In recent months, Singapore has continued to attract Indonesian travellers for various purposes, including business, leisure, and medical treatments. To ensure a smooth trip, Indonesians were advised to follow a structured process for their travel.

Preparation and Documentation Travellers were required to ensure their passports were valid for at least six months from the date of entry into Singapore. Indonesian citizens were reminded that a visa was not necessary for short stays of up to 30 days. For longer stays or specific purposes like work or study, the appropriate visa had to be secured in advance.

SG Arrival Card Completion Before departure, Indonesians had to complete the SG Arrival Card, a mandatory online form. This card, to be submitted within three days of arrival, included a health declaration and was crucial for compliance with Singapore’s health regulations. The form could be accessed through the Immigration and Checkpoints Authority (ICA) website or the MyICA app.

Travel and Arrival Travellers could choose from direct flights available from major Indonesian airports such as Soekarno-Hatta International Airport, Ngurah Rai International Airport, Juanda International Airport, Hang Nadim International Airport, and Kertajati International Airport. They were advised to book flights with airlines like Garuda Indonesia, Singapore Airlines, AirAsia, Lion Air, and Scoot.

Upon arrival at Changi Airport, travellers needed to present their passport and SG Arrival Card. Immigration officers might request proof of a return flight ticket and accommodation details in Singapore.

Agency Recommendations Several Indonesian travel agencies offered comprehensive packages to Singapore, including Panorama JTB Tours, Dwidaya Tour, Golden Rama Tours & Travel, Smailing Tour, Bayu Buana Travel, Tiket.com, and Traveloka. These agencies provided a range of options from budget to premium packages, covering flights, accommodation, and guided tours.

Travelling from Indonesia to Singapore is a straightforward process when following the outlined steps. By ensuring that passports are valid, completing the SG Arrival Card, and booking flights through reputable agencies, Indonesian travellers can enjoy a seamless journey. With various airlines and travel agencies offering tailored packages, visitors can easily find options that suit their needs. Proper preparation and understanding of the arrival procedures ensure a smooth experience, allowing travellers to focus on their business, leisure, or medical purposes in Singapore.

Singapore Entry Requirements for Indonesian Citizens

Arrival Card for Indonesian passport holders

Prior to embarking on a journey to Singapore, Indonesian travellers must obtain a Singaporean Arrival Card, commonly known as SGAC.

The Arrival Card to Singapore is an electronic travel document that is mandatory and can be applied for online before departure. The SGAC for Indonesians and other citizens has been introduced to make the process of registering arrivals easier. It also helps to speed up the process of checking documents at the border.

It is important that travellers from Indonesia note the SGAC is not a visa . The majority of Indonesian visitors are visa-exempt when entering Singapore, however, they must be informed about the cases in which they still require a Singaporean visa to be granted access.

Do Indonesians need an Arrival Card to visit Singapore?

All third-country nationals entering Singapore need an Arrival Card. Therefore, Indonesians are required to obtain a valid SGAC before travelling to the country, irrespective of their reason for visiting the country or the visa type that they have been granted.

In the event that Indonesian travellers fail to present an Arrival Card to Singaporean territory, border control officers could deny them entry to Singapore.

Citizens of Indonesia must know that even if the traveller is in possession of a valid Arrival Card, entry to Singapore might still be refused, although this situation is highly uncommon . Ultimately, the final call will be made by the immigration authorities of Singapore.

SGAC’s entry requirements for Indonesian travellers

Applicants from Indonesia are only required to comply with a few Singapore Arrival Card’s entry requirements when applying for an SGAC. The required supporting documents and conditions include having:

  • A passport issued by the Indonesian government that is valid for a minimum of 6 months after the proposed arrival date in Singapore
  • A valid credit or debit card that can be used online to settle the application fee for the SGAC
  • An application form for an SGAC that has been filled out and approved.

It is important to take note that as the SGAC is linked to the passport directly, Indonesian travellers must make the Indonesia-Singapore journey with the Indonesian passport that was used when applying for an arrival card.

The following are additional documents that certain applicants from Indonesia could be requested to submit:

  • Evidence of return or onward travel plans
  • Proof of vaccinations
  • Evidence of financial means (for instance, bank statements) that shows applicants will be able to support themselves for the duration of their stay in Singapore

These documents must be included as part of the SGAC online application. This way, requesters from Indonesia can upload digital copies of their documentation , eliminating the need to submit hard copies at the consulate.

How can Indonesian nationals apply for an SGAC?

To apply for a Singapore Arrival Card as an Indonesian citizen is quick and simple. The online form has been created in such a way that eligible nationals of Indonesia will be able to complete it in less than 20 minutes.

When travelling with children, Indonesian parents or guardians are allowed to help them send their own individual application form or completing it on their behalf.

The application form remains a key step of the process. That is why applicants from Indonesia must make sure they answer all the questions accurately . If a field has been left out or inaccurate information has been provided, it could be the reason that an SGAC application takes longer or gets denied.

The following are just some of the questions that the online application form includes:

  • Information about the Indonesian applicant’s health
  • Date of arrival
  • Date of departure
  • Arrangements that have been made for accommodation while in Singapore
  • Indonesians’ travel plans
  • Contact information (such as residential address and phone number)
  • Passport number
  • Expiration and issuance date of the Indonesian passport
  • Where and when the passport was issued
  • Date of birth
  • Nationality

Once all the required fields are completed, nationals from Indonesia must pay the SGAC fee , which can be made through a valid credit or debit card with sufficient funds to cover this expense.

Once this final step is done, the application will be processed by the relevant Singaporean authorities to determine whether or not Indonesians abide by the eligibility criteria .

Singapore’s Arrival Card for travellers from Indonesia: processing time

Citizens from Indonesia are strongly urged to send their request no less than 5 days before planned departure . Though, the majority of applications are approved within a couple of hours or days.

Public holidays and outstanding information can lead to delays.

All communication in connection with the SGAC application (including the final verdict) will be sent by means of email . Therefore, Indonesian applicants are reminded to check their email inbox on a regular basis.

       The Multi-Ministry Taskforce has been closely monitoring the global COVID-19 situation and regularly reviews Singapore’s border measures to manage the risk of importation from travellers and onward local transmission, taking into account the current situation in their source countries/ regions.

Tightening of Entry Approvals for Travellers and Transfers from Indonesia

2.     Given the worsening situation in Indonesia, we will tighten our border measures for travellers from Indonesia by reducing entry approvals for non-Singapore Citizens/ Permanent Residents  with immediate effect . Entry approvals may be considered where additional safe management measures are taken. 3.     With effect from  12 July 2021, 2359 hours , all travellers with travel history to Indonesia within the last 21 days will also not be allowed to transit through Singapore. 

Updates in Pre-Departure Testing Requirements

4.     Currently, all travellers entering Singapore with recent travel history to  Indonesia  within the last 21 days prior to departure for Singapore will need to present a valid negative COVID-19 polymerase chain reaction (PCR) test taken within 72 hours before departure for Singapore. With effect from  12 July 2021, 2359 hours , such travellers will instead be required to present a valid negative COVID-19 PCR test taken within  48 hours  before departure for Singapore. 5.     Travellers who arrive in Singapore without a valid negative PCR test result may be denied entry into Singapore. Permanent Residents and long-term pass holders who fail to comply with the new requirements may have their permit or pass cancelled. All travellers will continue to be subjected to:         a.   14-day Stay-Home Notice (SHN) at dedicated SHN facilities;         b.   On-arrival PCR test[1]  and PCR test on Day 14 of arrival; and         c.  On-arrival Antigen Rapid Test (ART)[2]  and self-administered ART test on Day 3, 7 and 11 of arrival.  

Regular Review of Border Measures 6.    As the global situation evolves, we will continue to adjust our border measures to manage the risk of importation and transmission to the community. Any changes to border measures will be updated on the  SafeTravel website . Travellers are advised to visit the website to check for the most updated border measures before entering Singapore and be prepared to be subjected to the prevailing border measures upon entry.

Singapore to Indonesia by ferry

A guide to every ferry service between Singapore and Indonesia, including how to connect to other ferry services in Indonesia.

Singapore and Indonesia are close maritime neighbours separated by the Singapore Strait. The two countries are just over 5 km apart at their closest point, and the fastest ferry services take a little under an hour.

There are numerous daily ferry services from Singapore to Batam, Bintan, and Karimun Besar. Batam is a manufacturing and financial hub, and Bintan is a popular resort destination for Singaporeans looking for a beach break without flying.

Getting the ferry to Indonesia is also a crucial link for overlanders travelling from Mainland Southeast Asia to Maritime Southeast Asia.

Singapore – Batam

HarbourFront Passenger Terminal is the main port for cruises and ferries in Singapore. This is the most useful port for Batam if you are staying in Central Singapore. The terminal is connected to the Harbourfront MRT, so it’s easy to get to by public transport.

Ferries from Tanah Merah to Batam are useful if you are based in the east of Singapore or if you are coming directly from Changi Airport.

When booking a ferry to Batam, make sure you know what port you want to go to. There are five ports in Batam that receive ferries from Singapore. This list gives a brief description of each port to help decide which port to go to.

Harbour Bay is near Lubuk Baja, which is better known as Nagoya ( named after the Japanese who were working on infrastructure projects in Batam in the 1970s). The Nagoya area is the best area to stay in Batam, so you are coming to Batam just to check it out, then get the ferry to Harbour Bay.

Sekupang port is useful to get ferries to other destinations in the Riau Islands.

Teluk Senimba is the port of the Waterfront City development. There is not much here yet, and the ferry operator doesn’t appear to have a website.

Singapore – Bintan

Ferries from Singapore to Bintan depart from Tanah Merah in the east of Singapore. You can get the MRT to Tanah Merah, then take bus 35 towards Tanah Merah Ferry Terminal. There is also a shuttle bus from Changi Airport .

Tanah Merah – Tanjung Pinang

Tanjung Pinang is the main port city of Bintan and it’s the capital of Riau Islands Province. Tanjung Pinang has ferry services to other ports of the Riau Islands, and it’s the closest port to the resorts on the east coast of Bintan.

Teluk Sebong (also referred to as Bandar Bentan Telani Terminal) serves the resorts on the northwest coast of Bintan.

Singapore – Karimun Besar

Karimun Besar is the largest island of Karimun regency in Riau Islands province.

Singapore – Sumatra

There are no direct ferries from Singapore to Sumatra.

How to go from Singapore to Sumatra by ferry

Sekupang port had ferries to Sumatra, though there aren’t any recent updates from the ferry operators. There are old reports of ferry services from Sekupang to Dumai (Sumatra) with Batam Jet and Dumai Express .

Singapore – Java

How to go from singapore to jakarta by ferry.

There is no direct ferry service from Singapore to Jakarta, but there is a Pelni ferry from Batam to Jakarta. With some preplanning you can go from Singapore to Batam to Jakarta by ferry.

Pelni is the national cargo and passenger shipping company of Indonesia. Pelni ship KM.KELUD departs Batam on Wednesdays at 16:00 and arrives at Tanjung Priok Port in Jakarta the next day at 22:00 (1 day and 6 hours travel time). Check with the website to confirm if the ship is sailing or if there are other days added.

I did a test booking in English and I could find economy and cabin tickets. There is also a Pelni office in Batam if the website isn’t accepting your payment.

The return leg comes back to Batam and continues to Belawan Port in Medan (North Sumatra).

Google Maps is showing Sekupang as the port for the ferry to Tanjung Priok, but the ferry departs from Batu Ampar. The closest port to Batu Ampar is Harbour Bay, so you will need to get a taxi between ports.

How to buy ferry tickets

Ferry tickets can be bought online or at the ferry terminal. Every ferry operator has their own sales counter, so you need to know which ferry operator and port you are going to.

The first time I went to Batam I didn’t know where to go, so I picked Batam Centre because of its name. This port is further away from the Nagoya area, though taxis are not too expensive.

On my next trip to Batam I went to Harbour Bay, and the ticket agent asked if I was sure I wanted to go to Harbour Bay.

I travelled midweek during the day, so there was no problem to turn up and book a seat. I would have booked in advance if it was the weekend or closer to peak hour travel.

Another thing to consider is that I couldn’t use my Visa or Mastercard (they wanted a local NET card ). I had already spent my Singapore Dollars so I had to go to an ATM (and incur a withdrawal fee) to pay for the ticket in cash. If I had of known this I would have booked online.

I have listed all the ferry websites where you can book directly, and you can also compare tickets with 12Go . Search in SGD to compare prices.

I was surprised with how expensive the tickets were considering how many ferry operators there are. It turns out that the ferry operators have a history of anti-competitive behavior , and they are once again being called out for possible price-fixing .

Hi James, Nice roundup, but I think you’ve mistaken one Tanjung Balai for another. From S’pore one can take a ferry to Tanjung Balai on Karimun island, just west of Batam, not to the one near Medan. There may be ferries from Batam to Dumai, South Sumatra. Apparently Karimun is a bit of a low-end holiday island, but I’ve never been there myself. Tanjung Pinang is ok, and a useful starting point for island hopping around Riau. Happy travels! Serge

CONSULAR NOTICE - TRAVEL TO INDONESIA (UPDATED)   Singapore passport holders can enjoy “Visa Exemption for Leisure Purpose” (valid for 30 days without option to extend) and “Visa on Arrival for Leisure Purpose” (valid for 30 days with option to extend for an additional maximum period of 30 days) at the permitted immigration checkpoints. Travellers must possess the following: a. Passport with a minimum validity of six months; b. A return ticket or ticket to another country; and c. New International Travel Regulations to Enter Indonesia as of 10 November 2022

JAKARTA, 21 December 2022 - As an immediate response to recover tourism industry and relaxing the international travel restrictions, COVID-19 Task Force issued the Circular Letter of the COVID-19 Task Force Number 25 of 2022 concerning Health Protocols for International Travels during the COVID-19 Pandemic . 

Coordinator of Expert Team and Spokesperson for the COVID-19 Handling Task Force, Prof. Wiku Adisasmito, stated that the adjustment to the control mechanism for international travel was urgently needed. "The COVID-19 policy must also be adaptive with the dynamics of the virus, including the dynamics of its variants that occur globally," Wiku said.

Here are the new international travel regulations according to the Circular Letter of the COVID-19 Task Force Number 25 of 2022 concerning Health Protocols for International Travels during the COVID-19 Pandemic

  • The general requirements regarding health protocols for international travelers are as follows:
  • Wearing 3 ply of fabric mask or medical grade mask, covering nose, mouth, and chin at indoor settings or any crowded situations;
  • Replacing the mask regularly within every 4 hours, and dispose the waste in the proper place;
  • Washing hands regularly with water and soap or hand sanitizers;
  • Maintaining social distance for a minimum of 1.5 meters and avoiding crowds; and
  • Keeping in mind that it is advised not to have one-way or two-way communication by telephone or in person throughout the trip using public transportation modes of land, rail, sea, river, lake, ferry, and air.
  • All International travelers, both Indonesian citizens and foreign nationals, can enter Indonesia through the entry points assigned, which are:

a. Airports

  • Soekarno Hatta International Airport, Banten;
  • Juanda International Airport, East Java;
  • Ngurah Rai International Airport, Bali;

All international seaports in Indonesia are now opened as entry points for international travel through the consideration of the Directorate General of Sea Transportation of the Ministry of Transportation.

3. International travelers can enter Indonesia through the following conditions:

  • Indonesian citizens are allowed to enter Indonesia by following the strict health protocol as mentioned in number 1.
  • Foreign nationals are allowed to enter Indonesia by fulfilling the requirements as follows:
  • In accordance with the provisions on immigration regulated by the ministry that administers government affairs in the fields of Law and Human Rights;
  • In accordance with the agreement scheme (bilateral), such as the Travel Corridor Arrangement (TCA); and/or
  • Granted special consideration/permission in writing from the Ministry/Agency.

4. Requirements for Departure Documents for international travelers from Indonesia are as follows:

  • International travelers with the status of Indonesian citizens aged 18 years and above who will travel abroad from Indonesia are required to show a card/certificate (physical or digital) of receiving the third dose of COVID-19 vaccine (booster) which is shown through the PeduliLindungi app.
  • The provisions on the obligation to show the card/certificate as referred to in letter a are excluded for Indonesian citizens with the following provisions:
  • International travelers with the status of Indonesian citizens with special health conditions or comorbid diseases that cause them to not receive the vaccine are required to attach a doctor's certificate from the Government Hospital stating that the person concerned has not and/or cannot receive the Covid-19 vaccine; or
  • International travelers with the status of Indonesian citizens who have finished carrying out COVID-19 isolation/treatment and have been declared inactive in transmitting COVID-19 but have not been able to get the third dose of vaccination (booster) must show a doctor's certificate from the Government Hospital or Ministry of Health stating that the person concerned is no longer active. actively transmit COVID-19 or COVID-19 recovery certificate.

5. Requirements for Arrival Documents for international travelers going to Indonesia are as follows:  

  • International travelers must download and use PeduliLindungi app before departure;
  • Presenting the card/certificate (physical or digital) of receiving the second dose of COVID-19 vaccine at least 14 (fourteen) days before departure written in English, other than the language of the country of origin.
  • The obligation to show proof (physical and digital) of COVID-19 vaccination certificates as requirements for entering Indonesia are excluded to:
  • Foreign nationals under 18 years old; and
  • International travelers with special health conditions or comorbid diseases that cause travelers cannot receive vaccines, with the requirements of presenting a doctor's certificate from the State Departure Hospital which states that the concerned person has not been and/or cannot receive COVID-19 vaccination.
  • International travelers who have not received a complete dose of vaccination, have finished carrying out COVID-19 isolation or treatment, and have been declared inactive in transmitting COVID-19 with the requirement that they attach a doctor's certificate from the Government Hospital of the departure country or the ministry that carries out government affairs in the health sector on the country of departure stating that the person concerned is no longer actively transmitting COVID-19 or the COVID-19 recovery certificate;
  • International travelers with the status of foreign nationals who are Diplomatic visa holders and work visas related to official visit/state officials at the ministerial level or above and foreign nationals who entered Indonesia with the Travel Corridor Arrangement scheme,  according to the principle of reciprocity while implementing a strict health protocol; and
  • International travelers with the status of foreign nationals who have not received the vaccine and intend to travel domestically in order to continue their journey with international flights out of Indonesian territory, are allowed not to show their COVID-19 vaccination card/certificate as long as they do not leave the airport area during transit waiting for international flights to be followed, with requirements:
  • Has been permitted by the local Port Health Office to travel domestically in order to continue the journey with international flights out of the territory of Indonesia; and
  • Showing the schedule of flight tickets outside Indonesia for direct transit from the departure city to the international airport in the territory of Indonesia with the final destination to the destination country.

6. COVID-19 Entry Points Health Protocols are listed as follows:

  • International travelers must proceed through international travel arrival documents checking as being mentioned in no. 4.
  • Upon arrival at the entry points, international travelers must undergo a COVID-19 symptom check, including a body temperature check.
  • International travelers with a symptom of COVID-19 or body temperature above 37.5 degrees Celsius must undergo RT-PCR examination upon arrival with payment borne by the government for Indonesian citizen and by self-financing for foreign nationals
  • International travelers without a symptom of COVID-19 and body temperature below 37.5 degrees Celsius are not required to undergo RT-PCR examination upon arrival and can continue their travel while also conducting 14 days of self health monitoring.
  • International travelers conducting the RT-PCR confirmation examination as referred to in point c are allowed to continue the journey after conducting the RT-PCR confirmation examination sample and must comply with the following provisions:
  • Waiting for the results of the RT-PCR confirmation examination in hotel rooms, lodging rooms, or residences; and
  • Are not allowed to leave hotel rooms, lodging rooms, or residences and are not allowed to interact with other people before the results of the RT-PCR confirmation examination show negative results.
  • In the event that the RT-PCR confirmation examination as referred to in point c shows a positive result, the international traveler shall be isolated/treated in accordance with the follow-up mechanism for the positive case.
  • In the event that the RT-PCR confirmation examination as referred to in point c shows a negative result, the international traveler is allowed to continue the journey and it is recommended to carry out independent health monitoring of COVID-19 symptoms for 14 days by implementing strict health protocols.

7. Positive Case Follow-up Mechanism and Isolation/Treatment are as follows:

  • International travelers with positive RT-PCR confirmation examination results without symptoms or experiencing mild symptoms are required to carry out isolation/treatment in isolation hotels or centralized isolation facilities set by the government or self-isolate in their own residences with isolation/treatment times as recommended by the Ministry of Health.
  • International travelers with positive RT-PCR confirmation examination results accompanied by moderate or severe symptoms and/or with uncontrolled comorbidities, will be isolated/treated at a Covid-19 referral hospital with isolation/treatment time according to recommendations from doctors and recommendations from the Ministry of Health.

8. COVID-19 Vaccination Program for International Travelers are as follows:

  • International travelers with the status of Indonesian citizens who have not received the COVID-19 vaccination, either the first dose, the second dose, or the third dose are required to undergo vaccination at the entry point for overseas travel after a symptom check is carried out.
  • International travelers with the status of foreign nationals who are already in Indonesia and will travel, both domestically and internationally, are required to undergo vaccination through a program or mutual cooperation scheme in accordance with the provisions of the legislation.

9. Financing of all the provisions mentioned above are regulated as follows:

  • The cost of RT-PCR confirmation examination at the entry point as referred to in number 5.c. for foreign nationals it is borne independently, while for Indonesian citizens it is borne by the government.
  • The cost of handling COVID-19 and medical evacuation for foreign nationals is borne independently, while for Indonesian citizens it is borne by the government.
  • The cost of vaccination at the entry point for international travelers with the status of Indonesian citizens as referred to in letter 7.a is borne by the government.
  • In the event that the international travelers with the status of foreign nationals are unable to finance the RT-PCR confirmation examination at the entry point and isolation/treatment when the results of the RT-PCR confirmation examination show positive results, as referred to in point a and b, then the Sponsor, Ministry/Institution/State-Owned Enterprises providing the consideration of the entry permit for the foreigner can be asked for the accountability in question.

10. Other provisions are as follows:

  • In regards to the results of the RT-PCR test at the entry point, a written comparison can be requested by filling out the form provided by the Port Health Office or the Ministry of Health at the expense of the inspection being borne by the international travelers.
  • The implementation of the RT-PCR comparison test as referred to in point a is carried out simultaneously by the Port Health Office in 2 (two) laboratories for the purpose of SGTF comparison examination and comparative examination of RT-PCR results, namely at: Health Research and Development Agency (Balitbangkes), Cipto Mangunkusumo Central General Hospital (RSCM), 9 Gatot Soebroto Army Central Hospital (RSPAD), Bhayangkara Raden Said Sukanto Hospital (Polri Hospital) or other government laboratories (Environmental Health Engineering Center, Regional Health Laboratory, or other government reference laboratories).
  • The Port Health Office of airports and international seaports facilitates international travelers requiring emergency medical services upon arrival in Indonesia in accordance with the provisions of laws and regulations.
  • Every transportation mode operator at the entry point for overseas travel is required to use the PeduliLindungi app.
  • Ministries/institutions/regional apparatus that carry out functions related to the international travelers must follow up this Circular Letter by issuing legal instruments that are in harmony and do not conflict with the provisions of laws and regulations.
  • The legal instrument as referred to in point e is an inseparable part of this Circular Letter.

Furthermore, based on the  Circular Letter of the Directorate General of Immigration No. IMI-0708.GR.01.01 of 2022 concerning the Ease of Immigration to Support Sustainable Tourism during the COVID-19 Pandemic effective from 23 September 2022, the Indonesian government has decided to exercise the Visa Exemption Arrangement facility and updated the list of countries eligible for Visa On Arrival (VOA) for tourism purposes.

The list of countries and special entities for Visit Visa Exemption Arrangement facility , in alphabetical order are:

The regulations and details for Visit Visa Exemption for Tourism Purpose and Visa On Arrival for Tourism are listed as follows:

1. International travelers must present all requirements for the VOA at the immigration counter, namely:

i. Diplomatic Passport, ii. Service Passport, or iii. General Passport;

With validity period of at least 6 (six) months;

  • A return ticket or a connecting ticket to continue traveling to another country;
  • Proof of non-tax revenue payment in case of applying for a VOA for tourism purpose

2. Visa Exemption Arrangement for Tourism and VOA for tourism can be used by foreign nationals to carry out tourism activities or government duties in international activities of a state or government nature;

3. In the event that the foreign national as referred to in number 3 will carry out government duties in international activities of a state or government nature, in addition to meeting the requirements as referred to in number 2 must also attach an invitation letter to attend a conference/trial/meeting issued by the related Ministry/Agency of the Republic of Indonesia;

4. VOA for Tourism can also be granted to foreign nationals holding Diplomatic Passports or Service Passports who are not citizens of the State, Government of a Special Administrative Region of a State, and Certain Entities Subject to a VOA for Tourism in the event that there is no Representative of the Republic of Indonesia in the country/place of residence or emergency/urgent activities, by examining the following requirements:

  • Diplomatic Passport or Service Passport with a validity period of at least 6 (six) months,
  • A return ticket or a one-way ticket to continue the journey to another country;
  • Request letter from the Ministry/Agency/Agency of the Republic of Indonesia;
  • Letter of approval from the Director General of Immigration;
  • Proof of non-tax revenue payment for VOA for tourism; and
  • Invitation letter to attend conferences/trials/meetings issued by Ministries/Institutions/Agencies of the Republic of Indonesia, in terms of the intention of visiting foreigners for government duties in international activities of a state or government nature;

5. The approval letter from the Director General of Immigration as referred to in number 4 letter d is submitted by the chairs of the Ministry/Institution/Agency of the Republic of Indonesia to the Director General of Immigration u.p. Director of Immigration Traffic by attaching:

  • A request letter from the Ministry/Agency/Agency of the Republic of Indonesia containing data on foreign nationals and the reasons for the submission,
  • Diplomatic Passport or Service Passport with a validity period of at least 6 (six) months, and

6. Foreign nationals holding Visa Exemption Arrangement for Tourism and VOA for tourism cannot apply for a New Stay Permit through a Visa application;

7. Foreign nationals holding Visa Exemption Arrangement for Tourism and VOA for tourism can leave the territory of Indonesia through all Immigration Checkpoints;

8. The applicable rate for a VOA for tourism is the rate for a Visa on Arrival as referred to in the Attachment to Government Regulation Number 28 of 2019 which is IDR 500,000,-;

9. Perform data reconciliation between non-tax revenue payments, use of Visit Visa stickers on VOA for tourism with immigration crossings on a daily, weekly, and monthly basis;

Passport holders outside the above listed categories in point 2, can also enter Indonesia through entry points mentioned in point 1 by applying for e-visa prior to departure.

According to the Circular Letter of the Directorate General of Immigration No. IMI-0764.GR.01.01 of 2022 concerning the Immigration Policy regarding Electronic Visit Visa Services, Visit Visa on Arrival Services, and Free Visit Visa to Support Sustainable Tourism during the Covid-19 Pandemic, as of 10 November, 2022, E-VoA program is being applied for some international travelers in order to ease their visit to Indonesia and attract more foreign travelers to come. The E-VoA program is available at 6 airports and 11 seaports across Indonesia and currently accessible to foreign nationals from 46 countries.

JAKARTA: Indonesia has opened a quarantine-free travel corridor that allows people from Singapore to travel to Batam and Bintan beginning Monday (Jan 24), said Tourism and Creative Economy Minister Sandiaga Uno. 

The travel scheme is for people to visit Nongsa in Batam and Lagoi in Bintan, and they are not allowed to leave for other places, he said in a virtual press conference.

The minister also said that travellers must test negative for the coronavirus 72 hours prior to departure and again upon arrival at Batam’s Nongsapura ferry terminal or Bintan’s Bandar Bentan Telani terminal.  

“When they arrive at the point of entry, they will go directly to their place of activity such as the hotel, and after the (COVID-19 test) result is out in 50 minutes, the tourists can immediately start their activities,” Mr Uno said.

He highlighted that the travel corridor is meant for people from Singapore to visit Nongsa and Lagoi and not for Indonesians to visit Singapore. 

“If people in Batam want to go to Singapore, they must follow Singapore regulations,” he said.

In November last year, Singapore announced that it would start a unilateral vaccinated travel lane (VTL) with Indonesia on Nov 29 for fully-vaccinated individuals travelling from Jakarta to the country via Changi airport. 

At that time, Singapore’s Transport Minister S Iswaran said that the VTL with Indonesia would be unilateral for the moment since the latter had remained closed to general travel.

“We hope that Indonesia will likewise soon reopen its borders to travellers from Singapore,” he had said.

On Nov 16, a statement by the Indonesian foreign ministry wrote that both foreign ministers “agreed to continue discussions on VTL arrangements bilaterally (reciprocally)”.

For a start, Bandar Bentan Telani in Bintan is ready to welcome about 50 to 100 tourists from Singapore daily, and the number will gradually be increased to 500 people in eight trips, Mr Uno said on Monday. 

Before the COVID-19 pandemic, the ferry terminal could accommodate 2,400 travellers daily through 12 trips, he said.  

Tourists from Singapore are important in the efforts to revive Indonesia’s economy and tourism, especially that of the Riau Islands province, the minister said.

TRAVEL INSURANCE AND TRACING PROGRAMMES

Earlier on Monday, Coordinating Minister for Economic Affairs Airlangga Hartarto said in a virtual press conference that the Indonesian government decided to establish the travel bubble since the COVID-19 cases in Batam and Bintan are now under control.

He stated that travellers must be vaccinated twice, have a negative PCR test taken within three days prior to travel, travel insurance worth S$30,000 and use the Indonesian COVID-19 tracing programmes PeduliLindungi and Blue Pass.

At the same press conference, Coordinating Minister for Maritime Affairs and Investment Luhut Pandjaitan said that the travel bubble will be evaluated every week. 

“If we think it is good, we continue. If not, we stop," he said. 

The Singapore-Indonesia Leaders’ Retreat will be held in Bintan on Tuesday after a two-year hiatus due to the COVID-19 pandemic.
