In a recent column, James Reston appeared to fear that a West German rejection of the cruise and Pershing 2 missiles would vindicate the isolationists among us. He reminded us of the contributions the U.S. made to saving Europe in two World Wars and argued that our continuing international responsibilities require the missiles' placement. Whether or not one agrees with these views, one must object to the manner in which Mr. Reston buttressed them. Leaders of any peace movement do not ''put two million in the streets to protest the basing of the . . . missiles.'' People in a democracy, we are regularly reminded, are free to express their deeply held personal beliefs and values. America, as Mr. Reston said, ''didn't pass the Marshall Plan for the reconstruction of Europe, or put 300,000 men (there) to be told that somehow they were not defending our common civilization.'' Agreed. But surely this doesn't suggest that decades later whatever we decide to put in the same area is done for the same reasons, nor that it will accomplish the same purposes. Giving a friend a bottle of fine Scotch one Christmas may be a great service; a bottle on another occasion to an alcoholic, a cruel act. Many would argue with Mr. Reston's assertion, as would I, that ''the U.S. is not an imperial nation'' and that ''if anything it longs for isolation.'' We wish for both, I believe, and much of our history has reflected this unresolved internal conflict and its inconsistent manifestations in our foreign policy and actions. Mr. Reston does, I believe, dream of peace.

However, he does his dreams no service when he applies his considerable intellectual gifts in such an invidious attack on those who believe, based on reason and principle, that peace is best served by non-deployment of cruise and Pershing 2 missiles in West Germany. TVEL completes development of modified fuel for Paks

The development and validation of modified fuel for use in the four VVER-440 reactors at the Paks nuclear power plant in Hungary has now been completed, Rosatom's nuclear fuel manufacturer subsidiary TVEL announced today. The first consignment of the modified fuel is scheduled to be delivered to the Paks plant later this year.

TVEL said the full package of documents has been submitted to the Hungarian customer, MVM Paks Ltd, for further licensing of the fuel by the national nuclear power regulator. It said the first fuel assemblies have passed acceptance testing at the Elemash Machine-building plant, a TVEL fuel fabrication facility in Elektrostal, Moscow region.

The engineering contract between TVEL and MVM Paks for development of the new VVER-440 fuel was signed in November 2017.

The new modification of second-generation VVER-440 fuel enables an increase in the coolant volume inside the reactor core and optimisation of the hydro-uranium ratio, which would have a positive impact on both the technical and economic performance of the power unit, TVEL said.

TVEL noted the project has involved the participation of a number of Russian nuclear industry enterprises, such as OKB Gidropress (part of Rosatom's machine-building division Atomenergomash), Bochvar Institute (TVEL's material science research facility), Elemash Machine-building plant and Kurchatov Institute national research centre. The new fuel passed a range of hydraulic, longevity and vibration tests at the site of OKB Gidropress research and experiment facility.

Paks, which has a total installed capacity 1902 MWe, is the only operating nuclear power plant in Hungary. It comprises four VVER-440 reactors that were commissioned between 1982 and 1987. It is currently the only VVER-440 plant in the world operating in extended 15-month fuel cycles. It produces about 15 billion kWh of power annually, which is about half of Hungary's electricity generation.

"TVEL Fuel Company and Paks NPP have a longstanding partnership with a number of successfully accomplished projects. Introduction of the new fuel modification at all four power units of the plant would enable our customer to decrease gradually the fuel share in the power generation cost, giving an essential economic impact," TVEL President Natalia Nikipelova said. "Paks NPP contributes about the half of the whole electricity generation in Hungary and, for us as a nuclear fuel manufacturer, it is a matter of professional pride to provide the Hungarian nuclear power units with reliable supplies of fuel that is both high-quality and commercially attractive."

Russia and Hungary signed an intergovernmental agreement in early 2014 for Russian enterprises and their international sub-contractors to supply two VVER-1200 reactors at Paks, including a Russian state loan of up to EUR10.0 billion (USD11.2 billion) to finance 80% of the project, which is known as Paks II.

Finnish utility Fortum signed a contract with TVEL in March 2018 for the supply of the modified fuel for use at its twin VVER-440 Loviisa plant.

Indonesia launched new Halal tourism packages at the Moscow Halal Expo held between  November 16-18. The new offerings include Sail Sabang sailing event and Rapai Festival in Aceh, Shopping and Thousand Island in Jakarta, and a trip to Indonesia’s first Halal Beach in Banyuwangi.

The Halal Tourism Acceleration and Development Team of the Ministry of Tourism of the Republic of Indonesia has been discussing the brand new Halal tourism packages with Russia-based outbound travel agencies to tweak the itineraries based on the travel preferences of Russian Muslims. The team, headed by Mr. Riyanto Sofyan, will also discuss cross-promotion opportunities between Russian and Indonesian travel companies.

“We have meetings lined up with some of the top Halal tourism agencies in Russia and look forward to productive discussions and to signing mutually beneficial agreements”.

“Our top Halal tourism destinations that are popular with Russian Muslims are Aceh, West Sumatera, and West Nusa Tenggara. These destinations are known for sight seeing, nature and scenery, adventure activities, as well as shopping,” said Mr. Sofyan.

Overall, Indonesia’s top Halal destinations are: (1) Lombok, which is renowned as a global Halal honeymoon destination; (2) West Sumatra, which is known for its exquisite Halal cuisine and natural  attractions; (3) Aceh, which  world renowned as a global Halal cultural destination; (4) Jakarta, the capital city of Indonesia and the hub for leisure, especially shopping and visiting the beautiful Thousand Island; (5) West Java, which is best known for its natural attractions and is the go-to destination for adventure tourism.

International recognition is also growing for Indonesia’s Halal Tourism sector. During the World Halal Travel Awards 2015 in Abu Dhabi, Lombok was rated as The World’s Best Halal Tourism Destination and World’s Best Halal Honeymoon Destination and Sofyan Hotel in Jakarta won the World’s Best Family Friendly Hotel award. Subsequently, in 2016, Indonesia won 12 awards in the World Halal Travel Awards, including The World’s Best Halal Tourism Destination  and The World’s Best Halal Culinary Destination for West Sumatera, World’s Best Halal Cultural Destination for Aceh, and Sembalun Valley Region, Lombok was awarded as the World’s Best Halal Honeymoon Destination.

Russian tourists visit to Indonesia reached 96,329 tourists in 2014 . Russian Muslims accounted for 11.7% of that total, with 11,270 visitors.

Indonesia aims to attract 5 million Muslim visitors by 2019, thereby doubling its current number of Muslim visitors, and contributing to its 20 million international tourists by 2019 goal.
