Border entry and pre-event Antigen Rapid Testing (ART) system

To facilitate Singapore’s reopening, antigen rapid tests (ART) were to be administered at the point of entry to Singapore borders and at large-scale events. Faster than the polymerase chain reaction (PCR) swab tests, which take between 1-3 days for test results to be available, ART tests take under 30 minutes. To enable testing at the borders and at events, there was a need for an end-to-end solution that could register individuals being tested, uniquely tag them to a test kit, collect their test results, and thereafter send results in a timely way to both attendees and public health authorities. As public health actions could be taken for antigen positive cases, it was critical for both patients and the Ministry of Health to be notified of results in real-time.

We created an intuitive registration system that contained a QR code linked to an online form for patients to uniquely identify themselves and associate their identity with test kit results and bar code stickers for swab test staff to serialise test kits.

  • This registration form and the test cartridge reader is integrated with the Covid-19 Management Backbone. Upon completion of an ART test, patients are notified in real-time on an online checker and via SMS notifications.
  • Public health authorities are notified in real-time when an antigen-positive case is detected.

These Are The Tele-ART Providers That Operate 24/7 — So You Can Book Your Pre-Departure Test For Travel To Singapore

No need to look for a clinic overseas to do your pre-departure test before coming back to Singapore.

As Singapore gradually opens its borders, leisure travel is thankfully becoming simpler as travel measures are easing for fully-vaccinated travellers.

However, one travel requirement that remains is the pre-departure test (PDT) that all fully-vaxxed travellers must do within two days of departure for Singapore. For instance, if you’re flying back on Nov 3, you can take the test any time from Nov 1 to 3 before your flight.

That said, the pre-departure testing process has been simplified as well.

The good news is that you don’t have to hunt down a test centre or clinic overseas for a pre-departure antigen rapid test (ART) before you return to Singapore. Instead, you can book a tele-ART and do a supervised self-test remotely over a video call instead.

However, it’s important to note that the tele-ART provider — that is, the person on your screen who’s watching you do your swab test — is an approved one based in Singapore.

You also need to have your own ART kits ready and may only use test kits that are approved for distribution and use in Singapore or the relevant country or region. If you want to err on the side of caution, it’s probably a good idea to stock up on ART kits from Singapore and take them along with you on your travels.

While PCR tests and professionally administered ARTs are still accepted as pre-departure tests, tele- ARTs are the most convenient and wallet-friendly option at the moment — if you’re eligible, that is.

Who’s eligible for tele-ARTs

Only Singapore citizens, PRs, work pass holders and other long-term pass holders may use tele-ARTs to fulfil the PDT requirement for travel into Singapore. Short-term visitors are not eligible.

The tele-ART option is only available to these folks travelling from selected countries. At the time of writing, there are over 50 countries in the list released by MOH.

They include: Andorra, Australia, Austria, Bahrain, Belgium, Bulgaria, Canada, Croatia, Czech Republic, Denmark, Egypt, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, India, Iran, Ireland, Israel, Italy, Jordan, Kuwait, Latvia, Liechstenstein, Lithuania, Luxembourg, Malta, Monaco, Netherlands, Norway, Oman, Poland, Portugal, Qatar, Republic of Cyprus, Romania, Saudi Arabia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, United Arab Emirates, United Kingdom, United States, Vatican City, Yemen.

Will more Asian countries be added to the list soon? Only time will tell — it seems that the list is regularly expanded, with countries like Canada, Switzerland and Turkey just added today (Mar 28).

SINGAPORE: All travellers entering Singapore from Malaysia via the land vaccinated travel lane (VTL) will be required to take an on-arrival antigen rapid test (ART), the Ministry of Trade and Industry said on Sunday (Nov 28).

This compulsory requirement is in view of recent reports of a potentially more contagious variant of the COVID-19 virus known as B.1.1.529, added MTI.

The new testing requirement will take effect from 8am on Monday starting with the first land VTL travellers arriving in Singapore.

The on-arrival ART will be administered at the Woodlands Temporary Bus Interchange and Queen Street Terminal. Travellers will be required to make an e-payment for the ART at the testing centre directly.

MTI said Singapore and Malaysia are launching the land VTL across the Causeway to further restore connectivity between the two countries.

“The on-arrival ART will allow us to reduce the risks of spread of B.1.1.529 to Singapore, and enable us to progressively expand the land VTL in a safe and calibrated manner,” said the ministry.

MTI said all travellers should purchase their bus tickets and ensure that they have the necessary documents ready before they board the designated VTL buses.

Under the land VTL, which launches on the same day as the VTL between  Changi Airport and Kuala Lumpur International Airport , there will be 32 bus trips each way daily between both countries.

In the first phase of the land VTL, travellers have to be citizens, permanent residents or long-term pass holders of the country that they are entering.

Therefore, entry into Singapore via land VTL will be for Singapore citizens, Singapore permanent residents and Singapore long-term pass holders. 

Entry into Malaysia via land VTL will be for Malaysians, Malaysian permanent residents and Malaysian long-term pass holders.

[Updated] Facilitating the resumption of travel with the Vaccinated Travel Framework

[Updated 24 August 2022]

Since its launch on 1 April 2022, the Vaccinated Travel Framework has allowed all fully vaccinated travellers to enter Singapore without serving a Stay-Home Notice (SHN) or applying for entry approvals.  All countries/regions are currently classified under the General Travel or the Restricted Category and accorded border measures by individual travellers’ vaccination status. All countries/regions are classified under General Travel Category with no countries under the Restricted Category. This will be adjusted according to any developments to the local and global COVID-19 situation.

Travellers who tested positive for COVID-19 should defer their travel plans to Singapore and not board commercial flights or ferries, as they may infect fellow passengers and crew. They should only resume their travel after testing negative, at least 72 hours from the time they first tested positive. 1

1  Or on Day 7 for vaccinated persons (and children below 12 years old) if they continue to test positive. Non-fully vaccinated persons aged 12 years and above should only resume travel on Day 14 if they continue to test positive.

Updates on Border Measures for General Travel Category

[Updated]  From  28 August 2022 2359 hours,  all non-fully vaccinated travellers are no longer required to undergo a 7-day SHN and take a Polymerase Chain Reaction COVID-19 test at the end of their SHN period. They are still required to take a PDT within  2 days before departure for Singapore 2  and test negative before departing for Singapore.

Removal of Pre-Departure Test (PDT) Requirements

Under the framework, fully vaccinated travellers and non-fully vaccinated children aged 12 and below are permitted to enter Singapore, without entry approvals or taking Vaccinated Travel Lane (VTL) transport. Meanwhile, those arriving via land checkpoints are not required to take pre-departure or on-arrival COVID-19 tests. 

From  26 April 2022 0001 hours , all fully vaccinated travellers and non-fully vaccinated children aged 12 and below arriving via air or sea checkpoints will no longer be required to take a PDT before departing for Singapore 1 . This means that fully vaccinated travellers and those who are well will not require any tests to enter Singapore.

Removal of entry approval requirements

[Updated]  From  28 August 2022 2359 hours, non-fully vaccinated Long-Term Pass Holders (LTPHs) and Short-Term Visitors (STVs) aged 13 and above are no longer required to apply for entry approval to enter Singapore.

LTPHs will continue to be required to meet all Vaccinated-Differentiated SMMs (VDS) requirements after their arrival in Singapore due to their longer length of stay. STVs are required to purchase COVID-19 travel insurance to cover the duration of their stay in Singapore.

In addition, from  1 May 2022 , fully vaccinated non-Malaysian Work Permit Holders no longer need to apply for entry approvals to enter Singapore. Non-Malaysian Work Permit Holders (WPHs) holding an In-Principle Approval (IPA) in the Construction, Marine Shipyard and Process (CMP) sectors no longer need to apply for entry approvals. Instead, they will need to book a slot at the Onboard centre to undergo onboarding upon arrival. Please refer to  MOM website  for details. 

A summary of the border measures for the General Travel Category and the Restricted Category under the Vaccination Travel Framework is found in the table below. Travellers are strongly advised to check the  SafeTravel website  for the latest border measures before entering Singapore.

1  From  1 May 2022, non-Malaysian WPHs holding an IPA will need to undergo a two-day Pre-Departure Preparatory Programme (PDPP), if PDPP is available in their source countries (currently Bangladesh, India and Myanmar), before entering Singapore. More details of the PDPP and the list of PDPP providers can be found here.  

2  The following PDTs are accepted: Polymerase Chain Reaction (PCR) test, professionally administered Antigen-Rapid Test (ART) or ARTs supervised by licensed Singapore providers (including remotely supervised ARTs). Please refer to https://go.gov.sg/remote-art-overseas-sg for a list of approved remotely supervised ART PDT providers.

3  Non-fully vaccinated LTPHs aged 13 – 17 years entering Singapore should complete the full vaccination regime after arriving in Singapore.

$  Non-fully vaccinated Long-Term Pass Holders (LTPHs) and Short-Term Visitors (STVs) aged 13 and above are now allowed to enter Singapore. LTPHs will continue to be required to fulfil vaccination requirements after their arrival in Singapore due to their longer length of stay.

%  Travellers are subjected to Restricted Category border measures regardless of vaccination status if their 7-day travel history includes Restricted Category countries/ regions. 

^ There may be administrative, health, and vaccination requirements that are in addition or differ from the measures above. Check  SafeTravel website  for details.

&  Refer to  go.gov.sg/remote-art-overseas-sg  for a list of approved remotely supervised ART PDT providers, and the travellers and countries/regions that this service applies to.

@  The charges for 7-day SHN at a dedicated SHN facility currently amount to $1,015.

+  Travellers will be notified of their test appointment closer to the date of their exit PCR test.

Updates to charging policies for vaccinated travellers

With the introduction of the Vaccinated Travel Framework, the charging policies will be streamlined for SCs/PRs/LTPH travellers, if they develop onset of symptoms or test positive for COVID-19 upon their return to Singapore.

Patients who are required to pay for their medical bills may continue to tap on their regular healthcare financing arrangements to help pay for their bills.

There is no change to the charging policy for all Short-Term Pass Holders– the individual remains responsible for any COVID-19 medical bill incurred, throughout their stay in Singapore.

What are the available timings for home-based pre-departure PCR test?

Appointment Timings

Mondays to Fridays (excluding Public Holidays):

8am, 9am, 11am, 12noon, 2pm, 5pm, 6pm

For weekdays after 6pm, Saturdays, Sundays, Public Holidays, a surcharge of $150 applies.

A minimum 20-hour advanced booking is required.  

This service is only available for addresses in mainland Singapore, and is not available for addresses in Sentosa island.

What documents do I need to prepare?

If you have flu-like symptoms, please inform our staff prior.

How long do I have to wait for the result?

The test result will be available within 12 to 24 hours. Do check the testing window requirement and ensure the test is completed within the time-frame for your destination country.

What happens if the test results are inconclusive?

If your test results are inconclusive, you would need to re-purchase and re-do the test. Raffles Medical is not liable for any additional costs incurred should there be any rejection from the airlines, embassy and authorities.

Yes you can request to take a COVID-19 polymerase chain reaction (PCR) swab test voluntarily from 1 December 2020.

Costs of the COVID-19 tests are available on the Raffles Connect app.

You can book a COVID-19 tests via the Raffles Connect app which is free for download for via iOS and Google Play stores.

Note that you must download the latest version of the app, version 3.5.0 and above in order to do so.

You can make payment via credit or debit card on Raffles Connect.

No you do not, all appointments will be booked through the Raffles Connect app. After successful purchase of the COVID-19 tests and booking of appointment, a confirmation email with details of your appointment will be sent to your email.

48 hours before your appointment, a reminder will be sent via SMS to you.

From 1 December 2020, there is no eligibility criteria for taking a COVID-19 test.

Please bring along your identity card or passport.

If your swab test is for travel purposes, please bring along your passport and have your flight details on hand.

There are no subsidies for COVID-19 tests for travellers – leisure or business. For voluntary testing there are also no subsidies.

COVID-19 tests results for COVID-19 PCR and COVID-19 Serology (IgM) will be available within 24 – 36 hours of the administration of the respective test.

For the COVID-19 Antigen Rapid Test the results will be available within 15 minutes of administration.

This turnaround time includes public holidays and weekends.

COVID-19 test results will be sent to the individual’s email address provided.

If you take the COVID-19 PCR and the COVID-19 Serology (IgM) test at the same time the results will be shared together.

For the COVID-19 Antigen Rapid Test, results will be available within 15 minutes of administration.

The COVID-19 PCR swab tests directly detect the presence of the COVID-19 antigen in an individual and detects active COVID-19 infections. This is the globally accepted test standard for COVID-19.

The COVID-19 Serology (IgM) test detects the presence of antibodies to COVID-19 which is a marker of past infection. Individuals who have been infected with COVID-19 more than 10 to 14 days ago will have a positive serology test.

All COVID-19 tests purchased via the Raffles Connect app can be cancelled in-app. Please go to "View My Tests" to do so.

Cancellation must be made at least 48 hours before your test appointment or you will be charged the full amount.

For eligible cancellations, a cancellation fee of SGD 10 applies and it will be deducted from your refund.

It can take up to 14 business days for the amount to be returned to the credit/debit card used to purchase the test.

Details of how to reschedule your appointment is available via the confirmation email that is sent to your registered email address.

Travellers must complete the pre-requisite COVID-19 tests within a specific testing window before the departure flight.

Kindly note: For leisure or business travellers, please note that travellers are responsible for checking your appointment and testing window is in line with your destination country’s guidelines and requirements.

Travellers must test negative on COVID-19 PCR tests within 72 hours before their scheduled departure time. For more information, travellers can refer to the official Immigrations and Checkpoint Authority (ICA) website on the Air Travel Bubble (ATB).

All test memos provided are in accordance to existing guidelines from the Ministry of Health. Individuals may request for a sample of the test memo and check with the respective destination country’s embassy.

You will receive your memo via email within 24 hours after your test, or at least three hours before your departure time.

Travellers to S'pore can bring up to 20 Covid-19 self-test kits approved in country of embarkation

SINGAPORE - Local and foreign travellers entering Singapore are each allowed to bring with them a maximum of 20 Covid-19 self-test kits that have not been authorised for use here as long as they are approved for use in the country the traveller is arriving from.

This has been the case since Dec 23, the Health Sciences Authority (HSA) told The Straits Times.

HSA said it had observed an increase in personal imports of Covid-19 self-test kits into Singapore since October.

It had barred the import of some of these test kits, which have not been evaluated for quality or efficacy, as they may be resold locally.

But with the reopening of borders, HSA said it recognised the need for travellers to bring their own self-test kits to fulfil the necessary testing requirements here.

The maximum quota of 20 self-test kits that can be brought in is based on the expectation that incoming travellers may need to test themselves daily for 14 days , with some allowance for retesting, HSA said.

Currently, those entering Singapore via vaccinated travel lanes need to undergo antigen rapid tests (ARTs) daily for seven days after their arrival. This is on top of a mandatory on-arrival polymerase chain reaction (PCR) test.

On days three and seven of their arrival, the ARTs are done under supervision at a combined test centre or a quick test centre. Travellers must use test kits that are provided at these centres.

On days two, four, five and six of their arrival, travellers must take self-administered ARTs. These are done using test kits that they purchase themselves.

"As the test kits authorised for use in Singapore may not be readily available in other countries, travellers can bring in test kits which are approved for use from their country of embarkment," HSA said.

"Members of the public are reminded that the import of self-test kits through parcel post is still not allowed.

"Any onward supply by wholesale of self-test kits is also not permitted and will require licences and authorisation from HSA. Those infringing this can be imprisoned for up to two years and/or fined up to $50,000, if convicted."

According to HSA's website, 11 Covid-19 self-test kits have been authorised for use in Singapore as at Nov 23.

They are: Abbott's PanBio Covid-19 Antigen Self-Test and Panbio Covid-19 Ag Rapid Test Device (Nasal) kits, BD's Kit for Rapid Detection of Sars-CoV-2 and Veritor At-Home Covid-19 Test kit, SD Biosensor's Sars-CoV-2 Antigen Self-Test Nasal, Standard Q Covid-19 Ag Home Test and Standard Q Covid-19 Ag Test kits, as well as the Quidel QuickVue At-Home OTC Covid-19 Test kit, Cue Covid-19 Test kit, Lucira Check It Covid-19 test kit and the Acon Biotech Flowflex Sars-CoV-2 Antigen Rapid Test (Self-Testing) kit.

Accepted Overseas Tele-Arts For Pre-Departure Test To Singapore

Travelers to Singapore usually find difficulty in doing their pre-departure test. Nowadays everything becomes easier when remote tele-supervised ARTs by providers based in Singapore are valid for travel into Singapore.

What is a pre-departure test?

According to Singapore Airline, “Many countries and regions require you to take a Covid-19 Pre-Departure Test (PDT) and present a valid negative test result before you are allowed to transit through or enter. The timeframe the test needs to be taken varies and is specific to each country’s entry requirement.”

Singapore’s pre-departure test requirement

Before entering Singapore via a Vaccinated Travel Lanes (VTL), travelers must:

1. Obtain accepted proof of vaccination

2. Apply for a Vaccinated Travel Pass (Air) [VTP Air] 3 – 60 days before the intended date of travel. For a smooth application, please ensure that you have a valid passport, proof of vaccination, and address in Singapore ready.

Note: Singapore Citizens, Permanent Residents, and children aged 12 and below who are accompanied by vaccinated travelers do not need to apply for the VTP Air.

3. Apply for Entry Visa (if required). Click here to find out if you require an entry visa.

4. Book tickets for a designated VTL (Air) flight

5. Purchase mandatory Covid-19 travel insurance with a minimum coverage of S$30,000. Click here to purchase travel insurance from Changi Recommends.

6. Secure self-isolation accommodation.

7. Take a Pre-departure Covid-19 PCR test (PDT) at an accredited or authorised testing facility or a professionally-administered Antigen Rapid Test (ART) within 2 days before departure for Singapore, and obtain a valid test report that shows a negative test result.

The obligation applies to both VTL and non-VTL passengers, with the exception of children under the age of two.

8. Vaccinated-Recovered Travellers who are fully vaccinated and certified positive for Covid-19 between 7 – 90 days (inclusive) before departure for Singapore will have to obtain an accepted medical proof of Covid-19 infection in lieu of a negative pre-departure test result. You may use this self-check tool to determine if you qualify as a Vaccinated-Recovered traveler.

9. Submit the SG Arrival Card health and travel history declaration up to 72 hours before arriving in Singapore.

10. Download the TraceTogether mobile application and register a profile for contact tracing purposes

What is a Virtual Supervised ART test?

Virtual Supervised Antigen Rapid Test (ART online) is a service that allows you to connect with our doctors to carry out your supervised self-swab Covid-19 Antigen Rapid Test (ART) via video consultation, instead of having to do one physically over at a Quick Test Centre or a Clinic.

Tele-ARTs now accepted for travel to Singapore

According to ICA , Pre-Departure Test can include any of the following two days before departure:

  • COVID-19 Polymerase Chain Reaction test (PCR test) at an internationally accredited or recognised lab/clinic/medical facility ; OR
  • Antigen Rapid Test (ART) administered by a trained professional; OR
  • [Eligible travellers only]   Self-administered Antigen Rapid Test (ART) remotely supervised by an approved ART provider in Singapore. Please refer to MOH’s listing of remote supervised self-swab providers (under section on “ Antigen Rapid Test (ART) Providers ”) for information on eligible traveller profiles, eligible countries/regions and approved remote ART service providers.

The third one has just been updated. It implies that travelers will no longer need to look for a testing center in another country as part of their pre-departure preparations. However, it is only suitable for eligible travelers, who comply with a list of VTL conditions , including but not limited to the following:

  • Have traveled to or transited via any VTL countries/regions , Category I countries/regions and/or Singapore within the past 7 days
  • Be fully vaccinated with WHO Emergency Use Listing Vaccines at least two weeks before arrival in Singapore and hold an accepted proof of vaccination
  • Arrive in Singapore on a designated VTL flight

Note: Unvaccinated travelers who are 12 and below in this calendar year can travel to Singapore via VTL if accompanied by a fully vaccinated traveler who meets all the requirements.

Notices for travelers

First, not all countries administer tele-ARTs to individuals. For example, the list of eligible countries for Tele-ART does not include Turkey, Switzerland, and ASEAN. 

Second, only Singapore citizens, permanent residents, long-term pass holders, and work pass holders are eligible for tele-ARTs. These are currently unavailable to short-term visitors.

Third, because this is a new policy, not all tele-ART suppliers are now aware of it. Some people still believe that remote tele-ARTs are only for Singapore residents.

Fourth, only Singapore-based telemedicine providers are available to visitors visiting Singapore.

Cheapest overseas pre-departure Tele-ART tests for travel to Singapore

Flying back to Singapore under the new VTF scheme as a fully vaccinated traveller is now the simplest process it has been since the start of the pandemic, but there’s still one unpopular obstacle differentiating the experience from before COVID times – the pre-departure test.

While this swab requirement is hopefully on the way out in the coming weeks, it’s unfortunately still in force for now, and applies to all returning travellers aged two or older in the current calendar year, except for recently recovered travellers.

Good news is that the overseas supervised Tele-ART option has now had its approval expanded to all countries , providing travellers minimum inconvenience when it comes to meeting this requirement, from as little as S$9 plus the cost of your own approved rapid test kit.

Pre-departure test

The pre-departure test (PDT) requirement is:

  • A negative clinic PCR test; or
  • A professionally administered (clinic) ART test

Within two calendar days of departure (e.g. if your flight departs for Singapore at 11.55pm on Wednesday, you can take the test anytime on Monday, Tuesday or Wednesday).

Supervised video ART test alternative

Since mid-March Singapore has approved the used of supervised video ART providers based here to offer this service to returning Singapore residents during the same two-day pre-departure window, provided they are:

  • a Singapore Citizen, Permanent Resident, Long-Term Pass Holder or Work Pass Holder; and
  • physically present in any overseas country at the time of the test; and
  • using an ART provider in Singapore offering such services.

Remember this is not a ‘carte blanche’ approval to use any telemedicine provider in these overseas countries, like Project Screen in the UK, for example.

Your provider (the person at the other end of the video call) must be in Singapore , operating as part of an MOH-approved clinic.

Unfortunately the option is not currently available for short-term visitors (e.g. US Citizens visiting Singapore as tourists).

Approved countries

Since 5th April 2022, this overseas supervised video ART service is valid for those arriving from all countries , having initially been restricted to a specific list.

That’s great news for those making quarantine-free trips to regional locations like Thailand and Bali, which were not on the original approved list but can now benefit from this simple pre-departure testing process.

Cheapest overseas Tele-ART options

At the time of writing, a total of over 120 providers in Singapore have been approved by the Ministry of Health (MOH) to offer supervised pre-departure video ART swabs including service provision if you are located in overseas countries.

Prices currently start at S$9 , plus the cost of your own Singapore-approved ART test kit (~S$5). MOH also allows you to use a test kit approved for use in the country you are physically present in, but check with your provider first whether they will support this.

Here are over 20 of the providers offering the cheapest rates as of 19th April 2022 (please feel free to let us know in the comments section if you find other competitive options).

Do note that the provider operating hours shown above refer to Singapore Time (SGT). Some providers will ask you to book your test in SGT and others in the local time zone of your approved overseas testing country.

As you can see some providers offer 24-hour testing for overseas Singapore residents returning, while some are restricted to working hours in Singapore itself, or charge more for nighttime appointments.

How the Tele-ART works

The Tele-ART process with a provider in Singapore is simple enough, with either an in-app video function or weblink sent to you (e.g. via Zoom / Teams), depending on which provider you choose.

You’ll need an internet connection, and we’d recommend using Wi-Fi if possible (beware of exceeding your overseas data roaming limits if you’re using 4G/5G).

You should allow around 30 minutes for completion, but it should be a bit quicker in most cases.

You will have to provide your own test kit approved for use in Singapore or one approved in the country you are testing from, with some providers recommending you have a second spare kit on standby in case of invalid results, or in case you make a mistake.

Some providers will ask for the test kit brand and/or the LOT number of the kit you’ll be using at the booking stage , so you may have to purchase in advance.

The swab supervisor will then guide you through the process, which typically involves:

  • Verifying your identity by holding your IC or passport up to the camera
  • Showing the unopened ART kit including its LOT number
  • Following the test instructions as guided
  • Leaving the ART kit in view of the camera during the 15 minutes it takes for the test to complete
  • Showing the result to the swab supervisor (you may also be asked to take and upload a photo of the kit once the result is shown)

PDTs when travelling from Singapore

Pre-departure clinic ART tests suitable for travel from Singapore start at S$18 , while a PCR test starts at S$81 .

The more convenient supervised video ART test option for returning Singapore residents has now been expanded to all countries , meaning all Singapore residents can take advantage before returning home from any country.

In most locations this means lower costs for this mandatory pre-departure test than you’ll find at clinics, hospitals or airport locations overseas.

There’s also the convenience factor of a supervised swab, taking only 30 minutes, which may be a better prospect than having to plan a clinic visit during one of the final days of your trip.

Hopefully pre-departure testing for fully vaccinated travellers heading to Singapore will be abolished soon, but until then we’ll be keeping this list of the cheapest options up to date for your reference.

Hi Andrew! Do you know if Vietnam PDT can be the tele art type?

I booked the tele supervised ART with Kingston. They didn’t even show up at all. Got to look for another one. Feeling like being scammed

Yes I had the same with Doctor Anywhere when I got back from Thailand! No one showed for my 8.30am Tele-ART appointment and I ended up having to queue for an on-demand appointment and finally got supervised swab done after 10am. Not ideal as I needed to be in the office that day but I had to isolate at the time under the VTL rules until getting a negative result!

I think a lot of these providers have overstretched themselves and are poorly administered sadly.

Cheapest pre-departure COVID-19 ART and PCR tests in Singapore

The cheapest pre-departure COVID-19 ART or PCR tests in Singapore, plus express, saliva, home and tele-supervised swabbing options.

If you’re travelling overseas in the near future, you may be required to take a pre-departure COVID-19 test (PDT).

The good news is that whether you’re looking at an ART or PCR, testing prices in Singapore have been falling every month. The price of a PCR test now starts from S$50 , while a virtually-supervised ART can be done at S$9. 

In this post, we’ll look at your options including at-home swabbing, express tests, saliva tests, and more.

Which countries require a PDT?

Here’s a summary of the PDT requirements for selected destinations popular among Singapore travellers. 

If you intend to take a cruise on Resorts World Cruises or Royal Caribbean, you will need to take a supervised COVID-19 test within 1 day of departure (this can be an ART or PCR test). 

Testing Windows

Testing windows have been summarised in the table above, but pay particular attention to:

  • Whether a shorter time frame applies if you wish to do an ART instead of PCR
  • Whether the window is in relation to your  time of departure  or your  time of arrival  in the overseas country
  • Example: South Korea requires a pre-departure ART to be taken within 1 day of departure. If you’re flying at 11 p.m on Wednesday, for example, you can take your test anytime from 12 a.m on Tuesday onwards. This means you could have as much as 48 hours to do your test in some cases

Testing windows shouldn’t be that much of a concern for those taking ART, since the quick turnaround time allows you to do it the day before you fly. You could even do it at Changi Airport just before check-in, thanks to the Raffles Medical Clinic at Terminal 3. Alternatively, you could do it from the comfort of your home via a tele-medicine provider (see below for options).

How much does a PDT cost?

Travelers can do their test at any MOH approved clinic . For those with children aged 12 and below, do check beforehand whether the clinic is able to provide testing, because not all do.

Clinic ART/PCR Tests

Here’s an idea of how much you can expect to pay for an ART, PCR or PCR(S) (Serology- for travel to China) at selected clinics across Singapore.

Do note that while South Korea and the Philippines accept ART results, these must be administered in-clinic. Tele-supervised ARTs will not be valid for travel to these two countries.

The promised turnaround time for most clinics is 24-48 hours, though in my experience it’s much closer to 24 hours. 

Saliva PCR Tests

For those who find nasal swabs too invasive, saliva PCR testing was recently made available in Singapore.

Sample prices are shown below.

Saliva PCR testing is currently accepted for travel to:

  • South Korea

For those seeking additional convenience, at-home swabbing is also available. This is understandably less cost-effective for a single individual, but if you’re travelling as a family, the prices tend to fall from the second person onwards.

At-home tele-ARTs

For those looking to do pre-departure ARTs,  tele-supervised options are also available. You’ll need to add on the cost of your own HSA-approved ART kit, which will be ~S$3. 

Notarising PDT results

Travellers are required to digitally authenticate and notarise their test certificate via the Notarise website prior to travel.

However, in some cases the clinic or lab issuing your certificate may already have done it for you. This was the case for my PDT from Kingsway Medical, which was issued by Accredify.

Swab results issued by Accredify are automatically notarised. The notarised copy along with its QR code has been appended to your digital pre-departure memo. There are no further actions required from you.

You can check if the endorsement has been done by scanning the online verification QR code, which should bring you to  Verify. Otherwise, it’s a simple matter of uploading the HealthCerts.oa file provided by the clinic for verification.

The digitally authenticated and endorsed PDT HealthCert and QR code will be emailed to you within 15 minutes. If you presented your NRIC at the medical facility, the QR code will also be automatically uploaded onto your SingPass app.

There is no need to notarise your ART result, and in any case, not all ART results can be notarised.

What tests can’t be used for travel?

As a general guide, pre-departure test results must state the lab name, a negative result, and feature your: 

  • Date of birth
  • Passport number

What card should you use for payment?

Swabs at private clinics should code as MCC 8011: Doctors or Physicians. So long as contactless payments are accepted, you can use the cards below to maximise the miles you earn. 

Remember, UOB cards exclude rewards for MCC 8062: Hospitals , so if your swab takes place there you may not earn miles. 

If you’re prepaying for your swab online, then you can use the following cards. 

Do note that just because your credit card details are captured online doesn’t mean the transaction itself is processed online. The general rule is that if you receive an OTP, it’s definitely an online transaction. However, the absence of an OTP in itself does not mean an offline transaction. 

The cost of pre-departure COVID-19 PCR testing keeps falling, with the cheapest tests now starting at just S$50. There’s also various options available for in-home and express testing, providing additional flexibility. 

If you need an ART result, you best bet is to a tele-ART from the comfort of home, with prices starting from just S$9.

I saw the cheapest clinic PDT test on pdtswab.sg at 107 and they do a home swab service at 138. I saw that they are under Q&M, my boyfriend booked for the home swab service for his business trip to Germany , booking was an ease and we did not have to notarise our health cert because they have done it for us. highly recommended.

I flew to Zurich earlier this month as saw on the Singapore Airline website that flights to Switzerland accepts the PDT ART but when I called the embassy they say that they accept professionally administered ART but 24 hours prior on arrival to Switzerland which is tight on the time, so look into PDT PCR with pdtswab.sg, they were very professional and very helpful. I opted for their home swab service, The price difference makes it worth it rather than queuing up at the clinic.

I booked at QTC at Funan on Dec 17 for a Dec 18 flight to US (PDT window is one day prior). Got there and was told it’s not valid for PDT because they only send you SMS, which does not have identifying info like passport or birthdate. Their tests are for pre-event and post-VTL. I had to scramble to find a clinic that would let me come in right away for an Express PCR. Not a fun morning.

The QTC can (but not always?) show up in TraceTogether app, fwiw.

Hi ART test done last night ( 19th) for USA travel today at Raffles Medical in Changi Airport. They dont give anything other than a piece of paper stating the test is negative and also a sms which take you to a SG gove site confirming its negative. No .oa file to upload to Notarise and Verify doesnt work. Rang raffles and they said thats all they do. Hope thats enough to get on the flight.

I’ve read some clinic websites saying the ART results do not need to be notarised.

Confirming the same issue, with my ART test unable to be notarised as there was no .oa file to upload. The sms leads to the MOH certificate with a QR code, with passport number stated. I assume that is OK for boarding.

But when you reach your destination, will that country’s passport control / customs accept that document? Anybody knows?

Ok, I just went through check in, using my Health Hub to show vaccination status, and the QR code generated by the SMS after my ART test to prove test result. Am sitting at the lounge now with a glass of champagne, so I suppose I got it all right.

We cancelled our appointment with Pdtswab as they were very unresponsive. Although it has been more than three weeks since our cancellation and even after numerous chasers, they have yet to refund our fees which were paid in advance. It is not a pleasant experience.

Update: We continued to chase them through multiple platforms but did not receive any response. We have also heard of experiences whereby Pdtswab had errors in the PCR certificate resulting in much anxiety at the airport. At this stage, we do not think that we would be able to get our money back and do not think it’s worth our time to continue pursuing our claims. Would advise all to avoid them.

Lastly, thank you Milelion for all the help and guidance you have provided to us readers! Truly grateful.

if you are talking about PDT for entry to another country, it depends on the country’s rules. E.g. Canada requires a PCR test as proof of covid recovery

Please don’t use PDT SWAB service. It’s been a horrible experience. Super long queues – uncertain whether can get results on time. They make you prepay for the service. And when I cancelled my appointment and asked for a refund – they completely ignored my refund request for 3 months (and counting) via email and WhatsApp. I’m lodging a complaint with CASE Consumer Association. Beyond unprofessional. Never before in Singapore Gosh.

Turns out some of these advertised tele ART prices are deceptive. Minmed said they charge $12, but I just did one with them, and they actually charged $33.4 because you have to pay a doctor consultation fee as well. I didn’t have time to find an alternative so just paid it. You can see it hidden in the “connecting for supervised ART” section that I only found after 🙁

Also the app video calling doesn’t work, so the doc had to WhatsApp call me. Sigh

Hey Aaron, I’d suggest removing Kingston from that list. Yes they are cheap but you’re not really paying $12 for a tele-ART. Instead what you get is a total shit show of bungled schedules, unresponsive staff, & a screaming mess of irate customers.

Avoid Kingston tele ART. It did not happen and you will never get through their hotline (stated on the booking). Walking into clinic could be cheaper* and won’t give you anxiety.

Canada requires pre-departure covid tests for unvaxed children aged 5-12, regardless of accompanying parents’ vaccination statuses. And note that 2 jabs are needed to be considered vaccinated, even for recovered patients!
