Most people need a visa or an Electronic Travel Authorization (eTA) to travel to Canada - not both. Some people may only need their valid passport. Answer a few questions to see what's right for you.

If you leave and return to Canada,  you must travel with:

  • your valid study or work permit
  • If you don’t have a valid visa when you check-in for a flight, it may result in travel delays (or a missed flight).
  • your valid passport

Exception : If you return directly from a visit only to the United States or St. Pierre and Miquelon, you don’t need a valid visitor visa if your study or work permit is still valid.

If your visa has expired or was only valid for a single entry to Canada

  • A visa costs CAN$100.
  • It’s valid for up to 10 years.

If your study or work permit will expire soon, you must extend it before you can apply for a new visitor visa.

You  may  be able to  transit through Canada without a visa or eTA if you meet certain eligibility requirements.

You need an official proof of status as a lawful permanent resident of the U.S., such as one of the following:

  • valid permanent resident card (Form I-551)
  • foreign passport with an unexpired temporary I-551 stamp (also known as an Alien Documentation, Identification and Telecommunication [ADIT] stamp)
  • foreign passport with a temporary I-551 printed notation (“Upon endorsement serves as temporary I-551 evidencing permanent residence for 1 year”) on a machine-readable immigrant visa upon endorsement with a U.S. Customs and Border Protection admission stamp
  • expired permanent resident card (Form I-551) with Form I-797 (Notice of Action) for pending Form I-751 (Petition to Remove Conditions on Residence) or Form I-829 (Petition by Investor to Remove Conditions on Permanent Resident Status)
  • expired permanent resident card (Form I-551) with Form I-797 (Notice of Action) for pending Form I-90 (Application to Replace Permanent Resident Card [Green Card])
  • valid re-entry permit (Form I-327)

Visitor Visa Update: Canada Plans Aggressive Steps to Clear the Backlog by February 2023

Immigration, Refugees and Citizenship Canada (IRCC) announced strong measures, including easing legibility requirements to eliminate the backlog of visitor visas.

Swelling inventory of immigration applications

 IRCC reported in December 2022 about the rising inventory of immigration applications and the urgent need to clear the backlog. Over 2 million applications remained in the application inventory of Immigration, Refugees, and Citizenship Canada.

It included nearly 700,000 applications for Temporary Resident Visas representing a minor portion of the vast overall inventory of immigration applications. The application inventory of over 2 million comprised immigration applications for work permits , study permits , and Permanent Residence applications.  

Processing delays cause frustrations among potential immigrants

Canada’s immigration department is battling the rising pressure of immigration backlog, representing a bulk of applications awaiting processing longer than the standard period. The number of applications in the backlog was over 2.1 million in November 2022. These processing delays are causing dissatisfaction among aspiring immigrants from across the world.

Clearing of visitor visas

Canada is taking firm steps to avoid erosion of confidence in the immigration department because of the mounting backlog of immigration applications at the end of 2022. Immigration, Refugees, and Citizenship (IRCC) is contemplating concrete steps to deal with the mounting inventory of visitor visas.

Strategy 1 – Bulk processing of all 195,000 immigration applications. These will comprise applications requiring a Visitor Visa.

Strategy 2 – The immigration minister is considering the relaxation of a few eligibility criteria except admissibility requirements. The relief may include setting aside the need to establish the intent of leaving Canada on the expiry of the temporary visa.

Although IRCC’s visa processing times are improving, there is a long way to go if the department wants to restore pre-pandemic processing standards. The immigration minister is confident about clearing the visitor visa applications by the end of February 2023.

Canada announces new measures to clear Visitor Visa backlog!

There were more than 2 million immigration applications to be processed by Canada as of late 2022.

Canada is considering “aggressive measures” to reduce its massive backlog of immigration applications – and easing eligibility requirements for nearly half a million Visitor Visas.

A report from December 2022 reveals that Immigration, Refugees, and Citizenship Canada (IRCC) is trying to significantly reduce, or even eliminate, its inventory of Visitor Visa applications by February 2023. As of December 2022, there were 700,000 Temporary Resident Visa (TRV) applications in the system – a small portion of the massive overall sum. In total, there were more than 2 million immigration applications waiting to be processed, including those applying for Canada PR , Study Permit, and Work Permit..

IRCC is concerned that the stockpile is “eroding the public’s trust” in the department.

IRCC’s plan to clear Visitor Visa backlog

To reduce (eliminate) the number of Visitor Visa applications, IRCC is deliberating on two strategies.

STRATEGY 1: The department would bulk process an estimated 195,000 applications. This would include a large number of applicants that require a Visitor Visa to immigrate to Canada.

STRATEGY 2: Immigration Minister Sean Fraser would ease certain eligibility requirements for nearly 450,000 applications. By doing so, immigrants would not need to establish that they will leave Canada when their visa expires. However, they will still be subjected to admissibility checks.

IRCC’s considerable pressure

IRCC is clearly under considerable pressure to clear the massive backlog of applications. In Nov 2022, there were more than 2.1 million applications in the system. Most of them were in the backlog – meaning, they had been there longer than the standard Canada Visa processing time . Potential immigrants from around the world have been extremely frustrated by the processing delays.

IRCC has invested millions of dollars and hired hundreds of new employees to boost its processing capacity.

“Canada is now processing visitor visa applications faster than it did even prior to the pandemic. Despite the progress we’ve seen, there is still much more to do in order to achieve pre-pandemic processing timelines” Mr. Fraser said. “We’re actually moving cases out of our system faster than they’re coming in, which gives me faith that we’re getting back on track,” he added.

Canada Immigration in 2023

With Canada pursuing record levels of immigration, applications continue to flow in hefty volumes. One plus side of the announcement of new measures is that it would help reduce the backlog of applications in the inventory - resulting in better processing times to apply for Visitor Visa .

IRCC Deputy Minister Transition Binder 2024 – Temporary Immigration: How Visitors Come to Canada

  • International tourism generated approximately $16B in 2022. Visitor volumes fluctuate, but the overall trend has been upward year-over-year.
  • All foreign nationals seeking to enter Canada are screened for inadmissibility (health, security and criminality). Nearly all visitors are screened before they travel; the level of screening corresponds to the perceived level of risk and is determined largely by a traveller’s nationality.
  • Visitors generate tourism revenue, reunite friends and family, and also promote social and cultural connections.
  • Visa policy is politically sensitive: lifting a visa communicates trust and partnership, imposing a visa negatively impacts bilateral relationships.

Current Program

  • Screening aims to “push the border out,” manage migration, and protect the health, safety and security of Canadians.
  • Screening aims to issue visas only to genuine visitors who can support themselves during their temporary stay in Canada, and will not remain in Canada without status.
  • All inadmissibility assessments require a case-by-case analysis based on the facts of the case and the evidence before the decision maker.
  • Cases may be flagged for additional screening based on information provided by the individual applying to come to Canada, security screening indicators or any adverse information that may be flagged in Immigration, Refugees and Citizenship Canada’s (IRCC) or the Canada Border Services Agency’s (CBSA) systems. Recent Developments

  • On June 6, 2023, Canada lifted the visa on known travellers Footnote 1 from 13 countries to support post-pandemic economic recovery and tailor visitor screening more toward individualized risk (beyond just a traveller’s nationality). These countries include the Philippines, Thailand, Morocco, Seychelles, Argentina, Uruguay, Costa Rica, Panama, Saint Lucia, Saint Kitts and Nevis, Antigua and Barbuda, Trinidad and Tobago, and Saint Vincent and the Grenadines. These are considered “partial visa lifts” because now, these countries produce two streams of visitors: those who need a visa, and those who only need an eTA.

Visitors Program Modernization

  • Improving how visitors, students and workers come to Canada will be an early deliverable under the Digital Platform Modernization initiative and will allow IRCC to keep up with increasing temporary resident volumes. IRCC will shift away from primarily issuing physical documents to issuing digital visas and immigration permits, while improving the data the Department uses for screening.
  • A shift to digital visas and immigration permits is critical to our ability to effectively respond to a crisis, better support clients’ needs and expectations for modern digital services, and reduce the Department’s reliance on outdated paper processes that add to processing times. Clients would no longer wait without their passports while we add a visa counterfoil sticker and instead could travel as soon as we approve their application. At the border, it means shorter wait times as arriving international students and workers would no longer need to be sent to a CBSA officer to print a paper immigration permit.
  • Australia, New Zealand and the United Kingdom already issue digital visas, while the United States and the European Union are moving ahead with this approach. This underscores the need for Canada to keep pace in a tight market for international tourism and the attraction of talent.
  • To strengthen program integrity while shifting to digital visas and permits, IRCC is seeking to introduce a digital capture feature to accurately collect clients’ biographic passport information and verify the authenticity of their travel documents remotely.
  • The Department is also working with the U.S., United Kingdom, Australia, New Zealand and INTERPOL to increase immigration information sharing to better screen our clients based on their interactions with our closest allies, and to ensure they hold legitimate travel documents.

Advice And Representation

  • Many foreign nationals seeking to enter Canada receive advice or representation from an immigration or citizenship representative, including immigration and citizenship consultants. Canada has taken decisive action to improve oversight, strengthen enforcement, and increase accountability among consultants.
  • IRCC is supporting the development and implementation of a new governance regime for consultants. The College of Immigration and Citizenship Consultants is an arm’s-length body that is mandated under the College of Immigration and Citizenship Consultants Act (College Act) to regulate consultants. It opened on November 23, 2021, and is subject to government oversight. The full implementation of the governance regime requires the development by the Department of regulations pursuant to the College Act (anticipated in 2025).
  • The Department is also developing an administrative penalties and consequences regime which will allow IRCC to issue monetary penalties to consultants, lawyers and unauthorized practitioners who violate the Immigration and Refugee Protection Act or the Citizenship Act while providing advice or representation. The regime is anticipated to take effect in 2025 through amendments to the Immigration and Refugee Protection Regulations and Citizenship Regulations.

Upcoming Milestones

  • Canada is pursuing visitor screening based on the individual risk posed by each traveller. Today’s visa policy is largely based on nationality, but countries do not fit neatly into two risk categories—all countries contain lower- and higher-risk travellers.
  • In response to increased visitor demand and modern client expectations, IRCC recognizes that a shift to the digital delivery of visas and permits is necessary to remain competitive. Initial stakeholder engagement with the air industry and Canada’s M5 partners is underway; the goal is to launch a digital visa pilot in 2025.

On May 23rd Minister of Immigration, Citizenship and Refugees Marc Miller announced new temporary measures to aid individuals impacted by the crises in Haiti.

Effective immediately, Immigration Refugees and Citizenship Canada (IRCC) has instituted a temporary policy to aid Haitians in Canada with a valid temporary resident status, and those who are family members of Canadian citizens or permanent residents. Haitians who have Canadian family members, or who are already in the country on a work or s tudy permit , or visitor visa, can now apply for a study permit, open work permit , or status extension at no cost. Three months of health insurance coverage through the Interim Federal Health Program will also be available to eligible candidates.

Who is eligible to apply under this new temporary policy?

Eligibility for this new stream is limited to those who are:

  • Haitian nationals and passport holders in Canada with a valid temporary resident status ;
  • Left Haiti on or after March 1st, 2024 (neither the family member, nor the Canadian citizen/permanent resident can be in Haiti at the time of applying);
  • Arrived in Canada on or before April 26th, 2024; and
  • Are now in Canada with valid temporary resident status.
  • Left Haiti on or after March 1st, 2024;
  • Are subject to a waiting period for provincial or territorial health coverage.
  • Are outside of Canada; and
  • Have existing permanent resident applications in progress.

IRCC notes that Haitian nationals outside of Canada, who have lost their passport due to the ongoing humanitarian crises but have applied to immigrate to Canada and are ready to be approved for a permanent residence visa may be able to travel to Canada without a passport .

The department estimates that there are roughly 44,000 Haitians in Canada with valid temporary resident status.

* Family members also encompass family members of Canadian citizens and permanent residents from any country, who arrived as temporary residents to Canada, through the assisted departures out of Haiti.

Part of a wider strategy

This most recent temporary policy is part of a wider strategy that the Government of Canda has instituted to address the humanitarian situation in Haiti.

At the start of the crises, Canada completed assisted departures from Haiti, which successfully transported 435 Canadian citizens, 111 permanent residents, and 135 temporary residents to safety.

In addition, late last year IRCC also instituted a dedicated humanitarian pathway for Colombian, Venezuelan and Haitian nationals to apply for permanent residence (PR) on a priority basis. IRCC hopes to welcome 11,000 foreign nationals to Canada, through this pathway.

Be prepared when using your credit card while travelling to ensure trip goes smoothly

Having your credit card declined when you know you're up to date on your payments can be a nerve-racking experience, but having it happen when you're travelling can be even more stressful.

As Canadians prepare for a busy travel season, credit card companies say there are some easy steps to help ensure your trip goes smoothly.

Maryam Saeed, head of risk for Visa Canada, says a charge from a different country or city where you don't usually use your card or an unusually large purchase are some of the many different things that could lead to a transaction being flagged and potentially a freeze being placed on your card.

"It's a very complex engine supported by machine learning, supported by fairly complex algorithms and AI," she said of the decision-making process used by card issuers to determine if a transaction is legitimate.

The way most institutions work is by detecting a change in behaviour — that's why Saeed recommends that if you aren't a regular traveller to contact your card issuer about your trip.

“The second tip would be to activate transaction alerts on your credit or debit card so you can keep track of your expenses and notice right away if there's fraudulent activity,” she said.

But the systems aren't perfect and sometimes a card can be blocked even when it is being used correctly.

If your card does get blocked, Saeed said to contact your card issuer.

She says it is important to have a copy of the contact phone number printed on the back of the card so you have it even if you lose it and need to call the card issuer or bank.

"As soon as you call in and verify or authenticate that you are in fact travelling and in the location where you're making the transaction, they're very quick to remove the block," she says.

Megan Jones, vice-president of credit cards at CIBC, says using a credit card while travelling does have many advantages and that depending on what kind of card you use, paying with a credit card can save you money.

Some cards, in addition to earning reward points or cash back, offer rental car insurance as well as emergency medical insurance in addition to trip interruption insurance. Some premium cards will even get you into airport lounges, offering you a quiet refuge during a long layover.

Jones says if some banks suspect fraud, they might send a text message to your phone asking you to indicate if a purchase was you.

“So if you have your roaming on, you might get that message,” she said.

But, Jones says, if your card has been blocked, the best advice is to call the number on the back of your card and have things cleared up.

“If you're being blocked because they feel it's a suspicious transaction and it's really you, it's really for your safety and security to make sure that your card is not compromised and to allow you to continue to use your card,” she said.

Jones added that it is always important to make sure you know how much room you have left on your credit limit and that you're not in past due status so you don't get declined.

Saeed says Visa has invested more than $10 billion over the last five years in technology like artificial intelligence and machine learning to help keep payments safe for shoppers and businesses.

“You should have peace of mind that there are rules and systems in place to ensure that you're protected from transactions that you've not authorized," she said.
