Why Dawood Ibrahim continues to be India’s most wanted

Dawood Ibrahim is back in the news after reports emerged that he’s been hospitalised in Karachi after being poisoned. The gangster has been charged for his involvement in some of the most grave crimes committed in India, including the 1993 Mumbai blasts, 26/11 attacks and the IPL spot-fixing scandal

Why Dawood Ibrahim continues to be India’s most wanted

News channels and social media is lit up; a look at the trending topics or top posts on X will show that most people are discussing the report of noted underworld don Dawood Ibrahim being hospitalised in Pakistan.

Reports have emerged that the leader of the D-Company, Dawood Ibrahim, was hospitalised two days ago due to a serious health complication, with some speculating that poisoning could be the reason behind his illness. It was further reported that he is being kept under tight security inside the hospital and is the only patient on his floor. Sources, according to an India Today report, added that only top hospital authorities and his close family members have access to the floor.

The Mumbai Police, reports say, is trying to glean more information about Dawood’s condition from his relatives that continue to live in the city. For the unaware, Dawood has been a fugitive from India since 1984, first fleeing to Dubai and then making Pakistan his home. As per intelligence reports, Dawood resides in White House, near Saudi Mosque, Clifton in Karachi, Pakistan.

As the buzz around his health grows louder, we take a closer look at the underworld don’s life and how he became India’s most wanted man.

How Dawood Kaskar became the ‘Don’

Dawood Ibrahim Kaskar was born in 1955 into a modest family of eight brothers and four sisters. Ironically, Dawood’s father was a head constable in the Mumbai Police. Born in a village in Ratnagiri in Maharashtra, he was raised in central Mumbai’s Dongri area, which went on to become his stronghold in later years.

At a young age, Dawood was attracted to a life of crime; indulging in acts of hooliganism and even forming his own gang of Dongri boys who participated in small-time smuggling and violence. At the age of 19, he came in contact with the gang of the then-reigning king of the underworld, Haji Mastan and it was then that he began earning a name in the criminal world.

He later formed the D-Gang and as they say, the rest is history. In the late ’80s and early ’90s, he created a multi-billion dollar criminal enterprise involved in prostitution, gambling and drugs. In fact, in 2015, Forbes had pegged Dawood’s wealth at an estimate $6.7 billion.

In later years, he expanded to international drug trafficking providing transportation for illegal activities, extortion, smuggling from South Africa and South Asia, counterfeiting currency (using ISI’s printing factories and then smuggling it into India via Nepal) and even betting on cricket.

Ruling as the ‘don’ of Mumbai, he also gained a grip over Bollywood; he allegedly began financing a number of films and got some of the country’s leading actors to star in them. As one of his previous colleagues was quoted as saying, “They wouldn’t dare refuse an invitation.”

Douglas Farah, a counter-terrorism expert, in a report to The Guardian had said about Dawood, “Ibrahim loves to hang out with movie stars and live the good life. Not exactly a natural ally of radical Islamist groups, but he appears to provide the muscle and know-how to attacks, rather than being the intellectual author of the violence he has participated in. His ideology seems more firmly wedded to his financial well-being than to his religious beliefs.”

Becoming India’s most wanted

As the leader of the D-Company, Dawood Ibrahim created a criminal syndicate that few could even imagine. He also began indulging in terror activities, and is said to have links to Al Qaeda. Some authorities also note that he has connections to other terror organisations such as Boko Haram and even the Lashkar-e-Taiba.

Following the 1993 Mumbai blasts – 13 explosions jolted the financial capital of the country, killing more than 250 people – authorities found evidence linking him to the attack and he was charged with masterminding the serial bombings. It is believed that the bombings were carried out as revenge for the deaths of hundreds of Muslims in the 1992 Mumbai communal riots.

Authorities have said that he planned and executed the blasts with the help of his associates and the terror group Lashkar-e-Taiba. He also provided the explosives, arms, and training to the perpetrators. The blasts targeted 12 locations in Mumbai, including the Bombay Stock Exchange, the Air India Building, and the Shiv Sena headquarters.

In 2003, the US also placed Ibrahim on its list of global terrorists in 2003, claiming he had linked with Al Qaeda. In fact, there’s a bounty of $25 million on Dawood’s head.

Dawood’s name has also cropped up in other terror attacks on Indian soil. He is suspected to have a role in the 2008 Mumbai attacks, which killed 166 people and injured over 300. Sources within the security circles have said that it was Dawood provided logistical and financial support to the attackers, and also helped them escape from Mumbai. He also allegedly used his network of hawala operators and fake currency dealers to fund the attacks.

He is also wanted for his connection to the 2010 Pune German Bakery blast. Authorities allege that the blast at the popular tourist spot in Pune had been carried out by the Indian Mujahideen, a terror outfit allegedly linked to Dawood and the Lashkar-e-Taiba. Additionally, Dawood had provided the explosives and the mobile phone used in the blast, and also facilitated the escape of the bomber.

His name has also emerged in the murder of journalist Jyotirmoy Dey in 2011. Officials say that the scribe, known for his crime exposes was killed, for writing against Dawood. Moreover, the horrific murder of music baron Gulshan Kumar in 1997 was also at the behest of Dawood after the former refused to pay extortion money to the gangster. He’s also believed to be tied to the kidnapping and murder of shoe baron Parikshit Thakkar in 2000, who was allegedly abducted and killed by Dawood Ibrahim’s gang for not paying ransom money.

In addition to all of these crimes, Dawood is also accused of being involved in the notorious 2013 IPL spot-fixing scandal . Investigators say that some players involved in the scandal were allegedly in touch with bookies and fixers, who were working for Dawood Ibrahim and his associate Chhota Shakeel. Dawood Ibrahim and Chhota Shakeel allegedly controlled the betting racket and made huge profits from the illegal gambling. They also allegedly threatened and blackmailed the players and the team owners to cooperate with them.

As recently as 2022, the National Investigation Agency (NIA) has also filed a chargesheet against the fugitive don in a case related to a global terrorist network and a transnational organised crime syndicate, namely D-Company, which is involved in various terrorist and criminal activities in India.

A life of luxury in Pakistan

Despite being charged in several cases, Dawood has evaded justice in India as he now resides in Pakistan. He fled Mumbai in 1984 to avoid persecution and set up base in Dubai. However, he soon moved to Pakistan and made Karachi his base.

Now, in his 60s, Dawood has maintained Karachi to be his home. In 2001, Pakistani journalist Ghulam Hasnain, researching an article on the gangster, wrote that Ibrahim’s life read like a page from Mario Puzo’s classic, The Godfather .

“He lives like a king,” he wrote of his life in Pakistan shared by his wife, four daughters and son. “Home is a palatial house spread over 6,000 square yards, boasting a pool, tennis courts, snooker room and a private hi-tech gym.

“He wears designer clothes, drives top of the line Mercedes’ and luxurious four-wheel drives, sports half-a-million rupee Patek Phillipe wristwatch, and showers money on starlets and prostitutes.”

And in his years there, he has allegedly cultivated close ties with Pakistan’s ISI and LeT; he allegedly started funding LeT’s activities, recruiting people for their training camps, and providing them with their smuggling routes and contacts.

In fact, India has time and again even on international platforms reiterated that Dawood enjoys patronage in the “neighbouring country”. In 2020, Pakistan even confirmed that Dawood was residing in Karachi and had ordered for the seizure of all his assets and freezing of his accounts.

And despite being designated as a ‘global terrorist’ by the United Nations Security Council, Dawood lives a free life. It is now to be seen what happens next.

When Dawood Ibrahim 'felt very sorry' for gang war killings in Mumbai

Dawood ibrahim, the mastermind of the 1993 bombay serial blasts that killed 257 people, fled india and is rarely seen and hardly heard. in a rare interview with india today magazine in 1988, dawood reacted to the string of gang war killings that took place in mumbai and his business in dubai..

Listen to Story

gangster dawood ibrahim

Dawood Ibrahim is India's most-wanted criminal blamed for the 1993 serial blasts in Mumbai (then Bombay) that killed at least 257 people. He is a phantom, with a presence in the Mumbai underworld for decades, but very few photographs. Not many have spoken to him.

On Monday, Dawood Ibrahim was back in the headlines over reports that he had been hospitalised in Pakistan's Karachi with serious health complications. There was a buzz on social media that he had been poisoned and killed. Those reports were unconfirmed.

There have been several reports in the past which claimed that the dreaded gangster was dead . That Dawood is rarely seen or heard in public gives fodder to the rumour mills.

Not only is it rare to spot him, it is equally rare that Dawood Ibrahim has spoken to the media.

In one of those rare interviews to India Today Magazine in 1988 from Dubai, Dawood Ibrahim reacted to the rising crime and killings in Mumbai, of which he had long been the most active participant, albeit in absentia.

In the interview, 35 years ago, he also spoke about his businesses in Dubai and tried to brand them as legitimate.

DAWOOD AND THE 1993 BOMBAY BLASTS

On March 12, 1993, Bombay (now Mumbai) was shaken to its core by a series of 12 bomb blasts that ripped through the city's heart, claiming 257 lives and injuring over 1,400 people.

This meticulously planned act of terrorism not only left a permanent scar on the city's psyche but also marked the emergence of Dawood Ibrahim, a notorious underworld don, as an international terrorist.

The bombings were a direct retaliation for the demolition of the Babri Masjid in Ayodhya in December 1992, which had led to widespread communal riots across the country, particularly in Mumbai.

The mastermind behind these attacks, Dawood Ibrahim, sought to avenge the destruction of the mosque and the subsequent communal violence that had engulfed his city.

Dawood Ibrahim, the leader of the Mumbai-based international organised crime syndicate known as D-Company, orchestrated the bombings with the help of his subordinates, Tiger Memon and Yakub Memon.

The Supreme Court of India, after more than two decades of judicial proceedings, upheld the death sentence against Yakub Memon, while others received life imprisonment. However, the main suspects, Dawood Ibrahim and Tiger Memon, remain at large.

WHAT DAWOOD SAID ABOUT CRIME IN MUMBAI

In an interview to India Today magazine in 1988, Dawood Ibrahim reacted to the killings due to gang rivalry, in which the police said he played a large role.

Mumbai of the 1980s saw gang-war-led violence spill onto the streets and rampant daylight shootings.

"This is bad. I feel very sorry about the killings. Things are getting out of hand," said Dawood when asked about the spate of gang-war killings in Mumbai. "Why these killings are taking place is up to the authorities to investigate. They are not a good sign," he added.

DAWOOD ON HIS GOLD-SMUGGLING BUSINESS

Dawood Ibrahim was then said to have operated a Rs 1,200-crore gold-smuggling empire and also involved in a range of criminal activities.

In the 1988 interview, Dawood said he was financially comfortable and that his businesses in Dubai were legitimate.

"Any Indian living in Dubai is linked to gold smuggling. But people here are also involved in legitimate business. As NRIs, we contribute to the foreign exchange earnings of the country. In Dubai, my companies do business in trading, garments, real estate and have shares in a hotel operation,"

"I'm happy here, away from the hassles. Financially, I'm comfortable. I don't have to indulge in nefarious activities," added the dreaded gangster, trying to project a clean image.

On the question if he wanted to return to India, Dawood said, "I would definitely like to return. My roots are there. But I fear harassment from the authorities. I have always been victimised."

From a cop’s son to india’s most wanted: decoding dawood ibrahim & his d-company, speculation about dawood ibrahim's reported 'hospitalisation in karachi' is yet again dominating headlines..

story-hero-img

There is no denying that Dawood Ibrahim’s story is the stuff movies are made of – The son of a police constable who goes from a hooligan in Dongri to a smuggler to a murderer to an organiser of a trans-continental crime syndicate featured on India’s and Interpol’s wanted list, and a fugitive residing at an undisclosed location in Pakistan with more than a dozen aliases and several fake passports!

One of the most interesting aspects about the gangster, though, is his ability to dominate news in India. On the morning of 18 December, speculations regarding his alleged "hospitalisation in Karachi after he was poisoned" hit the headlines. Even as the news has not been verified, this is not the first time that such reports have made their way to TV screens in India.

However, as the media continues to speculate, here’s everything you need to know about the fascinating, gritty life of crime led by Dawood Ibrahim.

(Editor's Note: This explainer was originally published in 2017.)

1. What is the King of the Underworld's Backstory?

On 26 December 1955, in a village in Ratnagiri district of Maharashtra, Dawood Ibrahim Kaskar aka one of India’s Most Wanted Criminals, was born to a modest Konkani Muslim family with eight brothers and four sisters. His father, Ibrahim Kaskar, was a head constable in the Mumbai Police, while his mother, Amina, was a homemaker.

He was raised in Dongri, a poor Muslim-dominated part of Central Bombay which would go on to became his stronghold as ‘The Don’.

He attended Ahmed Sailor High School, but dropped out when his father could not afford it any longer. He got into hooliganism and formed his own gang of Dongri boys who participated in small-time smuggling and violence. This continued until he came in contact with the gang of the then-reigning King of the Underworld, Haji Mastan, after the latter bashed up two of Dawood’s group. He was only 19 years old then.

From there, there was no turning back. In the 1970s, along with his brother, Shabir Ibrahim Kaskar, he formed what the media calls the ‘D-Company’ or Dawood Company. Today, the crime syndicate dabbles in international drug trafficking, counterfeiting, and weapons smuggling across three continents and more than 25 countries.

Dawood, aka Sheikh Dawood Hassan, is married to Mehjabeen Shaikh alias Zubeena Zareen. Together, they have three children but very little is known about their marriage. In 2006, Dawood’s daughter, Mahrukh Ibrahim, married Junaid Miandad, son of Pakistani cricketer Javed Miandad. In 2011, his daughter Mehreen married Ayub, a Pakistani-American. The same year, Dawood’s son Moin married Saniya, daughter of a London-based business tycoon and officially became a maulana in 2017. His third daughter Maria died of malaria in Pakistan in 2010.

Several of his family members and D-Company associates like Chota Shakeel (Dawood’s key aide) and his relatives still live in Mumbai while Dawood is allegedly based in Pakistan. His sister, Haseena Parker, also known as the ‘Queen of Mumbai’, died of a cardiac arrest in 2014.

In 2011, Dawood stood at No 3 in Forbes ’ World’s Top 10 Most Dreaded Criminals list.

2. What was Dawood's First Brush With Crime?

On 4 December 1974, Dawood committed his first major crime.

By this time, he had replaced one Baashu Dada as the King of Dongri and had around him a group of equally truant boys, willing to go to any lengths in their loyalty to him. Some of them were Dawood’s relatives from Ratnagiri, while others were his friends and strongmen, each with their own skill-sets. The gang had already started creating trouble with the Pathans and Haji Mastan’s gang and was also simultaneously emerging as a small-time smuggling ring.

"When Dawood heard that Bombay’s reigning Gold King, Haji Mastan Mirza, had got some Pathans to beat up two of his cronies, he was seething with revenge. Nobody knew exactly why Mastan decided to beat up Abu Bakr and Ejaz, but he had now strayed into Dawood’s territory. He wanted to get even with Mastan, who he thought had garnered enough glory by smuggling gold and silver [...]."

To seek revenge, Dawood decided to act on a tip-off they received that an informal money courier would be carrying Rs 4,75,000 belonging to Haji Mastan from Masjid Bunder to his house in Malabar Hill. With eight boys and choppers, country-made revolvers and iron rods, he decided to accost the taxi in which the money was being transported. Two of his key aides in this assignment were Sher Khan (said to have a chilling voice) and Sayed Sultan (a towering bodybuilder who earned the titles of Mr Bombay, Mr Maharashtra and Mr India).

The next day, Dawood realised that the money did not belong to Haji Mastan but to the Metropolitan Bank. It was not just a robbery, it was the biggest bank robbery Bombay had seen in a decade.

It was spontaneously decided to deny Mastan this much of his precious cash as compensation for all the beatings and torture meted out to their two dear friends for no rhyme or reason. For the Dongri youth, this was a matter of prestige, as they felt obliged to avenge their friends’ beatings.

Meanwhile, his father, Ibrahim Kaskar, a police constable with the Crime Branch, was assigned to a team tracking down the gang who had robbed an astronomical amount of money from the Metropolitan Bank. Imagine his shock when he discovered that his second son, Dawood, was the man behind it all! He dragged his son back home, beat him black and blue with a belt, dragged him to the police station and made him confess.

Even though the police station registered a robbery complaint against Dawood and his group of eight, top officials in the Crime Branch offered him a chance to help them bring down the Pathan gang in Bombay, which he was more than happy to do.

By this time, ‘D-Company’ or Dawood’s gang, was knee-deep in smuggling and gang violence.

When the Pathans killed Dawood’s brother, Shabir Kaskar, he launched one of the bloodiest gang wars ever and dethroned them. In 1986, he also ordered the killing of Samad Khan, nephew of rival gang-leader Karim Lala. By this time, Haji Mastan had left the world of crime for politics and by 1988, Dawood Ibrahim was the unopposed king of the Bombay mafia and D-Company was the dominant gang.

The case against Dawood in the Metropolitan robbery dragged on for the next 15 years. In 1989, a trial court acquitted all members of the gang except Sher Singh, Sayed Sultan and Dawood. The police filed an appeal in the High Court and then the Supreme Court which issued a non-bailable arrest warrant against Dawood in 1992.

To this day, the case is pending. But after he was charged with murder of Samad Khan, Dawood fled India in 1986 and remains on the run till this date.

3. How Did D-Company Become a Multi-Million Dollar International Crime Syndicate?

By the time Dawood was in his late teens, he had already created a circle of relatives, friends and aides around him. Together they started with small-time smuggling and soon grew into a mega crime network, colloquially called D-Company. The company had multiple interests when it started off: smuggling, narcotics, clearing land for construction, evicting tenants from old buildings, mediating business disputes and the ‘hawala’ trade (laundering money and remittances from illegal businesses).

When he shifted base to Dubai (UAE) in 1986, he established multiple chains of D-Company’s many businesses, reportedly with the help of influential local sheikhs, even members of the royal families of the Gulf emirates. The significant stakes he had in the ship-breaking industry in India (especially in Gujarat) gave him a way to smuggle arms, contraband, counterfeit notes and narcotics into the country.

He expanded to international drug trafficking (mainly heroin to Western Europe, UK and India with Pakistan as the main source due to its proximity to Afghanistan’s opium fields), providing transportation for illegal activities, extortion, smuggling from South Africa and South Asia, counterfeiting currency (using ISI’s printing factories and then smuggling it into India via Nepal) and even betting on cricket.

Speculation about Dawood Ibrahim's reported 'hospitalisation in Karachi' is yet again dominating headlines.

In 1993, when he set up his base in Pakistan, D-Company deepened its links with terror groups like Lashkar-e-Taiba and ISI, spreading its illegal empire even further. Today, Dawood sits at the top of the largest organised crime syndicate in South East Asia, primarily in Dubai, Pakistan and India. Some other countries where D-Company has a presence are the UK, Germany, Turkey, France, Spain, Morocco, Cyprus, UAE, South Africa, Sri Lanka, Nepal, Thailand, Malaysia and Singapore.

Dawood had said: ‘If you guys win the tournament, I will give all of you a Toyota car each.” The offer was rejected by the team.

Several former West Indian and Indian cricketers (including Kapil Dev) later confirmed that Dawood had easy access to dressing rooms of players in the 1980s! To this day, match-fixing remains one of D-Company’s main businesses and gathers approximately $1.8 billion is annual revenue. In fact, D-Company was alleged to have been a part of the IPL Spot Fixing Scam in 2013. In 2011, Indian intelligence also linked D-Company with the 2G Spectrum scam through a company formerly known as Swan Telecom.

Dawood Ibrahim’s D-Company, a 5,000-member criminal syndicate operating mostly in Pakistan, India, and the United Arab Emirates, is an example of the criminal-terrorism “fusion” model...D-Company is reportedly involved in several criminal activities, including extortion, smuggling, narcotics trafficking, and contract killing. The organisation has also reportedly infiltrated the Indian filmmaking industry, extorting producers, assassinating directors, distributing movies, and pirating films.

Prominent members of D-Company include Chhota Shakeel, Tiger Memon (fugitive wanted in the 1993 blasts case), Yakub Memon (convicted and executed for 1993 blasts) and Abu Salem (sentenced to life imprisonment for 1993 blasts). The company has made several enemies including the entirety of Mumbai Police and other dons such as Chhota Rajan and Arun Gawli.

Speculation about Dawood Ibrahim's reported 'hospitalisation in Karachi' is yet again dominating headlines.

4. When Did Dawood Cross Over from Gangster to Wanted Terrorist?

D-Company was thriving by the 80s and consisted of Hindus and Muslims both. But because of growing Hindu-Muslim tensions in the country, the group became radicalised and developed ties with Pakistan’s Inter-Services Intelligence and terrorists groups such as the Lashkar-e-Tayyiba (LeT) and the Al Qaeda.

D-Company’s first foray into terrorism was their response to the Babri Masjid demolition in December 1992 and the the subsequent deadly communal riots that killed hundreds of Muslims. Outraged on behalf of Muslims and pressurised by Pakistan’s ISI to smuggle bombs and arms into India in exchange for access to Pakistan’s water for their smuggling business, D-Company financed and launched a series of bomb attacks on 12 March 1993 across Mumbai, killing 257 people and injuring around 700 more.

After this, Dawood could never return to India or the UAE again (UAE has an extradition treaty with India) so he moved his base to Karachi, Pakistan. He was now a Most Wanted criminal. Several Hindu members of D-Company split up at this point, with key aide Chhota Rajan leaving and creating his own gang of Hindu mafia members.

Speculation about Dawood Ibrahim's reported 'hospitalisation in Karachi' is yet again dominating headlines.

I am not saying that I am a pandit from the temple nor a mullah. I am bad but not as bad as the government has made me out to be. I am not an angel nor an avatar. Even then, I repeat that I am not involved in the case. I also believe that the Bombay blast case has been solved. The CBI knows everything.

In Pakistan, D-Company reportedly deepened its links with ISI and LeT (designated as a terrorist organisation by the US), allegedly started funding LeT’s activities, recruiting people for their training camps, and providing them with their smuggling routes and contacts.

According to some Indian and Russian intelligence reports, D-Company even provided a boat and arms to the ten terrorists who entered Mumbai via sea and attacked South Mumbai on 26 November 2008, killing 173 people.

The US government further claims that D-Company also has ties with Osama Bin Laden’s Al Qaeda, which was responsible for the 9/11 terror attacks on the World Trade Centre. In 2003, they declared Dawood Ibrahim as a Specially Designated Global Terrorist and took up the matter with the UN to seize all his properties across various countries. As a result, the UN Security Council’s IS and Al-Qaida Sanctions Committee added Dawood to the list of individuals associated with Al Qaeda.

The company’s deep pockets, its streak of terrorist attacks and ties with several terror outfits poses a credible international threat because of Dawood’s expertise and experience in smuggling terrorists across borders, narcotics and arms trafficking, extortion and money laundering through the hawala system.

A red corner notice has been issued by Interpol, and his assets are being tracked down and frozen by several countries, the UK and the UAE being the latest additions to the list.

5. How Lucrative Has Crime Been for the Don?

Ibrahim lives like a king. Home is a palatial house spread over 6,000 square yards, boasting a pool, tennis courts, snooker room and a private hi-tech gym. He wears designer clothes, drives top of the line Mercedes and luxurious four-wheel drives, sports a half-a-million rupee Patek Phillipe wristwatch, and showers money on starlets and prostitutes.

According to Forbes , Dawood Ibrahim is one of the richest and deadliest gangsters of all time. In 2015, his net assets were worth $ 6.7 billion. Only once before has a gangster surpassed this value in Forbes magazine: Pablo Escobar in 1989 was worth $9 billion.

Dawood’s business interests through D-Company are spread over 15 countries across three continents: Europe, Asia and Africa. He is the owner of a vast amount of benami properties, that is land brought under a different name, in Mumbai as well as in Spain, Morocco, Pakistan and Australia.

[Dawood’s Karachi] house boasts opulent Swarovski crystal showpieces, has a waterfall, a temperature-controlled swimming pool, a tennis court, a billiard court, and a jogging track... His dapper suits are from Savile Row, London […] When he is on the move, a cordon of [Pakistani paramilitary] Rangers escorts him, putting the security of the Pakistani president to shame.

Recent reports of Dawood Ibrahim being seriously ill have led to speculation of his brother Anees inheriting the trans-continental business of D-Company. Other reports suggest his assets are likely to be split evenly between Dawood’s family and aides.

6. What is Dawood’s Connection with Bollywood?

Bollywood has forever been intrigued with the Mario Puzo-esque story of Dawood Ibrahim. Company, D, Shootout at Lokhandwala, Shootout at Wadala, Once Upon a Time in Mumbai, D-Day are only some of the innumerable movies made about Dawood and D-Company.

Speculation about Dawood Ibrahim's reported 'hospitalisation in Karachi' is yet again dominating headlines.

But the fascination works both ways.

It has been alleged that D-Company has produced and continues to produce several films through other people such as the Salman Khan-starrer Chori Chori Chupke Chupke . Even today, his key aide Chhota Shakeel, who handles the business in Mumbai, is said to be financing movies. Extortion of Bollywood directors is said to be yet another favourite revenue-generating hustle of D-Company. Mukesh Bhatt, Boney Kapoor, Rakesh Roshan have all admitted to receiving calls for sharing of profits, with threats of dire consequences in the event of non-compliance.

By the 1990s, Dawood’s clout had increased so much that when – true to his king-sized lifestyle – he would throw lavish parties, Bollywood actors had to be present, usually more out of coercion than choice. It is said that he took a special liking to yesteryear heroine Mandakini (of Ram Teri Ganga Maili fame) who was seen with him at several occasions. Rumours of an affair took root in 1994, including that she even went to Dubai with Dawood to live, and the beautiful actress’ career came to an end abruptly and she disappeared from screen entirely.

...Mandakini, of Ram Teri Ganga Maili fame, former Bollywood actress with whom he had a child is reportedly still being supported by him.

Dawood also was allegedly involved with beauty pageant contestant Anita Ayub. When director Javed Siddique refused to case her in a movie, he was reportedly shot dead on Dawood’s orders in 1995.

In 1997, D-Company was responsible for the murder of T Series founder and music producer Gulshan Kumar. Ten days before he was shot dead at point-blank range in Versova, Mumbai, Abu Salem – Dawood’s man in Dubai – called and threatened Kumar to cough up Rs 10 crore as an extortion price. Even though the same year, D-Company had tried to murder another producer Rajiv Rai in July 1997 and had threatened director and producer Subash Ghai, Gulshan Kumar did not agree to the terms and refused to pay. Less than 24 hours later, he was killed and his body was left bullet-ridden in a toilet in a nearby chawl.

Superstar Shah Rukh Khan has openly admitted to speaking to Chhota Shakeel under duress, to listen to a story and decide whether to make a film about it. He allegedly also received threat calls from Abu Salem, a key D-Company member accused in the 1993 Mumbai serial blasts case. In fact, actor Sanjay Dutt was arrested in connection with this terrorism case as it was alleged that Dawood and Salem visited his house and stored guns there for the ensuing communal riots.

7. Where is Dawood Ibrahim Running His Businesses From Now?

Currently, the don resides in Pakistan. The United Nations has confirmed six of the nine addresses shared by the Indian intelligence about his whereabouts. His primary residence is a huge bungalow at D-13, Block 4, Clifton, Karachi. Pakistan continues to deny that he resides in the country, ignoring dossier after dossier sent by India naming Dawood as the mastermind behind the 1993 serial bomb blasts with proof of his houses in Pakistan.

According to informed sources who have spoken to the media, Pakistan is harbouring Dawood because he is a vital intelligence source for them. By getting information through his men in India and smuggling in counterfeit currency and contraband through them, he helps keep Pakistan one-step ahead.

Speculation about Dawood Ibrahim's reported 'hospitalisation in Karachi' is yet again dominating headlines.

It is said that the lane to his bungalow is heavily guarded by armed Pakistani Rangers and is a no-trespass zone, thanks to the patronage of the ISI, Pakistan’s top spy agency.

Despite the government being on the hunt for him for more than a decade now, India continues to be one of this main areas of business still, specifically, printing and pumping fake Indian currency notes (FICN). With demonetisation, the hawala and betting industries were severely affected, impacting Dawood’s business too. It also led to the arrest of his brother, Iqbal Kaskar, who was caught forcing bewildered builders to pay in new notes for their real estate projects to commence.

His lieutenant, Chhota Shakeel, is understood to be running D-Company in India along with another aide, Rehmat in South Africa. A big D-Company business connecting the two is the illegal trade of diamonds, mined from South Africa and smuggled into India for cutting and polishing.

It is understood that over the last decade, however, Dawood has lost most of his key aides which has adversely impacted the don, mentally and physically. First, his financier Shared Shetty was murdered by Dawood’s long-time rival Chhota Rajan. Dawood then lost one of his closest aides, Pakistani Don Shoaib Khan in 2005. In November 2006, ten members of his gang were arrested by the Mumbai Crime Branch after being extradited from UAE.

There is a reward of $25 million riding on Dawood’s head. From the UK, to India to UAE to Interpol, the police are looking for him everywhere. But his life is one of deliberate lies, distractions, half-truths, aliases and staying in the shadows.

Speculation about Dawood Ibrahim's reported 'hospitalisation in Karachi' is yet again dominating headlines.

In 2016, it was reported Dawood had contracted gangrene and would need to have a limb amputated, but that was dismissed by Chhota Shakeel. Earlier in 2017, it was said the Don was on his deathbed while animosity between his brother Anees Ibrahim and Chhota Shakeel grew over who would inherit Dawood’s legacy.

But in November 2017, India Today gained access to audio recordings of phone calls made by a hale and hearty Dawood conducting his business with Indian bookies and other contacts about ongoing criminal cases against his aides.

The latest update, however, came in around mid-December when intelligence agencies claimed that the trailblazing criminal duo, Chhota Shakeel and Dawood, had split over growing tensions regarding Anees’ involvement after three decades. Before speculation could arise over the future of D-Company, on 21 December 2017, Hindustan Times came upon an audio clip claiming Chhota Shakeel had either died or had been murdered in January 2017. (The same guy who is allegedly still running the business from Mumbai!)

HT ’s sources claim that a distraught Dawood has been slipping in and out of depression ever since and is contemplating coming back to India, and most of Shakeel’s aides such as Mohammed Rashid, Iqbal Salim and Yusuf Raja – all Pakistani nationals – have broken from D-company.

Whether that is the truth or yet another contradictory fact put out there to make it harder to find Dawood Ibrahim and his gang, we just don’t know.

24 years on, Dawood Ibrahim, Tiger Memon, key conspirators of 1993 Mumbai serial blasts, still at large

Mumbai city news: imtiaz ghavate, arrested in bandra around 20 years ago in connection with the blasts, was the first to name the two in the case..

Even as a special TADA court convicted six men, including Abu Salem and Mustafa Dossa, in the 1993 Mumbai serial blasts case on Friday, the key conspirators -- Dawood Ibrahim Kaskar and Ibrahim Mustaq Memon alias Tiger Memon -- are still absconding.

A file photo of Dawood Ibrahim.(HT FILE)

Imtiaz Ghavate, arrested in Bandra around 20 years ago in connection with the blasts, was the first to name the two in the case.

According to the prosecution, Tiger Memon planned, organised and trained people to carry out the blasts. He took help from local residents to smuggle RDX and arms.

Anwar Theba, named an accused in the explosion at Centaur Hotel, too, is yet to be arrested. Javed Dawood Tailor alias Javed Chikna is another accused, who has managed to escape.

The CBI said Javed, Memon and Theba came up with the conspiracy and provided training in handling weapons to other accused at Sandheri and Borghat.

“Other than requesting Pakistan , we have done nothing else. I don’t see any hope. The government of India, irrespective of the party in power, has done nothing in concrete terms. The four accused – Dawood Ibrahim, Mohammed Dossa, Tiger Memon, Anees Ibrahim -- are yet to be arrested. The victims won’t get justice unless they are brought to book,” said former Mumbai police commissioner MN Singh.

Munaf Halari, who allegedly bought scooters for the blast, is yet to be found, and Mohammed Tainur Phansopkar, who allegedly planted the bomb at Bombay Stock Exchange, remains absconding.

G Parthasarthy, former ambassador of India to Pakistan , said, “We need to reform our investigative and judicial system. If we know where they [the absconding accused] live, it is time we learnt a few things from Israel on how to deal with it.”

Why A 'Spent Force' Dawood Ibrahim Still Gets Cover From Pakistan’s ISI

Why A 'Spent Force' Dawood Ibrahim Still Gets Cover From Pakistan ISI Why A 'Spent Force' Dawood Ibrahim Still Gets Cover From Pakistan’s ISI

India’s most wanted fugitive Dawood Ibrahim has continued to elude Indian law enforcement agencies for the last four decades. The National Investigation Agency (NIA) recently announced an award of Rs 25 lakh for any information leading to his arrest. However, Dawood continues to live safely in Pakistan, although the Pakistani establishment vociferously denied it for years.

When Dawood Ibrahim settled in Pakistan in the aftermath of the 1993 Mumbai serial blasts, it was a quid pro quo arrangement between him and Pakistan’s Inter Service Intelligence (ISI). Dawood got a safe haven in Pakistan and protection from his rivals and Indian law enforcement agencies. In return, he was expected to execute ISI’s evil designs in India using the manpower and network of his gang. The arrangement went well until 9/11 happened in New York City, following which a global war against terror was launched by the USA.

Since Dawood had been a designated terrorist, Pakistan couldn’t publicly accept that he was on its soil. India repeatedly highlighted on the international forum that Pakistan was harbouring the perpetrators of the 1993 massacre in Mumbai. This compelled Dawood to lie low and wind up his activities. In Mumbai, the police launched a violent campaign against his gang. Many of his shooters were killed or arrested under stringent laws. His brother Iqbal was deported to Mumbai in 2003 and incarcerated. Over two decades since the dawn of the new century, D-Company, as his gang is known in underworld parlance, became dormant.

Security analysts and experts of the Mumbai underworld wonder why the ISI would continue to protect Dawood if he had become a spent force for them. It seems Dawood too was aware that he was safe in Pakistan only till the time he was useful to the ISI. Hence, he devised a strategy that would sustain him in Pakistan with the same privileges and protection. The strategy was to establish marital relationships with the high and mighty families of Pakistan. From being a pawn of the ISI’s diabolical designs, he became their relative, their own man by marrying off his children, nieces and nephews to powerful personalities of Pakistan belonging to the fields of cricket, army and intelligence.

In July 2005, Dawood’s daughter Mahrukh Kaskar married cricketer Javed Miandad’s son Junaid. The highly guarded receptions were arranged in Karachi and Dubai. On June 26, 2008, Razzak, son of Dawood’s deceased elder brother Sabir, got married to Nasreen, daughter of a senior agent of the ISI. After the death of Sabir during a gang war with the Pathan gang in Mumbai in February 1980, Dawood looked after the upbringing of Razzak and it was he who arranged his marriage to Nasreen. Dawood stayed with his four brothers, namely Anees, Mushtaqim, Humayun and Noor, in Pakistan and the children of these brothers have been also married into the powerful families of the Pakistani establishment. Noora died of kidney failure in 2009, whereas Humayun succumbed to cancer in June 2016.

As per sources, Dawood is running legitimate businesses in real estate and hospitality industries in Karachi, Dubai and London from his ill-gotten money and no longer requires indulging in smuggling and extortion for income. Tiger Memon, the prime accused of the 1993 blasts, is also said to be operating a cold storage facility on the outskirts of Karachi. However, close and distant relatives of Dawood and his prominent gang member Chhota Shakeel capitalise on their names back in Mumbai and have been accused of several charges ranging from extortion, threats and money laundering.

1993 Bombay blasts case approver, kin to get security for ‘threat from Dawood’

M UMBAI: After an accused- turned-approver in the serial 1993 Bombay blast case moved the special Tada court, citing threat to his life from absconding accused Dawood Ibrahim, Tiger Memon, and Chhota Shakeel, the judge on Wednesday directed the city police commissioner to provide sufficient security to his family members and him under the Witness Protection and Security Act.

"Here it is to be noted that in view of the arrest of seven absconding accused…the trials are pending for recording evidence of witnesses. In the said trial, the evidence of the applicant [approver] may be required for the purpose of cross-examination at the hands of the accused…Thus, looking to the above facts and circumstances of the case, I am of the view that the applicant and his family members need to be provided sufficient security," the judge said. The judge said that the security should be provided at the earliest and a compliance report be submitted in two weeks.

In a 7-page order, the judge said that it was an admitted fact that deposition of the approver as prosecution witness resulted in conviction of many accused.

UN virtually confirms six addresses of Dawood Ibrahim in Pakistan

India’s consistent stand that Dawood Ibrahim is based in Pakistan has got a virtual endorsement from the UN which has obviously confirmed six addresses of the underworld don in that country.

The listing of the UN Security Council’s ISIL and Al-Qaida Sanctions Committee also includes information about Dawood’s various passports, including those issued in Pakistan.

India, in a dossier, had cited nine addresses in Pakistan as those frequented by Dawood of which the UN Security Council’s ISIL and Al-Qaida Sanctions Committee has removed three, finding those incorrect.

The Committee, which amended its entry yesterday concerning Dawood, a UN-designated terrorist, made no changes with regard to six addresses provided by India.

One of the three addresses which have been dropped by the Committee from its list was found similar to that of a residence of Islamabad’s envoy to the UN Maleeha Lodhi.

Festive offer

“On 22 August 2016, the Security Council Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) enacted the amendments specified with underline and strikethrough in the entry” concerning Dawood on its ISIL (Da’esh) and Al-Qaida Sanctions List of individuals and entities subject to the assets freeze, travel ban and arms embargo, it said.

It did not amend Dawood’s addresses mentioned in the listing — “Karachi, Pakistan (White House, Near Saudi Mosque, Clifton)”, “House Nu 37 – 30th Street – defence, Housing Authority, Karachi, Pakistan” and “Palatial bungalow in the hilly area of Noorabad in Karachi”.

The addresses were included in a dossier prepared by India in August last year that had listed nine residences in Pakistan of the mastermind of 1993 Mumbai serial blasts as evidence to show that he is holed up in Pakistan.

In the amendment, the Committee has stricken through the address “Main Property at Margalla Raod F- 6/2 Street no.22, House No.07, Islamabad number 29 in Karachi. This address was later found to be similar to that of a residence belonging to Lodhi.”

When asked about the amendment, a top Indian official here told PTI that one address of Dawood in the listing entry was incorrect. The address was “of Ambassador Maleeha Lodhi, and not Dawood Ibrahim”, the sources said.

“The amendment also strikes through other addresses “8th Floor of Mehran Square, near Pardesi House-3, Talwar Area, Clifton, Karachi, Pakistan” and “6/A Kjauabam Tanzeem, Phase-5, Defence Housing Araea, Karachi, Pakistan.”

The listing says Dawood has a Passport number A717288 issued on August 18, 1985 in Dubai and a Pakistani number G866537 issued on August 12, 1991 in Rawalpindi but adds the term “misuse” for these two passports.

He also has Passport number C-267185 issued in Karachi in July 1996, Passport number H-123259 issued in Rawalpindi in July 2001 and Passport number G-869537 issued in Rawalpindi, according to the listing.

Pakistan has consistently denied that Dawood is living in that country after he fled from the law in India.

Dawood was listed on November 3, 2003 and the entry has been amended in March and July 2006, July 2007 and March 2010. Being a UN designated terrorist, he is subject to assets freeze, travel ban and arms embargo.

The information about the residences in Pakistan, including one bought near the house of Bilawal Bhutto Zardari , son of late former Prime Minister Benazir Bhutto, in Karachi two years ago is contained in the dossier that had been prepared to be handed over to Pakistan’s National Security Advisor Sartaj Aziz during talks with his Indian counterpart Ajit Doval, which were later cancelled.

“Dawood is known to frequently change his locations and addresses in Pakistan. He has amassed immense property in Pakistan and moves under the protection of Pakistani agencies,” the dossier had said.

Another amendment enacted by the Committee concerns details of his family.

The information “Father’s name is Sheikh Ibrahim Ali Kaskar, mother’s name is Amina Bi, wife’s name is Mehjabeen Shaikh” has been underlined in the listing.

The amendment further struck out “Bombai” as his place of birth, noting instead that it is “Kher, Ratnagiri in Maharashtra ”.

It has added “Sheikh Farooqi, Bada Seth, Bada Bhai, Iqbal Bhai, Mucchad and Haji Sahab” as his “low quality” aliases.

Dawood is wanted in India for the 1993 serial bomb blasts in Mumbai in which 257 people were killed and nearly a thousand injured. He is also accused of masterminding other terror attacks and of money laundering and extortion.
