Mumbai International Cruise Terminal (Bombay, India) to be commissioned by July 2024

The new Mumbai International Cruise Terminal in Bombay India , coming up at BPX-Indira Dock, is due to be commissioned by July 2024.

The project cost is Rs 495 crore (USD 65,135416 million), out of which, Rs 303 crore (US$39,870770M) is to be incurred by Mumbai Port Authority with the remaining by private operators.

The cruise terminal will boast a capacity of handling 200 ships and 10 lakh (100 000) passengers per year. A couple of cruise ships will be able to berth simultaneously on the dock. The new terminal will have a total of 10 escalators, 22 elevators, and multi-storied car parking for 300 cars.

According to Chairperson, Mumbai Port Authority, Rajiv Jalota, domestic and international cruising was expected to be "the main activity at Mumbai Port in the coming days."

Jalota added that a conference was being planned to showcase India as a destination for cruises, with the aim of establishing ports like Mormugao/Goa , Cochin , Mumbai, and east-coast India cruise ports.

Jalota was addressing the media in Mumbai on the occasion of the completion of 7 years of Sagarmala, the flagship program of the Government of India for port-led development of the nation.

Sagarmala is aimed at bringing about a step-change in the country’s logistics sector performance, via unlocking the potential of the coastline and waterways.

The terminal is situated at Ballard Pier (BPX) within 5-10 minutes driving distance from the Taj Mahal Hotel, Museum, Art galleries, CBD of Fort, Colaba Causeway, Nariman Point and Marine Drive.

He said that the Mumbai Port Authority is laying a special focus on cruise tourism, passenger transportation, and ship repair. He further informed that a Cruise Conference is being planned to showcase India as a cruise destination, to establish ports like Mumbai, Goa, Kochi, and ports on the east coast as cruise hubs of the nation.

The operation and maintenance of the project will be on a PPP basis aggregating to ₹ 192 crore. The EPC project is expected to complete by October 2022, while the PPP operator will commission the terminal by July 2024.

Further, Jalota spoke about the Kanhoji Angre Lighthouse Development. He said, "With the aim to enhance the scope of cruise tourism and to attract international passengers, we are developing Kanhoji Angre Island under the Lighthouse Tourism scheme. The work order for the project has been issued and it should be completed by March 2023. Mumbai Port has done developmental works worth Rs. 18 crores on the island, which attracts a lot of visitors.”

Kanhoji Angre Lighthouse Development island will have facilities for trekking, sit-outs, viewing galleries, interesting pergolas and resting benches, out-door restaurants, performances, overnight camping, etc. The scheduled date of commercial operation will be March 2023,

Also, some light was shed on the Mallet Bunder expansion. The Chairperson stated that the harbour normally handles more than 700 trawlers per day and around 900 trawlers on peak days. He added, "This may soon increase to 1,300. We are planning to develop a fishing harbour to decrease the congestion under the Sagarmala Project. We are planning to start this work in 2022 and we aim to finish it in two years.”

Mallet Bunder expansion project is fully funded by Sagarmala and Fisheries Dept., Govt. of India, to cater to the increased demand from the fishermen community. In addition to these, a third chemical berth is being constructed at Pirpau, funded by Sagarmala. The berth will make a capacity addition of 2 MMTPA, catering to handling chemicals including LPG.

The vision of Sagarmala is to reduce logistics costs for both domestic and EXIM cargo with optimized infrastructure investment. Sagarmala aspires to reduce logistics costs for EXIM and domestic cargo leading to overall cost savings of ₹ 35,000 to 40,000 cr. per annum, focusing on the concept of port-led development. The Sagarmala scheme encompasses projects worth Rs. 5.48 lakh crores, out of which 194 projects worth Rs. 99,000 crores have been completed and 217 projects worth Rs. 2.12 lakh crores are under implementation.

The Mumbai International Cruise Terminal, touted to be the iconic sea cruise terminal coming up at BPX-Indira Dock, is expected to be commissioned by July 2024. The terminal will have a capacity of handling 200 ships and 1 million passengers per annum. Out of the total project cost of INR 495 crore, INR 303 crores will be incurred by Mumbai Port Authority and the remaining by private operators. 

Information regarding the same was given by the Chairperson, Mumbai Port Authority,  Rajiv Jalota, while addressing the media in Mumbai on Thursday, March 31, 2022, on the occasion of completion of seven years of Sagarmala - Government of India’s flagship programme for port-led development of the nation.

The first-of-its-kind iconic sea cruise terminal in India with a total construction area of 4.15 lakh sq. ft. will have 22 Elevators, 10 Escalators and multi-storied car parking for 300 cars. Two cruise ships will be able to berth at a time on the dock.

Jalota said that domestic and international cruising is expected to be the main activity at Mumbai Port in the coming days. He said that the Mumbai Port Authority is laying a special focus on cruise tourism, passenger transportation and ship repair.  The chairperson informed that a Cruise Conference is being planned to showcase India as a cruise destination, with an aim  to establish ports like Mumbai, Goa, Kochi and ports on the east coast as cruise hubs of the nation.”

Besides this, he also added that the Kanhoji Angre Lighthouse Development project will also be completed by March 2023, whereby visitors will be able to enjoy with facilities like trekking, sit-outs, viewing galleries, interesting pergolas and resting benches, out- door restaurants, performances, overnight camping, etc. 

Moreover, officials are also planning to begin the work on Mallet Bunder expansion in 2022 and finish it by 2024. As per reports, Mallet Bundar harbour normally handles more than 700 trawlers per day and around 900 trawlers on peak days.

The Mumbai International Cruise Terminal at BPX-Indira Dock, the much anticipated and ambitious project of Mumbai Port Authority, is expected to be commissioned by July 2024. Mumbai Port Authority chairman Rajiv Jalota said that out of the total project cost of Rs 495 Cr, Rs 303 Cr will be incurred by the Authority for bare infrastructure and the remaining Rs 192 Cr will be invested by private operator/s for the interiors including elevators, escalator and multi storied car parking. The terminal will have a capacity of handling 200 ships and 1 million passengers per annum. Jalota was talking to the press Thursday on the occasion of completion of seven years of the government of India’s flagship Sagarmala programme for development of ports across the country. Built on an area of 4.15 lakh sq ft, the first-of-its-kind iconic sea cruise terminal in India, two cruise ships will be able to berth at a time on the dock .The terminal will have 22 elevators, 10 escalators and multi-storied car parking for 300 cars, facility for recreation, leisure and retail. “Domestic and international cruising is expected to be the main activity at Mumbai Port in the coming days. The Mumbai Port Authority is laying special focus on cruise tourism, passenger transportation and ship repair,” said Jalota.   The MPA chief further said that to showcase India as a cruise destination and to establish and promote the ports of  Mumbai, Goa, Kochi and those on the east coast as cruise hubs of the nation, a Cruise Conference is being planned. He also spoke about other ongoing projects Speaking on Kanhoji Angre Lighthouse Development, Jalota said the Kanhoji Angre Island is being developed under the Lighthouse Tourism scheme. It is aimed to enhance the scope of cruise tourism and attract international passengers. “The work order for the project has been issued and scheduled commercial operation will be March 2023. Mumbai Port has done developmental works worth Rs 18 crore on the island which attracts a lot of visitors,” he said. The island will have facilities for trekking, sit-outs, viewing galleries, interesting pergolas and resting benches, out- door restaurants, performances, overnight camping, etc. Speaking on Fish Jetty at Mallet Bunder harbour that normally handles more than 700 trawlers per day and around 900 trawlers on peak days, he said, “This may soon increase to 1,300. We are planning to develop a fishing harbour to decrease the congestion under the Sagarmala Project. We are planning to start this work in 2022 and we aim to finish it in two years.” The project is fully funded by Sagarmala and Fisheries Department, GoI to cater to increased demand from fishermen community. In addition to the above, a third chemical berth is being constructed at Pirpau which is funded by Sagarmala and have capacity addition of 2 MMTPA, displacement load of 72,500 T catering to handle chemicals including LPG. The project will be commissioned in March 2024. The project cost is Rs 161 Cr and 50% of the cost is shared by GoI under the Sagarmala funding. The projects that got completed under Sagarmala  include, 5th Oil Berth at Jawahar which got commissioned on January 30, 2021, Redevelopment and Facelift of Indira Dock, Construction of Passenger Boat Landing Jetty at Kanhoji Angre Island, Development of Domestic Cruise Terminal, Offshore Container Terminal (Automobile Hub Export Terminal), Bunkering Terminal at Jawahar Dweep and Ship Repair Operations at 7 Indira Dock and Development of Hughes Dry Dock which will have world class ship repair facility at Mumbai and a floating dry dock. Some ambitious proposed port infrastructure development under Sagarmala projects include: Development of Marina at 5.02Ha at Prince Dock. The facility with an estimated cost of Rs 575 Cr in PPP mode will have 300 yachts. RPF bids for same are expected to be invited shortly and scheduled commercial operation is expected to start from March 2027. The ropeway between Sewri and Elephenta in Mumbai Harbour will be the worlds’ longest ropeway over sea (approx 8 kms) with all required infrastructure at both terminal ends. Development of Ecological and Cultural Park at Sewri is expected to ensure protection and enhancement of historical heritage area including Sewree Fort and also provide sustainable socio- economic and financial model for the project. Implementation of the Dedicated Goods line between Wadala and Kurla will help evacuate seamless port traffic 24x7. Amongst the ongoing projects, the Tank Farm reclaimed area of 13.5 Ha at JD 5 created using excavated rock material of Mumbai Metro, will be used for storage of crude oil having capacity of 3.6 lakhs. With reclamation expected to complete by December 2022, it will be handed over to oil PSUs for setting up crude oil tankages. The Floating Storage and Regasification Unit being set up at the cost of Rs 2,600 Cr on PPP mode is scheduled for commercial operation in June 2025. The floating LNG terminal will transfer LNG to storage tanks to convert into gas through regasification unit and then transfer it through submarine pipelines connecting to the existing GAIL pipeline grid at Uran. All said projects by Mumbai Port Authority under Sagarmala will cost Rs 8757.81 Cr and expected to generate employment opportunities, add to maritime economy enhance tourism and allied industries.                              Sagarmala is an ambitious national initiative of the Ministry of Shipping, GoI, to bring about a steep change in India’s logistics sector performance by unlocking full potential of India’s coastline and waterways. Sagarmala aspires to reduce logistics costs for EXIM and domestic cargo leading to overall cost savings of Rs 35,000 Cr to Rs 40,000 Cr per annum focusing on the concept of port-led development. The Sagarmala scheme encompasses projects worth Rs. 5.48 lakh crore, out of which 194 projects worth Rs. 99,000 crore have been completed and 217 projects worth Rs. 2.12 lakh crore are under implementation. Mumbai Port caters to 8.61% of the country’s sea borne trade handled by major ports of the country and caters to 16.07% of POL traffic handled by major ports.

In Mumbai your cruise ship will dock in Bombay port trust. There are several options of where your ship will dock, but if you are the only one in town it is a safe assumption you will dock at the passenger terminal. See map above for its location. Once your ship is docked get yourself on the outside deck to get that first impression on mighty Mumbai. When you step on to the dock you will find that there is a passenger terminal waiting for you there. This will be several facilities here. Services change per call, so we’d rather make no promises. Walking in the port is prohibited so the ship will provide a shuttle bus to bring you to the exit of the port. Bombay port trust has several exits in the port area. All exits refer to a color. Try to remember what color gate it is that you have to enter to get back into the port. If you dock at the passenger terminal you will most likely use the Green Gates exit. And yes, the gates are green. See the picture of the gates underneath. 

Taxis in Mumbai

Taxis will be waiting for you at the green gates. These taxi drivers are there to try to sell you the taxi tour. For about 4000 Rs. (+/- 65 USD) a day this man will take you anywhere. It could be that they’ll offer it for a cheaper price, but also keep in mind this man needs to make a living. These guys usually do not take short rides on the meter, so if you just want a one way cheap taxi walk further up the road until you can hail one on the street. There are 2 types of taxis you can use in Mumbai. The traditional yellow/black taxis that do not have air conditioning. A ride with these taxis costs you about 50 Rupee to get to Crawfort market for example or 100 Rupee to get you to the other side of town. These taxis have meter so check if it is on, but they are usually pretty descent with it. You can also take the blue/silver taxi. This one is also official, but the main difference is that this is air conditioned. Expect you pay about 30% extra compaired to the traditional taxi. Whatever you do it is wise to just step into a taxi and check if he hits the meter than to start bargaining about how much USD a ride would cost.

Public bus system

There is a bus system in Mumbai and although we wouldn’t necessarily recommend public transportation in Mumbai. The bus on the left hand side picture is the bus that will pass the Green Gates. Why not try to catch it just for the challenge of it all. This bus goes to Crawfort market. You buy your ticket with the guy on the bus. 50 Rupee will get you a day ticket. Don’t forget, this is not for everyone, but it’s just a small suggestions for the dare devils amongst us. The train system of Mumbai is what keeps this city alive and this is something we would recommend to experience. Go to the Churchgate station to catch the train to the 5th stop Mahalaxmi where you can find Dhobi Ghat. For just 9 rupee you’ll have the experience of a life time. Also a couple of things to keep in mind when in Mumbai:

– People hassling for money is an unfortunate fact of life in Mumbai. A firm but friendly NO should be enough to stop harassment.

– Plan your bathroom stops. There is not always a clean and proper bathroom around, but you can expect them at the nicer hotels and museums.

– Traffic can be very chaotic so watch the time.

FAQ about Mumbai as cruise destination

– Is if safe to walk in Mumbai? Yes, it is. It might not feel so comfortable especially in the beginning, but let’s say you are up for an adventurous walk.

– Do taxis run on the meter? Yes, they do. The taxis at waiting at the exit of the port are there to make a deal with you, but the taxis you’ll find in town always automotically will start on the meter.

– Is there a hop on hop off bus in Mumbai? Yes, there is. It is not waiting at the city gates though and even if you manage to catch it is more a city tour than a hop on hop off bus. This bus would not be something we would recommend as it has no convenience for you.

– Can I pay the taxi in US dollars? Usually the taxi drivers at the exit of port will make a deal in US dollars for you. The taxi drivers in town usually only take Rupee.

– Is Mumbai safe at night? Yes, it is. You will always have your usual city safety issues, but in Mumbai there is nothing to be extra alarmed about.

Ask a taxi driver for Banganga in Teen Batti, Malabar Hill. Not all drivers will know it, but they try their very best to find it for you. This is the beauty of the Banganga watertank. There are hardly any tourists there. There is not an awefull lot to find in and around the watertank but it a beautiful example of real Mumbai. From the exit of the port it is 9 km / 45 min. drive west. Expect to pay 100 rupee for a taxi.

The church gate station is next to Victoria station a mayor transportation hub. Why not hop on and take a ride to Mahalaxmi where you can find laundry service Dhobi Ghat.

Or also known as Chhatrapati Shivaji Terminus. This building from 1888 is a train station used by 8 million people daily. You could understand that this is a place to see people in their daily life or to enjoy this magnificent Victorian building. From the exit of the port it is 1,5 km walk to the north or take a 50 rupee taxi.

Mumbai’s Dhobi Ghat

The world’s largest open air laundry. Where 1 million pieces of clothes are washed every day. It is like a soapy maze down there. There are over 700 basins where about 6000 people work every day. From the exit of the port it is 8 km drive north. Best way to get there is by train from Churchgate station or taxi.

This is a 6 km long. C-shaped promenade in Mumbai. It is nicknamed the Queens necklace for the facts it lights up in the evening and this resembles a necklace. From the exit of the port it is 4 km / 20 min. drive west. Expect to pay 70 rupee for a taxi.

Hanging Gardens

On top of Malabar Hill you’ll find Pherozeshah Mehta, (a.k.a. hanging gardens). It is famous for its animal shaped hedges. It is built on a water reservoir of Mumbai. From the exit of the port it is 9 km / 30 min drive to the west. Expect to pay 100 rupee for the taxi.

Chhatrapati Shivaji Maharaj Vastu Sangrahalaya or also known as Prince of Wales museum. This world famous museum is India’s premier art and history museum. India’s rich heritage is being displayed over several floors in the old Indo-Saracenic style of architecture. Make sure not to miss this one.

Haji Ali Causeway

One of the most unusual mosques stand in Mumbai. Sometimes this location is visited by 40.000 people a day. You’ll need to plan your visit though. Mumbai International Cruise Terminal Worth Rs 495 Crore To Be Ready In 2024

The much-awaited International Cruise Terminal in Mumbai will be ready and made operational to handle cruisers from all over the world by 2024, Maharashtra Chief Minister Eknath Shinde said on Tuesday (17 October).

The first-of-its-kind iconic sea cruise terminal in India is currently under construction at Ballard Pier Extension (BPX) berth of Mumbai Port.

The terminal will have a capacity of handling 200 cruise ships and one million passengers per annum and can berth two cruise ships at a time on the dock.

The sea cruise terminal with a total construction area of 4.15 lakh square feet, will have 22 elevators, ten escalators and multi-storied car parking for 300 cars.

Out of the total project cost of Rs 495 crore, Rs 303 crore will be incurred by Mumbai Port Authority and the remaining by private operators.

Problems' Galore

The Mumbai Port is presently handling its cruise traffic at BPX berth, which has a terminal building for this purpose.

This is a multi-purpose berth, right inside the cargo port and is used extensively for berthing of larger, beamier and over-dimensional vessels which are on the increase.

Further, as BPX is a custom notified area, entry and exit are highly regulated which creates a barrier for the free flow essential for a cruise terminal.

Also, BPX terminal is very close to the naval base and thus free and unregulated access is unlikely to be permitted on a large scale.

As such, it was decided to upgrade the present cruise terminal to make it at par with the international norms matching the best presently available cruise terminal in the world.

The cruise terminal at Mumbai port is typically expected to attract ships with passenger capacity of 2,500-3,000 and also large ships with 4,000 occasionally.

“Domestic and international cruising is expected to be the main activity at Mumbai Port in the coming days. The Mumbai Port Authority is laying a special focus on cruise tourism, passenger transportation and ship repair,” said Rajiv Jalota, chairperson of Mumbai Port Authority.

Cruise ships dock at the Ballard Pier which is located next to the Navy Yard at Mumbai. It is about a 10-minute drive to the town center.

On occasion ships will dock at the Offshore Container Terminal when more than one ship is scheduled. This port is way out of town.

Immigration formalities can be very time consuming.

Walking in the port is prohibited so the ship will provide a shuttle bus to bring you to the entrance of the port.

Taxis are generally available at the port entrance. Be sure to agree on the fare before starting out. Outside the terminal they are cheaper. A short trip to the Gateway of India should only cost around 30 rupees but as a foreigner, you should be happy to pay around 50 rupees. The blue/silver taxis are a little more expensive, but have airconditioning.

The Cruise Terminal has check- in baggage handling facilities, a lounge, duty free shop, curios and handicraft stalls and toilets etc.

Sightseeing:

Mumbai (Bombay) is a colorful, vibrant, energetic and friendly city, with a varied and fascinating history. It boasts the finest collection of Victorian buildings anywhere in Asia and a myriad of temples and mosques.

Some examples of High Victorian architecture include Mumbai University, Standard Chartered Bank Building and Municipal Corporation Building, while other sites worth a visit are: the Shrine of Haji Ali (a Muslim saint who died while on pilgrimage to Mecca), which overlooks the sea; Jehangir Art Gallery; the neo-classical Town Hall, built between 1821 and 1833 to designs by Colonel Thomas Cowper; St Thomas's Anglican Cathedral; Chhatrapati Shivaji Terminus railway station, comparable to New York's Grand Central Station or London's St Pancras; and the Gateway of India, built by the British to commemorate the visit to India in 1911 of King George V and Queen Mary

Mumbai is different from the rest of India in pretty much the same way that New York is different from the United States. The pace of life is more hurried; time is money and money is important. The idea that in this city one can always make a living one way or another is pervasive.

To really see anything you'll need to take a ship's excursion.

Taxis (Yellow and Black) are cheap and plentiful. Taxis in Mumbai are small-medium sized cars with no A/C. A 3 hour shopping trip is about $30 per taxi.

Cool Cabs are Blue/Silver in colour and have electronic meters and have A/C, but are about 40% more expensive.

Follow the queue system to board a taxi. Quite frequently, tourists and new visitors are mobbed by unscrupulous taxi drivers. Most taximen are honest, but the dishonest ones tend to cluster around railway stations and airports where they can more easily find suckers. Unless you are taking a prepaid taxi, always ask taxis to go by the meter. At the start of the journey, ensure that the meter is visible and shows the flag-down fare/meter reading. Traffic can be very chaotic so watch the time.

Nearby Places:

Elephanta Island . This island is a popular tourist destination because of the island's cave temples, the Elephanta Caves, that have been carved out of rock.

The island is easily accessible by ferry from Mumbai, being about 10 kilometers (6.2 mi) from the south east coast of the island city. Boats leave daily from the Gateway of India, taking about an hour each way. The tickets for these can be bought at the Gateway itself. The first ferry leaves at 9 am and the last at 2 pm.

From the boat landing stage on the island, a walkway leads to steps that go up to the famous caves. There is also a narrow-gauge toy train from the boat area on the dock to the base of the steps leading up to the caves (about 600 meters). Along the path, hawkers sell souvenirs like necklaces, anklets, showpieces and keychains. There are also stalls to buy food and drinks. Small monkeys play along the sides of the path, occasionally thieving items from the hawkers, trashcans and tourists.

The currency in India is the Indian rupee.

In the big cities, credit cards are accepted at retail chain stores and other westernized restaurants and stores. Small businesses and family-run stores almost never accept credit cards, so it is useful to keep a moderate amount of cash on hand.

A rchitect Santha Gour has been working extensively for the past four years as an Architectural Designer and Project Manager for the Mumbai International Cruise Terminal. A very iconic project since its inception, the Mumbai International Cruise Terminal promises to usher in an era of luxury cruise vacations starting from India. A part of the Government of India’s initiative to unlock the untapped potential of India’s beautiful coastlines, the Mumbai International Cruise Terminal asserts the best in class infrastructure and stunning design.

Design Philosophy

Due to the dual program of the Terminal along with the retail mall, Architect Santha Gour and Team had to pay attention to avoid mixing of passengers of the cruise vessel with a person coming to visit the retail mall in the building. They achieved the same by creating two Vestibules in front of the building that facilitates movement for a person coming to visit the mall. The building provides unhindered and beautiful visuals of the eastern seafront of Mumbai and is an apt location for setting up restaurants, banquets etc.

While designing, Architect Santha Gour and Team also had to keep in mind the traffic movement around the building. The berth that is used for docking of the cruise vessel is also used as docking for cargo vessels on some days. The entire traffic movement is designed in a way that there is never any mixing of traffic and people.

Midway through the project, Architect Santha Gour and Team faced an enormous challenge when they were asked to retrofit the building to take care of the passenger load of another passenger liner. Nevertheless, the same was achieved by also keeping the integrity of the design intact. Other than the Architectural challenges, the most challenging part of the project was the effort that was put in detailing the back end of the building. A lot of attention went into detailing the security and safety aspects of the building.

The structural design for this building is also very complex as part of the berth is on a slab over the sea, and the other part of it is on reclaimed land. Due to the unavailability of any previous structural drawings, there were quite a few surprises in store for Architect Santha Gour and Team once they started constructing the foundations.

There is no project without its share of challenges, or restrictive parameters dominating the design programme. Understanding that as a given and moving ahead to surmount all that comes along, to create something that retains its integrity is Architecture. My learning from this and various other large projects that I am working on currently is that how Architecture design ceases to be a small part of the time invested in a project and how most of the time gets used up in compliances, approvals and documentation. Also, beyond the aesthetics of the building lies a tremendous amount of effort in making the facility run like a well-oiled machine. However, the end result always justifies the effort.

The Mumbai International Cruise Terminal, coming up at BPX-Indira Dock, is expected to be commissioned by July 2024. The terminal will have a capacity of 200 ships and one million passengers yearly. From the total project cost of Rs 495 crore, Rs 303 crore will be incurred by Mumbai Port Authority and the remaining by private operators. It is the first-of-its-kind iconic sea cruise terminal in India of area 4.15 lakh sq ft, including 22 elevators, ten escalators, and a multistoried car parking area for 300 cars. Two cruise ships can berth at a time on the dock. Chairperson of Mumbai Port Authority, Rajiv Jalota, told the media that domestic and international cruising is expected to be the main activity at Mumbai Port. He said that the Mumbai Port Authority focuses on cruise tourism, passenger transportation and ship repair. He said that a Cruise Conference had been planned to showcase India as a cruise destination and establish ports like Mumbai, Goa, Kochi and ports on the east coast as cruise hubs of the country. He said that the Kanhoji Angre Lighthouse Development would enhance the scope of cruise tourism and attract international passengers, the Kanhoji Angre Island is developing under the Lighthouse Tourism scheme. The work order for the project has been issued and should be completed by March 2023. Mumbai Port has completed developmental works worth Rs 18 crores on the island, attracting visitors. The island will have trekking, sit-outs, viewing galleries, pergolas and resting benches, outdoor restaurants, performances, overnight camping, and more facilities. Jalota told the media that the Mallet Bundar harbour handles over 700 trawlers per day and around 900 trawlers on peak days. It may soon increase to 1,300. The department will also develop a fishing harbour to decrease the congestion under the Sagarmala Project. The project work will begin in 2022 and aims to complete in two years. Sagarmala and Fisheries Department Government of India fund Additionally, a third chemical berth is being constructed at Pirpau, funded by Sagarmala. The berth will make a capacity addition of 2 million metric tonnes per annum to handling chemicals, including LPG. Sagarmala is a national initiative aimed to bring changes in the Indian logistics sector performance by unlocking the full potential of India’s coastline and waterways. It focuses on reducing logistics costs for domestic and Export-Import Policy (EXIM) cargo with optimised infrastructure investment. It aims to reduce logistics costs for Export-Import Policy (EXIM) and domestic cargo to overall cost savings of Rs 35,000 to 40,000 crore per annum. The Sagarmala scheme encompasses projects worth Rs 5.48 lakh crore, from which 194 projects worth Rs 99,000 crore have been completed, and 217 projects of Rs 2.12 lakh crore are under implementation. Union Minister of Ports, Shipping & Waterways and AYUSH Shri Sarbananda Sonowal flagged off the maiden voyage of the vessel Costa Serena, the first International Cruise Liner in India  from Mumbai  today.

Speaking at the occasion Shri Sarbananda Sonowal said, “The launch of Costa Cruises' domestic sailings in India thus is a momentous occasion that signifies the dawn of a new era in cruising and tourism. This initiative has been driven by the “Dekho Apna Desh” initiative of our Hon’ble Prime Minister Shri Narendra Modi ji.”

India has enhanced its focus on the cruise sector with Ministry of Ports, Shipping and Waterways (MoPSW) actively promoting cruise tourism for its vast economic positive impact, the potential for job creation, for earning foreign exchange, amongst many other benefits. One of the key thrust areas is to develop cruise destinations at tourism places of coastal state and islands.

The launch of Costa Cruises' domestic sailings has been made possible by a series of initiatives taken by the government to promote and revitalize the cruise tourism industry in India. Costa cruises, Italy is part of Carnival Corporation, one of the largest cruising conglomerates in the world with reputed cruise brands. These measures include guaranteed berths to cruise ships, removal of Ousting charges, Concessional uniform single rate for all Major ports, Volume discounts in cruise tariff up to 30% for domestic cruise ships, waiver of cabotage for foreign cruise vessels, Uniform SOPs for Customs, Immigrations, CISF, Ports, upgradation and modernization of cruise terminals with enhance passenger facilities, etc.

One of the most significant steps in this journey taken recently was the conditional IGST exemption to foreign flag foreign going vessel when it converts to coastal run, which substantially reduced the financial burden on foreign cruise operators.

As a result of these initiatives, from 102 Cruise ship Calls and 84,000 Passengers handled in 2013-14, the tally went up to 227 calls and 4.72 lakh passengers during 2022-23 representing an increase of 223% in cruise calls and 461% in cruise passengers in the last 9 years. River cruise tourism has also seen a 180% rise in operations during the last 9 years.

An increasing number of international cruise liners are demonstrating a growing interest in the Indian cruising industry, and numerous new services are in the pipeline and expected to start soon, promising a vibrant future for this burgeoning sector.

Development of cruise tourism and lighthouse tourism are being actively considered under MoPSW's flagship scheme Sagarmala Programme. For promoting tourism in maritime states under Sagarmala, projects have been identified in convergence with Ministry of Tourism and tourism development departments of maritime state governments.

Over a period of the last 9 years Sagarmala Programme has completed 11 Projects worth Rs.267 crores promoting coastal & cruise tourism and Island Development. Some of these projects include Cruise Passenger Facilitation Centre at Chennai, Construction of International Cruise Terminal at Cochin and development of Cruise Berthing and Cruise Passenger facilities at Mormugao Port.

Under the Maritime India Vision 2030, Government envisions to establish India as the premier cruise hub in the Asia Pacific region. To achieve this goal, significant steps are being taken, including the development of state-of-the-art cruise terminals, the implementation of standardized procedures, and the introduction of e-visa facilities, among other measures. Going forward, the objective is to increase the annual number of cruise passengers in India to 18 lakhs by 2030, up from the current figure of 4.72 lakhs.

In accordance with the Maritime Amritkaal Vision 2047 launched by the Hon'ble Prime Minister during the recently concluded Global Maritime India Summit 2023 in Mumbai, it is projected that India will have 25 operational cruise terminals by 2047, with an estimated annual passenger count of approximately 5 million cruise passengers per year.

Government is also planning to launch a well-defined and consistent cruise tourism policy in line with international standards and practices. This policy will encompass various critical aspects such as GST, taxation, excise, and custom duties, both at the central and state levels, with the aim of fostering the growth of this emerging industry within India.
