How to apply for a Government Travel Charge Card Online:
** You must contact your Bureau Travel AOPC to obtain log in instructions .
Please use the following link to apply for a Travel Card at least 15 business days in advance of your travel date: https://home.cards.citidirect.com/CommercialCard.
- Under new users select " Apply for Card ";
- Select " Invitation Passcode " then click on continue;
- Type in the invitation passcode, then type in the inviter's email address then select continue;
- You will now be at the " User Registration " screen; please follow the questions to complete your application.
- After completing the User Registration, you will be prompted to apply for a card.
- Statement of Understanding , signed by you and your supervisor. Electronic signatures are acceptable.
- The GSA SmartPay Travel Cardholder Training. This is a mandatory requirement for each cardholder before being issued the card and every three years after that. The training is online and can be accessed using the following link: https://training.smartpay.gsa.gov/
- The completed Statement of Understanding signed and dated by you and your supervisor; and
- A copy of the GSA SmartPay Travel Training Certificate
- Upon receipt, an AOPC will process the application and forward to Citibank for approval. The total processing and delivery time of your travel card to the address of record is approximately 7 to 10 business days.

What is the travel charge card? The GSA SmartPay® 3 program provides charge cards to U.S. government agencies, as well as tribal governments, through master contracts that are negotiated with major banks.
There are currently more than 560 Federal agencies, organizations and Native American tribal governments participating in the program, spending $30 Billion annually, through 100 million transactions on more than three million cards.
There are three types of travel accounts:
- Individually billed accounts are issued to employees to pay for official travel and travel-related expenses. The government reimburses employees for authorized expenses. The employee is responsible for making payment to the bank.
- Centrally billed accounts are established by some agencies to pay for official travel expenses. Centrally billed accounts are paid directly by the government to the bank.
- GSA SmartPay Tax Advantage Travel accounts are new product offerings that combine an Individually Billed Account (IBA) and Centrally Billed Account (CBA), providing a means to obtain tax exemption automatically at the point of sale for rental cars and lodging charges. The combined features of CBAs and IBAs are a key characteristic of this product. When using the Tax Advantage Travel Account, charges for rental cars and lodging will be automatically billed to a CBA for payment. Charges for other travel-related purchases, such as meals and incidentals, are billed to the IBA portion of the account.
What is the benefit for federal agencies? Each agency or organization using the travel charge card receives a rebate based on sales volume. The sale refund is remitted to the organization. In addition, a separate refund is provided to agencies and organizations based on improving speed of payment.
How can travel managers make it happen? In 1988, Congress mandated that federal employees use the government travel charge card for all payments of expenses related to official government travel, with some exceptions.
Travel managers should ensure that all of their travelers use their government-issued travel charge card for all purchases of travel-related services or products such as rental cars, hotel rooms, and telephone or Internet service.

Per diem localities with county definitions shall include "all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.

Citi Upgrades Premier Card As Travel Spending Takes Off
Citi is enhancing its Premier credit card to offer new benefits and protections for travelers.
The banking giant’s Strata Premier card , announced Monday (May 13), offers increased benefits and more opportunities to earn rewards, and comes amid a surge in spending on travel across age and income brackets.
“We heard from our cardmembers that they want to be rewarded for their travels as well as their everyday spending,” Anthony Merola , head of proprietary products for U.S. branded cards at Citi, said in a news release. “The Citi Strata Premier Card now offers extra ways for cardmembers to earn on travel and turn their purchases into future experiences.”
The card offers protections in cases of things like canceled or interrupted trips and lost luggage, along with once-a-year $100 discounts on hotel stays of $500 or more.
“Over three quarters of American consumers are likely to leverage credit card travel benefits, so we partnered with Citi to refresh a card product that enhances their traveler experiences,” said Jason Lane , executive vice president, global account management at Mastercard. “We’ve focused on essential benefits that travelers value, by adding protections that help make sure every journey is plain-sailing.”
As covered here last month, spending among high-income consumers has contributed to a first-quarter surge in travel spending.
PYMNTS Intelligence’s most recent “ Last Transactions ” analysis of consumer spending patterns during the quarter shows an increase among all age groups in the travel category, with credit card usage seeing a 24% bump compared to the prior quarter.
However, it was consumers 44 years or older and making more than $100,000 per year who consistently outspent their younger counterparts and those in lower income brackets.
The research suggests that the older demographic’s willingness to use credit cards for travel purchases underlines their trust in credit providers, many of whom offer protections against canceled trips and fraudulent charges.
“The difference in spending could also be attributed to varying priorities, financial strategies or available leisure time, with many older consumers being retired and having more flexibility to travel,” the PYMNTS Intelligence report said.
As covered here last week, there are other factors driving the increase in travel spending, such as the rise in business travel, especially among global multinational companies. Companies like American Express Global Business Travel as well as major airlines have all recently reported a rebound in corporate travel .

The refreshed Citi Strata Premier® Card comes with a suite of travel protections, including:
— Trip cancellation and trip interruption insurance
— Trip delay reimbursement
— Lost or damaged luggage
— MasterRental coverage
The previous version of the card already charged no foreign transaction fees , which will continue.

A Bonus Boost
To celebrate the card launch, Citi is offering a higher welcome bonus to new Citi Strata Premier® Card applicants who apply online. You can earn 75,000 bonus ThankYou Points after spending $4,000 within the first three months of account opening. Prior to the relaunch, the Citi Premier® Card offered a 60,000 bonus point welcome offer.
What Can Existing Citi Premier® Card Holders Expect?
If you have the original version of this card, the Citi Premier® Card, your account will change over to the new card name and include the new travel benefits. Moving forward, if you book a trip and pay for it in full using your card, you will access the new travel protections.

Other Key Terms Remain the Same
Other than the new name, higher welcome offer and new travel benefits, features like annual percentage rate and fees remain the same. The card has an annual fee of $95 and a regular purchase APR of 21.24%- 29.24% variable.
