Traveling to China After Reopening – What’s Changed?

We offer the latest advice on traveling to China in 2023, including information on current Chinese visa application requirements, pre-flight testing, and travel tips.

UPDATE (November 1, 2023): China Customs announced that it will no longer require people leaving and entering China to fill in the Entry/Exit Health Declaration Card. This decision means that from this day forward, there are no more  COVID-era restrictions and requirements for travelers leaving and entering the country. However, anyone leaving or entering China who shows symptoms of or who has been diagnosed with an infectious disease is still required to declare their health status to Customs of their own volition. UPDATE (September 20, 2023): In a bid to attract more international visitors, China’s Ministry of Foreign Affairs (MFA) introduced a simplified visa application process on September 20, 2023. This revision primarily focuses on the visa application form and entails two significant changes. Firstly, applicants are now required to list their travel history from the past year instead of the previous five years. Secondly, the educational background section has been streamlined to only request the highest level of education achieved.

These adjustments, according to MFA spokesperson Mao Ning, are intended to reduce the time applicants spend on visa forms and enhance overall efficiency. The MFA reaffirmed its dedication to fostering people-to-people interactions between China and other countries, emphasizing China’s commitment to high-quality development and global engagement.

UPDATE (August 28, 2023):  The Chinese Foreign Ministry spokesperson Wang Wenbin made a significant declaration that starting from August 30, 2023, travelers heading to China will not have to undergo mandatory pre-entry COVID-19 nucleic acid tests or antigen tests.

In March 2023, China announced that it had resumed issuing all types of visas , giving the official greenlight for foreign travelers and tourists to return to the country. This announcement followed months of gradual dismantling of COVID-19 travel restrictions, which saw the lifting of quarantines, vaccine and testing requirements, and travel codes.  

Domestic and international travel requirements have since been further relaxed so that there are currently almost no additional steps to take in relation to COVID-19 in order to travel to China.  

However, foreign travelers may still be confused when planning for their China trip, as it adopted a progressive approach for lifting restrictions, and the latest information is scattered across a series of announcements. Below we answer some common questions on China travel after the lifting of COVID-19 restrictions.

Which Chinese visas are currently available?  

China resumed issuing all types of visas in March 2023. All of the same types of visas that were available prior to the pandemic are now available for application again.  

The visas that are currently available to travel to China are listed in the table below.  

Note that if you obtain a long-term visa, such as a work or student visa, you are required to convert the visa into a residence permit within a prescribed period of time, usually 30 days.

Is my 10 – year C hinese visa still valid?  

All multiple entry visas that were issued before March 28, 2020, that are still within the validity date can now be used to travel to China again . This includes 10-year visitor visas issued to citizens of the US and other countries. Note that you are usually only able to stay in China for a period of up to 60 days on this type of visa, and you will need to apply for another long-stay visa if you wish to stay longer than 60 days. 

I f the visa has expired since March 28, 2020 , you will be required to apply for a new visa before you can travel to China.  

How do I apply for a Chinese tourist visa in 2023?  

In most cases, foreigners must apply for a visa in order to travel to China. This is done through your nearest Chinese Visa Application Service Center, not the consulate or embassy. You must either be a citizen or have residency or another right to stay (such as a visa) in the country in which you are applying for the Chinese visa.

The requirements to apply for a visa vary depending on the type of visa you are applying for and the location in which you apply for it. It is therefore important to check the website of your local Chinese Visa Application Service Center for application requirements.  

Note that the duration of short-stay visas, such as tourism or business visas, can also vary depending on your specific situation, where you apply, and your nationality.  

China does offer some visa-free options for short-term travel. These include 144-hour , 72-hour, and 24-hour visa-free transit, which allows foreign travelers to enter China through designated ports and travel around a limited area for up to six days, provided they are continuing on to a third country after departing the country.  

At the end of November 2023, China also announced a 15-day visa-free entry policy for holders of ordinary passports from France, Germany, Italy, the Netherlands, Spain, and Malaysia, during the period from December 1, 2023, to November 30, 2024.

What are the COVID-19 testing requirements to travel to China?  

There are no longer any COVID-19 testing requirements to enter or leave China. Starting from August 30, 2023, travelers bound for China were no longer required to undergo COVID-19 nucleic acid tests or antigen tests before their departure. In addition, from November 1, 2023, onward, China Customs ceased requiring travelers to fill in and show the Entry/Exit Health Declaration Card , removing the last COVID-era travel requirement.

In its announcement scrapping the health declaration card requirement, China Customs emphasized that people leaving and entering China who show symptoms of or who have been diagnosed with an infectious disease are still required to declare their health situation to Customs of their own volition. Symptoms may include fever, cough, difficulty breathing, vomiting, diarrhea, rash, or unexplained subcutaneous bleeding, according to the notice. This has been a requirement since before the COVID-19 pandemic.

If you report any symptoms, you may be taken aside for additional testing. If you test positive for COVID-19, you will be permitted to recover in your place of stay or seek medical help if required.

It’s important to stay updated with any further announcements or changes that may arise, as travel guidelines and policies can evolve in response to the ongoing global situation. Travelers are advised to refer to official sources such as the Chinese government’s official websites and diplomatic channels for the most accurate and up-to-date information before planning their trips to China.

Are there any restrictions on traveling within China?  

China has removed all domestic travel restrictions, meaning that people are now free to cross provincial and regional borders without having to show negative COVID-19 tests or health codes.  

Note that if you enter China on one of the short-term transit entry permits, you are not permitted to travel outside a certain designated area, which will depend on your port of entry. For information on where you can travel on this entry permit, see our article here .  

Do I need to take any COVID-19 precautions while traveling in China?  

COVID-19 is still present in China, and it is therefore advisable to take common sense prevention measures when traveling around the country. These precautions are the same as the ones you would take in other countries and include regularly washing your hands or using hand sanitizer, wearing a mask in public, and avoiding crowded areas where possible, among others.  

Mask mandates on public transport and in public areas, such as restaurants, bars, stores, malls, and parks, have been removed. However, the government still advises people to wear them of their own volition.  

Wearing a mask is still mandatory in nursing homes and medical institutions. You should also wear a mask if you test positive for COVID-19.  

What happens if I test positive for COVID-19 while in China?  

You are no longer required to go to a quarantine facility if you test positive for COVID-19.

The current official advice in China if you test positive for COVID-19 is to self-isolate at home if you are asymptomatic or have mild symptoms. If you have moderate to severe symptoms, you should seek medical help, and you may be hospitalized if your condition is serious.    

It is advisable to purchase medical insurance before traveling to China, as staff in public health institutions may only speak Chinese and private healthcare is very expensive.  

It is also advisable to bring fever medicine, such as paracetamol and ibuprofen, as you may not be able to buy the same brands you are used to taking in your home country, and staff at pharmacies usually only speak Chinese.

China Drops Covid P.C.R. Test Rule for Inbound Travelers

BEIJING — China said on Tuesday that it would no longer require travelers entering the country to show a negative P.C.R. test for the coronavirus, another step toward reopening after a long period of pandemic-era isolation.

But it was not clear whether testing requirements would be abolished altogether. A spokeswoman for China’s foreign ministry said only that, beginning on Saturday, people going to China “can” take an antigen test to “replace” the previously mandated P.C.R. test within 48 hours before boarding their flight.

Airlines will not check test results before boarding, the spokeswoman, Mao Ning, added at a regularly scheduled news briefing. She did not say whether others, such as immigration officials, would check.

Notices by Chinese embassies overseas said that travelers arriving in China would still need to fill out a health declaration form, and that customs officials would conduct unspecified spot checks .

For three years, China imposed the world’s strictest coronavirus restrictions , requiring lockdowns and regular mass testing in the name of “zero Covid.” Then the government abruptly abandoned those rules in December as the economy sagged, the virus spread widely and protests broke out across the country. Beijing has since declared that it is open to the world, and tried to woo foreign businesspeople and diplomats.

In practice, the reopening has been slowed, in part, by geopolitical tensions. Tourist visas were not reinstated until last month . International flights remain prohibitively expensive for many, often costing thousands of dollars. The United States and China have not yet lifted tit-for-tat caps that they imposed on routes between their two countries during the pandemic.

Testing requirements also became politicized. In January, as the coronavirus spread widely across China, several countries, including the United States, Japan and South Korea, announced mandatory tests for inbound travelers from China. China, in response, doubled down on its requirement for travelers from those countries — and suspended the issuing of some visas for Japanese and South Koreans. (South Korea had also suspended some visas for Chinese travelers.)

The United States, Japan and South Korea no longer require any predeparture tests for travelers arriving from China, but China had not changed its rule until Tuesday.

Travelers from other countries to China, meanwhile, had been allowed to take antigen tests.

One day before the rule change was announced, Yanzhong Huang, senior fellow for global health at the Council on Foreign Relations, had called for the abolition of the P.C.R. test requirement, noting that it was costly and time-consuming for many travelers, and was motivated by a “predominance of geopolitical considerations.”

The rule “cannot be justified on public health grounds, and it is alienating the Chinese diaspora overseas, impeding China’s tourism industry, and hindering China’s post-Covid reopening efforts,” Mr. Huang wrote in a blog post on the New York-based council’s website.

China has insisted all along that its Covid measures were driven purely by science. In her announcement, Ms. Mao, the foreign ministry spokeswoman, said China would “continue to scientifically optimize” its rules.

According to relevant requirements of the Chinese government in manag ing COVID-19 as a Class B infectious disease , China-bound travelers are required to take nucleic acid test for COVID-19 within 48 hours before boarding, and can only travel to China when the test result is negative.

For international travel safety, starting from January 17 , 2023 (local time), airlines flying China-bound flights will check your test result before boarding, and travelers are advised to cooperate with the check. Upon entry, the Chinese Customs will also have random inspection on your test results.

To facilitate travelers ’ pre-travel preparation, Embassy of People ’ s Republic of China in the State of Eritrea hereby provides the Guide on Epidemic Prevention and Control Measures for China-bound Travelers (Appendix 1) and Requirements for Proof of COVID-19 Test (Appendix 2) for your reference. Please read them through and observe accordingly.

Guide on Epidemic Prevention and Control Measures for China-Bound Travelers

Ⅰ .Pre-boarding Nucleic Acid Test

All China-bound travelers will need to take nucleic acid test for COVID-19 within 48 hours before boarding, and can only travel to China when your test result is negative or after it turns from positive to negative. Please always bring the proof of your negative COVID-19 test result with you for inspection.

Ⅱ . Health Declaration to China Customs

You are required to declare your negative test result to China Customs by filling the Health Declaration Form at https://htdecl. chinaport.gov.cn or on the WeChat mini-program of China Customs (scan the QR code below), or , or via the China Customs APP.

Ⅲ . Boarding Check

At boarding time, airlines will check if you have a negative result within 48 hours, and those who fail to present such a proof will not be allowed to board the plane.

Ⅳ . Self-protection on the Aircraft

You are suggested to wear a mask throughout the flight and take good personal protection to reduce the risk of infection.

Ⅴ . Inspection upon Entry

You can go through customs with your health declaration result, and China Customs may check your proof of negative COVID-19 test result.

If you pass the health declaration and entry inspection, no further requirements will be imposed.

If there are anomalies in your health declaration or you are showing symptoms such as fever, you are required to take an antigen test by China Customs. Those whose results are positive will need to self-quarantine or seek medical treatment as notified by the authority. Those whose results are negative will go through routine quarantine inspection by China Customs in accordance with the Frontier Health and Quarantine Law and other laws and regulations.

Ⅵ . After-entry Epidemic Prevention and Control

After entry into China, you will have to strictly abide by the epidemic prevention and control requirements of the place where you stay.

Requirements for Proof of COVID-19 Test

Ⅰ . The proof must have the name of the traveler, which should be exactly the same as it appears on the travel document used for the flight. It is recommended that the date of birth and travel document number also be shown on the proof.

Ⅱ . The proof must also have:

· time of the test or time of issue (at least one of them should be within 48 hours before boarding);

· testing method (which should be nucleic acid testing; antigen testing will not be accepted);

· test result (which should be negative; ‘ uncertain ’ will not be accepted);

· and name and contact details of the testing institution.

Ⅲ . The proof must be in the official language of the place of departure of your flight to China, or in English. It will be checked by the airline of your flight to China.

Ⅳ . It should be a hard copy. If the testing institution issued a digital copy, please print it our and take it with you.

BEIIJING — Travelers entering China will no longer need to provide a negative PCR test result starting Saturday, in another easing of China's “zero COVID” policies .

Travelers can instead show a negative antigen test result taken within 48 hours before boarding, Chinese Foreign Ministry spokesperson Mao Ning told reporters Tuesday.

Over the last three years, China imposed an array of anti-virus controls to try to eliminate the coronavirus from the country, including lockdowns and regular mass testing. But after the regulations hammered the economy and sparked protests, the government suddenly  rolled back the onerous measures in December and made a major step to drop its quarantine rule in early January.

Last month, the country resumed issuing all types of visas as part of its efforts to revive tourism. Still, it kept PCR testing requirements for passengers arriving from some countries, a costly requirement that was a major deterrent for visitors.

PCR tests are highly accurate but cost time and money, while antigen tests are easier to obtain.

“To further facilitate cross-border travel, China is taking new steps to refine pre-departure testing requirements guided by the principle of ensuring safe and orderly travel and keeping the measures science based and well targeted,” Mao said.

She added that airlines will no longer be required to check test results before departure.

At a briefing on Wednesday, He Qinghua, an official of the National Health Commission, said the number of COVID-19 cases in early April had dropped to the lowest level since December. Although the figures have risen slightly since mid-April, massive outbreaks in the short term are unlikely, he said.

China COVID-19 Travel Testing Requirements  

Primarily, it is crucial to stay up to date with the latest travel restrictions and requirements imposed by the Chinese government. As of April 29, 2023, travelers to China are no longer required to present a PCR (Polymerase Chain Reaction) test prior to departure. Instead, a negative result from a rapid antigen COVID-19 test taken within 48 hours (about 2 days) before boarding the flight is mandatory.

Before traveling to China, review your health insurance policy to understand what is covered and what is not. Common diseases associated with street food consumption in China include diarrhea, typhoid fever, and hepatitis A. To reduce the risk of foodborne illness, stick to food vendors that have a high turnover of customers, avoid undercooked or raw foods, and ensure that hot foods are served steaming hot.

TAIPEI, Taiwan (AP) — China will no longer require a negative COVID-19 test result for incoming travelers starting Wednesday, a milestone in its reopening to the rest of the world after a three-year isolation that began with the country’s borders closing in March 2020.

Foreign Ministry spokesperson Wang Wenbin announced the change at a briefing in Beijing on Monday.

China in January ended quarantine requirements for its own citizens traveling from abroad, and over the past few months has gradually expanded the list of countries that Chinese people can travel to and increased the number of international flights.

Beijing ended its tough domestic “zero COVID” policy only in December, after years of draconian curbs that at times included full-city lockdowns and lengthy quarantines for people who were infected.

The restrictions slowed the world’s second-largest economy, leading to rising unemployment and occasional instances of unrest.

As part of those measures, incoming travelers were required to isolate for weeks at government-designated hotels. Residents were in some cases forcibly locked into their homes in attempts to stop the virus from spreading.

Protests in major cities including Beijing, Shanghai, Guangzhou and Nanjing erupted in November over the COVID curbs , in the most direct challenge to the Communist Party’s rule since the Tiananmen protests of 1989.

In early December, authorities abruptly scrapped most COVID controls , ushering in a wave of infections that overwhelmed hospitals and morgues .

A U.S. federally funded study this month found the rapid dismantling of the “zero COVID” policy may have led to nearly 2 million excess deaths in the following two months. That number greatly exceeds official estimates of 60,000 deaths within a month of the lifting of the curbs.

During the years of “zero COVID,” local authorities occasionally imposed snap lockdowns in attempts to isolate infections, trapping people inside offices and apartment buildings.

From April until June last year, the city of Shanghai locked down its 25 million residents in one of the world’s largest pandemic-related mass lockdowns. Residents were required to take frequent PCR tests and had to rely on government food supplies, often described as insufficient.

Throughout the pandemic, Beijing touted its “zero COVID” policy — and the initial relatively low number of infections — as an example of the superiority of China’s political system over that of Western democracies.

Since lifting the COVID curbs, the government has been contending with a sluggish economic recovery . The restrictions, coupled with diplomatic frictions with the United States and other Western democracies, have driven some foreign companies to reduce their investments in China.

Foreign travelers usually enter China through the red channel. They must declare first to customs after filling in the passenger baggage declaration form and can enter after the registration at customs.

The completed customs declaration form must be presented again when leaving China. The form must be filled in truthfully and accurately, and those who provide false information or fail to declare items will be subject to legal action by customs once identified.

The items exceeding the maximum limit listed in the document table should be processed according to other relevant provisions.

Green Channel

Foreign personnel who have been granted a diplomatic visa-passport or courtesy visa-passport by the Chinese authorities or granted free-of-examination courtesy can choose the green channel. But they have to show their credentials to the customs and the declaration document table filled according to the requirements.

Hygiene Quarantine Requirements for Entering China

Foreigners entering China must truthfully fill in health declaration forms as requested by border quarantine departments. Failure to report infectious diseases may result in punishment for evading quarantine and prevention from entering China upon identification. Those who have entered China without reporting an infectious disease may be ordered to leave in advance.

Infectious patients from affected areas must present a valid certificate of immunization-related diseases (commonly known as the "yellow book"). If they do not have a valid certificate, the Frontier Health and Quarantine infected organs will run a test for six days from the day they leave the infected environment.

Commodities from areas that may have been contaminated by infectious diseases or become media articles of epidemic diseases are subject to health and sanitation inspection and quarantine treatment.

People Forbidden from entering China

The following individuals are not allowed to enter China:

A. Those who have been deported from China are under the regulated age.

B. Those who are considered possible terrorists or may undertake violence and subversive activities after entering.

C. Those who are suspected of possible smuggling, drug trafficking, and prostitution activities.

D. Those who have mental illnesses or have leprosy, AIDS, venereal diseases, open tuberculosis, and other infectious diseases.

E. Those who cannot afford what is needed in China.

F. Those who are considered to possibly engage in activities that endanger the security and interests of China after entering.

The frontier checkpoint has the right to prevent the following individuals from entering:

A. Those who have no valid passports, certificates, or visas.

B. Those who have forged, defaced, or other people's passports or certificates.

C. Those who refuse to be inspected.

D. Those who are forbidden to enter by the Ministry of Public Security and the National Security Ministry.

Exiting China

Foreign tourists must leave China within the allowed time limit of their visa from the allocated port. They must present effective passports or other effective certificates to the port border checkpoint.

People Forbidden to Leave China

A. Defendants in a criminal case or criminal suspects identified by the people's procuratorates, public security organs, or court.

B. Individuals are not allowed to leave the country due to unsettled civil cases according to the People's Court notice.

C. Others whose behaviors have violated China's laws and have been identified by competent authorities as needing pursuit.

The border authorities have the right to prevent the following individuals from leaving China:

A. Those who hold invalid certificates.

B. Those who have forged, defaced, or other people's passports or certificates.

C. Those who refuse to be inspected.

China Drops COVID-19 Test Mandate For Inbound Travellers

Good news for China-bound travellers. The country has announced that it will no longer require inbound tourists to submit a negative COVID-19 test.

The new rule will be applicable from August 29, 2023, and is a milestone in China’s reopening after the COVID-19 pandemic led to border closures in March 2020. When the pandemic hit, China was among the nations that had implemented strict lockdowns and border control measures, leading to a three-year isolation. Wang Wenbin, a spokesperson from the country’s Foreign Ministry,  announced the change at a briefing in Beijing on August 28, writes AP . The Chinese Embassy in Delhi also released a statement announcing the update.

China had dropped its negative PCR test mandate for inbound travellers in April 2023. Since then, inbound travellers had to show a negative antigen test report to be able to cross Chinese borders.

In January 2023, China removed quarantine requirements for the country’s citizens travelling from other nations. Over the last few months, the nation has increased the number of countries the natives can travel to as part of its move to ease border control. They’ve also increased the number of international flights operating within the nation, the AP report adds.

In December 2022, Beijing ended its “Zero COVID” policy, which included lengthy quarantines for the virus-infected and full-city lockdowns. These measures included weeks worth of isolation for travellers at government-assigned hotels and forced home quarantine for locals.

In accordance with the latest COVID-19 prevention and control requirements of the Chinese government, all passengers flying from the Philippines to China are required to apply for  health declaration   codes   with   the “ HDC ” mark (Hereinafter referred to as "Green Code") by logging on the website https://hrhk.cs.mfa.gov.cn/H5/ via computer or smart phone. The Embassy hereby reminds passengers to follow our latest requirements below that will be implemented starting from April 16, 2022.

1.Requirements of Quarantine

1-1 To apply for Green Codes, passengers to China are required to comply with a 7-day pre-departure quarantine, strictly monitor health status, take body temperature, truthfully fill in and upload the "Personal Health Monitoring Form" attached below. The form shall be completed and signed by the applicants or his/her guardian (for minors under the age of 18).

If any health conditions arise during the quarantine, the passengers and the close contacts shall postpone the trip.

1-2 Staffs of China-funded enterprises projects in the Philippines shall fulfill a 21- day pre-departure self-isolation. In addition to the "Personal Health Monitoring Form", a letter of Commitment to Quarantine Management issued by the China-funded enterprises in the Philippines is also required.

2.Tests Requirements before Boarding 

A. Passengers who have no infection history and have completed vaccination for more than 14 days, shall take 3 times PCR tests and 1 rapid antigen testing (RAT) before boarding, all the results are required to be negative.

A-1. 7 days before boarding, the 1st nucleic acid rt-PCR test should be done at a testing lab recognized by the Embassy (kindly see the List attached below). With negative results, please start the quarantine and health monitoring using the "Personal Health Monitoring Form”.

A-2. The 2nd nucleic acid rt-PCR test should be done within 48 hours before boarding and the 3rd test within 24 hours before boarding at two different testing labs recognized by the Embassy.

A-3. The rapid antigen test within 12 hours before boarding in a testing lab recognized by the Airlines. This test report is not required to be submitted for the Green Code application. Please be noticed that it should be presented for check-in at the airport.

A-4. Please upload the following documents to the website https://hrhk.cs.mfa.gov.cn/H5/ to apply for the Green Code.

① Three test reports of nucleic acid rt-PCR with negative results

② Vaccination Certificate

③ "Letter of Commitment on COVID-19 Vaccination" with signature. Kindly see attached

④ "Personal Health Monitoring Form" with signature. Kindly see attached

⑤ The data page of your valid Chinese visa or relevant valid residence permit

⑥ The data page of your valid passport or your travel document data page

⑦ Flight Itinerary

⑧ Staffs of China-funded enterprises projects in the Philippines shall upload a letter of Commitment to Quarantine Management.

√Please be reminded to check the above items carefully and make sure to upload all the documents required so as not to miss the flight.

B.For passengers who are not fully vaccinated, 2 nucleic acid rt-PCR test, 1 serology IgM antibody test and 1 rapid antigen test should be done before boarding and all the results should be negative.

B-1. 7 days before boarding, the 1st nucleic acid rt-PCR test should be done at a testing lab recognized by the Embassy (kindly see the List attached below). With negative results, please start the quarantine and health monitoring using the "Personal Health Monitoring Form”.

B-2. The 2nd nucleic acid rt-PCR test and the serology IgM antibody test should be done within 24 hours before boarding at a testing lab recognized by the Embassy.

B-3. The rapid antigen test within 12 hours before boarding should be done in a testing lab recognized by the Airlines. This test report is not required to be submitted for the Green Code application. Please be noticed that it should be presented for check-in at the airport.

B-4. Please upload the following documents to the website https://hrhk.cs.mfa.gov.cn/H5/ to apply for the Green Code.

①  Two test reports of nucleic acid rt-PCR test with negative results and one test report of serology IgM antibody with negative result

② "Personal Health Monitoring Form" with signature. Kindly see attached

③ The data page of your valid Chinese visa relevant valid residence permit

④ The data page of your valid passport or your travel document data page

⑤ Flight Itinerary

⑥ Staffs of China-funded enterprises projects in the Philippines shall upload a Letter of Commitment to Quarantine Management.

  C. Those who have been in close contact with confirmed cases or asymptomatic infections without effective protection must be quarantined and observed for at least 14 days before departure to China. After meeting the conditions, please apply for the Green Code according to the corresponding requirements of the above-mentioned A and B categories, and truthfully explain their contact history.

D. For passengers with history of Covid-19 infection.

All passengers who have been diagnosed with Covid-19, or, staying in an undiagnosed condition but one of the nucleic acid rt-PCR tests, serum antibody IgM, and IgG test results shows positive before vaccination, or, the nucleic acid test shows positive after vaccination are required to truthfully report your infection records and testing results to the Embassy, and follow the steps below to apply for the Green Code after 6 weeks of recovery:

D-1. Please provide four reports of nucleic acid rt-PCR test negative results and the data page of valid passport or travel document to the Embassy via Email for checking.

The email address specified by the Embassy is [email protected] . The subject of your email should be " Name + Passport/travel document number + Application of recovery confirmation ". Details as follows.

D-1-1. The process of recognizing recovery. After the nucleic acid test result turn negative, please take the 1st and 2nd nucleic acid tests at least 24 hours apart and obtain two negative reports (two tests should be separated by more than 24 hours in different testing labs). Once the said two negative nucleic acid reports are obtained, the recovery process is viewed as complete.

D-1-2. After the recovery process stated above is completed, the applicant should go to the testing labs recognized by the Embassy to take the 3rd and 4th nucleic acid tests at least 6 weeks after the date of issuance of the 2nd nucleic acid test report (the two tests should be separated by more than 24 hours in different testing institutions) and both results must be negative.

E.g., If the 2nd nucleic acid test report is issued on Apr.1, the date of the 3rd and 4th nucleic acid test must be after May 12.

D-2. After the procedures mentioned above are completed, please email the Embassy and wait to receive a reply of "Confirmation of Recovery Checking通过确认痊愈审核". Thereafter, please apply for the Green Code according to the above-mentioned quarantine and tests process A and B.

D-3. For the staffs of China-funded enterprises in the Philippines, after 6 weeks of recovery and receive the reply of "Confirmation of Recovery Checking” from the Embassy, then perform 21-day closed-loop management, health monitoring, pre-departure tests, and apply for the corresponding documents in accordance with the above-mentioned quarantine and tests process A and B.

How to Organize for Testing Requirements for Travel to China?

In recent weeks, the news has been full of the abrupt surge in COVID cases in China due to the sudden end of the COVID-Zero protocols that have been in force there for over three years. The flood of new cases, deaths, and hospitalizations has produced many questions. Will this mean a new variant of concern in the United States? How will the surge affect travel to and from China? How effective are the current safety measures in place for regulating travel? 

Here are some answers. 

Traveling to China

China has been secretive about case numbers and hospitalizations, meaning that we can only estimate the true impact of the virus in the country. Experts have suggested that deaths in China due to COVID could pass more than a million by April, and leaked data has indicated that COVID cases have already soared to the hundreds of millions from cities alone. This will result in countless cases of Long COVID, further devastating Chinese businesses and the economy. 

But while the rest of the world is buckling down and considering tightening restrictions in the face of what is being called a triple pandemic of COVID, the flu, and RSV, China has, perhaps surprisingly, reopened and eliminated most protocols within China itself. And, the country is allowing travelers in and out for the first time since 2019. 

Traveling to China comes with much fewer restrictions right now than it has since the start of the pandemic. Visitors are simply required to get a PCR test 48 hours before departure. 

So if you plan to travel to China, there are two things you should keep in mind. First, getting a PCR test 48 hours before departure to China is getting more difficult. The current requirement is to get a Covid-19 PCR test within 48 hours of departure. Testing facilities for a rapid PCR are getting more scarce in the US. What you want to search for is rapid point of care (POC) PCR testing at certified labs.  Most PCR sites actually do not do testing on-site and often require days to return results. Knowing and scheduling a POC test in advance will make your travels considerably more relaxed. 

Second, since the virus generally takes ~3.5 days to incubate and show a positive test result, even random testing prior to departure with a rapid antigen test or a more accurate PCR test could fail to detect COVID. To ensure you get out on time you’ll want to lay low for a few days prior to travel and test daily for the 3 days prior to your departure so you don’t have any surprises when you go to get your lab certified RT-PCR test. 

In addition, remember that getting COVID is still a health risk for those 55+ and for those with comorbidities (e.g. diabetes, heart disease, cancer, immunocompromised). Individuals who may have a higher risk of death or serious illness from COVID due to these comorbidities make up roughly 20% of the population . Plus, there is the risk of debilitating symptoms of Long-Covid for the .5%-2% of those who get Covid, possibly for months, years or a lifetime. Finally, there remains the real productivity and business continuity impact of just getting and sharing Covid for many. 

Finally, the way governments have defined safety and testing protocols underperforms. So, when you travel, wear a well fitting KN95 mask on the flight. Consider that 28 of 29 flights tested had Covid in the flight’s waste water in late 2022. Test frequently in advance of your flight if using rapid at-home tests. The FDA provided new guidance on the underperformance of the rapid-home tests (and Nature noted the Abbott BinaxNOW test can be just 36% accurate ). So test with a high accuracy test as close to your departure as possible so you don’t get denied flight with a positive result, or run the risk and hassle of getting quarantined upon arrival. Also, frequent, high-accuracy testing prior to gathering in a crowded venue, or returning to family and friends is the best way to protect those who are most vulnerable. 

Traveling from China

Many countries have similarly implemented safety measures for passengers traveling from China. The EU’s Integrated Political Crisis Response (ICPR) organization recommends mask wearing for all flights into and out of China, as well as random testing of Chinese passengers upon arrival. The U.S. has decided to require a negative PCR test 48 hours before departure. 

Most of these safety measures, although various authorities have suggested they are politically motivated, have already been in play for anyone traveling to China. So the problem is less whether they are politically motivated than if they alone will be effective. 

Unfortunately, the short answer is no. Alone, some are not particularly effective. While still better than the 72 hours before departure rule China has implemented, testing 48 hours before departure will only reduce transmission rates by 10% overall by most estimates. So a segment of individuals with COVID have a higher probability of still getting through the screening process and risk exposing others. 

Add to that the problem of Long COVID, which could affect at least one in five of those who get exposed to and eventually contract COVID. Long COVID consists of at least one COVID symptom that lasts at least four weeks after an individual has contracted the virus. The symptoms could include anything from shortness of breath and fatigue to much more severe symptoms like frequent dizziness or even nerve or heart conditions . While most symptoms will clear up after a few weeks or months, some .5%-2% of those who get Covid will have debilitating symptoms for possibly months, to years, to a lifetime. Long COVID has proven to be a serious threat to business productivity and employee health. 

As deeply concerning as COVID still is, there’s also flu and RSV to worry about. Any one of these viruses could create complications for anyone with risk factors, and contracting more than one virus simultaneously, though unlikely, could easily overwhelm your immune system. If you want to protect yourself and your company during the tripledemic, you need to go beyond the typical airport travel regulations. 

Better Testing Protocols for Travelers

What should you do if you’re planning on bringing together employees or business partners from all points of the globe or nation, including China, for an event? Ultimately, whether your guests are coming from China, or another state, or country, with a high prevalence of COVID cases, best-in-class safety practices remain the same. 

Ideally, you should provide high accuracy on-site rapid testing and provide on-site testing as individuals enter your event. While some event planners might be tempted to rely solely on rapid home tests, the FDA has shown that these are notoriously unreliable, and can lead to real productivity impacts for your business. New guidance suggests you can use these less-than-ideal tests with a strict regime of three tests taken 48 hours apart prior to an event, but such protocols are difficult if not impossible to implement, enforce or maintain for an event setting. 

Next, make provisions for quarantining in case someone tests positive at the site of your event. You might provide hotel accommodations or negotiate possible extended quarantine stays with venues ahead of time. Otherwise, your attendees may prefer to pass on your event rather than risk having to pay a high price for an unexpected extended stay. 

Finally, consider testing for RSV and the flu in addition to COVID. No one wants to risk bringing multiple viruses home to family members who are at risk, and in the case of RSV, young children may be especially affected, while influenza is a major concern for elderly people. In the new normal, taking a laissez faire attitude may get you sick, and will likely bring segments of your team and their family considerable hassles and productivity and business continuity losses.

Guide on Epidemic Prevention and Control 

Measures for China-bound Travelers

1. Pre-departure test

COVID-19 PCR test or Antigen Rapid Test (ART) are required within 48 hours before boarding China-bound flights. Passengers are required to travel to China with a negative test result. If you received a positive test result, you should only travel to China when you tested negative against COVID-19. 

2. Health declaration to China Customs

You are required to declare your negative test result to China Customs by filling the Health Declaration Form on the WeChat mini-program of China Customs (scan the QR code below), or at https://htdecl.chinaport.gov.cn, or via the China Customs APP.  

3. Airline companies will no longer check the negative PCR or ART test results.

4. Self-protection on the Aircraft

You are cordially recommended to wear a mask throughout the flight and take good personal protection to reduce the risk of infection. 

5. Inspection upon Entry

You can go through customs with your health declaration result, and China Customs may conduct random sampling inspections according to a certain proportion.

If there are abnormalities in your health declaration or you are showing symptoms such as fever, you are required to take a test by China Customs. Those whose results are positive will need to self-quarantine or seek medical treatment as notified by the authority. Those whose results are negative will go through routine inspection by China Customs in accordance with the Frontier Health and Quarantine Law and other laws and regulations.

6. After-entry Epidemic Prevention and Control

After entry into China, you will have to strictly abide by the epidemic prevention and control requirements where you stay.
