Federal government extends Arizona Travel ID deadline to 2025

All Arizona residents will need a federally-compliant credential – like the Arizona Travel ID – to get past TSA checkpoints at airports for domestic flights.

Arizonans now have two more years to get a Travel ID.

The Department of Homeland Security has again extended the deadline for domestic airline travelers to have a federally-compliant form of ID to May 7, 2025. The identification requirements were originally set to kick off this spring.

Once the new deadline is reached, all U.S. travelers 18 and older will need a REAL ID-compliant driver’s license to take any domestic flight and access certain federal facilities.

In Arizona, the ID is distinguished with a star in the upper right corner. The Arizona Department of Transportation still encourages people to consider getting a new ID ahead of time to avoid delays at TSA checkpoints once this takes effect.

If you've been unable to get a travel-compliant Real ID driver's license because of the coronavirus pandemic, you can relax a bit. The deadline has been extended another 19 months. 

On Tuesday, April 27, the Department of Homeland Security once again delayed the full implementation of the law requiring people to have a Real ID in order to board domestic flights and enter some federal buildings.

The department postponed the Real ID deadline from Oct. 1, 2021, to May 3, 2023. 

Congress passed the Real ID Act  in 2005 in response to the terrorist attacks of Sept. 11, 2001. It aimed to standardize the criteria used to issue driver's licenses and other state IDs across the country. After delays, the act was supposed to go into full effect on Oct. 1, 2020, but that was pushed back due to the COVID-19 pandemic.

Why the Real ID deadline was extended again

The pandemic has caused many state licensing agencies to shift to appointment-only service. The DHS said that has "significantly limited states’ capacity to issue Real ID-compliant drivers licenses and identification cards."

The agency estimated that 43 percent of all state-issued driver's licenses and identification cards nationwide are Real ID-compliant.

“As our country continues to recover from the COVID-19 pandemic, extending the Real  ID full enforcement deadline will give states needed time to reopen their drivers licensing operations and ensure their residents can obtain a Real ID-compliant license or identification card,” Alejandro N. Mayorkas, secretary of Homeland Security, said in a press release on April 27.

Two trade groups, the U.S. Travel Association and the Airports Council, applauded the delay.

"Getting to Real ID compliance on time was already going to be a challenge before COVID shut down DMVs for extended periods," Tori Emerson Barnes, the U.S. Travel Association executive vice president for public affairs and policy, said in a statement.  "Significant travel disruption was likely if the deadline were allowed to hit, which the U.S. economy can’t afford after a $500 billion decline in travel spending last year and millions of travel jobs lost to the pandemic.”

The Airports Council International – North America, which represents commercial airports in the U.S. and Canada, also supported the move.

"Extending Real ID requirements until May 2023 will help provide additional time to educate travelers and ensure they have the ability to more easily apply to obtain REAL ID-compliant identification so they will be ready to travel," President and CEO Kevin M. Burk said in a statement.

What is the difference between a Real ID and a regular license?

How do you know if your driver's license is a Real ID? Look in the top right corner. If you see a gold star, your license is Real ID-compliant. If you don't have that gold star, you'll need to upgrade your license or carry another travel-compliant identification when you travel. 

What do I need to get a Real ID in Arizona?

The extended deadline gives Arizonans extra time to upgrade their driver's license to a Real ID. Walk-in service is not available at this time; you'll need to make an appointment with the Motor Vehicles Division at https://azmvdnow.gov .

"Travel ID appointments can still be made at MVD and authorized third-party locations," Doug Pacey, Arizona Department of Transportation spokesman, said via email. "About 1.2 million Arizonans currently have the REAL ID-compliant Arizona travel ID. People can find more information on travel ID at https://azdot.gov/motor-vehicles/driver-services/arizona-travel-id ."

You will need to present four documents to obtain a Real ID. These include:

1. Proof of identity

Bring ONE of the following:

  • Certified birth certificate.
  • U.S. passport.
  • Passport card.

2. Your Social Security number

You no longer need to provide a document to prove your Social Security number. You just have to provide the the complete number. 

3. Proof of Arizona residency

Bring TWO of these showing your current address:

  • Utility bill. 
  • Credit card statement.
  • Bank statement.
  • Insurance policy.

Do kids need a Real ID?

The Transportation Security Administration does not require IDs for children younger than 18 if they are traveling with an adult within the United States. However, the agency recommends checking with your airline for its specific requirements.

According to the  TSA website , all of these are Real ID travel-compliant:  

  • U.S. passport. 
  • U.S. passport card.

  • Permanent resident card.
  • Border crossing card.
  • State-issued enhanced driver's license.

  • Transportation worker identification credential.

All Arizona driver's licenses and IDs are valid for air travel until May 7, 2025, when every traveler will need a REAL ID-compliant license, state ID, or another acceptable form of identification to fly within the United States. The Arizona Department of Transportation has established the Voluntary Travel ID to comply with the federal REAL ID Act of 2005. It is available as both a driver's license and identification card. A gold star is embedded in the card to show that the cardholder has provided added proof of identification to ensure the license or ID meets strict federal requirements.

Real ID deadline is rapidly approaching, what to know about the new flight requirement

The really real deadline to make your state-issued identified card, or driver’s license Real ID compliant will be here before you know it. 

And you won’t be fly domestically after 2025 without it. The government has been trying to make Real IDs a thing for a while, initially passing The Real ID act in 2005 in an attempt to set “minimum security standards” for state-issued identification documents.

The law was set to take effect in 2020 but was pushed back by the Department of Homeland Security over “backlogged transactions” at MVD offices nationwide as a result of the COVID-19 pandemic, according to USA TODAY reporting . 

The May 2025 extension was necessary, DHS says, as state driver’s licensing agencies worked to address the mountains of paperwork, which in turn impacted the MVD’s ability to make any real progress on the Real ID rollout. 

“Following the enforcement deadline, federal agencies, including the Transportation Security Administration, will be prohibited from accepting driver’s licenses and identification cards that do not meet these federal standards,” DHS said in 2022.

That means every every traveler, 18 or older, must have a compliant form of identification in order to travel.

Here’s what to know. 

When does Real ID go into effect? 

The Real ID “full enforcement date” is Wednesday, May 7, 2025, according to DHS. 

When will a Real ID be required to fly?

You or your loved ones need to have a Real ID compliant document, driver’s license or identification card, by May 7, 2025. 

If you have another form of identification that is TSA-approved, like an up to date passport or a permanent resident card then you probably don’t need a Real ID compliant document.

Here are a couple TSA-approved alternatives, if you’re on the fence about getting a Real ID.

  • State issued enhanced driver’s license
  •  DHS trusted traveler cards (Global Entry, NEXUS, SENTRI, FAST)
  • U.S. Department of Defense ID, including IDs issued to dependents
  • Border crossing card
  • An acceptable photo ID issued by a federally recognized Tribal Nation/Indian Tribe
  •  HSPD-12 PIV card
  • Foreign government-issued passport
  •  Canadian provincial driver's license or Indian and Northern Affairs Canada card
  • Transportation worker identification credential
  • U.S. Citizenship and Immigration Services Employment Authorization Card (I-766)

How long does it take to get a Real ID?

It will take about two weeks , or 15 business days to get your Real ID or Enhanced Driver’s License from your state's Motor Vehicle Department.

Enhanced driver’s licenses, which are only issued in a couple of states, including Washington, Michigan, Minnesota, New York and Vermont, are considered acceptable alternatives to REAL ID-compliant cards, DHS says. 

How do I know if I have a Real ID? 

All Real IDs will have a stamp on the right hand corner to show that the identification document meets federal standards set forth by The Real ID Act of 2005. 

The symbol stamped on your Real ID card will vary, depending on which state you obtain your new identification card from. 

What does a Real ID look like? 

Your Real ID will have most, if not all of the information that’s included on your driver’s license. 

The only difference is the seal included in the right-hand corner.

How to get a REAL ID and use it for travel

The REAL ID Act is a law that sets higher security standards for state-issued driver's licenses and identification cards (IDs).

Why upgrade your license to a REAL ID?

Beginning May 7, 2025, if you have not upgraded your driver’s license or state-issued ID to be REAL ID-compliant, you will not be able to use it to:

  • Board federally regulated commercial aircraft
  • Access federal government facilities or military installations
  • Enter nuclear power plants

Check to see if your license or state ID is already REAL ID-compliant

If your driver's license or state ID has a star in the upper right-hand corner, it is already REAL-ID-compliant. There is nothing more you need to do.

How to get a REAL ID

When you apply for or renew your driver’s license or state identification card, you can choose to make it REAL ID-compliant. Find and visit your state's driver's licensing agency website to see what documentation you will need. Your new card will have the REAL ID star marking at the top right.

Using REAL ID and other ID options to board a plane

If you do not upgrade your license or state ID, you can use a passport or one of these other acceptable forms of identification to fly . 

Can you still get a non-REAL ID-compliant license or state ID?

You will still be able to get a driver's license or state ID card that is not REAL ID-compliant. But you will not be able to use it for air travel or to get into federal facilities or military installations. The Arizona Travel ID driver license/ID card deadline was originally scheduled to go into effect on October 1, 2020, but due to the COVID-19 pandemic, the deadline has been extended for one more year, to October 1, 2021. 

If you use an Arizona driver’s license or ID card to travel by air, you will need to have it updated by the 2021 deadline. The new travel ID will have a gold star embedded in the card. Effective October 1, 2021, TSA airport security checkpoints will accept only the Arizona Travel ID driver’s license/ID card, a U.S. passport, and other federally approved forms of identification.

The Arizona Travel ID complies with the federal REAL ID Act of 2005 to “set standards for the issuance of sources of identification, such as driver’s licenses,” as recommended by the 9/11 Commission. 

Federally recognized tribal IDs fall under federally approved identification and can be used at airport security. 

To apply for an Arizona Travel ID, visit a Motor Vehicle Division office or third-party office, or go online to https://azdot.gov/motor-vehicles/driver-services/arizona-travel-id. The fee for the new ID is $25, and the ID can be used as both a driver’s license and identification card. The gold star on the new ID shows that the cardholder has provided proof of identification to meet the federal requirements to travel by air.

Third time's the charm, says the U.S. Department of Homeland Security, which, despite a five-year delay, says it is one year out from implementing the Real ID requirement for domestic air travel.

"The Real ID implementation date is May 7, 2025. On that date, airline travelers will need to have a REAL ID-compliant state-issued identification card or driver's license or a U.S. Passport," a Transportation Security Administration spokesperson confirmed via email.

Here's everything you need to know.

What is a Real ID?

Every state, along with Puerto Rico, the U.S. Virgin Islands, Guam and the Northern Mariana Islands, is issuing compliant IDs, so your license may already be a Real ID.

You can tell if your driver's license is Real ID-compliant if there's a star in the upper right or left corner, as shown below.

However, if your ID is missing the star or says something like "federal limits apply" or "not for federal identification," your ID is not Real ID-compliant.

If you see the star but want to double-check, this tool will help determine whether your ID will work for air travel. You can also use that page to check individual state requirements.

In many states, getting a Real ID may only involve renewing your driver's license; costs vary by state, ranging from $10 to $85.

Living in a state that issues a Real ID doesn't mean you'll automatically receive one, so be sure to ask for one if you want it.

"Each state is encouraging its residents to be Real ID ready," per the TSA spokesperson.

Can I still fly if I don't have a Real ID?

When the Real ID Act is enacted, passengers departing U.S. airports will not be allowed through TSA checkpoints without a compliant Real ID.

If you don't want to upgrade your driver's license to a compliant version, you can still travel with a U.S. passport or any of the following TSA-approved forms of identification:

  • U.S. passport card
  • DHS Trusted Traveler card ( Global Entry , Nexus, SENTRI, FAST)
  • Permanent resident card
  • U.S. Department of Defense ID
  • Border-crossing card
  • State-issued enhanced driver's license
  • Federally recognized, tribal-issued photo ID
  • HSPD-12 PIV card
  • Foreign government-issued passport
  • Canadian provincial driver's license or Indian and Northern Affairs Canada card
  • Transportation worker identification credential

Travelers under 18 need not provide identification when traveling with a companion. A TSA PreCheck card is not a valid form of compliant photo ID.

Could the deadline be pushed back again?

Even though the TSA says it will move forward with the Real ID deadline next year as planned, it's reasonable to remain skeptical given previous delays to 2021, 2023 and now 2025.

"Travelers have seen this deadline slip so many times, and so far back, that they may understandably be tuning out the agencies' messaging found at airports," said Henry Harteveldt, founder of Atmosphere Research, a travel industry analytical firm. "It will be critical for DHS, the TSA, and airlines to communicate the upcoming change later this year, ideally starting no later than the Thanksgiving travel period."

For those who don't already have a Real ID, you have a little less than a year to obtain one. As the deadline approaches, make an appointment at your local DMV sooner rather than later.

Also note that even if you have Clear or TSA PreCheck, you still need an ID matching Real ID requirements.

"Should the deadline slip modestly, I suspect travelers will understand. But if the deadline slips more than three months, especially if this occurs at the last minute, I'm concerned DHS and TSA will lose their remaining credibility," warned Harteveldt. "Travelers will engage in a massive communal eye-roll. It will be like the fable of the boy who cried wolf — when the agencies are ready to implement, no one will believe them."

NEW YORK -- The United States is less than a year out from the Department of Homeland Security's federal requirement for Real ID for domestic flights and entering federal facilities, and to help you get ahead -- and avoid a dreaded hour-long wait at the DMV -- "Good Morning America" has gathered all the essential details you need to ensure your identification is up to date.

WHAT IS A REAL ID?

The U.S. Department of Homeland Security previously delayed the implementation of Real ID several times over the past few years due to the COVID-19 pandemic. But as of this week, U.S. residents have under a year to obtain their soon-to-be federally required form of identification.

Here's what you need to know:

The federal Real ID Act was passed by Congress in 2005 following the 9/11 Commission's recommendation that the Federal Government "set standards for the issuance of sources of identification, such as driver's licenses," the DHS states on its website .

The new rules set out which forms of identification may be used to board flights within the United States and to enter secure federal facilities such as military bases, federal courthouses and other federal facilities.

Applying for a Real ID requires proof of identity, proof of residency and a trip to your local DMV. See below for more on the full requirements and application process details.

All U.S. states, the District of Columbia and five U.S. territories are issuing Real IDs.

REAL ID APPLICATION REQUIREMENTS

Requirements are largely similar across the states, but as of 2021, according to DHS, states are no longer required to collect a social security document from a Real ID applicant. They still must collect and retain the number as part of the application process to verify that information with the Social Security Administration as currently required by the Real ID regulations.

"Not all states have applied this, so please check with your state driver's licensing agency to find the most up to date information," the DHS website states.

In California for example, residents can apply for a Real ID by filling out an application online and upload documents before visiting a DMV office with their uploaded documents to complete the application, which should only take about 15 minutes in person, depending on wait times.

Here's everything California residents would need to provide for the application:

Proof of identity: One original or certified document. For example, a valid passport or birth certificate. Legal name change document is required if name on proof of identity is different from the name on the other documents such as a marriage certificate or adoption papers.

Proofs of California residency: Two documents, paper copies. For example, a utility bill or bank statement.

Social Security number: Some exceptions may apply. Click here for additional details from the DMV REAL ID page.

WHAT IS THE LATEST DEADLINE FOR REAL ID?

Earlier this week marked one year before DHS begins enforcing the Real ID requirement on May 7, 2025.

Starting on that date, a Real ID or other federally approved identification will be required to board domestic flights and access certain federal facilities.

Federal agencies including Transportation Security Administration may only accept state-issued driver's licenses and identification cards as identification for the purposes of accessing federal facilities -- including TSA airport security checkpoints -- if the license or card was issued by a Real ID compliant state in accordance with the Real ID security standards.

Enhanced Driver's Licenses issued by Washington, Michigan, Minnesota, New York and Vermont are considered acceptable alternatives to REAL ID-compliant cards, according to DHS, and will also be accepted for official REAL ID purposes.

WHAT DOES A REAL ID LOOK LIKE?

The Real ID looks almost the same as a current state ID card or driver's license, but has a compliant star marking.

Some differences may vary by state, such as in California, where a small golden bear appears on the top right corner with the white star on the animal's left side.

If an ID says "federal limits apply," that person will not be able to board a domestic flight or enter federal facilities, such as military bases, federal courthouses, and other locations after the May 7, 2025, deadline.

DOES THE REAL ID REPLACE A PASSPORT?

The Real ID does not replace a passport for international travel, however it ensures that travelers can fly domestic within the U.S. and access secure federal locations without additional documentation, according to the DMV.

Deadline for Real ID approaches

Planning on flying outside of Arizona in 2025? according to a recent statement from the Department of Homeland Security, you'll have one year to get the state-issued driver’s license or identification renewed for travel compliance.

Here are just some of the events on this date in the past.

  • On this day in  1945,  Allied forces celebrated V-E Day, for victory in Europe during World War II after Germany’s unconditional surrender. The surrender went into effect late at night.   • In  2020,  The Associated Press reported that a White House official had blocked a document from the Centers for Disease Control and Prevention titled “Guidance for Implementing the Opening Up America Again Framework” with advice for the process of reopening the country during the COVID-19 pandemic.
