U.S. citizens are in luck! The U.S. passport is ranked the 11th most powerful in the world , giving visa-free access to 186 countries as of 2018.

Sure, it’s slipped a bit in the last couple of years — but it’s still one of the best passports you can have.

Regardless of whether a country has visa-free access, requirements still need to be met if you travel abroad. We recommend confirming with the relevant embassy before making any travel plans.

Although each country has different requirements, here are some general rules:

  • Your passport must be valid for at least 6 months after your intended departure date from the country you’re traveling to. Don’t leave it too late to renew your passport .
  • Consider a new passport when you have accumulated a lot of stamps. Although most countries only require 1 blank page , many require 2 blank pages  (and some even need 3).
  • You may be asked for proof of onward travel , which is not a problem if you have a return ticket. If you plan on country-hopping, you must have proof of your travel plans. You may be refused boarding to your planned destination if you cannot adequately demonstrate to immigration officers that you plan on leaving their country. If you’re unsure when you plan on going, you can buy a refundable onward flight and re-book later.
  • Some countries require that you have adequate medical insurance to cover your stay. Regardless of whether it is mandatory, we highly recommend purchasing travel insurance. Check out our guide to travel insurance to find the best one for you.
  • It is rare, but you may be asked for proof of funds and will need to satisfy immigration so that you can support your travels. This can catch you off guard, and trying to log in to your bank account on airport Wi-Fi can be a bit frantic. To be prepared, ensure you have a copy of a bank statement or a screenshot on your phone.

Below, we have listed the specific visa requirements for over 100 of the most popular countries. Note that these details relate to tourist travel only .

In addition to these requirements, you must possess a fully valid passport (rather than an emergency or U.S. passport card). Unless otherwise stated, tourist visa prices and departure taxes are in USD.

Before we begin, remember to also check for vaccinations you may need before setting off, as many countries require one.

Below is information on whether you need a visa when traveling to these popular African countries as a U.S. citizen or permanent resident.

Africa is a mixed bag for tourist visa requirements, with half of the prominent safari destinations requiring visas and the others not. Be sure to apply in advance where possible to avoid any panic or stress at the airport.

Visa-Free Countries for US Citizens in 2024

Fallback Image

Once considered the best, most powerful travel document in the world, the US passport is beginning to lose its appeal.

That’s evident from many sources, including our own Nomad Passport Index which, in 2024, ranks the US passport in a lowly 44th place, just above Uruguay but still behind Argentina. That’s a shocking statistic for a country so used to striding confidently across the world stage.

But that fall from grace has been coming for some time. In recent years, the US has become more focused on levying taxes, enforcing stringent regulations and promoting an unhealthy distaste for the wealthy.

No wonder more and more US citizens are looking for a Plan B that allows them to diversify their wealth and get a second passport to ensure they’re prepared for whatever may come.

That’s where we come in. At Nomad Capitalist, we encourage people to go where they’re treated best. As the Nomad Capitalist founder, Andrew Henderson, discussed in a recent Ted Talk, that means not being afraid to leave your home country if it no longer aligns with your needs and beliefs.

Go Where You Are Treated Best | Andrew Henderson | TEDxVake

Staying where you are because you were born there or because, once upon a time, it was the best does not serve your best interests. You need to go somewhere that values the same things you value and wants to promote your growth.

In many ways, that’s no longer true of the United States of America. One thing the country still scores well on, however, is travel freedom. A US passport offers visa-free access to over 80% of the world.

Then again, so does a passport from Malta , Portugal , Singapore and many other countries. Unlike the US, these are places that value foreign entrepreneurs, are tax-friendly and offer many lucrative investment opportunities.

Again, that’s where Nomad Capitalist can help you. Whether you want to renounce your US citizenship or look for better personal and business opportunities while keeping your US passport, we can help you.

At Nomad Capitalist, we’ve helped over 1500 clients go where they’re treated best, and we can help you do the same. Set up a call today to legally reduce your taxes, diversify your passport portfolio and acquire peace of mind.

Benefits of Owning a US Passport in 2024

US passport visa-free countries

Passport Strength

According to the Nomad Passport Index , US passport holders can travel to 172 countries either visa free or without having to obtain a visa in advance (meaning these countries offer visa on arrival or electronically).

In the modern fast-paced world of business, visa-free travel matters for US citizens. Whether you’re a digital nomad or someone looking for a more permanent place overseas to live and work, visa-free access offers many opportunities. It allows you to visit for a short period and assess if the lifestyle, climate, real estate market and job opportunities are worth relocating for.

In short, it gives you an idea of what’s on offer should you decide to apply for residence and incentives such as a digital nomad visa . US citizens can, for example, travel visa-free to Germany and apply for their Freelance Visa , which is valid for a  year and can be renewed.

So, despite the increasing government regulations and IRS tax enforcement, the US still ranks high in global terms for openness to business. That means that, for those determined to do business in the US, despite its complicated tax system and government policies, it can still be a land of opportunity.

Visa-Free Countries for US Citizens

Visa-Free Countries for US Citizens

As of 2024, US passport holders can travel visa-free or visa-on-arrival to 172 countries. As long as you do not stay longer than permitted, you can remain in those countries with just your passport. For example, in Colombia , a US passport holder can stay in the country for up to three months .

This can be extended to six months with permission from the government but if you wish to remain in the country for more than six months, you’ll need to apply for a visa.

Visa-Free Countries for US Passport Holders

Grenada

As we discussed above, the US passport is still a fairly powerful travel document, despite the many setbacks the nation is facing. Below are some of the countries you can travel visa-free to with a US passport:

  • Netherlands
  • Antigua and Barbuda
  • Bosnia and Herzegovina
  • Saint Kitts and Nevis
  • Saint Lucia
  • Sao Tome and Principe
  • South Korea (Visa requirements lifted until December 2024)
  • South Africa
  • Czech Republic
  • North Macedonia
  • Dominican Republic
  • Switzerland
  • El Salvador
  • Marshall Islands
  • Trinidad and Tobago
  • Tonga (No visa for trips of 30 days or less)
  • United Kingdom
  • Vatican City
  • United Arab Emirates (30 days or less).

Although these locations don’t have visa requirements for US citizens, you should still do your research before hopping on a plane and entering a foreign airport. For example, although you don’t need a visa for the Schengen Area with a US passport, from 2025 you may need to fulfil the European Travel Information and Authorisation System (ETIAS) requirements for entry. This is a planned electronic authorisation system of the European Union for visa-exempt visitors travelling to the Schengen area.

If you’re planning a trip to the Schengen Area, an area encompassing 29 European countries, keep in mind that your stay in each counts towards a combined limit of 90 days. So, if you stay in Germany for 35 days and then travel to Poland, you can only stay in Poland for 55 days.

Countries That Require Electronic Travel Authorization (eTA)

An eTA allows a country to screen visitors before they enter the country, increasing its security and transparency.

The US has an ESTA system for certain visa-exempt foreign nationals. Countries that require US citizens to have an eTA includes places like Australia, New Zealand and Sri Lanka.

Although not used by every country, electronic travel authorisation is a far quicker process than completing a full visa application..

Visa-on-Arrival Countries for US Passport Holders

Cambodia

The Visa-on-Arrival (VOA) process is much more straightforward than the standard process of getting a visa. When travelling to VOA countries, you need to obtain a visa through immigration before entering the country.

In most cases, the applicants have to go through an online pre-approval process and approved travellers are then granted a visa through an accelerated process at the port of entry. For VOA applicants, the immigration process is faster and less stressful.

The following countries are some of those that require US passport holders to obtain a visa on arrival (VOA):

  • Burkina Faso
  • Saudi Arabia
  • Sierra Leone
  • Comoro Islands
  • Solomon Islands
  • South Sudan
  • Guinea-Bissau

US citizens can enjoy visa-free travel to the countries above, but each may have its own rules about passport validity, duration of stay, and other such requirements.

US citizens can travel visa-free to all European Union countries and do not need a tourist visa for stays up to 90 days.

For longer stays, each country has its own immigration process and requirements. For example, some countries may require travellers to carry an International Certificate of Vaccination.

How Do US Citizens Visit Countries with Visa Requirements?

visa requirements for US citizens

Americans can enjoy visa-free travel to the majority of the world’s countries without going through a standard visa-acquiring process.

However, a relatively small number require visiting US citizens to have a visa and go through the following process:

  • Choose the purpose of a visit : This will define the type of visa that you will obtain and whether it’s a multiple-entry visa or not.
  • Submit application : You will be required to submit a visa application with supporting documents at the embassy of the country you plan to visit.
  • Have an interview : Make an appointment in the nearest embassy or consulate and appear for an interview.

Different countries have different procedures but all have these common steps.

Restricted Countries for US Citizens

North Korea

A few nations restrict US citizens from entering.

For example, they cannot travel to North Korea without a special passport validation from the US Government. Contrary to popular belief, they are allowed to visit Cuba but, again, they will require special legal permission in advance to do so.

Other countries like China and Russia do permit US citizens to visit, although they must complete the visa process before arrival.

Is a US Passport Still Worth Having?

US passport

We’ve discussed the countries US passport holders can travel to visa-free, but a passport is more than a travel document; it’s both a tangible and symbolic representation of one’s national identity.

In terms of the travel freedoms it offers, a US passport is strong, but what about the freedom, rights and opportunities available to its citizens?

There’s nothing inherently wrong with the United States but at Nomad Capitalist we believe there are better options for high-net-worth individuals to reduce their taxes and protect and grow their assets. That could be in a tax-friendly country with a high quality of life and freedom or it could mean living in one country and having your business in another.

We call it ‘going where you’re treated best’ and many clients are successfully living our Trifecta lifestyle in multiple countries.

So, here are some reasons you should consider the alternatives if you are a US citizen.

Complicated Tax System

The US has a citizenship-based taxation (CBT) system, meaning that the government will follow you to the ends of the earth and tax you wherever you live. The US is one of only two countries with a CBT system, the other being Eritrea.

There are some exclusions for US citizens overseas but in general you’ll likely liable for US taxes and at the very least you’ll be obliged to file a tax return and report all economic activity to the Internal Revenue Service (IRS). That’s why it’s challenging for US citizens to pay lower taxes overseas unless they renounce US citizenship .

Increasing Government Regulation

It is estimated that regulations cost US businesses roughly US$300 billion a year, with the costs increasing as firms grow from small to medium size.

With the Biden administration introducing a minimum 15% corporate tax on larger enterprises to close previously legal tax loopholes, it seems the tax and regulatory environment in the US is currently being geared to punish rather than promote business.

All it takes is one presidential signature and your business can face more costs and higher taxes. We used to think of the US as a business-friendly country, but recent events show that this may no longer be the case.

US Passport Shortcomings

A US passport may allow access to 172 countries but US citizens still must obtain a visa to travel to China, the world’s second-largest economy. The additional visa requirements may restrict entrepreneurs from benefiting from the Chinese market.

Suppose you are a businessperson interested in China? You should think about acquiring a second passport that offers visa-free access to China and allows you to work there without any restrictions.

That kind of passport exists. And China is just one of several examples – all of which means that, while a US passport has a lot of power, it may not meet your personal needs or goals.

Visa-Free Countries for US Citizens in 2024: FAQs

A standard, adult US passport and passport card costs US$130 plus processing fees. The cost increases if the process needs to be expedited.

Under certain limited circumstances, US citizens are allowed to hold other passports while retaining their US passport.

There are only a few countries where US passport holders are forbidden to enter without explicit permission. While the US government typically doesn’t bar citizens from travelling, it does regularly publish travel advisories on unsafe or unstable nations.

Only US citizens (either by birth or naturalisation) and certain non-citizen US nationals.

The US passport is a powerful document if you want to travel without restrictions but the freedoms associated with the US citizenship it confers are beginning to diminish. Many citizens are now realising that the United States just isn’t the same nation it was even 20 years ago.

Rising taxes, high inflation, skyrocketing cost of living, costly and inadequate healthcare, along with crime are all factors that are currently driving many US citizens to look for an escape route.

It takes planning to get a second passport and ensure you have the ideal combination of location, lifestyle, tax planning and asset protection strategies to achieve your goals.

Renouncing US citizenship is a tried-and-tested means of reducing your taxes but, even by choosing to live overseas, you can still substantially lower them without renouncing.

Whatever you decide to do, it must be structured properly. You’ll need to incorporate the best solutions from all available options. That could mean moving to a zero-tax jurisdiction or establishing a base in Europe, or closer to home, and paying some tax.

It’s what we call ‘ going where you are treated best ’ and it looks different for each of the 1500-plus high-net-worth people we’ve helped. Our global team of over 80 professionals and country-specific advisors leave no stone unturned when it comes to helping you win personal and financial freedom.

So, if you’re a US citizen reviewing your options, take the first step towards your new life and find out how we do things here .

What should you do before going abroad?

Last October, the State Department issued a worldwide caution for Americans overseas due to increased tensions, potential terrorist attacks and “demonstrations or violent actions against U.S. citizens and interests.”

The warning remains in effect.

Before going abroad, the State Department urges Americans to enroll in the Bureau of Consular Affairs’ free Smart Traveler Enrollment Program , so travelers can be more easily contacted in the event of an emergency. Travelers are also encouraged to follow the State Department on social media and stay alert overseas.

What else travelers should know

A tourist visa would be required for Cuba , but U.S. citizens are prohibited by statute from visiting Cuba for tourism. Travel may be allowed for other reasons like family visits or educational or religious activities. The State Department warns travelers to exercise increased caution in Cuba due to crime.

Tourist visas are not required for Haiti for less than 90 days, but the State Department warns Americans not to visit due to potential “kidnapping, crime, civil unrest and poor health care infrastructure.” U.S. citizens were urged to leave Haiti “as soon as possible” last year.

No visa is required to visit Mexico for less than 180 days, but the State Department warns against visiting Colima, Guerrero, Michoacan, Sinaloa, Tamaulipas and Zacatecas states due to crime and kidnapping. Travelers are urged to reconsider visiting or exercising increased caution in most other states for similar reasons.

While no visas are required for visiting Gaza or Ukraine for less than 90 days, the State Department is urging Americans to avoid both destinations due to ongoing wars. Americans are also urged to avoid North Korea , which requires visas and does not accept U.S. passports.

Which Countries Need A Visa To Visit The United States?

Which Countries Need A Visa To Visit The United States?

Types of Nonimmigrant Visas for Tourism and Business:

Validity and duration of stay of the tourist and business visa, vwp eligibility and requirements:, duration and limitations:, esta application and validity:, what happens if the esta is denied, differences between esta and b1/b2 visas, noteworthy exemptions, circumstances requiring vwp nationals to seek formal visas.

To visit the United States all foreign travelers need an entry authorization. However, depending on your nationality, you either need the US nonimmigrant visitor visa or the ESTA, an electronic travel authorization.

In this article we explain the US Visa Policy for the United States, the difference between the B1/B2 visa and the ESTA, who can apply, their validity, and more.

US Nonimmigrant Visa: An Overview

The term "nonimmigrant visa" refers to a visa granted to individuals seeking temporary entry into the United States for specific purposes.

B1 Visa : Intended for individuals traveling to the US for business-related purposes. This includes activities such as attending conferences, negotiations, or business meetings.

B2 Visa : Catered to tourists, this visa is for those intending to visit the US for leisure, medical treatment, or to visit family and friends.

Typically, the B1 and B2 visas are issued with a validity of up to 10 years , depending on reciprocity agreements with the applicant's country.

However, the duration of stay , which is the period the traveler is allowed to remain in the US per visit, is generally up to 6 months .

It's crucial to understand that visa validity and the duration of stay are NOT the same – the former relates to the visa's expiration date, while the latter pertains to the length of time a visa holder can stay during each visit.

The Visa Waiver Program (VWP)

The VWP is a diplomatic concession that allows nationals from specific countries to travel to the US for tourism or business without obtaining a visa .

Instead, those who qualify for the ESTA can complete a short and simple online application . All travelers need is their valid passport and a debit or credit card.

  • The traveler must be a national of one of the 39 countries currently participating in the VWP.
  • The intended stay in the US must not exceed 90 days.
  • Prior to boarding, travelers must have an approved Electronic System for Travel Authorization (ESTA).

While the VWP offers a streamlined process for eligible travelers, it's essential to note that this is strictly for short stays . Extensions beyond 90 days are not permissible under the VWP, and violations can result in future travel restrictions .

Furthermore, it is not possible to renew an ESTA . But, US tourist and business visas can be renewed. The visa renewal process is quicker.

Electronic System for Travel Authorization (ESTA)

ESTA is an automated system that vets and determines the eligibility of travelers seeking to enter the US under the VWP.

Potential travelers must apply online, and upon approval, the ESTA is valid for 2 years . This allows for multiple entries into the US, but each stay should not surpass the 90-day limit .

If one's ESTA application is denied, the individual must then apply for a B1 or B2 visa to travel to the US.

ESTA : A pre-clearance mechanism for eligible VWP travelers. It's digital, specific to short stays, and doesn’t require a physical visa stamp.

B1/B2 Visas : Formal visa classifications, applicable to a broader audience, requiring an in-depth application process including an interview at a US embassy or consulate.

Nationals from Canada and Bermuda typically do not need a B1/B2 visa for short-term business or tourist visits.

However, nuances exist based on specific situations, so it's always prudent to consult official guidelines.

Even if a traveler is from a VWP country, there are situations where a B1 or B2 visa becomes necessary:

  • Intending to stay in the US for more than 90 days.
  • Seeking employment or to engage in academic studies in the US.
  • Prior infractions related to US visas or admissions.
  • A denied ESTA application.

In conclusion, travelers must prioritize understanding and adhering to visa requirements to ensure they have the right documentation and authorization to enter the United States.

As regulations can evolve, consulting the US Department of State's official website or contacting a US embassy or consulate is always a recommended step in travel preparations.

American Retirees Flock to This International Destination — and It's Got Great Health Care, Low Taxes, and High Quality of Life

Hint: it’s in Europe.

places to visit with american visa

georgeclerk/GETTY IMAGES

Retiring abroad is trending among senior Americans. According to the Social Security Administration, the number of U.S. citizens receiving their benefits abroad has risen from 413,000 to 760,000 in three years , and 38 percent of them relocated to Europe.

But a new report gives more clarity on where Americans can go for the best health care, quality of life, and security. According to Global Citizen Solutions, a visa and relocation consulting company, Spain and Portugal are the most popular retirement destinations among senior U.S. citizens.

Spain scored a perfect 100 out of 100 for quality of life, which was assessed based on factors like health care, climate, and flight accessibility.

"With a public health care system and affordable supplementary private insurance options, Spain prioritizes the well-being of its residents, a key factor that entices retirees to relocate," Laura Madrid, research lead at Global Citizen Solutions, told Travel + Leisure . "Moreover, Spain offers an excellent public transportation network, known for its efficiency and affordability a plus for retirees ditching the daily use of private cars."

Portugal is a very close second with 99.79 points in the overall rankings. The report notes that in recent years, many Americans have settled in both countries for sunny weather and access to affordable health care.

“A lower cost of living is also an important factor in the decision to relocate, with living expenses in Spain and Portugal being considerably lower compared to other European nations and the U.S. Moreover, both nations offer special tax regimes for expatriates during their initial years of residence, making the Iberian Peninsula even more appealing,” the report states.

In the overall ranking, Costa Rica is third, and Uruguay and Mexico are fourth and fifth, respectively.

However, a slightly different picture emerges in the quality of life category, where our southern neighbor takes the silver medal, and Portugal drops one spot to No. 3. The winner in the economics category, which measured factors like cost of living, tax optimization, and rent prices, is Malaysia, which offers foreigners financial incentives like no tax on foreign-sourced income. (Americans living abroad still need to pay taxes in the U.S.)

When it comes to social factors like migrant acceptance and integration, the top retirement destination is New Zealand.

The report also identified the leading factors for retiring abroad. Affordable housing options, quality health care, and tax incentives are the top three motivators for seniors when choosing to retire in a foreign country. An increasing number of adults also opt to spend their golden years outside the borders of our country to acquire a second citizenship “as a strategic insurance plan,” according to the report.

FACT SHEET: President   Biden Announces New Actions to Keep Families   Together

Since his first day in office, President Biden has called on Congress to secure our border and address our broken immigration system. As Congressional Republicans have continued to put partisan politics ahead of national security – twice voting against the toughest and fairest set of reforms in decades – the President and his Administration have taken actions to secure the border, including:

  • Implementing executive actions to bar migrants who cross our Southern border unlawfully from receiving asylum when encounters are high;
  • Deploying record numbers of law enforcement personnel, infrastructure, and technology to the Southern border;
  • Seizing record amounts of fentanyl at our ports of entry;
  • Revoking the visas of CEOs and government officials outside the U.S. who profit from migrants coming to the U.S. unlawfully; and
  • Expanding efforts to dismantle human smuggling networks and prosecuting individuals who violate immigration laws.

President Biden believes that securing the border is essential. He also believes in expanding lawful pathways and keeping families together, and that immigrants who have been in the United States for decades, paying taxes and contributing to their communities, are part of the social fabric of our country. The Day One immigration reform plan that the President sent to Congress reflects both the need for a secure border and protections for the long-term undocumented. While Congress has failed to act on these reforms, the Biden-Harris Administration has worked to strengthen our lawful immigration system. In addition to vigorously defending the DACA (Deferred Action for Childhood arrivals) policy, the Administration has extended Affordable Care Act coverage to DACA recipients and streamlined, expanded, and instituted new reunification programs so that families can stay together while they complete the immigration process.  Still, there is more that we can do to bring peace of mind and stability to Americans living in mixed-status families as well as young people educated in this country, including Dreamers. That is why today, President Biden announced new actions for people who have been here many years to keep American families together and allow more young people to contribute to our economy.   Keeping American Families Together

  • Today, President Biden is announcing that the Department of Homeland Security will take action to ensure that U.S. citizens with noncitizen spouses and children can keep their families together.
  • This new process will help certain noncitizen spouses and children apply for lawful permanent residence – status that they are already eligible for – without leaving the country.
  • These actions will promote family unity and strengthen our economy, providing a significant benefit to the country and helping U.S. citizens and their noncitizen family members stay together.
  • In order to be eligible, noncitizens must – as of June 17, 2024 – have resided in the United States for 10 or more years and be legally married to a U.S. citizen, while satisfying all applicable legal requirements. On average, those who are eligible for this process have resided in the U.S. for 23 years.
  • Those who are approved after DHS’s case-by-case assessment of their application will be afforded a three-year period to apply for permanent residency. They will be allowed to remain with their families in the United States and be eligible for work authorization for up to three years. This will apply to all married couples who are eligible.
  • This action will protect approximately half a million spouses of U.S. citizens, and approximately 50,000 noncitizen children under the age of 21 whose parent is married to a U.S. citizen.

Easing the Visa Process for U.S. College Graduates, Including Dreamers

  • President Obama and then-Vice President Biden established the DACA policy to allow young people who were brought here as children to come out of the shadows and contribute to our country in significant ways. Twelve years later, DACA recipients who started as high school and college students are now building successful careers and establishing families of their own.
  • Today’s announcement will allow individuals, including DACA recipients and other Dreamers, who have earned a degree at an accredited U.S. institution of higher education in the United States, and who have received an offer of employment from a U.S. employer in a field related to their degree, to more quickly receive work visas.
  • Recognizing that it is in our national interest to ensure that individuals who are educated in the U.S. are able to use their skills and education to benefit our country, the Administration is taking action to facilitate the employment visa process for those who have graduated from college and have a high-skilled job offer, including DACA recipients and other Dreamers.

Biden Gives Legal Protections to Undocumented Spouses of U.S. Citizens

The new policy is one of the most significant actions to protect immigrants in years. It affects about 500,000 people who have been living in the United States for more than a decade.

Biden Announces New Protections for Undocumented Immigrants

President biden announced an executive action to protect about 500,000 undocumented spouses of u.s. citizens from being deported and provide them with a pathway to citizenship..

A few days ago, we marked the 12th anniversary taking care of dreamers that President Obama and I put in place. There were a few of these immigrant — these immigration areas that have had most positive impact and gotten more support from the American people across the board. These young people known as Dreamers, Hispanics, South Asians and more who came to America as children only know America as their home have been able to live and learn out of the shadows. So today I’m announcing new measures to clarify and speed up work visas to help people, including Dreamers, who have graduated from U.S. colleges and universities, landed jobs in high-demand, high-skilled professions that we need to have grow — to see our economy grow. It’s the right thing to do. I’m announcing a common-sense fix to streamline the process for obtaining legal status for immigrants, married, excuse me, to American citizens who live, lived here and lived here for a long time. Let’s be clear. This action still requires undocumented spouses to file all required legal paperwork to remain in the United States. It requires them to pass a criminal background check. And it doesn’t apply to anyone trying to come here today.

The reporters have covered immigration policy and politics during both the Trump and Biden administrations.

President Biden on Tuesday granted far-reaching new protections for hundreds of thousands of immigrants who have been living in the United States illegally for years but are married to American citizens.

Under the new policy, some 500,000 undocumented spouses will be shielded from deportation and given a pathway to citizenship and the ability to work legally in the United States. It is one of the most expansive actions to protect immigrants since Deferred Action for Childhood Arrivals, or DACA, was enacted 12 years ago to protect those who came to the United States as children.

“These couples have been raising families, sending their kids to church and school, paying taxes, contributing to our country,” Mr. Biden said at the White House, where he was joined by members of Congress and DACA recipients, known as Dreamers. “They’re living in the United States all this time with fear and uncertainty. We can fix that.”

Mr. Biden also said he would make it easier for young immigrants, including Dreamers, to gain access to work visas, a significant move that could help them eventually get a green card. That would protect their legal status even if DACA, which is already tied up in litigation, disappears.

“We’re a much better and stronger nation because of Dreamers,” Mr. Biden said, as he marked the anniversary of the Obama-era DACA program.

The new policy allows Mr. Biden to balance his recent crackdown on asylum with a sweeping pro-immigrant measure at a moment of political peril. With five months until the presidential election, Mr. Biden has been trying to curtail record numbers of illegal border crossings without alienating longtime supporters who have called for a more humane immigration system after the Trump years.

The policy aims to help people who have been living in the United States for more than a decade, building lives and families here. Even though marrying an American citizen generally provides a pathway to U.S. citizenship, people who crossed the southern border illegally — rather than arriving in the country with a visa — are required to return to their home countries to complete the process for a green card.

The new program allows them to remain in the country while they pursue legal status.

There are roughly 1.1 million undocumented immigrants married to American citizens in the United States, according to FWD.us, an immigration advocacy group, but not all of them are eligible for the program.

To be eligible, the spouses must have lived in the United States for 10 years and been married to an American citizen as of June 17. They cannot have a criminal record. The benefits would also extend to the roughly 50,000 children of undocumented spouses who became stepchildren to American citizens.

The new benefits for undocumented spouses will not take effect right away; senior Biden administration officials said they expected the program to begin by the end of the summer. Those eligible will then be able to apply for the benefits.

“The president is sending a message that immigration is not just about the border,” said Marielena Hincapié, an immigration fellow at the Cornell Immigration Law and Policy Program. “He’s focusing on long-term immigrants, not recent arrivals.”

Immediately after the announcement, however, allies of former President Donald J. Trump accused Mr. Biden of being weak on the border. Speaker Mike Johnson said the president was “granting amnesty to hundreds of thousands of illegal aliens.”

America First Legal, a conservative organization run by Stephen Miller, the architect of Mr. Trump’s anti-immigration policies, indicated on social media that the group would challenge the program.

Mr. Biden has said he has had to use executive action to address immigration because Republicans in Congress refuse to act. Republicans blocked a bipartisan immigration bill in February , saying it was not strong enough even though it included some of the most significant restrictions Congress had contemplated in years.

Many of the Republicans, encouraged by Mr. Trump, were not inclined to give Mr. Biden a legislative victory in an election year.

“So much for Republicans caring about the border,” Mr. Biden said on Tuesday.

Two weeks ago, Mr. Biden bypassed Congress and issued an executive order that prevents migrants from seeking asylum at the U.S.-Mexico border when crossings surge. It was the most restrictive border policy instituted by Mr. Biden, or any other modern Democrat.

Almost immediately after the president issued that order, White House officials began privately reassuring progressives that he would also help undocumented immigrants who had been in the nation for years, according to people familiar with the conversations. On Tuesday, Mr. Biden did just that.

The new policy could help Mr. Biden in battleground swing states like Nevada, Arizona and Georgia, which each have more than 100,000 voters who live in “mixed status” households, according to the American Business Immigration Coalition, a group that supports the proposed policy change.

“The road to the White House runs through Nevada, and people in my state are paying attention,” Senator Catherine Cortez Masto, Democrat of Nevada, wrote in an opinion essay for Univision this week. She said protecting undocumented spouses would bolster the economy in her state.

Mr. Biden is relying on a program known as “parole in place,” which has been used for other populations like families of military members. The status gives noncitizens the ability to temporarily live and work in the United States without fear of deportation.

One of the people who could be directly affected by the change is Ashley DeAzevedo, the president of American Families United, whose husband is undocumented. Her group supports mixed-status families like hers . The couple has been married for more than a decade and has an 11-year-old child.

“It would be an absolute game changer to not have to worry about being separated, because right now he could technically be removed,” Ms. DeAzevedo said. “There’s always a concern if he gets pulled over or anything like that. It could be, you know, just catastrophic for our family.”

While some Democrats applauded Mr. Biden’s new policy for undocumented spouses, many immigration advocates remained concerned about the life span of the original program the White House celebrated on Tuesday.

In the years since President Barack Obama created DACA in 2012, it has allowed hundreds of thousands of young adults to get jobs and live without fear of deportation.

But DACA has been closed to new applicants since 2017, when Mr. Trump tried to end the program. It remains ensnared in litigation, and its long-term survival remains in question, even though it was revived for existing beneficiaries. Participants are now, on average, in their mid-30s.

Recipients who were once children fearful of having their parents deported “are now the parents afraid of getting deported,” said Bruna Bouhid-Sollod, a senior political director at United We Dream Action, an advocacy group for DACA recipients.

Mr. Biden appeared intent on addressing those fears with his announcement on Tuesday that the administration would make it easier for Dreamers to be sponsored for a work visa by their employer.

“It’s been a big fear for me that DACA could end,” said Monica Sandoval, 32, an emergency room nurse in Columbus, Ind., who enrolled in the program immediately after it was unveiled.

Ms. Sandoval has renewed every two years, enabling her to keep her job and her nursing license.

She hoped the new process would allow her employer, a regional hospital, to sponsor her for a work visa and then a green card.

“This would be life-changing for me,” said Ms. Sandoval, who was brought to the United States when she was 12 and is the mother of two young children. “It would bring security to me and my kids, and I’d know for sure that I could keep doing the work I love to do.”
