Biden's national security adviser is traveling to Saudi Arabia and Israel amid stalled ceasefire talks

White House national security adviser Jake Sullivan speaks during a press briefing in Washington, DC, on May 13.

US President Joe Biden’s national security adviser Jake Sullivan will travel to Saudi Arabia and Israel over the weekend, according to a US official, as the ceasefire and hostages negotiations have stalled and Israel continues to threaten to intensify its military operations in Rafah. 

US officials have said that they have not yet seen Israeli forces begin a major ground incursion into southern Gaza yet, while reiterating Biden’s warning that if Israel were to make such a move, the US would hold back on additional offensive weapons shipments to its ally.

Israeli officials have assured their US counterparts that they have no intention of launching a major military operation into Rafah until more conversations have taken place between the two sides, according to this US official, including the various meetings Sullivan plans to have over the weekend while in Israel.

Sullivan’s trip to Saudi Arabia also comes as the Biden administration continues to push for a deal to normalize relations between Saudi Arabia and Israel.

Key things to know about the US-built floating pier and the aid that is being delivered to Gaza through it

Trucks carrying humanitarian aid into Gaza have begun moving ashore after arriving through the  floating pier  built by the US military, according to the US Central Command (CENTCOM).

The pier was anchored to a beach in Gaza on Thursday and will be used to funnel aid from various countries into the besieged strip, with most border crossings to the enclave closed and a catastrophic humanitarian disaster unfolding inside.

The maritime corridor is coming at a critical moment – with the Rafah border crossing to Gaza having been  closed for more than a week , preventing aid from getting through. That crossing was the only one between Gaza and Egypt – with all other border points in the strip controlled by Israel.

Here are key things to know about the pier and the aid that is starting to enter Gaza:

How much aid is expected? The goal is to get about 500 tons of humanitarian assistance into Gaza through the pier daily, according to Adm. Brad Cooper, the commander of CENTCOM. That means about 90 trucks worth of aid a day, and the goal is to build up to 150 trucks a day.

How was the pier built and how will it work? The US began building the  floating pier  in late April at a cost of $320 million and with the help of some 1,000 US soldiers and sailors. The US said that it is only a temporary measure that is “entirely humanitarian in nature.” Pieces for the pier were loaded aboard ships on the East Coast of the US and then “transported 6,000 miles across the ocean,” according to CENTCOM’s Cooper. The pieces were assembled off the coast of Gaza, with final assembly taking place in the Israeli port of Ashdod.

Why is aid being shipped this way? Most land crossings into Gaza remain either shut or congested due to lengthy inspections by Israel. That has led the US and other countries to start air-dropping aid into Gaza, which human rights organizations have criticized as insufficient. The  UN has warned of  famine setting in in parts of Gaza, calling on Israel to open more land crossings for aid. 

How much aid is getting into Gaza now? The US State Department has said that “not nearly enough” trucks are getting into Gaza. The UN estimates that 500 trucks are needed per day to alleviate the suffering of Gazans, but on May 11, UN figures showed that only six trucks entered. No data is available after that date.

At least 31 killed by Israeli strikes on Gaza over past 24 hours, Palestinian Ministry of Health says

Israeli strikes have killed at least 31 people and injured 56 in Gaza over the past 24 hours, according to the Palestinian Ministry of Health in the strip on Friday.

The death toll from Israeli attacks on Gaza since October 7 has now surpassed 35,300, with 79,261 injuries, the ministry added. CNN cannot verify the ministry’s numbers, and it does not distinguish between casualties among fighters and civilians.

It does not include in its figures the several thousand people thought to be missing in Gaza since October 7.

Earlier Friday morning, civil defense officials and local journalists said that Israeli strikes on the enclave had killed at least 10 people and wounded others.

An airstrike on the Jabalya refugee camp in northern Gaza killed at least six people, according to civil defense officials who arrived on the scene and evacuated a number of wounded. The Jabalya district of northern Gaza has seen intense combat operations in recent days. A hospital in northern Gaza received several bodies and many injured people after Israeli strikes on Thursday, according to a CNN stringer present.

Persistent gunfire could be heard throughout the night Thursday into Friday in Jabalya, according to residents in the area.

Salama Maroof, head of the government media office in Gaza, said in a Thursday statement that the Israeli military had invaded Jabalya and cut off the northeastern settlement of Beit Hanoun.

In a separate attack on the Nuseirat refugee camp in central Gaza, at least four people were killed when Israeli warplanes struck the Al-Jaouni School, which shelters displaced people. Local journalists witnessed the bodies arriving at the Al-Aqsa Martyrs Hospital in Deir Al-Balah.

British aid delivered to Gaza in first shipment via US-built pier

The aid shipment delivered to Gaza via a US-built pier included British humanitarian aid.

The shipment, which had the aid provided by the United Kingdom, will be enough to feed 11,000 people for a month, British Defense Secretary Grant Shapps said Friday.

“The UK continues to play a key role in this herculean international effort,” Shapps wrote on X . 

The UK is supporting logistics coordination in Cyprus and has deployed a Navy vessel to help US personnel construct and operate the pier, he added.

How it works: The content of the aid shipments to Gaza is inspected in Cyprus. Upon reaching the Gaza shore, the aid is moved on the pier by trucks already on the ships to a facility in Gaza. The World Food Programme will then act as the logistical arm of the United Nations to deliver the aid to other agencies or distribute it, a UN official told CNN.

Hezbollah claims responsibility for dozens of rocket launches toward Golan Heights

Lebanese group Hezbollah has claimed responsibility for dozens of rocket launches toward the Israeli-occupied Golan Heights on Friday.

In a statement, the militant group said it launched 50 Katyusha rockets targeting an Israeli military base in Golan in response to the Israeli attack on Al-Najariya in southern Lebanon earlier in the day, which Lebanon's official National News Agency had reported killed two boys. 

In later statements, Hezbollah said it also targeted an additional Israeli site in Golan with rockets and another at the Lebanon-Israel border with artillery shells.

Rockets fired from southern Lebanon are intercepted by Israel's Iron Dome air defence system over the Israeli-annexed Golan Heights on May 17.

In additional exchanges across Israel’s northern border, as the war in Gaza rages on, the Israel Defense Forces (IDF) said that approximately 75 launches were identified crossing from Lebanon into Israeli territory on Friday and "dozens" were intercepted.

Israeli emergency services reported that two men were slightly injured in the Galilee area and were taken to the hospital.

The IDF said that earlier Friday, “IDF soldiers identified a Hezbollah launcher in the area of Yaroun which was ready to fire launches toward Israeli territory.”

“A short while afterward, an IDF fighter jet struck and dismantled the launcher, preventing a large number of launches," the military added.

Northern Gaza hospital says it received more than 100 dead bodies since Israel resumed operations in the area

The Kamal Adwan Hospital in northern Gaza has received at least 112 bodies and treated 308 injured people since the Israeli operation in the north began nearly a week ago, the hospital's director, Dr. Husam Abu Saifya, told CNN on Friday. 

Safiya said that of the total number of bodies, 12 were killed overnight Thursday into Friday, when bombardment in the area continued throughout the night. The injuries the hospital received comprised of burns and severed limbs, he added. 

He warned of dwindling fuel and medical supplies, saying the last fuel delivery from the World Health Organization (WHO) "was five days ago."

"This shipment is enough to operate the hospital for 10 days, while the hospital needs a month supply to operate securely. This would be the ICU, the kidney dialysis and all the electricity-dependent services provided by the hospital," he added. 

He said he doesn’t know when the WHO would deliver fuel and supplies or whether it would be enough.

For context: The Israeli military renewed ground operations  in northern Gaza on Saturday, saying Hamas was trying to "reassemble" in the area. The north has been hit with intense Israeli shelling and gunfire, especially in and around the Jabalya refugee camp. 

2 children killed in airstrikes that Israeli military says targeted Hezbollah in the south

Israeli airstrikes killed two boys in the town of Al-Najariya in southern Lebanon on Friday, according to Lebanon’s official National News Agency (NNA). 

The two Syrian siblings, Ossama and Hani Al-Khalid, succumbed to their injuries from the air raid, NNA said.

Meanwhile, the Israeli military says the airstrikes targeted Hezbollah infrastructure in Al-Najariya that “posed a threat to Israeli aircraft,” accusing the group of operating in civilian areas and endangering lives.

Around the same time, Hezbollah announced the death of one of its members, 62-year-old Hussein Khidr Mahdi, in the same area on Friday.

It is unclear if he was killed in the same airstrikes.

Many campus protesters have taken down Gaza solidarity encampments after colleges agreed to consider divestment from Israel.

College campuses around the world have exploded in recent weeks in protests by pro-Palestinian students and faculty members against Israel’s war on Gaza, in which more than 34,000 people have been killed.

In university after university, protesters are demanding that their schools sever any direct or indirect financial and academic links with Israel, including by divesting from companies with ties to Israel.

The protests have led to an array of different responses from universities. On Monday, Columbia University cancelled its main graduation or commencement ceremony. Many universities have called police and other law enforcement agencies on to campus. In the United States alone, more than 2,000 students have been arrested. Both protests and the campus crackdowns have also spread to other parts of the world – from Canada to Australia, and in multiple European nations. On Monday, students at Oxford and Cambridge in the United Kingdom also set up encampments.

Yet, even as tension continues to soar at several campuses, students and administrators in some universities have managed to negotiate agreements that have acceded to some of the demands of the protesters.

So how have these universities managed protests – and what deals have students and administrators struck in these cases?

What are the compromises universities and protesters have struck?

For the most part, the agreements that have helped calm tensions have revolved around a few common themes:

  • Some universities have agreed to divest from companies with links to Israel, while others have said that they will consider the demands and take them up with bodies in charge of overseeing their investments. In some cases, universities have agreed to demands to disclose their investments, without committing to divest.
  • Other universities, including some that have also conceded ground on divestment-related demands, have agreed to invest in setting up new centres or hiring new faculty in a bid to create greater awareness about Palestine.
  • In exchange, students on these campuses have agreed to end their encampments.
  • In some cases, universities have chosen to take no action to disperse encampments, allowing them to continue. These include Wesleyan University in Connecticut and the University of California, Berkeley.

Which universities have agreed to specific student demands?

  • Northwestern University , based in Illinois, US struck a deal with its protesting students on April 29 to take down most of the tents. It allowed them, however, to continue their protest – just not through an encampment – until June 1. The university promised to provide students with ways to engage with the Investment Committee of the Board of Trustees, including re-establishing an advisory committee on investment responsibility in the fall (autumn). The advisory committee could consider divestment proposals from university members. The institute agreed to disclose its investments through its endowment funds to “internal stakeholders”, which include current students, faculty, staff and trustees. Northwestern also agreed to cover education at the university for five Palestinian undergraduate students.
  • Brown University in Rhode Island agreed on April 30 that the Corporation, Brown’s highest governing body, would vote on divestment from companies affiliated with Israel during a meeting in October. In return, students cleared the encampments that had been in place since April 24.
  • Also on April 30, students and administrators at Evergreen State College in Washington agreed to a pact. Students removed a week-long encampment. The university set up task forces to assess – among other things – investment policies and the possibility of divestment, and look at whether the school’s policies regarding grants help governments engaged in illegal occupations abroad.
  • On May 1, the University of Minnesota announced a compromise under which it promised to provide protesters with information on public companies it has invested in. However, the university made it clear that non-disclosure agreements barred it from disclosing information about private companies that the school has invested in. It added that the administration had recommended to the University’s police department that it avoid arresting student protesters. However, the university said it will not ban employers from career fairs because it does not “support restricting student career opportunities”. Students had been demanding that firms with ties to Israel not be invited.
  • Student protesters from Rutgers University in New Jersey reached an agreement with the administration on May 2. The university agreed to create an Arab cultural centre and hire staff and instructors who have knowledge about Palestinian communities alongside naming Palestine, Palestinians and Gaza in future communications. It also agreed to work with students, faculty and staff to support 10 displaced Palestinian students to complete their education at Rutgers. No students, staff or faculty involved in the encampment will face retaliation, the university promised. The students’ request for divestment is also under review.
  • Goldsmiths University in the UK reached an agreement on May 3 after students set up encampments in the university’s library. Goldsmiths agreed to a new ethical investment policy. The protesting student group will have an opportunity to present their “evidence of Goldsmiths’ complicity with Israel” to the institute’s finance committee. Goldsmiths also agreed to name one of the media department’s lecture theatres after Shireen Abu Akleh, an Al Jazeera reporter who was killed by Israeli forces while she was on assignment in the West Bank. The institute will also conduct a review of the International Holocaust Remembrance Alliance (IHRA) definition of anti-Semitism which critics have described as so broad as to effectively bar most criticism of Israel.
  • The University of California, Riverside  (UCR) issued a statement on May 3 saying an agreement has been reached to peacefully end the encampments. The university announced it would publish several details of its investments online. UCR’s School of Business has also discontinued multiple global programmes, including those in Israel. Students also want the university to ban the sale of Sabra Hummus, a packaged hummus brand owned by PepsiCo and the Israel-based Strauss Group, from campus. The university said it would review the demand.
  • Thompson Rivers University (TRU) in Canada’s British Columbia also saw an agreement on Saturday, May 4, following negotiations, making it the first Canadian institute to see a deal. TRU’s student group called the People’s University of Gaza at TRU did not have encampments and began their push towards divestment through an email sent to the administration on April 30, a TRU student protester wrote in a statement to Al Jazeera. The TRU administration has agreed to disclose their investments within 30 days of the students filing a Freedom of Information (FOI) request. A student at TRU told Al Jazeera that they have already filed the request. Once TRU discloses its investments, students will draft a divestment proposal. However, TRU has refused to publicly condemn and demand an end to “acts of genocide in Gaza,” which was one of the students’ demands. “We will continue to engage with the institution on this matter,” a press release by the People’s University of Gaza at TRU said.

What’s happening on other campuses?

Columbia announced on Monday that there will be smaller, school-level ceremonies during this week and the next, instead of a large commencement.

Also on Monday, pro-Palestine student protesters at the Massachusetts Institute of Technology (MIT) resisted a university deadline to clear the encampment . This was after the institute’s president issued a warning letter to students where he asserted they would be suspended if they did not disperse voluntarily. Harvard authorities issued a similar letter to students on Monday, saying that the students who continue with the encampment “will be referred for involuntary leave from their Schools”.

Students at more than 100 universities are protesting across the US. Their counterparts in at least 20 campuses outside of the US are protesting and several of these protests are also encampments.

What are the reactions to the encampment deals?

While some students and those supporting them have welcomed the breakthroughs with university officials, others have criticised the deals as inadequate. Northwestern University is a case in point.

Immediately after the deal, two Palestinian students at the university said they were proud to “have a seat at a table that we’ve never had before,” student-run newspaper The Daily Northwestern reported. Similarly, the student protesters at Brown celebrated the deal after the encampment was dismantled.

However, not everyone has hailed the deals as a win.

The Daily Northwestern reported that some students were disappointed that the deal did not involve divestment.

On the other hand, critics of the pro-Palestine protests have also accused the universities of buckling under pressure in reaching the agreements.

On May 1, two graduate students and one first-year undergraduate student at Northwestern University sued the institute in a breach of contract lawsuit, saying that the university breached its own rules by allowing the encampments. The lawsuit also criticised the agreement for allowing student protesters to stay on campus until June 1.

Blinken to Meet With Arab Officials in Saudi Arabia About Israel-Gaza War

The U.S. secretary of state plans to raise the issues of hostages held by Hamas, a potential cease-fire, humanitarian aid and a long-term political solution to the Israeli-Palestinian conflict.

Secretary of State Antony J. Blinken will travel to Riyadh, Saudi Arabia, on Sunday to speak with top Arab officials and try to figure out possible solutions for the thorniest issues of the Israel-Gaza war, including humanitarian aid, reconstruction and hostages, the State Department said on Saturday.

One of Mr. Blinken’s priorities on Monday and Tuesday will be discussing “ongoing efforts to achieve a cease-fire in Gaza that secures the release of hostages,” a department spokesman, Matthew Miller, said in a statement. He added that Mr. Blinken would underscore his belief that it is Hamas that stands in the way of a cease-fire for the Palestinian people, since the group is not budging on the hostage negotiations.

Saudi Arabia is hosting a three-day meeting of the World Economic Forum, and top Arab officials, including Mr. Blinken’s diplomatic counterparts, are attending. They include senior ministers from Qatar and Egypt, which have been the two Arab mediators in multiple rounds of talks over a potential hostage agreement between Israel and Hamas.

The forum’s website says Mr. Blinken will be in a half-hour public “conversation” starting at 12:45 p.m. on Monday, the final day of the conference.

American officials are pushing for Hamas to release about 40 of the 100 or more hostages it is holding in exchange for the liberation of many more Palestinian prisoners and a six-week cease-fire. U.S. officials say that would be the first step in securing a permanent cease-fire, and Israel supports the proposal. However, Hamas has insisted on a commitment to a permanent cease-fire, and many Arab officials, including in Saudi Arabia, have been calling for the same; those officials say that such a cease-fire should take place immediately.

Mr. Blinken and other top aides of President Biden have also been trying to push for a long-term political solution to the conflict. In their best-case scenario, they envision Saudi Arabia and perhaps a few other Arab nations agreeing to normalize diplomatic relations with Israel. In exchange, Saudi Arabia would receive advanced weapons and security guarantees, including a mutual defense treaty , from the United States, and a commitment for U.S. cooperation on a civilian nuclear program in the kingdom .

For its part, Israel would have to commit to a concrete pathway to the founding of a Palestinian nation, with specific deadlines, U.S. and Saudi officials say.

Before the war started last October, U.S. and Saudi officials were in intense discussions to reach an agreement on the terms of such a proposal. For those negotiators, a big question at the time was what Israel would agree to. Since the war began, the Americans and Saudis have publicly insisted that Israel must agree to the existence of a Palestinian state.

But Israeli leaders and ordinary citizens have become even more resistant to that idea since the Oct. 7 attacks, in which Hamas and allied gunmen killed more than 1,200 people and took about 240 people as hostages. About 100 of the hostages were released last November in a prisoner swap during a weeklong cease-fire. The Israeli military has launched attacks to eradicate Hamas from Gaza, where the health ministry says more than 34,000 Palestinians have been killed.

Mr. Miller also said on Saturday that Mr. Blinken planned to discuss “continued progress on climate change mitigation and the global energy transition” at one of the World Economic Forum events. The secretary also expected to attend a meeting of ministers from nations in the Gulf Cooperation Council, a regional organization, to talk about security coordination.

An Israeli official told The New York Times on Friday that Mr. Blinken planned to visit Israel while in the region.

If Mr. Blinken does go there, the topics he is likely to discuss would no doubt be the same ones on his agenda for Riyadh, including increasing humanitarian aid for the people of Gaza, a potential political solution in the form of a multicountry megadeal and the impasse over a hostage/cease-fire agreement. He would also probably discuss Israel’s plans for a major offensive in the Rafah area of Gaza, which Mr. Biden opposes.

The details of Mr. Blinken’s scheduled trips to the Middle East often change at the last minute . As of Saturday night, the State Department has not announced any stops beyond Riyadh.
