We Spent RM30.3k to Perform Umrah: My Tabung Haji Travel Umrah Package Review & Guide

In January 2024, I performed the umrah together with my family. We visited Masjid Al-Nabawi in Madinah, and Masjidil Haram in Makkah. Alhamdullillah, by the grace of God we completed our journey and returned safely.

In this article, I would like to review the 13 days 11 nights Tabung Haji Travel umrah package we took. I will also include packing list and sprinkle money-saving tips throughout the article.

Note: When I was there, the exchange rate was 1 Saudi Riyal = RM1.27 Malaysian Ringgit

Tabung Haji Travel Umrah Packages

There are many travel companies offering umrah packages, but we decided to go with Tabung Haji Travel. Tabung Haji Travel offers 4 types of umrah packages:

Pakej Hijra – from RM7,590
Pakej Delima – from RM8,990
Pakej Fairuz – from RM9,090
Pakej Nilam – from RM12,090

These are just prices from Tabung Haji Travel; other travel agencies pay charge different rates. I have seen umrah packages as low as RM6xxx and as high as RM2xxxx per person .

Tabung Haji Travel – Nilam Package

We booked Pakej Nilam from Tabung Haji Travel. Even though the price is stated as ‘from RM12,090’, the actual price depends on dates, room-sharing basis and more . Be prepared to pay up to 20% or so more for some dates or if you want double (not quad) rooms.

For context, my husband and I paid RM13,990 per person for double room under pakej Nilam. My parents and sisters each paid RM12,390 for quad room under the same package.

Additionally, they charged RM2,500 for Baby Mika (kids under 2 years old). I am not sure if this price is for Nilam package, or for all packages. Therefore, my small family of 3 paid RM30.3k in total to go for umrah together.

Difference between Tabung Haji Travel Umrah Packages

The biggest difference between Tabung Haji Travel umrah packages seems to be the hotel – the nearer it is to Masjidil Haram in Makkah and Masjid Al-Nabawi in Madinah, the more expensive it is.

In our case, our hotels under Nilam package were just 50-80 meters from the mosque compounds, which are the nearest possible locations. Other Tabung Haji umrah packages offered hotels 300-700 meters away from the mosque compounds.

If not mistaken, Nilam package is also the only one offering 5-star hotels.

Tip: Your hotel location matters

I have seen umrah packages from other travel agencies offering hotels located ~1km away from the mosques. Unless you are physically fit and/or budget is an issue, I wouldn’t recommend staying too far away, because:

1) You’ll be tired from Tawaf and Saei

Tawaf and Saei – two core parts of umrah – are already physically demanding activities. You will want to reserve your energy to perform additional umrah and/or Tawaf sunat and Tawaf Wada’.

Worth mentioning as well that while Madinah is fairly flat and very walkable, not the same applies to Makkah. Some parts of Makkah can be very steep and hilly, making it even more tiring.

2) The mosque compounds are huge

I cannot overstate how HUGE Masjidil Haram compounds is. Even though our hotel was just 80 meters away, it still took us at least 10 mins walk before arriving to the center, to the Kaabah.

See image below to see what I mean. And it’s not like it’ll be an easy walk from the hotel to the mosque, because…

3) The crowds will slow you down

It might take even longer, perhaps 20-30 mins to enter the mosques during peak times , especially solat times. This is due to 2 reasons:

it’ll be super crowded, and even waiting for the lift might take some time
some of the mosque gates/entrances will close due to full capacity. If that happens, you need to find other entrances

4) You need to go back to hotel often

All Tabung Haji umrah packages include fullboard meals, which means you’ll be going to the hotel for mealtimes before going back to the mosque. You need to factor this time into your schedule

5) Reduce likelihood of breaking ihram rules and paying dam

When you are in ihram state during umrah, you’ll be prohibited, among other things, to harm or kill animals and plants. If you do that, you’ll have to pay dam costing 700 riyal or close to RM900 (2024 rate).

You can’t even scare the birds. As there are A LOT of birds in Madinah and Makkah, avoiding them as you walk is really hard.

So staying nearby greatly reduces the chances of breaking this particular ihram rule.

But just go if you can

However, don’t let hotel/cost alone be the determinant factor. If you are called to perform umrah, just go. Like the Ustad said, sometimes one cannot go to Tanah Haram even if they have lots of money. They might have lots of obstacles like health, time, or even no spots left for them.

Personally, I wasn’t even planning for umrah but decided to go together with my parents and sisters. I’m glad I did. Thank you Allah for calling and bringing me there :’)

What’s Included in Tabung Haji Travel Umrah Package

Tabung haji umrah package – what’s included.

Tabung Haji Umrah Package includes the following:

Return flights from KLIA (economy)
Accommodation
Fullboard meals (Asian – mostly we were served Indonesian food)
Travel insurance
All transportation (bus)
All entry fees
Kit umrah (ihram set for the men and mini telekung mini for the women)
2 luggage bags (30kg check in + 7kg carry on) (really nice and sleek design! Can reuse!)
Kursus umrah
Umrah + ziarah guide book
Assistance for Nusuk app registration (can be complicated; appreciated this)
Air Zam zam to bring back
Mutawif (like a travel guide but Ustad version)
*We also got a free train ride from Madinah to Makkah, and heard other groups got a free trip to Taif. Depends on the ongoing offer 🙂

Potential upgrades

If you have extra budget, you can also get some of these upgrades:

Upgrade from economy to business class flight (add on RM2k, which I thought was reasonable but unfortunately sold out)
Upgrade from Asian to International meals
Upgrade for better hotel rooms (possibly can request/add on for bigger room/Kaabah view?)
Travel from Madinah to Makkah by Haramain train instead of bus (big difference in travel time) (can potentially upgrade for business class seats as well)
Upgrade to private car with driver instead of bus (some jemaah in our trip did this. I don’t know the price but probably expensive, over RM1k a day)

NOT included in Tabung Haji umrah package

The following is NOT included in your umrah package:

Meningococcal vaccine shots (RM150-250++ per person depending where you do it)
4 passport photos with white background that you need to submit
Scooter rental for Tawaf/Saei – Anyone with walking issues or babies, please prepare 115 riyal per pax (~RM146) or 230 riyal for 2 pax (~RM292) to rent scooter to complete your tawaf and saei
Internet data on phone
Money for shopping, emergency etc (cash and in BigPay card)

I only brought 200 Saudi Riyal cash with me. For the rest, I used my BigPay prepaid debit card (use code ‘INLALP7ZLE’ to get free RM10). I love the ATM withdrawal function, ‘freeze card’ function and the rates are good, can recommend!

Save money on internet data with e-sim

You NEED to have internet data during umrah – without it, you may be denied entry especially for Raudhah at Masjid al-Nabawi.

Your options for internet data are:

Data roaming from your phone – whatever your telco charges
Buy sim card – lots of people selling near the mosques
Buy e-sim – this is what I did. Details below

Data roaming plan from my telco provider would have cost me RM120, while a sim card will cost around 80 riyal (~RM101.70)

To save money on internet data, I bought an e-sim instead. Steps:

Bought aloSIM mobile data plan deal from TechDeals . I paid $25 for $50 worth of credit
I purchased the Saudi Arabia – 3GB plan for $11
Upon arrival, I followed the instructions to install the plan and it works like a charm

This saved me a lot of money, and I was able to install it for my parents as well. Try it for your next trip!

Tabung Haji Travel Umrah Itinerary

Tabung Haji Travel umrah packages comes in two options: Madinah first OR Makkah first. We opted for the former.

During your 12 or 13 days,

3-4 days will be dedicated for travel (KL <-> Saudi; Madinah <-> Makkah)
4 days for ziarah programmes and do extra umrah if you wish (you should have 3-4 umrah opportunities during your trip)
Around 4 free and easy days (useful for doing Tawaf sunat, buying souveniers, sort out laundry etc)

Here’s how the itineraries might look like. The left image is KL-Madinah-Makkah-KL, while the right image is KL-Makkah-Madinah-KL. As you can see, we spent 3 full days in Madinah, and 5 full days in Makkah (exclude travelling days).

You can use this as a guide for DIY umrah trip as well.

Makkah first? Madinah first? Which is better?

If you ask me, going to Madinah first is better because you get to acclimatise yourself to the timezone, language, norms, weather, etc. You also can go to the airport in ‘normal’ clothes instead of in ihram clothes. I can imagine the men would feel very cold!

BUT! I’ve heard some people choose Makkah first as they prefer getting the umrah out of the way, which is fine as well. Up to you 🙂

My Review: Performing Umrah under Tabung Haji Travel

I would rate my experience performing umrah under Tabung Haji Travel – Nilam package as a solid 8/10. Alhamdulillah, I’m satisfied with most things.

What I liked:

I liked the Asian meals . Didn’t expect to eat Ayam Masak Merah, Bakso and Nasi lemak while I was there but love the variety. If we were to stick to Saudi meals, we’d eat Mandi/Kabsa chicken every day and get tired of it real quick
I love the hotel locations . Near is definitely better. They have comfy rooms as well. Well worth the package price!
I love that the hotels were near the nicer malls . Even with the limited time, I could still go do some shopping and browse grocery shops too.

What I thought could be better:

I didn’t like some of the ziarah places . Some were super crowded and the bus had to park far away. Some were just places selling merchandise and that’s it
I wish the busses were more comfortable and elderly-friendly . My mom had difficulty getting in and out of the bus. One had pee smell
During umrah, our group were seperated into two groups – those walking and those taking scooters. The communication for those taking scooter could be better. We got lost and we were not provided guidance during Tawaf and Saei – no headsets provided for us

Umrah Packing List & What to Bring for Umrah

Umrah packing list.

5-7 jubah/outfits
Winter wear/jackets if winter (can get to 11 celcius in winter!)
Ihram set (men)
5 x tudung (women)
2 x telekung (women)
3 x Handsocks (women)
Mini sejadah
Shoes + Sandals for walking
3-4 sets of sleepwear
Medicine* – paracetamol, sore throat lozenges, cough syrups, gastric medications, etc
Diapers/adult diapers/baby wipes* – if needed
Wuduk spray bottle
Laundry bar if you plan to wash clothes yourself. Laundry service is approx 15 riyal per kilo

*exceptionally expensive in Makkah/Madinah. Bring from Malaysia!

Bonus: Umrah packing list if you’re bringing a baby

Bringing a baby during umrah felt so special for us because it was baby Mika’s first trip abroad. We brought baby Mika at 8 months and while it was hard, it wasn’t impossible. In addition to the above, do bring:

1-2 extra outfits for both Mom and Dad
10 x baby outfits (this is not enough; we did laundry halfway through)
4 x baby winter clothes (if winter)
Diapers (a bit more than what you need. Diapers are VERY expensive there)
Baby wipes (same commentary as diapers)
Feeding set and instant baby food if your baby have started solids
Breastfeeding cover (if breastfeeding)
Milk bottles and powder, plus thermos for hot water (if use formula)
Dish detergent and brush
Baby carrier
Stroller (we brought but didn’t really use it; carrier was a lot more convenient)
Trash bag to throw away used diapers

Umrah Packages 2024

Choosing which umrah packages used to be a hard problem – many unfortunate people got scammed and were left stranded at the airport, which is very sad 🙁

To counter this, the Malaysian government have now listed all registered travel companies licensed to bring pilgrims for umrah. You can check the list of companies at https://www.motac.gov.my/en/check/umrah . Please make sure to only purchase your umrah packaged from these companies .

Karnival Haji, Umrah & Perlancongan

What I would suggest, however, is to attend the Tabung Haji-organised Karnival Haji, Umrah & Perlancongan . As of January 2024, they have organised it a couple of times and featured 25 licensed travel companies. Its a great place to survey and purchase umrah packages at competitive prices.

Note: I’m not sure when is the next Karnival but you can follow Tabung Haji social media for announcements

The following is a comprehensive checklist of items to take with you on your journey. Don’t feel obligated to take everything on this list (other than the travel essentials), rather take those items that you feel are necessary.

Please also bear in mind that many of these items can be purchased from local shops in Makkah and Madinah so if you want to travel light, that option is available.

Travel Essentials

Passport including visa documentation.

The Hajj authorities will take your passport upon arrival in Saudi Arabia and will return it to you when departing.

Proof of Vaccination

All pilgrims from all countries must produce a valid certificate of vaccination against quadrivalent (A/C/Y/W135) meningococcal meningitis.
Depending on what country you’re from, you may also need to have valid certificates of vaccinations against yellow fever and polio.

Passport Sized Photos

Take at least 4 additional photographs with you to Saudi Arabia. These may be needed for documents and procedures during your journey.

Saudi riyals

Take a minimum of about 450 riyals (£100, $120), which will help you with your immediate expenses upon arrival in Saudi Arabia, until you become familiar with getting your money exchanged locally.
Take a sufficient amount of money to cover your expenditure.
Draw up a budget before departure.
You can exchange your money at the airport upon arrival in Saudi Arabia, at local banks or money exchangers (sarraf) in Makkah and Madinah (recommended).

Debit/Credit Card

Can be used to withdraw money from an ATM if your money runs out.

Emergency Contact Numbers

Photocopy of Passport

Valid tickets, full travel itinerary, pocket quran.

Although copies of the Quran will be available in the mosque, it’s more convenient to have your own. This will allow you to remain seated without the need to get up and find a copy or return it, possibly causing you to lose your spot in the mosque.
Don’t forget to remove it from your pocket before you go to the bathroom.
There are many pocket-sized books which contain supplications from the Quran and Sunnah which can be recited throughout your journey.
Use those du’a books which have translations of each supplication so you know the meaning of what you’re reciting.
Make a collection of supplications you’d like to make during your journey, especially during the Day of Arafat , in a notepad in your native language.

Tasbeeh or Digital Dhikr Counter

Dhikr counters are very convenient.

Seven-Bead Tasbeeh

To keep count of your circuits during Tawaf and Sa’i .
Can be used outside the Haram or on roads due to traffic or crowds.
It can prove very useful during travel and can double up as a sun shield.
You can purchase lightweight and portable travel prayer mats that fit into your pocket or bag.

Compass for the Qibla

This may be needed during travel.

Hajj/Umrah Guide Book

A pocket-sized Hajj/Umrah guidebook can be referred to just in case you happen to forget something.

Hard-Shell Suitcase

A good quality suitcase with a hard case and a built-in locking system is recommended.
Avoid soft, vinyl suitcases as these can easily be cut open by thieves or ill-intentioned individuals.
Don’t take your favourite suitcase or a very expensive one as it will most certainly be knocked around during your journey and accumulate some wear and tear.
Your suitcase should be medium in size (maximum 70 cm in length).
Travelling with very large suitcases can be very difficult.

If you’re performing Hajj, pack a lightweight backpack or travelling bag for your stay and journey between Mina, Arafat and Muzdalifah.

Clothing & Accessories

Avoid buying a very thin cotton Ihram – these may stick to you and become uncomfortable if you sweat.
The thicker cotton garment or towelling (terry cloth) is preferable and can later double up as towels/blankets etc.
Take another set just in case the first set becomes impure.

Safety Pins/Clips for Ihram

A safety/pin clip can be used to fasten the upper garment of the Ihram so it does not fall from the shoulders.

Waist Pouch or Neck Pouch

Keep your valuables such as money, documents, debit/credit cards and keys in a good quality waist pouch or neck pouch.
Wear your pouch at all times and ensure you don’t leave your accommodation without it.
Be vigilant of pickpockets and thieves, particularly in crowded areas.
Hold on to your pouch in crowded areas to ensure it doesn’t get stolen.
Your pouch may be inspected by the authorities at the entrances of the Haramain in Makkah and Madinah.

Comfortable, Loose-Fitting Clothes

Take comfortable, loose-fitting garments for when you’re not in Ihram.
Take clothes that require little to no ironing, are easily washed and are appropriate for the journey.
One set of clothes usually lasts one day.
For men, the Saudi Thobe/Jubbah and the Indo-Pak Shalwar Qameez are ideal.
For women, the Abaya is the best option.

Bathroom Slippers

Take some decent, waterproof slippers that can be worn to the bathroom.

Sandals x 2

Whilst you’re in Ihram, your ankles and the top part of your foot (around the shoelace area) need to remain uncovered.
A flat, soft pair of walking sandals is recommended.
You will be doing a lot of walking during the days of Hajj so they must be comfortable and ideally, waterproof.
Buy a pair well in advance of your journey and wear those shoes regularly so they can be worn in and become more comfortable.

Trainer/Sneakers

For when you’re not in the state of Ihram.
This type of footwear is ideal for performing rites like Rami as they provide grip and balance.

Shoe Bag/String Bag

When entering the Haramain, you can put your footwear inside the bag and take it with you to avoid losing them.
Your shoes can be left on the racks although there is a chance you may lose them.

Jumper/Jacket

If travelling during the winter (November to February), it can get fairly cool during the night and the early part of the morning so you may want to pack a jumper/jacket.
To wear with your shoes.
The marble tiles in the Haramain can get very cold on occasion so it’s a good idea to wear socks around this area.
Wearing sunglasses around the Haramain can protect you from the sun’s glare which often reflects off the white marble, potentially causing problems for those with sensitive eyes.
Prayer hat/scarf for men to protect your head from the sun (when not in Ihram).
Hijab for women.

Folding Umbrella

This can be purchased in Makkah.
Buy a white umbrella rather than a black one as black absorbs heat.
Avoid buying one with a sharp point as this can cause injury to other pilgrims in crowded areas.
You may not be able to take it inside the Haram.

Toiletries/Hygiene

Large and Small.
Not all hotels provide towels.

Toothbrush/Miswaak

Must be fragrance-free in Ihram.
Travel-sized toothpaste will be enough.

Shampoo/Conditioner

Bar of soap, liquid soap.

Can be used as both shampoo and body wash.

Toilet Rolls/Pocket Tissues

Very useful in Mina, Arafat and Muzdalifah (during the days of Hajj).
Very useful to freshen up, especially during the days of Hajj.

Anti-Bacterial Hand Sanitizer

Hairbrush/comb.

Can only be used outside the state of Ihram.

Shaving Machine/Disposable Razors

If you want to shave/cut your hair yourself, rather than go to the barber.
Don’t pack razors in your hand luggage at the airport as they will be confiscated.

There is no real standard type of plug – you will come across sockets for 2-pin round plugs and 2-pin flat plugs like the ones used in Europe and 3-pin plug sockets like in the United Kingdom.
Some rooms have both 2-pin and 3-pin plug sockets.

Mobile Phone

To keep in touch with members of your group, friends and family and people back home.
Make sure your phone is unlocked before leaving home.
Local sim cards are available in phone shops in Makkah and Madinah.
Some travel agents include Saudi sim cards as part of their package.
Write down your own mobile phone number and that of other group members in case you get lost.

The list is very fantastic it makes life very easy for me for my luggage.

This is a wonderful list, the comments from others really helps. Planning to go first time but unclear about a couple of things. 1. The main luggage stays in the hotel when you travel to Mina so I assume you take only the essentials in a backpack. 2. I read you have to leave your backpack (the essentials i plan to carry) at Mina when you got Arafat. Are the items safe from theft? Can you take the full backpack with you or do you need to leave this in Mina? 3. If you have to leave it, is it best to seperate the packing for the items you will need to take with you to Muzdalifah/Arafat?

Great list thank you. Sudacreem I also recommend for those people in the state of Ihram you might end up rubbing your thighs together and cause skin to tear causing blisters. So it will be good to have some to help. Including blister plasters or a small first aid kit. Like one of the brother said there are many stores out there. And one thing is a god send during hajj to replace lost salts – take some salted snacks such as Bombay mix / salted nuts etc they are such a blessing to replenish lost Salts. Energy bars. And definitely diaralyte. Multipoint usb charger to help each other and charge many phones in mina. May Allah accept your hajj and umrah. Ameen.

Great list indeed, but I do want to say something.

Last year I’ve taken just about all the items listed here that I’ve collected through lists such as this one and I tell you most of it I haven’t used then again better safe than sorry.

1. There are tons of stores and markets around Mecca and you can buy just about anything there except fragrance free stuff that I’ve seen 2. For men I think it best to just buy your daily clothes to wear (thobes are like 15-20 riyal($4.5) on the street). You’re gonna wanna buy some anyways 3. I think over the door hook would be a better option for Mina (that’s just my preference) 4. Bring some plastic bags that you can keep your clothes in while you shower in Mina 5. Barber charges like 10-15 Riyal so no need for machine guys. Besides most of those barbers are poor and your few riyals is well spent trust me 6. I’d recommend Hajj Safe brand of belt or pouch whatever you wanna call it. Reason is because it is wire reinforced and cannot be cut. For men once you fold your Ihram around your waist put your pouch on, clip it in before a final fold of Ihram. This way it will be super tight grip and also help as belt for your bottom piece. 7. Guys please follow the advice about Vaseline. I didn’t and I suffered badly. 8. I recommend you take one large camping towel. It dries super fast and fits in a small ziploc bag 9. Drink hot drinks instead of cold while in Mina and Arafaat. I know it sounds crazy but it works to keep you cool, trust me.

2. Prayer essentials for Umrah: Clothes & footwear for key rituals

Ihram is the dress code for the Umrah pilgrimage, which is why packing suitable clothing is one of the most important things to do before the commencement of the journey. For men and women, Ihram is two pieces of unstitched plain white cloth. Women are also allowed to wear regular clothing, which conceals the entire body with only hands and face uncovered.

While planning the Umrah pilgrimage , packing the pocket Quran is of great importance too. This is because, during spare time, one can easily read the holy book. Also, there are a number of pocket-sized dua books available that contain prayers from the Quran and Sunnah, which can be recited during the journey. Furthermore, while changing flights or moving from one place to another, pilgrims can keep themselves occupied in Dhikr: remembrance of Allah , which makes packing Tasbeeh beads absolutely significant. Some other essentials for Umrah include a prayer mat, compass for the Qibla and Umrah guide book.

3. Clothing and accessories: Pick them based on travel time & weather

People come to Makkah to perform Umrah from different parts of the world. Usually, that includes long flight and road travel which can be tiring. Therefore it is important to wear and pack clothes that are light in weight and super comfortable. Another important factor to consider is the weather in Makkah. Even though Makkah is hot most of the year, it is important to pack and prepare according to the month of travel. Choose light colours and breathable fabrics that would not irritate your skin even in scorching heat.

In Saudi Arabia, it is advised to dress conservatively so as to not hurt the cultural sentiments of the locals. Men usually wear formal clothes – shirt and trousers, while women prefer to wear salwar kameez or abaya.

For both men and women, some key essentials for Umrah include two or three pairs of comfortable shoes, waist pouch, bathroom slippers, string bag, light jumper, sunglasses, safety pins, prayer hat and folding umbrella. Apart from the above-mentioned items, there are some other Umrah essentials for ladies as well, which include:

Five to ten light and breathable hijabs
Hijab undercaps
Hair accessories
Slips or light clothing for wearing under abaya

4. Basic First-aid Kit: Just in case

Basic medicines and first-aid items are also important parts of the Umrah essentials list. The above payments are collectively referred to as "Hajj Payments" where prospective pilgrims are required to deposit the payments into their respective TH accounts.
Pilgrims who subscribe to the hajj package offered by PJH are not given any hajj assistance (subsidy) and the Hajj Payment varies every year.
Before 1431H/2010, PJH Hajj Payments for Peninsula, Sabah and Sarawak were different. However, it has been standardised for the whole of Malaysia (from 1431H/2010) until now. Meanwhile, the Hajj Payment for THTS has been adjusted from 1430H/2009.

Pengelola Jemaah Haji (PJH)

Enable value-added services for hajj pilgrims
To create opportunities for Bumiputera Muslim Travel Agencies to handle pilgrims in a monitored environment as PJHs.
Enables TH to move forward towards achieving the goal of regulating the entire pilgrimage management with minimal cost liability.
In providing hajj services, TH always strives to provide satisfactory services for pilgrims and help them towards achieving Hajj Mabrur. TH also provides them with the option of going on a pilgrimage in a manner they are comfortable with and matches their financial capabilities.

PJH also refers to the party licensed to operate and provide Hajj Package Services which has added values in several aspects of services such as accommodation, meals, staffing, umrah management and pilgrimage management under the supervision of TH in accordance with the provisions of Act 535 Tabung Haji Act 1995.

PJH has gone through several stages of development, namely:

Syeikh Haji Agents (before 1404H / 1984);
Muassasah System (1404H / 1984);
Amir System (1405H / 1985);
Special Housing Group (1406H / 1986 - 1410H / 1990);
Private Companies (1408H / 1988 - 1414H / 1994);
Consortiums (1415H / 1995 - 1419H / 1999); and
Pilgrimage Organizers (PJH) - (1420H / 2000 to date).

SYEIKH HAJI AGENTS (BEFORE 1404H /1984)

Before 1984, all pilgrims were organized by the Hajj Syeikhs while they were in the Holy Land.
Syeikh Haji is an individual in Saudi Arabia who is authorized by the Saudi Arabian authorities to manage and provide services to the pilgrims.
The Syeikh Haji gets paid service fees charged on each pilgrim as determined by the Saudi Arabian government.
The Syeikh Haji appoint agents to conduct campaigns among prospective pilgrims to promote the Syeikhs. When the pilgrims arrive in Jeddah/Madinah, they will choose their Hajj Syeikhs. Their passports will be stamped with the name of Syeikh Haji of their choice and they will be assigned to the Syeikh Haji to manage their journey and affairs in the Holy Land. Agents receive payments from the Syeikh Haji according to the number of pilgrims successfully enrolled.
The Malaysian Government through TH , appointed the agents of Syeikh Haji in conducting promotions and bringing pilgrims to the Holy Land to be managed by their respective Syeikh Haji. Part IX Sections 83 to 87, Act 8, 1969 of the Board of Management and Tabung Haji, are provisions on control over the Syeikh Haji Agents.

MUASSASAH SYSTEM (1404H/1984)

Beginning 1404H/1984 Hajj season, the Government of Saudi Arabia introduced the Muassasah System (The Consortium of Hajj Syeikhs) in which the Hajj Syeikhs are structured under one Board.
The Board is authorized to appoint any Hajj Syeikhs to lead and join the groups of Hajj Syeikhs to provide services to a group of between 2,000 to 3,000 pilgrims at the operational level (maktab) consisting of a leader and several members within a group of Hajj Syeikhs.

AMIR SYSTEM (1405H/1985)

The Amir system was introduced in 1405H / 1985.
The Amir system refers to a pilgrim who can lead a group of other pilgrims to perform the pilgrimage who leads and mobilizes the pilgrims under their leaderships in helping each other while performing the Hajj in the Holy Land.
The leaders of the group were recognized by TH to lead their fellow pilgrims and were given several facilities such as an identity badge as "Amir" (the Leader). TH also issued guidelines to allow these Amirs to carry out their duty as the head of the pilgrimage group.
This Amir system was not resumed due to the complications TH faced due to non-cooperative Amirs who blame TH when their pilgrims experienced difficulties i.e. BPJH which is far from Masjidil Haram or Masjid Nabawi, imposed unreasonable additional charges, delays in vehicle handling and so on.

SPECIAL HOUSING GROUP (KPK) (1406H/1986 - 1410H/1990)

Special Housing Group (KPK) was established by TH in 1986.
The head of KPK consists of a former Amir or a company registered in Malaysia. KPK pilgrims are registered with TH and are under the responsibility of TH and MTAT.
KPK heads were allowed to rent a BPJH and receive the allocation money for the house rental from the pilgrims' Hajj Expenditure Money (WPH) who joined them. They were allowed to collect extra money from the respective pilgrims to cover the special housing payments they were providing.
KPK operated for 5 years until 1410H/1990.
Beginning from 1411H/1991 hajj season, the handling of pilgrims through KPK has been discontinued due to some KPKs not providing good services as required by TH to the assigned pilgrims.

PRIVATE COMPANIES (1408H / 1988 - 1414H / 1994)

Beginning 1408H/1988, the managemennt of pilgrims through private companies has been introduced although KPK was still in operation.
These private companies are Bumiputera Muslim Travel Agencies who are licensed by TH to manage the pilgrims. It operated until 1994 when there were 36 private companies involved in managing pilgrims as private entities.
The operation of pilgrims through these private companies was terminated in 1414H/1994 and replaced by the Hajj Consortium.

HAJJ CONSORTIUM (1415H/1995 - 1419H/1999)

Hajj Consortium was operational from 1415H/1995 to 1419H/1999 to replace the private companies.
Consortium means a coalition several private companies that are financially strong and have experience managing pilgrims, comprising of two medium-sized companies and one or two new companies.
They consolidate their mobilization of resources, capitals and skills to jointly handle the management of Hajj pilgrims privately.
There are 6 Hajj Consortiums created by TH management to conduct pilgrims privately.
During the Hajj season 1416H/1996, one of the consortiums was terminated for violating Act 535 by bringing pilgrims more than the quota allocated by TH . Therefore, during the Hajj season 1417H/1997 to 1419H/1999, there were only 5 Hajj Consortiums in operation.
During the Hajj Season 1419H/1999, 3 Hajj Consortiums were reported to have carried out activities that violated the terms and conditions of licensing and consortium appointments set by TH because they were found operating the pilgrims outside the TH quota (Furada) and causing the pilgrims to be stranded.
TH management has revoked the licenses of the three consortiums resulting in only 2 pilgrim consortiums operational.
Both remaining consortiums were dissolved and replaced with TH - Swasta (Private) method or PJH to operate beginning 1420H / 2000 Hajj Season.

PILGRIMAGE ORGANIZER (PJH) (BEGINNING 1420H/2000M)

PJH was first introduced in 1420H/2000M. It refers to Bumiputra Muslim Travel Agenies which are licensed to manage pilgrims privately.
PJH also refers to TH Travel & Services Sdn. Bhd. (THTS) and Muslim Bumiputera Tourism Agency who PJH License is approved for the current year.
JH (Jemaah Haji) PJH is also part of TH congregation (jemaah). They are Malaysians registered with TH as with the Muassasah pilgrims.
JH who performs Hajj through PJH is not given ‘Hajj Assistance’ (subsidy) like Muassasah Hajj pilgrims who perform Hajj for the first time. This has indirectly reduced the cost of the subsidy.

TH TRAVEL & SERVICES SDN. BHD.

The existence of THTS is in reference to Section 4(d) of Act 535 Lembaga Tabung Haji 1995 which allows the establishment of companies under the Companies Act 1965 to carry out any activities planned or undertaken by TH .
Hajj package service is the main activity of TH . THTS uses this service as an opportunity by offering hajj services on a package basis from 1985.
Moderate; and
The purpose is to enable pilgrims who wish to choose THTS Hajj Packages to do so based on their respective economic status and financial abilities.

New medical travel kit made specifically for Muslim pilgrims

Travel Health and Wellness claims that the kit will allow travelling Muslim pilgrims to treat common injuries or medical emergencies that may occur when on a pilgrimage. Millions of Muslims make the journey to Mecca, Saudi Arabia every year during either Hajj or Umrah, and the huge volume of people in the city can mean that seeking medical attention for minor incidents can be hard. The kit contains a variety of standard first aid equipment, such as band aids, hand sanitiser and safety pins, but also items that are tailored to combat medical emergencies pilgrims my experience, as Rashid Fehmi, CEO of Travel Health and Wellness, explains: “Unlike regular first aid kits, the Hajj & Umrah Travel Medical Kit is made specifically for Hajj and Umrah pilgrims. For example, our kit’s oral rehydration salts are vital as dehydration is a common condition among pilgrims.”

Fehmi, who has performed Hajj three times himself, added: “Considering the heat and crowds during Hajj and Umrah, minor injuries and illnesses are common and immediate medical help is often not available. During Hajj, pilgrims stay one night under the open sky, with no pharmacies or clinics around. The Saudi government provides ambulances, but they are preoccupied with serious conditions.”

The kit is available for purchase for this year’s Hajj on 9 September.
