From Portugal to Panama, here’s where you can get the most bang for your buck.

As the world becomes more connected by air travel, international vacations are increasingly affordable — but you have to know where to look and when to book. Typically, if you're hoping to save money, you should plan your trip around a destination's off-season. As a bonus, you're bound to have a better travel experience when you don't have to jostle your way through crowds to get to the top attractions.

Whether you're dreaming of a vacation as far from the U.S. as Australia or as close as Toronto, the actual cost could surprise you (in a good way). Using data from the booking platform Kayak , we've compiled a list of 11 international destinations where your dollar will go the furthest, plus when to book for the cheapest airfare and accommodation.

Toronto, Canada

Just north of the U.S. border is a growing city bursting with culture, a diverse culinary scene, and activities catering to a range of age groups and interests. Often mistaken for the Canadian capital, Toronto is sometimes known as "Hollywood North" for its wealth of celebrity residents. Foodies will want to make stops in Little Italy, one of several Chinatowns, and Little Portugal for a gastronomic jaunt around the world. Tourists may also be inclined to catch a hockey game, sample craft beer, and take a trip to the famous CN Tower to get unmatched views of the city.

Kayak data indicates that Toronto's low season runs from October to March, with the exception of December because of holiday travel. The cheapest flights can be found for about $180 from New York's JFK Airport in October. A direct flight from JFK to Toronto takes less than two hours.

Hotels downtown seem to be cheapest in January and February, when you can expect to pay as little as $33 per night for three-star accommodation. They're most expensive in September, going for an average of $371 per night.

Grand Est, France

The area formerly known as Alsace (now officially part of the larger Grand Est region) is beloved by French travelers. It doesn't attract nearly as many visitors as Paris or the Cote d'Azur, so you'll get a quieter experience. Kaysersberg, once featured on the TV program Le Village Préféré des Français as the French's favorite village, exemplifies many of the characteristics that have endeared Alsace to locals. It's got architecture that dates back to the 13th century, world-renowned wine cellars, and hearty Alsatian cuisine.

Fly to Strasbourg, the capital of Grand Est, in February or March for the best price. From New York City, round-trip flights can be found for less than $700, and you can stay in a three-star hotel for as low as $89 per night in the off-season. Kayak says the cheapest months for accommodation in Grand Est are August (an anomaly) and October.

Armenia attracts tourists with its rich arts scene, upscale shopping, and history museums packed with treasures. Though the capital, Yerevan, is a popular destination, no trip to this Asian country is complete without stepping into the gorgeous and rugged countryside. Head out to Khor Virap, a monastery first established during the 600s, for mountainside views and ancient architecture about 45 minutes away from Yerevan. It's worth the additional hour it takes to drive out to Garni Gorge, topped by a Roman temple, along the way.

Winter is Armenia's low season. The cheapest month to fly from NYC to Yerevan is November ($838 for a round trip, on average), though flights from January through March aren't much more expensive. Three-star hotels average $90 per night in January, the cheapest month for accommodation.

Brisbane, Australia

The capital of Queensland on Australia's east coast is arguably the country's design capital. Drop by the Queensland Art Gallery and Gallery of Modern Art (colloquially called QAGOMA , one entity) or the Institute of Modern Art ( IMA ) to get a sense of Asian-Pacific art. Go shopping in the Fortitude Valley district, where you'll be able to pick up pieces from local and international designers. And, of course, because it's Australia, it's easy to get in touch with the local wildlife. Visit the Lone Pine Koala Sanctuary , just about 20 minutes from the city, to hang out with more than 100 critters (not just koalas, either).

In general, Australia doesn't exactly fit the bill of "budget travel" for Americans, considering the absolute cheapest round-trip flight from NYC to Brisbane on Kayak costs almost $1,000. However, relative to other Australian destinations, this waterfront city is one of the more affordable entry points. The cheapest month to book a flight to Brisbane is September, the first month of spring in the Southern Hemisphere. Three-star hotel stays average in the $150 range from April through July, then spike in August.

Madeira, Portugal

It's been 600 years since the Portuguese colonized Madeira, and the archipelago continues to astound visitors with its natural beauty. Trek along miles of rugged coast to see the Atlantic at its most paradisiacal. The capital of Funchal is home to a number of hotels offering glamour, glitz, and stiff cocktails. Speaking of drinks — be sure to check out the famous fortified wine named after the island where it was made.

Typically, a round-trip flight from NYC to Funchal will set you back anywhere from $650 to $1,100, with the lowest prices offered November and January to May. Hotel prices fluctuate on a similar schedule and range from about $150 to $330 per night for a three-star property.

If you're looking for a cheaper Mediterranean vacation , hop to the sea's southern side and try out Tunisia. The country has history (with a Roman colosseum — the Amphitheatre of El Jem — some say is even better than Rome's), miles of beautiful, sandy beaches, and bazaars with carpets, ceramics, and metalwork.

Kayak data indicates that the cheapest time to fly from NYC to Tunis , Tunisia's capital, is November (about $560), then September to October and January to May ($608 to $768). Prices for a night in a three-star Tunis hotel range from around $100 to $200, with the cheapest months on Kayak being September and December through March.

Etyek, Hungary

Budapest gets the majority of Hungary's visitors, but if you want to delve deeper into the country's culture, drive 18 miles west of the capital to Etyek, often called the "vineyards of Budapest." This area has been producing grapes since the 18th century and has been likened to Champagne for its excellence of crisp wines like chardonnay and sauvignon blanc. The town is also a pilgrimage for film buffs, with huge movies like "Blade Runner 2049" and "The Martian" having been shot there.

Etyek is about a 30-minute drive from Budapest. September through November and January through April are the cheapest times to fly to the Hungarian capital from NYC, according to Kayak data . Outside of the busy summer season, round-trip flights can be found for $524 to $620.

While September is a cheap time to fly to Hungary, it happens to be the most expensive month for accommodation. Book your trip in January, February, or March to snag a three-star hotel for $160 a night or less.

St. Vincent and the Grenadines

That St. Vincent and the Grenadines were the last of the British colonies in the Caribbean to gain their independence (only in 1979) could be a reason why the islands have lagged behind other big players in drawing tourists. The upside of that, however, is the lack of crowds at beaches and on trails leading through lush rainforest to dormant volcanoes.

Visitors will fly into St. Vincent's Argyle International Airport, open only since 2017, and ferry over to the smaller islands of the Grenadines. The route is run several times a day from Kingstown.

Round-trip flights from NYC can be found for under $600 in March, May, and November. Hotels on St. Vincent remain surprisingly cheap throughout the year, showing the same sporadicity as flight prices. Go in January, May, June, August, or December for average nightly prices under $200 for three-star properties. The cheapest month for accommodation is December, when you can find a good hotel for about $50 a night.

Panama City, Panama

Meander through Panama City's old quarter where Spanish-style houses line cobblestone streets. Eat your way through Panamanian cuisine — yuca, plantains, empanadas, sancocho de gallina (chicken stew), and fish soup are among the most-loved dishes — and then top it all off with a tour of the city's thriving cocktail scene. The rainforest is easily accessible from Panama City if you're eager to swap the urban jungle for real jungle scenery.

Even though Panama is located in the Northern Hemisphere, its seasons — of which there are only two — are opposite of the U.S.'s. "Winter" (aka the wet season) lasts from around May to December and "summer" (the dry season) lasts from December to May. It's cheaper to go during the wet season, when the climate is least comfortable.

Prices for a round-trip flight from NYC to Panama City's Tocumen International Airport range from $339 to $659, with the cheapest times being April to June and September to October. The most expensive flights are in December. You can often stay in a three-star property for under $130 per night if you go between June and September.

Guatemala is consistently ranked a Travel + Leisure reader favorite for its combination of natural beauty and historic wonders. Visitors can wander through ancient Mayan ruins, hike the mountains and jungles, or explore the historic streets of the UNESCO World Heritage site, Antigua. Guatemala also boasts a thriving arts scene, perfectly preserved Spanish architecture, and unique cuisine like chuchitos (Guatemala-style tamales).

Book a trip for May or September for the cheapest flights ($269 to $344) on Kayak . Three-star hotels during that time should cost in the $120- to $140-per night range, while stays during August — the cheapest month for accommodation — cost, on average, $108 nightly.

Hanoi, Vietnam

You get a little bit of everything from a trip to Hanoi: vibrant culture, thousand-year-old history, a food scene that spans world-famous street carts to Michelin-starred restaurants, and a touch of jungle evidently seeping from the outskirts into the city. With $1 USD converting to about 25,000 Vietnamese dong, roughly the cost of a delicious banh mi , you should find it easy to stick to your budget and still live indulgently in this bustling capital.

Round-trip flights from NYC to Hanoi cost about $870 at their cheapest, from September through November, which is Vietnam's transitional period from the hot and humid wet season to the dry (and touristy) season. During this time, three-star properties go for about $125 to $150 a night.

President Biden on Wednesday announces the signing of a $95 billion military assistance package for Ukraine, Israel and Taiwan. Ukraine says the aid is critical as it seeks to regain momentum on the battlefield from Russia.

Overcoming months of opposition by Republicans in Congress, President Biden on Wednesday signed a military aid package worth $95 billion that will arm Ukraine, Israel and Taiwan.

"When our allies are stronger, we are stronger," Biden said in remarks at the White House.

Referring to Ukraine, he added, "I'm making sure the shipments start right away — in the next few hours, literally, a few hours," Biden said.

The president also reiterated his strong backing for Israel.

"My commitment to Israel, I want to make clear again, is ironclad," the president said. He cited Iran's recent air attack on Israel, which involved more than 300 drones and missiles, though almost all were shot down and Israel suffered only minimal damage.

Biden has faced heavy criticism from many on the left for supporting additional military assistance to Israel as it wages a war against Hamas in Gaza. The Palestinian death toll is more than 34,000, most of them civilians, according to Gaza health officials.

Biden noted that the bill includes $9 billion for humanitarian assistance worldwide, including $1 billion for Gaza.

"We're going to immediately secure that aid and surge it," Biden said. "Israel must make sure all this aid reaches the Palestinians in Gaza — without delay."

Bulk of the money is for Ukraine

Hard-line Republicans in the House had been blocking the measure since it was proposed by Biden last fall. But the House approved the measure overwhelmingly on Saturday, followed by a similarly lopsided vote in the Senate on Tuesday.

The assistance for Ukraine, totaling $60.8 billion, accounts for nearly two-thirds of the total. This is considered urgent in Ukraine's effort to push back, or at least hold the line, against Russian forces that have had the upper hand in recent months.

The Pentagon immediately announced more than 20 different types of weapons and military equipment that will be sent to Ukraine in an initial tranche valued at around $1 billion.

The list includes two types of weapons Ukraine says it urgently needs.

One is artillery shells. The ground war in eastern Ukraine is largely an artillery war, and Russia has a huge advantage.

Ukrainian military officers have spoken about Russian artillery rounds outnumbering Ukrainian fire by up to 10-to-1. They say Ukrainian forces have had to ration shells, and in some cases, ran out of ammunition and had to retreat. As a result, Russia has been on the offensive in recent months, though its battlefield gains have been minimal.

The second key weapon is air defense missiles. Ukraine's limited air defenses have performed extremely well over the past two years, according to military analysts, but the country has been vulnerable to attacks on cities and the power grid recently.

Ukraine's President Volodymyr Zelenskyy said Russia recently fired 11 missiles in a sustained attack on a civilian power plant outside the capital Kyiv.

The Ukrainians shot down the first seven incoming missiles, he said, but then ran out of weapons. The final four Russian missiles hit the plant and caused power outages.

In another development, National Security Advisor Jake Sullivan said the U.S. recently began secret shipments to Ukraine of a longer-range missile, known as ATACMS, and that there are plans to send more.

Another U.S. official said Ukraine has fired these missiles twice in the past week in strikes against Russian targets in southern Ukraine.

Ukraine has long been requesting these weapons, which can travel close to 200 miles. The Biden administration had been resisting, reluctant to provide U.S. weapons that could hit well inside Russian territory.

Britain has sent a similar missile, the Storm Shadow, which has been credited with hitting Russian bases in southern Ukraine and ships in the Black Sea, far beyond the front-lines.

John Herbst , a former U.S. ambassador to Ukraine, says the military package is significant for reasons that go well beyond the weapons themselves.

"You've had this extraordinary spectacle over the last several months of leaders coming from Europe and recently from Japan and other places, pleading with the United States to act as the leader of the free world," said Herbst, who's now at the Atlantic Council . He called it "unprecedented since the end of World War Two. Not a good look for the United States. If we give Ukraine simply the aid we've given over the past two years, there's no way in the world [Russian leader Vladimir] Putin could win this war."

Ukraine expected to target Crimea and the Black Sea

Military analysts are not predicting major changes on the frontlines in eastern Ukraine. Despite ongoing fighting, both sides are dug in and the lines have moved little in the past 18 months.

Ukraine's main goal will likely be to stabilize conditions in this region.

The weapons being supplied by the U.S., and also by European countries, could improve Ukraine's prospects in the south, particularly the Crimean Peninsula and the Black Sea, according to Herbst.

"Putin has a real vulnerability in Crimea and southern Ukraine," he said. "He needs to keep his troops supplied there. Ukraine can make that supply route much less efficient and thereby hinder Russian military operations."

Ukraine launched a major offensive in eastern and southern Ukraine last summer to much fanfare, but managed only modest gains, far short of expectations.

Herbst said the inflow of U.S. weapons now is not likely to determine the outcome of the war. He sees no realistic prospect of a resolution — on the battlefield or through negotiations — in the near term.

But he said the U.S. support sends a strong signal and will give Ukraine the resources to keep fighting this year and beyond.

It’s a good day for America, it’s a good day for Europe and it’s a good day for world peace. For real, this is consequential. I just signed into law the national security package that was passed by the House of Representatives this weekend and by the Senate yesterday. It’s going to make America safer. It’s going to make the world safer, and it continues America’s leadership in the world, and everyone knows it. It was a difficult path. It should have been easier and it should have gotten there sooner. But in the end, we did what America always does. We rose to the moment. In the next few hours, literally the few hours, we are going to begin sending in equipment to Ukraine for air defense munitions, for artillery, for rocket systems and armored vehicles. My commitment to Israel, I want to make clear again, is ironclad. The security of Israel is critical. I will always make sure that Israel has what it needs to defend itself against Iran and terrorists it supports. This bill includes $1 billion for additional humanitarian aid in Gaza. And Israel must make sure all this aid reaches the Palestinians in Gaza without delay.

President Biden said on Wednesday that weapons would begin to flow to Ukraine “within hours” as he signed a $95.3 billion package of aid to Ukraine, Israel and Taiwan, reaffirming U.S. support for Kyiv after months of congressional gridlock put the centerpiece of the White House’s foreign policy in jeopardy.

In remarks from the White House, Mr. Biden said the foreign aid package would strengthen national security.

“It’s going to make the world safer,” he said. “And it continues America’s leadership in the world, and everyone knows it.”

The Senate voted overwhelmingly to approve the package on Tuesday night after increasingly divisive politics raised questions on Capitol Hill and among U.S. allies about whether the United States would continue to back Kyiv against Russia’s military assault. The 79-to-18 vote provided Mr. Biden with another legislative accomplishment to point to, even in the face of an obstructionist House.

The Pentagon said it would rush the first $1 billion in aid to Ukraine, including shoulder-fired Stinger surface-to-air missiles and other air defense munitions, 155-millimeter shells, Javelin anti-tank guided missiles and cluster munitions.

“In the next few hours — literally, the few hours — we’re going to begin sending in equipment to Ukraine,” Mr. Biden said.

But even as he praised the infusion of funding on Wednesday, Mr. Biden said the process should have “been easier, and should have gotten there sooner.”

“It was a difficult path,” he said. “But in the end we did what America always does. We rose to the moment.”

The measure comes as Mr. Biden faces backlash in the United States over his support for Israel in the war in Gaza. The Israeli government’s campaign in Gaza has killed tens of thousands of people and created a hunger crisis there.

“My commitment to Israel,” Mr. Biden said, “is ironclad.”

Mr. Biden’s critics on the left are angry about his willingness to provide more weapons to Israel, though the legislation also includes $1 billion for humanitarian aid that the president said would be sent quickly to Gaza.

“Israel must make sure this aid reaches all of the Palestinians in Gaza, without delay,” Mr. Biden said.

The president’s signature capped a long road for the White House, one of careful political maneuvering with a new House speaker who faced vehement opposition from the far right of the Republican Party over helping Ukraine.

“Imagine if instead we had failed,” Mr. Biden said as he admonished “MAGA Republicans” for allowing Ukrainian officials to run low on artillery.

“It’s a good day for world peace,” he said.

The White House first sent a request for the security package in October, but Republicans — many of them egged on by former President Donald J. Trump — said the United States was bearing too much of the burden. Mr. Trump, who has long expressed admiration for President Vladimir V. Putin of Russia, has made clear that he would not back Ukraine if he wins in November.

U.S. officials have acknowledged that the six-month delay put Ukraine at a disadvantage in its fight against Russia.

“The Russians have slowly but successfully taken more ground from the Ukrainians and pushed them back against their first, second and, in some places, their third line of defense,” John F. Kirby, a spokesman for Mr. Biden’s National Security Council, said on Tuesday on Air Force One. “The short answer is: Yes, there absolutely has been damage in the last several months.”

The White House strategy in recent months involved impressing upon members of Congress — and the American people — that Ukraine could lose the war without the desperately needed aid.

Mr. Biden instructed his top aides to avoid publicly criticizing Speaker Mike Johnson but instead to provide him with regular security briefings on the risks of not sending aid, according to senior administration officials. The officials asked for anonymity to discuss internal deliberations.

Jake Sullivan, the national security adviser, assured Mr. Johnson in one call last October that the United States would track all the aid after the speaker called for more accountability over the security assistance.

Mr. Biden’s aides even went as far to ask President Volodymyr Zelensky of Ukraine and retired American generals to call Mr. Johnson directly to make their case.

Still, for months Mr. Johnson and right-wing Republicans refused to consider aid to Ukraine unless Mr. Biden agreed to measures that would crack down on immigration at the southern border of the United States.

Officials in the White House grew hopeful when Senate Democrats agreed to legislation that would pair border security with the Ukraine aid in February. But Republicans took a cue from Mr. Trump, who wanted to deny Mr. Biden an election year victory, and rejected the proposal.

Last month, as the aid remained stuck in gridlock, Mr. Sullivan made a secret mission to Kyiv , keeping the issue in the headlines.

With prospects for the aid looking increasingly grim, Mr. Biden directed his staff to ensure that intelligence briefings were made available to the Republicans.

Mr. Johnson has said that those briefings, led by William J. Burns, the C.I.A. director, were a crucial factor in winning over his support.

The aid is broken up into four pieces : a measure for each of the three U.S. allies and another meant to sweeten the deal for conservatives that includes a provision that could result in a nationwide ban on TikTok.

The bill includes $60.8 billion for Ukraine; $26.4 billion for Israel and humanitarian aid for civilians in conflict zones, including Gaza; and $8.1 billion for the Indo-Pacific region. It also includes sanctions against Iranian and Russian officials.

The House also added a provision that would require the president to seek repayment from the Ukrainian government of $10 billion. The idea to give some of the aid to Ukraine in the form of a loan was another example of the influence Mr. Trump has over Congress .

Mr. Trump has called to make any future aid to Ukraine a loan. In the private conversations with Mr. Johnson, White House officials told the speaker they supported the added provisions if it meant passing the foreign aid.

Biden instructed his officials in recent months, including his chief of staff, Jeff Zients; Steve Ricchetti; Shuwanza Goff, the director of legislative affairs; and the national security adviser, Jake Sullivan; to stay in constant dialogue with Speaker Johnson and other members. Biden also told officials to not publicly criticize Johnson, well aware he needed to overcome a far-right flank, according to officials who requested anonymity to discuss internal strategy.

This caps a long-winding road for the White House, one of careful political maneuvering with a new House speaker fighting off a far-right revolt and an all-out blitz by federal officials to prove to members of Congress — and the American people — that Ukraine could lose the war without the foreign aid.

Political danger also lurks in the funding package. Along with the Ukraine funding, there is also about $25 billion for Israel and Gaza. Biden's critics on the left are angry about his willingness to provide more weapons to Israel, even though there will also be more money for humanitarian assistance for Palestinians.

Biden just promoted the aid legislation as a victory for American workers who produce the military equipment heading to Ukraine, and he name-checked battleground states of Arizona and Pennsylvania, where some of the factories are located.

As important for Biden as the aid funding is, it’s not necessarily clear that it will become a big part of his campaign for re-election, which is likely to be more focused on domestic issues like the economy and abortion — and about Donald Trump.

This speech is a chance for Biden to take a victory lap on a foreign policy win, but it is so far also pretty heavy on political admonishments for hard-right Republicans.

Biden, speaking in the State Dining Room of the White House, hails the supplemental funding package as a success, but even as he does this, he says that the process to get the spending bill done should have “been easier, and should have gotten there sooner.” He also admonishes “MAGA Republicans” for allowing Ukrainian forces to run low on artillery while Russian forces continue their assault.

Signing this bill makes Biden look like a president in charge, but it comes with risks. There is a lot of trepidation among Democrats about sending more funds and military equipment to Israel in the midst of its war in Gaza.

President Biden’s signing of the funding bill — which he is about to do at the White House — is a big deal for his foreign policy. It puts U.S. allies on notice that his long-time pledge to support Ukraine “for as long as it takes” is something he can back up. It’s also a message to adversaries like China, Russia and Iran that America is willing to back its allies with money and arms.

Aid to Ukraine is on the way. Here’s how it might help.

Now that the Senate has approved a nearly $61 billion aid package to Ukraine, and President Biden has signed it, desperately needed American weapons could be arriving on the battlefield within days.

The weapons package — which has been delayed over political wrangling by House Republicans since last fall — is “a lifeline” for Kyiv’s military, said Yehor Cherniev, the deputy chairman of the Ukrainian Parliament’s national security committee. Shortly after approving the funding on Wednesday, Mr. Biden said that the weapons shipments would begin in “a few hours.”

But it will not include everything that President Volodymyr Zelensky of Ukraine has asked for as his military struggles to hold firm after two years of war against invading Russian forces.

Here is a look at what Ukraine says it needs, what it is expected to get in the American aid package and whether it will be enough to make an immediate difference.

What Ukraine wants.

Above all, Mr. Zelensky says Ukraine needs artillery ammunition and long-range missiles to strike Russian forces, along with air defenses to protect cities and key infrastructure like military bases, power plants and weapons factories.

“We need to inflict maximum damage on everything that Russia uses as a base for terror and for its military logistics,” Mr. Zelensky said in his nightly address to Ukrainians on Monday.

To do so, he has said, Ukraine needs more long-range Army Tactical Missile Systems — known as ATACMS and pronounced “attack'ems” — to hit behind enemy lines and deep into Russian-held territory. The United States did send a small number of ATACMS, with a range of roughly 100 miles, to Ukraine last year, and they were used to strike two Russian air bases in October .

Ukraine had been asking for a longer-range ATACMS that can strike targets about 190 miles away, and on Wednesday a senior American official confirmed that the Pentagon had already secretly shipped some that were used to strike a Russian military airfield in Crimea last week and Russian troops in the country’s southeast overnight on Tuesday.

Artillery ammunition, like the 155-millimeter caliber shells that fit NATO-standard launchers donated by the West, has been in short supply in Ukraine for more than a year, as Russian forces are firing 10 times as many rounds on the battlefield as outgunned Ukrainian troops, Mr. Zelensky said last week .

Mr. Zelensky has also described air defenses — and specifically the American-made surface-to-air antiballistic Patriot missiles system — as “crucial.” And he has been pushing for more than a year for F-16 fighter jets to provide another layer of air defense over Ukraine’s ground war.

What Ukraine will get.

The Pentagon said on Wednesday it would rush a $1 billion military aid package to Ukraine, including shoulder-fired Stinger surface-to-air missiles and other air defense munitions, 155-millimeter shells, Javelin anti-tank guided missiles, cluster munitions and battlefield vehicles.

It also contains ammunition for the so-called High Mobility Artillery Rocket Systems, or HIMARS, which can launch ATACMS missiles. A U.S. official would not confirm whether ATACMS specifically would be part of the aid, and the Pentagon generally has resisted discussing the missiles’ use in Ukraine, in part out of concern that it could inflame Russia by admitting it was sending long-range weapons to the war.

But in a statement Wednesday, Mr. Zelensky confirmed that ATACMS were part of the package that he described as “exactly the kind of weapons that our soldiers need.”

It did not, however, include another Patriot air-defense system, or specify that it contained additional missiles for the ones Ukraine is already fielding. It is not clear if that could come in future shipments, as Germany and other allies are reportedly demanding. The systems are scarce and expensive, and giving one more to Ukraine could mean pulling it from protecting American assets, either domestically or internationally.

And though Jens Stoltenberg, NATO’s secretary general, repeated on Tuesday that NATO allies were working to deliver F-16 jets to Ukraine, the United States has so far declined to donate any of its warplanes. (The U.S. Air Force, however, has helped train some of the several dozen Ukrainian pilots who so far are learning to fly them.) Officials have said about 12 pilots should be ready to fly the F-16s in combat by July, but as few as six of the jets will have been delivered to Ukraine by then.

Will it be enough?

Although the $61 billion aid package is designated as support for Ukraine, Pentagon officials have said that as much as $48 billion will go to American weapons manufacturers either to replenish U.S. stockpiles that have been nearly emptied over the past two years of war or to build additional arms for Ukraine.

The $1 billion infusion from the Pentagon will come from the remaining funds, and Senator Mark Warner, Democrat of Virginia, who is chair of the Senate Intelligence Committee, said it could be “in transit by the end of the week.” That could immediately help shore up Ukraine’s front line, where forces need to quickly halt Russian drones, jets and light bombers, and prevent Ukraine from losing ground, although another U.S. official cautioned on Wednesday it could take more than a week for the weapons to reach the front lines.

But Ukrainian officials seem skeptical that enough weapons will be delivered quickly or consistently over the coming months to keep up the momentum.

“When we get it, when we have it in our arms, then we do have the chance to take this initiative and to move ahead to protect Ukraine,” Mr. Zelensky told NBC News’s “Meet the Press” on Sunday. But, he said, “it depends on how soon we get this aid.”

Weapons and ammunition sent to Ukraine are often drawn from Pentagon assets in Europe, with shipments coordinated from a staff of up to 500 people based in Germany .

Yet for months, American and other allies have repeatedly warned that they had few weapons to give Ukraine until weapons production could catch up with the war’s voracious demand. That led Ukraine’s ambassador to the United States, Oksana Markarova, to question in an interview published on Tuesday where the new package of weapons would be coming from.

“Is this equipment available?” Ms. Markarova told the Ukrainian daily Ukrainska Pravda . “Will we find, and produce, enough equipment quickly enough to get it?”

The funding helps, she said, but questioned whether all the weapons and equipment that it would pay for are “ready for delivery.”

“Unfortunately, no,” Ms. Markarova said.

A look at what’s in the $95 billion package passed by the Senate on Tuesday that will provide military aid to Ukraine and Israel, replenish U.S. weapons systems and give humanitarian assistance to civilians in Gaza.

President Joe Biden has promised to sign the package Wednesday.

The broad spending breakdown:

— About $61 billion for Ukraine and replenishing U.S. weapons stockpiles. The overall amount provided to Ukraine for the purchase of weapons would be $13.8 billion. Ukraine would receive more than $9 billion of economic assistance in the form of “forgivable loans.”

— About $26 billion for supporting Israel and providing humanitarian relief for people in Gaza. About $4 billion of that would be dedicated to replenishing Israel’s missile defense systems. More than $9 billion of the total would go toward humanitarian assistance in Gaza amid the Israel-Hamas war .

— About $8 billion for helping U.S. allies in the Indo-Pacific region and countering China. More than $3.3 billion would go toward submarine infrastructure and development, with an additional $1.9 billion to replenish U.S. weapons provided to Taiwan and other regional allies.
