Biden-Harris Administration Announces Final Rule Requiring Automatic Refunds of Airline Tickets and Ancillary Service Fees

Rule makes it easy to get money back for cancelled or significantly changed flights, significantly delayed checked bags, and additional services not provided  

WASHINGTON – The Biden-Harris Administration today announced that the U.S. Department of Transportation (DOT) has issued a final rule that requires airlines to promptly provide passengers with automatic cash refunds when owed. The new rule makes it easy for passengers to obtain refunds when airlines cancel or significantly change their flights, significantly delay their checked bags, or fail to provide the extra services they purchased.

“Passengers deserve to get their money back when an airline owes them - without headaches or haggling,” said U.S. Transportation Secretary Pete Buttigieg . “Our new rule sets a new standard to require airlines to promptly provide cash refunds to their passengers.”  

The final rule creates certainty for consumers by defining the specific circumstances in which airlines must provide refunds. Prior to this rule, airlines were permitted to set their own standards for what kind of flight changes warranted a refund. As a result, refund policies differed from airline to airline, which made it difficult for passengers to know or assert their refund rights. DOT also received complaints of some airlines revising and applying less consumer-friendly refund policies during spikes in flight cancellations and changes. 

Under the rule, passengers are entitled to a refund for:

  • Canceled or significantly changed flights: Passengers will be entitled to a refund if their flight is canceled or significantly changed, and they do not accept alternative transportation or travel credits offered. For the first time, the rule defines “significant change.” Significant changes to a flight include departure or arrival times that are more than 3 hours domestically and 6 hours internationally; departures or arrivals from a different airport; increases in the number of connections; instances where passengers are downgraded to a lower class of service; or connections at different airports or flights on different planes that are less accessible or accommodating to a person with a disability.  
  • Significantly delayed baggage return: Passengers who file a mishandled baggage report will be entitled to a refund of their checked bag fee if it is not delivered within 12 hours of their domestic flight arriving at the gate, or 15-30 hours of their international flight arriving at the gate, depending on the length of the flight.  
  • Extra services not provided: Passengers will be entitled to a refund for the fee they paid for an extra service — such as Wi-Fi, seat selection, or inflight entertainment — if an airline fails to provide this service.

DOT’s final rule also makes it simple and straightforward for passengers to receive the money they are owed. Without this rule, consumers have to navigate a patchwork of cumbersome processes to request and receive a refund — searching through airline websites to figure out how make the request, filling out extra “digital paperwork,” or at times waiting for hours on the phone. In addition, passengers would receive a travel credit or voucher by default from some airlines instead of getting their money back, so they could not use their refund to rebook on another airline when their flight was changed or cancelled without navigating a cumbersome request process.  

The final rule improves the passenger experience by requiring refunds to be:

  • Automatic: Airlines must automatically issue refunds without passengers having to explicitly request them or jump through hoops.   
  • Prompt: Airlines and ticket agents must issue refunds within seven business days of refunds becoming due for credit card purchases and 20 calendar days for other payment methods.  
  • Cash or original form of payment: Airlines and ticket agents must provide refunds in cash or whatever original payment method the individual used to make the purchase, such as credit card or airline miles. Airlines may not substitute vouchers, travel credits, or other forms of compensation unless the passenger affirmatively chooses to accept alternative compensation.    
  • Full amount: Airlines and ticket agents must provide full refunds of the ticket purchase price, minus the value of any portion of transportation already used. The refunds must include all government-imposed taxes and fees and airline-imposed fees, regardless of whether the taxes or fees are refundable to airlines.

The final rule also requires airlines to provide prompt notifications to consumers affected by a cancelled or significantly changed flight of their right to a refund of the ticket and extra service fees, as well as any related policies.

In addition, in instances where consumers are restricted by a government or advised by a medical professional not to travel to, from, or within the United States due to a serious communicable disease, the final rule requires that airlines must provide travel credits or vouchers. Consumers may be required to provide documentary evidence to support their request. Travel vouchers or credits provided by airlines must be transferrable and valid for at least five years from the date of issuance.

The Department received a significant number of complaints against airlines and ticket agents for refusing to provide a refund or for delaying processing of refunds during and after the COVID-19 pandemic. At the height of the pandemic in 2020, refund complaints peaked at 87 percent of all air travel service complaints received by DOT. Refund problems continue to make up a substantial share of the complaints that DOT receives.

DOT’s Historic Record of Consumer Protection Under the Biden-Harris Administration

Under the Biden-Harris Administration and Secretary Buttigieg, DOT has advanced the largest expansion of airline passenger rights, issued the biggest fines against airlines for failing consumers, and returned more money to passengers in refunds and reimbursements than ever before in the Department’s history.

  • Thanks to pressure from Secretary Buttigieg and DOT’s flightrights.gov dashboard, all 10 major U.S. airlines guarantee free rebooking and meals, and nine guarantee hotel accommodations when an airline issue causes a significant delay or cancellation. These are new commitments the airlines added to their customer service plans that DOT can legally ensure they adhere to and are displayed on flightrights.gov .  
  • Since President Biden took office, DOT has helped return more than $3 billion in refunds and reimbursements owed to airline passengers – including over $600 million to passengers affected by the Southwest Airlines holiday meltdown in 2022.   
  • Under Secretary Buttigieg, DOT has issued over $164 million in penalties against airlines for consumer protection violations. Between 1996 and 2020, DOT collectively issued less than $71 million in penalties against airlines for consumer protection violations.  
  • DOT recently launched a new partnership with a bipartisan group of state attorneys general to fast-track the review of consumer complaints, hold airlines accountable, and protect the rights of the traveling public.  
  • In 2023, the flight cancellation rate in the U.S. was a record low at under 1.2% — the lowest rate of flight cancellations in over 10 years despite a record amount of air travel.  
  • DOT is undertaking its first ever industry-wide review of airline privacy practices and its first review of airline loyalty programs.

In addition to finalizing the rules to require automatic refunds and protect against surprise fees, DOT is also pursuing rulemakings that would:

  • Propose to ban family seating junk fees and guarantee that parents can sit with their children for no extra charge when they fly. Before President Biden and Secretary Buttigieg pressed airlines last year, no airline committed to guaranteeing fee-free family seating. Now, four airlines guarantee fee-free family seating, and the Department is working on its family seating junk fee ban proposal.  
  • Propose to make passenger compensation and amenities mandatory so that travelers are taken care of when airlines cause flight delays or cancellations.   
  • Expand the rights for passengers who use wheelchairs and ensure that they can travel safely and with dignity . The comment period on this proposed rule closes on May 13, 2024.

There are different implementation periods in this final rule ranging from six months for airlines to provide automatic refunds when owed to 12 months for airlines to provide transferable travel vouchers or credits when consumers are unable to travel for reasons related to a serious communicable disease.

What to know about the Biden administration's new travel rules

The Biden administration is rolling out new international travel policies affecting Americans and foreigners alike who want to fly to the U.S. The goal is to restore more normal air travel  after 18 months of disruption caused by  COVID-19 .

The sweeping rules, which take effect in November, will replace a hodgepodge of confusing restrictions. Some details of the plan announced Monday are being worked out, but here are some questions and answers about what to expect.

What is the new policy in a nutshell?

All adult foreign nationals traveling to the U.S. will be required to be fully vaccinated before boarding their flight. This is in addition to the current requirement that travelers show proof of a negative COVID-19 test taken within 72 hours of departure to the U.S.

Once the vaccination requirement is put in place, the White House will ease all the country-specific restrictions on international travel that have prevented noncitizens who have been in the United Kingdom, European Union, China, India, Iran, Republic of Ireland, Brazil or South Africa in the prior 14 days from entering the U.S.

How does this affect U.S. travelers?

Fully vaccinated Americans will only need to show proof of a negative COVID-19 test taken within 72 hours of departure to the U.S.

What about unvaccinated Americans?

U.S. citizens and permanent residents who are not fully vaccinated will still be able to fly to the U.S., but they will see tougher testing and contact-tracing protocols. They will need to be tested within 24 hours of boarding a flight to the U.S., as well as undergo testing upon return to the country. It remains to be seen, though, how the federal government will enforce the testing requirement upon return.

How does this affect children?

The new U.S. policy only requires adult foreign nationals to be fully vaccinated in order to enter the U.S. The White House did not immediately say whether unvaccinated children will face different testing protocols when flying into the country.

Which vaccines are acceptable?

The CDC says the U.S. will accept full vaccination of travelers with any COVID-19 vaccine approved for emergency use by the World Health Organization, including those from Pfizer, Moderna and Johnson & Johnson used in the U.S. Other vaccines are also approved by the WHO and used widely around the world, including from AstraZeneca and China's Sinovac, with varying degrees of effectiveness against COVID-19 and its more transmissible Delta variant. The WHO is reviewing Russia's Sputnik V vaccine but hasn't approved it.

How will this affect airfares?

Adit Damodaran, economist for the trave research firm Hopper, predicted that growing demand is likely to cause higher airfares on flights from Europe, although the rush to book flights could be slowed by the Delta variant and high COVID-19 rates in the U.S. If fares rise, it would mark a turnaround in prices since the start of the pandemic.

Will airlines collect data on passengers?

The CDC will require airlines to collect information about passengers and provide it to the health agency if it needs to conduct contact tracing. The airlines had resisted a similar change last year, when it was proposed by the CDC and eventually blocked by the Trump administration.

What about travel over land borders?

The administration's restrictions on crossing land borders from Mexico and Canada into the U.S. are to remain unchanged for now. That means that in some cases fully vaccinated people from the two American neighbors will soon be able fly to the U.S., but may not be able to make the same journey by car.

How will this affect the travel industry?

Analysts and industry officials think it will help. The U.S. Chamber of Commerce said lifting the current restrictions on international travelers will contribute to a durable recovery for the U.S. economy. Before Monday, the U.S. was on pace to lose $175 billion in export income from international visitors this year, according to the U.S. Travel Association.

How have the current restrictions affected global travel?

They have made it easier for Americans to visit Europe than the other way around. U.S. international travel in August was down 54% compared with two years ago, and arrivals by non-U.S. citizens were off 74%, according to Airlines for America.

How will the changes affect business travel?

There is pent-up demand among business travelers from Europe. Foreign executives who have been vaccinated will no longer have to prove that their travel to the United States serves the U.S. "national interest″ — a time-consuming process.

Fact Sheet: Biden Administration Releases Additional Detail for Implementing a Safer, More Stringent International Air Travel   System

As we continue to work to protect people from COVID-19, today, the Biden Administration is releasing additional detail around implementation of the new international air travel policy requiring foreign national travelers to the United States to be fully vaccinated. This updated policy puts in place an international travel system that is stringent, consistent across the globe, and guided by public health. Starting on November 8, non-citizen, non-immigrant air travelers to the United States will be required to be fully vaccinated and to provide proof of COVID-19 vaccination status prior to boarding an airplane to fly to the U.S., with only limited exceptions. The updated travel guidelines also include new protocols around testing. To further strengthen protections, unvaccinated travelers – whether U.S. Citizens, lawful permanent residents (LPRs), or the small number of excepted unvaccinated foreign nationals – will now need to test within one day of departure. Today, the Administration is releasing the following documents to implement these requirements: 1) a Presidential Proclamation to Advance the Safe Resumption of Global Travel During the COVID-19 Pandemic; 2) three Centers for Disease Control and  Prevention (CDC) Orders on vaccination, testing, and contact tracing; and 3) technical instructions to provide implementation details to the airlines and their passengers.  With science and public health as our guide, the United States has developed a new international air travel system that both enhances the safety of Americans here at home and enhances the safety of international air travel. The additional detail released today provides airlines and international air travelers with time to prepare for this new policy ahead of the November 8 implementation date. As previously announced, fully vaccinated foreign nationals will also be able to travel across the Northern and Southwest land borders for non-essential reasons, such as tourism, starting on November 8. Additional detail on amendments to restrictions with respect to land borders will be available in the coming days. Travelers can find full details about today’s air travel announcement on the CDC and Department of State websites.  A summary is below: Fully Vaccinated Status:

  • Starting on November 8, non-citizen, non-immigrant air travelers to the United States will be required to be fully vaccinated and to provide proof of vaccination status prior to boarding an airplane to fly to the U.S.

Proof of Vaccination:

  • For foreign nationals, proof of vaccination will be required – with very limited exceptions – to board the plane.
  • Match the name and date of birth to confirm the passenger is the same person reflected on the proof of vaccination;
  • Determine that the record was issued by an official source (e.g., public health agency, government agency) in the country where the vaccine was given;
  • Review the essential information for determining if the passenger meets CDC’s definition for fully vaccinated such as vaccine product, number of vaccine doses received, date(s) of administration, site (e.g., vaccination clinic, health care facility) of vaccination.
  • The Biden Administration will work closely with the airlines to ensure that these new requirements are implemented successfully.

Accepted Vaccines:

  • CDC has determined that for purposes of travel to the United States, vaccines accepted will include FDA approved or authorized and World Health Organization (WHO) emergency use listed (EUL) vaccines.
  • Individuals can be considered fully vaccinated ≥2 weeks after receipt of the last dose if they have received any single dose of an FDA approved/authorized or WHO EUL approved single-dose series (i.e., Janssen), or any combination of two doses of an FDA approved/authorized or WHO emergency use listed COVID-19 two-dose series (i.e. mixing and matching).

Enhanced Testing:

  • Previously, all travelers were required to produce a negative viral test result within three days of travel to the United States.
  • Both nucleic acid amplification tests (NAATs), such as a PCR test, and antigen tests qualify.
  • As announced in September, the new system tightens those requirements, so that unvaccinated U.S. Citizens and LPRs will need to provide a negative test taken within one day of traveling.
  • That means that all fully vaccinated U.S. Citizens and LPRs traveling to the United States should be prepared to present documentation of their vaccination status alongside their negative test result.
  • For those Americans who can show they are fully vaccinated, the same requirement currently in place will apply – they have to produce a negative test result within three days of travel.
  • For anyone traveling to the United States who cannot demonstrate proof of full vaccination, they will have to produce documentation of a negative test within one day of departure.

Requirements for Children:

  • Children under 18 are excepted from the vaccination requirement for foreign national travelers, given both the ineligibility of some younger children for vaccination, as well as the global variability in access to vaccination for older children who are eligible to be vaccinated.
  • Children between the ages of 2 and 17 are required to take a pre-departure test.
  • If traveling with a fully vaccinated adult, an unvaccinated child can test three days prior to departure (consistent with the timeline for fully vaccinated adults). If an unvaccinated child is traveling alone or with unvaccinated adults, they will have to test within one day of departure.

Limited Exceptions from the Vaccination Requirement:

  • There are a very limited set of exceptions from the vaccination requirement for foreign nationals. These include exceptions for children under 18, certain COVID-19 vaccine clinical trial participants, those with medical contraindications to the vaccines, those who need to travel for emergency or humanitarian reasons (with a US government-issued letter affirming the urgent need to travel), those who are traveling on non-tourist visas from countries with low-vaccine availability (as determined by the CDC), and other very narrow categories.
  • Those who receive an exception will generally be required to attest they will comply with applicable public health requirements, including, with very limited exceptions, a requirement that they be vaccinated in the U.S. if they intend to stay here for more than 60 days.

Contact Tracing:

  • The CDC is also issuing a Contact Tracing Order that requires all airlines flying into the United States to keep on hand – and promptly turn over to the CDC, when needed – contact information that will allow public health officials to follow up with inbound air travelers who are potentially infected or have been exposed to someone who is infected.
  • This is a critical public health measure both to prevent the introduction, transmission, and spread of new variants of COVID-19 as well as to add a critical prevention tool to address other public health threats.

Frequently Asked Questions: Guidance for Travelers to Enter the U.S.

Since January 22, 2022, DHS has required non-U.S. individuals seeking to enter the United States via land ports of entry and ferry terminals at the U.S.-Mexico and U.S.-Canada borders to be fully vaccinated for COVID-19 and provide proof of vaccination upon request.  On April 21, 2022, DHS announced that it would extend these requirements. In determining whether and when to rescind this order, DHS anticipates that it will take account of whether the vaccination requirement for non-U.S. air travelers remains in place.

These requirements apply to non-U.S. individuals who are traveling for essential or non-essential reasons. They do not apply to U.S. citizens, Lawful Permanent Residents, or U.S. nationals.

Effective November 8, 2021, new air travel requirements applied to many noncitizens who are visiting the United States temporarily. These travelers are also required to show proof of COVID-19 vaccination. All air travelers, including U.S. persons, must test negative for COVID-19 prior to departure. Limited exceptions apply. Entering the U.S. Through a Land Port of Entry or Ferry Terminal

Q. what are the requirements for travelers entering the united states through land poes.

A:  Before embarking on a trip to the United States, non-U.S. travelers should be prepared for the following:

  • Possess proof of an approved COVID-19 vaccination as outlined on the  CDC  website.
  • During border inspection, verbally attest to their COVID-19 vaccination status. 
  • Bring a  Western Hemisphere Travel Initiative  compliant border crossing document, such as a valid passport (and visa if required), Trusted Traveler Program card, a Department of State-issued Border Crossing Card, Enhanced Driver’s License or Enhanced Tribal Card when entering the country. Travelers (including U.S. citizens) should be prepared to present the WHTI-compliant document and any other documents requested by the CBP officer.

 Q. What are the requirements to enter the United States for children under the age of 18 who can't be vaccinated?

A:  Children under 18 years of age are excepted from the vaccination requirement at land and ferry POEs.

Q: Which vaccines/combination of vaccines will be accepted?

A:  Per CDC guidelines, all Food and Drug Administration (FDA) approved and authorized vaccines, as well as all vaccines that have an Emergency Use Listing (EUL) from the World Health Organization (WHO), will be accepted.

Accepted Vaccines:

  • More details are available in CDC guidance  here .
  • 2 weeks (14 days) after your dose of an accepted single-dose COVID-19 vaccine;
  • 2 weeks (14 days) after your second dose of an accepted 2-dose series;
  • 2 weeks (14 days) after you received the full series of an accepted COVID-19 vaccine (not placebo) in a clinical trial;
  • 2 weeks (14 days) after you received 2 doses of any “mix-and-match” combination of accepted COVID-19 vaccines administered at least 17 days apart.

Q. Is the United States requiring travelers to have a booster dose to be considered fully vaccinated for border entry purposes?

A:  No. The CDC guidance for “full vaccination” can be found here.

Q: Do U.S. citizens or lawful permanent residents need proof of vaccination to return to the United States via land POEs and ferry terminals?

A:  No. Vaccination requirements do not apply to U.S. citizens, U.S. nationals, or Lawful Permanent Residents (LPRs). Travelers that exhibit signs or symptoms of illness will be referred to CDC for additional medical evaluation.

Q: Is pre- or at-arrival COVID testing required to enter the United States via land POEs or ferry terminals?

A: No, there is no COVID testing requirement to enter the United States via land POE or ferry terminals. In this respect, the requirement for entering by a land POE or ferry terminal differs from arrival via air, where there is a requirement to have a negative test result before departure.

Processing Changes Announced on January 22, 2022

A:  Since January 22, 2022, non-citizens who are not U.S. nationals or Lawful Permanent Residents have been required to be vaccinated against COVID-19 to enter the United States at land ports of entry and ferry terminals, whether for essential or nonessential purposes. Previously, DHS required that non-U.S. persons be vaccinated against COVID-19 to enter the United States for nonessential purposes.  Effective January 22, all non-U.S. individuals, to include essential travelers, must be prepared to attest to vaccination status and present proof of vaccination to a CBP officer upon request. DHS announced an extension of this policy on April 21, 2022.

Q: Who is affected by the changes announced on January 22?

A: This requirement does not apply to U.S. citizens, U.S. nationals, or U.S. Lawful Permanent Residents. It applies to other noncitizens, such as a citizen of Mexico, Canada, or any other country seeking to enter the United States through a land port of entry or ferry terminal.

Q: Do U.S. citizens need proof of vaccination to return to the United States via land port of entry or ferry terminals?

A: Vaccination requirements do not apply to U.S. Citizens, U.S. nationals or U.S. Lawful Permanent Residents. Travelers that exhibit signs or symptoms of illness will be referred to CDC for additional medical evaluation. 

Q: What is essential travel?

A:  Under the prior policy, there was an exception from temporary travel restrictions for “essential travel.” Essential travel included travel to attend educational institutions, travel to work in the United States, travel for emergency response and public health purposes, and travel for lawful cross-border trade (e.g., commercial truckers). Under current policy, there is no exception for essential travel.

Q: Will there be any exemptions? 

A: While most non-U.S. individuals seeking to enter the United States will need to be vaccinated, there is a narrow list of exemptions consistent with the Centers for Disease Control and Prevention (CDC) Order in the air travel context.

  • Certain categories of individuals on diplomatic or official foreign government travel as specified in the CDC Order
  • Children under 18 years of age;
  • Certain participants in certain COVID-19 vaccine trials as specified in the CDC Order;   
  • Individuals with medical contraindications to receiving a COVID-19 vaccine as specified in the CDC Order;
  • Individuals issued a humanitarian or emergency exception by the Secretary of Homeland Security;
  • Individuals with valid nonimmigrant visas (excluding B-1 [business] or B-2 [tourism] visas) who are citizens of a country with limited COVID-19 vaccine availability, as specified in the CDC Order
  • Members of the U.S. Armed Forces or their spouses or children (under 18 years of age) as specified in the CDC Order; and
  • Individuals whose entry would be in the U.S. national interest, as determined by the Secretary of Homeland Security.

Q: What documentation will be required to show vaccination status?

A:  Non-U.S. individuals are required to be prepared to attest to vaccination status and present proof of vaccination to a CBP officer upon request regardless of the purpose of travel.

The current documentation requirement remains the same and is available on the CDC website . Documentation requirements for entry at land ports of entry and ferry terminals mirror those for entry by air.

Q: What happens if someone doesn’t have proof of vaccine status?

A: If non-U.S. individuals cannot present proof of vaccination upon request, they will not be admitted into the United States and will either be subject to removal or be allowed to withdraw their application for entry.

Q: Will incoming travelers be required to present COVID-19 test results?

A: There is no COVID-19 testing requirement for travelers at land border ports of entry, including ferry terminals.

Q: What does this mean for those who can't be vaccinated, either due to age or other health considerations?

Q: Does this requirement apply to amateur and professional athletes?

A: Yes, unless they qualify for one of the narrow CDC exemptions.

Q: Are commercial truckers required to be vaccinated?

A:  As travelers navigate these new travel requirements, wait times may increase. Travelers should account for the possibility of longer than normal wait times and lines at U.S. land border crossings when planning their trip and are kindly encouraged to exercise patience.

Q: What happens if a vaccinated individual is traveling with an unvaccinated individual?  

A:  The unvaccinated individual (if 18 or over) would not be eligible for admission.

Q: If I am traveling for an essential reason but am not vaccinated can I still enter?

A:  No, if you are a non-U.S. individual. The policy announced on January 22, 2022 applies to both essential and non-essential travel by non-U.S. individual travelers. Since January 22, DHS has required that all inbound non-U.S. individuals crossing U.S. land or ferry POEs – whether for essential or non-essential reasons – be fully vaccinated for COVID-19 and provide related proof of vaccination upon request.

Q: Are sea crew members on vessels required to have a COVID vaccine to disembark?

A:  Sea crew members traveling pursuant to a C-1 or D nonimmigrant visa are not excepted from COVID-19 vaccine requirements at the land border. This is a difference from the international air transportation context.

US drops COVID testing requirement for international flyers

International travel just got a whole lot easier. 

The Biden administration announced Friday that the United States will no longer require a pre-departure COVID-19 test to enter the country, effective Sunday.

The requirement lifted at 12:01 a.m. ET, according to a senior administration official. The rule change comes more than a year after the country started requiring a negative test for entry and more than two years since the pandemic began.

Under previous entry requirements , air passengershad to take a negative viral coronavirus test no more than one day before boarding their flight into the U.S. The rule applied to all travelers, regardless of vaccination status or citizenship, but granted exemptions to travelers 2 and older who had recently recovered from the virus.

The decision came, according to the official, as the Centers for Disease Control and Prevention determined based on science that the requirement is no longer necessary. The decision will be reassessed in 90 days, and the health agency plans to evaluate it on an ongoing basis.

If it becomes necessary to reinstate the pre-departure test requirement (in case of new, concerning variants, for example), the official continued, the CDC will plan to do so.

A number of other countries, including the United Kingdom , had already dropped pre-departure testing requirements for fully vaccinated visitors. 

Requirements for travelers entering the U.S. by land or ferry remain unchanged: non-U.S. citizens, nationals and permanent residents can only enter if they are fully vaccinated. There is no testing requirement for land ports or ferry terminals.

News of restriction drop well received by travel sectors

Across the travel industry, news of the pre-departure testing requirement for international, U.S.-bound travelers dropping was well received.

U.S. Travel Association President and CEO Roger Dow said in a statement that Friday's news "marks another huge step forward for the recovery of inbound air travel and the return of international travel to the United States."

"The Biden administration is to be commended for this action, which will welcome back visitors from around the world and accelerate the recovery of the U.S. travel industry," Dow continued.

And Airlines for America President and CEO Nicholas Calio said in a statement that the organization is pleased with the decision.

"The airline industry appreciates the Administration's decision to lift the pre-departure testing requirement in accordance with the current epidemiological environment," Calio said. "Lifting this policy will help encourage and restore air travel to the United States, benefiting communities across the country that rely heavily on travel and tourism to support their local economies. We are eager to welcome the millions of travelers who are ready to come to the U.S. for vacation, business and reunions with loved ones."

Members of the cruise industry also welcomed the news.

Gus Antorcha, the president of Holland America Line, said in a statement that the move is a "step forward in the return to all global travel, including cruising."

John Padgett, president of Princess Cruises, said the same.

“This is a tremendous development that allows our guests to travel more easily and without stress throughout Europe as well as experience our Alaskan cruises that conclude in a Canadian port,” said Padgett.

'Do travel restrictions work?'

The World Health Organization in January  urged countries not to rely on proof of vaccination as a prerequisite to visiting a country .

Under U.S. entry requirements, unvaccinated citizens and permanent residents will be able to enter with a negative test but most foreign nationals will still need proof of full vaccination to enter .  

The mandates contradict findings that show travel restrictions slow the spread of the virus but do little to prevent it. 

"We know that travel restrictions can’t stop the spread of these pathogens, especially when you have a novel pathogen that mainly spreads when people are asymptomatic or mild," Maria van Kerkhove, the WHO's COVID-19 technical lead, told USA TODAY in February. "You may slow spread, but it won't stop the spread."

Stewart Simonson, assistant director-general at the WHO's New York office, added at the time that while travel restrictions may work "as a domestic political matter," their efficiency as a public health measure is less certain.

"Do (travel restrictions) show the public that something's being done? If that's your perspective, then they work," Simonson said. "Do they work from a public health perspective? Are they reducing the rate of spread or the spread itself? That's another important way of looking at it, and there's a lot of uncertainty."

Airlines must cough up cancellation cash and can no longer hide fees under new federal rule

A federal rule announced Wednesday will require airlines to quickly give cash refunds — without lengthy arguments — to passengers whose flights have been canceled or seriously delayed, the Biden administration said.

“Passengers deserve to get their money back when an airline owes them — without headaches or haggling,” Transportation Secretary Pete Buttigieg said in a statement.

The rule from the Transportation Department says passengers who decline other reimbursement like travel credits are to get cash refunds.

It applies when a flight is canceled or has a “significant change,” the administration said.A “significant change” includes when departure or arrival times are three or more hours different from the scheduled times for domestic flights or six hours for international flights, and when the airport is changed or connections are added, it said.

Passengers are also to get refunds when their baggage is 12 hours late in delivery for domestic flights.

The new rule comes after promises to hold airlines accountable after major disruptions that made travel hell for passengers, including the 2022 Southwest Airlines meltdown , which resulted in almost 17,000 significantly delayed or canceled flights and a missing baggage nightmare.

The Transportation Department said that the new rule means refunds are automatic and that "airlines must automatically issue refunds without passengers having to explicitly request them or jump through hoops."

Also announced Wednesday was a rule requiring airlines to more clearly disclose so-called junk fees upfront, such as surprise baggage or other fees, the department said.

It said that rule is expected to save fliers around $500 million a year.

The surprise fees are used so tickets look cheaper than they really are, and then fliers get the unwelcome surprise of fees on checked bags, carry-on bags or reservation changes — or even discounts that are advertised but apply to only part of the ticket price, officials said.

Airlines will also have to tell fliers clearly that their seats are guaranteed and that they don't have to pay extra to ensure they have seats for flights, according to the Transportation Department.

Airlines for America, an industry trade group, said that its member airlines “offer transparency and vast choice to consumers from first search to touchdown” and that they do offer cash refunds.

The 11 largest U.S. airlines returned $10.9 billion in cash refunds last year, an increase over $7.5 billion in 2019 but slightly down from $11.2 billion in 2022, the group said.

“U.S. airlines are providing more options and better services while ticket prices, including ancillary revenues, are at historic lows,” Airlines for America said.

Left out of the federal changes announced Wednesday are those involving "family seating fees," but the Transportation Department said in a statement that "DOT is planning to propose a separate rule that bans airlines from charging these junk fees."

Travelers have complained to the Transportation Department that children weren’t seated next to accompanying adults, including in some cases young children, department officials said last year.

Fees on bags specifically have made up an increasing amount of airline revenues, the Transportation Department said Wednesday in announcing the new rules.

A Transportation Department analysis found that airline revenue from baggage fees increased 30% from 2018 to 2022, while operating revenue — which is from the flights themselves — increased by only half that amount, the department said.

New Biden administration rules require airlines to refund changed flights and abolish surprise fees

“Airlines should compete with one another to secure passengers’ business — not to see who can charge the most in surprise fees,” Transportation Secretary Pete Buttigieg said.

Airlines will now have to provide automatic refunds to travelers if flights are canceled or significantly altered under new US Department of Transportation rules, a significant change for consumers that could drive up costs across the industry.

The final regulations released Wednesday outline the circumstances where passengers are entitled to refunds for all travel to, from and within the US. The goal is to make it easier for people to get money back and to make refund policies more consistent from one airline to the next. 

According to the department, complaints related to airlines and ticket agents rejecting or delaying refunds made up 87% of all air-travel service complaints at the height of the Covid-19 pandemic in 2020.

“Passengers deserve to get their money back when an airline owes them — without headaches or haggling,” Transportation Secretary Pete Buttigieg said in a statement.

Under the new rule, passengers will be entitled to refunds if there is a “significant change” to their flights. These include:

  • Departure or arrival time that moves by more than three hours domestically or six hours for international flights
  • Being downgraded to a lower class than originally purchased, as from first class to economy
  • Change of departure or arrival airport
  • Increase in number of connections
  • Changes to connecting airports or planes flown if they are less accommodating for people with disabilities

Travelers will also get refunds for checked bag fees if the bag is lost and not delivered within 12 hours of a domestic flight’s gate arrival. International flights will have from 15 to 30 hours to return a lost bag, depending on their length. 

Anyone who pays for a service, such as in-flight Wi-Fi or entertainment, and doesn’t receive it will also get their money back.

In addition, DOT made changes to make it easier for the passengers to receive the money they’re owed by requiring prompt automatic refunds in cash or through the original form of payment. Buttigieg said during a news conference at Ronald Reagan Washington National Airport Wednesday that the bulk of the new requirements will go into effect in about six months.

The refund changes are poised to add significant costs across the airline industry, which could have a disproportionate impact on low-cost carriers, according to Seaport Research analyst Daniel McKenzie. “To the extent low cost carriers have to add costs to comply, reduce growth and/or downsize, they become less competitive,” McKenzie said in a note.

The Airlines for America trade group said in a statement that its member carriers already abide by and often exceed regulation on consumer protection. 

“US airlines are providing more options and better services while ticket prices, including ancillary revenues, are at historic lows,” the group said in a release.

Also on Wednesday, the department released a final rule requiring airlines to clearly communicate their extra fees upfront for checked luggage, carry-on bags or for canceling or changing reservations. According to DOT, airlines saw a 30% increase in revenue from baggage fees between 2018 and 2022. 

“Airlines should compete with one another to secure passengers’ business — not to see who can charge the most in surprise fees,” Buttigieg said in a separate statement, adding that the rule will save travelers more than half a billion dollars a year.  

Buttigieg told reporters at the news conference that more rules are on the way, including to expand rights for passengers who use wheelchairs and to allow parents to sit with their children on flights without being charged a fee. 

DOT will also continue to pursue more aggressive enforcement when airlines violate rules, he said, pointing to the department’s $140 million record fine against Southwest Airlines Co. for a meltdown in its operations that left more than 2 million passengers stranded in December 2022. 

“The level of toughness reflected in the Southwest enforcement is not an exception, but the new standard,” Buttigieg said.

Starting in about six months, U.S. airlines will have to offer customers cash refunds before vouchers

New federal rules for airlines will go into effect later this year, giving travelers a better picture of the full cost of flights before they book — and getting them an easier refund if things go awry.

After a process that lasted more than a year, the Biden administration announced the rules on passenger protections Wednesday.

“This is a big day for America’s flying public,” Transportation Secretary Pete Buttigieg said in a news conference at Reagan National Airport.

While the trade group Airlines for America said its members “abide by — and frequently exceed — DOT regulations regarding consumer protections,” consumer advocates praised the administration’s move.

“These rules are not only critical but also common sense,” said William McGee, senior fellow for aviation and travel at the American Economic Liberties Project, who spoke at Wednesday’s event.

Most new rules go into effect in the fall

At the event Wednesday, Buttigieg said that “the bulk of these protections” will go into effect in about six months. Others will start in a year.

That means refund rules that get customers automatic cash refunds when airlines cancel or significantly change flights won’t be in place during the busy summer travel season. But they should be set in time for the Thanksgiving and winter holiday season rush.

Buttigieg said that the department expects airlines to take some time to develop the processes to return cash to travelers, but added that he doesn’t want them to drag their feet.

“They don’t have to wait the number of months that it’ll technically take for this to go into effect,” Buttigieg said Wednesday. “They could and should be doing this right now.”

You should get refunds without having to ask

Instead of first offering a voucher or credit, airlines “must automatically issue refunds without passengers having to explicitly request them or jump through hoops,” the Transportation Department says. The refunds need to be issued within seven business days for credit card purchases and 20 calendar days when bought through other methods.

However a traveler originally paid is the way the refund needs to be issued, the rule says, whether that’s by credit card or airline miles . Other types of compensation are allowed only if a passenger chooses one of those alternatives.

“No more defaulting to vouchers or credits when consumers may not even realize that they were entitled to cash,” Buttigieg said.

You can still choose to be rebooked

If travelers’ flights have been canceled or significantly changed, they can still continue with their trip. Passengers are only eligible for a refund if they have declined to accept alternative transportation.

Airlines will have to pay for delayed bags and broken WiFi

There are many ways for a trip to go awry, and the new rules cover more than just a late or canceled flight.

If a checked bag isn’t delivered within 12 hours of a domestic flight arriving at the gate, or within 15 to 30 hours of an international flight arriving, depending on how long that flight is, passengers will be entitled to a refund of their checked-bag fee. They will need to file a mishandled baggage report.

Refunds will also be given if passengers pay for a service such as WiFi, seat selection or in-flight entertainment and the airline fails to provide.

‘Significant’ changes will be the same for all airlines

Automatic cash refunds are due to passengers if their flight experiences a “significant change.” But what does that mean? Previously, the definition could vary from airline to airline.

The new rules provide some consistency. A change is considered significant if a departure or arrival is different by more than three hours for domestic flights or six hours for international trips.

Other changes considered significant: the departure or arrival is from a different airport; there are more connections; passengers are downgraded to a lower class; or service or flights are on planes that are less accessible for a person with a disability.

No more hidden fees for bags and seat selection

The rule on extra fees — what the Biden administration refers to as “surprise junk fees in air travel” — will require airlines and online travel booking sites to disclose up front the fees for a checked bag, carry-on bag, reservation change and reservation cancellation. Those fees must be clearly noted and not shown through a hyperlink, the rule says.

Consumers must also be informed that they don’t have to pay for a seat assignment to travel and that a seat will be provided without an additional price.

“Healthy competition requires that, as a consumer, you comparison shop, which means knowing the real price of a trip before and not after you buy,” Buttigieg said. “Airlines will now be required to show you these costs up front, so you have all the information you need to decide what travel option is best for you.”

Travelers can either search without providing their personal information to see standard fees or, after entering their information, see more tailored fees that might apply given their military status, frequent-flier membership or credit card use.

“The final rule puts an end to the bait-and-switch tactics some airlines use to disguise the true cost of discounted flights,” the Transportation Department said in a news release. “Prior to the rule, some airlines were offering deceptive discounts that consumers may have believed applied to the full fare that was being advertised but only applied to a small portion of the ticket price.”

You will still have to report complaints

Buttigieg said the main way for the department to find out about a violation of the rules is when people submit complaints through the site flightrights.gov . But he said he hopes that by making refunds automatic, there will be less need for complaints — and more flexibility for employees to perform audits or spot-checks of airline compliance.

Europe-style compensation is still not in the rules

Some travelers heading to or from Europe who experience delays under certain circumstances are entitled to compensation worth more than $600. That kind of system does not exist for domestic flights in the United States, but Buttigieg said it is on the agenda.

“On compensation, we continue to develop that — and to be clear, with this rule on the books, that does not stop or slow the progress that we’re driving in terms of a compensation rule,” he said.

Major Change to Airline Refunds in US

Airline passengers will now be due refunds for long delays and cancellations, thanks to a major change in rules governing flight bookings.

The Department of Transportation (DOT) says the payments must be automatic and not at the discretion of carriers. Similarly, passengers hit by luggage loss will be refunded for missing items.

In order to be eligible for a refund, a passenger would have to be delayed by more than three hours while flying domestic and more than six hours for international flights. The rule would also apply to all customers, no matter if they purchased their ticket directly from the airline or through a third-party site such as Expedia or Travelocity.

The new rules state that passengers whose luggage is lost and not delivered within 12 hours must also get a refund for their trouble.

"This is a big day for America's flying public," Transportation Secretary Pete Buttigieg said at a press conference Wednesday.

All airlines have six months to begin implementing the new rules.

Currently, airlines can decide when a refund is due to passengers experiencing major flight delays, and often the companies only offer travel credits, if anything.

"Passengers deserve to get their money back when an airline owes them, without headaches or haggling," Buttigieg said in a statement.

Trade organization Airlines for America said the airlines it represents, including some of the top carriers such as Delta, American and United, already offer fully refundable tickets.

"A4A members offer a range of options—including fully refundable fares—to increase accessibility to air travel and to help customers make ticket selections that best fit their needs," a spokesperson told Newsweek.

"Consumers are given the choice of refundable ticket options with terms and conditions that best fit their needs at first search results."

The organization also pointed out that ticket prices have reached record lows, and round-trip domestic flights are 14 percent lower in 2023 than in 2010.

"U.S. airlines are providing more options and better services while ticket prices, including ancillary revenues, are at historic lows," the A4A spokesperson added.

That's not the only change coming to airlines this year. Along with its refund rule, the DOT is also looking to protect passengers from junk fees that pop up when purchasing a ticket.

Airlines will have to tell customers upfront what charges apply for a first or second checked bag, carry-on luggage as well as for canceling or changing a reservation. The DOT estimates this will save passengers more than $500 million each year.

"Airlines should compete with one another to secure passengers' business—not to see who can charge the most in surprise fees," Buttigieg said in a statement.

According to the DOT, airline revenue from baggage fees has soared more than 30 percent between 2018 and 2022.

Allen Michel, a business professor at Boston University and an airline economics expert, told Newsweek : "There are millions of disgruntled travelers each year. This is an easy fix for many issues. Most importantly, it's an election year and the administration is looking for easy-to-understand benefits that they can deliver to the public. Travel is up so the new DOT rules get lots of bang for the buck."

Visitors who now travel visa-free will need to get approval prior to departure.

Americans eyed upcoming travel to European destinations slightly differently due to news of a requirement that was set to start in 2024 for U.S. passport holders. But now, EU officials have postponed the European Travel Information and Authorisation System ( ETIAS ) launch until spring of 2025.

SchengenVisaInfo.com, a website dedicated to the world's largest visa-free zone where 27 European countries abolished their internal borders known as the Schengen Area, first reported that an EU official confirmed ETIAS won't go live until May 2025, "due to continued delays with the introduction of the related Entry-Exit System (EES), which needs to be operational before ETIAS can be implemented."

An official for the European Union did not immediately respond to ABC News' request for comment.

What to know about ETIAS for US travelers

If you previously traveled to Europe without a visa, you will now need to apply for authorization through the ETIAS , before visiting.

Today, American travelers have visa-free access to 184 global destinations, according to the Henley Passport Index . And while the U.S. passport is currently ranked eighth-most powerful passport to own, that could be set to shift when the European Union adds its new documentation requirements for U.S. visitors.

The application form, which will be available on the official ETIAS website as well as a mobile application, has a fee of 7 euros or $7.79 U.S. dollars. All communication is done by email.

Once you are approved for travel, the authorization entitles visitors to stay in European countries that require ETIAS for up to 90 days within any 180-day period and travelers must be in possession of a valid ETIAS during their entire stay.

According to ETIAS, most applications should be processed within minutes, but in case an application takes longer, decisions will be sent within four days or up to 14 days if the applicant is asked to provide additional documentation.

The European Union encourages travelers to apply for an ETIAS authorization "well in advance of your planned journey."

Confirmation of application submission will be sent on email with a unique number that is needed for future reference.

Upon receiving ETIAS travel authorization, travelers are to ensure that their name, passport number and other information is correct because any mistake will prevent them from crossing the border.

If an application is refused, the email will include the reasons for the decision along with information about how to appeal.

ETIAS travel authorization is valid for three years, according to the EU, or until the travel document you used in your application expires, whichever comes first.

The ETIAS authorization is linked to a person's travel document -- such as a U.S. passport -- and both documents will be needed to board a flight, bus or ship to enter any of the European countries that require ETIAS.

Similar to international border requirements with a passport, the ETIAS authorization doesn't guarantee automatic right of entry. "Border guards will verify that you meet the entry conditions" and anyone who does not meet the conditions "will be refused entry," according to the EU.

The U.K. Ended Its Travel-Size Liquid Rule for Carry-Ons—Will the U.S. Do the Same?

Passing through airport security in the U.K. is about to get easier and more streamlined, as U.K. officials announced that the rule mandating liquids in carry-on bags be 100ml (3.4 ounces) or less will no longer be enforced, starting in June 2024. 

When the rule ends, passengers will be able to carry-on liquids measuring up to two liters in volume, the BBC reports . Additionally, passengers will no longer need to remove electronics from bags, such as laptops. Previously, major airports in the U.K., such as London Heathrow, were known for their stringent enforcements of the liquid rules.

In the U.S., similar policies are still in effect at airports around the country, with the TSA enforcing its so-called “ 3-1-1 ” liquid rule for carry-on bags: all liquids must be 3.4 ounces or less and fit in a single, one-quart clear bag. (Though there are  some exceptions to those rules.)

The more relaxed screening policies in the U.K. are possible thanks to new X-ray scanners that use computed tomography (CT) technology to produce more detailed, 3D images of luggage contents. (The technology is similar to a CT scan you might get at a hospital.) Most airports in the U.K. will need to upgrade their X-ray machines to the newer high-tech versions by June 2024. 

The same enhanced CT technology has been in use at U.S. airports for several years now, with the TSA rapidly expanding the scanners to dozens of airports nationwide. As of May 2022, the agency said it had deployed at least 402 CT units to 163 airports around the country. Over the summer, officials installed more of the scanners at additional airport checkpoints in anticipation of an uptick in air travelers, including at Billings Logan International Airport in Montana , Albany International Airport in New York, Buffalo Niagara International Airport in New York, Cincinnati/Northern Kentucky International Airport and Raleigh-Durham International Airport in North Carolina, the TSA  said in a release . 

With that in mind, will the TSA follow the U.K.’s lead and ditch its rules for carry-on liquids? Currently at U.S. security checkpoints with CT scanners, passengers already have somewhat more relaxed screening rules, as they aren’t required to remove their travel-size liquids, electronics, or food from their carry-on bags, according to the TSA. That was a precursor step to the new U.K. policy at  London City airport , which received CT scanners in November 2022 and announced that passengers no longer had to remove any items from their bags. 

But some industry analysts say scanning equipment is only one piece of the puzzle . “I believe that TSA and other aviation security organizations will study the results from the UK’s decision closely and carefully,” says Henry Harteveldt, an aviation expert and president of Atmosphere Research. “If behavioral profiling and other similar tools allow security organizations to potentially detect people who may pose a danger to airline crews and passengers, it may help reduce the need for measures such as the 100ml limit on liquids and the TSA’s 3-1-1 policy.”

Indeed, it seems U.S. officials plan to take it slow when considering any changes to the current TSA 3.4-oz liquid rule, which has been the international standard since it was implemented in 2006. “Computed Tomography technology produces 3-D images that can be rotated and combined with advanced detection algorithms to produce a substantial improvement in security screening,” Robert Carter Langston, TSA's press secretary, said in an emailed statement. “While we have them deployed at more checkpoints, we are years away from announcing a change to the current liquids rule.” 

Although U.S. passengers still need to pack travel-size liquids for the time being, that doesn’t mean that the security checkpoint hasn’t been seeing other improvements. Aside from rolling out more CT scanners, TSA has been deploying credential authentication technology: new ID scanners that don’t require passengers to show their boarding passes . Earlier in 2022, the agency also began accepting digital IDs from the Apple Wallet app at certain airports and testing an expansion of facial recognition to whisk travelers through even faster.

Automatic Refunds and No More Hidden Fees: D.O.T. Sets New Rules for Airlines

The Transportation Department issued new requirements on refunds when flights are canceled or delayed and on revealing “junk” fees before booking. Here’s what passengers can expect.

The Transportation Department on Wednesday announced new rules taking aim at two of the most difficult and annoying issues in air travel: obtaining refunds and encountering surprise fees late in the booking process.

“Passengers deserve to know upfront what costs they are facing and should get their money back when an airline owes them — without having to ask,” said U.S. Transportation Secretary Pete Buttigieg in a statement, adding that the changes would not only save passengers “time and money,” but also prevent headaches.

The department’s new rules, Mr. Buttigieg said, will hold airlines to clear and consistent standards when they cancel, delay or substantially change flights, and require automatic refunds to be issued within weeks. They will also require them to reveal all fees before a ticket is purchased.

Airlines for America , a trade group representing the country’s largest air carriers, said in a statement that its airlines “abide by and frequently exceed” D.O.T. consumer protection regulations.

Passenger advocates welcomed the new steps.

Tomasz Pawliszyn, the chief executive of AirHelp, a Berlin-based company that assists passengers with airline claims, called it a “massive step forward and huge improvement in consumer rights and protection” that brings the United States closer to global standards in passenger rights.

Here’s what we know about the D.O.T.’s new rules, which will begin to go into effect in October.

There’s now one definition for a “significant” delay.

Until now, airlines have been allowed to set their own definition for a “significant” delay and compensation has varied by carrier . Now, according to the D.O.T., there will be one standard: when departure or arrival is delayed by three hours for domestic flights and six hours for international flights.

Passengers will get prompt refunds for cancellations or significant changes for flights and delayed bags, for any reason.

When things go wrong, getting compensation from an airline has often required establishing a cumbersome paper trail or spending untold hours on the phone. Under the new rules, refunds will be automatic, without passengers having to request them. Refunds will be made in full, excepting the value of any transportation already used. Airlines and ticket agents must provide refunds in the original form of payment, whether by cash, credit card or airline miles. Refunds are due within seven days for credit card purchases and within 20 days for other payments.

Passengers with other flight disruptions, such as being downgraded to a lower service class, are also entitled to refunds.

The list of significant changes for which passengers can get their money back also includes: departure or arrival from an airport different from the one booked; connections at different airports or flights on planes that are less accessible to a person with a disability; an increase in the number of scheduled connections. Also, passengers who pay for services like Wi-Fi or seat selection that are then unavailable will be refunded any fees.

Airlines must give travel vouchers or credits to ticketed passengers unable to fly because of government restrictions or a doctor’s orders.

The vouchers or credits will be transferable and can be used for at least five years after the date they were issued.

Fees for checked baggage and modifying a reservation must be disclosed upfront.

Airlines and ticket agents are now required to display any extra fees for things like checking bags or seat selection clearly and individually before a ticket purchase. They will also need to outline the airline’s policies on baggage, cancellations and changing flights before a customer purchases a ticket.

The rules, which apply to all flights on domestic airlines and flights to and from the United States operated by foreign airlines, have varying start dates.

For example, automatic refunds must be instituted by the airlines within six months. But carriers have a year before they’re required to issue travel vouchers and credits for passengers advised by a medical professional not to fly.

New system for international travel

Eight countries will move from the red list on 22 September and the rules for international travel to England will change on 4 October 2021.

The Transport Secretary, Grant Shapps, has today (17 September 2021) announced a simplified system for international travel in light of the success of the UK ’s domestic vaccine rollout, providing greater stability for industry and passengers.

The current traffic light system will be replaced by a single red list of countries and territories which will continue to be crucial in order to protect public health, and simplified travel measures for arrivals from the rest of the world from Monday 4 October at 4am.

Testing requirements will also be reduced for eligible fully vaccinated travellers, who will no longer need to take a PDT when travelling to England from Monday 4 October 4am.

From the end of October, eligible fully vaccinated passengers and those with an approved vaccine from a select group of non-red countries will be able to replace their day 2 test with a cheaper lateral flow test, reducing the cost of tests on arrival into England. The government wants to introduce this by the end of October, aiming to have it in place for when people return from half-term breaks.

Anyone testing positive will need to isolate and take a confirmatory PCR test, at no additional cost to the traveller, which would be genomically sequenced to help identify new variants.

Testing for unvaccinated passengers from non-red countries will include pre-departure tests, day 2 and day 8 PCR tests. Test to release remains an option to reduce self-isolation period.

From 4 October, England will welcome fully vaccinated travellers from a host of new countries – who will be treated like returning fully vaccinated UK travellers – including 17 countries and territories such as Japan and Singapore, following the success of an existing pilot with the US and Europe.

Grant Shapps Transport Secretary said:

Today’s changes mean a simpler, more straightforward system. One with less testing and lower costs, allowing more people to travel, see loved ones or conduct business around the world while providing a boost for the travel industry. Public health has always been at the heart of our international travel policy and with more than 8 in 10 adults vaccinated in the UK , we are now able to introduce a proportionate updated structure that reflects the new landscape.

Part of the third Global Travel Taskforce checkpoint review, today’s update reiterates the government’s focus on protecting its borders from the most dangerous variants and ensures continuity for industry and passengers the remainder of the year. We will look to set out a further review for the UK ’s international travel policy early in the new year to provide further certainty for the spring and summer 2022 seasons.

Conducting the final regular traffic light review before the switch to the new two-tiered system, several additional countries and territories will move off the red list – Turkey, Pakistan, the Maldives, Egypt, Sri Lanka, Oman, Bangladesh and Kenya. Changes will come into effect at 4am Wednesday 22 September.

Passengers who aren’t recognised as being fully vaccinated with authorised vaccines and certificates under England’s international travel rules, will still have to take a pre-departure test , a day 2 and day 8 PCR test and self-isolate for 10 days upon their return from a non-red list country under the new two-tiered travel programme. Test to Release will remain an option for unvaccinated passengers who wish to shorten their isolation period.

Sajid Javid Health and Social Care Secretary said:

Today we have simplified the travel rules to make them easier to understand and follow, opening up tourism and reducing the costs to go abroad. As global vaccination efforts continue to accelerate and more people gain protection from this dreadful disease, it is right that our rules and regulations keep pace.

From late October, we will also be making changes to allow passengers who change flights or international trains during their journey to follow the measures associated to their country of departure, rather than any countries they have transited through as part of their journey.

All passengers will still need to fill in a passenger locator form ahead of travel. Passengers should continue to check GOV. UK travel guidance including FCDO travel advice before, during and after travel to keep up to date in entry requirements and ensure compliance with the latest COVID-19 and non-COVID-19 regulations for the country being visited.

There have been more changes to the rules for international travel, with some popular destinations climbing the ladder to the green list and others sliding down on to the red.

The Government has also hiked the price of hotel quarantine, meaning a trip to a red list country is a pricey affair.

Here is the state of play for your summer holidays.

Is there any good news?

Seven countries will be added to England’s green travel list from 4am on Sunday, the Government announced on Wednesday.

Anyone returning from Germany, Austria, Slovenia, Slovakia, Latvia, Romania and Norway will no longer need to quarantine on arrival.

France will also lose its confusing “amber plus” status which has meant all travellers, and not just those who are not fully vaccinated, have had to self-isolate for 10 days upon return.

Our nearest neighbour has been in a category all by itself because of concerning levels of the beta variant of Covid-19 there.

Is that it?

Sadly yes, but it will get slightly easier to visit India, Bahrain, Qatar and the United Arab Emirates as they will be moved from the red to the amber list, meaning arrivals will no longer have to spend 11 nights in a quarantine hotel.

There are currently 24 countries on the green list, including the popular holiday destinations of Barbados, Croatia and Malta – unfortunately 16 of these are on the “green watch list” meaning they could be suddenly be moved to amber.

Australia and New Zealand are both unambiguously green – unfortunately neither are welcoming British travellers at the moment.

Has anyone joined the red list?

Yes – Mexico, Georgia and the French overseas territories of La Reunion and Mayotte are joining the red list.

If you have a holiday to one of those destinations already booked and want to press ahead, bear in mind the cost for solo travellers in a quarantine hotel in England will be ramped up from £1,750 to £2,285 from August 12.

The charge for an additional adult sharing a room will more than double from £650 to £1,430 to “better reflect the increased costs involved”, the Government said.

Is my trip to Spain safe?

There were fears in the travel industry that Spain – the most popular overseas destination for UK holidaymakers – could be added to England’s red list.

The Government announced it would keep its amber status, but urged travellers arriving in the UK from Spain to take a PCR test for the mandatory pre-departure test “as a precaution against the increased prevalence of the virus and variants in the country”.

Many travellers have been relying on the cheaper lateral flow test kits which are less reliable than PCRs.

Things keep changing – what do I have to do when I get home again?

There are different rules for countries on the red, amber and green lists that also differ according to a traveller’s vaccination status.

Passengers to England returning from a red list country must have proof of a negative Covid-19 test before departure and must book a hotel quarantine package including two Covid-19 tests even if they have had both jabs.

They must also complete a passenger locator form.

If you have come from an amber list country, you need proof of a negative test before travel and those who are not fully vaccinated must self-isolate 10 days upon arrival and take a PCR test on day two and day eight.

You might be able to get out of quarantine early if you pay for a private PCR test to be taken on day five under the Test to Release scheme.

Those with two vaccines only need to take a PCR test on day two of their arrival and can skip self-isolation – the same rules apply to those who are under the age of 18 regardless of their vaccination status.

Anyone returning from a green list country need only have proof of a negative Covid-19 test before travel, fill in a passenger locator form and take a test on day two after arrival.

Do these changes apply elsewhere in the UK?

The devolved nations have control over their own amber, red and green lists of countries as well as the rules around quarantine upon return.

Scotland and Northern Ireland have, however, followed England in introducing the same travel relaxations.

But the changes drew criticism from the Welsh Government which is still advising against “all but essential” travel abroad, and those who have been to a red list country cannot even enter until they have completed 10 days of quarantine in England or Scotland first.

In a statement, a spokesman for the Welsh Government said: “We have long called for a clearer system of rules regarding international travel.

“The ad-hoc nature of the decisions made by the UK Government on the issue does little to instil confidence or provide clarity for travellers.

“We continue to advise against all but essential travel abroad because of the continuing risk of infection, including with new variants of coronavirus which may not respond to our vaccines.

“We will consider the latest changes announced by the UK Government.”
