How does a cruise to Arabia sound? Or what about the longest U.S. river cruise ever to set sail? With ships traveling all over the globe, it can be difficult to choose the destination that's right for you, especially when there are so many bucket list-worthy options.

That's why I've rounded up some of 2023's most exciting itineraries. From interesting new routes to tried-and-true ones that now have new ships, this list will prime your sense of wanderlust for both far-flung destinations and places close to home as we head into the new year. Prepare to be inspired.

Japan on Ponant's Le Soleal

After nearly three years of shutdowns and restrictions due to the COVID-19 pandemic, Japan finally reopened to travelers in November 2022. That includes cruise passengers, and several lines — including Holland America Line and Celebrity Cruises (which is offering special "Spice Route" voyages that include Japan) — are returning.

However, the most exciting Japan itineraries I've spotted for 2023 are a couple of routes offered by Ponant 's Le Soleal. Not only is the line the first expedition ship to take passengers to Japan's southern islands, but its itineraries are also Japan-focused routes that don't include other countries like the ones offered by Holland America and Celebrity.

Details: The first route is an eight-day voyage, March 24-31, 2023, offering visits to traditional villages of the Okinawa archipelago and the Ryukyu Islands, as well as Ishigaki and Kume. Prices start at $6,000 per person for an ocean-view cabin.

The second route is an eight-day sailing from Osaka to Fukuoka, May 15-22, 2023, taking passengers to stops in the Seto Inland Sea, the oldest sea route in Japan. Fares start from $7,310 per person for an ocean-view room. More information on Ponant's Asia voyages can be found on the line's website .

West Africa on Hurtigruten's Spitsbergen

In a first for Hurtigruten , the line is offering a selection of sailings around the west coast of Africa, including the islands of Cape Verde and Guinea-Bissau's Bissagos Islands, which are made up of more than 80 beachy islands and islets, only about 20 of which are populated year-round.

Cape Verde voyages are rare, making this ideal for anyone wishing to check the country off their bucket list. Plus, with Hurtigruten's rapid expansion beyond its traditional Norway offerings and into expedition cruising, you can be one of the first to try out this first-for-the-line itinerary, which will be available four times in late 2023 (and into early 2024), departing from Dakar, Senegal.

Details: These 13-day sailings on Hurtigruten's Spitsbergen depart from Dakar in November and December 2023 and January 2024. Prices start at $5,974 per person for an inside cabin. More information can be found on Hurtigruten Expeditions' website .

Ohio and Mississippi Rivers on American Queen Voyages' American Countess

It's no secret that American Queen Voyages has been sailing U.S. rivers for years. But what makes this particular itinerary special is that it will be the line's longest ever. The 23-day cruises , which include travel on both the Mississippi and Ohio Rivers, will be offered on the line's newest ship, the 245-passenger American Countess .

The vessel will feature stops in some of America's most notable small towns, including La Crosse, Wisconsin; Dubuque, Bettendorf and Burlington, Iowa; Hannibal, St. Louis, Kimmswick and Cape Girardeau, Missouri; Paducah, Henderson, Owensboro, Brandenburg, Louisville and Maysville, Kentucky; Madison, Indiana; Point Pleasant, West Virginia; and Cincinnati and Marietta, Ohio.

Details: The first voyage is set to begin in Red Wing, Minnesota (near Minneapolis), on July 24, 2023, and end in Pittsburgh on Aug. 15, 2023. The reverse itinerary will begin on Aug. 15, 2023, when the ship reaches Pittsburgh. Prices start from $10,599 per person for an inside cabin. You can find more details on the line's website .

The Middle East on Windstar's Star Legend

If you're looking for a cruise destination that's a bit more far-flung, Windstar Cruises is offering Red Sea and Persian Gulf sailings in the Middle East — a first for the line, which will sail its newly stretched Star Legend in the region, beginning in fall 2023.

The line will offer four different itineraries, but my favorite is the 10-day Persian Gulf option from Dubai to Muscat, Oman, which includes calls on places like Ras Al-Khaimah and Fujairah in the United Arab Emirates and Khasab, Oman. The ship will also visit the UAE's island of Sir Bani Yas, which is known for nature and wildlife conservation. The sailings include overnights in Doha and Abu Dhabi, too.

Details: This itinerary is offered 11 times, beginning in November 2023 and running into early 2024. Fares start from $3,499 per person for ocean-view accommodations.

Caribbean and Bahamas on MSC Meraviglia and Carnival Venezia from NYC

Although Caribbean and Bahamas itineraries aren't a new thing from New York, two cruise lines will have a new presence there starting in 2023: Carnival Cruise Line with Carnival Venezia, which will begin sailing from Manhattan in June, and MSC Cruises with MSC Meraviglia, which will be based at Brooklyn's Red Hook terminal beginning in April.

The itineraries are fairly standard at first glance, but what's key here is that, for the first time, the lines' private islands — in this case, Carnival's Half Moon Cay and MSC's Ocean Cay Marine Reserve — will be accessible via sailings traveling round-trip from New York.

Details: Between April and December 2023, MSC Meraviglia is offering 11 seven-night sailings calling on Port Canaveral (near Orlando), and Nassau and Ocean Cay Marine Reserve, both in the Bahamas. Prices start from $399 per person for an inside cabin. More info can be found on the MSC Cruises website .

From June through December, Carnival Venezia will sail one eight-day Bahamas voyage that includes Nassau, Freeport and Half Moon Cay, with prices starting from $484 per person for an inside cabin. During that time, the vessel is also scheduled to run five eight-day Eastern Caribbean cruises calling on Amber Cove, Grand Turk and Half Moon Cay, with fares starting at $684 per person for an inside cabin. Australia/New Zealand on Disney Wonder and Virgin Voyages' Resilient Lady

With Australia and New Zealand finally picking up steam again post-shutdown, it's not surprising that some cruise lines are sending ships to the region for the first time in 2023. Beginning in November, Disney Cruise Line 's Disney Wonder will sail 14 two- to six-night voyages from Sydney, Brisbane and Melbourne — calling on places like Hobart and Eden in Australia; Auckland, New Zealand; and Noumea, New Caledonia — through the end of the year, offering Disney fans another option in terms of destination.

Plus, starting in December 2023, Virgin Voyages ' brand-new Resilient Lady will offer five two- to 14-night sailings from Melbourne, providing locals with a more modern ship. (It's rare for the Australian market to see brand-new vessels.) Voyages include stops in Hobart, Burnie or both Tasmanian ports. On the two-week sailing, ports also include Sydney, as well as Picton, Napier, Tauranga and Auckland in New Zealand.

Details: Disney Wonder's per-person fares for inside cabins start at $946 for two nights, $1,604 for three nights, $2,000 for four nights, $2,118 for five nights and $4,078 for six nights. For more information, visit the Disney Cruise Line website .

The FAFSA Simplification Act, enacted into law as part of the Consolidated Appropriations Act of 2021 and amended by the Consolidated Appropriations Act of 2022 , represents a significant overhaul of federal student aid, including the Free Application for Federal Student Aid (FAFSA ® ) form, need analysis, and many policies and procedures for schools that participate in the Title IV programs. The U.S. Department of Education (Department) announced a phased implementation approach to the FAFSA Simplification Act , with full implementation by July 1, 2024.

To give financial aid administrators, software vendors, and other vested stakeholders time to understand and prepare for these upcoming changes, we are pleased to provide the draft 2024–25 FAFSA Specifications Guide . Beginning with the 2024–25 processing cycle, we will consolidate all FAFSA-related processing information and guidance into this new, multi-volume resource. The new resource will replace the following stand-alone documents:

With this May 2024 Update, we have updated

Volume 3 – Electronic Data Exchange and FAFSA Processing by making multiple updates to existing guidance, including clarification on the use of a dedicated Student Aid Internet Gateway (SAIG) mailbox for retrieving ISIR data files sent by the Federal Tax Information Module (FTIM);

Volume 4 – Record Layouts and Processing Codes by making valid content revisions for National Student Loan Data System (NSLDS) fields in the Institutional Student Information Record (ISIR) record layout and adding a new Date of Birth value (field #34) to the Correction record layout for student identification purposes only;

The 2024-2025 ISIR Record Layout in Microsoft Excel Format by updating the ISIR record layout in parallel with the revisions made to the Volume 4 version of the record layout;

This section provides an overview of the information provided in the guide, including a cross-reference table to assist users with the transition from the previous stand-alone documents to the volumes of the new consolidated guide. There is also a schedule of the planned releases for all volumes of the guide.

Final Volume 1 – Summary of Changes  

This volume provides an overview of major processing system changes related to the 2024–25 Free Application for Federal Student Aid (FAFSA ® ) processing cycle. Included are descriptions of 2024–25 enhancements to the online and PDF FAFSA ® forms, and updates to the FAFSA Partner Portal (formerly FAA Access to CPS Online) and the FAFSA Processing System (FPS), formerly known as the Central Processing System (CPS). Information in this section is similar to information provided in the Summary of Changes to the Application Processing System guide in prior cycles.

Final Volume 2 – FPS Schedule and Getting Help

This volume contains important FAFSA Processing System (FPS) processing deadlines and anticipated document and software release dates, as well as information for getting help such as contact information for customer service, FPS mailing addresses, and lists of helpful publications and websites you can access for additional assistance.

Final Volume 3 – Electronic Data Exchange and FAFSA Processing    Updated

This volume provides guidance to schools and other entities who want to develop mainframe systems or third-party software to exchange data electronically with Federal Student Aid. It includes an overview of the EDE process and our software products (EDExpress, EDconnect, and TDClient). Also included are descriptions of the FAFSA Processing System input data, electronic output data files (such as including the Institutional Student Information Record (ISIR), a review of the types of ISIR files available from the ISIR Datamart, and information for making electronic corrections to a student’s FAFSA data.

Final Volume 4 – Record Layouts and Processing Codes    Updated

This volume provides record layouts for schools and organizations that need to design or use software systems to interface with FSA's new FAFSA Processing System (FPS). This version includes revisions to the ISIR record layout, including added, deleted, or renamed fields, valid field content updates, and field length, number, and position changes for multiple fields. It also includes revisions to the Correction Data Entry Specifications. For a detailed list of revisions, see the Change History Table near the beginning of the volume. The ISIR record layout is also provided in Excel format.

Final Volume 5 – Edits and Rejects      Updated

This volume contains the data edits and reject/error information found previously in the  Application Processing System Specifications for Software Developers, EDE Technical Reference , and  ISIR Guide . This includes descriptions of data edits for various FAFSA contributors (dependent or independent student, parent, other parent, student’s spouse), as well as record-level, processing, verifiable, and non-verifiable reject codes, and resolution guidance.

Final Volume 6 – ISIR Guide      Updated

The information in this volume comes from the former  ISIR Guide . This volume assists financial aid administrators (FAAs) with interpreting student information on the  Institutional Student Information Record  (ISIR). ISIRs contain processed student information reported on the FAFSA form, as well as key processing results and National Student Loan Data System (NSLDS ® ) financial aid history information. This volume also describes the FAFSA Submission Summary, which is replacing the  Student Aid Report  (SAR) in 2024–25.

Final Volume 7 – Comment Codes    Updated

This volume describes the comment codes provided by the FPS on the 2024–25 electronic and paper FAFSA Submission Summary and the ISIR, as well as any action required by the student or school. The information in this section comes from the former SAR Comment Codes and Text guide.

Final Volume 8 – Agency Matches

This volume provides guidance regarding processed comment codes, status codes, and reject codes from matching agencies such the Department of Homeland Security (DHS), the Social Security Administration (SSA), the Department of Veterans Affairs (VA), and NSLDS ® . The information in this section comes from the former SAR Comment Codes and Text guide.

Final Volume 9 – Testingbr and Web Demo System

This volume describes ISIR test data and Web Demo System options for 2024–25. The information in this section comes from the former CPS Test System User Guide .

We began publishing early draft volumes of the 2024–25   FAFSA Specifications Guide  in December 2022 and updated the early drafts as we could through October 2023. In late November 2023, we began to publish final versions of the volumes.

Look for the word—“Draft” or “Final”—at the beginning of each volume description above for that volume’s status.

Note: The 2024-25 ISIR record layout published on May 22, 2024 is now the final version and has changed since we posted it on April 3, 2024. On May 22, 2024, we posted updates to Volume 4 – Record Layouts and Processing Codes and .to the 2024–25 Final ISIR Record Layout in Excel Format that included some minor edits to the field values. If further updates to the final version are necessary, the updated file will be posted to the 2024-25 FAFSA Specifications Guide publication page.

We appreciate users’ understanding as we continue to publish final volumes of the guide and continuously monitor for updates.

The 2024–25 FAFSA Specifications Guide will be updated with information and changes as they become available. A “Change History Table” is included in each volume of the guide and will outline all changes made to a volume over time. Refer to the “Planned Releases” schedule in the Introduction for forthcoming publication timeframes.

Abstract: We propose a scheme for auditing differentially private machine learning systems with a single training run. This exploits the parallelism of being able to add or remove multiple training examples independently. We analyze this using the connection between differential privacy and statistical generalization, which avoids the cost of group privacy. Our auditing scheme requires minimal assumptions about the algorithm and can be applied in the black-box or white-box setting. We demonstrate the effectiveness of our framework by applying it to DP-SGD, where we can achieve meaningful empirical privacy lower bounds by training only one model. In contrast, standard methods would require training hundreds of models.

Abstract: Recent work claims that large language models display emergent abilities, abilities not present in smaller-scale models that are present in larger-scale models. What makes emergent abilities intriguing is two-fold: their sharpness, transitioning seemingly instantaneously from not present to present, and their unpredictability , appearing at seemingly unforeseeable model scales. Here, we present an alternative explanation for emergent abilities: that for a particular task and model family, when analyzing fixed model outputs, emergent abilities appear due to the researcher’s choice of metric rather than due to fundamental changes in model behavior with scale. Specifically, nonlinear or discontinuous metrics produce apparent emergent abilities, whereas linear or continuous metrics produce smooth, continuous, predictable changes in model performance. We present our alternative explanation in a simple mathematical model, then test it in three complementary ways: we (1) make, test and confirm three predictions on the effect of metric choice using the InstructGPT/GPT-3 family on tasks with claimed emergent abilities, (2) make, test and confirm two predictions about metric choices in a meta-analysis of emergent abilities on BIG-Bench; and (3) show how to choose metrics to produce never-before-seen seemingly emergent abilities in multiple vision tasks across diverse deep networks. Via all three analyses, we provide evidence that alleged emergent abilities evaporate with different metrics or with better statistics, and may not be a fundamental property of scaling AI models.

Abstract : The current trend of scaling language models involves increasing both parameter count and training dataset size. Extrapolating this trend suggests that training dataset size may soon be limited by the amount of text data available on the internet. Motivated by this limit, we investigate scaling language models in data-constrained regimes. Specifically, we run a large set of experiments varying the extent of data repetition and compute budget, ranging up to 900 billion training tokens and 9 billion parameter models. We find that with constrained data for a fixed compute budget, training with up to 4 epochs of repeated data yields negligible changes to loss compared to having unique data. However, with more repetition, the value of adding compute eventually decays to zero. We propose and empirically validate a scaling law for compute optimality that accounts for the decreasing value of repeated tokens and excess parameters. Finally, we experiment with approaches mitigating data scarcity, including augmenting the training dataset with code data or removing commonly used filters. Abstract: While large-scale unsupervised language models (LMs) learn broad world knowledge and some reasoning skills, achieving precise control of their behavior is difficult due to the completely unsupervised nature of their training. Existing methods for gaining such steerability collect human labels of the relative quality of model generations and fine-tune the unsupervised LM to align with these preferences, often with reinforcement learning from human feedback (RLHF). However, RLHF is a complex and often unstable procedure, first fitting a reward model that reflects the human preferences, and then fine-tuning the large unsupervised LM using reinforcement learning to maximize this estimated reward without drifting too far from the original model. In this paper, we leverage a mapping between reward functions and optimal policies to show that this constrained reward maximization problem can be optimized exactly with a single stage of policy training, essentially solving a classification problem on the human preference data. The resulting algorithm, which we call Direct Preference Optimization (DPO), is stable, performant, and computationally lightweight, eliminating the need for fitting a reward model, sampling from the LM during fine-tuning, or performing significant hyperparameter tuning. Our experiments show that DPO can fine-tune LMs to align with human preferences as well as or better than existing methods. Notably, fine-tuning with DPO exceeds RLHF’s ability to control sentiment of generations and improves response quality in summarization and single-turn dialogue while being substantially simpler to implement and train.

Abstract: Modern climate projections lack adequate spatial and temporal resolution due to computational constraints. A consequence is inaccurate and imprecise predictions of critical processes such as storms. Hybrid methods that combine physics with machine learning (ML) have introduced a new generation of higher fidelity climate simulators that can sidestep Moore’s Law by outsourcing compute-hungry, short, high-resolution simulations to ML emulators. However, this hybrid ML-physics simulation approach requires domain-specific treatment and has been inaccessible to ML experts because of lack of training data and relevant, easy-to-use workflows. We present ClimSim, the largest-ever dataset designed for hybrid ML-physics research. It comprises multi-scale climate simulations, developed by a consortium of climate scientists and ML researchers. It consists of 5.7 billion pairs of multivariate input and output vectors that isolate the influence of locally-nested, high-resolution, high-fidelity physics on a host climate simulator’s macro-scale physical state. The dataset is global in coverage, spans multiple years at high sampling frequency, and is designed such that resulting emulators are compatible with downstream coupling into operational climate simulators. We implement a range of deterministic and stochastic regression baselines to highlight the ML challenges and their scoring. Abstract: Generative Pre-trained Transformer (GPT) models have exhibited exciting progress in capabilities, capturing the interest of practitioners and the public alike. Yet, while the literature on the trustworthiness of GPT models remains limited, practitioners have proposed employing capable GPT models for sensitive applications to healthcare and finance – where mistakes can be costly. To this end, this work proposes a comprehensive trustworthiness evaluation for large language models with a focus on GPT-4 and GPT-3.5, considering diverse perspectives – including toxicity, stereotype bias, adversarial robustness, out-of-distribution robustness, robustness on adversarial demonstrations, privacy, machine ethics, and fairness. Based on our evaluations, we discover previously unpublished vulnerabilities to trustworthiness threats. For instance, we find that GPT models can be easily misled to generate toxic and biased outputs and leak private information in both training data and conversation history. We also find that although GPT-4 is usually more trustworthy than GPT-3.5 on standard benchmarks, GPT-4 is more vulnerable given jailbreaking system or user prompts, potentially due to the reason that GPT-4 follows the (misleading) instructions more precisely. Our work illustrates a comprehensive trustworthiness evaluation of GPT models and sheds light on the trustworthiness gaps. Our benchmark is publicly available at https://decodingtrust.github.io/.

Test of Time

This year, following the usual practice, we chose a NeurIPS paper from 10 years ago to receive the Test of Time Award, and “ Distributed Representations of Words and Phrases and their Compositionality ” by Tomas Mikolov, Ilya Sutskever, Kai Chen, Greg Corrado, and Jeffrey Dean, won. 

Published at NeurIPS 2013 and cited over 40,000 times, the work introduced the seminal word embedding technique word2vec. Demonstrating the power of learning from large amounts of unstructured text, the work catalyzed progress that marked the beginning of a new era in natural language processing.
