What is Parks, Recreation and Tourism Management?

In today’s fast-paced society, recreation and leisure are more important than ever to our physical and mental well-being. Parks, Recreation and Tourism Management (PRTM) students learn to create and facilitate sustainable and affordable experiences in local and global communities by utilizing best business practices in programming, marketing and budgeting. Our students graduate prepared to make a difference in people’s lives by creating quality recreation and nature-based programs, education and events that provide leisure, enhance community and address societal concerns—such as physical health, juvenile delinquency and economic sustainability.

Our students gain real-world experience through hands-on classes and internships. Students benefit from partnerships with local and state agencies, nonprofits and a network of parks in the greater Raleigh area. Our college is home to the NC State Tourism Extension Office, which is committed to boosting economic and community development efforts in rural North Carolina. Our students have the opportunity to gain professional and leadership experience by assisting this office with projects in the areas of agri-tourism and micro-entrepreneurship.

Our Parks, Recreation and Tourism Management program is accredited by the Council on Accreditation of Parks, Recreation, Tourism and Related Professions (COAPRT).

Concentrations

  • Recreation and Park Management  focuses on environmental education, outdoor recreation, parks planning and management and conservation of parks and other natural resource areas.
  • Tourism and Event Management  focuses on recreation facility management techniques, fiscal management, facility and site planning, and recreation programming and administration.

Prior to graduation, students complete a 400-hour internship at places like the Jimmy V Foundation, YMCA of the Triangle and Yellowstone National Park.

Like many social science concepts based on terms from natural languages, leisure can be considered with regard to its definition and its meaning. Scholars are concerned with the former, inasmuch as a clear and precise definition of a concept is necessary for proper study of it. They are also interested in the meaning of leisure but usually in terms of understanding how members of particular social or cultural groups experience it.

With respect to the definition of leisure, scholars commonly regard it as having three qualities, each necessary but none sufficient to fully characterize it. First, leisure requires time that is relatively unobligated and where freedom of choice is available. Second, certain kinds of activities, usually without external reward but intrinsically pleasurable, are commonly associated with leisure. These include play, games, sport, resting, participating in festivals or the arts, watching television, or engaging in other forms of social and individual...

We guarantee you a highly practice-oriented method of teaching, capitalising on our close contacts to players in the leisure and tourism industry and to exclusive cooperation partners and lecturers with years of practical experience.

As the majority of the program is taught in English, it helps to develop and train your language skills. By learning a further language, you also improve your chances for the international job market. This can be enhanced further by obtaining one of the optional double degrees.

Occupational Profiles

Teaching has been designed to provide you with language, subject and social skills. Special attention is given to the secure use of media and the training of the students' personality and creativity, to best prepare them for taking on responsible positions, not only at national and international travel agencies, tourism associations and organisations, but also in the event, sports, marketing or car industries and in all areas related to business administration.

Our graduates work in small, medium-sized and globally active companies. They are employed as event managers at home and abroad or work as project managers and consultants in advertising and marketing agencies.

You can also find our graduates in sales, key account and yield management positions at national and international travel agencies and companies. They have also found jobs in public relations and marketing at various tourism associations.

Some of our former students have set up their own companies or work as independent consultants in the tourism industry. Some of our alumni are currently working their way up in companies as trainees or have decided to do master's or MBA programs.

Introduction to tourism.

What is tourism? Certainly much more than meets the eye of the traveler. In this module, you will learn to understand tourism as a multi-faceted phenomenon. You will study the history of tourism and discover its current meaning as an economic factor, as an industry with diverse business segments, and as a catalyst of social processes. The interdisciplinary approach of this module provides insights ranging from basics of tourist motivation to environmental impacts of travel. Various stakeholders of tourism and their differing perspectives are highlighted.

This module will present and discuss traditional macroeconomic principles and tools and their applications in the age of sustainable development and the wave of globalization. This module  equips you with an essential understanding for the workings of economies, for the interaction of the central players of individual markets, supply & demand (Microeconomics)  The module is supported by additional material on current issues (newspaper articles, and current affairs programmes) you will deepen essential knowledge about the interplay of economic actors on national and international levels and on policies directed at guiding and supporting current economic systems. You will be required to apply the knowledge gained to current issues of national and international economic decisions, present your results in class and defend your position.

Data Literacy

Developed skills in mathematical thinking help to systematically solve problems also out of the domain of mathematics. In working life, these skills are important to make management decisions with respect to their future consequences.

The lecture covers basic mathematical techniques with a focus on business applications such as linear equations, financial mathematics and basics of data analysis such as descriptive measures and data visualization and dependency between variables as well as an introduction to matrices.

English for Academic Purpose C1

Graduates of Business Programs increasingly require excellent English language skills when entering the international workforce. This English module aims to strengthen your communication, social and intercultural skills in the language-specific areas of reading, listening, writing and speaking. In the interactive courses you will also learn how to use English for specific purposes vocabulary in a business and tourism context as well as how to apply grammar as an effective communication tool in both speaking and writing.

Human Resource Management

The module provides an introduction of various concepts, models, constructs and terminologies used in business and human resource management. Learning and understanding focus on antecedents and current developments in management theory and academia. Particular management concepts in marketing, finance, operations and human resources will be considered, analysed and assessed to delineate the utility & profitability for business and management.

Business Law/ Travel Law

What do the latest Volvo model, IKEAs range of kötbullar and the annual Baltic Sea Forum in Stralsund have in common? The answer is simple: They are all created using basic principles of project management. Increasingly companies and organizations worldwide use the project management approach to create new products, develop new service concepts, organize events or create new infrastructures like airports or opera houses. Such projects are typically performed under pressure of time, using tight budgets and with great expectations.

In this module you will learn on how to set-up, manage and deliver a successful project using a set of standard project management tools. And of course you will have a chance to apply your knowledge in a real project environment.

Marketing I

The course covers communication to and from markets in light of different perspectives on marketing communication and branding in particular. Through these different perspectives, the student is introduced to concepts, theories and models commonly used in marketing (e.g. the marketing communication mix). In this course, consumer behavior will receive special attention. The objective of this course is to impart students with a stock of marketing-related knowledge as well as academic competences, which will enable them to solve marketing-related problems in a systematic and expedient way.

Media Economics

In the Information Age, media is everywhere. This course will help to make sense of it all, providing insight into the structure of media firms, the nature of their products and how they make money. It also introduces some of the main economic issues affecting the media and addresses some of the most relevant industrial questions surrounding media corporations and markets.

Tourism Management

The module covers Basics of Destination Management, Destination Geography and Destination and Tourism Planning and forms of tourism development and their specific impacts. Screening of environmental, social and economic impacts.

The module provides an overview of the historic development and management strategies of tour operator as well as cruise operator including CSR and sustainable tourism issues and covers distributions ways for operator focusing on state of the art activities such as web- or TV-based channels.

Study and Career Orientation

The students are able to understand the job concept, discuss various aspects of the internship and semester abroad and current developments in the professional environment. They use independent individual and group work as well as case studies to explore different personal aspects in order to plan their further study and career path and select and use appropriate application tools.

Leisure Management

Let’s speak about leisure activities such as sports and culture but from an academic perspective. Students will improve their abilities to identify the role of sports & recreation as well as art and culture for the economy but will observe the impact of both industries on tourism in particular. They focus on the consequences of changes in society and how these impact both fields of leisure management. Students learn how sports and culture effects tourism planning but will also critically analyze and interpret developments, e.g. sports or culture tourism and the role of marketing for leisure activities. Appropriate management strategies will be applied.

Marketing II

Students examine the important issues facing service providers and the successful implementation of a customer focus in service-based industries. Topics include an overview of services marketing; understanding the customer in services marketing; assessing service quality levels and aligning the delivery of services; the people who deliver and perform services; managing demand and capacity; and promotion and pricing strategies in services marketing. On completion of the course, students will be able to integrate course concepts into individual performance to become better customer service representatives in the service environment.

Leadership and Emotional Intelligence

Leadership and emotional intelligence unite knowledge and understanding about emotional and social intelligence with prevailing theories within practical utility. Critical & abstract thinking of current relevant cases & team building measures facilitate application, analysis and evaluation of its holistic and sustainable orientation.

Analytical Statistics

The lecture on statistics covers the basic concepts of data analysis and statistical inference, i.e. how data can be transferred into knowledge. Further, visualization techniques are presented that can be used for management presentations.

Expert-meeting as well as site visits enrich the theoretic fundamentals and contribute to a better and deeper understanding of tourism processes in the everyday world.

National and international excursions are a special feature of the Leisure and Tourism Management program. They are offered in addition to the compulsory period of stay abroad and are part of the study phase.

Excursions serve the exchange of ideas and chats with service providers in the leisure and tourism industry. You get to know practical tasks and problem areas in tourism and gain an insight into various corporate sectors, both national and international.

During the excursions you can gauge the possibilities for internships, thesis topics and jobs and get introduced to valuable contacts in the industry. The best bit is that you get to use the knowledge you have gained during your studies at first hand.

The excursions bind the three competencies that the program aims to convey in a unique way: subject, social and language skills. Every excursion is a unique experience!

Entry requirements

You will be required to have:

  • an honours degree with minimum lower second (2.2) in related academic of business-related subjects or two or more years of professional or industry-relevant experience (proven track record, employers’ letter, professional qualifications etc)
  • a minimum of GCSE grade C/grade 4 or above in English and Maths, or Functional Skills Level 2 (pass)
  • two letters of reference about your suitability to undertake academic studies at master’s level

A full online application will need to be submitted, which includes a detailed supporting statement on why you want to study the course. You should also submit an up-to-date CV and copies of award certificates.

Advanced entry is possible if you hold a Postgraduate Certificate (PG Cert) from a business and management discipline, awarded no more than five years prior to the application date. Accreditation of Prior Learning (APL) for individual modules, (from a business and management discipline), up to 40 credits (with the exception of Research Methodology and Dissertation modules) may also be possible if you’ve achieved those no more than five years prior to the application date. Such applications are also subject to the University’s academic regulations and processes.

Submitting your application will not be a guarantee of admission, and the final admissions decision rests with the course leader.

The module introduces you to financial decision making principles and financial analysis of business performance with examples from Events, Leisure, Tourism, Culture and the broader Creative Industries sector.

The module starts by looking at the role of financial statements in a business and explores how they capture the value of a business. You will develop an overview understanding of fundamental accounting/finance concepts and principles and techniques in relation to financial statements analysis. You will also explore issues of management accounting techniques and examine their use in financial management decision making. You will also discover the key sources of finance for business and understand how to determine the most appropriate financing strategy for a business.

Finally, you will explore links between finance, corporate governance, strategic financial decision making, company value and transactions, using different cases in the context of Events, Leisure, Tourism, Culture and the broader Creative Industries, to illuminate understanding.

Aims of the module: 1. To enable students to develop an overview understanding of financial decision making principles through examples from Events, Leisure, Tourism, Culture and the broader Creative Industries sector. 2. To enable students to critically understand the value and usefulness of financial statements; by focusing on fundamental concepts, principles and techniques in relation to financial statements analysis, through the application of appropriate examples, tools and procedures. 3. To identify issues of financial management and accounting techniques, and how results from such analysis may support the development, measurement and management of decision-making in the context of Events, Leisure, Tourism, Culture and the broader Creative Industries sector. 4. The module presents an overview of the current key issues of Fundraising and Public Relations (PR) in the context of Events, Leisure, Tourism and the broader Creative Industries. This module aims to develop a broad, informed and critical understanding of some of the key and complex issues surrounding fundraising, in UK and worldwide. It also examines some key contemporary issues, theoretical and practical perspectives in PR at both national and global levels. Both underpinned by current academic and professional research in Fundraising and PR, to aid students to gain insights into contemporary, academic and applied practices. Aims of the module: 1. To enable students to enhance their understanding of the theory and practice of Fundraising and PR in the relevant industry context. 2. To enable students to critically understand and use theoretical and practical skills and tools related with Fundraising and PR in the relevant industry context. 3. This module critically explores issues of marketing management in the context of Events, Leisure, Tourism and the Creative Industries. It covers some of the essentials of marketing management theory and offers a structured approach to identifying, understanding and solving marketing management problems. The concepts, principles and frameworks examined in the module apply nationally and internationally to a wide range of organisations and sectors, with a focus in core Events, Leisure, Tourism and the Creative Industries activities. This core module supports the development of the learner through their engagement with marketing management theory and further develops their prior relevant skills through the application of theory to practice. It also prepares for and develops an organisational level leadership and/or management role in marketing management. The module draws on a wide-range of academic research and professional experience. It introduces some of the core marketing management concepts and encourages students to develop a critical, analytical approach to solving work-based marketing management issues. Students should be able to develop an awareness of different theoretical perspectives to explore the complexity of marketing management work as rigorously as possible. The module provides an overview of current academic research, practical industry examples and work-based issues. It encourages students to reflect on current practice and on the role of marketing management in the Events, Leisure, Tourism and the Creative Industries sectors. Aims of the module: 1. To enable students to enhance their understanding of the theory and practice of marketing management in the relevant industry context. 2. To enable critical understanding and deploy theoretical and practical marketing management tools applied to contemporary challenges in the industry. 3. The module critically explores current issues of project and quality management in the context of Events, Leisure, Tourism and the Creative Industries. Managers and executives at all levels within the Creative Industries sector typically manage projects and deal with quality management issues. The module covers essential concepts and offers key knowledge, skills and a structured approach to identifying, understanding and solving some of the issues of project and quality management. The concepts, principles and frameworks covered, apply both in the UK and internationally, to a range of organisations and sectors, focusing on Events, Leisure, Tourism and the Creative Industries. Aims of the module: 1. To enable students to enhance their understanding of the theory and practice of project and quality management in the Events, Leisure, Tourism and Creative Industries context. 2. To enable students to critically understand and use, theoretical and practical skills and tools, which apply to project and quality management business challenges in contemporary Events, Leisure, Tourism and the Creative Industries. 3. To equip them to critically discuss issues and make appropriate choices, based on project and quality management observations and recommendations that are applicable to their sectors, organisations and brands. 4. To stimulate students’ critical awareness of academic theories and current professional practice, and their ability to apply theories and tools to the practice of project and quality management in their current and future career settings.

This module provides you with the opportunity to work on specific business issues that organisations are facing. Utilising your competences of handling and managing business challenges, starting from problem identification and concluding with solution-related recommendations, thus encouraging research into real world business issues impacting organisations. Useful and applied business research, like useful reflection, leads to change. To that end, students will be encouraged to take a pragmatic approach to their research, seeking always to create actionable conclusions of value to business managers, owners and entrepreneurs. The aims of the module are to: 1. Foster a critical awareness and deep interest in a management/business issue or topic associated with their subject specialist area and to combine knowledge and analyses acquired in modules to explore that topic in depth 2. Enable students to produce a full business research report and a management summary on an appropriate topic to a professional and engaging standard that provides the basis for action. 3. Encourage reflection to critically evaluate the success of a business-related project and assess personal competence in the light of current knowledge and skills. 4. Build each student’s knowledge and confidence in their chosen subject to facilitate employability. The expectation is that students will undertake research in areas of interest to them that is in context to their chosen programme and that develops knowledge and skills that support employment. Examples of possible areas of research include: • Evaluation of an opportunity to enter a new market e.g. is it feasible for a low cost airline to enter the market in Brazil? • Evaluation of a specific firm’s strategy and performance e.g. how is Ford responding to the advent of electric vehicles, driverless technology and ride sharing? • Analysis of the impact of technology change on a company, industry or sector e.g. how will driverless technology and ride sharing impact on car ownership? • Analysis of trends to create potential strategic scenarios for a firm or industry e.g. what are the future scenarios for law firms in the light of the adoption of AI? • Analysis of competition in a specific market or industry e.g. global competition in the rapidly growing e-bike industry • Identifying solutions to a specific business problem e.g. with a small or medium sized business e.g. what needs to be done to grow the business to the next level • Analysis of disruption in an industry and the implications for a specific incumbent e.g. how should a black cab driver respond to Uber and other ride sharing platforms? • Analysis of the effect of government intervention in a particular industry e.g. the current trade dispute over subsidies to Boeing and Airbus • Response from Banks and FIs to the changing customer interaction and business landscape in the post pandemic era

This module provides students with the opportunity to undertake research projects on specific research questions related to their course.

Students will critically investigate issues cognate to their programme of study. The aim will be to make proposals or recommendations for the future and / or a contribution to extant theory.

Students are expected to utilise appropriate investigative techniques and standards of data collection and analysis as they write their postgraduate research-based dissertation.

The dissertation will be 10,000 words in length.

The dissertation module has the following aims:

1. To facilitate a detailed investigation of one area or topic within the subject field;

2. To develop a thorough analysis and synthesis of theory, policy and practice in relation to the chosen topic;

3. To provide an opportunity for critical reflection on the research topic.

The expectation is that students will undertake research in areas of interest to them that is in context to their chosen course; the research supervisor will be allocated by the subject area within which the course is located.

This module is one of three triple-weighted module alternatives open to students (alongside the dissertation and the consulting report). The module provides you with the opportunity to showcase your professional skills in the execution of business-related tasks and experiential learning in the form of a work placement. When executing business tasks, successful practitioners are able to critically evaluate organisational matters and apply their knowledge to contribute strategies, ideas, recommendations and solutions that add value to their organisation. Furthermore, successful practitioners actively develop and shape their own behaviour, capabilities and identity. By critically reflecting on their experiences in work, they are able to develop their own capabilities and skills, and have the ability to understand how they personally add value to an organisation. It is the development and application of these capabilities in a professional context that is explored in this module. The 1st week of the yearlong Workplacement programme will introduce students to the module and to the first task, the production of a substantial management report that helps to investigates a specific organisational opportunity or issue. This is a significant independent project, where you determine the subject to be investigated and the methodology to be followed. Your project is an ideal opportunity to seek out and draw upon a wide range of knowledge, and for you to demonstrate how this underpins any final conclusions and recommendations. Your project will help you demonstrate your ability to think and act independently when executing a complex and challenging task. The remaining period of the module is spent in the work placement with an employer, which you will have secured during your time on programme (or before). This practical experience will allow you to explore and test your own professional competence in a specific working environment. You will maintain a Professional Development portfolio of your experiences and will, ultimately, be able to articulate your understanding of how you personally add value in a professional context. Again, you will be expected to draw on a wide range of knowledge to help evaluate and explain your experiences. Educational Aims This module aims to:

• Allow you the opportunity to carry-out an in-depth project where you can integrate the knowledge and professional skills you have gained throughout your programme. • Ensure you are able to identify and utilise different types of knowledge to influence your thinking or action. • Help you develop robust business research skills and an ability to formulate new ideas and solutions through the analysis of primary and/or secondary data. • Allow you to explore your own skills, character and identity within a professional environment and to identify key attributes that will aid long-term success in your chosen career field. • Facilitate your development of good reflective practice, ensuring models and concepts can be used effectively in the critical evaluation of your performance. • Ensure you learn how to integrate knowledge, experience and reflective practice to continually develop your professional skills and competence.

Those studying on a Student Visa will only be able to complete a work placement if it meets UKVI monitoring requirements including: approval of the placement dates and hours by the Placement Officer prior to starting the placement, submission of weekly timesheets for the hours undertaken, signed by their line manager/supervisor and continued engagement with the Placement Officer as well as the International Student Support and Compliance Team.

This module will focus on the concept of e-commerce within aviation management and the impact of the digital age will continue to have on the strategic activities of airlines and airports. The start of the e-commerce revolution was back in 1995 with the first innovators including Alaskan Airlines and British Midland developing their first website booking engines. Since this time the global online travel sector has grown to generate more than half a trillion dollars in revenue.

Airline e-commerce in all its forms is projected to grow significantly as we move into the 21st century. The ‘e’ story is about the continuing evolution of internet-based technologies and the proliferation of new internet-based applications. This development is shifting and enhancing the power of consumers and airlines to a more direct relationship and minimising the power of the intermediaries (travel agents). A particular focus on the new types of airlines and airports that are exploiting the e-commerce agenda and how the legacy carriers are having to adapt to these new sales and marketing dynamics.

The field of corporate social responsibility has practically transformed our world and reoriented the way corporate entities conduct and perceive their operational activities. Corporate managers and those who represent corporate entities are expected to always behave ethically. Modern societies now expect that solutions to our social and environmental problems cannot only be the prerogative of nation governments, businesses of the 21st century have a lot to contribute when finding solutions to these problems. The demands modern stakeholders put before corporate entities have continued to increase; tomorrow’s managers need to know how to meet these demands. Some scholars have in fact argued that corporate social responsibility has drawn our attention to some of the excesses which globalisation has brought unto the corporate scene in the 21st century. We have seen some unacceptable practices which have accompanied globalisation and consequently made the job of CSR and what it advocates much more difficult. Many things have been made a lot more challenging for everyone because of this. We cannot ignore the adverse impacts of these excesses. There are several unacceptable practices in the form of injustices and human rights abuses, extreme poverty in several nation states both - emerging and even some advanced nations, environmental degradation, some irresponsible and reckless practices by some corporate leaders and terrorism on a very large scale. In recent years, a number of social, economic and environmental problems have continued to cause concern to us all, for example, climate change, waste management and irresponsible use of our depletable resources just to mention a few. Sustainable Development is a buzzword in CSR; both corporate and individual citizens still need to demonstrate that we are serious in executing what sustainable development means to us, what it requires from us all and how the needs of future generations of all inhabitants of this planet would be sustainably met; these are issues tomorrow’s managers would need to know how to embed in corporate strategies. This module aims to lay the foundation on how modern managers should address these and other CSR related issues.

The aim of the module is to prepare students to lead and develop people in a complex international environment, to build high performance teams and to create a productive work environment and culture. Over the course of the module, you will learn from relevant contemporary research, theories, and examples of business practices both past and present. Management and leadership go together in business organisations, with managers typically expected to lead others as part of their role. The module will examine the roles and responsibilities of manager and leader, and the demands on these roles in international, digitally enabled businesses.

Critical to the value of the module is the encouragement of continuous learning and reflection in order to be effective in a changing world. You will have the opportunity to assess their own capabilities using Strengthscope.

The aim of the module is to ensure that students will:

  • understand the role of business leaders and business managers in creating successful business organisations, cultures and working environments
  • have the necessary knowledge of leading, motivating and developing to enable them to take on a management role successfully
  • be able to evaluate their own capabilities and skills in relation to managing themselves and leading others
  • be equipped to assess the challenges associated with workplace change and make a valuable contribution to the management of change.

Operations and Technology Management is core to two MSc Pathways, MSC International Business Management and MSC International Business Management with Project Management.

A business adds value through its operations, but only in combination with others in the value network or eco-system, critically linked by the use of technology. Matching internal operations capabilities to changing market (and regulatory) requirements, whilst responding to a tidal wave of data from suppliers, customers and digital platforms involves operations in strategy, design, planning and control, supply chain, improvement techniques like lean but also the technology to connect and join up the dots to capture value.

The module aims to equip students with a broad understanding of operations and technology management that will make them stand out from their peers through being able to grasp how value is being created. The potential for AI and robotics to further increase the use of technology in the operational domain is already clear, whether using AI in legal processes or in robots that flip burgers, an understanding of the links between technology and operations is critical for anyone aspiring to be a business manager, owner or entrepreneur. Analysis is the core of the module, for example through process mapping, and problem solving using both case studies and other active learning exercises.

On successful completion of this module:

  • You will understand the basis of the value Operations and Technology Management creates in any organization in any sector
  • You will be able to recognize the key concepts and principles of operations and technology management that need to be implemented to support that value creation approach.
  • You will be able to critically assess various techniques of product, service design and improvement, deploying a contingent approach to what works best and where
  • You will be able to apply appropriate Supply Chain Management techniques in the light of your new knowledge of the scope (and management of) of inter-organisational co-operation
  • You will be able to evaluate the necessary trade-offs that have to be made between operations management performance objectives and achievable performance

In this Diploma course, Students will be introduced to the study of business related to travel, tour operations and events and will familiarize with the services provided such as transportation, accommodation and entertainment for the local as well as the international market. Recognising market demand, the Moscow City Tourism Committee organized a conference for representatives of the Indian MICE industry, to introduce them to the tourism strengths of the Russian capital. MICE stands for Meetings, Incentives, Conferences and Exhibitions, and is a type of tourism in which large groups, usually plan things well in advance.

The event took place on April 19 in Delhi and brought together over 100 participants from MICE agencies of both countries, corporate customers, representatives of the travel industry in Moscow, Aeroflot and the Indian branches of Sberbank. Business tourism is one of the most promising directions for Moscow.

In 2023, the capital was visited by 3.7 million business tourists - 7 per cent more than in 2022. And India remains one of the leaders among visitors from non-CIS countries in terms of the number of business travellers. "The Russian capital as a centre of business tourism and corporate events is already an established and a strong brand in the international arena," commented Anastasia Popova, Deputy General Director for International and Industry Cooperation of Project Office for the Development of Tourism and Hospitality in Moscow.

"Now our task is to demonstrate to our Indian partners all the possibilities of organizing high-value MICE events in Moscow in combination with already proven tourist programs," said Popova. At the Shaping MICE Future Conference, industry experts from Russia and India pronounced statements and speeches on the future of MICE events in these two countries, a presentation of the MICE potential of Moscow was showcased, and an analytical report on the state of the outbound MICE market in India was presented to the visitors.

During the panel discussion, participants assessed the current status and interaction peculiarities with the MICE market in India and developed recommendations for the MICE industry in Moscow during the general brainstorming session. Representatives of the Indian MICE industry participated in B2B negotiations to find new cross-partners in the Moscow business environment and among representatives of the hospitality industry.

Representatives of the MICE industry took part in the event from Moscow. Among them were DMC (Grand Rus, Academservice, Headed Goose, Satguru Travel, Isba Rus, Hug the Bear, Mellenium Group) as well as representatives of other partners interested in the development of MICE cooperation between Russia and India: Global transfers provider i'way and hotels Edge Seligerskaya and Edge Vinogradovo Moscow by Rotana.

"In 2024, we have witnessed a significant surge (more than quadruple) in the demand for transfers by Russians visiting India, both for business and leisure purposes. Muscovites are leading the trend, with 80 per cent of transfer bookings originating from the capital since the beginning of the year. Additionally, we observe a growing interest from Indian tourism agencies in exploring Russia, resulting in a substantial increase in our collaboration," commented Dmitriy Saraykin, co-founder of Global Transfer Provider i'way. The Shaping MICE Future conference allowed the Moscow City Tourism Committee to form a pool of MICE industry representatives in Moscow to prioritize incoming requests for events and clarify India's requirements for business and corporate events to build mutually effective work. Indian colleagues received up-to-date information about Moscow as a safe and attractive MICE destination and were able to find potential partners among representatives of the MICE industry of the Russian capital and were able to present the MICE market in India.

"The event served as a remarkable platform for fostering meaningful dialogue and collaboration within the tourism industry. The event provided us with invaluable opportunities to engage with key stakeholders from the tourism department, as well as tour operators and service providers. The insights gained during the event underscored the Moscow City Tourism Committee's keen interest in the Indian outbound market, and we are optimistic about the promising prospects for Moscow as a destination, particularly in the post-pandemic landscape. Dubbo Regional Council (DRC) met on Wednesday 24 April 2024 at 5.30pm in the Wellington Council Chambers for the April Ordinary Council Meeting. The following outcomes were made:

Councillors adopted the minutes from the above meetings, with the exceptions:

2024 LOCAL GOVERNMENT ELECTION UPDATE: Dates have changed since the original report following a circular from the Office of Local Government. An alternative motion with new dates was adopted.  

NOTICES OF MOTION :

RENAMING OF THE LEGACY SHARED PATHWAY: Councillors decided that a community engagement process will be undertaken to develop options for the formal naming of the infrastructure that was delivered as the ‘Legacy Shared Pathway’. The Chief Executive Officer will provide a report to the August 2024 Ordinary meeting of Council for the determination of an official name of the new shared pathway.

REPORTS FROM STAFF:

DRAFT 2024/2025 BUDGET, OPERATIONAL PLAN AND ASSOCIATED DOCUMENTS: Council endorsed public exhibition of the draft 2024/2025 Budget and Forward Budgets for 2025/2026, 2026/2027 and 2027/2028, including Capital Expenditure, as well as the draft 2024/2025 Delivery Program and Operational Plan, and associated documents.

The documents will be on public exhibition from Wednesday 1 May 2024 until 9am Monday 3 June 2024.

A report will be provided back to Council following public exhibition and consultation, addressing the outcomes of the public exhibition.

ORGANISATIONAL SUSTAINABILITY REVIEW AND IMPROVEMENT PLAN: Council endorsed public exhibition of the draft Organisational Sustainability Review and Improvement Plan. The document will be on public exhibition from Wednesday 1 May 2024 until 9am Monday 3 June 2024. A report will be provided back to Council following public exhibition, addressing the outcomes of the public exhibition.

LEASE OF 139 DARLING STREET TO THE MACQUARIE CONSERVATORIUM UPDATE:  After formal advice that the Macquarie Conservatorium would not be taking up the lease, Council resolved to put the property on the open market for commercial lease. 

DELEGATION OF AUTHORITY TO STANDING COMMITTEE – DRAFT INFRASTRUCTURE CONTRIBUTIONS PLAN – NORTH-WEST URBAN RELEASE AREA: Council resolved to delegate authority to the Infrastructure, Planning and Environment Committee to make a legally binding resolution in relation to placing the draft North-West Urban Release Area Infrastructure Contributions Plan on public exhibition when it is presented at the 9 May 2024 standing committee meeting.

BULKY WASTE SERVICE TO COMMUNITY: Council endorsed the implementation of a 12-month trial period for transitioning to a pre-booked annual Bulky Waste Collection Service model.

A communications plan will be developed to inform the community about the transition, with the goal of implementing the trial starting 1 July 2024.

OUTCOME OF EXPRESSION OF INTEREST – 2024 DREAM FESTIVAL: Council approved the re-opening of the EOI process from 9.00am Friday 26 April 2024 until 5.00pm Thursday 2 May 2024.

The CEO will assess the applications and should a suitable applicant be determined, move toward formalising the arrangement through a Funding Agreement as per the conditions set out in EOI.

Additionally, Council delegated authority to the Cultural and Community Committee to determine the successful applicant in May 2024.

CAMERON PARK TOILETS: Council determined to put the identified options for additional toilets in Cameron Park as part of the Draft Budget and Operational Plan consultation process. Additionally, it was determined that the options and costings of opening up the current toilet facilities of the Library and the Café and Cultural Centre for the public be included as part of the Draft Budget and Operational Plan consultation process.

DUBBO AQUATIC LEISURE CENTRE – REFURBISHMENT AND UPGRADE OF 50 METRE POOL AND WATER SLIDE PLANT ROOM: Council resolved to proceed with the Dubbo Aquatic Leisure Centre refurbishment and upgrade to the 50-metre pool and water slide plant room.

It was also resolved that an Extraordinary Meeting of Council be held in late May to consider the awarding of the tender to proceed with the refurbishment of the Dubbo Aquatic Leisure Centre’s Plant Room.

REVIEW OF COMMUNITY COMMITTEES – GUIDING PRINCIPLES: Council adopted the four Guiding Principles of ‘Engage actively and respectfully’, ‘Openness, inclusivity and encouragement’, ‘Commitment to Community’, and ‘Adaptability’, for its community consultative committees as outlined in the report.

The incoming Council will be provided with a summary and feedback following the implementation of the Guiding Principles.

AMENDMENT TO COUNCIL POLICY – PUBLIC INTEREST DISCLOSURES AND INTERNAL REPORTING: Council adopted the new Public Interest Disclosures and Internal Reporting Policy.  

COUNCIL POLICY – PRIVACY MANAGEMENT PLAN – RESULTS OF PUBLIC EXHIBITION PERIOD: Council adopted the Draft Privacy Management Plan for the purpose of Public Exhibition, with a further report to be provided to Council post Public Exhibition. The Draft Privacy Management Plan will be provided to the Privacy Commissioner.

EXECUTION OF PLAN OF SUBDIVISION – KESWICK ESTATE: Council resolved that the Plan of Subdivision of Lot 200 in DP1280301 be executed.

QUESTION ON NOTICE – RESCISSION OF LAND SWAP – DUBBO RSL MEMORIAL CLUB LTD: Council staff provided a verbal update to a Question on Notice from Councillor Josh Black calling for information on staff hours expended on the project of potentially purchasing the site of the former Dubbo City Bowling Club, as well as information on other expenditure this project has incurred.

QUESTION ON NOTICE – FUNDING STRATEGY FOR GRANT APPLICATION FOR THE WIRADJURI TOURISM CENTRE: Council staff provided a verbal update to a Question on Notice from Councillor Josh Black Regarding funding the Wiradjuri Tourism Centre with an internal loan of $2.2 million plus forgone interest of $501,732, with staff highlighting the other significant capital projects over the next two years that are already funded via internal borrowings.  

CONFIDENTIAL:

PROPOSED LAND ACQUISITION – LOT 101 DP 1286114 HENNESSY DRIVE DUBBO: Council resolved to pursue the purchase of Lot 101 DP 1286114 to the maximum value as outlined in the report.

PREPARATION OF A FEASIBILITY STUDY INFORMING MAJOR UPGRADES TO JOHN GILBERT WATER TREATMENT PLANT – PROPOSED ENGAGEMENT OF NSW PUBLIC WORKS: Council will directly engage NSW Public Works under the provisions of Section 55 (3)(b) of the Local Government Act 1993 for $250,360 (excluding GST).

BURRENDONG WAY SAFER ROADS PROGRAM – BITUMEN SPRAY SEALING TENDER: Council awarded the contract for the provision of bitumen spray sealing services for the Burrendong Way Safer Roads Program to Countrywide Asphalt and Civil in accordance with Local Government Act 1993 Section 55 (3) for the amount of $366,590.85 (incl GST).

TENDER FOR DESIGN AND CONSTRUCTION OF BURRENDONG 1 AND MOLONG STREET BRIDGES: Council awarded the contract for the Design and Construction of Burrendong 1 and Molong Street bridges to Saunders Civilbuild Pty Ltd in accordance with Clause 178 (3) of the Local Government (General) Regulation 2021 for the amount of $1,794,114.51 (incl GST).

KINTYRE HEIGHTS UNAPPROVED CLEARING – BACKGROUND AND LEGAL ADVICE: In relation to unapproved clearing which breaches conditions of consent D2018-637, Council resolved to accept a legally enforceable 20-year Rehabilitation Management Plan with a commitment from the applicant to dedicate the open space to Council at the end of that time, with no offsetting of Open Space Contributions, to be agreed upon by 31 July 2024

In the event that this does not occur then Council reserves the right to proceed with prosecution.

TENDER FOR SHARED PATHWAY PIONEER PARK, WELLINGTON: Council awarded the contract for the installation of the shared pathway at Pioneer Park, Wellington, to Matt Redfern Constructions in accordance with Clause 178 (1) of the Local Government (General) Regulation 2021 for the price of $327,720 inc gst.

TENDER FOR IRRIGATION SYSTEM RENEWAL FOR JOHN MCGRATH FIELDS: Council awarded the contract for the Irrigation System Renewal for John McGrath Fields to AquaWest Pumping and irrigation Specialists, in accordance with Clause 178 (1) of the Local Government (General) Regulation 2021 for the price of $291,280 inc gst.

PROPOSED ACQUISITION OF LAND FOR THE RIVER STREET WEST COLLECTOR ROAD PROJECT – BUNGLEGUMBIE ROAD ROUNDABOUT: Council approved the compulsory acquisition of 1,409m2 from Lot 59 on DP753233 and 303.9m2 from Lot 582 on DP595112, pursuant to s177 and s178 of the Roads Act 1993 (NSW), and upon acquisition, classify the land as operational land.

QUOTATION FOR THE RENEWAL OF THE DEBT RECOVERY SERVICES CONTRACT: Council awarded the contract for the provision of Debt Recovery Services to Recoveries and Reconstructions (Aust) Pty. Ltd for $376,854.00 (excluding GST).

PEOPLE CULTURE AND SAFETY QUARTERLY METRICS REPORT: Council noted the information contained within the report of the Manager People Culture and Safety dated 15 April 2024.

VALUE TO NEGOTIATE WITH THE DUBBO RSL FOR THE OLD DUBBO BOWLING CLUB UPDATE: Council resolved to sell Land Lot 102 on DP1301426 (Keswick Land), being 3.3ha of Lot 200 on DP1280301 to Dubbo RSL Memorial Club Ltd or an associated entity for $1.5 million.
