Dubai: Planning to go on a cross-country road trip? If you were thinking of taking your car for a long drive, you don’t need to be limited to staying within the country, or even the continent. Travel enthusiasts have driven from the UAE all the way to Switzerland on their Dubai number plates.

Regardless of where you wish to travel by road, it is important that you get your car a passport, just like you have yours. Called a ‘trip ticket’ or ‘Carnet de Passage en Douane’ (CPD), it is an international customs document which covers the temporary admission of motor vehicles in countries where required. According to the UAE’s Ministry of Interior (MOI), the UAE is the first country in the world to offer the service through smart platforms.

What is a trip ticket or CPD?

CPD is an international customs document covering the temporary entry of vehicles into a country. It is accepted as a customs declaration document, and provides a guarantee that the vehicle accompanying it is covered by an internationally valid guarantee according to the United Nations Customs Agreements of 1954 and 1956, which was established to facilitate travel procedures for travellers and tourists by land.

It is also the internationally recognised guarantee of the payment of any customs duties and import taxes chargeable if the vehicle is not re-exported or if any other problem arises.

The document, which is usually valid for one year and renewable for another year, can be used in over 60 countries, which are signatories of the UN Customs Agreements.

The cost of a CPD is based on the customs fees at the country of destination:

GCC countries and Jordan: Dh400

Syria and Iraq: Dh450

Lebanon, Egypt, Libya, Morocco, Tunis, Algeria and Yemen: Dh600

Sudan and European countries: Dh700

India, Iran, Pakistan, Bangladesh and South Africa: Dh1,150

All fees are without VAT, which will be added.

You would also need to deposit a guarantee amount, which is fully refundable. It is returned when the CPD ticket is handed over to one of the Automobile and Touring Club offices. The deposit amount depends on the car type, model and country of destination.

The CPD is issued based on the country of destination, so all countries from the UAE to the country of destination will be accessible through the Trip Ticket. Also, all the countries not allowed to enter will be clearly mentioned in the CPD.

It is issued for one year and can be renewed for another year.

How to apply for a CPD

1. Download the MOI UAE smartphone app or visit moi.gov.ae

2. Select the ‘trip tickets’ service

3. Enter the details of your trip and the vehicle that you will be driving

4. Make the service payment as well as the security deposit (which is refunded on return)

Once you have made the payment, you will receive a verification request from the Automobile and Touring Club, to confirm all the details.

The CPD will then be printed and delivered to you at the specified address.

Traveling in your own car to another country for holidays or work can be an exciting experience! The exception is when you consider border crossing formalities and dealing with customs. Paying foreign customs dues in foreign countries and waiting for weeks or months, trying to get the money back can be avoided.

The Carnet de Passage en Douane, or CPD (often called “a trip ticket” in the Middle East) is a globally insured and recognized customs document used since 1926 to cover the temporary importation of road motor vehicles they are driven or shifted to another country.

A CPD is a globally insured customs guarantee document confirming that customs duties and taxes will be paid in case the vehicle does not return to the country of registration. It means a CPD holder will not be required to pay customs guarantee deposit in the country where the vehicle is brought on a temporary importation basis.

The CPD is like a passport for your car.

Why do I need a Carnet de Passages “CPD” (Trip Ticket)?

The AIT (Alliance Internationale de Tourisme / FIA (Federation Internationale de l’automobile) CPD (Trip Ticket) is an international document accepted by customs worldwide. The AIT/FIA members, who are the only ones authorized to issue the CPD (Trip Ticket), act as guarantors and are committed to paying the customs duties if the vehicle does not return to the country of permanent registration after the expiry period of the CPD (Trip Ticket).

Once the CPD has been used and is no longer needed, before its expiry date, the vehicle owner can return it back to the CPD-issuing organization in the country of vehicle registration. At the same time, he will be refunded the guarantee deposit he paid when the CPD (Trip Ticket) was issued.

What is a CPD (car registration) ?

The CPD cover shows the name of the holder, the name of the issuing association, the international organizations – the AIT and FIA – under which the network functions, and the validity of the document. The inside front cover bears a description of the vehicle covered under the CPD. The back cover lists the countries where the carnet may be used and the names of the guarantor association in that country. The inside of the back cover includes instructions and information essential for the holder.

The CPD is printed in English and French and is of standard A4 dimensions. Carnets may have 5 to 25 pages inside, each of which with a detachable importation and exportation voucher and a counterfoil that remains attached to the CPD. A separate page is used for each country entered or re-entered. Each importation and exportation voucher contains the vehicle particulars listed on the inside cover, the full name and address of the carnet holder, the name of the issuing association, and the expiry date.

What is required to obtain a CPD and register your car?

• Photocopy of passport and UAE residence visa
• Photocopy of car registration
• Copy of valid UAE Driving License
• Cash or bank guarantee depending on the customers’ country of destination

Steps to obtain a CPD online :

• Visit https://www.atcuae.ae/ Click on: Register and register yourself into the E-services portal
• Once inside the portal, click on: Edit Profile and fill in all the details
• Now that the profile is ready for use, click on CPD tab, then click on Registration
• All pre-filled information will auto-populate. Complete all fields and click on Register
• Click on Apply for CPD and follow prompts on screen to apply and pay online for CPD processing fees
• After paying the CPD Processing Fees, transfer the Guarantee amount or proceed to the bank to deposit the Guarantee amount in the ATC account (as per the message received). Afterward only your application will be sent for processing
• After depositing/transferring the guarantee amount, login to E-services and click on Upload button and attach the proof of the transaction

The CPD may be delivered to you via courier or you may collect it in person from the Dubai branch.

Dubai Driving Rules

Driving in Dubai is not difficult, but there are a few regulations to keep in mind.

4. What kind of driver’s license is accepted in Dubai?

Tourists in the UAE will need to produce their international driving permit, passport and visit visa at the time of rental. Drivers from selected countries including the U.S., U.K., Canada and Australia can present a driver’s license from their home country instead. These rules may change — contact your rental agency for the latest regulations.

5. Which side of the road do you drive on in Dubai?

Similar to most of Europe and the U.S., vehicles in Dubai have the steering wheel on the left and are driven on the right side of the road.

6. What is the speed limit in Dubai?

Speed limits on Dubai and UAE freeways range from 100-120 kph (62-75 mph). In urban areas, the speed limits are between 60-80 kph (37-50 mph). These are typically well signposted in Arabic and English.

7. Are there tolls in Dubai?

Hatta: For mountain biking thrills and watersport spills

Distance from Dubai: 133km (82mi)

Do: Framed by the Hajar Mountains, this mountain town presents a scenic escape from bustling Dubai. The pleasant 1.5-hour drive from Dubai will take you through varied landscapes from remote deserts to rugged mountains. The most direct route from Dubai is via Oman, but if your visa does not allow border crossings the longer E102 route is also possible. Once in Hatta, explore the mountains on bike from the Hatta Mountain Bike Trail Centre where over 52km (32mi) of cycling trails await. Then, cool off by renting a kayak at the Hatta Water Dam .

The National Centre of Meteorology (NCM) has confirmed the country will witness lightning and thunder with a chance of hail over some areas. Heavy rains are expected to cause flooding, while strong winds will reduce horizontal visibility. These conditions have been forecast from Monday afternoon till early morning on Wednesday.

Temperatures can go as low as 16℃ in the mountains, and up to 37℃ in the internal region.

In Arabian Gulf, the sea will be moderate to rough, becoming very rough at times by night and tomorrow morning with clouds. In the Oman sea, the sea will be moderate to rough.

The winds will blow in a northeasterly to southeasterly direction, at speeds of 10km to 30 km, reaching up to 55km per hour.

Flights diverted at one of world's busiest airports after year's rainfall in a day

Flights arriving into Dubai airport - the world's busiest for international travel - are being temporarily diverted this evening to other locations as the city-state is hit by major flooding after heavy rainfall.

More than 120mm (4.7 inches) of rain came down on Tuesday, which is the typical yearly average in the desert nation - with more expected in the coming hours.

Homes and roads were flooded and partially submerged cars were left abandoned.

The tarmac at Dubai International Airport was also flooded as planes made their way around what looked more like a lake.

Earlier, it was announced airport operations were suspended for 25 minutes due to the bad weather, with at least 21 outbound and 24 inbound flights cancelled during the day, and three flights diverted to other airports.

Despite the disruption, the airport said in its latest announcement that departure flights were continuing to operate.

The airport said that inbound flights would be diverted until weather conditions improve.

An airport spokesperson was quoted by Gulf News as saying the flights would go to the nearest "available airports".

"The airport is working hard with its response teams and service partners to restore normal operations and minimise inconvenience to our customers," said the spokesperson.

Passengers are being urged to check with their airline about the latest information on their flight status.

There was also heavy rainfall in other parts of the United Arab Emirates (UAE), a federation of seven emirates that consists of Abu Dhabi, Dubai, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah.

Sky News weather producer Joanna Robinson said: "Intense showers and thunderstorms have been affecting eastern parts of the Arabian Peninsula and southern Iran today, with further flooding rains possible on Wednesday.

"The risk will also extend into southwestern parts of Pakistan.

"It's not unusual to see flash flooding events in the Gulf region, it happens most years, but usually between December and March.

"It looks like over 40mm of rain fell at both Dubai airports earlier today, potentially making it the wettest April day in Dubai according to the Met Office.

"Urban areas and baked ground both increase the risk of surface water flooding as the water is unable to soak through the ground easily."

Lightning flashed across the sky, and it sometimes touched the tip of the world's tallest building - the Burj Khalifa.

Rain is unusual in the UAE - but it happens periodically during the cooler winter months.

Many roads and other areas have insufficient drainage due to the lack of regular rainfall, causing flooding.

Police and emergency personnel were seen driving slowly through the flooded streets, and tanker trucks were sent on to the streets to pump away the water.

Rain also fell in Bahrain, Qatar and Saudi Arabia.

Meanwhile, at least 18 people have died in neighbouring Oman following recent heavy rain.

The victims included 10 schoolchildren and an adult who were swept away in a vehicle.
