Bahamas Names Acting Director General of Ministry of Tourism

The Bahamas Ministry of Tourism has named a new Acting Director General, under the leadership of Tourism Minister and Deputy Prime Minister Chester Cooper. 

Bahamian business professional Latia Duncombe has been appointed to the position, succeeding former Director General Joy Jibrilu. 

“Latia Duncombe is a distinguished executive in marketing and sales, and we are confident she will bring invaluable oversight while further propelling The Bahamas as a leading destination,” Cooper said in a statement. “ADG Duncombe will help me lead in the execution of our robust strategic growth plans for tourism and investments, as outlined in our Blueprint for Change.”

Duncombe, a native of Abaco, most recently served as senior executive and head of sales and marking for Rubis Bahamas and Rubis Turks and Caicos Limited. 

She holds an MBA with Merit from the University of Liverpool, an Associates of Arts in Accounting with Distinction from the Bahamas Baptist Community College and is an Affiliate of the Chartered Management Institute.

“I am honored to represent the people of The Bahamas in continuing to drive a healthy tourism economy in our great island nation,” Duncombe said in a statement. “These recent years have been challenging as we navigate the ongoing COVID-19 pandemic, but we look toward a more prosperous future with many accomplishments to celebrate in the months and years ahead.”

The Ministry of Tourism has also announced the appointment of Dr R. Kenneth Romer as Deputy Director General, filling the senior post in its leadership team after Duncombe’s appointment. 

Dr. Romer has held a leadership position in the Ministry since 2019, serving as executive director overseeing airlift, cruise, yachting, visitor safety and several other areas. 

“Dr. Romer brings deep expertise across critical sectors that will be invaluable as he steps into this important role,” Cooper said. “He is no stranger to the Ministry team, and will no doubt continue to make significant contributions as we bring our country back to pre-pandemic prosperity and growth.”

In a statement, Romer called the current period “a pivotal turning point for tourism.”

“While the past two years have been a challenge, I’m confident in the path forward and am thrilled to bring my expertise to our country as Deputy Director General,” he said.

Bahamas Tourism Appoints Valery Brown-Alce as Deputy Director General

Valery Brown-Alce is the newest deputy director general of the Bahamas Ministry of Tourism, Investments and Aviation, according to a press release.

Effective immediately, the announcement was made by Deputy Prime Minister and Minister of Tourism, Investments & Aviation Chester Cooper.

“I am very pleased to appoint Mrs. Brown-Alce as the second sitting Deputy Director General,” said Cooper.  “She brings a depth and wealth of knowledge gained while working in the tourism field for more than three decades. Her results-driven and inclusive attitude for all team members, coupled with her impressive professional record, will certainly add tremendous value in her new role.”

Brown-Alce will be responsible for the development and execution of global sales strategies, management of international airline, retail and tour operator relationships as well as overseeing the Bahamas Tourist Offices in the United States, Canada and Europe.

“The appointment of Mrs. Brown-Alce as Deputy Director General heralds a transformative era for The Bahamas Ministry of Tourism, Investments and Aviation. Her invaluable contributions across our tourist offices worldwide underscore her profound impact on our international presence. With her strategic insight and extensive expertise, Mrs. Brown-Alce is exceptionally well-positioned to enhance our global sales strategies, cultivate essential partnerships, and drive the sustained advancement of our tourism sector. We are confident in her ability to lead these initiatives, ensuring The Bahamas remains a premier destination on the global stage,” said Latia Duncombe, director general of The Bahamas Ministry of Tourism, Investments and Aviation.

Brown-Alce has worked in both private and public tourism marketing sectors. She earned her undergraduate degree in Marketing from The University Of New Haven.

Dr. Alfred Nganga Mutua is the Cabinet Secretary for Tourism and Wildlife of the Republic of Kenya. Prior to his current appointment, he was the Cabinet Secretary, Foreign and Diaspora Affairs. Dr. Mutua served as the first elected Governor of Machakos County (Kenya) for two terms – from 2013 to 2017 and later from 2018 to 2022. In his tenure as Governor of Machakos county, he applied good and effective leadership skills to attain long-term sustainable socio-economic development for Machakos county. As a result, Dr. Mutua was crowned “Best Governor in Africa, 2021” by the Illustrious Awards Organizers for improving the livelihoods of the residents of Machakos County.

A young woman who comes from a multi-ethnic and multi-cultural background born to a small hunter-gatherer indigenous community of mukogodo forest in Laikipia North called Yiaku in the late 80s. She is hardworking, very passionate and competent in her work and a good team player. Additionally, she is a creative and critical thinker who strongly believes that the solutions to a better community and country lie within us and just need a little activation and attention.

John Lekakeny Ololtuaa was born in Kilgoris District, Trans-mara West Sub County in Narok County. He attended God-Ngoche Primary school and registered an outstanding performance in the examinations. He was admitted to Sosio Secondary school and later joined Narok High School where he sat for his KACE certificate. He later attained his Bachelor of Education (Arts) Degree and a Masters Degree in Education Administration both from Kenyatta University.

He’s credited for revolutionizing how the Kenyan government communicates its agenda and policies to the Kenyan public and other stakeholders. Dr. Alfred Mutua has studied and lived in the USA, Australia, and the UAE. He attained a Bachelor of Arts in Journalism from Whitworth College in the United States, a Master of Science in Communications from Eastern Washington University in the United States, where he emerged top in his class. Dr. Mutua then returned to Kenya in 1997 and took up a teaching job at Daystar University, where he was the youngest lecturer at 27 years old. He later attained a Doctorate in Communication and Media Studies from the University of Western Sydney, Australia. He went on to become an Assistant Professor at the prestigious Zayed University’s College of Communication and Media Sciences in Dubai. He also published the Kenyan PASSION Magazine and authored books such as “ How to be rich in Africa and other secrets of survival ”, as well as directing and producing several TV series . In recognition to his distinguished and outstanding services rendered to the Republic of Kenya in various capacities, Dr. Alfred Mutua was conferred the Moran of the Order of the Burning Spear (M.B.S) by H.E President Mwai Kibaki and later in 2018 the Elder of the Order of the Golden Heart (E.G.H.) Award.

Ms. Silvia Museiya Kihoro, Principal Secretary State Department For Wildlife

Ms. Museiya holds a Bachelors of Law (LL. B) and a Bachelors of Education (B.Ed.) from the University of Nairobi; a Diploma in human Rights and International Advocacy from Colombia University New York School of Law and she is an alumnus of Young African Leadership Initiative (YALI) 2007.

Prior to her appointment as the Principal Secretary, State Department for Wildlife, Silvia was:

  • A Member of County Assembly (MCA) in the Nairobi City County Assembly where besides oversighting the Nairobi City County Government she served diligently  as the Chairperson of Education Committee.
  • A running mate to Hon. Thuita Mwangi Gubernatorial Jubilee party primaries for Laikipia County in 2017
  • Appointed to chair Indigenous Peoples’ National Steering Committee on Climate Change (IPNSCCC) and subsequently nominated by 31 Indigenous Peoples’ organizations across Kenya and Tanzania to sit in the 9-member climate change council chaired by the president
  • An author and editor of various publishing houses such as East Africa Educational Publishing houses such as East Africa Educational Publishers (EAEP), Longhorn Publishers and Law Africa. To that end, she has published two books with EAEP that are currently used in Rwanda, Poetry and literature contributions to Longhorn Form Four book, and an Elections training manual by Law Africa
  • A Programs Officer, Board member, Trainer of Trainers and volunteer with various non-government organizations (NGO’s) such as MPIDO (Mainyoito Pastoralist Integrated Development Organization), RETO women, IMPACT (Indigenous Movement for Peace and Conflict Transformation), Pastoralist Development Network of Kenya (PDNK), CEDMAK (Center for Development of Marginalized Communities in Kenya), URAIA Trust, Koija Trust and Group ranch among others
  • TSC English/Literature and History/Government Teacher at State House Girls’ High school and Laikipia Air Base Mixed Secondary School

Hon. John Lekakeny Ololtuaa, Principal Secretary State Department For Tourism

Ololtuaa is an educationist who started his education-based career in 1993 as an assistant Teacher. He later on became the Principal of Ennosaen Secondary School. Through his consistent effort and commitment, he rose through the ranks to become District Education Officer in charge of Suba, Mbita, and Bomet Districts.

He further served as County Director of Education for Bomet and Kajiado Counties. Out of determination, sheer hard work, and commitment, Ololtuaa was promoted to serve as a Regional Director of Education in charge of Eastern, Nairobi, Rift Valley, and Central Regions respectively.

He was appointed to serve in the Transition Authority overseeing the transition to Devolved system of governance. He specifically served as the County Transition coordinator in charge of Narok County.

Ololtuaa is a mentor of the youth where he supports several youth development initiatives across the country.

In 2020 he participated in Global Schools Partnership Program by visiting schools in Richmond, North Yorkshire in England which entailed a program being implemented through the British Council in developing learning Partnerships between schools in Africa,Asia ,Latin America and the Caribbean.

He is a community organizer who has in his engagement with the community, helped in building of churches and supporting philanthropic activities in Narok and beyond where he has participated in promoting community initiatives for women, youth, and underprivileged sectors of the society. Ololtuaa is passionate about Youth Counselling Programes, Fight against Drug and Alcohol Abuse.

His faith in community service saw him contest for the Kilgoris Constituency seat to represent the ideals of community progress in the August house as a Member of the National Assembly. He continues to support community programs such as scholarship support for orphans and vulnerable children, welfare development for the old and widowed in the community.

Hon.John Ololtuaa is a transformative leader who believes in the ideals of strategic management and high standards of professionalism, transparency, integrity, and accountability.

In September 2022, Ololtuaa was appointed as the principal secretary in the State Department of Tourism in the ministry of Tourism, Wild Life, Culture and Heritage where he is in charge of Tourism Promotion, policy formulation, and Development of the Tourism industry in Kenya.

The Ministry of Tourism has announced the appointment of Mrs. Faylene King as Director of Tourism.

The Ministry says with her competencies and unique attributes, Mrs. King re-joins the Ministry to further strengthen capacity, as the industry continues to transform and grow amidst the unprecedented challenges it has faced in the last few years.

The newly appointed Director of Tourism was formerly Tourism Planner and Communications Manager, at the Ministry of Tourism and Culture from 2009-2004 and 2001-2004, respectively.

Prior to her appointment as Director of Tourism, Mrs. King served as Chief Operating Officer at the St. Vincent and the Grenadines’ Tourism Authority from 2009 to 2023.

Tourism Minister, Carlos James says the appointment of the Director of Tourism is part of the Ministry’s institutional strengthening in the area of tourism policy and planning as they develop the supporting policy framework for the transformation of the tourism industry.

He says Mrs. King’s experience will add-value to their broader policy focus on tourism planning going forward.

The new Director General, Donald Sinclair is well known and respected in the tourism industry in Guyana and across the region.

Donald Sinclair appointed Director General of Tourism Ministry

Minister of Tourism, Cathy Hughes announced on Wednesday that former Head of the Tourism Authority, Donald Sinclair has been appointed as the Director General of the Ministry of Tourism.

The appointment took effect from October 1, 2015.

Minister Hughes said she is confident that Mr. Sinclair is capable of carrying out his duties effectively especially with his knowledge in the tourism field.

She said “I am really excited to introduce him to you, and to be able to say that he has joined our team,” said the Minister.

The new Director General, Donald Sinclair is well known and respected in the tourism industry in Guyana and across the region.

He previously served as Tourism Advisor under a number of previous Tourism Ministers and is credited with being the brainchild of a number of initiatives to develop Guyana’s tourism industry.

Mr. Sinclair said he is ready and prepared to do his part in further pushing and developing the tourism sector in Guyana.

He recently worked in Suriname as Director at the Suriname College of Hospitality and Tourism.

Ministry of Tourism to Name New Junior Minister of Tourism

NASSAU, Bahamas (3 May. 2023) – The Ministry of Tourism, Investments & Aviation will name a new Junior Minister of Tourism on Thursday, 4 May 2023, during the Ministry's Speech Competition Finals, the last qualifying component of the program. Some 14 students representing their respective islands: New Providence, Grand Bahama, Abaco, Acklins, Andros, Bimini, Cat Island, Crooked Island, Eleuthera, Exuma, Inagua, Long Island, Mayaguana, and San Salvador will vie for the prestigious title during the competition at Bahamas Harvest Church's west campus.

The Junior Minister of Tourism Program, organized by the Industry Training Department, was launched in 2002 and is now in its 19th year. Its long-range goal is to generate a talent pool of young professionals to service the tourism industry. 

Students will each deliver a three-to-five-minute speech on "Reimagining Tourism: 50 Years and Beyond." Finalists will also be expected to answer a mystery question and will be given one minute to respond. The mystery around mimics the format of the Caribbean Tourism Organization's (CTO) Youth Congress, where the winner will attend and debate with other Junior Ministers/Commissioners of Tourism from other Caribbean countries on tourism-related issues. 

Winners will be selected based on a 60% score from the prepared topic and 40 % from the mystery topic.

Samantha Cartwright, Coordinator of the program, said, "The Junior Minister of Tourism Program is important because it provides a platform for youth expression on tourism matters. The Junior Minister will speak on the Ministry of Tourism executive team's behalf throughout the country and the region. He or she will advise the Minister of Tourism on behalf of the youth."

This year's winner will succeed Kelvin Archer, the current Junior Minister of Tourism, and a St. Annes High School student in New Providence. Competitors for the 2023 title are Tianna Bootle, Patrick J. Bethel High School, Abaco; Aneko Smith, Acklins Central High School; Radisha Dawkins, Central Andros High School; Desirae Turner, Louise McDonald High School, Bimini; Marcus Thacker Jr., Arthur's Town Comprehensive School; McHala Smith, Admiral Ferguson High School, Crooked Island; Kezia Johnson, North Eleuthera High School; Travez Neymour, L. N. Coakley High School; Layla Leather, Grand Bahama Academy of Seventh Day Adventist; Angel Arnett, Inagua All-Age School; Jude Knowles Jr., N.G.M. Major High School, Long Island; Patton Collie, Mayaguana Comprehensive School; Jasmine Rolle, St. Anne's School, New Providence and D'Avyon Ashe, San Salvador Central High School, 

The prizes to be awarded to the winner include the Patrick S. Bain Scholarship (tenable at the University of The Bahamas), provided by the Bahamas Hotel & Tourism Association (BHTA); an all-expense paid trip to CTO Youth Congress and a $500 cash prize.

The winning school will also receive $500 and a floating trophy. The second and third-place winners will receive a $300 and $200 cash prize and an award, and their schools will receive cash prizes and a plaque. All students will receive a Junior Director of Tourism pin and certificate.

'Urdun Jannah' boosts domestic tourism with 55,400 participants

A MMAN — The Ministry of Tourism’s “Urdun Jannah” programme, aimed at promoting domestic tourism, has attracted 55,400 participants since the beginning of this year.

The director of operations for the "Urdun Jannah" programme, Ahmed Rifai, revealed that this year's participation has doubled compared with the same period last year, which recorded 20,500 participants,adding that 1,400 tourist buses, each accompanied by a tour guide, have transported citizens to a variety of tourist destinations across the Kingdom’s governorates, according to the Jordan News Agency, Petra.

Rifai also said that the programme has played a significant role in mitigating the impact of the COVID-19 pandemic on the tourism sector by engaging tourism agencies in tour organisation and management, providing tour guides, and supporting various tourist facilities such as restaurants and camps.

He also noted that the programme has undergone revisions to its operational framework, emphasising that the revised approach is designed to empower local communities, fortify the tourism sector, and stimulate domestic tourism, adding that plans are under way to introduce additional destinations and to cooperate with the Ministry of Education to include a school tour programme, selecting destinations based on their relevance to the curriculum and educational value.

The director also said that the programme aims to introduce visitors to the rich cultural heritage, diverse landscapes and unique traditions of Jordan's governorates. Emphasising that the programme has been expanded to include various experiences that showcase the culture, customs and traditions of each governorate. For instance, in Karak, the Karak Jameed Experience was created, allowing visitors to participate in the preparation of the traditional Karak dish, Mansaf.

Rifai also highlighted that a proposal is being considered to designate a library in Madaba as a creative space for dialogue, culture, and the launch of entrepreneurial initiatives catering to the aspirations and ideas of young people. He added that the goal is to provide a social and cultural space for local youth and visitors, promoting a culture of reading. The library will offer a wide range of used, rare and new books for all ages, he said.

In Maan, “The Founding King Palace” will be introduced as a comprehensive national museum, highlighting a significant historical period from the Great Arab Revolt to the establishment of the Jordanian state.

Rifai also highlighted that a dedicated telephone number (064603366) has been set up to receive any complaints, suggestions, or inquiries related to the addition of new tourist destinations to the programme’s plan.

The daily excursions offered by the programme cost JD10 per person, inclusive of lunch and drinks, with children under the age of 4 accompanying for free.

New Delhi:  The Centre has written to the state governments to closely monitor organ transplants involving foreign nationals in response to complaints about a surge in the number of foreigners benefitting from organ transplants in the country.

In a letter to the states earlier this month, the director general of health services (DGHS) under the Union health and family welfare ministry said appropriate authority in states should investigate transplants in cases where beneficiaries are foreign nationals — even when there is no complaint of violation of the Transplantation of Human Organs and Tissues Act (THOTA), 1994, and its rules.

The letter added that states should ensure a unique NOTTO (National Organ and Tissue Transplant Organisation) ID for the donor and the recipient, generated in the hospital undertaking the procedure from the authority’s website in all cases of organ transplant, whether from a living or deceased donor.

The Centre has also asked the states to devise a system of regular inspection of the registered transplant or the organ retrieval by hospitals, so as to maintain onsite monitoring of their activities, the quality of transplantation, the post-operative follow-up of donor and recipient, and the outcomes of transplantation.

In cases of THOTA violation, the DGHS has directed the states to initiate action against defaulting hospitals by suspending licenses.

It also said the states have not been sharing data related to organ transplants despite repeated reminders by the Centre.

“Time and again, letters have been written to states for sharing of data related to organ donation and transplantation with NOTTO. However, complete data is still not being received,” said the DGHS.

Asking states to ensure regular collection of the data, the Centre has said that such data, including the involvement of foreign nationals in organ transplants, should be shared with NOTTO every month.

According to data shared by the Union health ministry last year, the number of total organ transplants in the country has substantially increased from fewer than 5,000 in 2013 to more than 15,000 in 2022.

Now, more organs from deceased donors are used due to better coordination through a network of organ and tissue transplant organisations at the national, regional, and state levels, the government said at the time.

For instance, in 2016, 2,265 organs were used from 930 deceased donors while, in 2022, 2,765 were used from 904 deceased donors.

But a senior NOTTO official told ThePrint that there had been an increasing number of complaints that most beneficiaries are foreign nationals with higher paying capacities, while Indian patients are left waiting.

The THOTA Act, which allows both deceased and living donors to donate their organs and tissues, also made the commercialisation of organs a punishable offense, legalised the concept of brain death in India, and paved the way for the establishment of regulatory bodies to supervise the transplantation process.

“Despite these stringent regulations, occasional incidents of shady operations discourage donations, particularly from deceased donors,”  noted  a paper published in The Lancet in February this year.

India sees 17,000–18,000 solid organ transplants performed every year — the most in the world after the US and China — but remains behind several high-income countries in transplantation rates per million population, according to the paper.

The paper also pointed out progress, such as an improvement in the harvesting of organs from deceased donors, with the average number of organ transplants per donor increasing from 2.43 in 2016 to 3.05 in 2022.

“However, the majority of these surgeries are done by the country’s private health sector, which makes them unaffordable to most patients. Despite the progress in organ transplantation in India, particularly in nephrology, over the past five to six decades, inclusivity and equity for many patients is a big concern,” the paper also said.
