Brazilian police arrest woman in connection to death of Minnesota businessman

MINNEAPOLIS —  Authorities in Brazil say the death of a Twin Cities entrepreneur in Rio de Janiero is now considered a murder investigation, and a suspect has been arrested.

CNN Brazil reports 43-year-old D'Wayne Morris was found dead on Aug. 8 inside his rental home in Rio's Copacabana neighborhood.

Rio Civil Police say Morris and a friend had gone out the night before in the city's popular Lapa neighborhood. Investigators believe they met two women who soon drugged them and planned to rob them — a common scam in the city that targets tourists.

Police say they arrested a 23-year-old woman who has a history of committing similar crimes.

The U.S. State Department confirmed the death a couple of weeks ago but didn't identify Morris as the victim. Officials said they "stand ready to provide consular assistance," and they give their "sincerest condolences" to Morris' family.

Morris' life partner: "It doesn't make sense"

Morris was the president and founder of Blue Waters Consulting and Soul Community Development Corporation.

The graduate of Minneapolis Roosevelt High School and Southwest Minnesota State University managed a $14 million portfolio of businesses in addition to providing financial consulting.

Morris was the sole provider of the blended family he shared with his life partner, Tamatha Richman , which included her three children and his one child.

"He's a fun partner to have," Richman said.

As a family, they loved to travel.

"We've traveled to a variety of countries, and we were well aware of the things that were necessary as you become an international traveler," she said.

That's why Richman has so many questions about what happened in Brazil. 

"It doesn't make sense. D'Wayne was in the country less than 24 hours. He had not even spent the night in Brazil," she said. "This is certainly a situation where D'Wayne was targeted, that these people were experienced, and they drugged D'Wayne, they robbed him, they left him for dead," she said.

"To be a partner with D'Wayne is really to share him with the world"

Richman said Morris made everyone he met feel as if they were his best friend.

"He has a way about himself where everybody believes they're the most special person," Richman said. "So when he's interacting with them, you know, in this last week the amount of people that told me they're D'Wayne's best friend, or you know, they're brother to him or a sister to him and don't actually have that blood relationship, and that's really about how he showed up in his relationships."

From his time as a teacher, a basketball coach, or working at a nonprofit in north and south Minneapolis, Morris gave his all to what he was doing.

"While others may have seen it as him staying really busy, it really was more about that D'Wayne was sharing his gifts, and so it came easy to him," she said. "It energized him to be able to connect, and help and provide."

Their home was a place where they mentored other young adults, another way he gave back to community.

"To be a partner with D'Wayne is really to share him with the world," she said.

His death does not overshadow how much he contributed to the lives of many. He leaves behind a legacy of love and empowering others to be their best.

Richman is planning a celebration of life in Minnesota. Morris will later be buried in Jamaica. His family has set up a GoFundMe.

Morris' death comes just months after Twin Cities comedian Tou Ger Xiong , 50, was found dead under similar circumstances in neighboring Columbia. Two men and a woman were charged in his death in January .

PROVIDENCE – Rhode Island Corrections Director Wayne Salisbury on Tuesday agreed to pay $200 to settle a complaint to the state Ethics Commission that he failed to disclose a half dozen out-of-state trips paid for by third parties.

The trips included a journey to London paid for by the British Consulate and travel to Indian Wells, California for trainings paid for by the national Correctional Leaders Association.

Leaving closed-door talks with the Ethics Commission Tuesday morning, Salisbury said he was "embarrassed" by what he described as a mistake filling out the disclosure forms.

"As I said a couple of months ago, it was a simple matter of ignorance," Salisbury told reporters. "Thoroughly embarrassed that I didn't know how to complete the form, what the requirements were. Thanks to the help of the Ethics Commission staff, we were able to remedy that fact so going forward, it won't be an issue."

What happened at the meeting

The complaint was made by the Rhode Island Brotherhood of Correctional Officers and followed a report by WPRI-TV that Salisbury had amended his annual financial disclosures in June only after the station asked why he had not mentioned the trips in his original filing.

The vote to settle with Salisbury was 4-2, with members Lauren Jones, Holly Susi, Emma Peterson and Matthew Strauss voting in favor. Frank Cenerini and Hugo Ricci Jr. voted against the settlement.

When the Ethics Commission returned to open meeting after approving the settlement behind closed doors, Ricci tried to increase the payment to $5,000 "based upon the number violations and the correction of those violations only after being prompted by a formal complaint."

"I'm bringing up something that I feel is appropriate under the circumstances and I'm asking that the fine be elevated to $5,000," he said.

But Commission Chairman Jones ruled the motion to hike the fine for being out of order and based on the Commission's rules requiring settlements be negotiated out of public view.

Background on the complaint

The United Kingdom spent $3,900 to bring Salisbury to London with other American prison officials to learn about British carceral policies, including "a tour of His Majesty’s Prison Wandsworth, and meetings with the Governor ofWandsworth prison in London along with her reparation and settlement team," according to the amended filing. The consulate paid for airfare, a hotel room and two meals.

In addition to London and California, Salisbury also took trips paid for by third parties to Washington, D.C., Cape Cod, Norfolk, Virginia and Atlanta.

After multiple meetings with Ethics Commission staff, Salisbury ultimately amended his financial disclosure form four times to include the trips, income he and members of his family earned outside their primary jobs and debts owed.

The correctional officers union opposed Salisbury's appointment to head the Department of Corrections this year, saying his management of the ACI was too lenient with prisoners to keep officers safe.

A vote to investigate complaints against Anastacia Williams and Santos Javier

In other business Tuesday, the Ethics Commission voted unanimously to investigate complaints by State Rep. Enrique Sanchez against his primary opponents for the House District 9 seat, Anastacia Williams and Santos Javier.

The complaints alleges that Williams did not include details of her current job with Providence's Recreation Department or income from apartments she owns on her most recent financial disclosure.

Sanchez argued that Javier did not make his required Ethics filing within the 30-day deadline for new candidates.

The Commission dismissed a complaint against Robert Mancini, an employee of Washington Trust bank and member of the Rhode Island Commerce Corporation's "Access to Capital Subcommittee" of its board of directors.

The complaint argued that Mancini's vote to approve the issuance of port dredging bonds purchased by Washington Trust was a conflict of interest.

The Commission ruled that because the Access to Capital subcommittee was advisory and Mancini a volunteer on it, he was not subject to the state Code of Ethics.

The Wayne PAL Wolfpack AAU Basketball Program is dedicated to achieving the goals of teaching the life lessons players learn through the game of basketball and preparing young student athletes for their next level of play, whether that be for middle school, high school or college. Our experienced and dedicated coaching staff use practices and games to provide an intense focus on fundamentals, and to emphasize the lessons of integrity, work ethic, teamwork, leadership and loyalty. Our program focuses on player development! We focus our instruction on basketball fundamentals, along with strength, conditioning, speed and agility training. Our program runs from March through July, along with a Fall season from September through November. Each of our teams is given at least two practices each week throughout each season, and participate in anywhere from 8 to 10 tournaments in the Spring and 5 to 7 tournaments in the Fall. The Wayne PAL Wolfpack AAU Basketball Program originated in 2001 as an extention of the Wayne PAL Boys Traveling Basketball Program. The program was founded by Jim Stone and Dan Halewicz, current Business Administrator at the Wayne PAL and Assistant Coach for the William Paterson University Men’s Basketball Program. Over the years, the Program has assembled a group of coaches and other professionals committed to enriching the lives of all our players. The coaching staff possesses extensive experience as both players and coaches, and each has enjoyed a great deal of success in those roles. An intense focus on fundamentals is the hallmark of the Wolfpack Program. Wolfpack players are expected to master the mental aspects of the game, including the discipline to focus on the details of the individual and team fundamentals they are taught. The Program’s coaches have history and a reputation in the major AAU recruiting venues, and are committed to preparing their teams to perform on that stage. Players get exposure to college recruiters over a period of years, culminating in their U17 season. Playing in national venues throughout their Wolfpack experience, our players become well prepared to display their talents during the important spring and summer college evaluation periods. All of that said, for the Wolfpack, its first and foremost about the basketball. A players self discovery is paramount in the priorities of the coaches. Brazilian authorities found Minnesota entrepreneur and businessman D’Wayne Morris dead in Rio de Janeiro on August 8 following what’s believed to be a “Goodnight Cinderella” robbery committed by two women.

According to CNN Brazil, Morris, 43, was found in the Copacabana apartment rental where he was vacationing. The authorities’ murder investigation claims two females drugged the Jamaican-American entrepreneur and his friend. The two men allegedly met women in Rio’s Lapa neighborhood hours before his death. Rio police believe the women intended to rob Morris and his friend.

CBS News reported that the authorities have arrested a 23-year-old with a criminal history of similar crimes in connection to Morris’ death. The Brazilian new outlet g1 named Letícia Clara Bento da Silva as the woman taken into custody. The latter source alleged Morris “convulsed and foamed at the mouth” before his passing and police being called. The outlet’s headline, translated into English, provided context for the women’s alleged scam. It read, “Police identify suspect of saying ‘Goodnight Cinderella’ and causing death of North American tourist in Copacabana.”

Rio authorities have reportedly asked the public for assistance in identifying the other woman suspected of involvement.

Who Was D’Wayne Morris?

Morris was a Jamaican-American living in the Twin Cities . His family included his longtime partner Tamatha Richman, her three children, and a child of his own. CBS News reported that Morris was the sole provider of his family unit. His company website notes he was the co-founder of Blue Waters Consulting and the Soul Community Development Corporation. In those roles, the site notes Morris managed “a $14 million portfolio of businesses” and provided “financial consulting.” Another detail noted that the departed coached high school basketball for 9 years. His love of travel was also mentioned.

Morris’ longtime love, Richman, has questions and concerns about his suspected murder in Brazil.

“It doesn’t make sense. D’Wayne was in the country less than 24 hours. He had not even spent the night in Brazil,” she told CBS News. “This is certainly a situation where D’Wayne was targeted, that these people were experienced, and they drugged D’Wayne, they robbed him, they left him for dead.”

The State Department updated a travel advisory to Brazil in October 2023. The country is considered a “Level 2” risk, which advises Americans to “exercise increased caution.”

“Violent crime, such as murder, armed robbery, and carjacking, is common in urban areas, day and night,” notes the Brazil advisory. “Gang activity and organized crime is widespread. Assaults, including with sedatives and drugs placed in drinks, are common.”

Avon Elite Basketball was established during March Madness 2021 by Coach Wayne Campbell and his wife Jessica.  

In the spring of 2020,there was little hope of a basketball season due to Covid quarantine and lockdown. Fortunately, we received a text message from a past teammate's mom telling us there may be a travel basketball season in the fall.  8 boys came out for tryouts, including Campbell's son.  Coach Campbell's enthusiasm and previous coaching experiences earned him an invitation to assistant coach the team.  Coach Campbell called them the Elite 8 with the aspiration of turning them into the underdogs of the season. 

As the season began, one of the boys found other interest and the team shrunk to 7 boys.  Meanwhile, another player suffered an injury and was unable to return for the season. The 6 remaining boys, who hadn’t trained together and were not able to attend over half of their initial practices due to the snowy winter and covid quarantines continued to  persevere and play in the league. The team was enduring a losing season, untrained and out numbered .  Somewhere in all the losses the team found a way to win.  Avon’s losses inspired Coach Campbell to start Avon Elite in order to become more involved in training programs and skill development on the fundamentals of basketball.

Avon Elite is proud to offer a variety of skills and development programs for first grade through highschool.
