If you're a foreign national but wish to stay in Singapore for over 30 days, you will have to obtain a Long Term Visit Pass (LVTP).

With an LTVP, you can stay in Singapore for a period of up to two years, and the pass can be renewed for subsequent periods. The LTVP is different from other types of visas in Singapore, such as the Employment Pass, which is issued to foreign professionals, managers, and executives who are employed by Singapore companies; or the Student Pass, which is issued to foreign students who wish to study in Singapore.

In a nutshell, the LTVP Singapore is specifically designed for those who wish to stay in Singapore for a longer period of time without having to apply for a new visa every few months.

What Is a Long Term Visit Pass in Singapore?

According to the Ministry of Manpower (MOM), a Long Term Visit Pass (LTVP) in Singapore is a type of visa issued to foreigners who wish to stay in Singapore for an extended period of time to visit their family members who are Singapore citizens or permanent residents, or for other long-term purposes such as employment, business, or study.

The Long-Term Visit Pass is meant for a common-law partner, step-child, or handicapped child of an Employment Pass or S Pass holder. Pass holders who earn over S$12,000 can also get a pass for their parents.

To apply for a LTVP, the applicant must be sponsored by a Singapore citizen or permanent resident who is either a spouse, parent, child or grandchild. The sponsor must also meet certain eligibility criteria, such as income and housing requirements. The application process for the LTVP can be done online or at a Singapore embassy or consulate overseas, and typically takes several weeks to process.

What Is LTVP+?

Also known as the Singapore Long Term Visit Pass Plus , the LTVP+ allows holders to stay in Singapore for three years, and can be subsequently renewed for up to five years per renewal. This is applicable to spouses of Singaporean citizens or Permanent Residents. Additionally, LTVP+ holders can enjoy health and employment benefits.

Nonetheless, LTVP+’s eligibility conditions include having at least one child who is Singaporean. If you do not have a child, you could still be eligible if you have been married for at least three years.

Types of Long Term Visit Pass

There are two types of LTVP available in Singapore – namely the ones issued by the Singapore Immigrant and Checkpoints Authority (ICA), and the MOM.

1st Type: Issued by the ICA

The ICA issues one type of LTVP. This LTVP functions like an extension of an existing Short-Term Visit Pass. This is applicable to foreign visitors who wish to stay in Singapore for over 30 days that the Short-Term Visit Pass permits .

2nd Type: Issued by the MOM

Another type of LTVP is issued by the MOM. This is applicable to the family members of foreign employees who are not eligible for the Dependant’s Pass , but wish to live with their family members in Singapore.

Who Is Eligible To Apply for a Long Term Visit Pass in Singapore?

Depending on the type of LTVP you intend to apply, the eligibility criteria differs.

According to the ICA , you can apply for a LTVP with them if you fulfill the following conditions:

  • Spouse of a Singaporean citizen;
  • Spouse of a Singapore Permanent Resident;
  • The dependant child (below age 21) of a Singaporean Citizen or Permanent Resident;
  • The parent of a Singaporean Citizen or Permanent Resident;
  • Graduate from a Higher Learning institution who wishes to be employed in Singapore;
  • The mother or grandmother of a young foreigner who is studying in Singapore with a Student’s Pass;
  • Foreigner seeking permission to give birth in Singapore.

If you are a foreign employee and wish to bring your family member to Singapore with an LTVP, you can do so if:

  • Earn a fixed monthly income of S$6,000 based on your own income, and not the combined household income
  • Your employer is a Singapore-registered, established company
  • Common-law spouse
  • Unmarried step-children under 21 years old
  • Unmarried handicapped children 21 years old and above
  • Parents – if you earn a fixed monthly income of at least S$12,000
  • You hold a Singapore EntrePass

The Required Documents for a Long Term Visit Pass

To apply for your LTVP, your documents have to be in English and in their original copies. If they are not in English, the documents will have to be translated by a professional translator.

Documents for the ICA

To apply for your LTVP at the ICA, you will need:

  • A photocopy of your passport bio-data page;
  • Disembarkation/Embarkation (D/E) number;
  • Recent passport-sized photo taken within the last three months, based on Singapore’s acceptable photo guidelines .

Additional required documents depending on the person travelling:

Documents required from the Singaporean Citizen or Permanent Resident:

  • Identity Card;
  • Past three years of income tax Notice of Assessment;
  • Central Provident Fund (CPF) Statement for the past 12 months which reflects his/her monthly CPF contributions;
  • Employment letter, reflecting the start date, position, and monthly income;
  • Valid registration certificate issued by the Accounting and Corporate Regulatory Authority (ACRA);
  • Past 12 months of the company’s Profit and Loss Statement.

To apply for the LTVP at the MOM , you can refer to the following table:

Can You Renew Your Singapore Long Term Visit Pass?

You can renew your Long Term Visit Pass Singapore, following the same process as your initial application.

  • To renew your LTVP issued by the ICA, you will have to apply at least ten days before your current one expires.
  • To renew your LTVP issued by the MOM, you will have to apply a maximum of six months before your current one expires.

However, renewing your LTVP renewal does not necessarily guarantee that you will obtain your new pass, since you will be assessed based on your eligibility and the existing criteria.

Differences Between LTVP, Employment Pass and S Pass

LTVP, Employment Pass and S Pass are all different types of work visas that allow foreigners to work and live in Singapore. However, they vary in terms of eligibility requirements, benefits, and validity period.

The LTVP is a long-term visit pass issued to foreigners who are married to Singaporean citizens or permanent residents, or who have children who are Singapore citizens or permanent residents. It allows them to stay in Singapore for extended periods of time of up to 2 years initially, and is renewable subsequently. However, it does not allow the pass holder to work in Singapore.

The Employment Pass is a work visa for foreign professionals, managers, executives, and skilled workers who are hired by a Singapore-registered company. To qualify for an Employment Pass, the applicant must have a job offer from a Singapore-based company, earn a monthly income of at least S$4,500, and possess relevant educational qualifications and work experience. The validity period of an Employment Pass is usually between 1 to 2 years, depending on the applicant's qualifications and the sponsoring company.

An S Pass is a work visa for mid-level skilled foreign employees. To qualify for an S Pass, the applicant must have a job offer from a Singapore-based company, earn a monthly minimum income of S$2,500, and have relevant qualifications and work experience. The validity period of an S Pass is usually between 1 to 2 years, depending on the applicant's qualifications and the sponsoring company.

In summary, an LTVP allows foreigners to stay in Singapore for an extended period of time, but does not allow them to work. On the other hand, an Employment Pass is meant for high-level skilled foreign professionals and managers, while an S Pass is for

mid-level skilled foreign employees. Both Employment Pass and S Pass holders are allowed to work in Singapore, with Employment Pass holders enjoying more benefits – including the ability to bring their families over and to apply for permanent residency.

Differences Between LTVP and Dependant Pass

LTVP and Dependant’s Pass are both visas issued by the Singapore government to the family members of foreigners who are living and working in Singapore. While they share some similarities, there are also some key differences between the two:

Eligibility Requirements

A Dependant Pass is issued to the legally married spouse or unmarried children (under the age of 21) of an Employment Pass or S Pass holder, while a Long-Term Visit Pass is issued to a wider range of family members, including the legally married spouse or unmarried children (under 21 years old) of a Singapore citizen, permanent resident or Employment Pass holder. The LTVP is also issued to other family members such as parents, step-parents, and handicapped children who are over 21 years old.

Dependant’s Pass holders can work in Singapore, but only if they secure their own work visa. On the other hand, LTVP holders are not allowed to work in Singapore.

Dependant’s Pass holders enjoy similar benefits as their main pass holder in terms of healthcare, education and access to housing. They can also apply for permanent residency. However, LTVP holders are not entitled to the same benefits as Dependant’s Pass holders, but they are eligible to stay in Singapore for a longer period of time and have more flexibility in terms of their stay in the country.

Validity Period

A Dependant’s Pass is usually valid for the same duration as the main pass holder's work visa. For instance, if the main pass holder has an Employment Pass that is valid for 2 years, the Dependant’s Pass will also be valid for 2 years. In comparison, an LTVP can be issued for up to 2 years initially, and is renewable thereafter.

In summary , the main difference between LTVP and Dependant’s Pass lies in the eligibility requirements, validity period and employment opportunities. Dependant’s Pass is only available for family members of Employment Pass or S Pass holders while LTVP is available for a wider range of family members, and Dependant’s Pass holders can work with a separate work visa, while LTVP holders are not allowed to work in Singapore.

Gather the required documents and complete the application form . Upon submission of your application, you can expect a notification from the MOM.

Once you have successfully completed this step, you will obtain the in-principle letter of approval. Afterwards, you should bring your family members over. When you are all in Singapore, you will have to obtain a pass issued for your family members.

How to apply for a long term visit pass:

Pre-approved Letter of Consent (PLOC)

The Pre-approved Letter of Consent (PLOC) is a document introduced by the MOM, and allows the holder to work in Singapore legally.

The PLOC does not require you to have a job offer secured, yet remains effective so long as your LTVP or LVTP+ remain valid. This means that in the event that your LTVP or LTVP+ expires, your PLOC also becomes invalid.

To be eligible for a PLOC application, you are required to have a spouse or unmarried child of a Singaporean citizen or permanent resident. Otherwise, you can also have an LTVP or LTVP+ to be eligible for the application. If you are unable to apply for a PLOC but wish to work in Singapore, you will have to apply for a Letter of Consent through your company.

Letter of Consent (LOC)

Unlike the PLOC, the Letter of Consent (LOC) requires you to have secured a job offer prior to applying. Granted by the MOM, this letter provides you the right to legally work for a Singapore-registered business. There is no limit to the number of employees a Singapore-registered business can employ, which makes LOC holders appealing employment prospects.

To be eligible for a LOC, you will need to have a Dependant’s Pass that is tied to an Employment Pass holder, EntrePass, or be a holder of a Personalized Employment Pass (PEP) that is valid for a minimum of 3 months from the application date.

Alternatively, you can also possess a LTVP that is tied to a Singaporean Citizen or Permanent Resident, that is valid for a minimum of 3 months.

Employment Pass

Holders of the LTVP and Dependant’s Pass can also  apply for the Employment Pass, other than their family member with the main work permit.

With an Employment Pass, there is more flexibility – in fact, the pass holder can even hold directorial roles in a Singapore-registered business.

Holders of the LTVP and Dependant’s Pass with an Employment Pass can also freely renew and cancel the pass, without being affected by the main family member.

How Much Does the Application Cost?

There is a non-refundable application fee of S$30 for each submitted application. Payment can be done online using a credit card.

Once your LTVP is approved, you are required to pay S$60 for the pass itself. Additionally, you may also have to pay for other applicable fees depending on your situation.

What Does the Application Process Look Like?

The application process is relatively easy. Simply gather the necessary documents, complete the application, and submit them. In a few weeks’ time, you will either receive a notification about your acceptance or rejection. If your application is approved, you will obtain the in-principle approval letter. Subsequently, bring your sponsored family member over to Singapore, and have their pass issued with the authority.

Can I Extend or Cancel My Application?

To extend your LTVP , you will have to repeat the same process as your initial LTVP application. However, this does not necessarily guarantee that you will obtain your new pass, since you will be assessed based on your eligibility and the existing criteria.

To cancel your LTVP , log onto the Employment Pass Online portal and hover over to the LTVP section. You can then cancel your LTVP in just a few clicks. If you’re the person cancelling the LTVP, it will be immediately cancelled. If your employer is cancelling your visa, it could take some time for your LTVP to be cancelled.

In the event that your family member no longer requires the LTVP, you have to cancel it and return the card to the issuing authority. This cancellation is immediate and does not incur any fees.

How Long Is the Long Term Visit Pass Valid for?

The LTVP has a validity of up to two years, depending on your reason of application. If you wish to join a family member who is a foreign employee in Singapore, your Pass will have the same validity period as their Employment Pass.

SINGAPORE: Singapore will gradually allow visitors to enter the country using an electronic visit pass (e-Pass) instead of having their passports stamped at all checkpoints.

The announcement was made as part of the Immigration and Checkpoints Authority (ICA) annual statistics report 2021 released on Tuesday (Feb 15).

The e-Pass was introduced in phases at Changi Airport since Oct 10 last year and will be rolled out at other checkpoints, ICA said. The pass is issued via an email notification to the address declared in visitors’ electronic arrival card.

It will also be complemented by an online enquiry portal that allows the retrieval of e-Pass records, it added.

“The introduction of the e-Pass not only provides for safer immigration clearance with reduced contact between officers and travellers, but is also a crucial building block for ICA to make automated clearance a norm from 2023,” the authority said.

TRANSFORMATION EFFORTS

This is part of ICA’s efforts to transform immigration and cargo clearance.

Its new clearance concept aims to give Singaporeans, permanent residents and long-term pass holders the ability to clear immigration without needing to present their passport, and for foreign visitors to do so at automated lanes without prior enrolment.

All immigration lanes at passenger halls – both automated and manual – have also been equipped with iris and facial scanners since July 2020.

“The use of iris patterns and facial features as primary identifiers for immigration clearance not only provides more robust and reliable identity authentication of travellers, but more hygienic, convenient, and efficient immigration clearance,” it said.

In addition to this, ICA also aims to “leverage automation and digital technologies to move cargo securely and efficiently, which bolsters Singapore’s position as a global port”.

Since Oct 1, it has implemented the “on-the-fly” clearance concept at Tuas Port, in which cargo clearance is conducted while the vehicle is still on the move.

“Cargo clearance permits (CCPs) will be cleared automatically after ICA’s image analysts assess that there are no anomalies in the scanned images of the cargo consignment,” the authority said.

ICA officers at cargo checkpoints have also started using mobile tablets to clear permits on the spot at checking bays in October last year, to minimise the time to clear those flagged for secondary checks.

“We have ceased the manual endorsement of CCPs since February 2022, thereby reducing the turnaround time for vehicles and cargos passing through the checkpoints,” ICA said.

ICA added that it aims to fully digitalise the cargo clearance process where drivers will no longer be required to present hardcopy permits and supporting documents for both containerised and conventional cargo.

IMPROVING SERVICES

ICA is also stepping up its service capabilities with a new initiative.

The authority said it is committed to providing a “No Fuss, No Visit, No Waiting” experience – using digital, robotic, biometric and automation technologies that will allow customers to make transactions at their convenience.

Since the end of last year, ICA has implemented 23 e-Services covering 99 per cent of public transactions, reducing the need for members of the public to make physical trips to the ICA building.

More than just scanning passports: On duty at Changi Airport with an ICA officer

“We will continue to redesign our processes and deliver more seamless and efficient digital experiences to our customers,” it said.

The authority will also “digitise ICA-issued documents so that customers will be able to access and retrieve them remotely via a secure platform”.

“By end-2022, ICA will launch digital versions of birth and death certificates, student’s pass and long-term visit pass,” it said.

To reduce footfall at its premises, it also implemented measures such as increasing the validity of Singapore passports from five to 10 years and offering free collection of passports and identity cards (ICs) at post offices.

SUPPORTING THE REOPENING OF BORDERS

As Singapore reopens its borders, ICA has rolled out initiatives to “provide a safer, more secure and more seamless immigration process for travellers”.

This includes providing a single government touchpoint for travellers with the SafeTravel website and contact centre and expanding the SafeTravel application portal to facilitate entry applications.

Last year, the portal processed more than 500,000 entry applications, ICA said.

Additionally, the authority also implemented the digital authentication of vaccination certificates for travellers and redesigned manual immigration counters to allow travellers to scan their own passports, making “immigration clearance safer for travellers and ICA officers alike”.

“As Singapore takes steps to gradually reopen its borders, ICA will make efforts to stay on top of the prevailing border control policies and effectively discharge its role to ensure both the security and public health of our nation,” it said.

“We will continue to innovate to enhance ICA’s services to secure our borders as well as to provide greater convenience and secured services to our customers.”

For nationals of countries not requiring entry visas, a 14-day Social Visit Visa is typically issued upon arrival. One can extend this visit pass for a longer period by applying for an extension online via the  ICA website  or at the ICA visitor services center. Thirty-90 day extensions are typically given depending on the visitor’s purpose in Singapore :

  • Business purposes (Up to 30 days)
  • Social purposes (Up to 90 days)
  • Seeking medical services (Up to 90 days)

The ICA also grants long term extensions of stay for the following reasons:

  • Female Social Visitor Whose Child/Grandchild Is Studying in Singapore on a Student’s Pass
  • Social Visitor Seeking Permission To Deliver A Child in Singapore
  • Social Visitor Whose Spouse is Singapore Citizen (SC) or Singapore Permanent Resident (SPR)
  • Social Visitor (below 21 years old) Whose Parent is a Singapore Citizen (SC) or
  • Singapore Permanent Resident (SPR)
  • Social Visitor Whose Child (above the age of 21 years old) is a Singapore Citizen (SC) or
  • Visitor seeking long-term stay

As requirements, forms, and supporting documents are vastly different for each category and sometimes change, visit the  ICA website  for specifics.

Student Pass

Foreign students studying in an Institute of Higher Learning are granted a Student’s Pass for the full-duration of the course. Students who require an extension of the Student’s Pass beyond the initial course duration may submit an application to renew the Student’s Pass through the online Student Pass portal, SOLAR, which can be accessed via the  ICA website . Students must include information about their travel documents, Student Pass Card (IMM Form 17A), and Student Visit Pass and Disembarkation/Embarkation Card (IMM Form 15A). If the student wishes to have a longer period of stay to look for jobs on completion of their courses, he/she may also submit an application for a one-year (non-renewable) Social Visit Pass Unit with the ICA.

Employment Pass, PEP, Dependent’s Pass, and EntrePass

The Employment Pass Renewal Form will be sent to the employing company about two months before the pass expires. Employment Pass renewal applications should be submitted to the Work Pass Division at least four weeks before the pass expires. Each renewal will be considered based on its own merits.

When the Employment/S Pass holder renews his/her pass, the pass holder’s family members should renew their Dependent’s Passes (DP) as well. The DP renewal application should be submitted together with, or after the Employment/S Pass renewal application has been submitted.

Holders may perform an early renewal by using EP Online (EPOL) on the  Ministry of Manpower website . Alternatively, you may write in to Work Pass Division to request for an early renewal at Work Pass Division, Ministry of Manpower, 18 Havelock Road, Singapore 059764.

For regular EP, PEP, and DP holders, 80% of EPOL applications are processed within seven days. It will take at least three weeks, however, to process a manual application. For manual submission, one must complete the Employment Pass Renewal Form and submit it via the deposit box located on Level 1, Ministry of Manpower Building or send it to the following address: Work Pass Division, Ministry of Manpower, 18 Havelock Road.

Processing time may take longer during peak periods or when additional information is required from the various economic agencies. The application’s outcome will be sent to the employer. For approved application, an In-Principle Approval Letter will be sent to the employer, and the holder can collect the renewed passes from the MOM thereafter. The EntrePass renewal form will be sent to the sponsoring company about two months before the pass expires. EntrePass renewal applications should be submitted to the Work Pass Division (WPD) at least four weeks before the pass expires. This process can also be managed via EP Online or manually as for the EP.

Singapore is open to all travellers without quarantine or testing requirements, regardless of their COVID-19 vaccination status.

Travellers seeking to enter Singapore should comply with the prevailing Public Health as well as Entry Requirements listed below to ensure a smooth journey.

To avoid tests and quarantine, travellers must fulfil the public health requirements below. Travellers who cannot meet the public health requirements and refuse any test(s) and/or quarantine may be turned away from Singapore.

1) Yellow Fever Requirements:

Produce an International Certificate of Vaccination for Yellow Fever, if you have visited any country at risk of Yellow Fever transmission in the past six (6) days before arrival in Singapore.

Travellers must serve quarantine for up to six (6) days on arrival if they cannot meet the requirement. Quarantine also applies to those who are ineligible to receive the vaccination e.g., children aged one year and below and individuals with contraindications.

Short term passengers who have been vaccinated do not need to apply for an "Air Travel Pass” (ATP) to enter Singapore. Passengers who have not completed COVID-19 vaccination are not allowed to enter the country temporarily.

Short-term passengers with special/humanitarian needs or Singaporean citizens/permanent residents and their relatives, or passengers who are not suitable for vaccination due to medical reasons, can apply for entry conditionally. However, for those tourists, they need to hold travel insurance with a minimum coverage of 30000 Singapore dollars (SGD) when entering the country. And they need to cover medical and hospitalization expenses related to COVID-19; While they will be quarantined at home for 7 days and conducted PCR testing after the quarantine period.

With this visa, applicants can travel outside Singapore without reapplying for an entry visa. Holding an EP can streamline the process of applying for permanent residence (PR) in Singapore after working for one year. They can also apply for Singapore Permanent Residence (SPR) after working in Singapore for one year.

Under the Fair Consideration Framework (FCF), only qualified candidates get to work and live in Singapore. The guidelines are summarised below:

  • People from all ethnic groups can apply for an EP. There are no restrictions on the nationality of the candidates for the work visa because it readily admits new and competent talents anywhere across the globe
  • An EP candidate must receive a job offer before applying for a work pass
  • The candidate must prove that they are qualified to fill managerial, executive, or specialist positions
  • International professionals with undergraduate testimonials must present proof of a fixed monthly salary of not less than S$5,000 per month or S$5,500 per month in the financial sector and should gradually rise with age, reaching up to S$10,500 for individuals in their mid-40s. The minimum salary threshold depends on the candidate’s credentials. More experienced candidates should prove that they earned higher salaries than their counterparts
  • Candidates must prove their competence through satisfactory results from a reputable diploma or undergraduate institution
  • They may also be required to present professional qualifications, specialist skills, and niche-related experience
  • Parents of qualified candidates can also apply for the Long Term Visit Pass as long as the EP holder draws not less than S$12,000 from their salaries
  • Meeting all the qualifications above does not guarantee the work pass. MOM reserves the right to review and either approve or reject an application based on skills, work experience, job market, company’s contribution towards the Singapore economy, and reputation

What is the criteria for Employment Pass

MOM plays an instrumental role in ensuring all employment pass applicants are evaluated based on their merit.

They may also consider the salary and age of the applicant. Your tasks and responsibilities in the company will also be reviewed. The company will also be evaluated based on its financial standing and credibility.

Applicants must also be fully vaccinated against COVID-19 with EUL vaccines from the World Health Organisation (WHO), including boosters, if eligible, to be issued an EP pass.

From September 2023, EP applicants must also pass the upcoming COMPASS eligibility framework.

This points-based framework is designed to help you choose high-quality foreign professionals with greater clarity and certainty for manpower planning by enhancing workforce diversity and building robust local foundations.

EP applications are reviewed based on a well-rounded set of firm and individual-related characteristics. Apart from the 4 foundational criteria, applicants are also scored based on 2 bonus criteria, where applicable.

As an employer, before applying for an EP visa , you must ensure that your applicants meet the necessary requirements.

After that, you can submit applications to MOM online. Ensure you have uploaded all testimonials along with the application letter.

Once they have been submitted, they will be processed or updated within 10 business days. Overseas businesses that do not have a Singapore-registered company require 8 weeks to be processed.

What are the documents required for Singapore employment pass

Work passes and permits in Singapore

If your employees are not eligible for the Singapore Employment Pass work visa, there is no need to worry. You can still explore other forms of work passes available.

One of them includes the quota-based S Pass , which allows foreign talent to join the workforce after a specific number of locals have been absorbed into the system.

The current pass quota is capped at 10% of the firm’s entire workforce in the services sector and 15% in the manufacturing, process, marine shipyard, and construction industries.

The S Pass calls for a minimum qualifying salary of S$3,150. Applicants must also offer details of educational qualifications and work experience. It is designed for foreigners who want to broaden their skills in related fields.

If you have employees involved in practical training, you can opt for the Training Employment Pass (TEP). In this category, you must earn not less than S$3,000 per month.

For a long time, the EP has been used together with the Long Term Visit Pass (LTVP) and Dependant’s Pass (DP).

Once your employee qualifies for the EP visa, you can apply for these two passes to allow their loved ones to visit them in Singapore, subject to prevailing conditions.

Applicants can qualify for an LTVP if they are either EP or S Pass holders. They must also earn a monthly earning of not less than S$6,000, and work under a company that is licensed by the Singapore government.
