Tourism Demand in Puerto Rico Sees Significant Growth in 2023

Puerto rico’s tourism sector is experiencing a notable surge as tourism demand shows a remarkable increase of 14% in 2023, driving positive economic growth..

During the first four months of the year, lodging income also witnessed substantial growth, reaching an estimated €680 million, representing a significant 20% increase compared to the same period last year.

Between January and April 2023, passenger arrivals, tourism demand, and lodging income displayed strong upward trends, underscoring the consistent growth in the visitor economy over the past two years. Moreover, reservations for the second and third quarters have surpassed the levels seen in 2022, reflecting the overall positive momentum across various sectors, including hotels, short-term rentals, and flights to Puerto Rico’s airports.

Brad Dean, CEO of Discover Puerto Rico, expressed optimism about the current situation, highlighting the increasing demand, the strength of the brand, and the rise in employment opportunities within the tourism industry. These encouraging results coincide with the 5th anniversary of Discover Puerto Rico, showcasing the success of the destination marketing organizations (DMO) model implemented on the island.

Cecilia Rodríguez, an analyst and researcher at Discover Puerto Rico, emphasized the positive trajectory observed during the first and second quarters. Key indicators for the period up to April demonstrated significant improvements compared to the previous year. Notably, lodging revenue from hotels and short-term rentals reached €680 million, marking a substantial 20% increase. Passenger arrivals recorded an 18.6% growth, while the demand for accommodations surpassed 2022 levels by 14%.

A recent visitor profile study conducted by Discover Puerto Rico revealed an increasing number of older travelers visiting the island. The study indicated a 5% increase among Baby Boomers and a 2% rise among Generation X. Although currently only a small fraction of Baby Boomers consider Puerto Rico as a travel destination, this presents a significant growth opportunity, especially now that the COVID-19 pandemic crisis has subsided and this generation feels more comfortable traveling.

Dalissa Zeda, Digital Marketing Director at Discover Puerto Rico, provided updates on the Live Boricua campaign, including the production of new advertisements and strategic content placements during film premieres such as Fast X and Guardians of the Galaxy Vol. 3. The campaign also focuses on promoting the southern and western regions of Puerto Rico, as well as ensuring beach safety. Ed Carey, Chief Sales Officer, reported a 47% increase in events and conventions on the island between July 2022 and May 2023, resulting in a 4.8% improvement in reservations.

Tourism Making Robust Return In Puerto Rico

Since the start of 2022, Puerto Rico has broken its record of jobs in the leisure and hospitality sectors every month, signaling a robust reboot of the economic engine.

The 82,300-worker record in 2015 was surpassed in November 2021 with 83,000 tourism-related jobs reported.

Starting in January 2022, each month has seen a figure that surpasses the previous record to reach 86,700 workers in June of this year, according to the U.S. Bureau of Labor Statistics (BLS).

Brad Dean, Discover Puerto Rico’s CEO, said: “These impressive employment numbers reflect our local tourism industry’s amazing success in growing tourism and creating new jobs, due in part to the collaboration between the public sector, private sector, and Discover Puerto Rico. Job creation is one of our most important metrics because it reflects not only economic growth but also the impact tourism has on the people of Puerto Rico.”

Clarissa Jiménez, president of the Puerto Rico Hotel and Tourism Association, observed that: “Tourism in Puerto Rico is, without a doubt, a great opportunity for well-paid jobs and professional growth opportunities. One of the benefits of this industry is that it offers good jobs at all levels. We continue to see an encouraging outlook for tourism in Puerto Rico, and we are confident that this will continue in the remainder of 2022 and 2023.”

According to the BLS, in the last 12 months, jobs in the leisure and hospitality sectors increased by 15.4%.

Between January and June 2022, the tourism industry added 3,300 new jobs.

Puerto Rico tourism officials recently launched a new promotional campaign dubbed “Live Boricua’’, which highlights the cultural aspects of Puerto Rico, and reactivated the destination’s events and conventions industry, among other initiatives.

Puerto Rico’s tourism industry rebounds as travel resumes

Lower COVID-19 cases and the easing of restrictions improved travel confidence, and lodging reservations resumed rapidly, signaling promising economic recovery, Discover Puerto Rico confirmed.

The island’s Destination Marketing Organization cited TravelClick data that shows that by the end of January, hotel reservations for the second quarter were 17% higher compared to January 2020 before the pandemic became a worldwide concern.

Likewise, AirDNA’s January data suggests that, in the case of short rentals, reservations for the second quarter are 329% over 2020 pre-pandemic levels.

“This positive trend is the result of a collaborative effort between Discover Puerto Rico, the Tourism Company and all the components of this sector, which in the face of adversity have not stopped working hard to keep the tourism industry afloat,” said José “Peco” Suárez, chairman of the Board of Directors of Discover Puerto Rico.

“While we’re still feeling the impact of the pandemic and its recent variants, I’m encouraged by several positive signs. As you know all too well, the high season has been severely disrupted. Yet, the booking pace for the Spring has improved substantially since health and safety protocols were relaxed,” said Discover Puerto Rico CEO Brad Dean.

The Omicron variant affected reservations during December and January. Still, as cases subside, reservations have gained traction and are on their way toward typical levels.

The rebound in reservations points to the growth trend exhibited by Puerto Rico’s tourism industry during 2021, a record year for lodging income and room tax collections.

For instance, short-term rentals show a 20% growth in bookings during this year’s second quarter, compared to what was booked by the end of January 2020.

High lodging revenues came from increments in passenger arrivals and a surge in demand for lodging venues. This led to an increase in hotel room prices and short-term rentals. Puerto Rico outperformed other Caribbean destinations, bringing in revenue per available room at a 51% higher rate than the average for the region.

Airline Data, Inc. projected that the number of domestic commercial airline seats available to and from Puerto Rico will increase 10% during the remainder of the fiscal year, compared with 2021. Extended air capacity connects San Juan with New York, Orlando, Washington DC, Hartford, Atlantic City, Austin, Jacksonville, and St. Louis.

“Still facing unprecedented challenges due to the COVID-19 pandemic, 2021 had a positive balance in the recovery of air access in Puerto Rico. Likewise, because of the negotiations and efforts of the Government of Puerto Rico with our airline partners, routes to new destinations were added,” said Puerto Rico Tourism Co. Executive Director Carlos Mercado.

“Among our immediate plans, we remain focused on continuing to expand the offer of non-stop routes, both at the Luis Muñoz Marín Airport and at the regional airports of Ponce and Aguadilla. Puerto Rico has implemented health and safety protocols that have served as an example for other destinations, which demonstrates our commitment to serving as a facilitating agent in the recovery of tourism and the visitor economy,” Mercado said.

International air capacity is also increasing with additional seats in Colombia, Panamá, and Spain. The increase in international commercial airline seats is at 91%. At this point in time, pre-pandemic international travel accounted for 11% of passenger activity at the Luis Muñoz Marín Airport.

And that’s just one of the wonderful outdoor activities on the island . Locals say you can also go surfing along the coast of Rincon (where you might catch a glimpse of a humpback whale) or hike up to the breathtaking Rio Camuy Cave Park in Quebrada.

Puerto Rico, a Caribbean island and unincorporated territory of the United States , borders the Atlantic Ocean to the north and the Caribbean Sea to the south. The island occupies a total area of about 3,435 square miles (9,000 square kilometers), which includes the main island and a group of smaller islands, collectively known as the Spanish Virgin Islands. Puerto Rico is divisible into three main geographical regions: the mountainous interior, the coastal plains, and the northern karst area.

The mountainous interior of Puerto Rico, also known as "La Cordillera Central," bisects the main island from east to west. Its peaks, some reaching an elevation of more than 4,000 feet (1,200 meters), are the highest points in the territory. The most notable peak is Cerro de Punta, standing at 4,390 feet (1,340 meters). This region is characterized by steep slopes, dense vegetation, and rich soil, making it a major center for coffee production.

The Coastal Plains

The coastal plains surround the mountainous region, with the most extensive plains found in the north and south. The southern coastal plain, also known as the Ponce-Patillas alluvial plain, is notable for its dry climate and flat terrain. It supports many crops, such as sugarcane, and fruit cultivation. Conversely, the northern coastal plain experiences a more humid climate, suitable for various crops, including coffee, tobacco, and fruits.

The Karst Region

The northern karst region is a unique geographical feature of Puerto Rico. It extends from the western to the northeastern part of the island, characterized by its limestone formations, sinkholes, caverns, and mogotes - rounded hills with steep sides. The region is home to the Rio Camuy Cave Park, one of the largest cave networks in the world.

Bodies of Water

Water bodies in Puerto Rico include numerous rivers, lakes, and the surrounding oceanic bodies. More than 50 rivers originate from the mountainous interior, the most significant being the Rio de la Plata, the Rio Grande de Loíza, and the Rio Grande de Añasco. The rivers on the northern side are typically long, wide and slow-moving, providing vital water supplies to major metropolitan areas. In contrast, the rivers on the southern side are generally short, swift and less navigable.

There are no natural lakes in Puerto Rico; however, artificial lakes have been created due to dam construction for hydroelectric power and water supply. The largest of these is Lago de Guajataca in the western region.

Regarding the islands, beyond the main island of Puerto Rico, the archipelago includes several smaller islands and cays. The most significant are Vieques and Culebra, both to the east of the main island. Mona Island, located between Puerto Rico and the Dominican Republic , is a natural reserve known for its unique flora and fauna. Furthermore, the Puerto Rico Trench, some 70 miles directly to the north, is the largest and the deepest trench in the Atlantic Ocean at 27,600ft (8,400m).

The municipalities are further subdivided into barrios.

Located in the north-eastern coast of the island country is, San Juan – the capital, the largest city and the most populous municipality of Puerto Rico. It is the cultural, tourism and financial center of the country. San Juan is also the most important seaport of Puerto Rico.

Puerto Rico’s gaming revenue hits $186 million in 2023, led by casino sector

Puerto Rico's gaming and betting industry generated $186 million in revenue for 2023 , announced Juan Santaella, Interim Director of the Puerto Rico Gaming Commission. The casino sector contributed the lion's share, amassing $177.3 million of the total revenue.

Puerto Rico’s casino industry has a rich history, having been the second U.S. jurisdiction to legalize casinos back in 1948 . Despite this, the majority of bets are now placed online, mirroring trends seen on the U.S. mainland. Santaella said that in prominent casinos like Casino Metro and Casino del Mar, about 80% of wagering occurs online, with only 20% taking place in person .

Santaella emphasized the importance of tourism for the gaming sector at the Ibero-American Gaming Summit in San Juan last month . "We invest to continue bringing tourists because in Puerto Rico, there is a local boom in casinos from gaming and because they have also become an entertainment center, where they not only have machines but also artistic events and other types of things," he said.

A portion of gaming proceeds is allocated to the government for the development and promotion of Puerto Rico as a tourism destination .

The sports betting sector , approved by Puerto Rico's legislature in 2019 but only operational since early 2022, generated a modest $0.5 million, while horse racing contributed $8.7 million . Currently, Puerto Rico hosts six licensed online sports betting operators , though only BetMGM (partnered with Casino del Mar) and Caesars (partnered with Casino Metro) are currently accepting bets.

Santaella’s predecessor, Jaime Rivera Emmanuelli , pointed out Puerto Rico's potential in the regulated gaming market. "I believe that Puerto Rico, in many verticals, is a jurisdiction with a lot of experience. In terms of new verticals, such as sports betting and fantasy games, we are at a moment that can be compared with most U.S. jurisdictions, with the exception of Nevada ," said Rivera Emmanuelli.

Rivera Emmanuelli also emphasized Puerto Rico's strategic position and bilingual population as advantageous for Latin American gaming companies aiming to enter the U.S. market . "A company coming from Ibero-America that manages to enter Puerto Rico and operate in Puerto Rico can later expand its operation and the process of entering other markets within the United States becomes easier," he stated.

Similarly, U.S. companies can use Puerto Rico to test their products in a largely Hispanic market, benefiting from a familiar regulatory and legal framework.

WASHINGTON (AP) — The U.S. has been tracking Russian warships and aircraft that are expected to arrive in the Caribbean for a military exercise in the coming weeks, in a Russian show of force as tensions rise over Western military support for Ukraine, U.S. officials said Wednesday.

The ships also are expected possibly to make port calls in Venezuela and Cuba, as Russia establishes a Western Hemisphere military presence that the senior Biden administration officials said was notable but not concerning. The exercise, which will be monitored by the U.S. military, will involve a “handful” of Russian ships and support vessels, the two officials said.

It’s not the first time Russia has sent its ships to the Caribbean. This exercise, however, is taking place as Russian President Vladimir Putin has suggested that Moscow could take “asymmetrical steps” elsewhere in the world in response to President Joe Biden’s decision to allow Ukraine to use U.S.-provided weapons to strike inside Russia to protect Kharkiv, Ukraine’s second-largest city.

The officials, who spoke to reporters on the condition of anonymity to provide details that had not been announced publicly, said the exercise is “certainly” part of a broader Russian response to the U.S. support for Ukraine, but it also is an effort by Putin to show his navy is still capable of global power projection after losing several ships to Ukrainian strikes.

Ukrainian military officials said in March that Russia had lost one-third of its Black Sea fleet to Ukrainian strikes during the past two years of war.

Russia did not notify the U.S. of the pending exercise, but the ships’ movements have been tracked by the U.S. Navy, the officials said.

Despite Russia not notifying the U.S. — which countries often do to avoid miscalculation — the officials said militaries all over the globe have the right to conduct exercises in international waters and do so regularly. For example, on Friday about 20 NATO countries including the U.S. will begin BALTOPS 24, a major naval and air exercise in the Baltic region near Russia.

The officials said they expect the Russian ships will remain in the region through the summer and will likely conduct similar, follow-up exercises in the Caribbean after this one concludes.

The officials said Congress was notified of the upcoming Russian exercises on Wednesday.
