The Trip End Model Presentation Program.
TEMPro, the Trip End Model Presentation Program, is designed to allow detailed analysis of pre-processed trip-end, journey mileage, car ownership and population/workforce planning data from the National Trip End Model (NTEM).
TEMPro is also the industry standard tool for estimating traffic growth, which is required when assessing the traffic impact of a development on the local highway network. The model forecasts the growth in trip origin to destination up to 2051 for use in transport modelling taking into account: -
- Population;
- Employment;
- Car Ownership; and
- Trip Rates.
The Department for Transport regularly approves the data sets which are then prescribed as the latest ‘definitive’ data sets for use in modelling.
The latest TEMPro data sets show that throughout Great Britain over the coming years traffic is not predicted to increase at the levels previously forecast. This has major implications to developers as developments that were previously expected to require expensive off site highway infrastructure improvements may now need little or no improvements. This could make the difference for sites that were not previously financially viable due to prohibitive development costs and allow development to proceed.
For more information on TEMPro, please visit the TEMPro Government website , or, if you require any advice on how these changes in traffic growth forecasts may assist your development aspirations, please contact Sanderson Associates .

Understanding the growth in trip origin-destinations: Reviewing Government's National Trip End Model
The Department for Transport keeps the National Trip End Model (NTEM) and Trip End Model Presentation Program (TEMPro) under constant review, with a three year publication cycle of reviews.
The NTEM model forecasts the growth in trip origin-destinations up to 2051 for use in transport modelling, whilst the TEMPro software allows users to view the NTEM dataset and provides forecasts of trip ends and associated documentation.
This network wide event for UTG's Professional Network is to provide UTG members with the opportunity to engage with DfT ahead of the next intended publication at the end of 2025.
If you wish to attend the event, please contact Tom Ellerton [email protected] .

National Trip End Model (NTEM)
The freely available TEMPro software is required to view these datasets .
The National Trip End Model (NTEM) model forecasts the growth in trip origin-destinations (or productions-attractions) up to 2051 for use in transport modelling. The forecasts take into account national projections of:
- car ownership
NTEM forecasts are subject to uncertainty, especially when disaggregated to local zones or travel modes. Before using the NTEM forecasts, the following DfT guidance should be reviewed:
- TAG Unit M-4 Forecasting and Uncertainty
- NTEM Planning Guidance that provides an overview of the forecasts and the input data used (available in the NTEM Documentation Download below).
Further technical details are available in the NTEM specification .
Queries regarding the NTEM forecasts should be sent to Department for Transport . To register to receive updates, email [email protected] to be added to the TEMPro distribution list.
GIS boundary files for the NTEM zone system are available .
