The government of Dubai in the UAE Saturday announced relaxation of travel restrictions from countries including India. The UAE, in late April, had closed its borders for travellers from India. This had come in the backdrop of the surge in number of Covid-19 cases in India during the second wave of the pandemic.

What are the conditions of relaxations for travel to Dubai?

The Dubai government has relaxed restrictions for travel from India, Nigeria and South Africa with effect from June 23. With regard to travel from India, only passengers with a valid residence visa who have received two doses of a UAE-approved vaccine, are allowed to travel to Dubai. There are four vaccines approved by the UAE government — Sinopharm, Pfizer-BioNTech, Sputnik V and Oxford-AstraZeneca.

Are there RT-PCR requirements as well?

Eligible passengers travelling from India to Dubai should also present a negative test certificate from an RT-PCR test taken 48 hours before departure; UAE nationals are exempted from this requirement. Furthermore, passengers travelling to Dubai from India are required to undergo a rapid PCR test four hours prior to departure to Dubai. They must also undergo another RT-PCR test on arrival in Dubai. In addition, following arrival, passengers from India should undergo institutional quarantine until they receive their PCR test result, which is expected within 24 hours. UAE citizens and diplomats are exempted from institutional quarantine. Notably, only QR-coded negative PCR test certificates are accepted.

Are these requirements different for Nigeria and South Africa?

While, in addition to its national and diplomats, the Dubai government has allowed only those with valid residence visa to travel from India. For Nigeria and South Africa, non-residence passengers are also allowed to travel subject to the vaccination and RT-PCR conditions.

The rules for pre-departure Covid-19 tests for passengers travelling from India to Dubai will change later this week.

Effective Thursday, April 22, the validity of the Covid-19 PCR test for these passengers has been reduced to 48 hours from the time of collecting the sample. Earlier, passengers could undertake the test 72 hours prior to departure.

In a statement issued on Twitter by Air India Express regarding the new rules, the airline said that the date and time of the sample collection, and the date and time on which the result was generated, must be accurate.

The certificate must also indicate a negative test result, written in either Arabic or English, and must be issued by a certified lab at the original country from where the passenger is traveling.

The airline added that it is also mandatory that the report includes a QR code which is linked to the original report, which in turn can be scanned and verified by the airline.

On arrival in Dubai, the Dubai Health Authority will also use the QR code to verify the report.

As per the latest guidelines issued on Tuesday, Indian nationals travelling to Dubai no longer need to undergo a rapid Covid-19 test at the airport before departure. The new guidelines came into effect on Tuesday.

However, travellers from Bangladesh, Pakistan, Sri Lanka and India are still required to present a negative report from a Covid-19 test conducted not earlier than 48 hours before travel time.

Additionally, travellers must undergo an RT-PCR test on arrival in Dubai and self-quarantine until a negative test report is issued. If the passenger tests positive, they must follow guidelines issued by the relevant health authority in Dubai.

COVID IN INDIA

India recorded 13,405 fresh Covid-19 infections in 24 hours on Tuesday.

The active cases in the country now stand at 1,81,075, while the daily positivity rate was recorded at 1.24 per cent.

The total recovery stands at 4,21,58,510 and the total death toll at 5,12,344.

Flying to Dubai from India? Here are the guidelines you should follow

Emirates airline will on Wednesday resume flights between the United Arab Emirates (UAE) and India as announced recently by the UAE-based airline. The announcement came after authorities in Dubai, on June 19, eased travel curbs for passengers from three countries, including India.

Following the easing of travel norms, Emirates had said in a statement, “We welcome the latest protocols and measures announced by Dubai’s Supreme Committee and Disaster Management to allow the safe resumption of passenger travel from South Africa, Nigeria and India to Dubai onwards. We will resume carrying passengers from South Africa, Nigeria and India in accordance with these protocols from June 23 onwards.” The UAE first suspended air travel to and from India in April as the latter battled a devastating second wave of Covid-19; the ban was later extended till July 6.

Here are the guidelines you need to follow if flying from India to Dubai:

(1.) Passengers with a valid e-residence visa, who have received two jabs of the Covid-19 vaccines approved in the UAE, will be allowed in Dubai. The following four vaccines have been approved in the UAE: Sinopharm, Pfizer-BioNTech E, Sputnik V and Oxford University-AstraZeneca shot.

(2.) All the passengers flying to Dubai from India need to show a negative RT-PCR report from a test conduct 48 hours before departure. Also, only QR-coded negative PCR test reports will be accepted.

(3.) Additionally, passengers flying to Dubai will have to take another Covid-19 test – a rapid PCR one – four hours before departure. They will have to undergo further RT-PCR testing upon arrival.

(4.) Passengers from India will undergo institutional quarantine till their RT-PCR test report is out, likely within 24 hours of the test.

Dubai airport’s Terminal 1 will reopen on Thursday after a 15-month closure. Flights were operated through Terminal 2 and Terminal 3 last year amid the Covid-19 pandemic.

The new regulations for travel to India have come into effect today (Monday, February 14). On February 10, the Union Ministry of Health and Family Welfare revamped its travel protocols to the country.

The new guidelines scrapped mandatory pre-travel RT-PCR test, valid for 72-hours before departure, for passengers arriving from 87 countries. However, the testing requirement would remain mandatory for all passengers travelling from UAE to India.

Mandatory seven-day home quarantine and the 'at-risk' countries system has been done away with as well.

A spokesperson for the Indian Embassy in Abu Dhabi confirmed to Khaleej Times that fully vaccinated travellers from the UAE cannot avail of the pre-travel testing exemption at this moment.

The exemption is only being offered to passengers from 87 countries worldwide. India enjoys 'mutual recognition of vaccination certificates of nationally or World Health Organisation (WHO) recognised vaccines'.

Do children need to test pre-travel?

Children under five years of age are exempted from both pre-and post-arrival testing. However, if found symptomatic for Covid-19 on arrival or during the period of self-monitoring period, they shall undergo testing and be treated as per laid down protocol.

Here is the list of pre-travel protocols Indian expatriates in the UAE must keep in mind before their journey to India

Planning for travel

— All travellers should submit complete and factual information in self-declaration form on the online Air Suvidha portal: https://www.newdelhiairport.in/airsuvidha/apho-registration before the scheduled travel, including last 14 days travel details.

— Upload a negative Covid-19 RT-PCR report. The test should have been conducted

within 72 hours prior to undertaking the journey.

— Each passenger shall also submit a declaration with respect to the authenticity of the report and will be liable for criminal prosecution if found otherwise.

— They should also give an undertaking on the portal or otherwise to Ministry of Civil Aviation, Government of India, through concerned airlines before they are allowed to undertake the journey that they would abide by the decision of the appropriate government authority any post-arrival requirement to undergo home/institutional quarantine/ self-health monitoring, as warranted.

Before Boarding

— Follow the do's and don'ts issued by the airlines or agencies concerned

— Airlines to allow boarding by only those passengers who have filled in all the information in the self-declaration form on the Air Suvidha portal and uploaded the negative RT-PCR test report

— At the time of boarding the flight, only asymptomatic travellers will be allowed to board after thermal screening

— All passengers shall be advised to download the Aarogya Setu app on their mobile devices.

— De-boarding should be done, ensuring physical distancing

— Thermal screening would be carried out in respect of all the passengers by the health officials present at the airport. The self-declaration form filled out online shall be shown to the airport health staff.

— The passengers found to be symptomatic during screening shall be immediately isolated and taken to a medical facility as per health protocol. If tested positive, their contacts shall be identified and managed as per laid down protocol.

— A sub-section, two per cent of the total passengers in the flight, shall undergo random post-arrival testing at the airport on arrival

— Such travellers in each flight shall be identified by the concerned airlines (preferably from different countries). They will submit the samples and shall be allowed to leave the airport.

— If such travellers are tested positive, their samples should be further sent for genomic testing at the INSACOG laboratory network.

— They shall be treated or isolated as per laid down standard protocol.

— All travellers will self-monitor their health for the next 14 days of arrival

— If travellers under self-health monitoring, develop signs and symptoms suggestive of Covid-19, they will immediately self-isolate and report to their nearest health facility or call National helpline number (1075)/ State Helpline Number.

Dubai, Apr 28 (AP) Dubai International Airport, the world's busiest for international travel, will move its operations to the city-state's second, sprawling airfield in its southern desert reaches “within the next 10 years” in a project worth nearly $35 billion, its ruler said Sunday.      Sheikh Mohammed bin Rashid Al Maktoum's announcement marks the latest chapter in the rebound of its long-haul carrier Emirates after the coronavirus pandemic grounded international travel. Plans have been on the books for years to move the operations of the airport known as DXB to Al Maktoum International Airport at Dubai World Central which had also been delayed by the repercussions of the sheikhdom's 2009 economic crisis.      “We are building a new project for future generations, ensuring continuous and stable development for our children and their children in turn,” Sheikh Mohammed said in an online statement. “Dubai will be the world's airport, its port, its urban hub and its new global centre.”      The announcement included computer-rendered images of curving, white terminal reminiscent of the traditional Bedouin tents of the Arabian Peninsula. The airport will include five parallel runways and 400 aircraft gates, the announcement said. The airport now has just two runways, like Dubai International Airport.      The financial health of the carrier Emirates has served as a barometer for the aviation industry worldwide and the wider economic health of this city-state. Dubai and the airline rebounded quickly from the pandemic by pushing forward with tourism even as some countries more slowly came out of their pandemic crouch.      The number of passengers flying through DXB surged last year beyond its total for 2019 with 86.9 million passengers. Its 2019 annual traffic was 86.3 million passengers. The airport had 89.1 million passengers in 2018 — its busiest-ever year before the pandemic, while 66 million passengers passed through in 2022.      Earlier in February, Dubai announced its best-ever tourism numbers, saying it hosted 17.15 million international overnight visitors in 2023. Average hotel occupancy stood at around 77%. Its boom-and-bust real estate market remains on a hot streak, nearing all-time high valuations.      But as those passenger numbers skyrocketed, it again put new pressure on the capacity of DXB, which remains constrained on all sides by residential neighborhoods and two major highways.      Al Maktoum International Airport, some 45 km (28 miles) away from DXB, opened in 2010 with one terminal. It served as a parking lot for Emirates' double-decker Airbus A380s and other aircraft during the pandemic and slowly has come back to life with cargo and private flights in the time since. It also hosts the biennial Dubai Air Show and has a vast, empty desert in which to expand.      The announcement by Sheikh Mohammed noted Dubai's plans to expand further south. Already, its nearby Expo 2020 site has been offering homes for buyers.      “As we build an entire city around the airport in Dubai South, demand for housing for a million people will follow,” Dubai's ruler said. “It will host the world's leading companies in the logistics and air transport sectors.”      However, financial pressures have halted the move in the past. Dubai's 2009 financial crisis, brought on by the Great Recession, forced Abu Dhabi to provide the city-state with a $20 billion bailout.      Meanwhile, the city-state is still trying to recover after the heaviest rainfall ever recorded in the UAE, which disrupted flights and commerce for days. The following process applies to all UAE residence visa holders flying back to Dubai. The information changes frequently so please check back before you travel.

All passengers travelling to Dubai are no longer required to present a COVID-19 vaccination certificate or perform PCR tests. 

Passengers travelling from or through Dubai are only required to comply with the transit requirements and travel requirements their final destination.

Nationals of Gulf Cooperation Council (GCC) countries (Bahrain, Kuwait, Oman, Qatar & Saudi Arabia) can travel within GCC countries and enter Dubai with their National Identity Card (ID Card).
