Russia claims air strikes on Ukrainian bases earmarked for western-supplied F-16s

Moscow says it is sending thousands of migrants to dig trenches in war zone.

Russia claimed to have struck Ukrainian air bases in a missile and drone attack ahead of the arrival of F-16 fighter jets from Kyiv’s western allies and said it had sent thousands of migrants to the war zone to dig trenches for its invasion force.

Ukraine’s military said it shot down all 23 attack drones and five of six missiles fired by Russia in the early hours of Thursday. One advanced Kinzhal missile was not intercepted, but officials did not say where it landed or what damage it caused.

Russia’s defence ministry said its forces “delivered a combined strike using seaborne long-range precision weapons, Kinzhal air-launched ballistic missiles and unmanned aerial vehicles against Ukrainian airbase infrastructure.”

Moscow claimed the bases were “earmarked for the deployment of planes from western countries” and said that “all the designated targets were hit”.

Ukraine has been pressing western states to provide it with US-made F-16 fighters for two years and hopes to receive the first planes this summer. The project poses major logistical challenges to Kyiv and its allies, spanning everything from training pilots and ground crew to adapting airfields and providing enough air defence systems to shield the bases from Russian attack.

Denmark, the Netherlands, Norway and Belgium have pledged a total of more than 70 F-16s to Ukraine, under a US-backed programme that Moscow says will deepen western involvement in the war and increase the danger of a direct Nato-Russia clash.

Kremlin spokesman Dmitry Peskov said Russia was considering various responses to the collapse of ties with the West, including lowering the status of diplomatic relations.

“This is standard diplomatic practice for a state facing unfriendly and even hostile displays. As countries of the collective West and the United States become more involved in the Ukrainian conflict, Russia, of course, cannot help but consider various options for responding to such hostile interference,” he said. “But no decisions have been made on this yet.”

Hundreds of thousands of Russian soldiers have been killed and injured since their country launched a full invasion of its pro-western neighbour in February 2022, on the pretext that Nato states planned to use Ukraine to destabilise or attack Russia.

Alexander Bastrykin, the head of Russia’s powerful investigative committee, said on Thursday that thousands of male migrants were being sent to the war zone after receiving Russian citizenship that obliges them to register for possible conscription.

“We have already caught more than 30,000 who received citizenship and do not want to register with the military … and already sent about 10,000 to the special military operation zone,” he said, using Russia’s official term for its invasion of Ukraine.

He said they were being used “to dig trenches and create fortifications. This requires a really good workforce. Today they are boosting the ranks of our rear units”.

Mr Peskov said he had no information about a report in South Korean media, citing an unnamed government official in the country, that North Korea planned to send a military engineering unit to support Russia in occupied eastern Ukraine.

Pentagon press secretary Pat Ryder said it was “something to keep an eye on”.

“I think that if I were North Korean military personnel management, I would be questioning my choices on sending my forces to be cannon fodder in an illegal war against Ukraine,” he added.

The leaders of Poland, Estonia, Lithuania and Latvia have asked the European Union to build “a defence infrastructure system” along their borders with Russia and Belarus to “address the dire and urgent need to secure the EU from military and hybrid threats”.

Judge sets murder trial date for Bryan Kohberger, suspect in Moscow college student deaths

The trial date for Bryan Kohberger, the suspect in the University of Idaho student homicides, is set. But where the trial may be held is still undecided.

Judge John Judge of Idaho’s 2nd Judicial District in Latah County scheduled Kohberger’s murder trial for June next year and planned for a three-month long trial. That timeline could carry the trial into and possibly through August 2025.

Prosecutors and Kohberger’s public defense team offered no objection to Judge’s proposed timeline. The scheduled date met the prosecution’s prior request of a trial over the summer to avoid conflicts with the local high school and the academic calendar for the U of I in Moscow, where the four victims attended college.

Anne Taylor, Kohberger’s lead public defender, called the trial schedule “reasonable” but noted she had yet to present evidence over her push to move the trial out of Latah County over concerns of local bias against her client. The prosecution opposes moving the trial elsewhere, and a hearing over the issue remains scheduled for Aug. 29.

Kohberger, 29, is facing four first-degree murder charges in the stabbing deaths of the U of I students in November 2022. The victims were seniors Kaylee Goncalves and Madison Mogen, both 21, junior Xana Kernodle and freshman Ethan Chapin, both 20.

At the time, Kohberger was a graduate student at Washington State University in nearby Pullman, Washington. He was arrested about seven weeks after the homicides in December 2022 while visiting his parents in eastern Pennsylvania during winter break from school.

Per Diem is the amount provided to a traveler to cover expenses such as food, beverages, meals, meal gratuities, fees and tips given to porters, baggage carriers, bellhops, hotel maids, stewards or stewardess on ships and hotel individuals in foreign countries. Per Diem is a fixed amount for official travel status and is not a reimbursement for actual costs incurred.

Official Travel Status: the traveler is physically away from their primary work station by a distance of 50 miles or more, or the travel includes an overnight stay.

Tips and Gratuity: are included in the per diem allowance amount and cannot be claimed separately, even if the gratuity is unrelated to a meal expense. This includes all amounts related to baggage handling, hotel services, or for what services gratuities are usual and customary.

Federal per diem rates are determined each fiscal year and become effective October 1.

Per diem is based on the final trip destination not the state of origin. To calculate per diem allowance by the state, or for foreign per diem, visit U.S. General Services Administration Per Diem Rates.

Per Diem Eligibility Time Parameters:

• On the day the trip begins, the traveler is eligible for 100% of the per diem if the trip begins before 12 p.m. (noon).
• On the day the trip begins, the traveler is eligible for 50% if the trip begins after 12 p.m. (noon). 
• For the departure day, the per diem rate is based upon the location of overnight lodging
• On the day the trip concludes, the traveler is eligible for 100% of the per diem if the trip concludes after 6 p.m.
• On the day the trip concludes, the traveler is eligible for 50% if the trip concludes before 6 p.m. 
• For the day the traveler returns from a trip, the per diem rate is based upon the last location of overnight lodging

Same Day Meals

Depending on the departure and/or return time reimbursements may be considered taxable income. In order for reimbursement to be excluded from taxable income, when there is not an overnight stay, the travel reimbursement must be ordinary and directly related to the conduct of university business, IRC 274(a)(1)(A).

In those few situations whereby the department has agreed to reimburse outside of the IRC 162(a) and IRC 274(a)(1)(A), reimbursement will be reported as taxable income to the employee.

Incidental Expenses

Communication while in Travel Status:

Telephone — the cost of personal telephone calls to others within the U.S. while on official travel status is allowed. Travelers are allowed to incur the cost of one phone call for each full or partial day of official travel not to exceed 10 minutes per call.

Internet Access — The cost to gain access to the internet at the temporary work location or lodging vendor for official U of I business is allowed. The cost to access the internet aboard airplanes, or other locations may be allowable, provided that a justification is attached to the travel claim that such access is essential in the performance of official U of I business it is not intended for personal convenience or entertainment.

Laundry and Dry Cleaning Services — The cost for laundry and dry cleaning services are allowable if the duration of the official travel exceeds five (5) calendar days.

Entertainment — The cost of entertainment, such as in-room movies, video games, pay-per-view television programs or similar items, are not allowable.

Ground Transportation — Tips such as taxis and shuttles are allowed for reimbursement as long as they are reasonable and the use of the ground transportation was the most economical and effective means of transportation both from the standpoint of time and cost of the transportation fares.

Putin signs deals with Vietnam in bid to shore up ties in Asia to offset Moscow's growing isolation

H ANOI, Vietnam (AP) — Russian President Vladimir Putin signed at least a dozen deals with his Vietnamese counterpart on Thursday and offered to supply fossil fuels, including natural gas, to Vietnam during a state visit that comes as Moscow is seeking to bolster ties in Asia to offset its growing international isolation over its war in Ukraine .

Putin and President To Lam agreed to further cooperate in education, science and technology, oil and gas exploration and clean energy. The two countries also agreed to work on a roadmap for a nuclear science and technology center in Vietnam.

Of the 12 publicly announced agreements, none overtly pertained to defense but Lam said there were other deals that were not made public.

Putin said the two countries share an interest in “developing a reliable security architecture” in the Asia-Pacific region with no room for “closed military-political blocs.” Lam added that both Russia and Vietnam wanted to "further cooperate in defense and security to cope with non-traditional security challenges.”

The agreements between Russia and Vietnam were not as substantial as the pact Putin signed with North Korean leader Kim Jong Un Wednesday, which pledged mutual aid in the event of invasion, said Nigel Gould-Davies, a senior fellow for Russia and Eurasia with the International Institute for Strategic Studies in London, and a former British ambassador to Belarus.

Putin’s recent visits to China and now North Korea and Vietnam are attempts to “break the international isolation,” said Nguyen Khac Giang, an analyst at Singapore’s ISEAS-Yusof Ishak Institute.

Giang said Russia is important to Vietnam for two reasons: It is the biggest supplier of military equipment to the Southeast Asian nation, and Russian oil exploration technologies help maintain Vietnam's sovereignty claims in the contested South China Sea.

Vietnam also has licensed Russian state-controlled oil company Zarubezhneft to develop an offshore block of its southeastern coast.

On the South China Sea, Lam said that both sides would “support and ensure security, safety, freedom of navigation and aviation" and the resolution of disputes peacefully and in accordance to international law without the use of force, according to official Vietnamese media.

Putin arrived in Hanoi on Thursday morning from North Korea after signing the strategic pact , which comes as both countries face escalating standoffs with the West and could mark their strongest connection since the end of the Cold War.

In Hanoi, Putin also met Vietnam’s most powerful politician, Communist Party General Secretary Nguyen Phu Trong, and Prime Minister Pham Minh Chinh, according to the official Vietnam News Agency.

Putin drove to Vietnam’s Presidential Palace on Thursday afternoon, where he was greeted by school children waving Russian and Vietnamese flags.

Much has changed since Putin's last visit to Vietnam in 2017. Russia now faces a raft of U.S.-led sanctions for its invasion of Ukraine. In 2023, the International Criminal Court in Hague issued an arrest warrant for Putin for alleged war crimes, making it difficult for the Russian leader to travel internationally. The Kremlin rejected the warrant as “null and void,” stressing that Moscow doesn’t recognize the court's jurisdiction.

Putin's trip resulted in a sharp rebuke from the U.S. Embassy in Vietnam, which said that “no country should give Putin a platform to promote his war of aggression and otherwise allow him to normalize his atrocities.” If Putin is allowed to travel freely it “could normalize Russia’s blatant violations of international law,” it said in a statement.

The U.S. and its allies have expressed growing concerns over a possible arms arrangement in which North Korea provides Russia with badly needed munitions for use in Ukraine in exchange for Russian economic assistance and technology transfers that could enhance the threat posed by Kim’s nuclear weapons and missile programs.

Both countries deny accusations of weapons transfers, which would violate multiple U.N. Security Council sanctions that Russia previously endorsed.

It is unlikely that Vietnam would supply significant quantities of weapons to Russia and risk the progress that it has made with NATO members on military equipment, particularly the U.S., said Ridzwan Rahmat, a Singapore-based analyst with the defense intelligence company Janes.

"I would imagine Vietnam wouldn’t want to take a risk, inviting the wrath of Western countries by supplying the Russians,” Rahmat said.

Hanoi and Moscow have had diplomatic relations since 1950, and this year marks 30 years of a treaty establishing “friendly relations” between Vietnam and Russia. Prashanth Parameswaran, a fellow with the Wilson Center’s Asia Program, said Vietnam is “reinforcing” that relationship even while it diversifies with newer partners.

Evidence of the long relationship and its influence can be seen in Vietnamese cities like the capital, where many Soviet-style apartment blocks are now dwarfed by skyscrapers. A statue of Vladimir Lenin, the founder of the Soviet Union , stands in a park where kids skateboard every evening. Many in the Communist Party's top leadership in Vietnam studied in Soviet universities, including party chief Trong.

In an article written for Nhan Dan, the official newspaper of Vietnam’s Communist Party, Putin thanked “Vietnamese friends for their balanced position on the Ukrainian crisis” and hailed the country as a “strong supporter of a fair world order” based on international law, equality and geopolitical non-interference.

Vietnam's pragmatic policy of “bamboo diplomacy” — a phrase coined by Trong referring to the plant's flexibility, bending but not breaking in the shifting headwinds of global geopolitics — is being increasingly tested.

A manufacturing powerhouse and an increasingly important player in global supply chains, Vietnam hosted both U.S. President Joe Biden and Chinese leader Xi Jinping in 2023.

Putin's visit is important for Hanoi on a diplomatic level, said Gould-Davies, the former ambassador.

“Perhaps for Vietnam it’s a matter of just showing that it’s able to maintain this very agile balance of its bamboo diplomacy,” he said. “Already in the course of a year they’ve hosted visits by the heads of state of the three most powerful countries in the world, which is pretty impressive."

For Russia, the visit seems to have been more about optics than anything else, he said, as Moscow seeks to engage and influence other countries, particularly in the so-called Global South.

“Since the war began, Putin has not been able to travel much or very far, and he’s made very few trips beyond the countries of the former Soviet space,” he said.

Vietnam has remained neutral on Russia's invasion of Ukraine. But neutrality is getting trickier,

Vietnam needs support from the U.S. to advance its economic ambitions and diversify its defense ties, Parameswaran said. “It has to carefully calibrate what it does with Russia in an environment of rising tensions between Washington and Moscow."

Bilateral trade between Russia and Vietnam totaled $3.6 billion in 2023, compared to $171 billion with China and $111 billion with America.

Since the early 2000s, Russia has accounted for around 80% of Vietnam's arms imports. This has been declining over the years due to Vietnamese attempts to diversify its supplies. But to entirely wean itself off Russia will take time, Giang said.

Given Putin’s international isolation, Vietnam is doing the Russian leader a “huge favor and may expect favors in return,” Andrew Goledzinowski, the Australian ambassador to Vietnam, wrote on social media platform X.

“Vietnam will always act in Vietnam’s interests and not anyone else’s,” he wrote.

Ukrainian troops have repelled Russian forces from a neighbourhood in the frontline town of Chasiv Yar, a Ukrainian military official has said.

Nazar Voloshin, a spokesman for the Khortytsia operational-strategic group, told the Interfax-Ukraine news agency that Russian forces had been pushed out of the Kanal neighborhood in the east of the town.

Mr Voloshin claimed Moscow's forces were not slowing down in their push to break through in Chasiv Yar, and said two assault operations were ongoing.

"Ukrainian defenders reliably hold the defence in this area and give a decent rebuff to the Russian aggressor," he told the agency.

For context: Chasiv Yar, a strategically-important town in the eastern Donetsk region, has long been a Russian target.

It has been pummelled by Russian air, artillery and drone strikes for months now, as Moscow views the town as a gateway to launch direct offensives against several Ukrainian "fortress cities".

Chasiv Yar had a pre-war population of more than 12,000, but now only a few hundred residents remain.

Volodymyr Zelenskyy has urged EU leaders to make good on their promises to provide his country with military aid after the bloc signed a security agreement underlining its support for Kyiv in the long term.

"Fulfilment of every promise is important, not only in terms of protecting lives but also to destroy the Russian illusion that they will achieve something by war," he said at the summit in Brussels today.

The Ukrainian president thanked countries that have so far promised equipment and arms aid, but pointed out that they were "needed urgently on the battlefield".

He also urged more help on "the urgent things - air defence, that is one".

The EU-Ukraine security agreement entrenches the EU's commitment to help Ukraine in nine areas of security and defence policy - including arms deliveries, military training, defence industry cooperation and demining,

In essence, it encapsulates what the 27-nation bloc has been doing for the country since the start of the war.

But the EU has made a specific commitment to the "predictable, efficient, sustainable and long-term provision of military equipment" for Ukraine.

Kyiv in return has promised to uphold European values and continue on its reform path in preparation to join the EU.

Five people have been injured in Russian airstrikes in Ukraine's northeastern Kharkiv region, according to emergency services.

The State Emergency Service of Ukraine said the strikes hit a residential area of the region, partially destroying one building and damaging others - including a school - as well as cars.

Crews at the scene said five people were hurt.

The windows and gates of the local fire station were also damaged, the emergency service said.

While the apparent gains made by Russia during its spring offensive in Kharkiv were the focus of much of the news coverage of the way in May, a new report indicates any progress made by Vladimir Putin's troops came at a significant cost.

According to UK and other Western intelligence agency sources cited by the New York Times, more than 1,000 Russian soldiers were injured or killed each day last month.

However, the newspaper also cites US officials as saying Moscow is continuing to recruit between 25,000 and 30,000 new soldiers a month - roughly as many as it is losing from the battlefield.

American officials told the outlet that Russia achieved a critical objective of Mr Putin in creating a buffer zone along the border to make it more difficult for the Ukrainians to strike into the country.

But, the Western officials said, this did not threaten Kharkiv and was ultimately stopped by Ukrainian forces.

A Russian official currently in charge of the occupied Zaporizhzhia region says it's time to "burn everything Ukrainian down to the root" until "there is no trace left".

Dmitry Rogozin, who was previously head of Russia's space agency, posted on his Telegram channel that there could be "no truce" with Ukraine as it would mean "certain death for our children and grandchildren".

"This time we need to burn everything Ukrainian down to the root," he said.

"Together with their bastard literature, delusional history, cannibalism of the 'ancient Ukrainians', passion for fascist 'aesthetics' and servility towards the West.

"Burn it so that there is no spirit left. No truces. Any truce, let alone reconciliation, is certain death for our children and grandchildren."

The comments come as the Parliamentary Assembly of the Council of Europe (PACE) adopted three resolutions relating to Russia's invasion of Ukraine.

Among them is recognition of Russia's intent in destroying Ukraine's cultural heritage and identity. 

As we've been reporting today, Volodymyr Zelenskyy has been in Brussels for an EU summit.

The Ukrainian president signed three defence agreements — two individual deals with Lithuania and Estonia, plus one with the EU.

The agreement with the EU confirms commitments to help Ukraine in areas of security and defence policy.

So far the texts of the agreements with Estonia and Lithuania have not been made public but both countries firmly support Ukraine’s NATO accession.

Lithuania's president Gitanas Nauseda and Estonia's prime minister Kaja Kallas have also declared their commitments to allocate no less than 0.25% of their GDP for military aid for Ukraine.

Volodymyr Zelenskyy will hold talks with Polish prime minister Donald Tusk next month.

Mr Tusk announced the talks after speaking to Ukraine's president in Brussels.

"The EU understood what Poles have known since the beginning of this war: the defence of Ukraine is the defence of Europe," he said.

Talks between the two leaders will take place before the NATO summit on 9 July in Washington.

The Russian spring offensive into Kharkiv shows the existing level of international pressure on Moscow is insufficient, Volodymyr Zelenskyy has said.

Kyiv's military says it has stabilised the situation after Russian forces launched an assault on a new front in Ukraine's northeastern region.

It was Vladimir Putin's second attempt to advance on Kharkiv, after Ukrainian troops successfully repelled his forces following the invasion in 2022.

Speaking in Brussels today, Mr Zelenskyy said the attack "proves that the existing pressure on Russia for the war is not enough."

The EU today signed a security agreement that entrenches its commitment to help Ukraine in areas of security and defence policy.

The pact, confirmed today, is intended to complement similar agreements sealed between Ukraine and its allies as it continues its defence against Russia's invasion.

Both Lithuania and Estonia signed security agreements with Ukraine also, joining several other countries offering a long-term commitment to help Kyiv, including once the war is over.

Mr Zelenskyy signed a similar pact with US President Joe Biden earlier this month, which will run for the next decade.

Ukraine has received the next €1.9bn (£1.6bn) tranche of financial support from the European Union.

The money arrives via the Ukraine Facility plan, which aims to support Ukraine in its recovery, reconstruction, and modernisation efforts.

It will provide up to €50bn (£42.3bn) in support between 2024-2027.

The plan was first proposed in June 2023, with the first payment of €4.5bn (£3.8bn) being sent to Ukraine in March.

To obtain the support, Ukraine must implement its recovery and reform plan while also upholding democratic mechanisms, the rule of law and human rights.

Once the European Commission can verify these conditions, payments will occur on a fixed schedule every quarter.
