OA High Adventure
Imagine hiking through some of the same territories as Waite Phillips, Dr. Goodman and other noteworthy Scouting figures. Imagine forming a team, coming into an experience as strangers, but leaving as friends for a lifetime. Few people get to experience the world's natural beauty and understand what true fellowship is all about. This summer, the Order of the Arrow invites you to this rare occasion and to participate in the OA High Adventure program.

High Adventure
Do you need an escape from that 9-5 job, summer classes, or the monotony of staring out of your bedroom window longing for something new? If your answer is yes, the Order of the Arrow has the answer for you!
Each summer, the Order of the Arrow offers a myriad of different High Adventure opportunities to meet your summer needs. Maybe it's wetting your appetite by going for a plunge in the Atlantic Ocean with the Ocean Adventure at the Florida Sea Base. Or maybe hiking is your passion; if so, what better place to go than the Philmont Scout Ranch, where you can hike the same trails as your Scoutmaster or Scouting ancestors as a part of your Trail Crew experience? Have you ever thought about what the Native Americans and early explorers did to be avid traders? Maybe the OA Voyage is your calling. Whatever your summer aspirations may be, these National High Adventure bases have put together a multitude of options for you.
Along with your one-week trek completely designed by you, each Arrowman will be afforded the opportunity to leave their mark in history by helping to sure up portage trails, backpacking trails, or coral reefs. Aside from providing a good deed to each of these high adventure bases, every participant will have the opportunity to work closely with other Arrowmen from across the country, who have a similar interest in the future of both the program and the adventure base.
You may be thinking that this is a daunting task, but it is an experience unlike any other afforded to you in Scouting, in that it takes you out of your world and places you with people who want to do something different. It's not every day that you can tell your friends that you climbed into Cypher's Mine, watched the Northern Lights from a canoe, or went scuba diving in the Florida Keys.
These programs help to ensure that the future of Scouting has a place to live, work, and interact. This summer, try something new or do something you thoroughly enjoy! Your destiny awaits you...

HIGH ADVENTURE
The pinnacle of Scouting experiences, high adventure typically involves several days of trekking, paddling, or sailing in remote, wild settings. Older Scouts challenge themselves mentally and physically through elite outdoor activities ranging from whitewater rafting to rock climbing to BMX. In the process, they learn to overcome hardship, work as part of a team, and live in harmony with nature.
GSMC High Adventure
The council offers two high adventure options through camp buck toms, c.o.p.e. challenging outdoor personal experience.
The COPE Program is a weeklong adventure for older Scouts that teaches advanced team-building and problem-solving skills. Scouts learn to function as a team to meet a series of low course and high course COPE elements. Participants should be at least 13 years old and in sound physical condition.
The goal of Project COPE is to build leadership, self esteem, decision making, trust, and teamwork skills by progressing, as a group, through a series of increasingly physically and mentally challenging exercises.
Buck Toms offers one of the finest high ropes courses, a V Swing, zipline, and a multi-level climbing tower. When Scouts complete the course, they receive a special COPE T-shirt to let others know they have “ Met the Challenge !”

The Boy Scouts of America offers many different High Adventure opportunities for older Scouts and Venturers to participate in. Whether its hiking in the Rocky Mountains of New Mexico, Canoeing in the Boundary Waters of Minnesota or learning how to sail in the Florida Keys, Scouts are sure to have an experience they’ll take with them for a lifetime!
Here is information for how you can participate in these High Adventure opportunities!
UNIT-BASED HIGH ADVENTURE PLANNING
Planning a High Adventure trip can seem daunting, but it doesn’t need to be. We want to help every unit be able to participate in the exciting High Adventure opportunities that the BSA has to offer!
To help units plan and execute a High Adventure trip, we have compiled several resources as a starting-point to help show that an AWESOME High Adventure experience is accessible to Scouts or all backgrounds and experience levels. Here are some resources for you to use when planning a unit-based high Adventure trip:
- Consider joining as part of a Council Contingent for your first trip. The council offers annual council contingents to Philmont, and we have begin to offer trips to Northern Tier as well. We take much of the planning and logistics work off of the unit leaders – their main responsibility becomes advising the youth attending to be sure they are physically ready for the experience, ensure their safety, and help develop them as leaders. Learn more about these opportunities further down on this page.
- If you want to plan a trip yourself to give you more flexibility, each of the High Adventure Bases has unit-based experiences to choose from throughout the year based on the base you are attending and when you want to do the trip. Here is a list of resources to help units develop and plan a High Adventure Trip.
I’m sure you are asking – “But what about the cost?!” Yes – High Adventure trips are expensive, but they can be accessible and possible for youth of all financial backgrounds. The key is in how much the youth is willing to work to make the experience possible. In addition to the fundraising done at the unit level, the High Adventure bases also have financial aid available for those Scouts who demonstrate a need. In addition, the Cradle of Liberty Council has financial aid specifically designated to help more Scouts participate in High Adventure.
BSA HIGH ADVENTURE BASES
Thirty-four staffed camps and 55 trail camps are operated by the ranch. Philmont has high mountains dominating rough terrain with elevations ranging from 6,500 to 12,441 feet.
Philmont Scout Ranch provides an unforgettable adventure in sky-high backpacking country along hundreds of miles of rugged, rocky trails. Program features combine the best of the Old West – horseback riding, burro packing, gold panning, chuck wagon dinners, and interpretive history – with exciting challenges for today, such as rock climbing, burro racing, mountain biking, and .30-06 rifle shooting. It’s an unbeatable recipe for fast-moving fun and the outdoors.
Philmont means camping with your own unit as well as meeting and sharing experiences with other crews from all over America and from other countries. This is an opportunity for fellowship and understanding unequalled anywhere in America.
Participants must be at least 14 by September 1st of the year attending Philmont.
The New River Gorge region of West Virginia will become home to a premier Scouting destination – offering a new high-adventure base and national leadership programs, and a permanent home to the National Scout Jamboree.

The development of the site is made possible by a $50 million gift, the largest in BSA history, from the S. D. Bechtel, Jr. Foundation.

District Commissioner Frequently Asked Questions…
How do we merge our Boy and Girl Troop?
- A: Thats not possible at this time. As you may know, BSA is going to be testing Co-Ed Troops in various types of Cohorts. As we understand it, each council will be assigned one or more type of Pilot. Nothing is official as of yet. At this time, GTBAC is not on the list of approved pilot councils. As we understand it, some of the test units will be Co-Ed, some will be Linked, and there are a few other variations. Basically, for the units that National chooses will be a focus test group with possibly monthly update calls, This is going to most likely be a limited run. You will need to apply and be chosen. National is looking for existing G Troops and B Troops to try to connect together for this test. It sounds like after the initial test, they will again re-split the units up pending the feedback. Again, this is a short run (as its being said now) Think of this as a proof of concept.
- If you have a strong G and B troop that would like to test out the new pilot the District Commissioner Charles Love know. No matter what happens, keep in mind when these units camp, they will still need to camp separately.
- Also, This MUST start with your Charter Org. Check with your COR first, prior to going to Charles.
What are the Fees for Scouting as of 2/1/2024 (Fees changed on 4/1/2024)
- A: Effective April 1, 2024, BSA will no longer charge a one-time joining fee of $25 for new program participants. However, the yearly membership fee will increase. Remember, when a youth or adult registers for the first time, their membership will be valid for twelve months from the registration date, providing a full year of Scouting.
- Youth: $118 for Cub Scouts, Scouts BSA, Venturing and Sea Scouting participants
- Adults: $86.00 for all adult volunteers
- Non-Unit Merit Badge Counselors: $25 (If tied to a unit with active BSA Subscription $0.00)
- $100 charter/affiliation fee (Per Unit – IE Pack and Troop will be $200)
- $15 for Scout Life magazine
How do I handle a crew youth who just turned 18.
- A: Anyone over 18 will need to do the adult app, and have YPT. The fee will be the youth fee.
- A: There is not a Crew/Venture App – Use the standard BSA one – https://filestore.scouting.org/filestore/pdf/524-501.pdf
What’s the difference between a Scouter Reserve (91) and a College Scouter Reserve (92)?
- A: Scouter Reserve positions are for supportive adults who have no immediate, specific leadership role or direct contact with youth. The Scouter Reserve (non-unit registrant position code 91) is designed for any adult who would like to be “on reserve” should a Scouting unit need some extra help. The College Scouter Reserve (code 92) is designed specifically for college students who are interested in filling that same role. Both require criminal background checks and Youth Protection Training. Those who would like to volunteer as a reserve for specific units can use codes 91U and 92U, respectively. “This is from Aaron on Scouting. “The fee is the adult fee, because they are both over 18yrs.

To update your pin have any KEY 3 Go to My.Scouting.org and In the drop-down menu, go to your Unit. Click on “Organization Manager” and from here you can update your info and make corrections.
Annual Money Earning App
A unit must submit a Unit Money-Earning Application to the council at least two weeks prior to committing to your money-earning project. Whenever a unit is planning a money-earning project, refer to the BSA’s “ Guides to Unit Money Earning Projects .” Please read this document before submitting the online application as there is a question in the application about this document. Understanding money earning guidelines will help in the selection of projects. Money earning projects help Scouts learn to pay their way.
Print out the form here -> https://filestore.scouting.org/filestore/pdf/34427.pdf
All unit fundraisers or money-earning projects except Popcorn Sales must be approved by the council. Insurance will not cover any fundraiser where there has been no application processed and approved.

Merit Badge Counselor Application
Recently National has made a change to merit badge counselors (MBC) and how they work in Scoutbook. You can no longer just say someone is a Merit Badge Counselor in Scoutbook, it MUST come from national and flow into Scoutbook, not the other way around (like it used to be). MBC’s need to be registered with a separate set of paperwork outside of your unit’s charter. This is a yearly process (yes really). I had only one day to tour St Petersburg. After researching many tours, I chose the Discover St Petersburg walking tour. Despite the cold weather, the tour was fantastic. Kate was my guide and was great. She is a walking encyclopedia of history and facts and was able to answer every question I threw at her plus some. Thanks for a great day! PS – opted for the optional professional photos which I highly recommend as well. Well done.
3 out of 5 of our party had never before been to Russia, so the private tours with guide were essential. We experienced St Petersburg as a modern, vibrant city with wide-ranging history, and we were extremely fortunate to have as our guide the excellent Anna, who not only showed us the the best sites, but did so with friendliness, wit, intelligence and passion for her subject. She really made an already awesome experience extra-special
