Although less impactful now, wildfires continue to occur in parts of B.C., potentially impacting driving conditions.  As British Columbia progresses into fall and winter, further hazards may emerge, particularly rain and flood related.

South Okanagan – Summerland Rockslide

This section of highway was closed Aug. 28, 2023 because of a rockslide when approximately 3,000 cubic metres of material came down.

Highway 97 is generally OPEN to two lanes of traffic, one in each direction, subject to short scheduled and unscheduled  closures.

As part of the plan to expedite the work, intermittent 20-minute closures will continue during non-peak hours (9 a.m. to 3 p.m.), to support additional smaller blast events as needed.

Blasting will make short closures necessary . Closures for blasting can be expected regularly. The schedule is contingent on ground conditions which are revealed by previous blasts, and each blast requires varying degrees of preparation, so blasts may not occur on the same day each week. The public will be notified as early as possible prior to each blast through  DriveBC.ca

Oversize Loads

Daily traffic control on site. Typical travel delays observed are 2-3 minutes or less. Oversize loads are permitted through the site. These loads must be prescheduled prior to arrival with traffic control personnel on site.

With snow and freezing rain in the forecast, which may cause dangerous road conditions, travel advisories are in place for many areas of B.C., including the Fraser Valley and mid- and south Vancouver Island from Thursday, Dec. 22 until Saturday, Dec. 24. 

People should also be prepared for potential power outages.

Environment and Climate Change Canada forecasts temperatures will gradually increase in parts of the province, however, snow, freezing rain and rain for coastal B.C. and the Interior are forecast. Freezing rain is expected, which could significantly impact road and sidewalk conditions, as well as ice buildup on trees, causing branches to break. 

Widespread snow is expected for Friday, beginning on the coast and moving inland through the day, with freezing levels and temperatures rising along the coast. Extreme cold, arctic outflow, snowfall and winter storm warnings are in effect for most of British Columbia. 

Traffic advisories have been issued for the Lower Mainland, southern Interior, and southern Vancouver Island. Drivers should avoid travel unless necessary from late Thursday evening into Saturday. BC Ferries has also issued travel advisories.

The ministry may close highways with limited notice in the interest of safety. If drivers must travel, ensure the vehicle is equipped for winter conditions with winter tires, and pack warm winter clothing in preparation for the potential of lengthy delays.

The Ministry of Transportation and Infrastructure’s maintenance contractors are out in full force and will be adjusting operations as the system rapidly warms from snow to freezing rain to rain. Challenging winter driving conditions are expected to persist even with ongoing plowing, sanding and salting. It is important for drivers to keep their distance as sand is applied and to not pass winter-maintenance equipment.

The Ministry of Emergency Management and Climate Readiness (EMCR) has hosted co-ordination calls for First Nations and local authority emergency-management partners. Environment and Climate Change Canada and the River Forecast Centre provided updates to give communities as much information as possible to prepare for the change in weather.

Potential power outages

Severe weather can cause power outages. Be prepared for as long as a week by developing a household emergency plan and putting together an emergency kit. If you encounter a downed or damaged power line, assume it is live and a danger. Stay back at least 10 metres (the length of a bus) and call 911 immediately. 

Freezing rain will add weight to the snow and cause trees and branches to come into contact with BC Hydro’s electrical equipment. This could result in significant outages, particularly in the Fraser Valley and the mid-Island. BC Hydro is taking all the necessary steps to ensure it can respond as quickly and safely as possible if that does happen. They have all hands on deck, including BC Hydro crews, contractor crews, vegetation management crews and many others to support in response. 

Flood preparation

At this time, no major flood event is forecast, but flooding in low-lying areas is possible. Issues with drainage are expected on Vancouver Island, as well as water pooling from snow and other precipitation. Other regions may also experience some drainage issues. People are encouraged to clear rain gutters and drains.

EMCR is working closely with the River Forecast Centre on any potential flooding caused by snowmelt and rain forecast after the freezing rain this weekend. 

EMCR has pre-positioned sandbags; gabions, which are wall-like structures filled with sand; and tiger dams, which are stackable orange tubes filled with water, on Vancouver Island, the Lower Mainland and in the Fraser Valley to assist any First Nations or local authorities.

B.C. highways: Road closures, travel advisories in place as province faces latest storm

As B.C. endures its third atmospheric river in under a week, travel advisories are in place and roads remain closed in parts of the province.

More than two dozen weather warnings are in place across B.C., with some parts of the province expected to see as much as 150 millimetres of rain. On Wednesday, Deputy Premier Mike Farnworth warned residents they should still avoid non-essential travel if they can.

"We need to avoid unnecessary travel and wait out this storm," he said.

In anticipation of worsening conditions, Highway 99 between Pemberton and Lillooet was closed Tuesday afternoon. The highway reopened at about 1:30 p.m. Wednesday, but to essential travel only. Vehicle eight restrictions are also in place.

On Wednesday morning, a section of Highway 7 closed in both directions due to a landslide near Maria Slough Bridge east of Agassiz. Shortly after 7:30 a.m., the road reopened to single-lane alternating traffic and drivers were told to expect delays. Later in the morning the highway fully reopened.

As well, Highway 1 remains closed between Abbotsford and Chilliwack and between Popkum and Hope.

Even though Highway 3 remains open, it's only for essential travel and when other roads reopen they may be subject to travel orders as well.

"These highways are not in a normal state," Fleming said. "Please, slow down, be patient, accept that it will take longer to get to where you need to go."

In addition to the closures, a travel advisory is in place for Highway 20 between Bella Coola and Williams Lake in response to heavy rainfall in the forecast for the central coast. Those who decide to travel during these intense storms have been advised to be prepared with food, water, warm clothes, a blanket and an emergency kit. 

As of Wednesday afternoon, these were the highway conditions in southern B.C., specifically related to recent floods and landslides. Not all road closures are reflected in this list and DriveBC's traffic page may have the most up-to-date information.

  • Closed between Exit 90 and Exit 109 (Abbotsford to Chilliwack) due to flooding.
  • Closed between Exit 138 and Exit 165 (Hope to east of Chilliwack) due to heavy rainfall and risk of debris flow.
  • Open with travel advisory between Exit 170 and Kahmoose Road (south of Jackass Mountain Summit to Hope).
  • Closed between Junction Highway 12 and Junction Highway 8 (Lytton to Spences Bridge) due to rock slide.
  • Closed between Kahmoose Road and Main Street (Lytton to south of Jackass Mountain Summit) due to flooding and mudslide.
  • Closed between Hazelwood Avenue and Townshipline Road (Abbotsford) due to flooding.
  • Open for essential travel only between Hope and Princeton. Checkpoint in place.
  • Closed between Hope and Merritt due to washouts.
  • Open for essential travel only between Glasgow Avenue and Ross Road (Mission to Hope). Checkpoint in place.
  • Closed between Highway 8 and Petit Creek Road (west of Merritt to Spences Bridge) due to washout.
  • Open for essential travel only between Lil'wat Place and Seton Lake Road (north of Pemberton to Lillooet). Checkpoint in place.

US 50 bridge closed west of Gunnison due to safety concerns

Gunnison and Montrose Counties  — A safety closure is in place for a bridge on US Highway 50 located west of Gunnison. The Colorado Department of Transportation is closing the bridge at the urging of the Federal Highway Administration and state bridge engineering experts due to the findings of an ongoing safety inspection, which identified anomalies in the bridge on Thursday, April 18. The closure is in place between US 50 Mile Point 131 (intersection with Colorado Highway 92) and MP 138. Local traffic will be allowed through the closure point to reach residences. Motorists should use COtrip to plan an alternate route. See below for more information about the northern and southern recommended alternate routes. CDOT has set up an incident command and will coordinate with local, state and federal agencies in order to respond as quickly and effectively as possible. CDOT has been conducting a special inspection for high-strength steel bridges for the Blue Mesa bridges as required by the Federal Highway Administration. This inspection was required because of known issues with similarly constructed bridges elsewhere in the country. A defect was observed during an early investigation of the bridge at approximately Mile Point 136.3. CDOT immediately brought in a second inspection crew with resources to perform another method for testing whether the defect posed a safety hazard on the bridge. The second inspection took place on Thursday, April 18.  CDOT is continuing to assess the safety of the bridge and to quickly determine options for interim and permanent fixes – and will keep the public informed as soon as more information is available. The bridge closure is located between Gunnison and Montrose. It is located east of the US 50 Little Blue Creek Canyon project, which is currently in a planned winter shutdown.

Recommended Alternate Routes

This closure will create a significant detour for commuters between Montrose and Gunnison. The recommended detour route for through traffic is via Interstate 70 to the north or US 160 to the south. CDOT understands the inconvenience that this creates and is rapidly evaluating options to improve options for residents, businesses, and travelers on the western slope. The northern route is 354 miles and requires approximately six hours of travel time. The southern route is 331 miles and requires nearly 7 hours of travel time. CDOT and local partners are exploring whether it is feasible at this point in the season to clear local seasonal routes that may be able to significantly reduce the detour time for local travelers.

Travelers are urged to “know before you go.” Gather information about weather forecasts and anticipated travel impacts and current road conditions prior to hitting the road. CDOT resources include:

The following tips are to help you stay safe while traveling through maintenance and construction work zones.

  • Do not speed in work zones. Obey the posted speed limits.
  • Stay Alert! Expect the unexpected.
  • Watch for workers. Drive with caution.
  • Don't change lanes unnecessarily.
  • Avoid using mobile devices such as phones while driving in work zones.
  • Turn on headlights so that workers and other drivers can see you.
  • Be especially alert at night while driving in work zones.
  • Expect delays, especially during peak travel times.
  • Allow ample space between you and the car in front of you.
  • Anticipate lane shifts and merge when directed to do so.
  • Be patient!

Highways conditions are changing minute-by-minute on Friday.

An Alaskan snowstorm sweeping through Saskatchewan is expected to start tapering off on Friday as it enters Manitoba, but areas in central and south Saskatchewan were dumped with snow in the last several days, and highway conditions are poor as a result.

Early on Friday morning Saskatchewan's Highway Hotline said winter conditions existed and did not recommend travel on several highways.

A patch on Highway 11 between Dundurn and Davidson was closed for a short time, according to the hotline, but was later reopened.

Melanie Laine lives in Hanley, which is located within the portion of the temporarily closed highway. She said she has a good view of the highway from her front window.

Traffic was moving slower Friday morning, according to Laine, but trucks were still parked at truck stops, leftover from the day before when road conditions were also poor.

"I guess it probably depends on who the driver is and how comfortable they are, but definitely as they approach our sweet little Blackstrap valley, it could be a different situation," she said.

RCMP members are assisting getting traffic slowly moving, said RCMP Sergeant Donna Zawislak in an email statement.

"Please advise motorists to still use caution as traffic is backed up and road conditions could change at any time."

Laine said she's not heading into work because of the roads, but yesterday when she did make the trek, traffic was backed up for hours.

She said her advice for drivers traveling on Friday is to check social media pages before heading out or to not chance it.

"I'm sure in these situations your company, your boss is probably fairly understanding."
