I-40 eastbound lanes remain closed after train derailment near Arizona-New Mexico border

The eastbound lanes of Interstate 40 at Chambers, Arizona, remained closed Saturday evening after a train carrying propane and gasoline derailed and caught fire near the Arizona-New Mexico border on Friday, according to the Arizona Department of Transportation.

The eastbound lanes of I-40 were reopened from mileposts 285-333 after being closed due to the derailment, but they remained shut down at milepost 333 in Chambers, as announced by ADOT on Saturday evening.

Traffic was being rerouted onto U.S. Route 191 northbound, and ADOT recommended that travelers looking to pass through Arizona use southern routes, such as Interstate 10.

Segments of I-40 have been closed since Friday after a BNSF train derailed and caught fire on the New Mexico side of the Arizona-New Mexico state line near Lupton, Arizona, according to the Arizona Corporation Commission. The derailment occurred at milepost eight of I-40, according to the New Mexico State Police.

Roughly 35 rail cars carrying “mixed freight,” six of which contained non-odorous propane, derailed, McKinley County Fire & Rescue said.

Crews were planning to extinguish the fire caused by the derailment Saturday night, according to Lawrence Montoya Jr., chief of fire and rescue in McKinley County. Previously, firefighters were not actively attempting to extinguish the fire in order to mitigate existing conditions and ensure the safety of the surrounding community.

Evacuations have been issued within a two-mile radius of the derailment, and BNSF is currently working with the displaced, according to McKinley County Fire & Rescue.

There were no reports of injuries from the derailment, and fire personnel responded to mitigate the fire. Montoya said that while some wreckage has been removed from the tracks, the 35 rail cars remain.

Residents of Laguna, Acoma, Grants and Gallup were allowed to continue west past the road closure on I-40 with proof of local residency, according to a New Mexico State Police Facebook post.

New Gateway Expressway now open in Pinellas County

PINELLAS COUNTY, Fla. — The new Gateway Expressway opened in Pinellas County on Friday afternoon, according to the Florida Department of Transportation (FDOT).

For the first time, drivers have new connections between U.S. 19, the Bayside Bridge and Interstate 275.

The $600 million project opened after more than six years of construction and several delays that included the pandemic but also the large scale of the work.

Two new elevated, four-lane toll roads connect drivers to I-275. One from U.S. 19 and the other from the Bayside Bridge.

The project also includes new tolled express lanes along I-275, from south of Gandy Boulevard to 4th Street North, one in each direction.

FDOT on Wednesday said using the new lanes will be free for the first seven days after they are opened. After that, pricing will be:

The biggest change drivers should see is less congestion and easier access to and from I-275.

Greg Deese, an FDOT engineer, has worked on the project since the beginning.

"Really going to become a highly used facility. You have a lot of regional traffic between U.S. 19 and I-275," he said. "It really was about five projects in one. So a project that complex inevitably runs into delays."

The Gateway Expressway is part of several state projects to help ease traffic congestion in the area as the population grows.

What are the new roads?

State Road 690: A new elevated four-lane tolled expressway from U.S. 19 to I-275. The road is built in the median of 118th Avenue North.

State Road 686A: A new elevated four-lane tolled expressway from the Bayside Bridge to I-275. The road is built in the median of Roosevelt Boulevard between the Bayside Bridge and Ulmerton Road.

I-275 Express Lanes: I-275 has been widened to add tolled express lanes, one in each direction from south of Gandy Boulevard to 4th Street North.

Impact on St. Pete-Clearwater Airport:

As part of the project, FDOT rebuilt Roosevelt Boulevard near the airport from the Bayside Bridge to Ulmerton Road as two one-way roads.

Crews also built a new airport access road that runs parallel to Roosevelt Boulevard. There's also a new traffic light at the intersection at Terminal Boulevard.

The new configuration is expected to ease traffic congestion by the airport.

Other improvements:

FDOT also repaved 118th Avenue North from U.S. 19 to 31st Court North as part of the project. Existing sections of U.S. 19 and 118th Avenue North were rebuilt, including new ramps and bridges.

LOVE COUNTY - OPEN

  • All lanes of north and southbound I-35 are  open  at mm 15, in Marietta. Drivers should expect delays and intermittent lane closures Monday as crews work to clear the area of debris

MCINTOSH COUNTY 

  • All lanes of east and westbound US-266 are closed at N 4220 Rd., just east of Checotah, due to high water

MURRAY COUNTY

  • All lanes of east and westbound SH-7 are closed between Woodruff Rd. and US-177 in Sulphur due to severe weather clean-up. 
  • All lanes of north and southbound US-177 are closed between Lawton Ave. and Denney Rd. in Sulphur due to severe weather clean-up

Drivers are urged to avoid the area. For drivers who cannot avoid the area, a local detour is in place.

4 law enforcement officers killed in shooting in Charlotte, North Carolina

At least four law enforcement officers were killed in a shooting in Charlotte , North Carolina , while trying to serve a warrant Monday afternoon, police said. A suspect was killed in a shootout with police, Charlotte-Mecklenburg Police Chief Johnny Jennings announced during a news conference.

"Today is an absolute tragic day for the city of Charlotte and for the profession of law enforcement," Jennings told reporters.

A U.S. Marshals Service fugitive task force comprised of officers from multiple agencies was attempting to serve a warrant on an individual for possession of a firearm by a convicted felon in east Charlotte when the shooting started, Jennings said.

When officers approached the individual at a residence, they were met with gunfire and they returned fire, Jennings said. According to a statement released later Monday night, the officers called for backup and they continued to exchange fire with the suspect. 

More gunfire came from inside the residence as officers approached the individual, setting off a long standoff, Jennings said.  

The man then left the house while armed, police said, and officers opened fire and shot him in the front yard, where he was pronounced dead. He was later identified by police as Terry Clark Hughes, Jr., 39.

When the standoff was over, a female and a 17-year-old were found inside the residence and were brought to a police station as persons of interest, Jennings said. A later statement said both individuals were female and that they had exited the home following negotiations with a SWAT team. Investigators were trying to determine what happened inside the residence. Police believe there were two shooters involved in the incident, including the individual killed in the initial shootout, Jennings said.

Eight officers in total were shot, Jennings said. 

The Marshals Service said a deputy U.S. marshal was killed. Two other slain law enforcement officers, identified as Sam Poloche and Alden Elliott, were from the North Carolina Department of Corrections assigned to the U.S. Marshals fugitive task force. Both were 14-year veterans of the department, North Carolina Secretary of Adult Correction Todd Ishee said in a statement.

Poloche is survived by a wife and two adult children. Elliott leaves behind a wife and one child, the statement said.

"These officers died as heroes and made the ultimate sacrifice in their service to our state," Ishee said. "We remember them, we honor their service, we send our deepest condolences to their families and friends, and we pray for healing for all affected by this tragic incident."

Polche's wife, Cielo Poloche, told CBS News her husband was "passionate about his work and he was passionate about helping people and protecting people and being part of his team." The two had been married for 22 years, she said.

The fourth officer killed was Joshua Eyer, a member of the Charlotte-Mecklenburg Police Department, the department said Monday night.

Eyer, who had been with the department for six years, "fought for his life for several hours before succumbing to his injuries," the Charlotte-Mecklenburg Police Department said in a statement. Ayer is survived by a wife and three-year-old son, Jennings said Monday night. 

Three other Charlotte-Mecklenburg police officers who responded to the shooting were shot, Jennings said. Police said later Monday night the other wounded officer was also part of the U.S. Marshals Service fugitive task force.

"Unfortunately today was something tragic that we never want to see," Jennings said.

North Carolina Gov. Roy Cooper said on social media, "Our hearts are with the families and co-workers of officers in today's brutal attack, including two state Department of Adult Correction officers working with the US Marshal's Task Force who were shot and killed."

President Biden spoke with Cooper and "expressed his condolences and support for the community," the White House said in a statement.

In a later statement, Mr. Biden called the officers "heroes who made the ultimate sacrifice, rushing into harm's way to protect us. We mourn for them and their loved ones. And we pray for the recoveries of the courageous officers who were wounded."

Attorney General Merrick Garland said in a statement, "The Justice Department is heartbroken by the deaths of three of our own law enforcement colleagues, and we extend our deepest condolences to their loved ones as they grieve this unfathomable loss."

Tyler Wilson told CBS affiliate WBTV he was working at home when he heard officers calling for someone to come out of a neighboring house.

"After that, it was just chaos," Wilson told the station. "There was shots ringing left and right. We had SWAT and U.S. marshals set up snipers in our bedrooms. There was a officer got drug by his arms through our house. I don't know if he was shot or if he injured himself. It's been pretty crazy. It was about 30 minutes where it was a straight shootout."

Video posted to social media appeared to show over a dozen police cruisers and two officers running at the scene.

Numerous law enforcement officers have been struck by gunfire Monday in a neighborhood in Charlotte, North Carolina, police said.

Congestion Pricing Will Start on June 30 in New York City, M.T.A. Says

Transit officials announced the start of the program, which they have said will ease some of the nation’s worst traffic.

The first comprehensive congestion-pricing program in a major U.S. city will begin in New York on June 30, the Metropolitan Transportation Authority announced on Friday.

The plan remains contentious, however, and with months to go before its scheduled rollout, legal and political clashes could still dilute or stop it altogether. A growing number of opponents — including Gov. Philip D. Murphy of New Jersey, influential unions and some elected New York officials — recently ratcheted up their effort to block it.

The program is meant to ease some of the worst traffic in the nation, improve the city’s air quality, increase mass transit ridership and raise money to modernize the city’s subway, bus and commuter rail system. Congestion-pricing tolls are expected to generate $1 billion a year, with the revenue earmarked by law for capital projects, not operating costs.

The authority, which operates the mass transit system, also said on Friday that it had opened a portal for applicants seeking the program’s coveted discounts and exemptions. A website will guide drivers on who qualifies and how to apply.

Under the program, most passenger cars will be charged $15 a day to enter a so-called congestion zone below 60th Street in Manhattan. Trucks would pay $24 or $36, depending on their size. Taxi fares would increase by $1.25, and Uber and Lyft fares would rise by $2.50.

The program is widely unpopular by many measures. A survey of about 800 New Yorkers conducted this month by Siena College found that 63 percent opposed it. Still, out of more than 25,000 public comments about congestion pricing submitted to the transportation authority from late December to mid-March, roughly 60 percent expressed support, the authority said.

M.T.A. and federal transportation officials are defending it against six lawsuits in federal courts in New York and New Jersey that seek to halt the plan. The courts, which are expected to rule before the program starts, could possibly delay or block it.

“They are proceeding at their own risk in arrogant disregard of pending court cases,” said Jack L. Lester, a lawyer for a group of city residents who filed one of the suits.

This month, a federal judge in Newark heard arguments in a suit brought by New Jersey officials who argue that the congestion-pricing plan would shift traffic and pollution to some communities in the state as drivers try to avoid the tolls.

“We are awaiting a court ruling as early as next month on whether the M.T.A.’s unprecedented congestion-pricing scheme can go forward,” said Randy Mastro, a lawyer for the state of New Jersey, adding that “the jury is still out on this hugely flawed plan.”

The tolling rates, which the authority’s board approved last month , are still being reviewed by the Federal Highway Administration, which has already signed off on an exhaustive study of the program and is expected to approve the tolls.

Congestion pricing is expected to lower the number of vehicles coming into the zone by about 17 percent, according to a November report by an authority advisory committee. The report also said the program would reduce the total number of miles driven by motorists in 28 counties in the metropolitan region.

The fees are also supposed to discourage drivers from jamming roads and idling in gridlock, which contributes to soot and other harmful air pollutants. But some of the program’s harshest critics have pointed to evidence that certain neighborhoods could end up with dirtier air as a result of the traffic that is diverted. In response, the authority has vowed to work to diminish such potential harm .

Other cities that have adopted congestion-pricing programs, such as London, Singapore and Stockholm , have reported sharp drops in traffic and congestion.

David I. Weprin, a Democratic state assemblyman from Queens and a longtime congestion-pricing opponent, said of the plan that the authority was “trying to aggressively ram it down the public’s throat.”

“I don’t think the public wants it and I think it’s really unfair for people who have to drive and have no choice,” Mr. Weprin said. He has joined a lawsuit filed by Vito Fossella, a Republican and Staten Island’s borough president, and the United Federation of Teachers that seeks to keep the tolling plan from proceeding.
