UNWTO Tourism and Culture Synergies Report
2018, UNWTO report on Tourism and Culture Synergies
The UNWTO report on Tourism and Culture Synergies highlights the symbiotic relationship between tourism and culture and the interdependency of the two sectors. The report, undertaken through a survey of UNWTO member states and expert opinion, affirms that cultural tourism plays a major role in global tourism today. It also reveals that the sub-sector, in keeping with the changes to tourism as a whole, has been transformed by changing lifestyles, new forms of culture and creativity, and evolution and innovation in technology. This report reviews the rapidly developing relationship between tourism and culture and the synergies that this creates. The aim is to analyse the current needs and future priorities of UNWTO Member States in developing the relationship between tourism and culture, and provide recommendations for future policy. The analysis is based on information provided by UNWTO Member States and international experts in tourism and culture.

Tourism Review

Purpose To review the development of the relationship between culture and tourism over the past 75 years, and to outline some future developments over the coming 75 years. Design/methodology/approach A review of previous major work on cultural tourism. Findings Tourism and culture have been drawn inexorably closer over the years as culture has become one of the major content providers for tourism experiences, and tourism has become one of the most important income streams for cultural institutions. In the future this is likely to change, as cultural institutions find it increasingly difficult to maintain their authority as the dominant producers of local, regional and national culture, and as tourism becomes increasingly integrated into the everyday culture of the destination. Practical implications Cultural institutions will need to change their relationship with tourism as flows of tourists become more prevalent and fragmented. Social Implications The authority of high cultural institutions will be eroded as tourists increasingly seek authenticity in the culture of everyday life and the 'local'. Originality/value A first attempt to sketch the long term future of cultural tourism.
"Cultural tourism is one of the largest and fastest-growing global tourism markets. Culture and creative industries are increasingly being used to promote destinations and enhance their competitiveness and attractiveness. Many locations are now actively developing their tangible and intangible cultural assets as a means of developing comparative advantages in an increasingly competitive tourism marketplace, and to create local distinctiveness in the face of globalisation. The Impact of Culture on Tourism examines the growing relationship between tourism and culture, and the way in which they have together become major drivers of destination attractiveness and competitiveness. Based on recent case studies that illustrate the different facets of the relationship between tourism, culture and regional attractiveness, and the policy interventions which can be taken to enhance the relationship, this publication shows how a strong link between tourism and culture can be fostered to help places become more attractive to tourists, as well as increasing their competitiveness as locations to live, visit, work and invest in. The book is essential reading for academics, national and local policy makers and practitioners and all those in the tourism sector who wish to understand the relationship between culture, tourism and destination attractiveness."

This review article analyses the evolution of cultural tourism as a field of study over the previous decade, outlining important trends and research topics. The United Nations World Tourism Organization (UNWTO) has reaffirmed the importance of cultural tourism as a means of attracting tourists from across the world. There has also been a rapid growth in the study of cultural tourism, particularly in areas like cultural consumption, cultural reasons, heritage protection, and the relationship with creative industries. A rising emphasis on indigenous and other minority populations, as well as geographical extension of cultural tourism research, are among the major study areas. Some recommendations for further study, including the emergence of transmodern cultures and new technological implications, are included in the report's end.
Journal of Hospitality and Tourism Management
This review article traces the development of cultural tourism as a field of research over the past decade, identifying major trends and research areas. Cultural tourism has recently been reaffirmed by the UNWTO as a major element of international tourism consumption, accounting for over 39% of tourism arrivals. Cultural tourism research has also grown rapidly, particularly in fields such as cultural consumption, cultural motivations, heritage conservation, cultural tourism economics, anthropology and the relationship with the creative economy. Major research trends include the shift from tangible to intangible heritage, more attention for indigenous and other minority groups and a geographical expansion in the coverage of cultural tourism research. The field also reflects a number of 'turns' in social science, including the mobilities turn, the performance turn and the creative turn. The paper concludes with a number of suggestions for future research directions, such as the development of trans-modern cultures and the impacts of new technologies.

Unwto study on tourism and intangible cultural heritage.
The first UNWTO Study on Tourism and Intangible Cultural Heritage provides comprehensive baseline research on the links between tourism and intangible cultural heritage (ICH). The publication explores major challenges, risks and opportunities for tourism development related to ICH, while suggesting practical steps for the elaboration, management and marketing of ICH-based tourism products. Through an extensive compendium of case studies and good practices drawn from across five continents, the report offers information on, and analysis of, government-led actions, public-private partnerships and community initiatives. It further offers recommendations on fostering responsible and sustainable tourism development through the safeguarding of intangible cultural assets.
UNWTO Recommendations on Sustainable Development of Indigenous Tourism
The aim of these Recommendations is to encourage tourism enterprises to develop their operations in a responsible and sustainable manner, while enabling those indigenous communities that wish to open up to tourism to take full grasp of opportunities that come along, following a thorough consultation process. The Recommendations also target tourists that visit indigenous communities, and whose numbers are steadily increasing given the growth of tourism motivated by the interest to experience indigenous cultures and traditional lifestyles.
UNWTO Panel on Indigenous Tourism: Promoting Equitable Partnerships
With the Larrakia Declaration as a backdrop, this UNWTO panel discusses equitable partnerships between indigenous and non-indigenous stakeholders that can benefit the communities on the long-run and will also suggest some guidance in this regard. Furthermore, the event will establish linkages between the International Year of Sustainable Tourism for Development, championed by the United Nations, and indigenous communities, given their ancestral knowledge of nature and methods of sustainable management of resources that they depend on. The panel will finally showcase good practices which have provided indigenous people with concrete entrepreneurial opportunities and economic empowerment.

UN Tourism International Forum – Quintana Roo “Tourism and Culture: A Picture-Perfect Relationship”
- 19 Apr 2024
Quintana Roo and UN Tourism highlight the potential of audiovisual tourism: Current trends point to the greater dynamism of destinations that promote their cultural and tourism offerings through audiovisual content.
Organized by UN Tourism and the Government of the State of Quintana Roo through the Tourism Promotion Council of Quintana Roo – an entity that is an Affiliate Member of UN Tourism – the International Forum "Tourism and Culture: A Picture-Perfect Relationship" has put the spotlight on the potential of audiovisual tourism to boost the product offerings of destinations and its suitability for tourism marketing and promotion. Participants discussed the creation and implementation of public policies for promotion through audiovisual content, raising awareness among tourists about environmental and cultural protection through on-screen content, as well as the broader relationship between tourism, culture and creative industries.
"As part of the diversification of tourism offerings, audiovisual content can foster relationships and cultural affinity between different countries and communities. Both tourism and the audiovisual sector celebrate and promote culture, foster employment and offer opportunities for growth," said Zurab Pololikashvili, Secretary-General of UN Tourism.
Mara Lezama, Governor of the State of Quintana Roo, said: "I am proud to share that we are moving decisively towards a new era in tourism. We have consolidated public policies that promote the diversification of our tourism offerings, including the cultural segment as one of the fundamental pillars. Our Mexican Caribbean, with its paradisiacal landscapes, its cultural wealth and first-class tourism infrastructure, is positioned as an ideal setting to strengthen our offerings and position Quintana Roo as a leading player in the audiovisual field."
Both tourism and the audiovisual sector celebrate and promote culture, foster employment and offer opportunities for growth
The event was held within the framework of the 11th edition of the Xcaret Platino Awards for Ibero-American Cinema, the largest gathering of the Spanish-speaking audiovisual industry, and brought together experts from the world of tourism and culture.
In the framework of this event, UN Tourism signed a Memorandum of Understanding with the Xcaret Group – an Affiliate Member of the Organization – that lays the foundations for collaboration aimed at jointly promoting good practices in the preservation of cultural heritage, both tangible and intangible, and the welfare of local communities.
UN Tourism, working for the development of audiovisual tourism
UN Tourism has been expanding its work in the field of audiovisual tourism to respond to the increased demand for recommendations and guidance regarding the development of public policies and the sustainable development of this tourism segment. The recent joint UN Tourism – NETFLIX study " Cultural Affinity and Screen Tourism – The Case of Internet Entertainment Services " offers policymakers and tourism sector actors valuable information and recommendations to develop and implement policies that make their destinations attractive to audiovisual producers. Likewise, it aims to help in the formulation of strategies focused on promoting tourism and the consumption of local culture, and investing in training and education to develop the film sector and local creative industries, in order to ensure a high level of talent, infrastructure and production capacity.
Destination Quintana Roo
The State of Quintana Roo continues to strengthen its position as a tourism destination, thanks to large-scale projects such as the launch of the Mayan Train. Quintana Roo received a record number of tourists in 2023, with more than 20 million, and is taking actions to safeguard its cultural and natural heritage, in line with its Quintana Roo 2030 Sustainable Tourism Master Plan.
11th edition of the Xcaret Platino Awards
With the aim of promoting, disseminating and bringing Ibero-American culture and film-making closer together, the Xcaret Platino Awards for Ibero-American Cinema annually brings together the most prominent figures of the Latin American audiovisual industry and recognizes the best audiovisual productions in Spanish and Portuguese.
