The City of Moscow has been named a 2023 Tree City USA by the Arbor Day Foundation in honor of the municipality’s commitment to effective urban forest management. Having received this distinction every year since 1993, the City was additionally recognized with the Arbor Day Foundation’s 2023 Growth Award for having “demonstrated higher levels of tree care and community engagement throughout the calendar year.”
The City of Moscow achieved Tree City USA recognition by meeting the program’s four requirements: maintaining a tree board or department, having a tree care ordinance, dedicating an annual community forestry budget of at least $2 per capita, and hosting an Arbor Day observance and proclamation.
The 2024 Arbor Day celebration and planting ceremony was held on Friday, April 26 th , 2024, at Ghormley Park near West Park Elementary School. The Moscow Tree Commission, Mayor Art Bettge, City staff, community members, and teachers and students from the West Park Elementary kindergarten classes joined in planting three gingko and three crabapple trees in the park.
“Tree City USA communities see the positive effects of an urban forest firsthand,” said Dan Lambe, Chief Executive of the Arbor Day Foundation. “The trees being planted and cared for by Moscow are ensuring that generations to come will enjoy a better quality of life. Additionally, participation in this program brings residents together and creates a sense of civic pride, whether it’s through volunteer engagement or public education.”

Cyndi Lauper announces farewell tour
Cyndi Lauper is retiring from the road. The “Girls Just Wanna Have Fun” singer-songwriter announced a farewell tour Monday morning, setting one last national jaunt that will take her to arenas in 23 cities in North America this fall before she calls it a day as a touring artist.
Lauper did not release any statement explaining her reasons for deciding to do a farewell tour now, although she is expected to talk about it later this week as she promotes a new documentary about her career, “Let the Canary Sing,” that premieres on Paramount+ Tuesday.
The Girls Just Wanna Have Fun Farewell Tour, which is being described as her first major road trip in a decade, will begin Oct. 18 in Montreal and end Dec. 5 at Chicago’s United Center.

Arena dates she’ll be playing along the way include shows at New York’s Madison Square Garden on Oct. 30, Nashville’s Bridgestone Arena Nov. 1, L.A.’s Intuit Dome Nov. 23, the Acrisure Arena in Palm Desert Nov. 24, and San Francisco’s Chase Center Nov. 26. She will also be doing a non-arena show at Detroit’s Fox Theatre Oct. 24. (Scroll down for a complete list of tour dates.)
Tickets go on sale with an artist presale Tuesday, followed by other presales before the general on-sale begins Friday at 10 a.m. local time at LiveNation.com.
Opening acts will be announced at a later date.
“Let the Canary Sing,” directed by Alison Ellwood, which had its premiere at Tribeca last year, will begin showing on Paramount+ in the U.S. and Canada on Tuesday. That same day, Lauper will participate in a handprint ceremony at the TCL Chinese Theatre in Hollywood before attending a private local premiere of the film at the theater complex, to be followed by a Q&A. On Wednesday, she’ll be discussing the documentary and the farewell tour on “Jimmy Kimmel Live!”

What to know about Russia’s growing influence in Africa
DAKAR, Senegal (AP) — Russia’s top diplomat pledged help and military assistance while on a whirlwind tour of several countries in Africa’s sub-Saharan region of Sahel this week, as Moscow seeks to grow its influence in the restive, mineral-rich section of the continent.
Russia is emerging as the security partner of choice for a growing number of African governments in the region, displacing traditional allies like France and the United States. Sergey Lavrov, who has made several trips to Africa in recent years, this week stopped in Guinea, the Republic of Congo, Burkina Faso and Chad.

Moscow has aggressively expanded its military cooperation with African nations by using the private security company Wagner and its likely successor, Africa Corps, with Russian mercenaries taking up roles from protecting African leaders to helping states fight extremists.
The Polish Institute of International Affairs said in a study this month that in “creating the Africa Corps, Russia took an assertive approach to expand its military presence in Africa.
Moscow is also seeking political support, or at least neutrality, from many of Africa’s 54 countries over its invasion of Ukraine. African nations make up the largest voting bloc at the United Nations and have been more divided than any other group on General Assembly resolutions criticizing Russia’s actions in Ukraine.
Russia-linked entities also spread disinformation to undermine ties between African states and the West, the Africa Center For Strategic Studies, an academic institution within the U.S. Department of Defense, wrote in a March report. Moscow has been “sponsoring 80 documented campaigns, targeting more than 22 countries,” it said.
Here’s a look at how Russia is expanding its influence in Africa.
Why are African nations turning to Russia?
Russia has taken advantage of political unrest and discontent in coup-hit nations, capitalizing on popular frustration and anger with former colonial power France. Military coups have ousted governments seen close to France and the West and doing little to alleviate grinding poverty, unemployment and other hardships.
Russia offers security assistance without interfering in politics, making it an appealing partner in places like Mali, Niger and Burkina Faso, all ruled by military juntas that seized power in recent years. In return, Moscow seeks access to minerals and other contracts.
Violence linked to extremists allied with al-Qaida and the Islamic State group has been on the rise in Sahel for years, despite efforts by France, the U.S. and other Western allies to help fight the jihadi groups there. In 2013, France launched a near decade long operation in Mali to help fight militants, which expanded to Niger, Burkina Faso and Chad. The operation ended nine years later but the conflict did not, contributing to anger with the West.
The U.S. has further lost its footing with key allies for forcing issues — including democracy or human rights — that many African states see as hypocrisy, given Washington’s close ties to some autocratic leaders elsewhere.
While the West may pressure African coup leaders over democracy and other issues, Russia doesn’t meddle in domestic affairs, Rida Lyammouri, a senior fellow at the Policy Center for the New South, told The Associated Press.
What is Russia’s interest in African countries?
Africa is rich in minerals, oil and other resources, which come with political and legal challenges. Its resources are increasingly central to economic and national security, such as cobalt, which is used in electronics like mobile phones, or lithium, which is used in batteries.
Russia has thrived in countries where governance is limited, and has signing mining deals through companies it controls. An EU parliament study showed that Russia secured access to gold and diamonds in the Central African Republic, cobalt in Congo, gold and oil in Sudan, chromite in Madagascar, platinum and diamonds in Zimbabwe, and uranium in Namibia.
The U.S. based non-profit Democracy 21 group said in an analysis last December that Wagner and Russia may have made about $2.5 billion through the African gold trade alone since invading Ukraine in February 2022.
Though Russia is increasingly a partner to African countries in the oil and mining sector, it lags far behind as an overall trading partner. For example, data by the International Monetary shows less than 1% of Africa’s exports go to Russia, compared with 33% to the European Union.
Where do Russian contractors operate in Africa?
The first reports of Wagner mercenaries in Africa emerged in late 2017, when the group was deployed to Sudan to provide support to then-President Omar al-Bashir, in exchange for gold mining concessions. Wagner’s presence soon expanded to other African countries.
In 2018, Russian contractors showed up to back powerful commander Khalifa Hifter in eastern Libya who was battling militants. They also helped Hifter in his failed attempt to seize the capital of Tripoli a year later.
In the Central African Republic, Russian mercenaries have been providing security since in 2018 and in return have gained access to some of the country’s gold and diamond mines.
Coups in Mali in 2020 and 2021, in Burkina Faso in 2022 and in Niger in 2023, brought military juntas critical of the West to power. All three eventually ordered French and other Western forces out, and instead turned to Russia for military support.
Niger ordered the U.S. to withdraw its troops and close its multimillion dollar flagship investment in a sprawling military and spy base in Agadez earlier this year, after a meeting with a U.S. delegation ended poorly. The decision has upended U.S. counterinsurgency operations in Africa’s Sahel.
Weeks later, Russian trainers arrived in Niger with new defense equipment.

On Sept. 3, on the margins of the Moscow International Book Fair there will be a screening of the film “Dostoevsky Intercontinental” created by the joint editorial team of TV BRICS.

The international media project is designed to show the relevance of the classic figure, his work and philosophical heritage for the international community, as well as to draw the viewers’ attention to the national accents of interpretation of his philosophy in India, Brazil, South Africa, China and Russia.
Famous researchers of Fyodor Dostoevsky’s work, as well as actors and directors from BRICS countries took part in the filming. The author is Ivan Zakharenko, a director of special projects of TV BRICS and TV channel “Prodvizheniye”, a director of fiction and documentary cinema.

“The film ‘Dostoevsky Intercontinental’ is not only an example of effective international media production of the BRICS countries, but also, globally speaking, a formula for international communication, where Russian culture, among others, becomes a key element,” Zakharenko said.
The documentary film has received numerous awards at national and international festivals, including the Russia Documentary Film Festival, the festival “Date with Russia. Territory of People’s Unity”, the IV Innovative International Film Festival in India, and the Ekurhuleni International Film Festival.
The Moscow International Book Fair is the largest and oldest book forum in Russia and Eastern Europe, a notable event in the cultural life of Moscow and Russia, the most important social project for citizens and guests of the city.
The event programme includes industry conferences and round tables, discussions on topical issues of literature, creative meetings with famous writers and poets, book presentations.
For the first time, a new platform “Pages have no borders” will operate at the MIBF, which will host presentations of fiction and non-fiction literature, masterclasses with international themes.
The platform will also host pitching of graphic stories for screen adaptations within the framework of the “Comics – Immersion” project supported by the Moscow Government and the all-Russian action “Pages have no borders”.

Russia is emerging as the security partner of choice for a growing number of African governments in the region, displacing traditional allies like France and the United States. Sergey Lavrov, who has made several trips to Africa in recent years, this week stopped in Guinea, the Republic of Congo, Burkina Faso and Chad.
Moscow has aggressively expanded its military cooperation with African nations by using the private security company Wagner and its likely successor, Africa Corps , with Russian mercenaries taking up roles from protecting African leaders to helping states fight extremists.
The Polish Institute of International Affairs said in a study this month that in “creating the Africa Corps, Russia took an assertive approach to expand its military presence in Africa.
Moscow is also seeking political support, or at least neutrality, from many of Africa’s 54 countries over its invasion of Ukraine. African nations make up the largest voting bloc at the United Nations and have been more divided than any other group on General Assembly resolutions criticizing Russia’s actions in Ukraine.
Russia-linked entities also spread disinformation to undermine ties between African states and the West, the Africa Center For Strategic Studies, an academic institution within the U.S. Department of Defense, wrote in a March report. Moscow has been “sponsoring 80 documented campaigns, targeting more than 22 countries,” it said.
Here’s a look at how Russia is expanding its influence in Africa.
WHY ARE AFRICAN NATIONS TURNING TO RUSSIA?
Russia has taken advantage of political unrest and discontent in coup-hit nations, capitalizing on popular frustration and anger with former colonial power France. Military coups have ousted governments seen close to France and the West and doing little to alleviate grinding poverty, unemployment and other hardships.
Russia offers security assistance without interfering in politics, making it an appealing partner in places like Mali, Niger and Burkina Faso , all ruled by military juntas that seized power in recent years. In return, Moscow seeks access to minerals and other contracts.
Violence linked to extremists allied with al-Qaida and the Islamic State group has been on the rise in Sahel for years, despite efforts by France, the U.S. and other Western allies to help fight the jihadi groups there. In 2013, France launched a near decade long operation in Mali to help fight militants , which expanded to Niger, Burkina Faso and Chad. The operation ended nine years later but the conflict did not, contributing to anger with the West.
The U.S. has further lost its footing with key allies for forcing issues — including democracy or human rights — that many African states see as hypocrisy, given Washington’s close ties to some autocratic leaders elsewhere.
While the West may pressure African coup leaders over democracy and other issues, Russia doesn’t meddle in domestic affairs, Rida Lyammouri, a senior fellow at the Policy Center for the New South, told The Associated Press.
WHAT IS RUSSIA’S INTEREST IN AFRICAN COUNTRIES?
Africa is rich in minerals, oil and other resources, which come with political and legal challenges. Its resources are increasingly central to economic and national security, such as cobalt, which is used in electronics like mobile phones, or lithium, which is used in batteries.
Russia has thrived in countries where governance is limited, and has signing mining deals through companies it controls. An EU parliament study showed that Russia secured access to gold and diamonds in the Central African Republic, cobalt in Congo, gold and oil in Sudan, chromite in Madagascar, platinum and diamonds in Zimbabwe, and uranium in Namibia.
The U.S. based non-profit Democracy 21 group said in an analysis last December that Wagner and Russia may have made about $2.5 billion through the African gold trade alone since invading Ukraine in February 2022.
Though Russia is increasingly a partner to African countries in the oil and mining sector, it lags far behind as an overall trading partner. For example, data by the International Monetary shows less than 1% of Africa’s exports go to Russia, compared with 33% to the European Union.
WHERE DO RUSSIAN CONTRACTORS OPERATE IN AFRICA?
The first reports of Wagner mercenaries in Africa emerged in late 2017, when the group was deployed to Sudan to provide support to then-President Omar al-Bashir, in exchange for gold mining concessions. Wagner’s presence soon expanded to other African countries.
In 2018, Russian contractors showed up to back powerful commander Khalifa Hifter in eastern Libya who was battling militants. They also helped Hifter in his failed attempt to seize the capital of Tripoli a year later.
In the Central African Republic, Russian mercenaries have been providing security since in 2018 and in return have gained access to some of the country’s gold and diamond mines.
Coups in Mali in 2020 and 2021, in Burkina Faso in 2022 and in Niger in 2023, brought military juntas critical of the West to power. All three eventually ordered French and other Western forces out, and instead turned to Russia for military support.
Niger ordered the U.S. to withdraw its troops and close its multimillion dollar flagship investment in a sprawling military and spy base in Agadez earlier this year, after a meeting with a U.S. delegation ended poorly. The decision has upended U.S. counterinsurgency operations in Africa’s Sahel.
Weeks later, Russian trainers arrived in Niger with new defense equipment .

The PGA Tour is calling this a victory, but something doesn’t smell right

What’s the going rate to turn an American executive into a boot boy for a despotic torturer such as Crown Prince Mohammed bin Salman? Just how worn out are the knees of PGA Tour Commissioner Jay Monahan’s pants legs?
But let’s start with this simple question first: Why would the PGA Tour join forces with a vermin-populated fourth-rate start-up such as LIV Golf, a comedic failure that can’t command any ratings, headed by that king of the white mice, Greg Norman?
Bought. That’s the only word for Monahan and his henchies on the PGA Tour policy board, who have made an otherwise inexplicable — and still vague — deal to work with LIV and the European tour to form a new global enterprise , funded by the Saudis. They were bought. The only question is for how many bills.
PGA Tour agrees to partner with Saudi-backed LIV Golf, ending bitter feud
The PGA Tour had all the leverage. Sure, Brooks Koepka’s victory at the PGA Championship was a good storyline, but it wasn’t especially wounding to the PGA Tour. If anything, it made you wonder how long Koepka would be content to play customer golf in the bush league, now that he had his form back. Koepka’s star quality took an undeniable hit from his association with LIV, not to mention the Netflix documentary “Full Swing,” which revealed him as a manifestly shallow ding-dong. It will take a few more major victories to erase the quivering faintheartedness he showed during his career downturn, when he feared he couldn’t win on the PGA Tour anymore.
Let’s face it. Koepka and his fellow LIVers dived for the Saudi blood money like that guy pushing women and children aside to get in a lifeboat in “Titanic.” It was going to be pretty funny watching them try to get back on the deck of the big ship.
Here was Monahan last year, talking to Jim Nantz on CBS about accepting Saudi sports-washing money. After unctuously invoking the pain of 9/11 families, he said, “I would ask any player that has left or any player that would consider leaving, ‘Have you ever had to apologize for being a member of the PGA Tour?’ ”
So what other sour ingredients are baked into this strange cake, along with total secrecy, inside dealing and what appears to be a rampant conflict of interest? Somehow, Monahan and Edward Herlihy, the chair of the PGA Tour policy board, wound up hand in hand with his excellency Yasir Al-Rumayyan as the leaders of this new for-profit global golf organization funded by a fresh infusion of Saudi “capital.” This organization is so committed to unifying the game that no actual golfers knew about the deal until it hit social media .
The PGA Tour-LIV deal stunned pro golfers — and upset more than a few
Somewhere along this very muddy line, the PGA Tour found itself advised by the New York law firm Wachtell, Lipton, Rosen & Katz. Which is interesting, because who is a partner and co-chair of that firm? Herlihy. And what sort of work does the firm mainly do? Multibillion-dollar mergers and acquisitions. It’s also known for its uniquely profitable billing system: It doesn’t hit clients with just billable hours but also large flat fees and sometimes percentages of deals .
And what did Herlihy’s firm evidently advise the PGA Tour to do? Merge.
And who was one of the firm’s three lawyers representing the PGA Tour in this deal while also sitting as chair of its policy board? Herlihy.
Herlihy was “key to the development and implementation of this agreement,” according to a PGA Tour spokesperson.
Exactly what cut or fee do Herlihy and his firm stand to make from this deal? After being told Herlihy would call me Tuesday, I’m still waiting for my chance to ask him.
So what will his compensation be for sitting on the very small “executive committee” of the new board of directors of this new for-profit global golf entity, alongside Rumayyan and Monahan? Unknown.
When will that be fully disclosed to the PGA Tour players, who have been sold down this river of blood? Who knows?
Here’s what we know — and don’t know — about the PGA Tour-LIV Golf partnership
Maybe it’s all pure as a Nativity scene. But here’s a simple question: Whom does this deal serve better, Herlihy or Rory McIlroy? Monahan or Scottie Scheffler? Or Jordan Spieth, Jon Rahm, Justin Thomas, Collin Morikawa, Tiger Woods or any of the other superb professionals who stayed loyal to each other and the PGA Tour, who refused to knife competitors in the financial back and break commitments and who managed not to sell themselves like degenerate pieces of human scruff to the Saudis? If I were them, I’d be hot. And I would have some other very simple questions.
Who made the first overture? On what authority? Who recommended accepting a deal? On what basis? How do loyal Tour players benefit, as opposed to suffering reputational harm? Why were they not informed? What is the approval process? What are their rights?
Mainly, how on earth are self-respecting PGA Tour golfers supposed to choke down this corporate sellout gluttony and pretend that any of it was really for them?
9/11 families group slams PGA Tour over LIV Golf merger: 'Paid Saudi shills'

An organization representing families of 9/11 victims ripped the PGA Tour's decision Tuesday to merge with Saudi-funded LIV Golf , describing the Tour and its commissioner, Jay Monahan, as hypocrites who have become "paid Saudi shills."
In a statement released Tuesday afternoon , 9/11 Families United said it was "shocked and deeply offended" by the news of the merger, which will see the PGA Tour, LIV Golf and the DP World Tour all operating under a single business umbrella, funded by Saudi Arabia's Public Investment Fund. The chair of the group, Terry Strada, said she and the other family members who make up 9/11 Families United felt "betrayed" by the PGA Tour and Monahan individually.
"Mr. Monahan talked last summer about knowing people who lost loved ones on 9/11, then wondered aloud on national television whether LIV Golfers ever had to apologize for being a member of the PGA Tour. They do now - as does he," said Strada, whose husband, Tom, died at the World Trade Center.
"PGA Tour leaders should be ashamed of their hypocrisy and greed. Our entire 9/11 community has been betrayed by Commissioner Monahan and the PGA as it appears their concern for our loved ones was merely window-dressing in their quest for money – it was never to honor the great game of golf."
A spokesperson for the PGA Tour did not immediately reply to an email seeking comment.
Strada and 9/11 Families United have long been among the loudest critics of LIV Golf, which has become a source of controversy and division in the golfing world since its emergence last year.
The 9/11 families group has pointed to LIV as a blatant example of sportswashing – an attempt by the Saudis to use golf to deflect attention from their wide-ranging record of human rights abuses, including the government's involvement in the murder of Saudi journalist Jamal Khashoggi in 2018. Strada has also repeatedly cited Saudi Arabia's role in the 9/11 attacks, including that Osama Bin Laden and 15 of the 19 hijackers involved in the attacks were Saudi citizens.
"The President’s declassification order uncovered new evidence – which was not available to the 9/11 Commission – that officials in the Saudi government provided material and financial support for a U.S.-based network of assistance that the hijackers relied upon in order to carry out the murder of nearly 3,000 Americans on U.S soil," she wrote to Augusta National chairman Fred Ridley earlier this year, in a letter urging the course to exclude LIV golfers from the Masters.
In her statement Tuesday , Strada said Monahan "co-opted the 9/11 community" by agreeing with its assessment of LIV Golf as a sportswashing attempt.
"Now the PGA and Monahan appear to have become just more paid Saudi shills," she said, "taking billions of dollars to cleanse the Saudi reputation so that Americans and the world will forget how the Kingdom spent their billions of dollars before 9/11 to fund terrorism, spread their vitriolic hatred of Americans, and finance al Qaeda and the murder of our loved ones.
"Make no mistake – we will never forget."
