How to get an Invitation Letter for China Visas

February 14, 2023 By Josh Summers 10 Comments

Do you need an invitation letter for China tourist or business visas? The short answer is…it’s complicated. Allow me to walk through what you need to know, how to get a China visa invitation letter as well as some workarounds for this sometime absurd government requirement.

China visa invitation letter

If getting a visa to visit a foreign country wasn’t already complicated enough, China makes it even harder by sometimes requiring an invitation letter.

They are among many countries that require an invitation letter for both a tourist and business visa.

So how does the Chinese government expect travelers to China to secure an invitation letter if they don’t know anyone in the country? Well, I just so happen to have both tourist and business China visas in my passport .

Let me fill you in on what you need to know about the requirements behind the China visa invitation letter for both the tourist and business visas.

*Note* Some of the links in this article are affiliate links, which means that at no extra cost to you, I may be compensated if you choose to purchase a service listed below.

How to Get an Invitation Letter for China Tourist Visas

Let’s start by discussing how you can get an invitation letter for China tourist visas, which must come from a tourist group, company, education institution, or person within China .

Travelers on the Great Wall of China taking a photo with their mobile phone

If you know someone who is Chinese and lives in China or a foreigner living in China with a valid residence permit, then they can write the invitation letter for you.

But most of us are likely traveling to China without knowing anyone in China. So, should you be traveling to China as part of a tour group or educational institution for the duration of your entire trip, the organization sponsoring your trip should provide you with the invitation letter to support your visa application.

For travelers planning on a DIY trip to China, getting a letter of invitation is a bit more complicated.

If at any point on your trip you plan on taking a guided tour or trip, I’d reach out to the organization and see if they can provide you with an invitation letter for your China travel visa.

Buy the bestselling China travel handbook on Amazon

But I’d expect an additional fee if they support this service. FYI, don’t expect the host of your Airbnb in China to write you an invitation letter.

But my honest opinion is, if you don’t have a sponsor for your China travel visa, I’d use the workaround I discuss below as it’s much easier and less hassle .

How to Get a China Travel Visa Without an Invitation Letter

If you’re planning a DIY trip where you don’t expect anyone can provide you a Chinese visa invitation letter, you’re still in luck.

Another way to get your China tourist visa is to submit an itinerary instead of an official invitation letter that includes:

  • A round-trip ticket from your home country to China and back.
  • Hotel booking reservations during the window of your flight itinerary.

Sound expensive, inconvenient, and completely contradictory to your plans? I’m with you on this one.

But at least the Chinese government won’t hold you to keeping the itinerary you submit with your visa application. After submitting your application, simply cancel your flight and hotel reservations.

But I’d check out my creative workaround tips on this before booking anything and also purchase travel insurance as well just in case.

How to Get an Invitation Letter for China Business Visas?

A China Business Visa, also known as an M visa, is for folks visiting China for commercial or trade activities such as visiting clients or places of business, attending trade fairs, and signing business deals.

Business in China

For a China business visa, you must submit an invitation letter with your China visa application . There are no workarounds where you can submit an itinerary instead.

The letter can come from a Chinese trade partner, a Chinese business, or a Chinese trade fair that you would want to attend.

Note: that the entity must be Chinese.

Should you reach out to someone asking for an invitation letter, it needs to include the following info:

  • Your full name, gender, date of birth, etc.
  • Details on the purpose of your visit, arrival and departure dates, and places you plan to visit.
  • Info on how you and whoever is inviting you got to know each other.
  • How you’ll finance the trip.
  • Lastly, the invitation letter also needs to include the inviting entity’s contact info (e.g. name, telephone number, address, signature, etc.)

Unblock the Chinese internet with ExpressVPN

One last important piece of information is the invitation letter needs to be approved by the government bureau in the inviting entity’s city of business.

Otherwise, the Chinese embassy or consulate won’t process your application for an M visa.

Pro Tip: Getting an invitation letter for China business visas can be a confusing and lengthy process depending on the inviting entity you work with. Before getting too deep into the weeds on this, I’d start by seeing if you’re eligible for a travel visa to make things easier on you.

Final Thoughts | China Visa Invitation Letter

Travelers like yourself may wonder how you will get an invitation letter for China visas should you not know a single person living in China. Luckily, if you’re not traveling with a travel group or school, you can always submit a travel itinerary instead.

Folks applying for other visas like a China business visa, however, will still need to submit a government stamped invitation letter with your visa application.

Some final parting words of wisdom are to also check out my guide on applying for a China travel visa for 2020 as well as read up on my partner services that can help you through the process at a discounted fee.

Applying for a visa to any country can be quite the hassle and having someone to help you through it can save you lots of stress!

It’s just a regular form letter that includes their information, where they live, how long they plan to host you and a copy of their ID card.

It will be difficult for me to obtain an invitation letter and I don’t want to plan my itinerary in advance. Do you think it will work if I book a retour train ticket from Hong Kong to Shenzhen and a hotel for the time that I would theoretically be in Shenzhen? And cancel the hotel after I obtain the visa and to don’t enter China via the Hong Kong border?

March 13, 2020 at 1:55 am

You can, although usually they don’t accept train tickets (at least in the past they haven’t). You might need to book/cancel a flight to make this work.

I work and live in UAE and I am associate Professor. Still it is hard for me to get tourist visa for China.

Can you guide me how it can be possible ??

May 5, 2021 at 1:43 am

Right now, it is pretty much impossible to get a tourist visa. Once things open up, you’ll have to connect with a travel agency to get an invitation letter.

The invitation Letter for Visa is written by the applicant’s host and needs to be submitted to the embassy or consulate for securing the visa. It is important for successfully applying and securing a Chinese Visa , whether tourist or business. The Chinese invitation letter should be prepared beforehand and submitted along with the other documents for getting Visa.

Therefore, the Chinese invitation letter is addressed to the applicant or the consular officer.  It confirms that they will be hosting the applicant during their stay in China where the host themselves are residing in abidance. So, a thoughtfully and well-prepared invitation letter significantly enhances the chances of getting a Visa.

This article takes a look at the 3 commons types of Chinese Visa and the documents to be prepared, including Visa L, Visa M, and Visa F.

Invitation Letter for China Tourist Visa (L Visa Type)

China Tourist Visa L

The L Visa type or the tourist visa is applicable for people who have been invited or intend to visit China for tourism purposes. A Chinese invitation letter is a major document needed for obtaining a tourist visa to China.

The letter of the invitation typically contains information on the applicants and their trip which corresponds to the itinerary issued by an authorized body or individual.

To increase the chances of getting a visa, the invitation letter should have certain important details and features which are discussed below:

Applicant’s Personal Information

The personal information of the applicant is the most important section of the invitation letter. Details like name, date of birth, gender, passport number along with details like date of issue and date of expiration , nationality, etc. should be clearly mentioned.

Purpose of Travel

The purpose of the travel of the applicant should be clearly written in the invitation letter. Whether the trip is meant for visiting relatives in China or leisure purpose should be stated in the letter.

If an individual is inviting the applicant to China, then the applicants have to provide a copy of such an individual’s identification or proof of residence in China who has invited them.

If such a person is a non-Chinese citizen then the copy of their passport and proof of legal status in China has to be submitted.

If the applicant is being invited or sponsored by an organization then the Chinese invitation letter should contain the seal and stamp of the organization.

If the person inviting the applicant is living in China on a work permit , then the copy of the individual’s residence permit needs to be submitted.

The original copies of the above-mentioned documents should be there as the consulate may want to verify them.

The relationship between the applicant and the inviting individual or body should be stated in the invitation letter.

The complete trip itinerary including the details of the hotels booked, details on the flight tickets booked, etc. should be disclosed.

Scheduled Arrival and Departure Dates

The applicant needs to specify his/her exact arrival and departure dates to and from China.

Sources of Funds

The total spending required for the stay in China and the source of funds needs to be mentioned in the invitation letter.

Information on the Inviting Entity

The visa invitation letter should provide complete details on the inviting entity or the organization.

The name of the entity , address in China , contact details, etc. should be mentioned in the invitation letter. A copy of the passport information page of the entity is also required to be furnished.

Invitation Letter for China Business Visa (M Visa Type)

China business visa M

The China business visa is applied for business-related travel to China . The applicant is generally invited by organizations or bodies for such travel.

The process of writing a Chinese invitation letter for a business visa (M type Visa) is similar to the tourist visa with minor modifications.

Some of the important considerations for writing a Chinese invitation letter for successfully getting a business visa to China are as follows:

Applicant Information

The basic information of the applicant like name, date of birth, gender, nationality, job title, designation in the company, etc. need to be provided in the invitation letter.

The purpose of the travel of the applicant should be detailed in the visa application letter.

Itinerary of Travel

The detailed itinerary like the date of arrival to China, the hotel where the applicant will be staying, the date of departure from China, details of flight tickets booked, etc. should be provided in the Chinese invitation letter.

Expenditure and Sources of Fund

The estimated expenditure for the business trip to China and the source of funds need to be provided in the invitation letter.

Inviting Entity Information

Complete information on the inviting entity like the full name of the office, address, contact details, etc. should be mentioned. Besides, the name of the applicant’s employer may also be provided.

Relationship with Inviting Entity

The relationship of the applicant with the inviting entity has to be furnished in the business visa invitation letter.

Authentication Details

The Chinese invitation letter should contain the seal and stamp of the inviting entity and the signature of the authorized person from such an entity.

Validity Period

The Chinese invitation letter should explicitly mention the validity and type of visa being applied for. The number of entries- single, double, or multiple entries visa- should also be mentioned.

The M type visa invitation letter should ideally be presented on the letterhead of the inviting organization, as it will provide credibility to it.

Sample of Chinese Invitation letter  for VISA M

The quality of Chinese writing ability is very important. The key point is that the letter needs to be written in the Chinese language. This is the example of an Invitation letter for M visa of GWBMA .

Invitation Letter for China Business Visa (F Visa Type)

China Visa F

The F Visa type is applicable for people who have been invited or intend to visit China for communication purposes. That means the purpose of coming to China is to participate in conferences, scientific and cultural exchanges, study tours, and other non-business activities in China.

Generally, the duration of the stay of China F visa is 30 days from the date of entry. If you need a longer duration, you should apply for an extension before the expiration of the visa.

The procedure of Chinese Visa application

Normally, you should visit the Website of the Chinese Visa Application  Centers for Visa application.

Chinese Visa Application Service Centers are located in five continents around the world and exist in the following countries and regions. That means you should find the regions to fill out a visa application form.

Important Features of Chinese Invitation Letter

The following are some important considerations for writing a Chinese invitation letter for getting a Chinese visa.

The Chinese invitation letter should be legible and clear. The applicants should not use fancy and small fonts which are difficult to read.

Conciseness

The Chinese invitation letter should be concise and not use ambiguous language. It should go straight to the point for making a better impact on the consulate. There is no need for unwanted frivolities and explanations.

The applicant has to ensure that he/she has provided all the required information honestly. Any discrepancies found in the information by the consulate may severely affect the chances of securing a visa to China.

Other Considerations of China Invitation letter

The applicant should make multiple copies of the documents being furnished with the visa invitation letter. This will be helpful in the case of documents getting misplaced or lost later.

The consulate may also place a call to the inviting entity for confirming the claims made in the China invitation letter.

It is recommended that the inviting entity is aware of such information and is ready for the call.

Especially, you should know how to apply the PU invitation letter from the Chinese Foreign Affairs Office under the special circumstance of COVID-19.

Yes. At present, you need the PU letter from the Chinese company, please read this article: https://www.baseinshanghai.com/apply-pu-letter-invitation-letter-in-china/

What if you are a permanent resident of China with a dependent under 18. We had to travel to America for the summer for personal business and now cannot get back into China. Since PR don’t need to apply for a new visa hoe does this PU letter assist those in my situation?

If you are in America, and you have been inoculated with COVID-19 vaccines produced in China, you don’t need the PU letter to enter China because you have Permanent residence permit.

China Tourist Visa (L)

Most travelers to China are required to get a China tourist visa, L visa for short, which allows them to travel freely in most parts of China as tourists, assuming that they do not qualify under the  visa-free policies of China . Passports, application form, and documents showing the itinerary or an invitation letter from China are the essential application documents.

In most cases, a tourist can get a single entry L visa with a stay duration of 30 days. UK, US, Canadian, Brazil and Argentine citizens are able to get a 10-year China tourist visa with multiple entries. If travelling with an organized tour group, you might not have an individual visa in your passport.  Instead, the tour group will be issued a group tour visa bearing all the members' names. What to Include in Your Visa Invitation Letter for China

invitation letter for tourist china visa

Figuring out if you need a visa invitation letter is a little tricky. Sometimes you do and sometimes you don't. The rules regarding the application for visas of the People's Republic of China are not always clear but at the time of writing, people applying for tourist visas (L class) or commercial visas (M class) need certain documents or an invitation letter.

So do you need one? It's probably better to have all the documents mentioned by the visa application procedures so as to increase your chances of success.

Documents Required for the L-Class Tourist Visa for China

Documents required by the People's Republic of China when applying for a visa vary by nationality. The following is what Americans holding US passports are required to present as part of their visa application. All visa applicants should confirm the requirements per the Visa section of the People's Republic of China in the country in which they reside.

Per the PRC's Visa Application section on their Washington DC Embassy website , here are the details on what is required relative to the invitation letter.

Documents showing the itinerary including air ticket booking record (round trip) and proof of a hotel reservation, etc. or an invitation letter issued by a relevant entity or individual in China. The invitation letter should contain:
  • Information on the applicant (full name, gender, date of birth, etc.)
  • Information on the planned visit (arrival and departure dates, place(s) to be visited, etc.)
  • Information on the inviting entity or individual (name, contact telephone number, address, official stamp, signature of the legal representative or the inviting individual)

Here is a sample invitation letter that you can use to format your own.

Documents Required for the M-Class Commercial Visa for China

The requirements for a commercial visa are slightly different than that of a tourist visa for obvious reasons. If you are coming to China to do some business or attend some trade fair, then you should have a contact in China with a Chinese company who can help you get the required letter.

The below information is from the Visa Application section of the Washington DC Embassy website :

Applicants for the M Visa Documents on the commercial activity issued by a trade partner in China, or trade fair invitation or other invitation letters issued by relevant entity or individual. The invitation letter should contain:
  • Information on the planned visit (purpose of visit, arrival and departure dates, place(s) to be visited, relations between the applicant and the inviting entity or individual, financial source for expenditures)

What the Letter Should Look Like

There is no set format for the letter. Basically, the information needs to be quite clear with the information stated by the requirements above. The letter does not need to be on any fancy stationary (though for M class visas, company letterhead might be a good idea).

What to Do with the Letter After You Have It

The letter goes into your application packet as part of the documents you will submit to obtain your visa (along with your passport, visa application, etc.) You should make copies of everything so that if something gets lost or the Chinese embassy requires more information from you, you have a backup and record of what you've already submitted.

How to Apply for a China Visa

Planning to visit China, but don't know how to apply for a China visa? We're breaking it down for you with our step-by-step guide, follow the steps and get your China visa efficiently.

The visa information we provide is for reference only. We are a travel agency. If you book a trip with us, we can provide you with an invitation letter when applying for a tourist visa.

1. Find out if you need a visa

The first thing is to check whether you need a visa or not. You usually need to apply for a Chinese visa unless you meet one of China's visa-free policies . 72- and 144-hour visa-free transit offer great convenience if you have a layover in China.

2. Find out which visa you need.

There are many types of China visas. Choose a visa type that applies to your situation. If you are planning to go on a vacation in China, apply for a Tourist Visa (L Visa).

3. Prepare the required documents.

The following list of documents are required for any China visa application:

  • A valid passport. Your passport must be valid for at least 6 months when you enter China.
  • A complete visa application form (The visa application form can be downloaded from the Chinese embassy website or from our website. You complete it by computer, print and sign it. In some countries such as UK you should complete an online form . On the form, you might find an item "Serial number of invitation letter of the authorized organization", you may skip this item if you don't have an invitation letter, or the invitation letter is not of this type.)
  • A recent passport-type photograph (head and shoulders only, front view, with a white background, approximately 48mmx33mm)

Along with the aforementioned generally required documents, several additional documents are required depending upon the type of China visa applied for.

For instance, if you are applying for a tourist L visa , you need to prepare an air ticket booking record (round trip) and proof of a hotel reservation OR an invitation letter issued by a Chinese travel agency. ( An invitation letter could be provided by us without extra charge if a China tour of 3 days or more is booked .)

An invitation letter can replace the air ticket and hotel booking if you are planning to stay with friends or family who live in China and can't provide the hotel confirmation, or if your travel is being organized by a travel agency (or other duly authorized organization) in China . We can provide you with the invitation letter if you book a tour with us.

4. Submit the application.

You may submit the application to the Visa Office at Chinese embassies or consulates, or China Visa Application Service Centers (also called CVASC) if they are operating in your country.

Starting from 2018, visa applicants from more and more countries (including the U.S., the UK, and Canada) have to make their visa application in person and have their fingerprints collected .

The regular service processing time is 4 days, and the rushed service takes about 1 day. The latter is only available in extreme emergencies pending a consular officer's approval.

5. Pay the fee and collect your visa.

Go to the place where you apply for a China visa, pay the fee, and collect your visa.

The fees vary enormously depending on your nationality and number of entries. Here we listed China visa prices for some countries for your reference. It may change based on the updated policies.

The fees shown in the table are only for the cost of visa. If you apply through the Chinese Visa Application Service Center, the service fee and tax are required.

When to Apply for a Visa

It is important to get your visa early, but not too early because it is only valid for 90/180 days for single/double-entry visas from the issue date.

It is usually recommended that you apply for the visa one or two months before the intended travel .

Apply for Special Permits, If Necessary.

If you are planning on traveling to the Tibet Autonomous Region, you will need to get a Tibet Travel Permit from a Chinese travel agency. As a travel agency based in China for more than 20 years, we can help you apply for the Tibet Travel Permit.

It Just Got Easier for Americans to Visit China—Here's What to Know

By Matt Ortile

Image may contain Architecture Building Housing and House

I was recently applying for a new passport, dreaming of all the new stamps and visas I’d collect, when I wondered: “Can Americans travel to China?” As it turns out, some recent policy changes out of Beijing have made it easier than ever to marvel at the Great Wall of China , take in the cosmopolitan bustle of Shanghai , and devour spicy Sichuan -style dishes at the source.

As of January 1, 2024, US travelers applying for tourist visas to China are no longer required to present proof of roundtrip tickets for travel, hotel reservations, or specific itineraries. The development came after a declaration in December by the Embassy of the People’s Republic of China in the United States that states both countries mutually agreed to simplify the visa process in an effort to “facilitate people-to-people exchanges between China and the United States.”

To learn more about how US passport holders can travel to China, I reached out to travel specialists with deep expertise in tourism in China and Asia more broadly: Mei Zhang, the founder of WildChina and a member of Condé Nast Traveler ’s Global Advisory Board ; and Catherine Heald, co-founder and CEO of Remote Lands , a luxury travel advisor specializing in destinations throughout Asia.

Here’s what you need to know about traveling to China with a US passport in 2024.

Can Americans travel to China?

Yes, Americans can travel to China for tourism purposes. The country previously upheld travel restrictions due to the COVID-19 pandemic, from early 2020 to March 2023. At the time, a quarantine period was required of anyone who entered the country; additionally, Zhang of WildChina explains, flights between the United States and China were extremely limited, and so tickets were prohibitively expensive .

Interest in travel to China has increased in recent months, says Heald of Remote Lands, thanks to the new visa application rules that have come into effect in 2024: “Even when the country opened, obtaining a visa was somewhat difficult, so it did not really see an influx of travelers from the US until this year.”

What kind of visa do I need to visit China?

US passport holders need a visa to visit China, obtained in advance of travel, i.e. there is no “visa on arrival” option. Tourist visas valid for ten years and good for multi-entry use must be acquired though a Chinese embassy or consulate, or a visa service. Currently, for US citizens, the cost for a tourist visa for travel to China is $140, whether for single-use or multi-entry use. This is a reduced fee, in effect until December 31, 2024 .

According to the Chinese embassy in the United States, the tourist visa application requirements include: a passport with at least six-months’ validity and two blank pages; a photocopy of the passport’s ID page; a completed application form, filled out online and printed; proof of residence, like a driver’s license or a utility bill; and a completed “ Where You Stay Form ” that attests the applicant is currently applying for a visa from within the US.

Admittedly, the steps are a bit more involved than the path you’d walk (or fly) to countries to which US citizens easily have access, or to destinations that offer visa-on-arrival programs. “When it feels too convoluted to navigate on your own, we recommend using a visa service like CIBT to make it easier,” Zhang says.

If you’re just transiting through China (if you have a 12-hour layover in Shanghai, for example, and want to go into the city before flying to your final stop), you’re in luck: Heald says that in certain Chinese cities, foreign nationals from 54 countries, including the US, are eligible for the 24-, 72-, or 144-hour transit visa-free policies, as long as they stay within certain areas and can present proof of confirmed dates of travel to a third country.

For first-timers visiting China, experts suggest an itinerary that includes one, two, or all three of the Chinese metropolitan triumvirate: Beijing, Xi’an, and Shanghai.

When is the best time to visit China?

Spring and fall are the best times to travel in China, according to Zhang and Heald. “ Summer can be very hot, depending on where you are in China, and also busier than usual, since kids are on summer break and traveling with their families during this time,” Zhang says.

She also recommends to plan travel around the calendar of Chinese national holidays, since travel can be more challenging due to the heightened amount of activity. “The main holidays to avoid are Chinese New Year, the May Day holiday in the first week of May, and Golden Week, which is the first week of October).” It’s a fair point, but if those times are what work for you, don’t let the craze of the crowds stop you. I imagine it would truly be an awesome sight to see, a Chinese city or town celebrating the Lunar New Year .

I’m visiting China for the first time—what city should I visit?

Both Zhang and Heald suggest an itinerary that includes one, two, or all three of the Chinese metropolitan triumvirate: Beijing , Xi’an, and Shanghai. Go for the Forbidden City and the Great Wall in the capital, see the iconic Terracotta Warriors in Xi’an, and head to the Bund for the skyscraper-laden cosmopolitan side of China (where you can stay at the Peninsula Shanghai , an editor-favorite hotel featured on the Condé Nast Traveler Gold List for 2024 ).

If you’re keen to get a little bit of all three—including the Sichuan city of Chengdu—Heald recommends the Classic China tour offered by Remote Lands that highlights some of the country’s most significant historical and cultural sites. (Also: pandas.) Speaking of nature, don’t be afraid to venture out of the cities, if time permits. For getting off the beaten path, Zhang recommends the mountainous province of Yunnan, while Heald mentions that travelers seeking spiritual experiences are going to Tibet (which requires another entry permit).

What else should Americans know before traveling to China?

It’s important to remember that the Great Firewall of China is very real: Websites like Google (including Gmail), YouTube, Facebook, and others are blocked in the country, Heald says, “especially if they touch on sensitive subjects.” She recommends downloading a VPN (virtual private network) to all of your devices before entering China, which allows you to freely use the Internet as usual. “If you do not wish to get a VPN, then plan accordingly and notify any concerned parties that you may be out of touch for a few days,” she says.

Still, China is changing at a rapid pace, Zhang notes. “Some of our recent travelers have described it as stepping into the future .” In the main cities, taxi cars are mostly electric. Sustainability is taking a leading role in development, and high-speed trains connect the entire country, with new rail lines opening regularly. Digital payments have swept every corner of the nation—“everybody from luxury stores to street food carts has a QR code”—and almost no one carries cash or credit cards. Zhang says, “For those who have visited China before, it has changed. And for those who have not visited before, you’re in for something wholly unexpected indeed.”

Visa-free entry to bring more European tourists

Travelers applaud positive change, ease of short-stay visits.

invitation letter for tourist china visa

China decided last week to extend the short-stay visa-exemption policy for citizens of 12 countries, of which 11 are European nations, to the end of 2025. This extension underscores the prospects of China-Europe engagement in the years ahead and will bring a fresh wave of European tourists to China, analysts said.

The nation announced a visa-free policy for five European countries-France, Germany, Italy, the Netherlands and Spain — from Dec 1 of last year to Nov 30 this year, with people from these countries allowed to stay on the mainland for up to 15 days for business, tourism, family trips or transit without a visa.

The visa-free policy was then extended to another six European countries: Switzerland, Ireland, Hungary, Austria, Belgium and Luxembourg, from March 14 to Nov 30 to further boost inbound tourism.

During his visit to France last week, President Xi Jinping said that China welcomes visits by more people from France, and will extend the short-stay visa-exemption policy for citizens from 12 countries, including France, to the end of 2025.

"The recent extension of both the time limit and the list of countries brings a positive outlook for the long run. It alleviates concerns among European stakeholders regarding the policy's duration," said Peng Han, chief analyst for tourism media company Travel Daily.

Travel Daily data shows that the total number of inbound tourists from visa-exempt countries in Southeast Asia such as Singapore, Malaysia and Thailand increased by about 2.5-fold year-on-year during the Labor Day holiday. In contrast, inbound tourism from Europe as of this year stood at only 30 percent of 2019 figures.

According to Peng, European operators typically formulate outbound tourism plans for the following year in June and July, and decisions on whether to engage with Chinese products hinge on whether they receive a clear answer in time.

"Will China's visa-free policy for European countries continue next year, or will it be discontinued? The industry has been keeping an eye on long-term China-Europe relations and the continuity of the visa policy," he said.

He added that now that China has given a clear answer on opening its door to Europe through successive policies, it signals to the world the promise of a prosperous future.

Although there has not been a sharp rise in the number of European tour groups coming to China till now, the number of independent travelers indicates the upside of the visa-free policy.

Ctrip data said that on March 14 alone, when the visa-free rules took effect, the number of inbound tourism orders from the six newly-added countries more than doubled compared with last year. The number of orders from Belgium, Hungary and Switzerland tripled.

According to data from tour operator Tongcheng Travel, flight bookings to China from European countries on the first visa-exemption list have shown remarkable growth. Since April, there has been a year-on-year increase of over 150 percent in bookings from France, a 110 percent increase from Germany, and nearly double the growth from Italy.

According to the National Immigration Administration, more than 170,000 international visitors entered China visa-free through Shanghai Pudong International Airport in the first quarter of this year, showing an increase of 23.6 percent year-on-year.

Shanghai, one of the top destinations for European tourists, has prepared itself for a surge in inbound tourism.

"The resumption of international flights, the visa-free policy, and the full recovery of business at Shanghai International Cruise Home Port will contribute to the number of inbound tourists arriving in Shanghai, especially free independent travelers," said Zhou Weihong, deputy general manager of Spring Tour, a travel company in Shanghai.

To accommodate the sudden increase of independent tourists after the implementation of the visa-free policy, tour agencies have designed personalized mini-tour products and city walks in Shanghai. They have also established tourism itineraries covering Shanghai, the Yangtze River Delta and other cities, Zhou said.

Voices from visitors

David Huang, a French national who studied at the University of International Business and Economics in Beijing, and who now works for a French chocolate company in Beijing, said that he has applied for both student and work visas in the past.

"The student visa requires at least two months of preparations, including submitting various documents. I also spent more than two months preparing for my work visa after graduating from UIBE.My French friends have heard about the visa-free access, and it is indeed a positive change," he said.

Young French travelers avoid countries that have lengthy visa application procedures, he said, adding that being on a limited budget, paying for airfare only to have a visa application rejected makes little financial sense for them.

"My colleagues in global companies find it much simpler to travel. When organizing events that require inviting foreign guests, we shouldn't have to worry about visa processing time. Two-week visa-free access allows people to explore business opportunities in China."

Laura Carbonell, a sales manager in Toledo, which is about 75 kilometers away from the Spanish capital Madrid, said she visited China in November before the visa-free policy was introduced. Even something like how far away an embassy or consulate is from a potential visa applicant's home can influence their travel decisions, she said.

"I really wanted to visit China to enjoy its culture and scenery. However, Spain has only two diplomatic missions, the embassy in Madrid and a consulate in Barcelona. People like me who reside in other cities are forced to travel long distances to apply for a visa."

For European countries not on the visa-free list, the application procedures have been streamlined. China has been simplifying its entry visa procedures worldwide, including canceling appointment requirements and fingerprints for qualified applicants temporarily. Visa fees for travel to China before December from all countries have also been cut by 25 percent, according to the Ministry of Foreign Affairs.

The Chinese embassy in Washington announced the simplification of the tourist visa application process for United States citizens starting from January 1 this year. US citizens can now enter China for tourism purpose without providing roundtrip air tickets, hotel reservations, itineraries and an invitation letter.

"From the implementation of the visa-free policy for six European countries to recent high-level meetings on optimizing inbound tourism payment services, the future looks promising," Peng of Travel Daily said. "The revival of inbound tourism to its previous peak may simply be a matter of time."

While China is sending clear signals of openness, political factors in the West are casting a shadow over cross-border travel. In March the US said it is "taking steps to impose new visa restrictions on multiple Hong Kong officials", without elaborating on the visa measures or the officials targeted.

Last July the US issued a travel warning against China, advising US citizens to "reconsider" whether to travel to the country for "the risk of wrongful detention". Furthermore, the US has long restricted visa applications for Chinese students for "national security" reasons.

The US narrative has had a significant impact on biased perceptions about China in Europe, the US and other countries, said tourism analysts.

"Our travel agencies agree that a trip to China is the best remedy. When European tourists actually visit China, most of them will revise their preconceptions," Peng said.

"With China opening its door, a firsthand experience will expose the falsehoods spread by some Western media."
