Greater Anglia updates: Storm Babet causes chaos on Norfolk's transport network

Roads and railway lines have been affected

  • Updated 09:07, 21 OCT 2023

Heavy rain has caused flooding to some roads (stock image)

Storm Babet is now sweeping across Norfolk bringing with it heavy rain and wind. So far it has closed roads as they have become flooded and blocked railway lines this morning (Friday, October 20)

The A47 at Honingham remains closed due to flooding and in the latest development, a train line at Thetford has been flooded. Greater Anglia have said that this has meant trains travelling from Ely towards Norwich are not able to run through Thetford.

With more rain forecast for the rest of the day, disruption is likely to continue for at least the rest of the day.

We will be bringing you live updates on Norfolk's travel disruption in the live blog below.

Update on roads affected

Here is the latest from our traffic monitoring service Inrix on the situation on roads in Norfolk:

A47 - EASTON - BOTH DIRECTIONS - NORFOLK A47 in both directions closed due to flooding from Church Lane (Easton Roundabout, Easton) to Mattishall Road (Honingham Roundabout, Honingham). Sensors confirm the original closure has been reduced. Source:Highways, A11 - THETFORD - SOUTHBOUND - NORFOLK A11 Southbound closed due to flooding from A134 Brandon Road (Brandon Road roundabout, Thetford) to A1065 (Fiveways Roundabout, Barton Mills).

Risk to properties in Norfolk

According to the Environment Agency, it is "possible that runoff from rainfall or blocked drains and overflowing rivers will cause properties and roads to flood."

This risk will remain in place today and tomorrow but there's expected to be a 'very low risk' from Sunday and into next week.

Water almost submerges tracks between Norwich and Great Yarmouth

In a video posted to X, forerly Twitter by a passenger travelling on the line between Great Yarmouth and Norwich, large amounts of water can be seen on the tracks.

Earlier flooding on A1067 cleared

Earlier flooding on the A1067 Fakenham Road is now reported to have cleared.

The A47 remains closed in both directions between Honingham and Easton due to flooding and the A11 remains closed northbound at Thetford after a tree fell into the road.

Trains between Norwich and Great Yarmouth halted

Trains between Norwich, Great Yarmouth and Lowestoft are being severely disrupted as the tracks have been flooded at Brundall Gardens, blocking all lines. Greater Anglia have said that it is not safe for trains to pass through the area.

All services travelling along this route have been cancelled or altered and will remain this way until the water recedes.

In a tweet issued just a short time ago, Greater Anglia said: "Unfortunately, we have been unable to source rail replacement buses. However, Greater Anglia tickets will be accepted on local buses between Norwich and Great Yarmouth and Lowestoft. Please be advised that the roads are also affected by the heavy downpour.

"Heavy traffic and cars submerged in water have been reported. The local buses may take an extremely long time to reach their destinations."

Network Rail heading to site of flooding between Stowmarket and Norwich

Passengers travelling on the train line between Stowmarket and Norwich are still facing delays this afternoon. In an unpdate issued by Greater Anglia, they said that Network Rail staff are on their way to assess the scene and pump water off of the tracks.

Passengers are being told to expect more alterations to services this afternoon.

Three flood alerts active in Norfolk

The Environment Agency have issued three flood warnings for Norfolk amid the heavy rainfall. They'rein place at the following locations:

  • The River Glaven through Hunworth, Thornage and Letheringsett
  • The River Bure, Spixworth Beck and surrounding Becks
  • The tidal Rivers Bure from Wroxham Bridge, Ant from Honing and Thurne from Hickling to Breydon Water

All three of these are flood alerts and advise people to be prepared. They are the least serious type of flood warning.

The warning advises people to avoid using low lying footpaths or entering areas prone to flooding.

A1067 closed due to flooding

According to traffic monitoring site, Inrix, the A1067 Fakenham Road in Ringland is closed due to flooding. It says that the westbound side of the road is closed as flooding has made it impassable. The closure is affecting the stretch of road between the A1270 Broadland Northway (Ringland) and Marl Hill (Morton).

Diversion route in operation

The A11 in Norfolk is closed northbound between the A1075 (near Thetford) and B1077 (near Larling) due to a fallen tree. Norfolk Police are in attendance. National Highways have put the following diversion route in place.

'Road users are advised to follow the below diversion if heading northbound

  • At the A134 roundabout take the third exit onto the A1066 and continue through Riddlesworth, Garboldisham, South Lopham to the A140 at Scole.
  • At the roundabout take the first exit onto the A140 and continue through Dickleborough, Long Stratton, Tasburg, Newton Flowton and Swainsthorpe to the A47.
  • Take the first exit on to the A47 and continue to Thickthorn roundabout to rejoin the A11.

Tree surgeon heading to the scene

In an update from Norfolk Police, they have said that a tree surgeon is on the way to the sceen.

They said: "We were called at 8.56am to reports a tree had come down across both lanes just after the A1075 roundabout, northbound. Highways remain on scene, while a tree surgeon deals with the tree."

Delays on A11 due to fallen tree

Whilst Thetford's train lines may be operating again, those travelling northbound on the A11 are facing delays.

The road is currently closed northbound and there is queueing traffic due to fallen tree from the East Wretham turn off (Thetford) to the East Harling turn off (Larling).

Thetford lines reopen

National Rail and Greater Anglia have both confirmed that lines in Thetford affected by flooding have now reopened. Disruption however is expected to continue until 1.15pm whilst the service recovers.

Updated journey times

A speed restriction has been put in place between Colchester and Ipswich which is affecting trains travelling from Norwich to London Liverpool Street.

The speed restriction is putting severe delays of between 60 and 20 minutes onto services.

To check individual routes, click here to visit the Greater Anglia website.

Further disruption between Stowmarket and Norwich

Greater Anglia have said that there are also flooding issues between Stowmarket and Norwich which has blocked some of the lines.

Passengers are being warned that disruption is expected until further notice.

A47 remains closed

A section of the A47 remains closed this morning after flooding forced police to close it in the early hours. Police and fire remain on the scene and motorists are advised to take alternative routes.

A spokesperson from Norfolk Police said: "The A47 is closed between Easton and Honningham due to flooding. Police and fire remain on scene and motorists should avoid the area if possible. It was closed around 5.45am."

Major disruption between Thetford and Norwich

Greater Anglia issued a tweet a short while ago warning of flooding on train lines in Thetofrd. This has meant that trains are not able to run through the town. More information is expected shortly.

Dali cargo ship passes beneath Chesapeake Bay Bridge on its way to Norfolk

Read more about the  latest on the Key Bridge collapse and recovery in Baltimore.

Traffic on the Chesapeake Bay Bridge was temporarily suspended late Monday morning as the Dali — a cargo ship that collided with Baltimore’s Francis Scott Key Bridge, leading to its collapse nearly three months ago — made its journey to port in Norfolk, Virginia.

Traffic on the bridge was held for about 30 minutes, reopening just before 11:30 a.m., according to the Maryland Transportation Authority.

The authority said that traffic was held “out of an abundance of caution,” as the 984-foot marine vessel Dali passed beneath.

Officials said the decision was made “in consultation with the U.S. Coast Guard” and that four tug boats are accompanying the Dali to provide anchoring support on its way to Norfolk. The Coast Guard is overseeing providing a 500-yard safety zone around the cargo ship during its trip.

For the last month, the Dali has been docked at Baltimore’s Seagirt Marine Terminal as it awaited approval for relocation and repairs in Norfolk.

The container ship started moving shortly before 8:30 a.m. with four tugboats.

The Dali is scheduled to go directly to Virginia International Gateway to have roughly 1,500 cargo containers off-loaded to reduce draft, the Coast Guard said. The vessel is then scheduled to travel further to Norfolk International Terminal, where it is scheduled to undergo continued salvage and repairs from damage caused during the bridge collapse.

The Dali left the Port of Baltimore and drove past the site of the former Key Bridge after 9 a.m. WTOP’s Luke Lukert said the ship was “moving a lot quicker” than when tugboats escorted the ship back to port in mid-May.

The 170-mile journey to Norfolk is expected to take between 16 and 20 hours.

On March 26, the Dali had crashed into, and effectively destroyed, Baltimore’s Key Bridge after the vessel lost power and veered off course. Six construction workers on the bridge were killed in the crash, and it is predicted that reconstruction of the bridge will take years, costing billions for Baltimore and the state of Maryland.

A National Transportation Safety Board investigation found the ship experienced two power outages in the hours before it left the Port of Baltimore. In the moments before the bridge collapsed, it lost power again and veered off course. The agency is still investigating what caused the electrical failures.

The FBI also launched a criminal investigation.

Last week, under an agreement confirmed by a federal judge, members of the Dali’s crew were allowed to head home. None of the crew members had been able to leave the U.S. since the crash. Under the agreement, the crew members can return home but must be available for depositions.

Regarding Monday’s trip past the Bay Bridge, WTOP’s Dave Dildine said, with so much attention, it was “probably a good idea that traffic will be held, so drivers won’t be tempted to slow down, watch and take their eyes off the road.”

The Associated Press contributed to this report.

Dali, the cargo ship that triggered Baltimore bridge collapse, set for journey to Virginia

radio norfolk travel update

The ship that crashed into the Francis Scott Key Bridge and triggered its collapse is preparing to travel from the Port of Baltimore, where it has remained for since the bridge collapsed on March 26 , to the Port of Virginia.

The United States Coast Guard said in a news release Monday it will oversee the "safe and secure voyage" of the motor vessel Dali .

During the transit, the Coast Guard Cutter Sailfish, an 87-foot Marine Protector-class patrol board homeported in Virginia Beach, will provide a 500-yard safety zone around the Dali while Coast Guard watchstanders at command centers in the Fifth Coast Guard District, in Portsmouth, Virginia, monitor the ship's movement, the Coast Guard said.

The Dali is scheduled to sail under its own power with a full crew of 22 and six salvage experts from Resolve Marine, according to the news release. Four commercial tugboats will accompany the ship and the salvage vessel Interceptor from Resolve Marine will follow closely behind.

According to the Coast Guard, the Dali is scheduled to go directly to Virginia International Gateway to have roughly 1,500 cargo containers offloaded to reduce draft. It will then transit further to Norfolk International Terminal where it is slated to undergo "continued salvage and repairs from damage caused during the bridge collapse."

Baltimore channel fully reopened for transit

The Fort McHenry Federal Channel was restored to its original operational depth earlier this month, nearly three months after the  Francis Scott Key Bridge collapse .

The channel was restored to its original dimensions  of 700 feet wide and 50 feet deep after 50,000 tons of bridge wreckage was removed from the Patapsco River, the U.S. Army Corps of Engineers (USACE) announced on June 10.

“We are proud of the unified efforts that fully reopened the Federal Channel to port operations,” Lt. Gen. Scott Spellmon, commanding general of USACE, said in a statement. “The partnerships that endured through this response made this pivotal mission successful.”

The Key Bridge Response 2024 Unified Command has worked to remove the destroyed Baltimore bridge since the collapse occurred on March 26, when it was hit by the Dali, killing six construction workers.

“Although the overarching goal to restore full operational capacity to the Federal Channel was successful, each day, we thought of those who lost their lives, their families, and the workers impacted by this tragic event,” Col. Estee Pinchasin, Baltimore District commander, said. “Not a day went by that we didn’t think about all of them, and that kept us going.”

Migrants to arrive in Norfolk this week despite some community concerns

Homeless and migrant families will be arriving in Norfolk this week at the former Baystate Correctional Facility in Norfolk. That is certain.

“They will be arriving this week,” said Jim Lehan, a member of the town’s Select Board.

Lehan says when and how many people remains unclear.

‘Our shelters are full’: Healey sends Bay State officials to southern border amid migrant crisis

“Some of the homeless families will be coming into Norfolk at some point before the week is out, they will be phasing in over time,” said Lehan.

This meeting to update the town follows a meeting Lehan had with state officials last week. He says it was the first time he got any concrete answers since the state announced plans to house migrants here in May.

Norfolk also asked for and got:

An on-site ambulance from 8 a.m. - 12 p.m. every day

An on-site mobile health clinic twice a week

All children are to get vaccinated

On-site nursing 8 a.m. - 5 p.m. from Monday-Friday

24-hour on-site security

That news came after public comment, where frustrated residents voiced concerns.

“In my opinion, the state has exhibited a deeply concerning lack of transparency on the issues,” said Paul Burns of Norfolk.

The state has said the facility will house 450 people and that number concerns some residents.

“In terms of the percentage of our population, we’re getting more than anybody else. This would be like putting 25,000 migrants in Boston,” said Jack Oliveiri of Norfolk.

Community raises concerns about housing migrants in old Norfolk prison

But others felt sympathetic to the plight of many who will be coming to town.

“There’s no place for intimidation or dehumanization of others which serves to harm the most vulnerable among us,” said Susan Savoy of Norfolk.

The state also told Lehan they have a temporary permit to operate for six months and that could be renewed once but will not go beyond twelve months.
