THE SOUTH AFRICA FUNDAMENTAL ATOMIC RESEARCH INSTALLATION (SAFARI-1)

SAFARI-1 is one of a handful of research reactors older than 50 years. It has a unique history that spans the Cold War, apartheid isolation, and the dawn of democracy in South Africa.

The SAFARI-1 high flux research reactor first went critical in March 1965, and has been at the centre of nuclear technology innovation for over 50 years. You can read more about the history of SAFARI-1 by clicking on the tabs below.

1940s & 1950s: Atoms for Peace

South Africa’s nuclear technology programme dates back to the final years of World War II, when Allied powers looked to secure stockpiles of the element uranium for their growing nuclear programmes. South Africa held significant uranium reserves – the metal was a natural by-product of the country’s extensive gold mining industry.

With the post-war political realignments that resulted in what would become known as the Cold War, South Africa (which had set up its own Atomic Energy Board in 1948) was seen as a key strategic partner of the United States and the United Kingdom. In the early 1950s South Africa signed an agreement to supply its entire uranium output to these two countries.

In 1953, American president Dwight D. Eisenhower gave a speech at the United Nations about “Atoms for Peace”. This speech initiated a new national and global scientific programme, where equipment, training and information about nuclear technology were supplied across America, and to selected friendly nation partners. Under the banner of Atoms for Peace, several South African scientists travelled to nuclear facilities in the United States, and in the United Kingdom, where they received specialised training. A cooperation treaty, promoting civil use of atomic energy, was also signed between America and South Africa. This helped to promote South Africa’s own nuclear research and development programme, which was originally based in Pretoria.

1960s: Research & development

By the early 1960s, a more remote and secure site was selected at Pelindaba near the Hartbeespoort Dam. Architect Brian Sandrock was commissioned to design Pelindaba’s distinctive modernist concrete buildings – including one building that would house a nuclear research reactor, which was to be supplied by the USA.

The South African Fundamental Atomic Research Installation – or SAFARI-1 research reactor – is a pool-type reactor, based on an American Oak Ridge research reactor design [Oak Ridge in Tennessee is the name of one of the most important nuclear research facilities in the United States]. The reactor vessel was constructed in the United States, and shipped to South Africa where it was to be installed in the reactor building. Although it was intended to complete the reactor by the end of 1963, there were delays on the American side – after the reactor vessel was damaged while being loaded in a workshop (the cable strap snapped under the weight, and the impact from the fall damaged the beam tube and core box).

Eventually the reactor vessel was repaired (repairs took a year), loaded and delivered to South Africa. Within another 15 months, the installation was completed. The reactor was fuelled with highly enriched uranium provided by the United States (under the agreement between the countries, South Africa was not allowed to enrich its own uranium but had to purchase its fuel from the US). SAFARI-1 achieved criticality for the first time at 18h33 on 18 March, 1965. At first, the reactor operated at 6.67MW. In 1968, the cooling circuit was upgraded and the power capacity was increased to up to 20MW.

For the first decade or so, scientists and engineers based at Pelindaba used SAFARI-1 to carry out research in nuclear physics, reactor physics, and reactor and radiation safety. This was (and is) one of the core functions of a research reactor – which, unlike nuclear power stations, functions as a high flux source of neutrons, and can therefore be used to apply and test the effects of more intensive radiation over a shorter time span (i.e. quicker than chronological or biological time). During this period, the team at SAFARI-1 also began looking at research and commercial applications of the irradiation and transmutation of materials, which included the production of industrial and medical isotopes.

1970s & 1980s: The “Strategic Era”

From the 1970s, South Africa’s nuclear programme began to take a very different direction – when the country’s apartheid government started to feel increasingly threatened and vulnerable (both domestically and internationally), and began to intensify the brutal enforcement of its separate development policies.

In 1970 prime minister BJ Vorster announced that South Africa would begin its own independent uranium enrichment programme, and he split the Atomic Energy Board into two new divisions: the Atomic Energy Corporation (which preceded Necsa), and the Uranium Enrichment Corporation or UCOR.

Although Vorster stressed that South Africa’s uranium enrichment and broader nuclear programmes were only intended for peaceful purposes, in reality UCOR focused predominantly on producing weapons-grade enriched uranium that would be used to prepare six nuclear warheads between 1977 and 1989.

To some extent, South Africa’s provocative behaviour was tolerated by other [western] powers because of parallel intensifications in African territorial struggles of the Cold War. The end of colonial government in Mozambique and Angola in the mid-1970s had seen two Marxist groups – Frelimo and the MPLA, respectively – come to power, which worried the Americans and British nearly as much as it panicked the minority white rule in South Africa.

After June 1976, however, even this tacit support of the apartheid state began to unravel – as pictures of the student protests, together with images of the state’s merciless crackdown, were broadcast to international audiences. Images of black youths shot in the back, running away from heavily armed state security, triggered a new wave of anti-apartheid protests. By the end of that year, the United States had banned the further sale or export of uranium fuel [for the reactor] to South Africa.

Although a local enrichment plant at Pelindaba – Y-plant, at a section named “Valindaba” – was already in operation, it was not yet producing sufficient material to fuel SAFARI-1 and the government’s secret weapons programme (it would start supplying enriched fuel between 1981 and 1982). To preserve fuel reserves, SAFARI-1’s power levels were reduced to 5MW and the reactor was only operated during office hours on alternate weeks. These restrictions would ultimately be in effect until the early 1990s, when apartheid finally ended.

Ironically, it was South Africa’s increasing economic, political and scientific isolation that ultimately prolonged the life of SAFARI-1, and prompted the development of a series of parallel new production processes at Pelindaba – including the construction of a hot cell complex that could be used to test fuel assemblies being produced for the nuclear power plant at Koeberg, and the engineering of innovative transport containers that could be used for hazardous radioactive material. Around this time [from 1973] SAFARI-1 also began to be used to produce small quantities of medical radioisotopes iodine-131 and [molybdenum-99 decay product] technetium-99m, which it supplied to the local nuclear medicine market.

Because South African scientists were gradually banned from visiting or exchanging knowledge with other nuclear facilities, and very little material could be sold to South Africa under sanctions and other economic restrictions, these projects relied almost entirely on South African innovation, design and manufacture – and provided a bedrock legacy of invention, expertise and experience that would later allow NTP to become a world-leader in nuclear technology products.

After years of marginal utilisation, SAFARI-1 once again came under the spotlight in the early 1990s. By this time, South Africa had signed the nuclear non-proliferation treaty and (preceding that) ended and actively dismantled all the parts of its nuclear armaments programme. With less state support for the broad banner of nuclear technology, it was suggested that the nuclear research reactor itself was not only redundant, but also an expensive burden to the state – it was costly in terms of its fuel (which, in theory, could now be secured on the open market), the security required at a nuclear facility, and the disposal and storage of radioactive waste and other material. For many, the existence of SAFARI-1 also represented a political redundancy: it was perceived as a relic of both the Cold War, and of apartheid.

In 1995, after the country’s first democratic elections, a national overview committee was set up to review SAFARI-1, and ultimately decide whether or not the entire reactor should be preserved – or shut down.

The closure of SAFARI-1 would have represented not only a major loss of high-spec, world-class infrastructure, but also the loss of three decades and more of highly specialist scientific knowledge. More importantly, though, it was the production of medical radioisotopes that represented the reactor’s greatest peaceful commercial potential and its greatest societal contribution.

Utilising much of the existing hot cell infrastructure, originally developed for entirely different purposes, the physicists and engineers at Pelindaba proposed a rather bold new plan that – they hoped – would save SAFARI-1 from a premature and short-sighted end. Their plan involved increasing and commercialising the operations and output of the reactor for radiation-based isotopes, in particular using SAFARI-1 to generate large volumes of molybdenum-99. The team were given 12 months to show the committee that a commercialisation programme could cover at least 30% of the reactor’s operating costs. Within a year, isotope sales achieved double this target and covered 66% of the reactor’s costs. By the early 2010s, the commercial sale of isotopes covered more than 90% of SAFARI-1’s costs, with the balance coming from Necsa (who remain the owners of the reactor).

Amazingly, the enriched uranium (HEU) used to fuel SAFARI-1, and provide uranium target plates (for the production of medical radioisotopes), was produced from the very same processes that had originally been used to create South Africa’s nuclear warheads. From weapons of mass destruction to life-saving isotopes, SAFARI-1 was at the very centre of one of the country’s most important and remarkable transformations.

A little over a decade later, SAFARI-1 again led the way for global peaceful applications of nuclear technology when it underwent the conversion process from using HEU to low-enriched uranium (LEU) fuel. A parallel conversion of all target plates, from HEU to LEU targets was also initiated and in December 2010 the first commercial batch of entirely LEU Mo-99 was shipped from South Africa to the United States. By the end of 2015, more than 75% of molybdenum-99 target plates used in SAFARI-1 were LEU.

This was my first time on a charter boat and deep sea fishing. Went with three friends (it was one's birthday). Caught mostly small fish. We were able to catch 3 decent sized snapper that we kept. The crew were marking the fish so that everyone would be able to claim their fish at the end of the trip. When we got to the dock, there was no kind of order to be able to retrieve our fish. The staff of the boat put all of the fish out to take pictures (I guess for promotional purposes/advertising). But then, people started taking fish. By the time I could ask for our fish, they had been given away. All we were told was "sorry". Needless to say, we were not happy about the experience.

Since I have been fishing on the safari the meat Anderson Cooper has been nothing but nice to me and he shows me exactly how to hook the fish in the lips. The captain Rocky always exist as much energy to put me in the best fishing grounds as possible, He is also very patient with me and teaches me how to hook the fish precisely in the lips. If you're in the Stuart area I highly suggest this boat

I tried Safari I today with my 3 young children and we had a great time. I found the location very easy to access and relaxed, though more signage guiding to the boat from the lot would be helpful. The staff are very attentive and accommodating. I was with my 3 children and the mate was very helpful and encouraging with them as they fished. One of my boys became a bit seasick and the mate (Scott?) was very kind to him and encouraging. This impressed me even more than his diligence and competence on the job. Thank you.

This is the 2nd time going fishing on this boat. The guys in my family go fishing at least once a year as a tradition and my father has enjoyed this company since moving to Florida. For this last trip we went on their Tuesday run (only one that day). They provide you with cards when you pay which tells you which pole you will be at. It wasn't packed so we were able to spread out a bit. The first mates were very attentive and were quick to replace hooks, help with sharks (or accidentally dolphins) being caught on the line and with untangling lines. We had a pretty successful trip and caught a good amount. We fished along the reef. Our day was good until dolphins kept snatching our fish as we caught them but it was a cool experience to see the dolphins anyways and nothing that any crew member could predict happening. They removed one of our weights as they found it was not doing so well for our fishing efforts at the beginning of the morning. The bait you are provided is squid and they will cut up any bait fish you catch on the trip to help you use a variety of choices. After the trip the first mates fileted the fish for us which isn't too pricy. The wait can be awhile to get the your filet though as they have so many to do sometimes. So just keep that in mind. I will continue to use them though as fishing is all about patience

I use to love this boat go fishing on it all the time but when they got new mates it turned bad never caught anything good since they started and they have no idea how to fish and just sit there and drink beer

First of all, it is not the mates who find the fish. It is the Captain. Second, our crew does not drink on the job. Never, ever. I can only assume that a regular who helps out just hanging out was presumed to be crew. They pay to go fishing and for reasons unknown, some people just assume they are crew, because of their helping the mate with his duties. I am sorry you had an unpleasant experience as our goal is for everyone to have fun and catch fish. There are times when circumstances are just so, no matter what we do, fish just don't bite, such as a cold thermal on the Ocean floor, an algae bloom and etc.. Again, sorry for your unpleasant experience.

My husband and I decided to take our son out for his birthday and also to find a local fishing boat that we can be regulars on but this trip was terrible. We paid and were assigned seats at the back of the boat where we were told fishing was the best but before we came to a full stop the regulars ran to the back, I asked about the assigned seating and was told that it wasn't really assigned seating. The captain parked the boat with the reef at the rear and so they were the only ones catching!! The mate spent the day drinking beer and fishing with his buddies using better bait and hogging the rear of the boat. My husband had to keep walking to the back for more bait which is the mates job!! I am disgusted!! I have been on many charters and never had an experience like this.

I am very sorry that you had a bad experience fishing on our boat. Our mates do not drink on the job. Under no circumstances do I allow our crew to drink on ;the job. I can only assume that some of our regulars were on the boat trying to help out as you must have taken them for crew. As for your fishing positions, everyone is assigned a spot and if anyone gets in that position, you should have told whoever was there to move. The Captain would make sure of that. As for preferred bait, people buy their own bait and bring it on board. Anyone can do this, we allow outside bait and tackle. Again, sorry for your bad experience. Our goal is for everyone to enjoy themselves and have a good time.

terrible experience the mate scott was nice but the fishing was terrible, caught 1 keeper and when we went to go grab our fish after it was cleaned and gutted it wasn't there anymore, otherwise good experience, can't believe i paid 50$ including tip to not catch anything. i do not recommend this charter at all

It's unfortunate that you lost your fish, based on the information I received from Scott, after he had cleaned your fish, he had placed it in a plastic bag on the fish cleaning table while he continued to clean other fish, he indicated that you had gone someplace and expected you to return to pick up your fish. He didn't see who picked it up , as he was cleaning other fish. Someone did, don't know who. We're very sorry about that . As for being so unhappy and giving us a 1 star rating, I can only say that try as we may, there are days when fishing is just not that good. We can't control all things such as the fish biting. We only wish that you had taken the time to enjoy the beautiful ocean, clean, refreshing air and other sights while on your adventure, as fishing is only part of the offshore experience. We are truly sorry you didn't have an enjoyable time. Perhaps sometime in the future you'll give us another chance and hopefully the fishing will be much better.

Very rude to my son and husband, they questioned their spot on the boat because the worker wanted his son in that spot and asked my husband real snotty if he spoke English since he has an accent but is an American Citizen i dont suggest this fishing charter, also men are getting drunk and are rude to the kids not family friendly ! And if youre not one of their friends or know them they put you on the worst spot on the boat

In response to this, I can only say, I am sorry for your bad experience. I own the boat and I sell tickets and I sell tickets on a first come first serve basis. Never is anyone given preference as to their fishing spot other than the first come basis. I can only assume that you believe someone was crew who was just hanging out as a regular who decides to help out the crew. We do not allow our crew to drink on the job under any circumstances. We have been in business for 30 years and our main goal is to make our customers happy. Again, I am sorry for the bad experience you had.

Tried this charter a few times and it was good until the captain and his girlfriend started the scam -- first they get you into the "pot" for the largest bottom fish caught. As soon as the girlfriend catches a bottom fish, the captain moves away from the reefs and tells everyone to do drift fishing thus ensuring the girlfriend winning the pot. Truth be told, I don't have to chip-in for the pot but the fact that he moves the boat away from the reefs for us suckers to do drift fishing I end up with no fish at all.

As owner of this business, I would like to comment about the review by Maria M from Jupiter, FL. I would like to say that the Captain of our boat has been with us for over 25 years. We have never in the entire time we have been in business ever allowed a non paying customer to enter into the Jackpot, period. We do not drift and anchor on the same trip. This is not feasible with the limited time we have. I really question if this comment is ever on our boat. I can only say that, if in fact this person had such an unpleasant experience, I am truly sorry. We value our customers and our goal is to make them as happy as possible. We strive to make their experience a memorable one. We have been in business for 28 years and if we treated our customers like this we wouldn't be in business. Please disregard these comment as I question the facts stated. Also would like to comment on Yelp, as to the not recommended at this time, the other 2 positive comments. Makes you wonder what this site is about if all they promote is negative.

SA Govt Approves New Multipurpose Nuclear Reactor Replacement Plan

The Cabinet of South Africa has approved the plan to replace the SAFARI-1 research nuclear reactor located near Pretoria with a new Multipurpose Reactor (MPR), with the South African Nuclear Energy Corporation (Necsa) welcoming the Cabinet’s approval.

According to a statement released by Necsa, the MPR is intended to succeed SAFARI-1 when it reaches its end of life. SAFARI-1, a 20 MW light water-cooled research reactor, went critical (a reactor achieves criticality when each fission event releases a sufficient number of neutrons to sustain an ongoing series of reactions) on 18 March 1965.

It is operated by Necsa and is located at the Pelindaba nuclear research facility, west of Pretoria.

“SAFARI-1 boasts a proud safety record having operated for over 56 years without any major incidents. The Cabinet approval allows for good lead-time required in rolling out the procurement and construction of the MPR so that the radioisotope production, research and development and related nuclear technology innovations continue without interruptions,” the statement reads.

“Cabinet approval of SAFARI-1 replacement is a major milestone for South Africa, the continent and the whole world,” says Loyiso Tyabashe, Group CEO of Necsa.

”The realisation of the MPR project will ensure SA remains amongst the top four global radioisotopes producers as well as ensuring continuation of research and development on nuclear technology. This places Necsa on a path to provide much needed radioactive isotopes for medical and industrial applications, execution of research through beamlines, and jobs which are essential for our economy.” Tyabashe expanded.

The MRP Will Be Focused on Energy Research and Medicine

The MPR provides a multitude of options to produce new radioisotopes that are considered the future in therapeutic nuclear medicine. These include the production of short-range radioisotopes that will be delivered by smart delivery systems to tumour cells radiating cell by cell and thereby eliminating cancer while preserving surrounding healthy tissue.

Research collaborations with academia and industry utilising neutron beamline techniques contribute to SAFARI-1’s scientific visibility through a constant stream of publications in the open literature, contributions at local and international conferences, as well as playing prominent roles in projects with many South African universities in advanced research and postgraduate qualifications.

Necsa says that the MPR will expand these research capabilities and outputs substantially in that it will be equipped with a cold neutron source that extends the delivered range of neutrons to long wavelengths (very low energies).

The inclusion of a cold neutron source in the MPR will also make it the only cold-neutron source available in Africa, and thus may attract interest from the region and continent. This capability will be located at the Neutron Beam Line Centre (NBLC) that will be associated with the MPR and will act as a new large-scale research hub equipped with an extensive suite of neutron scattering applications.

Furthermore, MPR is geared towards providing health care benefits to the South African community with respect to diagnostic and therapeutic radiopharmaceuticals maintained, enhanced and rendered secure for the foreseeable future through local production.

Also, the fields of mining and industry, power generation, agriculture, geosciences, forensics and education in South Africa, to mention just a few, will have access to radioisotopes, neutron activation analysis, material modification and testing, neutron non-destructive testing facilities and a wide range of other applications that are only possible with a high flux nuclear reactor.

Necsa believes the MPR will be crucial in training in a wide spectrum of nuclear technologies for students at Southern African universities, industry and other institutions are well established and utilised.

“The MPR project is expected to have significant social, economic and environmental benefits for the country. A substantial portion of products will be sourced locally during the MPR construction thus boost the local and national economy” commented David Nicholls, Chairperson of the Necsa Board.

“There will be some 5,000 direct and 26,000 indirect jobs created during construction. The nuclear reactor will provide employment to about 750 full-time employees and additional 3,800 indirect jobs for its operation and fulfilment of its research mandate at the NBLC during its operational lifetime,” Nicholls emphasised.

To much scams…please READ!

So whenever I use this app/ Safari it get these trackers and scammers to get my location and this is making me nervous. I installed ad blocker I think it’s called and I blocked some trackers which made me feel better. Every time you search something you usually get a scam or tracker. I do not like when people track me down. I rarely use this app because of the scams and risks. I think it is an OK app in general because it’s the people making these small BAD websites. The reason I gave it 4 stars is because it could use work but it is pretty much like google. I use google way more because I feel like it is much safer than safari. I could be wrong… Safari could use some work with all these BAD websites. Can you block these bad websites? I would love to block these websites cause they are scary. Also watch out for nine anime/ 9anime websites… I searched up 9anime on safari and clicked a link. It looked safe but then these inappropriate pop ups kept coming. I immediately got off. I checked my ‘ How much trackers we have prevented’ or whatever it’s called it said that it had prevented 14 trackers from getting my IP address. This was good and bad news. I’m glad that safari and google can prevent these trackers but it is bad because this is dangerous. BE CAREFUL ON SAFARI!!!

Your Underrated Prince, Safari

In my humble opinion, Safari is the underrated king among multiple web browsers on the market. I was a PC devotee from ‘95 to ‘16, since then, it’s been all Tim Cook 🍎 all the time. My only regret is not purchasing a smartphone back in ‘07 from Steve Jobs. Presently, I own an iPhone 6s Plus in rose gold (2016), iPad Mini (2016), iPad Pro (2019) & MacBook (2018) in rose gold with matching Beats By Dre headphones. All four are set up with Safari, not Chrome, TOR, Brave, Edge, or DDGo. I love the ability to quickly save favorites, add to reading list & share content to other platforms. My favorites are alphabetized for quick reference & the reading list keeps all articles & pages in chronological order for quick recall. Also, I learned Safari quickly because it’s extremely user friendly. The browser helped my navigation of Apple when switching from PC. I’ll admit, learning MacBook isn’t easy, but, Safari keeps things familiar for me on the desktop. When lost, just go back to Safari & start over. It’s surprising no one in tech media mentions Safari more often as a go to source for navigating the internet. Chrome is the reigning king of, Land Of Browsers, without an heir apparent. I nominate Safari as the prince with future king potential. Citizens of Land Of Browsers don’t like their chrome-plated dirty laundry aired, sold or tracked.
I have been using this for years and had no problems with it. I ran over my phone with my lawn mower and was without my phone for over a year due to having to fight with the insurance company. However when I finally got a lawyer involved the insurance company finally replaced it for me. I DID not lose anything and I mean anything. I like the cards better because they are easier to clear out. You have to back everything up to your cloud every day or every other day so that you don’t have to worry about losing anything. As I always make sure that I back everything up just in case. It is not apples fault if you lose your any of your information it is yours for not backing up your phone to your cloud. So most of the people who write bad reviews either don’t back up or they just don’t or they just don’t care. Apple doesn’t charge a lot to add more space to your cloud so there is no reason why you can’t back you things. This is better than anything that google has. By far. If you want your information used by third parties then use google’s and quit complaining. You can change your browser in safari so that you don’t have to use them get with it you bad reviews and learn how to use safari.

Necsa Launches Tender To Replace Ageing Safari-1 Research Reactor

Necsa subsidiary NTP Radioisotopes uses the facility to produce medical radioisotopes. It is one of the four leading producers of radioisotopes in the world.

According to Necsa, the radioisotopes are used in millions of diagnostic tests annually for cancer, heart disease and other illnesses. The reactor also provides support for scientific research, development and innovation in medicine, agriculture, palaeontology and bioscience.

The plant is currently in care and maintenance, Necsa said, as it released a request for information (RFI) to the market – the first step in a tender process to help gauge appetite from a potential preferred supplier to construct a new multi-purpose reactor (MPR).

“The MPR will continue with the legacy of producing medical radioisotopes, which are used to treat thousands of patients diagnosed with cancer all over the world,” Loyiso Tyabashe, Necsa’s group chief executive said in a statement.

NTP says it is a top four global supplier of medical radioisotopes to the US, Japan and countries in Europe and the Middle East, Necsa said.
