Boston police warn of traffic impacts from President Biden’s Tuesday visit

Boston police are warning that President Joe Biden’s Tuesday visit could impact traffic downtown and around Logan Airport.

There will be street closures near the airport, Back Bay and the Seaport District from noon to 8 p.m., Boston police wrote on social media Monday afternoon . Drivers should expect delays when traveling in these areas.

Police did not provide more specifics on which streets would be closed and when. Last week, the White House confirmed the president’s visit to Boston following a visit to New Hampshire earlier in the day, but little is known about Biden’s itinerary.

The last time the president was in Boston was in December when he appeared at a James Taylor concert benefiting the Biden Victory Fund.

Transport Secretary visits Hampshire as record funding boost for resurfacing hits the road

Hampshire will benefit from a long-term £132 million plan to resurface local roads.

Transport Secretary Mark Harper visited Kempshott Lane and St Michael’s Road in Basingstoke today (16 May 2024), to see how the government’s record funding increase for pothole repairs is creating smoother, quicker journeys for residents as well as supporting the local economy.

The Transport Secretary was joined by local councillors and Basingstoke MP Maria Miller to discuss the work being done and innovative techniques being used to improve local roads with the record funding boost for roads resurfacing provided by the government.

While residents of Kempshott Lane will benefit from works on the road due to start in autumn, regular users of St. Michael’s Road are already seeing the benefits of resurfacing work undertaken with Hampshire’s initial £4.225 million allocation last year. This has improved journeys on this notorious stretch of road, to help drivers avoid costly car repairs due to pothole damage. 

Last November, the government announced an unprecedented £8.3 billion investment  to tackle badly surfaced roads and pothole-plagued streets across England, with the South East receiving £735 million over an 11-year period thanks to reallocated High Speed 2 ( HS2 ) funding, with savings from the new way of delivering the HS2 Euston station funding improvements in the South and East of England.

The government is encouraging local councils to provide innovative solutions to road resurfacing, and Hampshire is trialling the use of technology including the JCB Pothole Pro, new asset management software and vegetable oil fuel for machinery, with an aim to reduce carbon emissions from road resurfacing.  

With the 2023 to 2024 and 2024 to 2025 funding allocations, Hampshire County Council has already identified key roads such as the A3090 through Romsey, the A272 in Stroud and Portsview Avenue in Porchester.

Transport Secretary, Mark Harper, said:   

People in Hampshire deserve smooth and safe roads, so it was great to see how Basingstoke’s Kempshott Lane and St Michael’s Road will benefit from our record funding increase to improve local roads. As part of our plan to back drivers and improve local roads, Hampshire is benefitting from a long-term, £132 million plan to resurface roads, made possible by reallocated HS2 funding as a result of savings from the new way we’re delivering Euston station.  

Councils nationwide have already been paid over £150 million in additional funding to get on with resurfacing work and deliver improvements for the country’s roads and the Roads Minister, Guy Opperman, has urged all local authorities to make the most out of the funding by better considering long-term solutions to road repairs as another £150 million is set to follow this financial year.  

Alongside this investment, the Department for Transport has also recently conducted a consultation on a series of measures to extend the current £10,000 per day fine for overrunning street works into the weekend and bank holidays, raise fines for other offences and direct at least 50% of money from lane rental schemes to improve roads and repair potholes.

Responses are now being analysed and we will publish the outcome shortly. These measures could generate up to £100 million extra over 10 years to resurface roads while helping tackle congestion.

Travel Advisory For US Citizens Issued By State Department: Here's What To Know

The US State Department has just issued a worldwide travel advisory for Americans .

The statement, issued Friday, May 17, warns of the “potential for terrorist attacks, demonstrations, or violent actions against US citizens and interests.”

The department said it is advising US citizens overseas to exercise increased caution. 

"The Department of State is aware of the increased potential for foreign terrorist organization-inspired violence against LGBTQI+ persons and events," the statement noted.

The department said US citizens should:

Stay alert in locations frequented by tourists, including Pride celebrations and venues frequented by LGBTQI+ persons.

Enroll in the Smart Traveler Enrollment Program (STEP) to receive information and alerts "and make it easier to locate you in an emergency overseas."

Biden to visit New Hampshire, Boston on Tuesday

President Biden, intent on selling his legislative accomplishments this election year, will travel to New Hampshire on Tuesday to detail the impact of a law that helps veterans get key benefits as a result of burn pit or other toxic exposure during their service.

In raw numbers, more than 1 million claims have been granted to veterans since Biden signed the so-called PACT Act into law in August 2022, the administration said Tuesday. That amounts to about 888,000 veterans and survivors in all 50 states who have been able to receive disability benefits under the law.

That totals about $5.7 billion in benefits given to veterans and their survivors, according to the administration.

“The president, I think, has believed now for too long, too many veterans who got sick serving and fighting for our country had to fight the VA for their care, too," Veterans Affairs Secretary Denis McDonough told reporters on Monday.

The PACT Act  is relatively lower profile compared to the president’s other legislative accomplishments — such as a bipartisan infrastructure law and a sweeping tax, climate and health care package — but it is one that is deeply personal for Biden.

He has blamed burn pits for the brain cancer that killed his son Beau, who served in Iraq, and vowed repeatedly that he would get the PACT Act into law. Burn pits are where chemicals, tires, plastics, medical equipment and human waste were disposed of on military bases and were used in Iraq and Afghanistan.

But before the PACT Act became law, the Department of Veterans Affairs denied 70% of disability claims that involved burn pit exposure. Now, the law requires the VA to assume that certain respiratory illnesses and cancers were related to burn pit or other toxic exposure without the veterans having to prove the link.

Biden is also set to make a stop in Boston Tuesday afternoon to attend two campaign events. Boston police posted on social media notifying drivers of street closures near Logan airport and in the Seaport and Back Bay neighborhoods. Drivers should expect delays between 12:00 and 8:00 p.m., the post read.

Pro-Palestinian activists also plan to hold an 3:30 p.m. rally outside of South Station in protest of Biden's support for Israel in the ongoing war in Gaza, according to posts on social media from a coalition of groups.

President Joe Biden made a visit to New England Tuesday, first for an official White House event followed by private fundraisers in Boston.

Biden started his day in Nashua, New Hampshire, where he spoke at the Westwood Park YMCA. He landed just after 11 a.m., and was greeted by Gov. Chris Sununu. Biden last traveled to New Hampshire in March , speaking about his new budget proposal at a speech at a Goffstown YMCA and greeting volunteers for his reelection campaign in Manchester.

Priot to the Nashua stop, Biden visited the VFW Post 8641 in nearby Merrimack, where he had a sit-down conversation with Lisa Clark, and Air Force veteran and Department of Veterans Affairs volunteer. She is receiving benefits from the PACT Act because her late husband was exposed to Agent Orange while serving in Vietnam.

On the road outside the VFW post, there were several Trump supporters on the side of the road carrying Trump signs and flags.

After his New Hampshire speech, Biden headed to Boston for what the White House is calling "campaign receptions." One of those fundraisers is being hosted by Massachusetts Gov. Maura Healey, Boston Mayor Michelle Wu and state Democratic Party Chairman Steve Kerrigan.

“Massachusetts is grateful for the opportunity to show our support to President Biden during his visit to Boston," Kerrigan said in a statement released ahead of the visit. "We’ve been proud to lead the country on issues as diverse as reproductive rights and offshore wind, and we know that our ideals are shared by the President. Here in Massachusetts, we recognize the need for all Americans to have a team in the White House who fights for them and their families, and we have that team in Joe Biden and Kamala Harris. It’s an honor to be able to help this campaign as we work towards four more years of decency and patriotism in the White House.”

Boston police warned of street closures between 12 and 8 p.m. near Boston Logan International Airport, in the Back Bay and Seaport District. Assorted pro-Palestinian groups said they planned to demonstrate at South Station to send the message that "Genocide Joe is not welcome here."

The Boston Celtics said in a social media post that Biden's visit could cause delays for those attending Tuesday night's Celtics-Pacers game and urged people to leave extra time.

A new part-time lane system on parts of Interstate 95 in New Hampshire and Maine will open in time for Memorial Day weekend travel.

New Hampshire Department of Transportation said the new part-time shoulder use system would help reduce congestion along I-95 during peak travel periods between May and October when traffic warrants and unplanned incidents.

The system is along about three miles between Exit 5 in Portsmouth and Exit 3 in Maine.

NHDOT said they're opening the new lane for the holiday weekend to get a feel for how drivers are adjusting and to accommodate the expected congestion from holiday travelers.

NHDOT, along with the Maine Department of Transportation and Maine Turnpike Authority, will begin using the new system, officials said. Maine officials will manage the southbound side.

"If the congestion is happening northbound, NHDOT will go into our system and be able to turn on a green arrow over the shoulder so traffic knows you can use this part-time shoulder use," said director of operations at NHDOT, Susan Klasen.

Officials said there will be warning signs at the on-ramps approaching the system to alert merging traffic when the lane is open. There will also be increased safety patrols when the system is in use.

NHDOT said it is important drivers really pay attention to the lane use signals. They said if you see a red "X" symbol, the shoulder is only available for emergency stopping only.
