Emirates Partners with Abu Dhabi Department of Culture and Tourism to encourage more visits and boost tourism to the emirate

DUBAI, UAE 11 May 2022:  Emirates and the Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi), have today signed a Memorandum of Understanding (MoU) to boost tourist numbers across the airline’s global network. The new partnership is part of the airline’s commitment to promote tourism to the UAE by aligning activities with other tourism partners and capitalising on opportunities to encourage visitors to experience more than one destination in the UAE during their stay.

The Memorandum of Understanding (MoU) was signed at Arabian Travel Market by Adnan Kazim, Emirates’ Chief Commercial Officer and H.E. Saleh Mohamed Al Geziry, Director General for Tourism, at DCT Abu Dhabi.

Under the MoU, Emirates and DCT Abu Dhabi will work closely to explore and implement promotional activities as well as bespoke packages for tour operators and the wider travel trade in key markets across the airline’s network to encourage visits to Abu Dhabi as part of their overall UAE holiday.  The two partners will also collaborate on advertising and cross promotional marketing campaigns, familiarisation programmes for travel trade and media, as well as promotional competitions.

Adnan Kazim, Emirates Chief Commercial Officer said : “We are delighted to be working closely with DCT Abu Dhabi to help boost visitation. We are well-positioned to support the development of tourism to Abu Dhabi and the wider UAE through our network of nearly 130 global destinations. We are committed to promoting our home base, the UAE, as a travel and tourism hub, with its rich array of attractions and line-up of experiences and events that showcase the best of what all seven emirates have to offer. Our partnership with DCT Abu Dhabi will promote sustainable growth of inbound visitors and ensures they are able to experience the capital’s unique cultural landmarks, modern family attractions and beautiful natural landscapes.”

HE Saleh Mohamed Saleh Al Geziry, the Director General for Tourism at DCT Abu Dhabi said, “ As we announce this strategic partnership with Emirates, we look forward to working together to cement Abu Dhabi’s position as a must-visit destination. From thrills and adventures that can be found at our captivating experiences and theme parks such as Warner Brothers Abu Dhabi, to leading museums such as Louvre Abu Dhabi, there is something for everyone to enjoy. We can’t wait to share our Abu Dhabi story with the world.”

Tourism is one of the key pillars of the UAE Economy. It also plays a large role in the diversification of the country’s economy. In 2021, the Emirates Tourism Council was formed to strengthen the UAE’s tourism portfolio, through collaboration across all local tourism authorities and departments in the emirates with the aim to enhance the UAE’s position as a preferred global destination.  The UAE’s tourism sector is expected to contribute to 5.4% of the nation’s total GDP, or AED 116.1 billion (USD 31.6 billion) and is forecasted to support over 1 million jobs by 2027.

Fast growth market

The  Dubai Economic Agenda 2033 (D33)  aims to double the emirate’s economy in the next decade, fostering competitiveness, diversification and sustainability, and positioning Dubai as one of the top three cities across various parameters. It will attract global talent and investment, establishing Dubai as a leading destination for digital economy ventures. Priorities will include innovation, AI and technology, alongside efforts to diversify trade routes by creating Future Economic Corridors with emerging markets. Additionally, the Economist Intelligence Corporate Network (EICN) projects that the combined economies of the Middle East and Africa will expand by nearly 25% by 2027. By comparison, Europe and the US will grow by half that rate over the same period. Dubai is on the fast track to unmatched growth, thanks to D33, and strives to be the world’s fastest, safest and most connected city. It offers the best business environment for domestic and international investments and companies. Dubai aims to be a global leader in the digital sector by positioning itself as a hub for a sustainable, diverse, and productive economy.

Future looking

Dubai's vision for the future is to strengthen its position as a strategic priority for global business leaders. It remains committed to maintaining a leading edge in economic innovation and international investment. The city offers unmatched opportunities in the global economic arena. This positions Dubai as an indispensable destination for emerging businesses, investment and talent as well as an expansion nexus for global corporations.

Global financial hub

As part of D33, Dubai’s ten-year economic transformation agenda, the city has ambitions to be among the top four global financial centres in the world. The plan focuses on growing the city’s already robust traditional financial services infrastructure and ecosystem while also boosting new-economy sectors like virtual assets and crypto with a priority for fintech.

This is evidenced by the wide array of homegrown fintech success stories, and more recently, global virtual assets companies that have chosen Dubai to be their home. Dubai’s unmatched potential allows both well-established business leaders and emerging innovators an unrivalled stage to showcase their brilliance.

Expanding your investment horizons

In the last few years, Dubai has taken a leadership role in digital assets regulation and made great strides. A key milestone was the launch of the world’s first independent virtual assets regulator, the Virtual Assets Regulatory Authority (VARA). Dubai has also announced several programmes like Sandbox Dubai to boost innovation through the testing and marketing of new products and technologies.

The city is home to the Dubai International Financial Centre (DIFC), a world-class ecosystem for fostering fintech innovation. The DIFC Fintech Hive has been instrumental in launching several stories, such as Mamo, Beehive and Sarwa.

With its progressive regulatory environment, ease of doing business and access to capital through accelerators and funds, Dubai continues to attract some of the world's fastest-growing and most innovative fintech companies, including hedge funds, family offices and asset management firms.

Long-term vision

Dubai is a beacon for innovation with its pro-business government and ambitious initiatives like D33 (Dubai Economic Agenda) , aimed at doubling the city’s economy in the next decade. It provides a solid economic backbone, advanced infrastructure and progressive policies designed to stimulate growth.

The city’s business agenda focuses on key industries like biotech, education, healthcare, tourism, finance, logistics, manufacturing and space. Strategic investments and incentives support companies poised for rapid expansion, while an emphasis on digital transformation and technology adoption encourages innovation across sectors.

Ushering in a more resilient future

Investing in a digital-first future.

Continuing as a major attractor for leading Web3 and AI companies, the Dubai Metaverse Strategy aims to support more than 40,000 virtual jobs by 2030 – placing Dubai among the top ten international metaverse economies. It is also the world’s first city to establish an independent regulator for virtual assets – the Dubai Virtual Assets Regulatory Authority (VARA).

Access to top talent

Relative to its size, the UAE has the greatest influx of talent in the world – with 85% of the population comprising expatriates from more than 200 countries. Leading on several metrics related to workforce gender parity , it also offers a welcoming environment for women seeking to explore opportunities and establish themselves professionally.

Dubai consistently ranks among the world’s top cities with outstanding talent. It hosts offices of major multinationals and thousands of start-ups and SMEs, who all enjoy the availability of a qualified workforce. Businesses can tap into a rich pool of international expertise and diverse experiences, contributing to a culture of creativity and innovation.

Nurturing talent with a focus on education and upskilling

Vying for talent also means that average salaries and employment packages are extremely competitive. Incentives like zero income tax, mandatory complimentary health insurance and end-of-service gratuity make Dubai more attractive than other major talent hubs worldwide.

Dubai's $1 trillion wealth is in the hands of 120 richest families and individuals, reveals DIFC

Nilofer Khan

Dubai has emerged as a magnet for the world's wealthiest families and individuals, boasting over 120 households with a combined net worth exceeding $1 trillion. This surge in affluence, particularly following the pandemic, has solidified Dubai's status as the foremost destination for wealth in the Middle East, Africa, and South Asia (MEASA) region, placing it among the top 22 cities globally in terms of affluent populations.

The influx of millionaires to Dubai has been remarkable, with more than 3,500 individuals from Africa and 1,500 from the UK relocating to the city in the past decade alone. The UAE, drawing in 9,700 millionaires in just 2022 and 2023, has seen substantial migration from various regions, including the Indian Subcontinent, Russia, Europe, and Southeast Asia. This influx is attributed to Dubai's appealing factors such as safety, minimal taxes, top-notch healthcare, education facilities, and a business-friendly environment. A significant portion of Dubai's wealth stems from home-grown billionaire family businesses, which have flourished under the favorable legislative and business climate. The UAE's Minister of Economy, Abdulla bin Touq Al Marri, highlights Dubai's pivotal role in nurturing family wealth, providing abundant opportunities for growth and preservation.

Dubai's financial landscape has also evolved to cater to the needs of affluent individuals and family businesses. The Dubai International Financial Centre (DIFC) has emerged as a crucial hub for fund management professionals, offering services to manage assets proficiently. In 2023, DIFC introduced the world's first Family Wealth Centre, aimed at fostering global family wealth and supporting family enterprises.

With 230 banks, including 27 of the world's top 29 systemic banks, and over 350 reputable wealth and asset management firms, DIFC provides a conducive environment for managing portfolios. Essa Kazim, governor of DIFC, underscores the center's pivotal role in shaping the landscape of family wealth, highlighting its exponential growth and expertise in serving affluent families and businesses worldwide.

Overall, Dubai's allure as a wealth destination stems from its strategic location, robust financial infrastructure, and commitment to fostering an environment conducive to business and investment, making it an ideal haven for the world's affluent. KABUL, Afghanistan (AP) — Around 30 men are crammed into a Kabul classroom, part of the debut student cohort at a Taliban-run institute training tourism and hospitality professionals.

It’s a motley crew. One student is a model. Another is 17 and has no job history.

The students vary in age, education level and professional experience. They’re all men — Afghan women are banned from studying beyond sixth grade — and they don’t know anything about tourism or hospitality. But they are all eager to promote a different side of Afghanistan. And the Taliban are happy to help.

Afghanistan’s rulers are pariahs on the global stage, largely because of their restrictions on women and girls . The economy is struggling, infrastructure is poor, and poverty is rife .

And yet, foreigners are visiting the country, encouraged by the sharp drop in violence, increased flight connections with hubs like Dubai , and the bragging rights that come with vacationing in an unusual destination. The numbers aren’t huge — they never were — but there’s a buzz around Afghan tourism.

In 2021, there were 691 foreign tourists. In 2022, that figure rose to 2,300. Last year, there were 7,000.

Mohammad Saeed, the head of the Tourism Directorate in Kabul, said the biggest foreign visitor market is China because of its proximity and large population. Afghanistan also has advantages over some of its neighbors.

“They’ve told me they don’t want to go to Pakistan because it’s dangerous and they get attacked . The Japanese have said this to me also,” Saeed said. “This is good for us.”

But there are disadvantages, too.

For more than 1 million Afghans who fled war and poverty to Pakistan, these are uncertain times. Since Pakistan announced a crackdown on migrants last year, some 600,000 have been deported and at least a million remain in Pakistan in hiding. They've retreated from public view, abandoning their jobs and rarely leaving their neighborhoods out of fear they could be next. Visas are difficult and expensive to access. Many countries severed ties with Afghanistan after the Taliban returned to power , and no country recognizes them as the legitimate rulers of the country.

Afghan embassies either closed or suspended their operations. There’s an ongoing power struggle between Afghanistan’s embassies and consulates staffed by people from the former Western-backed administration, and those under the Taliban administration’s full control .

Saeed concedes there are obstacles for Afghan tourism to develop but said he was working with ministries to overcome them.

His ultimate aim is to have a visa on arrival for tourists, but that could be years away. There are problems with the road network, which is half-paved or non-existent in some parts of the country, and airlines largely avoid Afghan airspace .

The capital Kabul has the most international flights, but no Afghan airport has direct routes with major tourist markets like China, Europe, or India.

Despite the challenges, Saeed wants Afghanistan to become a tourism powerhouse, an ambition that appears to be backed by the Taliban’s top leaders.

“I have been sent to this department on the instructions of the elders (ministers). They must trust me because they’ve sent me to this important place.”

The students also have aspirations. The model, Ahmed Massoud Talash, wants to learn about Afghanistan’s picturesque spots for Instagram posts and its history for media appearances.

Business school graduate Samir Ahmadzai wants to open a hotel but thinks he should know more about tourism and hospitality first.

“They hear that Afghanistan is backwards, poverty and all about war,” said Ahmadzai. “We have 5,000 years of history. There should be a new page of Afghanistan.”

Classes include Afghan handicrafts and anthropology basics.

An unofficial subject is how to interact with foreign women and how their behavior or habits could clash with local customs and edicts. Examples might be women smoking or eating in public, to mixing freely with men who are not related to them by blood or marriage.

The Taliban have imposed a dress code for women and requirements for them to have a male guardian, or mahram, when they travel. Dining alone, traveling alone, and socializing with other women in public have become harder. With gyms closed to women and beauty salons banned , there are fewer places where they can meet outside the home.

In a sign that the country is preparing for more overseas visitors, the country’s only five-star hotel, the Serena, has reopened its women’s spa and salon for foreign females after a monthslong closure.

Foreigners must show their passport to access services. Women with “born in Afghanistan” on their ID are barred.

The restrictions on Afghan women and girls weigh on overseas travel companies, who say they try to focus on the positive aspect of cultural interactions by making donations, supporting local projects or only visiting family-run businesses.

Shane Horan, the founder of Rocky Road Travel, said visiting Afghanistan should not be seen as an endorsement of any particular government or political regime.

“Ultimately, the goal should be to support responsible tourism practices that contribute positively to the local economy and foster mutual respect and understanding, while also remaining cognizant of the broader political context in Afghanistan.”

He said there was no input from authorities about what tour groups saw or did, and that the company worked closely with a women’s rights organization in Afghanistan. A percentage of the tour cost went into supporting this organization’s programs, Horan added.

There are no women at the Institute of Tourism & Hotel Management. The students don’t mention it. But an official at the Tourism Directorate does.

“It’s a heartbreaking situation,” said the official, who wished to remain anonymous for fear of reprisals. “Even female family members ask if they can study here. But there was a change in policy with the change in government. The women who were studying before (the takeover) never came back. They never graduated.”
