Philippines seeks to ensure safety of civilian mission in South China Sea

MANILA (Reuters) -The Philippines has sent three coast guard vessels to ensure the safety of a civilian flotilla sailing to a shoal in the South China Sea, where Manila and Beijing have been embroiled in heated stand-offs over competing claims.

The three-day mission to hand out provisions for fishermen anchored at the contested Scarborough Shoal is being led by a group called Atin Ito (This is Ours), along with five commercial fishing vessels, organisers said. Around 100 smaller fishing boats will also join the initial part of the trip.

The coast guard was not part of the civilian mission which sailed on Wednesday, but it will provide safety and security for the civilian volunteers, Philippine Coast Guard (PCG) spokesperson Jay Tarriela told reporters.

A PCG aircraft deployed to monitor the situation at Scarborough Shoal on Wednesday spotted 19 Chinese vessels, including one Chinese navy ship around the area where PCG said it also monitored two floating barriers at the southeastern entrance of the shoal.

Chinese state broadcaster CCTV has reported the Chinese Coast Guard recently held routine drills at the shoal.Atin Ito led a similar mission in December to deliver supplies to troops stationed at Second Thomas Shoal, but it cut short its journey due to what it described as shadowing and harassment by Chinese coast guard ships.

China said on Wednesday it has indisputable sovereignty over the shoal which it calls Huangyan Island and its adjacent waters.

"If the Philippine side abuses China's goodwill and infringes on China's territorial sovereignty and jurisdiction, China will defend its rights in accordance with the law. The relevant responsibilities and consequences are entirely borne by the Philippine side," foreign ministry spokesperson Wang Wenbin told a media briefing.

Echoing the foreign ministry's comment, CCTV said Chinese Coast Guard conducted "routine rights protection and law enforcement activities" in waters around the disputed shoal on Wednesday.

The coast guard urged the Philippines to immediately "cease its violations" and said it would resolutely safeguard the country's territorial sovereignty and maritime rights and interests, CCTV added.

SEIZED IN 2012

Located inside Manila's exclusive economic zone, the Scarborough Shoal is coveted for its bountiful fish stocks and a stunning turquoise lagoon that provides safe haven for vessels during storms.

It was seized by China in 2012 after a stand-off with the Philippines, and Beijing has since maintained a constant deployment of coast guard and fishing trawlers, some accused by Manila of being maritime militia.

China has not acknowledged the presence of militia in the South China Sea.

"China's actions in the West Philippine Sea reveal not strength, but a glaring weakness," Rafaela David, a co-convenor of Atin Ito, said in a statement. "When it resorts to intimidating small, civilian fishing vessels with military might, it showcases a narrative built on fear rather than legitimate authority."

The West Philippine Sea (WPS) is Manila's term for waters in the South China Sea that fall within its 200-nautical mile EEZ.

Atin Ito said it has installed symbolic buoys within the Philippine EEZ containing the words "WPS ATIN ITO".

China claims almost all the South China Sea, including parts claimed by the Philippines, Brunei, Malaysia, Taiwan and Vietnam.

A 2016 ruling by the Permanent Court of Arbitration found that China's sweeping claims have no legal basis.

Our staff embarked on a Harbor Cruise and can't wait to do it again. One crew member in particular went out of his way to make us comfortable and kept our glasses full and his name is Danny Smith. He just did a superb job of making the cruise beyond fun! We saw barking sea lions (or are they seals?!) on the buoys. It was smooth sailing the whole way...I hear catamarans are like that. The breeze kept us cool. The music was perfect. Up beat. Could sing along (or not!) If you have an Axxess book it is 2-4-1 making it $12.50/person plus tip! Treat yo'self! You won't be sorry! Ask for Danny...he loves his job.

We arrived at the dock 30 minutes before departure time as instructed, along with over 40 other people that booked the sunset cruise on the Double Dolphin. The staff ignored everyone and didn't seem to care about the growing confusion and frustration as the minutes rolled on. We didn't board until 10 minutes past the scheduled departure time which wouldn't have been a big deal if the staff had done the bare minimum to communicate with us. The rest of the cruise was nice and we enjoyed ourselves, but overall the experience fell short due to the poor handling of the boarding process.

Um....if your engines are running, even if the main sail is up, that is NOT sailing. Spinnaker? Up for a total of 5 min. When I book a sailing cruise, I want the peace and relaxation of sailing. If I wanted a motor trip, I'd book one instead. This was a hugely disappointing trip. PS One of the crew had her bestie along. The laughing and yucking it up between all of the crew members...very unprofessional.

Not worth the money. The chips, cookies, and beverages for purchase were way overpriced. Usually on a trip of this cost some of these are included and even served. Nope. Maybe pack a picnic/bottle if you are going, no one is going to check. The captain, very friendly, yet provided little information/narration on the area we were seeing or on sailing in general. Promised some speed, but delivered none. That's nature's fault, but we just sat on the ocean, seeing very little wildlife for an hour and then turned around and went back to the harbor. Played a little music, but barely audible. Who was watching the four little kids, yes, outfitted with life jackets, but jumping on the trampoline, playing way too close to the rails? Not the staff, not wine drinking parents. Super stressful. Been on many, many boat trips over the years, this was the most lack luster and we love Santa Barbara.

After reading everyone else's reviews I feel like maybe I got the B crew, or just got royally ripped on having a good time. My husband and I have been on many catamarans here and Hawaii. I wasn't expecting anything less than stellar given 1) we are in Santa Barbara one of the most expensive places in the country and 2) it was pricey given no live music, no drinks and no food are included. The captain was a female, couldn't tell you her name because she was that non-memorable. We loaded on and shoved in where we could, and by shoved on I mean hearded like cattle!!! It was standing room only, which is a total joke! I have a 4 month old baby, who of course was FULL POP admission and had to stand until people realized and moved so we could sit. Charging for a child under let's say 2 even 1 is poor business and I should have told my aunt not to book it when they told her they would charge for my newborn. Too many people, no live music, blah captain...the saving grace were the common dolphins. She was able to find a large pod and took us out to see them. That was the highlight of the night, otherwise the sunset sucked, and I had to sit on top of the bathroom area all night because that was it for seating where you could see the front of the boat trying to watch the sunset.

We took the sunset cruise and the scenery along the Santa Barbara coast was spectacular. Only a few seals and sea lions perching on the buoys but a lot sea birds and pelicans especially. Bring a warm jacket and the wind breaker type is preferred as it gets chilly when the sun starts to set. Our boat ride lasted about two hours overall. It was the highlight when the crew raised the spinnaker. I wished there was more local stories telling by the captain other than just the music. Try to be at the dock a little early to find parking as it gets crowded when the sun is out. Just an alternative to experience Santa Barbara from a different vanity point. Enjoy..

On 26 June 2021, my immediate family and some close friends chartered a catamaran with Double Dolphin Cruises to fulfill my husbands wishes of spreading his ashes at sea. Our group (23 people) were welcomed aboard, safety protocols and information was provided and we had the most wonderful day for our event. Your staff made this such a GREAT experience for us all and I wanted you to know it. This made such a wonderful ending and tribute for my husbands life with his family and friends. Thank you so much for your patience and care (a lot of us -- ages 90 to 13). You made this a memorable day for the entire family and I greatly appreciate it. We will be doing this again.

Pretty alright boat ride. Unfortunately, in every other boat ride I've been on, snacks and drinks were completely free. On this crowded boat ride, they were charging top dollar for Cheetos and sprites. There was no other food provided.

MANILA:  Civilians on board Philippine fishing boats sailed on Wednesday (May 15) towards a China-controlled reef off the Southeast Asian country, handing out aid to Filipino fishermen and dropping buoys to assert their rights to the disputed waterway.

The trip to the waters around Scarborough Shoal comes two weeks after China Coast Guard vessels fired water cannon at two Philippine government boats in the same area, in the latest maritime incident between the countries.

Waving tiny Philippine flags and chanting "the Philippines is ours, China out!", about 200 people boarded five commercial fishing vessels that sailed out of a northern port in the morning, escorted by a number of tiny outriggers.

A few hours later, a lone Philippine Coast Guard boat met the convoy in open seas and stood guard as it handed out food and fuel to Filipino fishermen and dropped a dozen orange buoys marked "WPS is Ours".

WPS is the acronym for the West Philippine Sea, Manila's name for the South China Sea waters immediately west of the Philippines.

"The Chinese drove us away. That always happens whenever we try to go to Scarborough Shoal. They always drive us away," fisherman Jay-ar Hilig told AFP as he waited for his turn to receive diesel fuel and a plastic grocery bag.

"This is for the Chinese to see that we Filipinos are united in wanting to take back Scarborough Shoal," added fellow fisherman Luis Pontillas.

No Chinese navy or coast guard vessels were in the area as the aid distribution took place, an AFP team aboard the Filipino coast guard vessel said.

The group had said it received reports of a "heavy presence" of Chinese vessels near Scarborough Shoal, which is called Panatag Shoal in the Philippines.

Later, the group issued a statement saying it would "proceed to the second phase of its voyage, aiming to reach the vicinity of Panatag Shoal for another round of supply distribution to Filipino fisherfolk in the area".

A spokesman for the convoy told reporters via a messaging app that it was "still far from the shoal", while the Philippine Coast Guard said in Manila that it was deploying more vessels for escort duty.

In Beijing, foreign ministry spokesman Wang Wenbin asserted on Wednesday that China had "indisputable sovereignty" over Scarborough Shoal.

"If the Philippines abuses China's goodwill and infringes on China's territorial sovereignty and jurisdiction, China will lawfully safeguard its rights and take countermeasures," he told reporters.

"Relevant responsibility and consequences will be borne entirely by the Philippines."

The Scarborough Shoal has been a potential flashpoint since Beijing seized it from Manila in 2012.

The fish-rich reef is about 240km west of the Philippines' main island of Luzon and nearly 900km from Hainan, the nearest major Chinese land mass.

China claims almost the entire South China Sea, brushing off rival claims by the Philippines and other countries, and ignoring an international ruling that its assertion has no legal basis.

To press its claims, Beijing deploys coast guard and other boats to patrol the waterway and has turned several reefs into artificial islands that it has militarised.

"This civilian supply mission is not just about delivering supplies, it's about reaffirming our presence and rights in our own waters," convoy organiser Edicio Dela Torre said in a statement on Wednesday.

"The world is watching, and the narrative of rightful ownership and peaceful assertion is clearly on our side," Dela Torre added.

Tensions over the disputed waters and reefs have intensified in the past 18 months as Manila has pushed back against China's growing assertiveness.

This is the second civilian convoy organised by the Atin Ito group, whose name is Tagalog for "This is Ours".

A previous trip to the South China Sea in December was aborted due to shadowing by Chinese vessels.

"Atin Ito will now proceed to conduct the final leg of supply distribution in the current area, as there are no more Filipino fishers in BdM after they were reportedly sent away by various Chinese vessels," the non-government coalition's spokesman told reporters, using the acronym for the reef known to Filipinos as Bajo de Masinloc (Scarborough Shoal).

The Philippine Coast Guard said the convoy of four vessels was about 108 kilometers (67.2 miles) southeast of the disputed shoal in the South China Sea at 6:00 a.m. (2200 GMT Wednesday) and was being tracked by a nearby China Coast Guard vessel.

A People's Liberation Army (PLA) Navy warship, eight China Coast Guard (CCG) vessels and 34 Chinese maritime militia (CMM) ships moved into a blockade position in Bajo de Masinloc to intercept the convoy Wednesday evening.

Based on the monitoring by Sealight, a maritime transparency project that monitors and reports activities in the South China Sea, the 44-meter Philippine Coast Guard (PCG) patrol ship BRP Bacagay is escorting the civilian Atin Ito! convoy as China moved the rest of its blockade into position.

As of 10 p.m., the PCG ship was being closely shadowed by the 102-meter CCG 4203.

Meanwhile, retired United States Air Force Col. Ray Powell, director of SeaLight, said the Philippine Navy patrol ship BRP Ramon Alcarez was nearby monitoring the situation.

Earlier on Wednesday, Commodore Jay Tarriela, PCG spokesman for the West Philippine Sea, said during the Maritime Domain Awareness (MDA) flight conducted by the PCG in Bajo De Masinloc, the presence of eight CCG vessels, 10 CMM ships, and a PLA Navy warship was "observed and physically monitored in the area where the civilian convoy was headed.

Dutchman’s opened in 2022 as a pop-up housed at Nomad pizza in Brunswick’s Fort Andross building. There are 10 or so Mister Bagel locations in Maine, including South Portland and Falmouth. It all began with the Portland location, which was the first bagel shop to open in Maine. The late Rick Hartglass started Mister Bagel in 1977, and it is still a family business. THE WORKS CAFE

The Works Cafe is an institution on the edge of the Portland’s Old Port. It opened in 1990 as Bagel Works before it changed its name in 2002. The original shop in this regional chain opened in Manchester, Vermont, in 1988, and there are 11 locations around New England, though just the one in Maine. Gone are the ’90s-era banana-walnut bagels and cold pizza cream cheese, but The Works Cafe is still a reliable place to grab a salt, multigrain or cinnamon raisin bagel, among others. The menu also has bowls, sandwiches and smoothies.

American woman charged after ammunition found in baggage in Turks and Caicos on Mother's Day trip: Police

Three other Americans are being held on the island over similar charges.

Police in Turks and Caicos have charged an American woman with ammunition possession -- a crime that carries a minimum penalty of 12 years -- after airport officials alleged they found illegal ammunition in her luggage.

Sharitta Shinise Grier, 45, of Orlando, was visiting Turks and Caicos with her daughter for Mother's Day when, during a routine search at the Howard Hamilton International Airport Monday, officials claim to have found two rounds of ammunition in her bag, police said.

Grier and her daughter were both arrested, though the daughter was later released.

Officials confirmed Wednesday the mother had been charged. She is expected in court on Thursday, officials said. Attorney information for the defendant wasn't immediately available.

Two years ago, the Turks and Caicos government tightened their gun laws and prohibited civilian firearms or ammunition. If convicted, offenders are sentenced to a minimum of 12 years in prison.

It is illegal to transport firearms or ammunition to or from any of the Caribbean countries without a license, according to U.S. laws.

She is the fifth American to be charged under Turks and Caicos' gun laws this year.

Grier's arrest and charging comes as several U.S. governors released a letter asking the Caribbean island's governor to release three men who have been jailed for weeks over similar charges.

Ryan and Valerie Watson of Oklahoma were arrested on April 24 after hunting ammunition was found in Ryan Watson's carry-on bag before they flew home. Valerie Watson's charges were dropped, and she was allowed to fly back to the U.S.

Her husband was released on $15,000 bond but remains on the island as his court case continues.

Bryan Hagerich, of Pennsylvania, is awaiting sentencing on the island after pleading guilty to possession of 20 rounds of ammunition.

Hagerich, who was arrested in February, told ABC News he forgot hunting ammunition was in his bag while he was traveling.

"I'm a man of character, integrity. I did not have intent in this," Hagerich previously said.

Michael Lee Evans, 72, of Texas, also pleaded guilty to possession of seven 9mm rounds of ammunition in his luggage and is awaiting sentencing.

Tyler Scott Wenrich, 31, was charged on April 23 when officials found illegal ammunition during a checkpoint on Turks and Caicos while he was traveling on a cruise, investigators said.

The incidents have sparked calls from the defendants' families and U.S. officials who allege the island's laws and penalties are too strict.

On Wednesday, Governors Kevin Stitt of Oklahoma, Josh Shapiro of Pennsylvania and Glenn Youngkin of Virginia sent a joint letter to Turks and Caicos Gov. Dileeni Daniel-Selvaratnam to release Watson, Hagerich and Wenrich.

"This action will create the necessary recognition of your laws that will impact the future actions of travelers and continue our mutual interest in justice and goodwill between our jurisdictions," the letter read.
