Henley Passport Index 2023: With India on this spot, Indians can travel visa-free to 59 destinations

Prepared by london-based henley and partners, a global citizenship and residence advisory firm, the henley passport index claims to be the “original ranking of all the world’s passports”..

indian passport travel without visa 2023

Your passport (and of course, the visa) holds the key to you enjoying breezy air travel. After all, the strength of a passport is said to provide its holders more access and mobility to foreign markets and economies. As such, there is some good news for frequent flyers as according to the latest Henley Passport Index — which ranks passports based on their power and mobility — India stands at the 85th position, two places ahead of last year’s 87th spot. Last year, an Indian passport holder had visa-free access to 60 countries; this year, one has access to 59.

What is the Henley Passport Index?

indian passport travel without visa 2023

Prepared by London-based Henley and Partners, a global citizenship and residence advisory firm, the Henley Passport Index claims to be the “original ranking of all the world’s passports”. The index gathers data from the International Air Transport Association (IATA) which manages inter-airline cooperation globally. The Henley Passport Index is updated quarterly according to countries’ visa policy changes. It covers 227 destinations and 199 passports.

How does it rank?

The Henley Passport Index compares the visa-free access of 199 different passports to 227 travel destinations. If no visa is required, then a score with value = 1 is created for that passport. The same applies if you can obtain a visa on arrival, a visitor’s permit, or an electronic travel authority (ETA) when entering the destination .

Why does it matter?

The strongest is defined by the number of countries people with a passport can visit visa-free/visa-on-arrival, according to the Henley website.

Festive offer

Here’s the list of the top 10 strongest passports in the world:

1. Japan (193)

2. Singapore/South Korea (192)

3. Germany/Spain (190)

4. Finland/Italy/Luxembourg (189)

5. Austria/Denmark/Netherlands/Sweden (188)

6. France/Ireland/Portugal/United Kingdom (187)

7. Belgium/Czech Republic/New Zealand/Norway/Switzerland/United States (186)

8. Australia/Canada/Greece/Malta (185)

9. Hungary/Poland (184)

10. Lithuania/Slovakia (183)

List of 10 countries that fall in the bottom 10:

100. Sri Lanka/Sudan (42)

101. Bangladesh/Kosovo/Libya (41)

102. North Korea (40 including Bangladesh, and Nepal in Asia)

103. Nepal/Palestinian Territory (38)

104. Somalia (35)

105. Yemen (34)

106. Pakistan (32)

107. Syria (30)

108. Iraq (29)

109. Afghanistan (27)

Where does India rank, it is strong enough?

According to Henley Passport Index’s analysis, India fares worse, despite having the world’s fifth-largest economy: its passport holders can access just 59 destinations worldwide and only 6.7 per cent of global GDP, of which the country’s own GDP accounts for around half.

passport

While India has ranked a couple of places higher than last year’s when the Indian passport was ranked 87, the number of countries Indian passport holders can go easily reduced by one. Owing to increasing migration, Indian passport holders have lost visa-free access to Serbia. Starting January 1, 2023, Indian passport holders are required to apply for a visa to enter the country unlike earlier which allowed visa-free travel to the country for 90 days.

Indian passport holders can travel visa-free to 59 destinations like Bhutan, Indonesia, Macao, Maldives, Nepal, Sri Lanka, Thailand, Kenya, Mauritius, Seychelles, Zimbabwe, Uganda, Iran and Qatar. However, some countries require visa-on-arrival.

Notably, From 2018 onward, India has witnessed much change in the passport index. The ranks have always been falling between 80-87 with easy access to 55-60 countries.

What Is Visa-Free Travel?

A smart person said this once.

When we say "visa-free countries for Indian passports," it means countries Indians can visit without a visa. Visa-free travel makes travelling simpler and faster because you don't have to fill out any extra forms or wait for approval before you go.

Even though visa-free travel means you don't need a visa, you'll still need to meet some basic rules to enter the countries without a visa from India.

Indian citizens can travel to those countries without needing many documents. However, you must never forget to check the requirements on Atlys , as the visa requirements may change at any time.

What Should I Bring When Travelling To A Visa Free Country?

When you're travelling to Indian passport visa free countries 2023, it's still important to carry a few key items to ensure your journey goes smoothly.

While you may not need all of these items for every trip, Atlys strongly recommends that you have these documents with you to make sure your travels go smoothly. It's always better to be prepared!

Passport : Always carry your valid passport. Make sure it's not about to expire, as some countries require your passport to be valid for several months beyond your planned stay.

Passport photos : Carry two recent photos that follow the specific visa photo guidelines of the country you are visiting.

Return or Onward Ticket : Some countries want proof that you won't overstay, so carry proof of your return ticket or an onward journey.

Proof of Accommodation : Have details of where you're going to stay, like hotel bookings or an invitation from a host.

Financial Proof : You may need to prove that you have enough money to support yourself during your stay. This could be bank statements, credit cards, or even cash.

Travel Insurance : While not always required, it's a good idea to have travel insurance to cover unexpected events like illness or accidents.

Vaccination Certificates : Some countries require proof that you've been vaccinated against certain diseases.

Local Currency : Even if you plan on using your credit card, having some local currency for smaller expenses or emergencies is always a good idea.

What To Expect When I Reach Immigration?

When you reach the immigration desk in a country that doesn't need a visa, here's what you can expect:

Checking Your Passport : The immigration officer will look at your passport to make sure it's valid for at least six more months from the day you arrive.

Questions : You might be asked why you're visiting, where you're going to stay, how long you plan to be there, what your travel plans are after this visit, and if you have enough money for your stay.

Biometrics : Some countries may take things like fingerprints, a photo, or a scan of your eye.

Health Check : Depending on the country and what's happening in the world, you might need a health check to show you've had certain vaccines or a negative COVID-19 test.

Customs Declaration : You might need to fill out a form saying what valuable items you're bringing into the country.

Indians can now stay in Switzerland, Amsterdam for up to 2 years like visa-free nationals. Check details

W ith European Union (EU) adopting favourable Schengen visa rules for Indians, the strength of Indian passport is arguably set to grow with travel to 29 European countries getting seamless and hassle-free.

Incidentally, Indian passport is currently ranked at 85 , as per Henley Passport Index for 2024 that ranks 199 nations based on the strength of their passports. Our neigbouring country Pakistan is ranked at 106, while Bangladesh at 102.

Under the new Schengen visa regime , Indians will now be able to enter any of these European countries multiple times for two years, which is further extendable by 5 years, and stay there like a visa-free national.

This is a stark departure from the current practice. Until now, when Indians intend to travel to one or more European countries, they are meant to apply for the much sought-after Schengen visa, which is given for a maximum of three months.

ALSO READ: Indians can now apply for multiple entry Schengen visa with longer validity. Check details

But now, under the cascade regime -- guess what? You can stay in Switzerland, Amsterdam, and/ or any other European countries such as Austria, Hungary, Poland, Belgium, Germany, France, among others, for as long as five years without any hiccups.

According to a report in Aug 2023, Scandinavian region in Europe saw a substantial growth of 140 percent as of August 2023 in comparison to pre-COVID levels in 2020, according to insights from MakeMyTrip.

Let us understand how this will work:

How will this work?

This is primarily beneficial for those Indians who frequently travel to one or more of European countries. And if you have travelled to Europe on a Schengen visa for two times in the past three years, then you are eligible for this new visa category ‘cascade regime’ under which you will be given two-year multi entry visa and you can travel and stay in any of these countries just like an individual who does not require a visa to be there.

But the only catch is that you won’t be allowed to work and earn there like a local citizen.

This two-year visa will then be followed by a five-year visa so long as the passport has sufficient validity. For example, if the passport is set to expire three years later, then the visa seeker won’t be able to get the Schengen visa extended by five years.

"The two-year visa will normally be followed by a five-year visa, if the passport has sufficient validity remaining. During the validity period of these visas, holders enjoy travel rights equivalent to visa-free nationals," reads the statement shared by Herve Delphin, Ambassador, Delegation of European Union to India on ‘X’ Platform.

5-year post-study visa in France

This Schengen move is testimony to growing partnership between Europe and India. Last year, France also eased its visa rules for inbound Indian students.

When Prime Minister Narendra Modi visited France in July 2023, the European nation had extended five-year post-study visa to Indian students who had completed their master's degree there.

Earlier, Indians were given two-year work visa after completing their master's degree.

You can not work and earn like a local citizen in Europe under the Schengen visa.

New Schengen Visa Rules for Indian Visitors: Key Questions Answered

Peden Doma Bhutia , Skift

April 23rd, 2024 at 5:39 AM EDT

Destinations value Indian travelers, but lengthy visa processing times lasting months act as significant deterrents. The adoption of these new regulations by European authorities reflects a proactive effort to tackle these concerns, aiming to boost tourism flow.

Peden Doma Bhutia

The European Commission has introduced a new visa “cascade” regime for Indian nationals applying for Schengen visas in India. This regime looks to offer longer-term, multi-entry Schengen visas, based on the applicant’s travel history.

Indian travel agents had been complaining of Schengen visa delays as a major challenge to the summer travel rush from India.

  • How does one qualify for the longer duration visas?

The European Commission can issue a two-year multiple-entry visa after a traveler “has obtained and lawfully used two visas within the previous three years.” This demonstrates a positive travel history and compliance with previous visa regulations.

Subsequently, after granting the two-year visa, authorities may issue a five-year visa if the passport has has adequate validity remaining.

  • What benefits do holders of these extended visas enjoy?

During the validity period of these visas, holders can enjoy travel rights equivalent to visa-free nationals within the Schengen area, allowing for short stays of up to 90 days within a 180-day period.

  • Which countries are part of the Schengen area?

The Schengen area comprises 29 European countries, including 25 European Union member states: Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Germany, Estonia, Greece, Spain, France, Italy, Latvia, Lithuania, Luxembourg, Hungary, Malta, Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland, and Sweden. Additionally, Iceland, Liechtenstein, Norway, and Switzerland are also part of the Schengen area.

  • Are there any restrictions or conditions to these visas?

Schengen visas do not grant the right to work within the Schengen area and are for short stays only. Additionally, the visas are not purpose-bound, providing flexibility for travel within the specified period.

Industry Take

Skift also spoke to players in the Indian outbound travel industry to understand what has changed in the new Schengen visa rules.

  • How is this different from the earlier visas that Schengen countries offered? Don’t they already offer multi-entry visas with longer duration to Indians?

Mahendra Vakharia, managing director of Pathfinders Holidays, said there was no standard policy of Schengen states for issuing these long-term visas earlier. Switzerland, France, Netherlands, Italy and Spain usually issued long-term visa, but it was all subjective. “With this new policy it should be a standard rule now,” Vakharia said.

  • Travelers mainly complain of longer processing times, has that changed?

Here too, there is no standard processing time as it varies from country to country, according to Vakharia. “France and Spain have been processing visas within four days, and then there’s Croatia, which takes 60 days,” he said.

Processing time will not change as of now, it will take time for the visa rules to be enforced, said an industry source, while highlighting that the visa would be especially useful for corporate travelers.

What Promoted The Move?

Speaking on the possible motivations, Vakharia acknowledged various reasons, including administrative capacity constraints at embassies to cater to the huge inflow of applications.

“As there is an overwhelming demand from Indian travelers, the process of securing visa appointments has posed significant challenges , especially for travelers residing in cities lacking VFS Global centers,” he said.

The European Commission said in an statement that the decision reflects the EU-India Common Agenda on Migration and Mobility, aimed at fostering comprehensive cooperation on migration policy. Facilitating people-to-people contacts is a key aspect of this agenda, acknowledging India’s importance as an EU partner.

The decision also reflects a realization of the strong economic benefits derived through the spending power of Indian tourists. As Vakharia aptly puts it, “Why let go of the Golden Indian Goodie Bag?”

Indian passport ranked as second cheapest globally with visa-free access to 62 countries

Ngozi Ekugo

The Indian passport ranks as the second cheapest worldwide, maintaining its distinction as the most cost-effective in terms of “cost per year” of validity.

This is according to a recent study, which indicates that the passport also allows visa-free travel to 62 nations. Indian passport holders can visit these countries listed on VisaGuide.World .

The country’s passport emerges as the most economical passport option, as it costs $18.07 for 10 years, while the United Arab Emirates (UAE) passport requires $17.70 for 5 years.

On the other hand, the UAE passport has the top spot globally, surpassing all others in both acquisition cost and visa-free access.

In an analysis, the Indian passport was compared with passport acquisition costs across countries, evaluating cost-effectiveness per year of validity and visa-free access.

Despite its lower cost, the Indian passport offers limited visa-free access to countries including Angola, Barbados, Bhutan, British Virgin Islands, Cook Islands, Dominica, El Salvador, Fiji, Grenada, Haiti, Hong Kong, Iran, Jamaica, Kazakhstan, Kenya, Kiribati, Macau, Malaysia, Maldives, Mauritius, Micronesia, Montserrat, Nepal, Niue, Oman, Qatar, Samoa, Senegal, Seychelles, Saint Kitts and Nevis, Saint Vincent and the Grenadines, Taiwan, Thailand, Gambia, Trinidad and Tobago, Vanuatu.

The following 36 countries issue eVisas for Indian passport holders:

Albania, Antigua and Barbuda, Armenia, Azerbaijan, Bahamas, Benin, Botswana, Burkina Faso, Cameroon, Democratic Republic of the Congo, Ivory Coast, Djibouti, Egypt, Equatorial Guinea, Gabon, Georgia, Guinea, Kyrgyzstan, Lesotho, Libya, Malawi, Morocco, Mozambique, Nigeria, Papua New Guinea, Russia, São Tomé and Príncipe, South Africa, South Sudan, Suriname, Tajikistan, Togo, Uganda, Uzbekistan, Vietnam, Zambia

Passports from countries like Australia, the USA, and Canada offer broader access despite higher expenses.

The study’s findings indicate that while some nations offer significant passport power, it often comes at a higher price.

Contrary to popular belief, the United States’ passport is not the world’s most expensive. Mexico holds that title, with a passport cost of $231.05 for 10 years, followed by Australia at $225.78.

New Schengen visa rules for Indians: This is how you can get multi entry two-year visa for 29 European countries

Under the cascade regime, you can stay in switzerland, amsterdam, and/ or any other european countries such as austria, hungary, poland, belgium, germany, france, among others, on a 2 year visa with multiple entry option..

You can not work and earn like a local citizen in Europe under the Schengen visa.

With the European Union (EU) adopting favourable  Schengen visa rules for Indians, the strength of Indian passports is arguably set to grow with travel to 29 European countries getting seamless and hassle-free.

Incidentally, Indian passports are  currently ranked at 85 , as per Henley Passport Index for 2024 that ranks 199 nations based on the strength of their passports. Our neighbouring country Pakistan is ranked at 106, while Bangladesh at 102.

Under the  new Schengen visa regime , Indians will now be able to enter any of these European countries multiple times for two years, which is further extendable by 5 years, and stay there like visa-free nationals.

You can stay in Switzerland, Amsterdam, and/ or any other European countries such as Austria, Hungary, Poland, Belgium, Germany, France, among others, for as long as two years, which is extendable, without any hiccups.

According to a  report in Aug 2023, Scandinavian regions in Europe saw a substantial growth of 140 percent as of August 2023 in comparison to pre-COVID levels in 2020, according to insights from MakeMyTrip.

Let us understand how this will work:

How will this work?

This is primarily beneficial for those Indians who frequently travel to one or more European countries.

Schengen visas allow the holder to travel freely in the Schengen area for short stays of a maximum of 90 days in any 180-day period. The visas are not purpose-bound, but they do not grant the right to work.

This Schengen move is testimony to the growing partnership between Europe and India. Last year, France also eased its visa rules for inbound Indian students.

When Prime Minister Narendra Modi visited France in July 2023, the European nation extended a five-year post-study visa to Indian students who had completed their master's degree there.

Earlier, Indians were given two-year work visas after completing their master's degree.

Indian passport holders can get multi-year Schengen visa: How to apply for it?

Adopted on April 18, the new regulations are part of the EU-India Common Agenda on Migration and Mobility, which was developed in the framework of "strengthened relations".

Kristina Das

What is the Schengen visa “cascade” regime for Indian passport holders?

As per the recently implemented visa "cascade" policy for India, citizens of India are eligible to receive long-term, multiple-entry Schengen visas that are valid for two years, provided they have legally secured and utilised two visas in the preceding three years. If there is still enough validity on the passport, the two-year visa will usually be followed by a five-year visa. The validity period of these visas allows their holders to travel with the same freedoms as citizens of other countries.

This decision is made within the framework of enhanced relations under the EU-India Common Agenda on Migration and Mobility, which aims to achieve comprehensive cooperation between the EU and India on migration policy. Given the significance of India as an EU partner, one important aspect of this cooperation is the facilitation of people-to-people contacts.

How to apply for a multi-year Schengen visa?

  • According to the India Today report, if you have applied for and been granted two Schengen visas in the last three years, you are eligible to apply for a two-year multiple-entry visa.
  • If your passport's validity permits, a five-year visa will then be issued in place of this two-year one.
  • You have the same travel privileges as citizens of countries without a visa to enter the region as long as your Schengen visa is valid.

What are the countries under the Schengen visa?

With a valid Schengen visa, an individual can visit any part of the Schengen region without restriction for up to 90 days out of 180 days. Although the visas have no specific purpose, they do not give the ability to work. The Schengen area consists of 29 European countries (of which 25 are EU states): Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Germany, Estonia, Greece, Spain, France, Italy, Latvia, Lithuania, Luxembourg, Hungary, Malta, Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland and Sweden, along with Iceland, Liechtenstein, Norway and Switzerland.

Here's when you need (and don't need) a passport to cruise.

It's the type of sailing – closed-loop or open-loop – that largely determines whether or not you need a passport to cruise.

Do You Need a Passport for a Cruise?

Passports on a map showing cruise lanes.

Getty Images

A passport isn't always required for cruising.

To determine whether or not you need a passport to cruise, you first need to figure out if the itinerary is closed-loop or open-loop (also known as open-jaw).

Closed-loop cruise: A closed-loop cruise typically doesn't require a passport since it begins and ends in the same U.S. port (though there are some exceptions to this rule).

Example: Royal Caribbean International 's seven-night Western Caribbean & Perfect Day cruise stops in several countries – the Bahamas, Jamaica, Haiti and Grand Cayman – but the itinerary is considered closed-loop because it starts and ends in Fort Lauderdale, Florida.

Open-loop cruise: An open-loop cruise begins in one U.S. port and ends in a different U.S. port.

Example: Carnival Cruise Line 's 16-day Panama Canal from Seattle itinerary is not considered closed-loop because it departs from Seattle and completes its journey in New Orleans.

All of the above regulations have been determined by the Western Hemisphere Travel Initiative: a plan by the departments of State and Homeland Security that determines which documents are acceptable for proving identity and citizenship when entering the United States.

Where to cruise without a passport

There are several destinations where you can cruise without a passport on a closed-loop sailing. They include the following:

  • The Bahamas

When looking at cruises to these locations, be mindful of the home ports. The Bahamas, Mexico, Bermuda, the Caribbean and Canada are all foreign ports, which means they only qualify for the passport exception if they are a stop along your cruise itinerary . If the cruise originates in any of these countries, it is likely you will need a passport.

Since Alaska, Hawaii and New England are all U.S. destinations, any closed-loop routes departing from these locations will not require a passport. However, keep in mind that it can be hard to find closed-loop cruises originating in Hawaii or Alaska.

To find closed-loop itineraries for a Hawaiian voyage or Alaskan cruise , try searching for sailings departing from major cities on the West Coast, like Seattle or Los Angeles . By contrast, quite a few closed-loop cruises leave from New England ports, but they are often marketed as Canadian cruises.

When you need a passport for closed-loop cruises

Some cruise itineraries include foreign ports that require a passport for disembarkation. This is most commonly an issue for travelers on a closed-loop Caribbean cruise. Barbados , Guadeloupe , Haiti, Martinique , St. Barts , and Trinidad and Tobago all require U.S. citizens to present a valid passport to disembark and enter the country, despite WHTI regulations not requiring a passport for these destinations. Labadee, Royal Caribbean's private island , is an exception and does not require a passport despite its location in Haiti.

If your itinerary includes a country requiring a U.S. passport, your cruise line will require you to have the passport at check-in. Note that your passport must not expire within six months of your arrival in a foreign country or else it won't be considered valid for international travel.

Acceptable forms of ID

All travelers – U.S. citizens and foreign nationals alike – must present documents that show identity and citizenship when entering the United States. A U.S. passport can show both. If you don't have one or don't want to bring one, be aware that you may need to present more than one document.

U.S. citizens 16 and older

If you're a U.S. citizen age 16 or older sailing on a closed-loop cruise without your passport, you will need a government-issued photo ID like a driver's license. In addition, you must present a document that proves your U.S. citizenship. These include:

  • Passport card
  • State-issued enhanced driver's license (EDL)
  • Government-issued birth certificate
  • Trusted Traveler Program card (NEXUS, SENTRI or FAST)
  • American Indian Card (Form I-872) or Enhanced Tribal ID Card

The Trusted Traveler Programs are risk-based programs to facilitate the entry of travelers who have been vetted and preapproved. Most of these programs will provide you with a machine-readable card that allows you to pass through border checkpoints quickly. Keep in mind, some of these IDs are only available to travelers 16 and older.

Read: TSA Precheck vs. Global Entry

U.S. citizens younger than 16

U.S. citizens younger than 16 are only required to present proof of citizenship, such as one of the following documents:

  • Original, notarized or certified copy of their government-issued birth certificate
  • Consular Report of Birth Abroad issued by U.S. Department of State
  • Certificate of Naturalization issued by U.S. Citizenship and Immigration Services

Read: How to Get a Passport for Kids

Non-U.S. citizens

If you are a lawful permanent resident (or LPR) of the United States, you are required to present a permanent resident card or other valid evidence of permanent residence status.

Non-U.S. citizens, with the exception of Canadians and Mexicans, are not subject to passport exceptions, so a valid passport will need to be provided. Canadian citizens can present a valid passport, Enhanced Driver's License or Trusted Traveler Program card. Mexican citizens must present a passport with a visa or a Border Crossing Card.

Unacceptable forms of ID

While most common forms of identification are accepted, there are a few exceptions. U.S. military identification cards and U.S. Merchant Mariner documents are valid forms of identification, but only when traveling on official orders or in conjunction with official maritime business, so it is unlikely they will be accepted when traveling on a cruise.

Here are some other documents that will not be accepted as proof of citizenship:

  • Voter registration cards
  • Social Security cards
  • Baptismal papers
  • Hospital certificates of birth (for anyone older than a newborn)

It is important to note that many of the permitted forms of identification, such as a passport card or EDL, are only accepted at land and sea border crossings. Unforeseen circumstances, such as a medical air evacuation, may cause you to return to the U.S. by air travel. In this case, these documents won't be accepted when you try to reenter at the border crossing.

To avoid extra delays in your return to the U.S. following unforeseen travel complications, the Department of State recommends that everyone taking a cruise from the United States carry a valid passport book in case of emergency.
