Visa Exemption:  There is a Law in effect regarding tourist visas for entering the Republic of Panama; EXECUTIVE DECREE # 521 states that:

Article 1: "Any person of nationality who requires a visa to enter the Republic of Panama, who has a valid Visa or Residence, duly issued by Canada, the United States of America, the Commonwealth of Australia, the Republic of Korea, the State of Japan, the United Kingdom of Great Britain and Northern Ireland, Republic of Singapore and any of the States that make up the European Union, may enter the national territory "

Article 2: The visa granted by the countries mentioned in the previous article must be a multiple entry visa, has been used previously in the territory of the granting State and its validity shall not be less than six (6) months at the time of entering Panamanian territory. . If you meet the following requirements, you will qualify for the aforementioned decree:

• Has a valid passport with a minimum of three months validity.

• Has a multiple entry visa with six (6) months of remaining validity from ONE of the following countries: Canada, United States of America, Commonwealth of Australia, Republic of Korea, State of Japan, United Kingdom of Great Britain and Ireland North, Republic of Singapore and any of the States that make up the European Union

• You must have used this visa to enter the country. For example, if you have a visa from the United States, you must have entered the United States with that visa in order to qualify for the exemption.

• Migration Officers are accepting the visa exemption of Executive Decree # 521, if the holder has a valid permanent residence card of the United States.

• You must also show proof of economic solvency for a minimum of US $ 500.00 upon entering. NOTE: Make sure you have a minimum of three months of validity in your passport and a round trip ticket.

• The maximum amount of time that you can stay in Panama is 30 days.

All the submitted documents must be notarized by a Public Notary in the United States prior to being sent to our offices. You must send the following requirements:   

1.     Complete and sign the visa application (Click here to download)

2.     Copies of all the pages of your passport, with the passport having at least three months validity before expected trip.

3.     Flight reservation with itinerary of trip continuation or electronic ticket.

4.     Copy of a valid I.D. issued by the United States.

5.     Three photographs (size: 2x2, with white background)

6.     FORM OF PAYMENT: (2) Money orders from WESTERN UNION or MONEYGRAM.  a) A first Money order for $50.00 , made out to:  SERVICIO NACIONAL DE MIGRACION.  b)   A second Money order for $10.00 , made out to:  CONSULADO DE PANAMA.

7.     Proof of economic solvency during stay, (No less than USD $500.00) This can be verified with one of the following:

Certified bank check with applicant's name.

Travelers check with applicant's name.

Applicant's bank statement from the last three months.

Applicant credit card statements from the last three months.

Work certificate with last paycheck or independent worker accreditation, in case of being an employee of a public or private entity.

If you are a retired citizen, submit certification of retirement.

Letter from employer that reflects your monthly wages. (Must be translated to Spanish)

Tax returns from previous fiscal year.

If acting as a businessman, submit a bank reference

Any other reasonable proof of income accepted by the National Service for Migration.

8. Bring the last visa that was approved by the immigration authorities. (if applicable)

9. Hotel reservation (if applicable)

10. Present, if applicable, a letter of invitation, which may come from either a Panamanian resident or a private entity:

If temporary or permanent residents of Panama, they must provide:

i. An authentic copy of their serial number

ii. Their passport and an identification document for the foreigner

iii. Their tax reports.

If Private entities, they must provide:

i. Certification in the Public Registry

ii. Copy of the notice of activities

iii. Copy of the key of operation in the Free Zone of Colon. (if applicable)

iv. Their tax reports

11. If presenting a letter of invitation (#10), the economic solvency of the inviter can be verified with these documents:

Bank certification

Declaration of rent

Letter from work with the last date of the Social Security Fund in the case of natural born citizens

12.  For the solicitation of a minor, it should be done by a parent or legal guardian.

New Boarding Guidelines for Transit of Foreign Nationals in Panama (Resolution 16024)

Starting June 8th, 2023, the National Immigration Service of Panama, will allow the boarding of foreign nationals from the following countries: Afganistán, Angola, Argelia, Azerbayán, Bangladesh, Benin, Burkina Faso, Burundi, Cabo Verde, Camerún,Congo, Costa de Marfil, Chad, Egipto, Eritrea, Etiopía, Gabón, Gambia, Georgia, Ghana, Guinea, Guinea- Bissau, Guinea Ecuatorial, India, Kazajistán, Kenya, Kirguiztán, Mali, Mauritania, Mozambique, Nepal, Níger, Nigeria, Pakistán, República de Congo, República Democrática del Congo, Sri Lanka, Senegal, Sierra Leona, Somalia, Sudán, Tayikistán, Turkmekistán, Togo, Uzbekistán, Yibuti , who wish to transit through the Republic of Panama, only if they meet one or more of the following conditions:

Panama is the perfect vacation destination for adventure lovers, culture and history buffs, and, naturally, beach bums – its biodiversity, rich coastlines and unfathomable islands  have to be seen to be believed.

The great news is that citizens from over 100 countries can enter Panama and enjoy its treasures without a visa. Here’s everything you need to know about the entry requirements for Panama.

Not everyone needs a visa to visit Panama

As part of the visa waiver program, Panamanian visas are not required for visitors who hold a valid passport from the US , Canada , Australia , Singapore , South Korea , Japan , and most European countries.

Citizens from visa-waiver nations can stay in Panama for a maximum of 90 days. This was reduced from six consecutive months after a policy amendment in October 2021 (only citizens of Canada and the United States are exempt from this and can still stay as tourists for 180 days).

The duration you are given will be at the discretion of your customs agent, but you can usually stay for up to 30 days.

To qualify for this tourist stamp upon entry, you must have a passport that’s valid for at least six months (with several blank, unused pages) and proof of economic solvency of no less than US$500. This can be cash, traveler's cheques, recent bank or major credit card statements and evidence of an exit flight.

Panama is notoriously strict about travelers having proof of onward travel – you might not be allowed to board a flight to Panama without this. You will also need to make sure you adhere to any sanitary measures in place by the Ministry of Health of Panama ( MINSA ) at the time of travel.

What if I do need a visa to visit Panama?

There are two Panama visa types for tourists who require one: stamped visas and authorized visas.

Citizens of Cameroon , China , the  Republic of Congo , the  Dominican Republic , Ghana , India , Malawi , and Zimbabwe are among those required to have a stamped visa. This can be obtained by applying at your closest Panamanian consulate or embassy, and travelers will normally be able to stay for 30 days at a time.

A more restrictive permit and an authorized visa are needed for citizens of many Middle Eastern countries and some African and Asian countries. This includes travelers from Afghanistan , Bangladesh , Benin , Egypt , Haiti , Indonesia , Lebanon , Nigeria , Suriname , Syria  and Tunisia .

Applicants for authorized visas will need a letter from a local Panamanian sponsor who can provide a recent utility bill, a bank statement, a completed Panama visa application form, a valid passport and two passport photographs.

Fees and requirements vary according to the embassy you visit, and it’s a longer process than obtaining a stamped visa as approval is needed from the Panamanian National Directory for Migration (NDM).

Early applications (at least 90 days before intended travel) are encouraged and you shouldn't finalize travel bookings until the visa is authorized.

You may need a visa if you're transiting through Panama

Citizens of visa-waiver nations don't need a visa to transit through Panama if they won't be leaving the airport. Cruise tourists passing through the Panama Canal don’t need visas either.

Changes to Panama's transit policy came into effect in June 2023 and citizens from countries including Afghanistan, Cabo Verde, Ghana and Sri Lanka now require a visa to transit through the country. Check the full list of countries affected on the Panama Embassy website before booking your travel.

It's possible to extend a tourist visa in Panama

If you have been given a tourist stamp or visa valid for less than 90 days, you can apply for an extension while in the country called prórroga de turista . Before your term expires, you must visit the immigration office in Tumba Muerto, Panama City . 

Be sure to wear long-sleeved clothes (and long pants for men) when you go as you will be turned away if your clothing is deemed unsuitable. Visa extension applications aren’t straightforward and it is not always clear which nationals are eligible.

Panama has a new digital nomad visa

To help stimulate the economy after a sharp tourism decline during the pandemic, Panama introduced the Short Stay as a Remote Worker Visa program (Visa de Corta Estancia Como Trabajador Remoto) for location-independent workers with proven income from outside Panama. This is one of the newest Panama visa types introduced by executive decree in May 2021.

If you’re employed, self-employed or own a foreign company and earn at least US$36,000 a year, you can apply to stay for up to nine months with the possibility of a one-time extension for an additional nine months (up to 18 months in total). 

Other requirements include medical insurance covering your full stay in Panama and an affidavit of non-acceptance of any employment in the Panamanian territory. A fee of US$250 will be required for the National Immigration Service.

Does Panama have any vaccine entry requirements?

If you’re traveling to Panama from Brazil, you must be vaccinated against yellow fever and show proof during check-in. The only exemption to this requirement is if you hold a certificate of contraindication on medical grounds.

Panama Entry Requirements

Panamanian entry requirements can be difficult to pin down. Government officials may say something different from the government website, and some rules seem to be in constant flux. That said, the website for Panama’s immigration and naturalization office usually has the most up-to-date information. Before you travel to Panama, check it for visa and other entry requirements.

It’s not difficult for tourists to enter Panama, especially those coming on flights from North America or Australia. All foreign nationals need a passport that is valid for at least six months from the date of entry. Tourists must also be able to prove that they have at least US$500—a bank statement, travelers checks, or a credit card usually works. Finally, all travelers entering Panama must have a return or onward ticket out of the country.

Panama divides tourists into two groups – those that need a tourist visa, and those that only need a passport.

Citizens of the following countries only need a passport to enter Panama: Argentina, Australia, Austria, Belgium, Canada, Chile, Colombia, Costa Rica, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Great Britain, Greece, Hungary, Iceland, Ireland, Israel, Italy, Japan, Luxembourg, Mexico, the Netherlands, New Zealand, Norway, Poland, Portugal, Slovakia, South Korea, Spain, Sweden, Switzerland, Singapore, Taiwan, and the United States. It is important to note, however, that this list can change. Check with your home embassy for the current requirements before traveling.

There are two types of visas for Panama, “stamped visas” and “authorized visas.”

The so-called “stamped visas” let some travelers enter Panama several times throughout the year. This type of visa is only available through a Panamanian embassy or consulate, and the Panamanian authorities decide the length of the stay, which is usually 30 days per visit. Anyone who is eligible to visit Panama on a tourist card can apply for a stamped visa instead, although citizens of some countries are required to have a stamped visa. These countries include the Dominican Republic, Ecuador, Georgia, Peru, Russia, Ukraine, Vietnam, and Zimbabwe. As with other things in Panamanian officialdom, this list is subject to change.

Citizens of some countries are required to have an “authorized visa,” the most restrictive type of tourist visa. Like the stamped visa, this kind is only available through a Panamanian consulate or embassy. The officials will choose to either approve to decline the visa application, and will determine the length of stay. The majority of countries on this list are in the Middle East, Asia, Africa, or eastern Europe. These include Bangladesh, Cuba, Haiti, India, Pakistan, China, and South Africa, although the list is subject to change. The requirements can vary by consulate, so it’s a good idea to check with one before beginning the application process. It’s recommended to begin the application process at least a month before the start of travel.

Applicants for “authorized visas” will need to present the following documents:

A completed application form

A valid passport

A copy of the passport (including the pages that show entry and exit stamps)

A letter from a local Panamanian sponsor. The sponsor must also present a recent bank statement and utility bill. This letter can come from a Panamanian guide company or tour operator.

A copy of your ID or residence card from your home country

A copy of your most recent Panama visa, if applicable

Two passport-size photographs

Some consulates will require you to have proof of a round-trip as well. Considering this, it’s recommended to have a refundable ticket in case the application is declined.

Arrival Airports

Most visitors get to Panama by air. Panama’s main international airport is the Tocumen International Airport (Aeropuerto Internacional de Tocumen), which is 25 kilometers (15 mi) east of Panama City . The airport recently underwent a multimillion-dollar expansion that has made it pleasant, modern and easy to navigate. It has good restaurants and a nice scattering of stores for shopping. Its airport code is PTY.

There is a domestic terminal that may be increasingly used by international travelers to make direct connections to destinations in western Panama. Some flights, however, do require travelers to make a land transfer from the Tocumen International Airport to the country’s main domestic airport at Albrook, some 31 kilometers (19 mi) away.

The Tocumen International Airport has a branch of Panama’s national bank (Banco Nacional de Panamá) as well as several ATMS. There is also a Cable and Wireless office that sells phone cards and has internet, fax, and long-distance calling services.

The airport of David in western Panama is in the process of expanding its runway and may soon have international flights. However, as of 2013, few international flights were stopping here. This airport’s official name is Aeropuerto Internacional de David “Enrique Malek,” and its code is DAV.

Finally, a few flights run between Costa Rica and Isla Colón in Bocas del Toro . Its airport code is BOC.

Border Crossings

There are three border crossings between Panama and Costa Rica via road: at Paso Canoa along the Pacific side, Sixaola-Guabito on the Caribbean side, and at Río Sereno in the highlands. Paso Canoas is along the Interamericana and is the most common crossing. The Sixaola-Guabito crossing is generally used by travelers coming to and from Bocas del Toro. The Río Sereno crossing is used infrequently and sometimes does not allow foreigners to cross.

There are no roads linking Panama and Colombia. The Interamericana ends at the town of Yaviza in eastern Panama, some 80 km (50 mi) from the border—it is here that the infamous Darién Gap begins. Flying is undoubtedly the safest and easiest way to travel between Panama and Colombia.

When crossing a border, be prepared to show immigration officials both an onward ticket out of Panama and proof of having at least US$500. Oftentimes these are not asked for, but it’s good to have them handy anyway.

The borders are open every day and are generally easier to get through during regular business hours. Travelers will have to walk across the border, and those that are traveling on bus are often expected to hand-carry their luggage to the other side. It usually takes about an hour to cross.

Extended Stays

The length of time that one can stay in Panama is not straightforward. Tourists can generally always stay for at least 30 days; 90 days tends to be the limit, although this can be flexible depending on the immigration official you talk when you enter the country. If you think you will want to stay longer than 30 days, let the official know and hope that he or she agrees. If they do approve, they will write the length of your stay on the entry stamp.

Tourists that end up wanting to stay longer than they initially planned will need to apply for a tourist extension called a prórroga de turista . This can be done at an immigration office. Who is eligible for an extension, however, is also debatable. It’s also a hassle to get an extension.

Do you need a tourist visa to visit panama.

The visa requirements for visiting Panama depend on your nationality. Citizens of most countries do not need a visa for a stay in Panama, they can stay up to 90 days. However, citizens of some countries, such as China, India, and Russia, do need to obtain a visa in advance.

Depending on your passport’s issuing country you will be in one out of three situations, you may need an authorized visa, a tourist visa, or nothing but a passport valid for at least 6 months.

Regardless of your situation, keep in mind that upon arrival to Panama, immigration officers require tourists to present a proof of exit intent from the country, usually in the form of a return or ongoing ticket.

Immigration officers may also require proof of economic solvency not lower than USD 500 or its equivalent in instruments such as cash, credit card, or traveler’s checks

What each case means

Panama authorized tourist visa.

Nationals from these countries may apply for an Authorized Tourist Visa through their closest Panamanian Embassy or Consulate*, or with the help of a lawyer in Panama. This is a longer process, compared to the other two cases, because your visit must be authorized by the Panama National Council of Public Safety and National Defense. It’s important to highlight that tourists with an Authorized Visa are usually granted a 1-month stay in the country. Panama stamped tourist visa

Nationals from these countries need to apply for a tourist visa in the closest Panamanian Consulate*. This visa is stamped in their passport, and it’s usually for multiple entries and valid for 3 years. Consult with the nearest Consulate* to confirm the documentation required to submit an application. Holders of a stamped visa are usually allowed entry to the country for 30 days at a time.

Nationals from these countries only require a passport valid for at least 6 months to enter Panama.

Exceptions and waivers

Panama waives a visitor visa to tourists who hold a passport valid for at least 3 months, holders of a multiple entry visa or residence valid for at least 6 months to enter any of these countries: USA, Australia, Canada, United Kingdom, South Korea, Japan or Singapore and who have used this multiple-entry visa or residence at least once to visit the granting country.

What this means in practical terms: take for example the holder of a passport from Pakistan and a holder of a passport from Cameroon. These tourists would require an authorized visa and a stamped visa, respectively. However, Panama waives the need for an authorized visa and a stamped visa if:

  • They have a passport valid for at least 3 months.
  • Have a multiple entry visa or residence, with valid for at least 6 months, and issued by any of these countries: USA, Australia, Canada, United Kingdom, South Korea, Japan or Singapore.
  • They have used this residence or multiple-entry visa at least once to visit the granting country

Required documents

The required documents to apply for a Panama tourist visa vary depending on your nationality. However, some of the documents that you may need to provide include:

  • A passport that is valid for at least six months beyond your intended stay in Panama.
  • A completed visa application form.
  • A recent passport-sized photograph.
  • Proof of onward or return travel.

To be eligible for this visa, all you have to do is prove that you have a pension or other financial retirement plan that pays a minimum of $1,000 per month. An exception to this requirement is that if you intend to purchase property worth at least $100,000, the monthly requirement drops to $750. If you plan to go down this route, you’ll need to provide the Panamanian government with full documented evidence of both your pension plan and the solvency of the company through which it is issued.

How to Apply for Panama Tourist Visa

Any visitor who wants to visit Panama as a tourist will need to be in possession of a valid passport and an onward or return ticket. Depending on the nationality of the visitor, he or she may additionally require an authorized visa or a visa stamp or a tourist card or only a passport to enter Panama.

An authorized visa is a restrictive tourist visa that visitors need to obtain before they enter Panama. The duration of stay granted for a tourist with an authorized visa is determined by the migration authorities.

A visa stamp is another type of tourist visa that must be obtained by a tourist from the Panamanian Consulate in his or her country of residence. It permits a visitor to enter Panama several times throughout the year. The validity of the length of stay for a visitor with stamped visa is generally 30 days per visit.

A visitor who is eligible to visit Panama on a tourist card can apply for a visa stamp. However, citizens of some countries are specifically required to have a visa stamp for entering Panama.

A tourist card is another travel document that allows tourists of certain countries to enter Panama. Such tourists may not need any visa to enter the country. A tourist can simply purchase a tourist card, complete the required information and show it together with the passport while entering Panama.

Tourist visas and tourist cards for Panama are generally valid for 90 days period from the date of issue.

Eligibility Criteria for Panama Tourist Visa

To be eligible for Panama tourist visa you will have to fulfil the following conditions:

  • You must have a valid passport with at least two unused pages
  • Your passport must have a validity that extends the duration of the visa you are applying for by at least 3 months
  • You must have a copy of the completed application form
  • You must provide a copy of your ID or residence card from your home country
  • You must provide a copy of your onward or return ticket to your home country or next destination
  • You must provide proof of your financial ability so as to support yourself monetarily during your stay in Panama and for your return transportation. Panama requires visitors to have at least USD 500 (INR 31,853.31) in cash or its equivalent as proof of financial solvency
  • You must provide a formal statement of your financial situation from your bank for the previous 6 months, letter of employment, or traveller’s checks
  • You must not have a criminal record
  • You intend to leave Panama at the end of your authorized stay

Steps to follow to apply for Panama Tourist Visa

Before you apply for Panama tourist visa, check the processing time required for the visa to be issued. Once you are aware of all the details regarding the application, you can go ahead with the following procedure:

Step 1: Download the visa application form

Obtain the visa application form from the Embassy of Panama or Panamanian Consulate in your country of residence.

Step 2: Fill up the visa application form

Fill out the details required in the application form carefully. Do not forget to put your signature on your completed application form.

Step 3: Gather the required documents for visa application

Make a check list of the documents that you need to submit along with your application form. Gather all the documents and keep them ready for submission.

Step 4: Provide photograph for your visa application

Provide your recent colour photograph for the visa application. Make sure that your photograph matches or corresponds to all the specifications required for visa photographs. You will need to submit two copies of your passport photograph along with your application form.

Step 5: Check the visa application fee

Check the fees required for your visa application. Keep the fee ready for submission along with your application form. Remember to check the mode of payment accepted for the visa application by the Panamanian Consulate located in your country of residence.

Step 6: Submit your visa application form

Submit your completed visa application form at the Panamanian Consulate along with all the required documentation.

Pay the applicable fee for your visa application at the time of submitting your application form.

Step 8: Collect your visa

After your visa is issued collect it on time.

Required Fees for Panama Tourist Visa

  • Fees for Authorized Visa – USD 100 (INR 6,370.66)
  • Fees for Visa Stamp – USD 85 (INR 5,415.06)
  • Fees for Tourist Card – USD 15 (INR 955.60)
  • Your application fee will not be refunded if your application for a tourist visa is refused or rejected for any reason.
  • The conversion into Indian currency is based on current conversion rates, which may change.
  • The visa application fee is subject to change at any time.

Extension of Panama Tourist Visa 

In case you want to stay longer in Panama than the duration granted in your visa, you will have to apply for an extension at the nearest immigration office in Panama. This tourist extension is known as a  prórroga de turista.

You will have to pay an additional charge or visa extension fee of USD 15 (INR 955.60) to obtain the extension. The request for extension must be made at least 7 days before your visa expires.

Citizens that can travel to panama without a tourist visa, citizens that can travel without a visa if they are a diplomatic passport holder, citizens that require an authorized visa, citizens that require a stamped visa, who needs to apply for the panama tourist visa.

As I mentioned earlier, the Panama Tourist Visa offers some visa exemptions for certain international travelers. Although it seems pretty straightforward, there are some strings attached.

According to the Executive Decree No. 591, the following is applicable:

"Those who hold a valid passport with a 6 months validity left and a multiple entry visa with a remaining one-year validity from one of the following countries: United States of America, Australia, Canada, or United Kingdom, which has been used at least once to enter these countries, may enter the Republic of Panama regardless of nationality."

I know this might be a mouthful, but it basically states that you can enter Panama without a visa regardless of your nationality if you have a visa or permanent residency in one of the countries below .

Perhaps you don't have a valid one-year visa for one of the countries I mentioned earlier. In that case, there is still a chance that you don't require a Panama Tourist Visa . Countries like Colombia, Ecuador, Japan, Singapore, and European countries don't need a Panama Tourist Visa . Don't get too stressed if I didn't mention your country above. You can head over to the Panamanian Consular website to check if you enjoy visa-free travel to Panama.

Although countries such as the Dominican Republic and Haiti don't enjoy visa-free travel to Panama, there are exceptions if you have a diplomatic passport. For example, suppose you have a diplomatic passport for one of the following countries. In that case, you don't have to apply for the Panama Tourist Visa .

Citizens who are not eligible for the visa waiver and need to apply for the authorized visa must head over to their closest Panamanian Embassy or Consulate to get their visa printed in their valid passport. If you are from a country that doesn't require you to do an authorized visa application, you only need a stamped visa . This means that you still need to do a Panama Visa application, but you only receive a stamp on your passport, and you enjoy a faster visa processing time . Your stay can vary depending on whether you are applying to enter via the visa waiver program. You do not need to apply for a tourist visa or the Panama Tourist Visa.

I know this can be confusing, so I made a list of the duration of stays depending on how you enter Panama. Here it is:

Entering with the visa waiver program : 30 days

Entering without a visa: 3 months (180 days)

Entering with a stamped or authorized visa: 3 months (180 days)

As you might have guessed, there is a Panama Tourist Visa fee. Although the visa fees are generally straightforward, the Panama Tourist Visa fee must be paid in two different sections, namely:

Visa fee paid to the National Immigration Service: 50 USD

Visa fee paid to the Consulate of Panama: 10 USD

Remember that you can pay your Panama Tourist Visa fee with your debit or credit card when submitting your visa application. Your visa application can be submitted at your nearest Panamanian Consulate or Embassy, but more on that later.

The Panama Tourist Visa processing time can be anything between 30-60 days. It all depends on if you're applying for an authorized entry visa or stamped visa. The authorized visa can take about 60 days to be processed, and the stamped visa can take up to 30 days.

What Are The Requirements For Citizens Qualifying For The Visa Waiver Program?

As I mentioned earlier, some citizens can enjoy visa-free traveling if they qualify for the visa waiver program . However, although you can travel without a visa, you must provide the following travel documents to the immigration authorities.

Have a valid passport with a minimum of 6 months of validity left

Have a multiple entry visa with a remaining ONE-year validity from ONE of these countries: USA, Australia, Canada, or the United Kingdom

You must have used this visa to enter the country. For example, if you have a United States Visa, you must have entered the U.S. with that visa to qualify for the waiver

Immigration officials are accepting as valid the entrance of the holders of a United States permanent resident card under this law

Additionally, show proof of economic solvency for a minimum of 500 USD upon entry. If you want to show that you have enough money to cover your stay with a card instead of cash, you need to take a screenshot of your bank balance to show Immigration Updates.

Yes, you can! If you enter Panama on a Tourist Visa , you can extend it for an additional 60 days. However, you need to make sure you apply for the extension before your visa expires.

Panama has many permanent residency visas for expats who want to move here and live permanently.

The whole system is a bit confusing as there are over 20 different residency visas, but many are old and not used much anymore as newer visas have replaced them.

In this guide, we will navigate you through the available options, requirements, and costs.

Panama visas – general overview

Most visas in Panama lead to permanent residency, and some will even allow you to apply for a work permit. Some visas allow you to apply for citizenship after five years of permanent residency. However, Panama does not recognize dual citizenship unless under specific conditions.

So, as you can see, picking the correct immigration visa in Panama is essential based on your needs and goals here. Changing a visa later is a complicated and expensive process.

The requirements to apply for immigration visas in Panama differ slightly per visa. Still, you will need to use a Panama lawyer.

Most good qualified lawyers charge around $1,500 to $1,800 in fees for the main applicant’s residency visa, plus additional dependants’ fees. Plus, you will have additional government fees, filing fees, translations, stamps, etc.

Required documents

For all visas, you will need a criminal fingerprint background check from your home counties national police force. For example, if you are from the USA, the FBI, and Canada, the RCMP.

You will also need a marriage certificate if married and birth certificates if bringing children.

You will need some proof of income and other various documents. The procedure for notaries, apostille, and Panama consulate stamps, differs per country. Your Panama Lawyer will walk you through all of that. With most of the visas below, you must be in Panama for the application process.

Permanent residency in Panama offers almost everything citizens enjoy, except you cannot vote and you cannot protest.

The most popular Panama residency visas are the Pensionado Visa and the Friendly Nations Visa. We will discuss these first, then discuss some of the other currently used visas.

The Pensionado Visa

This visa is probably one of the easiest and cheapest immigration visas in Panama that expats tend to get. It is also one of the lowest-cost permanent residency visas in the world. Or at least in a modern country with a tropical climate.

This visa is designed for retirees receiving a life-long pension of over USD 1000 for the primary applicant. An additional $250 for each dependent, so for a couple, $1250 per month.

There are many types of pensions: government pensions, military pensions, disability pensions, and private company pensions. All qualify if you can prove they are a “life-long” pension.

What qualifies as a life-long pension?

In the past, Panama accepted some annuities as pensions. But, they currently are not doing it, as it is difficult to prove that they are life-long payments, as most annuities can be cashed out, sold, or transferred.

Suppose you have a pension from a smaller, unknown company. In that case, you will need to get a notarized letter from the company’s pension administrator with the amount of your pension and the statement that the pension is paid for life.

If you have a pension from any level of government or military, or big company, you will not have any problem qualifying for this visa.

Requirements

There is no age requirement for this visa. If you retire early with a pension in your 40s, you qualify for it. If you are in your 30s with a military disability pension, you qualify for it.

The one thing to remember with this visa is that you are declaring to the government of Panama that you are retired, so getting a work visa will be very difficult.

In addition to the low cost and ease of this visa, you can participate in Panama’s Pensionado Discount program once you have it. The program is offered to Panama citizens, women over 55 and men over 60, and all foreign residents of any age with a Pensionado Visa. Some of the significant discounts of this program are listed below:

  • 25% off airfare (flights originating from Panama)
  • 25% off restaurants
  • 15% off fast food
  • 25% off electric bills
  • 50% off entertainment (movies, theater, sporting events, and concerts)
  • 30% off public transit
  • 15% off hospital bills – without insurance
  • 20% off prescription drugs

You apply in person in Panama with all the paperwork required that your Panama lawyer has helped you get.

Within 1 – 3 weeks, you will have your temporary residency card. Within 4 – 6 months, you will have your permanent residency card. You are good for the rest of your life, just getting a new picture and card every ten years.

The total cost of getting the Pensionado visa will be under $2,500 for a single and under $3,000 for a couple.

As you can see, the Pensionado Visa in Panama is one of the world’s quickest and lowest costs permanent residency visas.

Friendly Nations Visa

There were significant changes to this Visa in August of 2021.

Before August 2021, all you needed to do was to establish some economic ties with Panama, such as starting a corporation and depositing $5000 into a bank account, and you could get permanent residency in as little as six months.

The program only lasted nine years and in August of 2021, it was majorly overhauled. There are now three ways to apply for the Friendly Nations visa.

This visa now takes two years to get with two applications. First, with your Panama lawyer, apply for the temporary visa and work permit if option one is used below. After two years, you apply for permanent residency, where it will be confirmed that you are still complying with one of the three options below:

  • An employment contract and full-time employment with a salary of over USD 1000 per month with an existing Panamanian company.
  • Purchase real estate in Panama for over $200,000. A Panama bank can finance this if you qualify for a mortgage, but not private financing.
  • Deposit $200,000 in a CD (Certified Deposit) in a Panama bank account

Permanent residency application

When you apply for a permanent visa in two years, the government will check with your employer that you actually worked and were paid for two years and all government filings are up to date.

They will check the registry of your property to see that you still own it. And they will check with the bank on your CD, and if everything is in order, they will issue your Permanent Visa. At this time, you can quit the job if you want, sell the property, or cash in the CD.

Your lawyer’s fees and government fees, the complete two application process over two years will cost you close to $10,000, plus $2000 per dependent. This is still a popular visa, yet no longer for the person on a budget, but suitable for people who get a job here.

Short Stay Visa for remote workers or digital nomads

This new temporary visa became available in May of 2021. It is perfect for remote workers or digital nomads.

This visa will let you stay legally in the county for up to nine months, extendable for an additional nine months. This is not, nor will it lead to, a permanent visa, as the program is now.

Will they allow another extension? We do not know, as the program is only one year old, and no one going through it has asked or requested that yet. This is an excellent option for those looking to check out the country before deciding to invest in moving to Panama permanently .

You must work for a foreign company or have your own online business that generates income from outside of Panama. You must prove that you make $36,000 yearly from your company payroll stubs or your past tax returns.

Besides all your basic immigration paperwork discussed above, you must sign a declaration that you will not work in Panama for a Panama company. And you must purchase Panama health insurance while you are here. The cost for the application and legal fees is about $1500.

Qualified Investor Visa (Red Carpet Visa or Golden Visa)

This is another new visa that came about in October 2020. Its aim is to attract investors in real estate, the Panama stock market, and bank investment. This is the quickest way to get a permanent visa in Panama in 30 days and one of the only visas in Panama that you do not need to be present to apply for. There are four ways to qualify:

  • Real Estate: invest $300,000 (goes up to $500,000 in October 2022) in Panama free of liens.
  • Real Estate projects in pre-sale: Have a purchase sale agreement in the amount of $500,000 free of liens
  • Panama Stock Market Investment: Purchase stock through a licensed Panama brokerage firm for $500,000
  • Bank Fixed Term Deposit: Deposit $750,000 in a Panama bank.

There is lots of paperwork to fill out and get notarized, apostilled, or stamped by authorities. Your Panama Lawyer will assist you with that. The total costs for this visa, legal and government, will be around $15,000 -$18,000.

Other immigration visas in Panama

The Reforestation Visa, Business Investor Visa, and Free Trade Zone Investor Visa all require investments of over $100,000. I will point out that the Reforestation Visa has not been very successful, with many applications losing money, so stay away from that one.

There are also student visas, visas by marriage, visas by birth, and parents with children born here.

Italy and Panama signed a treaty in the 1960s, allowing Italian passport holders to get a permanent visa in Panama by just showing some economic activity, like starting a corporation. This attractive visa is the Italian Passport Visa for holders of Italian Passports. This visa is also very affordable at around $1,500 for legal and government costs.

Panama visas and residency options – summary

With a variety of immigration visas in Panama for expats looking to move here, you do have a lot of options.

The most common visa is the Pensionado Visa, which requires a $ 1,000 a month lifetime pension.

The quickest way to get a permanent visa is through the Qualified Investor Visa, which requires an investment in real estate, the Panama stock market, or a bank CD. Then you have the temporary Digital Nomad Visas.

Thanks for the article. As I’m on SSDI that would place me under pensionado visa but the discriminating age of 62 (Whish I say discriminating due to it only being 57 for women) excludes me. Is there a way of getting around this age limit and stay on a permanent basis without investments?

Immigration requirements vary depending on your nationality but most international visitors can stay in Panama for 90-180 days without applying for a visa. Please read the following information for specific entry requirements, how to extend your visit and for some essential tips on how to navigate immigration successfully.

Entry Requirements

The Republic of Panama is the host country for the Smithsonian Tropical Research Institute. The Panamanian government has generously granted certain special considerations to STRI that allow us to facilitate your visit.

Officials from Panama’s National Immigration Service control entry to Panama and enforce immigration laws and regulations. Regulations are modified regularly so, even if you have visited us before, it is important to review immigration requirements. All visitors to STRI must comply with current immigration regulations.

In general, foreigners can visit Panama for 90 or 180 days (depending of nationality) without a visa, depending on country of origin. Please see the country lists below for exceptions and details.

If you are a scientific visitor to STRI and will require more than 90-180 days (depending of nationality) to complete your research, you will need to contact our Office of External Affairs for information on length of stay or to make arrangements. Please see our Visas, Extensions and Driver’s License page for details.

Please note:

On the first business day after your arrival in Panama, visit STRI’s Visitor Services Office at the Tupper Center in Panama City to register your visit or contact de Office of External Affairs for information on immigration procedures. This will greatly facilitate your visit to Panama and any research activities that require immigration services or scientific permits.

Panamanian police officers may request your identification papers, including your passport, when you travel through the country or within Panama City. Please see our Immigration: Essential Information page for more information.

If you plan on staying in Panama for 90-180 days (depending of nationality) AND driving during that time, you will need a license issued in Panama. You can only drive as tourist for 90 days with your country’s driving license. Please see our Visas, Extensions and Driver’s License page for details.

Required documents for STRI visitors to Panama

Upon entering Panama, you will need the following documents and information:

  • A passport that is valid for at least six (6) months after date of entry or more.
  • A round-trip plane ticket as proof that you plan to leave.
  • Proof of solvency: either $1000 USD in cash, or credit card with most recent monthly statement.
  • A certified police record from your country of permanent residence in case there is a chance you will stay longer than 90- 180 days (depending of nationality) in Panama (apostilled and translated into Spanish in Panama). This document is an essential requirement and is only necessary if you are planning to obtain a short-term scientific visitor visa. See Visas Required Documents for more information.

Additionally, STRI strongly recommends you bring:

  • A letter from STRI stating that you have been invited here as a scientific appointee or research visitor
  • The address of where you will be staying while in Panama
  • Proof of yellow fever vaccinations depending on country of origin, please see our Health and Vaccinations

Visa Exemptions

According to the Executive Decree No. 521 of August 06, 2018, the National Immigration Service has established that it will not be necessary to request a visa to enter Panama, regardless of your nationality, in the following circumstances: If the person has a multiple-entry visa, duly emitted by Australia, Canada, Great Britain and Ireland, the United States of America, Corea, Japan, Singapur or any other state of the European Union, with a validity of at least six (6) months before coming to Panama, and that the visa has been used previously in that territory.

Under this visa exemption decree, you are only allowed to stay in the country for 30 days as tourist. Please contact The Office of External Affairs in STRI for additional information.

Generally, a citizen of a foreign country who wishes to enter the United States must first obtain a visa, either a nonimmigrant visa for a temporary stay, or an immigrant visa for permanent residence. Visitor visas are nonimmigrant visas for persons who want to enter the United States temporarily for business (visa category B-1), for tourism (visa category B-2), or for a combination of both purposes (B-1/B-2).

Here are some examples of activities permitted with a visitor visa:

Business (B-1)

  • Consult with business associates
  • Attend a scientific, educational, professional, or business convention or conference
  • Settle an estate
  • Negotiate a contract

Tourism (B-2)

  • Vacation (holiday)
  • Visit with friends or relatives
  • Medical treatment
  • Participation in social events hosted by fraternal, social, or service organizations
  • Participation by amateurs in musical, sports, or similar events or contests, if not being paid for participating
  • Enrollment in a short recreational course of study, not for credit toward a degree (for example, a two-day cooking class while on vacation)

Travel Purposes Not Permitted On Visitor Visas

These are some examples of activities that require different categories of visas and cannot be done while on a visitor visa:

  • Paid performances, or any professional performance before a paying audience
  • Arrival as a crewmember on a ship or aircraft
  • Work as foreign press, in radio, film, print journalism, or other information media
  • Permanent residence in the United States

Visitor visas will also not be issued for birth tourism (travel for the primary purpose of giving birth in the United States to obtain U.S. citizenship for their child).

How to Apply

There are several steps to apply for a visa. The order of these steps and how you complete them may vary by U.S. Embassy or Consulate. Please consult the instructions on the  U.S. Embassy or Consulate website .

Complete the Online Visa Application

  • Online Nonimmigrant Visa Application, Form DS-160 – Learn more about completing the DS-160 . You must: 1) complete the online visa application and 2) print the application form confirmation page to bring to your interview.
  • Photo – You will upload your photo while completing the online Form DS-160. Your photo must be in the format explained in the Photograph Requirements .

Schedule an Interview

Interviews are generally required for visa applicants with certain limited exceptions below. Consular officers may require an interview of any visa applicant.

You should schedule an appointment for your visa interview at the  U.S. Embassy or Consulate  in the country where you live. You may schedule your interview at another U.S. Embassy or Consulate, but be aware that it may be more difficult to qualify for a visa outside of the country where you live.

Gather Required Documentation

Gather and prepare the following required documents before your visa interview:

  • Passport valid for travel to the United States – Your passport must be valid for at least six months beyond your period of stay in the United States (unless exempt by country-specific agreements ). Each individual who needs a visa must submit a separate application, including any family members listed in your passport.
  • Nonimmigrant Visa Application, Form DS-160 confirmation page.
  • Application fee payment receipt, if you are required to pay before your interview.
  • Photo – You will upload your photo while completing the online Form DS-160. If the photo upload fails, you must bring one printed photo in the format explained in the Photograph Requirements .

Additional Documentation May Be Required

Review the instructions for how to apply for a visa on the website of the U.S. Embassy or Consulate where you will apply. Additional documents may be requested to establish if you are qualified. For example, additional requested documents may include evidence of:

  • The purpose of your trip,
  • Your intent to depart the United States after your trip, and/or
  • Your ability to pay all costs of the trip.   

Evidence of your employment and/or your family ties may be sufficient to show the purpose of your trip and your intent to return to your home country. If you cannot cover all the costs for your trip, you may show evidence that another person will cover some or all costs for your trip.

Note:  Visa applicants must qualify on the basis of the applicant's residence and ties abroad, rather than assurances from U.S. family and friends. A letter of invitation or Affidavit of Support is not needed to apply for a visitor visa. If you choose to bring a letter of invitation or Affidavit of Support to your interview, please remember it is not one of the factors used in determining whether to issue or deny the visa.

Attend Your Visa Interview

A consular officer will interview you to determine whether you are qualified to receive a visitor visa. You must establish that you meet the requirements under U.S. law to receive a visa.   Ink-free, digital fingerprint scans are taken as part of the application process. They are usually taken during your interview, but this varies based on location.

After your visa interview, the consular officer may determine that your application requires further  administrative processing .  The consular officer will inform you if this required.

After the visa is approved, you may need to pay a visa issuance fee (if applicable to your nationality), and make arrangements for the return of the passport and visa to you.  Review the  visa processing times  to learn more.

Entering the United States

A visa allows a foreign citizen to travel to a U.S. port-of-entry (generally an airport) and request permission to enter the United States. A visa does not guarantee entry into the United States. The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) officials at the port-of-entry have authority to permit or deny admission to the United States. If you are allowed to enter the United States, the CBP official will provide an admission stamp or a paper Form I-94, Arrival/Departure Record. Learn more about admissions and entry requirements, restrictions about bringing food, agricultural products, and other restricted/prohibited goods, and more by reviewing the CBP website .

Extending Your Stay

See  Extend Your Stay  on the U.S. Citizenship and Immigration Services (USCIS) website to learn about requesting to extend your stay beyond the date indicated on your admission stamp or paper Form I-94. 

Failure to depart the United States on time will result in being  out of status . Under U.S. law, visas of individuals who are out of status are automatically voided ( Section 222(g) of the Immigration and Nationality Act ).  Any multiple entry visa that was voided due to being out of status will not be valid for future entries into the United States.

Change of Status

If your plans change while in the United States (for example, you marry a U.S. citizen or receive an offer of employment), you may be able to request a change in your nonimmigrant status to another category through U.S. Citizenship and Immigration Services (USCIS). While you are in the United States, receiving a change of status from USCIS does not require you to apply for a new visa.  However, once you depart the United States you must apply for a new visa at a U.S. Embassy or Consulate in the appropriate category for your travel.

Additional Information

  • An individual on a visitor visa (B1/B2) is not permitted to accept employment or work in the United States.
  • There is no guarantee you will be issued a visa. Do not make final travel plans or buy tickets until you have a visa.
  • A valid U.S. visa in an expired passport is still valid. Unless canceled or revoked, a visa is valid until its expiration date. If you have a valid visa in your expired passport, do not remove it from your expired passport. You may use your valid visa in your expired passport along with a new valid passport for travel and admission to the United States. 

Travel for Medical Treatment

If you are seeking medical treatment in the United States, the consular officer may ask for further documents at your visa interview, which may include:

  • Medical diagnosis from a local physician, explaining the nature of the ailment and the reason you need treatment in the United States.
  • Letter from a physician or medical facility in the United States, stating they are willing to treat your specific ailment and detailing the projected length and cost of treatment (including doctors’ fees, hospitalization fees, and all medical-related expenses).
  • Proof that your transportation, medical, and living expenses in the United States will be paid. This may be in the form of bank or other statements of income/savings or certified copies of income tax returns (either yours or the person or organization paying for your treatment).

Visitor Visas for Personal or Domestic Employees (B-1)

You may apply for a B-1 visitor visa to work in the United States as a personal or domestic employee for your employer in limited situations. You may work in the United States on a visitor visa if your employer is:

  • A U.S. citizen who has a permanent home or is stationed in a foreign country, but is visiting or is assigned to the United States temporarily; or
  • A foreign citizen who is in the United States on one of the following nonimmigrant visa categories:  B, E, F, H, I, J, L, M, O, P, or Q.

Visa Renewal

Whether you are applying for the first time or renewing your visa, you will use the same application process (please review How to Apply , above). Some applicants seeking to renew their visas in certain visa classes may be eligible for the Interview Waiver (IW) which allows qualified individuals to apply for visa renewals without being interviewed in person by a U.S. consular officer. Review the instructions on the website of the U.S. Embassy or Consulate where you will apply to determine if the IW is available and if you qualify.

Do I need a visa if I have an ABTC?

Yes, you will still need a visa to travel to the United States, unless you qualify for the  Visa Waiver Program . Having an Asian-Pacific Economic Cooperation (APEC) Business Travelers Card (ABTC) does not change visa requirements, your visa status, or the visa process for travel to the United States.

How can I use my ABTC when I apply for my visa?

If you have an Asian-Pacific Economic Cooperation (APEC) Business Travelers Card (ABTC),  you might be able to schedule an expedited visa interview appointment. Review the instructions for scheduling expedited appointments on the website of the  embassy or consulate  where you will apply. 

Visa Annotations for Certain Maritime Industry Workers

Certain foreign maritime workers are eligible to apply for a Transportation Worker Identification Credential (TWIC) once in the U.S. If you, as a maritime industry worker, will perform services in secure port areas, your visa must be annotated “TWIC Letter Received.” Workers whose visas are not annotated will not be permitted by the Transportation Security Administration (TSA) to apply for a TWIC.

In order for your visa to be annotated, you must obtain a letter from your employer explaining the need for a TWIC and that you are a potential TWIC applicant. See a template example of this letter. You must present this letter when you apply for the B-1 visa. You must meet all other eligibility requirements for a B-1 visa.

Citizens of China

In accordance with the agreement signed between the United States and China to extend visa validity, beginning on November 29, 2016, Chinese citizens with 10-year B1, B2 or B1/B2 visas in Peoples’ Republic of China passports will be required to update their biographical and other information from their visa application via a website every two years, or upon getting a new passport or B1, B2, or B1/B2 visa, whichever occurs first.  This mechanism is called EVUS - Electronic Visa Update System.

The EVUS website is now open to the public for enrollments at www.EVUS.gov .  CBP will not collect a fee for EVUS enrollment at this time. CBP anticipates the eventual implementation of an EVUS enrollment fee, but does not have a time frame. Until the implementation of a fee, travelers can enroll in EVUS without charge.  The Department of Homeland Security, Customs and Border Protection (CBP) will keep visa holders informed of new information throughout the year. Indian nationals require a stamp Visa to travel to Panama. Applications for Visa in India are only made at the CONSULATE OF PANAMA IN MUMBAI.

TRANSIT INFORMATION

A maximum stay of 12 hours of transit is allowed at Panama International Airport without the need for a Panama visa or entry permit for the below nationalities, if one or more of the above requirements are met. Otherwise, if your transit is greater than 12 hours, kindly make the necessary arrangements with your airline or travel agency. The Consulate does not issue any document that authorizes transit through Panama. Below more details:

The National Immigration Service may admit the boarding of foreign nationals from Afghanistan, Angola, Algeria, Azerbaijan, Bangladesh, Benin, Burkina Faso, Burundi, Cape Verde, Cameroon, Congo, Ivory Coast, Chad, Egypt, Eritrea, Ethiopia, Gabon, Gambia, Georgia, Ghana, Guinea, Guinea-Bissau, Equatorial Guinea, India, Kazakhstan, Kenya, Kyrgyzstan, Mali, Mauritania, Mozambique, Nepal, Niger, Nigeria, Pakistan, Republic of Congo, Democratic Republic of Congo, Sri Lanka, Senegal, Sierra Leone, Somalia, Sudan, Tajikistan, Turkmenistan, Togo, Uzbekistan, Djibouti who wish to travel in transit through the Republic of Panama, only in cases where they meet one or more of the following 7 conditions (Resolution No. 24430 of 9 August 2023 with additions on the Resolution No. 16024 of 8 June 2023 issued by the Panama National Immigration Service):

  • Hold a valid Panamanian visa or residency.
  • Those who have residence or have multiple entry visas duly granted by Canada, United States of America, Commonwealth of Australia, Republic of Korea, State of Japan, United Kingdom of Great Britain and Northern Ireland, Republic of Singapore and any of the States that make up the European Union.
  • Diplomatic and consular agents; duly accredited foreign officials of international missions; duly accredited foreign officials of international or inter-governmental organisations.
  • Seafarers, duly identified for such purpose.
  • Crew members of international transportation companies, who are identified as such, by means of the general flight manifest.
  • Having a valid visa / or residence permit / or being a national of the country of final destination.
  • Traveling to country of origin

VISA REQUIREMENTS

Applicant must present the documents to the Consulate personally.

1. Completed visa application form HERE . Only for Indian Nationals and Residents.

2. Photocopy of the entire passport (All pages including cover and all blank pages) with at least 6 months validity. The main and last page of the Passport to be Notarized.

3. Valid Identity Card (Aadhar Card). To be Translated in Spanish (by an Authorised Translator). The copy of the original Identity Card and the translated copy to be Notarized.

4. Travel itinerary or electronic ticket.

5. Hotel reservation, if applicable.

6. Three (3) passport sized photos.

Photo Requirements: • Passport size (size 35 mm wide x 45 mm high) • Must be in colour, not glossy and with a white background • Posture and frontal view • Neutral facial expression, no smiles or do not show teeth • Forehead and ears must be visible. • Hair must be brushed back and tucked behind ears (If you have bangs, they must be pinned back) • Only a pair of small earrings is allowed in women. No earrings allowed for men • No hair accessories or high up do or extravagant hair styles • No sleeveless shirts, cleavage showing • No White tops • No facial piercing, no coloured contact lenses and no glasses (even if you wear prescription glasses) • No hoodies • Do not wear light-coloured clothing • Hijab allowed as long as it shows the face and ears.

7. Proof of economic solvency with at least $500.00 which can be ONE of the following (skip this step if applicant is underage):

A. Bank draft with applicant’s name. To be Translated in Spanish (by an Authorised Translator) and Notarized. B. Bank certification with bank statement for the last three (3) months. To be Translated in Spanish (by an Authorised Translator) and Notarized. The economic solvency needs to be converted to US dollars by a competent entity (your bank) and notarized by the competent authorities. C. Any other document that may prove your income and that is acceptable by Panama National Immigration Service.

Complementary Documentation: • Employment letter with latest payment slip showing company header and chop. To be Translated in Spanish (by an Authorised Translator) and Notarized. • If you are retired: Document that shows the pension or retirement proof of payment. To be Translated in Spanish (by an Authorised Translator) and Notarized. • If you are economically dependent: letter of responsibility, certificate verifying kinship and economic solvency of the sponsorship. To be Translated in Spanish (by an Authorised Translator) and Notarized

8. Invitation letter, if applicable.

A. If you have a personal invitation letter from Panama, kindly also submit the following documents:

i. The Invitee Panamanian’s identity card. Notarized by a Panamanian Notary Office ii. The Invitee´s Passport Copy – Main Page. Notarized by a Panamanian Notary Office iii. Address Proof by presenting latest utilities bill (electricity bill / water bill / telephone landline bill) from Panama stating the address of the responsible person. iv. Proof of economic solvency that can be one of the following:

1. Bank certification. 2. Income statement showing good standing. 3. Work letter with the last filed Social Security Fund in the case of Natural Persons.

B. If you have an invitation letter issued by a private company in Panama, please also submit the following documents:

i. Certification of the Public Registry. Certificación del Registro Público. Notarized by a Panamanian Notary Office ii. Copy of the Notice of Operations. Copia del Aviso de Operaciones. Notarized by a Panamanian Notary Office iii. Copy of the operating code of the Colon Free Zone (if applicable). Copia de la clave de operación de la Zona Libre de Colon (si procede). Notarized by a Panamanian Notary Office iv. Copy of receipt of payment for the provision of public services where the location of the company responsible is recorded. Copia de recibo de pago por la prestación de servicios públicos donde conste la ubicación de la empresa responsable. Notarized by a Panamanian Notary Office v. Bank certification / income statement showing good standing / work letter with the last filed Social Security Fund in the case of natural persons. Certificación bancario / declaración de renta con su paz y salvo / carta de trabajo con última ficha de la Caja de Seguro Social en el caso de personas naturales.

PAYMENT INFORMATION The Visa fee is of $60.00 ($50.00 Visa +$10.00 Consular Charges) payable to the Consulate General of Panama bank account via bank wire on the day of the appointment (details to be shared in person).

NOTE: • Please bring the Original of all the documents and a set of A4 sized photocopy. • The passport must have one entire blank page to issue the visa. • Except for the passport, ALL documents mentioned above need to be translated into Spanish and Notarized, including the Identity Card, bank statement, company letter by a certified institute/person. Translations done through online platforms (Google Translate, etc.) will not be accepted. • Economic solvency needs to be converted to US dollars by a competent entity (your bank) and notarized by the competent authorities. • The Consulate General of Panama in Mumbai only accepts visa applications directly from the applicants. Not any third parties. • If the Visa is approved, an Officer from the Consulate will call to make an appointment to deliver the VISA. You must bring your passport in order for your VISA to be stamped. • The Consulate does not issue E-Visas through any webpage, travel agency, or any other location. The Visa application process might take up to 3 months, please arrange your appointment on time before your travel.

VISA EXEMPTION

There is a Law in effect regarding tourist visas for entering the Republic of Panama; EXECUTIVE DECREE # 521 states that:

Passport holders of any country that have one of the following:  Residence Card or a valid multiple entry visa (that has been previously used), from the Canada, the United States of America, the Commonwealth of Australia, the Republic of Korea, the State of Japan, the United Kingdom of Great Britain and Northern Ireland, Republic of Singapore and any of the States that make up the European Union do not require a visa to enter Panama.

The visa granted by the countries mentioned above must be a multiple entry visa, has been used previously in the territory of the granting State and its validity shall not be less than six (6) months at the time of entering Panamanian territory

If you meet the following requirements, you will qualify for the aforementioned decree:

  • Has a valid passport with a minimum of six months validity.
  • Has a multiple entry visa with six (6) months of remaining validity from ONE of the following countries: Canada, United States of America, Commonwealth of Australia, Republic of Korea, State of Japan, United Kingdom of Great Britain and Ireland North, Republic of Singapore and any of the States that make up the European Union.
  • You must have used this visa to enter the country. For example, if you have a visa from the United States, you must have entered the United States with that visa in order to qualify for the exemption.
  • You must also show proof of economic solvency for a minimum of US $ 500.00 upon entering. NOTE: Make sure you have a minimum of three months of validity in your passport and a round-trip ticket.

Your luggage transfer while transiting Panama, must be coordinated directly with your airline.

SEAFARER VISA

6. Can I ask someone to submit the documents on my behalf? 

Applicants have the option to authorize a relative/travel agent/company liaison to submit their requirements and claim the passport. The representative must have a Signed Notarized Letter and a photocopy of the applicant’s and representative’s IDs.

No, unfortunately, they do not accept mail applications.

8. How long is the visa processing time? 

It has been changed to 30 to 45 days.

9. How many days should I process my application?

Since it takes almost two months, it’s better to process it at least 2 or 2.5 months before your scheduled departure.

10. Do I need a vaccine when visiting Panama? 

It depends. Panamanian migration authorities will demand proof of vaccination if the trip originates from or transits through the following countries:

11. Do I need a medical certificate?

Panama's Mulino says he will close one of world's busiest migration routes

Panama is on the verge of a dramatic change to its immigration policy that could reverberate from the dense Darien jungle to the U.S. border.

President-elect Jose Raul Mulino says he will shut down a migration route used by more than 500,000 people last year. Until now, Panama has helped speedily bus the migrants across its territory so they can continue their journey north.

Whether Mulino can reduce migration through a sparsely populated region with little government presence is unknown, experts say.

“Panama and our Darien are not a transit route. It is our border,” Mulino said after his victory with 34% of the vote in Sunday’s election was formalized Thursday evening.

As he had suggested during his campaign, the 64-year-old lawyer and former security minister said he would try to end “the Darien odyssey that does not have a reason to exist.”

The migrant route through the narrow isthmus grew exponentially in popularity in recent years with the help of organized crime in Colombia, making it an affordable, if dangerous, land route for hundreds of thousands.

It grew as countries such as Mexico, under pressure from the U.S. government, imposed visa restrictions on various nationalities, including Venezuelans and just this week Peruvians, to stop migrants flying into the country just to continue to the U.S. border.

But masses of people took the challenge and set out on foot through the jungle-clad Colombian-Panamanian border. A crossing that initially could take a week or more eventually was whittled down to two or three days as the path became more established and entrepreneurial locals established a range of support services.

It remains a risky route, however. Reports of sexual assaults have continued to rise; some migrants are killed by bandits in robberies, and others drown trying to cross rushing rivers.

Even so, some 147,000 migrants have already entered Panama through Darien this year.

Previous attempts to close routes around the world have simply shifted traffic to riskier paths.

“People migrate for many reasons and frequently don't have safe, orderly and legal ways to do it,” said Giuseppe Loprete, chief of mission in Panama for the U.N.'s International Organization for Immigration. “When the legal routes are not accessible, migrants run the risk of turning to criminal networks, traffickers and dangerous routes, tricked by disinformation.”

Jungle Between Colombia, Panama Becomes Highway for Migrants From Around the World 

Loprete said the U.N. agency's representatives in Panama would meet with Mulino's team once its members are named to learn the specifics of the president's plans.

If Mulino could be even partially effective, it could produce a notable, but likely temporary, impact. As with the visa restrictions that unintentionally steered migrants to the overland route through Panama, if the factors pushing migrants to leave their countries remain, they will find other routes. One could be the dangerous sea routes from Colombia to Panama.

In a local radio interview Thursday, Mulino said the idea of shutting down the migration flow is more philosophical than a physical obstacle.

“Because when we start to deport people here in an immediate deportation plan, the interest for sneaking through Panama will decrease,” he said. By the time the fourth plane loaded with migrants takes off, “I assure you they are going to say that going through Panama is not attractive because they are deporting you.”

Julio Alonso, a Panamanian security expert, said what Mulino could realistically achieve is unknown.

“This would be a radical change to Panamanian policy in terms of migration to avoid more deaths and organized crime using the route,” he said. Among the challenges will be how it would work operationally along such an open and uncontrolled border.

“In Panama, there is no kind of suppression with this situation, just free passage, humanitarian aid that didn't manage to reduce the number of assaults, rapes, homicides and deaths along the Darien route,” Alonso said. Mulino's proposal is “a dissuasive measure, yes, [but] whether it can be completely executed we will see.”

It's also unlikely that much could be accomplished without a lot of cooperation and coordination with Colombia and other countries, he said.

Adam Isacson, an analyst at the Washington Office on Latin America, said that “without considering the risk of returning migrants to dangerous situations, in mathematical terms I don't know how they hope to massively deport" migrants.

"A daily plane, which would be extremely expensive, would only repatriate around 10% of the flow (about 1,000 to 1,200 per day). The United States only manages to do about 130 flights monthly in the entire world,” Isacson said.

Thinking of visiting Dubai, but you’re not sure how to get a tourist visa? Perhaps you already live in this gorgeous city and want to share it with family and friends, but aren’t sure how to go about securing the ever-important visa. For some it’s as easy as showing up at the airport, for others, there is a process that needs to be followed.

Here is everything you need to know about getting a tourist visa for Dubai.

No visa required

Citizens of the GCC areas do not require any sort of visa to enter Dubai. You simply need to provide your passport or your national ID at the point of entry and you will be granted entrance.

Visa on arrival

If you fall into this category, you’re in luck because there are certain countries that can simply arrive at Dubai International Airport and receive a tourist visa, on arrival.

There are a total of 50 countries that receive visas on arrival. Some include The United Kingdom (UK), The United States of America (USA), and countries that are part of the EU. For some countries you will be eligible for a 30-day visa, and for others a 90-day visa, with the possibility of extension.

Indian citizens who are holders of tourist visas from the USA, green cards, or have a residence visa in the UK or EU will also receive a visa on arrival, for 14 days, provided that the green card and residence visas have been valid for more than six months.

If you are a Mexican passport holder, you will be granted a multiple-entry visa on arrival. Your visa is valid for up to 180 days and is valid for six months from the date that the visa has been issued.

The list of countries that are able to attain a tourist visa on arrival in Dubai or the UAE may change from time to time and so you can easily see if you are eligible for a tourist visa on arrival by following the steps here .

Pre-arranged visa

When you do not fall under the above categories that means you need to apply for a tourist visa before you enter Dubai. This can be done in a number of ways.

You can easily apply directly through certain airlines including FlyDubai and Emirates . Alternatively, you can organise a tourist visa through licensed travel agents, tour operators and the hotel you will be staying at.

It is important to note that you cannot apply for a tourist visa through the UAE Embassy, one of the organisers mentioned above will apply for your visa on your behalf through the visa-issuing authorities here in Dubai.

An electronic airport transit visa requirement has been introduced, starting15 April 2024, for citizens of 10 countries who will transit to Mexico, Panama, Colombia, and Venezuela using Istanbul Airport. 1

WHY THIS MATTERS

Turkey, which is both a transit country and a destination country in terms of global “irregular” migration movements, is actively implementing measures to reinforce its fight against irregular migration. 2

With this obligation, irregular migration is expected to be prevented to some extent.

Passengers travelling from the afore-mentioned countries, from 15 April 2024, have new steps and procedures to complete in order to be in compliance. 

More Details

Inspections within the framework of accepted international aviation rules have been increased due to the recent rise in the number of irregular immigrants heading to North America via various Central and Latin American countries, using transit airline opportunities via Turkey.

Turkish Airlines (THY) warned in March for passengers traveling to South American countries that "some additional checks may be applied in addition to the general rules such as passport and visa requirements for accepting passengers on flights." 3

According to information obtained from diplomatic sources, in this context, the Ministry of Foreign Affairs has completed the necessary preparations to implement the electronic airport transit visa (e-HTV) application. 4

Citizens of Afghanistan, Burkina Faso, Cameroon, Chad, Guinea, India, Mauritania, Nepal, Somalia, and Yemen who will travel to Mexico, Panama, Colombia, and Venezuela, but transit through Istanbul Airport, as of 15 April 2024, must obtain an electronic airport transit visa.

Can Be Obtained via Internet Free-of-Charge

The electronic transit visa can be obtained free-of-charge online from the "evisa.gov.tr" portal of the Ministry of Foreign Affairs as of 15 April 2024. 5  Passengers must correctly enter their personal information, accommodation address information, and ticket numbers when obtaining an electronic visa.

Passenger Practical Matters

Istanbul Airport transit passengers who are subject to an electronic transit visa are also expected to have print-outs of their transit visas with them.

Passengers subject to an electronic transit visa will be able to pass through security control and go to the departure floor after having their visas checked at one of the visa points located in both wings of the Istanbul Airport international transit passenger arrivals hall.

In mid-March, a scammer in California tried to buy $150 worth of Wingstop using my debit card. Aside from being impressed at the sheer size of the order, I was relieved because Citibank, which issued my card, declined the transaction on the spot and alerted me to the fraud. In minutes I was able to shut off my card, heading off any more purchases by the scammers, and order a new card. All's well that ends well.

When I went to Buenos Aires in April, I figured I might run into a similar situation . Sure, the banks say you don't have to call ahead when you travel anymore, but I assumed I'd still have some purchase flagged as potential fraud, as had happened in past trips abroad. Miraculously, everything went off without a hitch. I don't know how JPMorgan Chase knew that I would spend $200 on Botox in Argentina, but it did. (No, I didn't book my flight on the same card, and whatever, everybody gets Botox now .)

It's great that banks and credit-card companies are getting better at discerning which payments are fraudulent and which are legit. Many people have some horror story about having their credit card stolen or having their own legitimate transactions flagged as suspicious. And it's nice not to have to spend 20 minutes on the phone before a vacation explaining where you're going and when. Credit-card fraud protection is still far from perfect, but there's no denying that the technology is improving. On the flip side, it's also kind of wild to consider just how much financial institutions must know about you to make the right calls.

I was curious about how it all works — and, frankly, a little creeped out. So I reached out to some credit-card companies and academics to learn more. Why don't people have to alert their credit-card companies about travel anymore? And, more broadly, just how have banks gotten so good at figuring out what's normal about our spending habits and what isn't?

The Federal Trade Commission receives thousands of card-fraud complaints each year. The Nilson Report, which tracks the card industry, says payment-card fraud resulted in $33 billion in losses worldwide in 2022 and $13.6 billion in losses in the US. As such, credit-card issuers and banks are keen to do what they can to spot fraud. They want to keep their customers happy, and, more importantly, they want to stem their losses. In the US, the major credit-card issuers and banks generally have a zero-liability policy , which means that when a customer gets scammed, the organization, not the customer, has to eat the cost.

Years ago, whether a transaction went through was based on things like whether a physical card was present, whether you had enough money to make the purchase, and (if the cashier wanted to look) whether your signature on the receipt matched the one on the back of your card. In some cases, the cashier may have even asked for ID or called the bank to verify the funds. We've come a long way from those bad old days by using the same tools that power most innovations: data and computers. Credit-card companies and banks know a lot about us — where we shop, when we spend, and how much we're usually willing to pay for things — and they're getting better and better at turning that knowledge into action.

The models are evaluating a trillion dollars' worth of transactions a year.

While it's all the rage to talk about newfangled forms of artificial intelligence , fraud detection owes a lot to machine learning, a field within AI that's been around for years. A bunch of data gets dumped into computer systems, and algorithms figure out patterns and relationships. The algorithms create decision trees to predict the likelihood of different outcomes and identify what may be considered normal or fishy. It's not that your credit-card company knows that you, specifically, would blow a bunch of cash on A and not on B — it knows that customers with your profile are in the "likes A" camp and not the "likes B" one.

"It's looking at what's happening that is very much out of the ordinary for your general behaviors," said Tina Eide, an executive vice president of global fraud risk at American Express. "And when I talk about general behaviors, it is generalized, right? It is not down to the specific purchase or to the specific merchant." Eide added, "The models are evaluating a trillion dollars' worth of transactions a year."

The machines know more now than ever. Mike Lemberger, Visa's regional risk officer for North America, said that over the past five years the number of data points people generate with their credit cards has grown tremendously. People are increasingly using cards over cash. And they don't just have a physical card they're pulling out at the store — they've got their card credentials in their Amazon account, Netflix account, iPhone, etc. The more purchases the card issuer can analyze, the more accurate the fraud detection will be.

"Visa, we don't have consumer information — that's your financial institution that has that — but what we have is this triangulation of all these data points," Lemberger said. "We can create more and better scores, layer on top of that machine learning and AI abilities, and it becomes a much, much more powerful predictor, which we then feed into all of our partners to say, 'Hey guys, if you want to make the best decisions, here's a whole bunch of really good information.'"

Visa isn't going to block your card directly, but it'll alert your bank that your purchase looks suspicious or that fraud has been detected at the merchant you're dealing with.

This all seemed pretty simple until I talked to Yann-Aël Le Borgne and Gianluca Bontempi, a pair of researchers at the Université Libre de Bruxelles in Belgium who work on machine learning and card fraud . They emphasized the vast scale of this fraud-detection technology. Companies and their algorithms are ingesting millions of transactions and creating so many decision trees to categorize certain activities that it can defy human logic, they said. Basically, the computer may be right that your transaction looks funky even if it's made in your home city at a fairly innocuous vendor, or it may be right that the transaction is fine even though it's made in a faraway place — but when humans try to figure out what did or didn't sound the alarm, nobody will really be able to pinpoint why.

"Machines can consider many more features, and at the end of the day it's not clear if all those features have meaning for humans," Bontempi said. "Humans are used to working with two, three features, at most five features, while machines can work with hundreds of features. So there are really different levels between what a machine can do."

There are human-written rules, which are generally interpretable, and there are machine-written rules, which can be a black box. They're more accurate, but they may be harder, if not impossible, for people to reverse engineer. And banks may be using several different algorithms, making this even more complicated. Data scientists are the ultimate decision-makers, but the information they're dealing with is based on highly complex tech.

When I explained to experts my somewhat embarrassing wings-versus-wrinkles conundrum and asked what may have triggered one alert and not the other, they offered up different explanations. Eide, from American Express, said that even though I hadn't booked my trip to Argentina with the credit card I used to buy the Botox, something else had probably tipped off the system that I was there. I realized I'd also bought a package of spin classes in Buenos Aires on my phone with the same card. I had also paid for a meal in the city. Lemberger, from Visa, emphasized that it's about all the data and spending patterns and said that given my spending patterns, the Botox likely matched my profile more than the massive delivery order.

"I hate to say this to you, but at the end of the day, all these data points build personas. Just like in marketing somebody would use personas to market to you, we're using that same technology to protect you," he said. "And the fact is that we use those data points to not just secure you but the whole ecosystem."

At some point it occurred to me that the supercomputers that credit-card companies and banks are working with could know more about me than I even know or understand about myself.

"It's probable that the exact reason why a transaction caused your card to be blocked has no straightforward interpretation," Le Borgne said.

I also asked whether there was a big difference in credit-card protections and debit protections and was told not really — maybe banks will be a little more restrictive about credit because they're technically lending you money that's not limited by your actual cash balance. I also asked if companies don't worry about preclearing travel because they don't care as much about losing money to fraud anymore, to which the answer was a hard no.

"At the end of the day, somebody's got to pay for the fraudulent activity," Lemberger said. Credit-card companies will give you your money back if you're a victim of fraud, but they'll find another place to recoup that money, just as they always do .

Instinctually, I am not a technology-is-awesome person — if the AI really is going to kill us, I feel like we should unplug it. I'm not super freaked out about the privacy stuff, but I also don't love the idea that AmEx and JPMorgan and Citi have me so pegged. But it's cool that companies really are making fraud detection better, especially in a world where fraudsters themselves are constantly getting better. I don't want to be like "Yay, banks!" but maybe here the answer really is a little "Yay, banks!" At least that's the case until the next major data-privacy breach, at which point I will regret everything.
