IRS Tax Tip 2023-15, February 7, 2023

Whether someone travels for work once a year or once a month, figuring out travel expense tax write-offs might seem confusing. The IRS has information to help all business travelers properly claim these valuable deductions.

Here are some tax details all business travelers should know

Business travel deductions are available when employees must travel away from their  tax home  or  main place of work  for business reasons. A taxpayer is traveling away from home if they are away for longer than an ordinary day's work and they need to sleep to meet the demands of their work while away.

Travel expenses  must be ordinary and necessary. They can't be lavish, extravagant or for personal purposes.

Employers can deduct travel expenses paid or incurred during a  temporary work assignment  if the assignment length does not exceed one year.

Travel expenses for  conventions  are deductible if attendance benefits the business. There are special rules for conventions held  outside North America .

Deductible travel expenses include:

  • Travel by airplane, train, bus or car between your home and your business destination.
  • Fares for taxis or other types of transportation between an airport or train station and a hotel, or from a hotel to a work location.
  • Shipping of baggage and sample or display material between regular and temporary work locations.
  • Using a personally owned car for business.
  • Lodging and  meals .
  • Dry cleaning and laundry.
  • Business calls and communication.
  • Tips paid for services related to any of these expenses.
  • Other similar ordinary and necessary expenses related to the business travel.

Self-employed individuals or farmers with travel deductions

  • Those who are self-employed can deduct travel expenses on  Schedule C (Form 1040), Profit or Loss From Business (Sole Proprietorship) .
  • Farmers can use  Schedule F (Form 1040), Profit or Loss From Farming .

Travel deductions for the National Guard or military reserves

National Guard or military reserve servicemembers can claim a deduction for unreimbursed travel expenses paid during the  performance of their duty .

Recordkeeping

Well-organized records  make it easier to prepare a tax return. Keep records such as receipts, canceled checks and other documents that support a deduction.

Associate Salary & Benefits

  • Associates are CDC employees for the duration of the program, earning a federal salary and various tangible and intangible benefits.
  • Associates are responsible for relocation travel expenses.

The Public Health Associate Program (PHAP) is a competitive, two-year paid, competency-based training and service program that gives associates hands-on experience in public health.

During the first year of the program, associates (regardless of their experience) earn a salary and benefits equivalent to a GS-05 or GS-07, step 1, federal employee (including geographic cost of living adjustments). Based on performance during Year 1 of PHAP, associates are eligible to earn a salary equivalent to a GS-07 or GS-09, step 1, during Year 2 of PHAP. Salaries are non-negotiable.

Available Benefits‎

Travel requirements and expenses.

Associates must relocate to their host site, travel from host site locations to Atlanta, Georgia, for three CDC-hosted, in-person PHAP training events, and may be asked to travel for their host site assignment.

Associates are responsible for covering the cost of travel for relocation to their host site location and after the program ends.

Host sites will cover the cost of local travel related to the host site assignment. PHAP program will cover the cost of travel for the mandatory in-person training events.

  • Serves as an issue expert in the examination of LB&I returns. Exercises significant authority and responsibility in planning, directing, and coordinating the examination of certain significant complex issues.
  • As a technical expert on SB/SE and LB&I program guidelines and policies, interprets, develops, adapts, and coordinates analytical reviews of new policies, procedures, and program requirements of the Service and their impact on the Compliance operations and resources. Advises and negotiates acceptance of conflicting issues with management in the formulation of Compliance policies. Applies and disseminates newly developed or revised policies and procedures for use in field operations.
  • Serves as a technical expert on significant issues relative to the Exempt Organizations specialty. Provides technical guidance on examination and determination of exempt status activity relative to exempt organizations including private foundations, cooperatives, and relevant business entities. The incumbent provides expert advice that potentially impacts the organization's overall tax compliance strategy and the Exempt Organization Examination and Rulings and Agreement programs.
  • Serves as a lead for other revenue agents and specialists assigned to an examination and counsel attorneys. Leads the team in conferences with appeals, including issue resolution meetings such as fast track. May be assigned to multiple examinations simultaneously.
  • Leads national analysis of tax computational issues involving significant tax transactions related to specific taxpayers or across taxpayer, industry and international boundaries. Qualifications

BASIC REQUIREMENTS: A Certificate as a Certified Public Accountant (CPA) or a bachelor's or higher degree in accounting that included at least 30 semester hours in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management, or finance. OR A bachelor's or higher degree in a field other than accounting or a combination of education and experience equivalent to 4 years that included at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above. AND

SPECIALIZED EXPERIENCE GS-14: In addition to meeting the basic requirements you must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position must include:

  • Experience in applying professional accounting principles, concepts and methodology in the examination of accounting books, records and systems; and
  • Knowledge of business and trade practices to analyze business operations and financial conditions; and
  • Experience in interacting effectively in a wide range of situations with a broad range of individuals; and
  • Experience in interpreting and applying tax law for at least one of the following specialties: individuals; business; employee plans or retirement plans; exempt organizations; tax advantaged municipal finance transactions or tax exempt bonds; Indian Tribal Governments and Employment Tax issues for Federal State and Local governments; Large complex business transactions and returns pertaining to the application of tax principles, policies, legal decisions for business taxpayers' international and transfer pricing issues.

ORCHID: To Youngstown City Council for tightening its policy this month on reimbursements for employee travel expenses. The previous policy allowed employees to be reimbursed without receipts for expenses $30 or under. The new policy requires expenses for all food, hotel or other purchases. Finance Director Kyle Miasek hit the nail on the head on the value of the new restrictions: “This protects our policy so that taxpayer funds are not used inappropriately.”

ORCHID: To the Eastgate Regional Council of Governments for setting a great example for other groups and organizations by donating $100,000 to the newly created Lake to River Economic District that encompasses Mahoning, Trumbull, Columbiana and Ashtabula counties. Lake to River is the newest of seven state-supported economic development districts overseen by JobsOhio, the state’s economic development agency. As Guy Coviello, president / CEO of the Youngstown / Warren Regional Chamber put it, “The $100,000 from Eastgate is huge. It shows the commitment and shows the community is embracing this.” Others should follow ERCG’s commendable lead.

ONION: To hooligans who get their kicks by risking the lives of others by carelessly and irresponsibly firing guns randomly in residential neighborhoods. Just last week, Youngstown police investigated reports of a “large amount of gunfire” outside a South Side home where a large family gathering was taking place shortly after sunset. At least six vehicles near the home were damaged by gunfire, but fortunately none of the bullets penetrated the home and caused injury or worse to the party goers. We hope these wild, wild West hoodlums are apprehended and punished to the fullest extent of the law.

ORCHID: To Christopher Neifer for besting many other fine candidates to be appointed superintendent of Boardman Local Schools last week. Neifer, who currently serves as superintendent of East Palestine schools, brings a bounty of experience to the post in virtually all aspects of public education. He has served as a teacher, principal at elementary and high schools, coach and superintendent. As an added bonus, he also brings a wealth of community pride to the post as he is a longtime member of Boardman Township. We’re confident Neifer will extend the school district’s longstanding tradition of excellence.

ORCHID: Posthumously to Lt. Col. Arnold W. Bokesch, an Austintown native and 1934 graduate of Fitch High School for being inducted last week into the Ohio Military Hall of Fame for Valor. Bokesch, an Army veteran, served in both World War II and the Korean War, received the Bronze Star with “V” Device for valor and three Purple Hearts. Bokesch died in 1973 at 57 from the effects of chemical agents, such as Agent Orange. We salute Lt. Bokesch and his proud family as he joined nearly 500 others, including four Fitch High School graduates, inducted into the prestigious Hall of Fame since its inception 25 years ago.

ONION: To the thousands of drivers in the Mahoning Valley who continue to play mobile Russian Roulette by routinely driving motor vehicles without wearing seat belts. In Trumbull County, for example, only 82% of drivers regularly use seat belts, compared with the 92% national average, according to the Ohio State Highway Patrol. There are legal and financial consequences for not wearing a seat belt, but the major incentive of course is that the simple safety device prevents injuries and saves thousands of lives annually in the U.S. We urge the patrol and other law enforcement agencies to crack down aggressively during the current Click It Or Ticket seat belt campaign that runs through June 2.

ORCHID: To the many donors who contributed to the privately funded project to replace outdated and worn seating in the Beeghly Center arena at Youngstown State University. Work began this month on the $2 million project that will replace the majority of the nearly 5,000 seats in the complex by the start of fall semester in August. The more roomy and comfortable seating will reflect well on the quality of the five-decades-old structure and on the generosity of YSU alumni and supporters.
