Sam Greene, the director of democratic resilience at the Center for European Policy Analysis.

“The overriding reason for this trip will have been to show that Putin can travel right now,” he said.

But, Greene added, the warrant narrows the circle of possibilities for Putin, forcing “any government that’s going to think about hosting him to consider both the domestic and the international political consequences of that in a way they wouldn’t have had to before.”

Kenneth Roth, the former longtime director of Human Rights Watch, called Putin’s trip to Mongolia “a sign of weakness,” posting on X that the Russian leader “could manage a trip only to a country with a tiny population of 3.4 million that lives in Russia’s shadow.”

Kremlin spokesperson Dmitry Peskov said the trip wasn’t about “showing something to Western countries,” but rather about developing bilateral relations between two countries rooted in history and “wonderful glorious traditions.” His remarks were made to state TV reporter Pavel Zarubin, who posted them on his Telegram channel.

Dmitry Medvedev, the deputy secretary of Russia’s Security Council, denounced the warrant as “illegal” in an online statement Tuesday.

Putin, on his first visit to Mongolia in five years, participated in a ceremony to mark the 85th anniversary of a joint Soviet and Mongolian victory over the Japanese army in deadly fighting over the border between then-Japan-controlled Manchuria and Mongolia.

“I am very delighted about Putin’s visit to Mongolia,” said Yansanjav Demdendorj, a retired economist, citing Russia’s role against Japan. “If we think of the ... battle, it’s Russians who helped free Mongolia.”

Uyanga Tsoggerel, who supports the protests, said her country is a democracy that doesn’t tolerate dictatorship and accused Putin of “recklessly humiliating and shaming Mongolia in front of the world.”

Putin has made a series of overseas trips to try to counter the international isolation he faces over the invasion of Ukraine. He visited China in May , made a trip to North Korea and Vietnam in June and went to Kazhakstan in July for a meeting of the Shanghai Cooperation Organization.

But last year, the South African government lobbied against Putin showing up in Johannesburg for the BRICS summit, which he ended up joining by video link. South Africa, an ICC member, faced criticism in 2015 when it didn’t arrest then-Sudanese President Omar al-Bashir during a visit for an African Union summit.

Enkhgerel Seded, who studies at a university in Moscow, said that historically, countries with friendly relations don’t arrest heads-of-state on official visits.

“Our country has obligations toward the international community,” she said. “But ... I think in this case as well, it would not be appropriate to conduct an arrest.”
