Travel Ban Lifted for North Towns in Erie County

The Buffalo community has once again been crippled by a lake effect snowstorm. This one being harsh due to the powerful winds, which has caused intense whiteout conditions and heavy snowfall across the region.

The hardest hit areas include South Buffalo, West Seneca, Hamburg, Orchard Park, East Aurora, Angola, etc. However, the intense snow band has only spent a period of time areas north of Buffalo (mainly overnight and into the very early morning hours).

Because of that and the lesser snowfall totals, New York Governor Kathy Hochul announced that the north towns travel ban is being lifted.

That includes Grand Island, Amherst, Clarence, Tonawanda and Newstead. Travel advisories are still in place.

However, the travel ban is still in effect for the City of Buffalo and the south towns, which includes Orchard Park, which is where the Bills playoff game will be played on Monday afternoon at 4:30 pm.

Hochul says that the conditions, while not perfect, will not involve life-threatening conditions on Monday afternoon like Sunday and Saturday. It will be very cold, breezy but no heavy snow and overly strong winds.

Here’s where travel bans are still in place.

Erie County Executive Mark Poloncarz says the game will be held as scheduled but that not all the stadium lots will be cleared of snow in time. He highly encourages carpooling, as there will be less parking spaces available than usual.

This is all good news. However, the snow band is still pummeling the south towns and the event is not over yet. Hopefully, the ban for the south towns will be lifted tonight or very early on Monday morning, but Poloncarz wasn’t optimistic it would come tonight.

'This is going to be a dangerous storm': Gov. Hochul announces travel ban for Erie County

angola ny travel ban

BUFFALO, N.Y. (WKBW) — A travel ban is in place for most of Erie County and the I-90 due to the blizzard-like conditions impacting Western New York.

Update: As of 8 a.m. Sunday, the travel ban was lifted for the Towns of Holland, Colden, Sardinia, Concord, North Collins and Collins.

Tractor trailers from exit 46 to the Pennsylvania line are banned from the thruway. The Skyway is also closed in both directions until further notice.

"My top priority is to keep New Yorkers safe, and this winter storm continues to pose a life and safety risk," Governor Hochul said. "While there are some areas that are no longer experiencing whiteout conditions, much of Erie County remains unsafe for motorists. Please take precautions, monitor local forecasts, and take steps to keep you and your family safe."

Whiteouts and power outages are expected due to high wind conditions.

"We are expecting 65-mile-per-hour wind gusts throughout a very good portion of Erie County," said Erie County Executive Mark Poloncarz.

Buffalo Bishop Michael Fisher is also encouraging parishioners to stay home this weekend.

"These are dangerous and life-threatening conditions. Please respect the travel bans in our communities. In light of these dangerous conditions, no one should put themselves, or others, at risk to attend Sunday Mass this weekend," Fisher said.

Governor Hochul released the following guidelines for traveling in winter weather:

  • Do not drive unless necessary.
  • If you must travel, make sure your car is stocked with survival gear like blankets, a shovel, a flashlight, and extra batteries, extra warm clothing, a set of tire chains, battery booster cables, quick energy foods, and brightly colored cloth to use as a distress flag.
  • If you have a cell phone or other communications device such as a two-way radio available for your use, keep the battery charged and keep it with you whenever traveling. If you should become stranded, you will be able to call for help, advising rescuers of your location.
  • The leading cause of death and injuries during winter storms is transportation accidents. Before getting behind the wheel, make sure that your vehicle is clear of ice and snow; good vision is key to good driving. Plan your stops and keep more distance between cars. Be extra alert and remember that snowdrifts can hide smaller children. Always match your speed to the road and weather conditions.
  • It is important for motorists on all roads to note that snowplows travel at speeds up to 35 mph, which in many cases is lower than the posted speed limit, to ensure that salt being dispersed stays in the driving lanes and does not scatter off the roadways. Oftentimes on interstate highways, snowplows will operate side by side, as this is the most efficient and safe way to clear several lanes at one time.
  • Motorists and pedestrians should also keep in mind that snowplow drivers have limited lines of sight, and the size and weight of snowplows can make it very difficult to maneuver and stop quickly. Snow blowing from behind the plow can severely reduce visibility or cause whiteout conditions. Motorists should not attempt to pass snowplows or follow too closely. The safest place for motorists to drive is well behind the snowplows where the roadway is clear and salted. Never attempt to pass a snowplow while it is operating.

Travel bans eased in some spots, but more lake-effect snow still expected

The National Weather Service is still predicting another day of heavy snow across the region with totals expected close to two feet in some spots.

  • A series of Lake Effect Snow Warnings remain in place
  • A State of Emergency in Erie County continues indefinitely
  • A Travel Ban is in effect for most of Erie County— but has been downgraded to just an advisory in several locations.

Two intense plumes of lake effect snow with snowfall rates of at least 3 inches per hour will continue northeast of the lakes into Friday night, the National Weather Service says.

In West Seneca on the border with Elma, there is at least a foot of snow to shovel, Nov. 18, 2022

"It'll probably just remain over the Southtowns of Buffalo into ... the city of Buffalo out throughout the day, today and tonight, " said Liz Jurkowski, a meteorologist in the Buffalo forecast office of the National Weather Service

The weather service has measured about 11.5 inches at the airport as of 5 a.m. Friday, Jurkowski says. Depew reported 13 inches, with 18 in the Boston Hills.

Visibility remains an issue, especially where the lake-effect snow bands form.

"As that band heads north into Niagara County, things should start to lighten up a bit, you should be able to be able to get outside and start clearing out some of that snow," Jurkowski. "And then as that band shifts out Saturday night ... you'll wake up just a couple more inches Sunday morning."

Total predicted snowfall for Western New York, through Sunday Nov.20, 2022

Travel is still not advised nor easy, but an outright ban in Erie County has been changed to an advisory only for Amherst, Buffalo, Brant, Colden, Collins, Concord, Grand Island, Newstead, North Collins, Sardinia, and the Town and City of Tonawanda.

As of 11:30 a.m. Friday, the NFTA says bus service will return to areas in Erie County outside of the travel ban beginning at noon. The NFTA-Metro is still operating and bus service continues in Niagara County. Paratransit has been suspended but the NFTA is asking riders to reschedule if possible.

As of 11 a.m. Friday, Erie County Executive Mark Poloncarz has issued travel ban for the City of Buffalo south of William Street.

"We do want to express our sincere appreciation to the residents of Erie County who for the most part heeded the warning that we have out there to stay off the roads they they took our advice and the travel ban and we really think that that is a major reason why and I'll things are getting up to speed," said Erie County Emergency Services Commissioner Dan Neaverth Jr., in announcing the travel ban change, early Friday morning

Neaverth cautioned, however, that while some areas might not have seen as much snowfall as others, no one should be lulled into a false sense of security.

"So this thing is still moving ... even though you might not have snow in your area you could. There is still a winter storm watch for southern area in Chautauqua County," he said

THE LAKE EFFECT SNOW WARNINGS   Southern Erie County -Including the cities of Orchard Park and Springville WARNING IN PLACE UNTIL 1 AM SATURDAY Heavy lake effect snow Total snow accumulations of 1 to 3 feet in the most persistent lake snows. Highest totals likely in Hamburg and Orchard Park. Winds gusting as high as 35 mph will produce patchy blowing snow. Travel will be difficult to impossible

Northern Erie County and Genesee County - including Buffalo and Batavia WARNING IN PLACE UNTIL 1 P.M. SUNDAY Heavy lake effect snow expected. Total snow accumulations of 2 to 4 feet in the most persistent lake snows. The heaviest snow is expected late Thursday evening through Friday night when snowfall rates could exceed 3 inches per hour. Snowfall totals of up to 4 feet will be possible if the main snow band remains stationary for longer period of time. Winds gusting as high as 35 mph with produce patchy blowing snow. Travel will be very difficult to impossible. Heavy snow could also bring down some tree limbs and cause scattered power outages.

Niagara County - including Niagara Falls WARNING BEGINS AT 7 P.M. FRIDAY UNTIL 7 A.M. SUNDAY Heavy lake effect snow likely. Total snow accumulations of 8 to 16 inches in the most persistent snow areas. Wind gusts as as high as 35 MPH will produce patchy blowing snow. Travel could be difficult to impossible. Tree limbs and wires may fall, causing power outages.

In advance of the storm, Gov. Kathy Hochul on Thursday urged residents in Western New York to stay home

“We’re expecting upwards of two to four feet. It’s not just the volume, two to four feet the first night, we could possibly see anywhere from four to six feet between now and Sunday. It is the rate of snow that is most concerning,” Hochul said.

Initial snow projections stated snow would fall at a rate of up to two inches per hour but the National Weather Service now says the rate is now expected to be two to four inches per hour which the governor called “extraordinary.”

“That level of snow coming down with that intensity is what creates the dangerousness and the lack of ability to see on the roads,” Hochul said.

A Tops Market store on Transit Road in Depew had no bread available early Thursday evening, Nov. 17, 2022, in advance of Lake Effect snows predicted

The warnings created a flurry of activity at area grocery stores, with a run on some basic items like milk, bread and cold cuts.

A Tops Market in Depew had no bread — only hamburger or hotdog rolls available — by 6:30 p.m. Thursday evening. A similar rush was reported at a Target store in North Buffalo and elsewhere.

Hochul said the state and local officials have taken steps in preparation for the snow storm including activating the National Guard, pre-salting the streets and the closure of schools.

Buffalo Mayor Byron Brown said Buffalo Public Schools will be closed Friday garbage and recycling collection for Friday has been postponed in preparation for the storm.

“I want to ask people in the city of Buffalo and throughout our region to stay off the roads between Thursday at seven and Friday at seven. If you have to get items if you have to stock up if you have to do things. The time to do that is right now before the snow starts to fly,” Brown said.

“If you must go out, you have to leave plenty of time and go very, very slowly," said New York State Division of Homeland Security and Emergency Services Commissioner Jackie Bray. "Visibility will likely be next to zero. The National Weather Service has deemed the event an extreme winter storm on its severity index for Jefferson County, Genesee County and Erie County."

The Wyoming County Sheriff's Office issued a travel advisory for the entire county Friday morning.

Travel Advisory Issued For Southtowns In Western New York

There have been several warnings issued by the National Weather Service over the last few days advising residents in Western New York to expect quite a bit of snow to fall in the 716 and, while snowfall is less than some of the worse snow models, the flakes that are falling in the Southtowns is making travel this a mess all around the area.

Several towns south of the City of Buffalo have issued travel advisories as it's becoming significantly more difficult to maneuver the roads around the region.

READ MORE: Snow Has Finally Arrived, Are You Ready For It Western New York?

According to WIVB-TV , the Towns of Orchard Park and Evans, along with the Village of Angola have seen conditions deteriorate quickly as the snowbands begin to park themselves south of the city.

When a Travel Advisory is issued, government officials request that residents do their best to avoid unnecessary travel. This is typically requested when conditions are at a point where unnecessary travel may make things more difficult for road workers and other emergency personnel to get where they need to get. Travel advisories are just requests, and are not travel bans when the roads are closed and only emergency personnel can be out.

The lake effect snow warning that was issued by the National Weather Service for Chautauqua, Wyoming, Cattaraugus, and southern Erie County will be in effect until approximately 7 am on Wednesday, November 29, 2023.

If you happen to find yourself out on the roads, please make sure you take your time and be careful on the roads.

For Americans eager to resume international travel, here are the countries that currently allow U.S. citizens to enter, though there may be restrictions, including vaccine requirements.

This list is no longer being updated. Find the latest coronavirus updates here .

Most of the world’s countries are open to travelers from the United States, and many nations are easing their requirements for visitors to test or quarantine. Some countries that had fully closed to foreign tourists — including Israel, Morocco, Bhutan, Australia and New Zealand — have now reopened to U.S. visitors, although they may continue to impose testing, vaccination or quarantine requirements.

In Europe, a growing number of nations — including Germany, Greece, Italy, Ireland, Switzerland and the United Kingdom, among many others — have eliminated their Covid-related travel restrictions for the summer travel season. Meanwhile, several Southeast Asian nations that had closed their borders to tourists have now reopened. Laos, Thailand, Vietnam, Indonesia, Malaysia, Myanmar and Cambodia are once again welcoming American visitors, although vaccine or testing requirements are in force in most cases.

For its part, the United States has lifted the requirement that inbound passengers, including returning Americans, provide a negative test result taken within one day of departure. The decision to lift the test requirement will be re-evaluated in September; the rule could be reinstated if authorities deem it necessary.

The Centers for Disease Control and Prevention, meanwhile, continues advising Americans not to travel internationally until they are fully inoculated against Covid-19.

Those wanting to learn about the coronavirus risk in a specific country can visit the C.D.C. website where a four-tier ranking system provides guidance. The agency reserves the highest “Level 4” ranking for countries with “special circumstances” that include spiking case numbers, the emergence of worrying variants, or threats to the viability of health care infrastructure. (Levels 1 to 3 are still based primarily on Covid-19 case counts.) At the moment, no countries are classified at Level 4; those at Level 3, which have a “high” incidence of Covid-19, are indicated in the list below. For information on entry requirements like testing and quarantine, as well as curfews and movement restrictions, the State Department’s website offers detailed information by country.

What follows is a list of countries that are open to tourists from the United States. Many require visitors to complete a health form, provide proof of vaccination, and present a recent negative Covid-19 test result. To qualify as fully vaccinated in places such as France, Spain and the Netherlands, a visitor must have received either a booster shot or a second dose within a specified period.

As of May 1, visitors are no longer required to provide a negative test result or proof of vaccination. The C.D.C. risk assessment for Covid-19 is Level 3: High.

Travel to Andorra is over land from Spain or France, so check the entry requirements for those countries first. There are no limits on movement between Spain and Andorra, nor for travelers entering Andorra from France. Travelers 12 and over departing Andorra for France must provide proof of full vaccination, a certificate of recent recovery, or a negative antigen test result from the previous 24 hours. The C.D.C. risk assessment for Covid-19 is Level 3: High.

Visitors must complete a registration form before travel. They must also present a negative result from an R.T.-P.C.R. test administered no more than 72 hours before departure and pay about $20 on arrival to undergo a rapid antigen test at the airport. The C.D.C. risk assessment for Covid-19 is “Level Unknown”; the agency recommends that those who are unvaccinated avoid travel to Angola.

All adult visitors must be vaccinated. Arriving passengers must also carry a negative result from a Covid-19 test. The result may be either from a rapid test taken within two days of arrival, or from an R.T.-P.C.R. test, N.A.A.T. test, or other molecular test administered within three days of arrival. Visitors who completed their primary course of vaccination more than six months previously and who have not received a booster are also required to test on arrival, at their own expense. Guests staying for more than eight days may undergo a free test on day 4 of their visit. The C.D.C. risk assessment for Covid-19 is Level 3: High.

ANTIGUA and BARBUDA

Vaccinated travelers are no longer required to test before travel, provided they are asymptomatic. Unvaccinated visitors must present either a negative result from a P.C.R. test conducted no more than three days before arrival, or a negative result from an antigen test from the previous 24 hours; they must also be without symptoms. On arrival, they must submit to an R.T.-P.C.R. test at their own expense and self-quarantine for 14 days. The C.D.C. risk assessment for Covid-19 is Level 3: High.

Americans may now enter Argentina without testing. Visitors must complete an electronic sworn statement within 48 hours of traveling and provide proof of medical insurance that covers Covid-19 treatment and quarantine. The government recommends that all visitors age 6 and over undergo a Covid-19 test within 24 hours of arrival, regardless of their vaccination status. The C.D.C. risk assessment for Covid-19 is Level 3: High.

The country has lifted its pandemic-related travel restrictions.

The country is open to visitors from the United States who have finished a primary course of vaccination (two doses of an mRNA vaccine or one dose of Johnson & Johnson). All passengers arriving by air must submit the Digital Passenger Declaration within 72 hours of their departure for Australia; they are no longer required to test before travel. Depending on their final destination within Australia, visitors may have to quarantine on arrival, even if they are vaccinated. Travelers should check the rules of the state or territory they are visiting to find the relevant quarantine requirements. Prospective visitors who are not fully vaccinated must qualify for an exemption . The C.D.C. risk assessment for Covid-19 is Level 3: High.

The country lifted all pandemic-related travel restrictions on May 16. The C.D.C. risk assessment for Covid-19 is Level 3: High.

Visitors age 18 and over must present proof of vaccination or a certificate of recovery from Covid-19 infection.

THE BAHAMAS

All travelers age 18 and older must apply for a Bahamas Travel Health Visa; the cost of the visa includes insurance coverage and varies with the length of stay and vaccination status of the traveler. Health visa applications can take up to 24 hours to process; travelers must present their visa confirmation before departure to the Bahamas. Travelers with valid proof of vaccination may now enter without a negative test result. Unvaccinated travelers age 2 and over must present a negative result from a rapid antigen or R.T.-P.C.R. test taken within 72 hours of travel. The C.D.C. risk assessment for Covid-19 is Level 3: High.

According to the U.S. Embassy, visitors must download the “ BeAware Bahrain ” app before travel. Arriving passengers are no longer required to test or show proof of vaccination. The C.D.C. risk assessment for Covid-19 is Level 3: High.
