The Pacific Northwest has a great deal of breathtaking scenery to offer, and visiting some of the incredible towns along the way make for an unforgettable road trip. Here are some great Washington adventures that we think you’ll enjoy. And how handy is it that we have multiple Cruise America rental locations in the state of Washington, where some of the country’s best road trips are taken? Whether your preference lies in scenic ocean views, jaw-dropping mountain ranges or quaint roadside stands offering an abundance of locally-grown seasonal fruit, you’ll find it all in the beautiful state of Washington. Panorama Land If you love biting into a fresh peach, or unbelievably sweet strawberries, or ripe, delicious cherries, you should head to the east side of Washington! Start the drive in downtown Spokane, as you embark on a 200-mile road trip along I-395, Highway 2 and State Routes 20 and 25. They take you along the banks of the Columbia River and through the fertile hillsides that are speckled with fruit trees, along with the fresh produce stands that sell the bounties. They offer the best, freshest, tastiest fruit that Washington has to offer, and that’s a lot! Friday Harbor How about a weekend getaway in what seems like an island retreat … without ever leaving the state? The San Juan Islands are just a ferry ride from Seattle. They offer the feel of an exotic vacation without having to fly anywhere. Friday Harbor offers activities for the entire family, including kayaking, whale watching, hiking, bicycling, fishing, boating and more. It’s easy to get to Friday Harbor; just take the ferry from Anacortes. You can even bring your RV along, but you will need to secure a reservation with the Washington Department of Transportation to reserve your spot. Larger vehicles may be charged an extra fee. Along with a great number of things to do, there is also a great number of things to see. There are scores of quaint shops, galleries and eateries, along with open-air markets to explore. The San Juan Islands are full of history, which can be enjoyed at American Camp, where you can learn about the Pig War. Before the Civil War took place, George Pickett was the commander of Camp Pickett (which is at American Camp). You can also visit the San Juan County Historical Museum in Friday Harbor. This museum is located on the James King farmstead. It’s an eight-building complex comprised of the original farmhouse, a carriage house, a stone root cellar, a milk house and San Juan County’s very first jailhouse. The Olympic Peninsula This road trip made Forbes’ “Top Ten American Road Trips.” The beautiful drive is a 330-mile loop, which encompasses several of Washington’s most iconic landscapes. Among the beautiful scenery, you’ll find Olympic Mountain peaks, waterfalls and even rainforests.  The trip begins on Highway 101. You can marvel at the snowcapped mountains at Hurricane Ridge, enjoy house-looking as you pass by the gorgeous Victorian homes in Port Townsend, drop by singing artist Kurt Cobain’s memorial in Aberdeen, and take in the lush foliage of the Hoh Rainforest. If you happen to have your passports, don’t forget that from Port Angeles, you’re just a ferry ride away from Victoria, British Columbia! Leavenworth This town must be seen to be believed! Leavenworth is a charming Bavarian-style village just a couple of hours from Seattle, near Wenatchee. It looks like something off of a European postcard. Whether you visit in the summer, the fall, the winter or spring, this town is always a feast for your exploring eyes … and stomach! There are a myriad of restaurants serving the best Bavarian and German food in the country. Bratwurst, anyone? If you are a shopper at heart, this is the place to let your “inner-shopper” come through. There are variety shops of all kinds, each offering unique Bavarian merchandise. If you happen to be there on one of the first three weekends in October, you can take part in the amazing Oktoberfest that occurs each year. As far as Christmas goes; well, Leavenworth was named the “Ultimate Holiday Town USA” by the A&E Network. You can park the RV, as Leavenworth is a walking town, so be sure to slip on your walking shoes. In addition to eating and shopping, Leavenworth offers up hiking and biking trails, incredible fishing and, just in case you get tired of being on your feet, horse-drawn carriage rides. Chinook Pass Some of the best scenery you will find in the Pacific Northwest is along the Chinook Scenic Byway. One trip along this stretch of road and you’ll realize why it’s been hailed as “the premier driving tour of Washington state.” This route takes you through the beauty of Mount Rainier National Park and Mt. Baker-Snoqualmie National Forest, and once you are over the Chinook Pass, you’ll end up in the gorgeous valley of Naches, with its beauty and its abundance of outdoor activities.  If you’ve decided that driving some of Washington’s most scenic roads is something you’d enjoy, then be sure to enjoy it in a Cruise America rental RV. In addition to the poor quality and dirtiness of the vehicle, we also had a terrible experience with their store manager. Below is what I sent to their CEO. To CruiseAmerica CEO: I had a terrible experience with your Everett, WA store manager Zach (who refused to give me his last name). At 8:10 this morning, I tried to return our RV. As the gate and front door were opened, I walked into the center. When I didn't see anyone at the counter, I asked the gentleman (Zach) in the office for help. He rudely said "come back at 9 am. We are not opened until then". I then politely asked if I may simply drop off my keys and leave. Before I was able to finish my sentence, Zach walks to the front door and said "leave, we don't open until 9 am". I was shocked at this point and couldn't help but feel like I was being treated rudely because of my ethnicity. I asked Zach why he was being so rude to me. He then aggressively walked up to my face and said "what did you say". His tone was very confrontational and i thought he was going to hit me. After we exchanged some words, I left the premises shaking from the experience. Because of my experience with Zach, I will NEVER rent from Cruise America again and will share my negative experience broadly.

There is no way I could in any way recommend Cruise America. We are not rich. We saved to take this vacation, and it was ruined by this company. The shower was not connected, and water cascaded out from underneath. That is a bio hazard. The fire extinguisher was not replaced, and that is a safety violation. The hookup lines were not long enough to connect.

So many issues with this experience, I didn't even put up a fuss about it.. the water hose was cracked at the brass, so it spewed water everywhere. The sewer line hose was cracked on one side so it didn't even connect properly, thank goodness I had duct tape. The dash lights flickered from bright to dim no matter what setting it was on. The radio also randomly changed to FMAST setting when using the USB with my phone. The bathroom door was literally stuck unless you used your whole body weight to open and close it.. Aside from that, they tried to charge me for an entire extra day for the zero damage liability plan because I was at the desk at 2:08pm. They also tried to charge an extra hour of late return fee because it was 2:08. Good thing I took a picture of the gas and mileage because it proved their vehicle was on the property before 2pm. They also added additional tax because of the fee. The girls at the front were both incredibly nice and friendly. I told them my experience w the RV was good because I didn't want to nitpick little issues. My ONLY complaint despite the list of what was wrong w the RV, is what occurred that ruined the whole experience. All I wanted was an explanation of charges and their manager was possibly the worst human I've ever had an interaction with. He called me a disgruntled customer and told me I was making a scene when all I was doing was asking for an explanation. He kept telling me he was helping me, but all he was doing was having one of the girls give me a corporate number. He was talking over me the entire time, kept interrupting anything I said. I work customer service, I don't make it a point to be rude to sales people, I know all I was doing was being a confused customer. It seems like most of the bad reviews here are about this individual and how he still has employment here is beyond me. A lesson in compassion and customer relations would probably go a long way. I will never rent from Cruise America again because of such a negative ending experience, nor will I ever recommend anyone I know to do so either which is such a shame because it would have been a 4 star review otherwise.

We had an amazing experience with Cruise America Everett. First, we price shopped a lot and found them to be the best deal. We also felt that the vehicles would be more reliable than the 'airbnb of RV'ing' websites that exist out there. The staff was super friendly. We arrived early and were able to check out our RV early (although this is probably a results not typical situation). The process was fast, although they did take the time to make sure we fully understood how to operate the vehicle. Pay close attention during that part, take pictures, ask questions. You will thank yourself later. The RV itself was a delight. This was our first RV trip and it was pretty easy. Just go slow when driving, especially at first, and you will get the hang of it (and swing wide turns). When we came back the staff was enthusiastic and happy to see us. They were excited to hear how the trip went and focused on that more than the check in process. It honestly couldn't have been better. We hope to go back and rent another one soon!

My family (wife and 2 kids) and I recently rented an RV from your Everett, WA location which we picked up on 7/10/22 and returned to the same location on 7/24/22. This was the first family vacation we've been able to take since 2018, and the experience unfortunately wasn't as good as I had hoped, but all the issues were related to the condition, cleanliness, and operation of the RV that we rented from Cruise America. The issues started as soon as I scheduled the pickup time for the RV. When I called and employee there asked what time I'd like to pick up the RV and stated that they'd open at 10am, but when I said I'd like to be in as early as possible, she then said, "We'll still be setting up, so 11am would work better". I arrived at 10:30am to make sure that I was on time, and there were already at least 3 other groups already being helped, and I had to wait around for about an hour to be helped. When doing the initial walk through of the vehicle, things seemed to be serviceable, and only later did my wife and I notice the issues with the vehicle. The various issues that we encountered with the vehicle included the following: Speedometer was 5 MPH faster than the actual speed of the vehicle. This was confirmed by many radar-enabled speed limit signs during our journey. Steering alignment was off and pulled to the right. The alignment issue was very noticeable and made the vehicle difficult to drive on rough/uneven, winding, or primitive roads. Gear shift was difficult to get into gear, especially reverse. Headliner above front passenger seat was loose and falling. Tried to fix several times but couldn't. Issues with vertical window by door. Window would not stay open no matter what. Fasteners for all the privacy curtains were barely serviceable, especially the Velcro attachments for the cab privacy curtain. Loose screws and fasteners EVERYWHERE. The ride was very rough already (even on smooth interstate roads), and the loose screws made it worse. Even the smallest bump in the road made the whole vehicle shake, rattle, and creak. The noise inside the vehicle when driving was loud enough that holding on a conversation was difficult. Protruding screws were noticeable when converting the table and bench seats into a bed, and my wife even cut herself on one of them. The screws securing the bathroom door jamb to the wall were loose and prevented the door from closing tightly. The door would swing open frequently when driving. Clothes were snagged on the screws/jamb frequently. Drawers and cabinet doors opened often while driving, despite ensuring that everything was secure and closed before driving. Cleanliness was sub-par at best. The main areas that were visible had been dusted/swept, but obviously hadn't been well cleaned in some time. The A/C vent filters were disgusting and covered in dust and grime. This affected the A/C performance until I took the filters out and cleaned them after noticing how dirty they were. The underside of the range hood was covered in grease and dust. Dust, debris, and trash could be seen when pulling out the lower drawers, and we even found a dirty old polo shirt behind a drawer. The toilet and shower were dingy and obviously hadn't been cleaned well in some time. Various greasy or sticky areas inside cabinets and drawers. Discarded and broken items found in cab center console (broken plastic buckle, case for some electronic device). Appeared to be human waste on the ceiling in the bathroom. Bathroom sink drain was very slow and found that it was full of hair and dirt. Sanitation: The hose to dump the gray and black water tanks did not fit well and almost as much waste would pour out around the hose connection whenever dumping the tanks. This made disgusting messes at dump stations that had to be cleaned up. The dump hose also had holes in it, causing waste to spray out of the hose when dumping the tanks, resulting in even more messes. The shower and toilet backed up at least once, even when the tank levels for wastewater showed low. Even when the tanks were emptied, the bathroom often smelled of sewage.

Picked up and they were too busy to give us a proper rundown , but it's not that hard to figure out. After a day , our rented Rv had a failed generator, failed refrigerator, lost hundreds of dollars in food in a heat wave. Called the help line once but there was nothing they could do to fix it. Lights were green showing it was working , not so. After trying to resolve the folks in the store sent me an 800 # and a generic email and said deal with them. No accountability from Everett or from HQ. Hq said sorry here is $180 towards your next rental, no thanks !! I would not recommend renting anything from Cruise America when there are so many options to work with better rv's and people that have more integrity. Oh and the male manager was rude , the girls were helpful . Do not rent here !!

Two weeks ago we rent a RV for the whole weekend the plants plus pick it up Friday morning and returning Sunday afternoon 4:30 PM the staff was great the two ladies working in the front. They are offer you really nice service but the problem star when we head to the place, we're we gonna be spending the weekend and we noticed for some reason they don't have a water on the water tank, so we call the office and they say they can't do nothing we spend the whole weekend with no water so we use a gallons of water to able to use the toilet when we had a bag. We headed to the place at 3 PM. The place was closed and I called service number because we don't have a place to park in the RV so we park in that RV by side of the business they had a couple places there because I don't have a space or any parking to put it in. I called service for more information. What can I do? I receive a call from one of the managers he not even say his name. he just started talking like a lot with really bad attitude, I talk to him and say if he's not stopping talking like that? I'm gonna be hanging out. he keep calling call me so what I do is take the RV rent a parking spot to leave it for one night and return next day . But the guy keep calling me and calling me 19 times he say it's gonna be charge 3000 on my car for not returning on time for some reason they make a mistake and put like 4:30 PM and they say they're supposed to be was 3 PM. next day when I head to the place 8:30 in the morning, the ladies their apologize for everything happen they don't charge any extra money but for me still the experience was pretty bad especially with the customer service

I'd give it a negative 5 if I could. Do Not buy from them. They will shine up an RV that's for sale, making it pretty, but the inside is rotting. Terrible. I've had my RV that I bought from an enthusiastic man named Jason. It has been horrific. Rear end was so bad that it was dangerous for us to drive, compressor went out on Truck A/C, now the drive shaft is bad, another situation they put us in that could hurt our family if we drove it. We bought this 8 months ago, need in shop longer than we've used it.... tires looked new, sat and rotted, had to replace, belts and tensioner went out. Ugh.

Very poor customer service. Our RV was not ready the day we booked it and they were 24 hours delayed an having an RV available. During our trip we had a sewage leakage and had to take it to a repair shop which ate up eight hours of our travel time. We had to pay out of pocket and when we returned the RV we were not compensated for the repairs nor the time lost. Not only was the woman Shannon at the counter extremely rude and refused to be helpful I followed up many times with customer service and never got any callbacks. There were lots of unhappy customers while we were picking up and dropping off so I understand they may be under a lot of scrutiny, but Shannon should find another job if she can't handle customer complaints. This company has zero integrity and does not care about their customers. We will never rent from them again. Anyone looking to rent an RV look somewhere else.

This 11-night Cruise Is the Only One in the World to Dock in Washington, D.C. — How to Get on Board

Meet American Cruise Line's American Revolution cruise.

If you're looking to experience a little American history on your next vacation, look no further than American Cruise Lines' new American Revolution cruise. In 2018, the company became the first to dock in Washington, D.C. , in more than 60 years — and this year, it is upping its game. Now, it'll operate its 11-night itinerary round trip from Washington, D.C., instead of Baltimore.

Before embarking on the ship, guests sailing an American Revolutionary journey can stay at the Four Seasons Washington, D.C., for an overnight pre-trip. Then they'll board one of American Cruise Lines' new small ships American Constitution or American Glory for the voyage. The cruise will feature several of the company’s newest Coastal Cats catamarans sailing the itinerary in 2024-2025, each of which can sleep up to 100 passengers in 56 spacious cabins. (The cabins start at 300 square feet.)

After departing Washington, D.C. , guests will make three stops in Maryland, including one at Annapolis , where they can tour the U.S. Naval Academy on an excursion. Then it'll have a day at sea, followed by an overnight in Norfolk. (For excursions, guests can book a day trip to visit the Wright Brothers National Memorial in North Carolina's Outer Banks or tour the MacArthur Memorial and Chrysler Museum of Art, among other options.)

Next up are visits to Virginia's “Historic Triangle,” including Williamsburg, Yorktown, and Jamestown. Finally, the ship will head for Mount Vernon, where guests can tour George Washington's famous home, before returning to Washington, D.C.

Even newbies are clambering aboard at record levels, with a surge in younger passengers deciding weeklong trips at sea aren’t “only for the elderly.”, by harriet baskas | nbc news • published may 27, 2024.

Lots of people will be getting their sea legs this summer.

Ports have been packed with cruise ships over the last few years, as vacationers flock to ever larger vessels and operators race to accommodate a  surge in post-pandemic bookings  — many of them from first-time passengers. The industry expects even more this year.

Benjamin Xiang, a San Francisco-based flight attendant, told NBC News he went on his first cruise last August, setting aside his reservations about “cruise people” and a type of trip he’d imagined would be “not my travel style.”

Taking advantage of a Virgin Voyages promotion that let him use credit card points to cover the $2,500 bill, Xiang booked a weeklong, all-inclusive, adults-only cruise from Barcelona, with stops at Mallorca, Ibiza and along the French Riviera.

“I invited my best friend, we prepaid a $600 bar tab, and we were like, ‘We’ll just hang by the pool, read a book or something,’” said Xiang, 35. “Turned out we partied every single night and had a blast.”

He’s among the many cruise newbies who’ve helped power the industry’s recent growth. Some  27% of cruise passengers  over the past two years have been first-timers, up 12% from the prior two-year period, according to the Cruise Lines International Association (CLIA), a trade group.

“Will I go back? I think yes,” Xiang said. “Will I pay this time? Yes.”

That’s exactly what cruise operators are hoping for, and so far they’re getting it: 82% of all cruisers say they’ll book again, CLIA’s latest report found.

After welcoming 31.7 million passengers last year, 7% more than in 2019, the industry expects volumes to swell to 34.7 million by the end of 2024. Experts say a combination of newcomers, repeat bookers and younger travelers are powering the uptick.

Like Xiang, many first-time cruisers are groups of friends traveling together, said Jennifer Klaussen, who owns Sundari Travel in Malibu, California.

“Once they get on a cruise and realize it’s not what they thought it would be, they’re usually interested in future cruises and diverse destinations,” she said, adding that newer operators have managed to “reduce the stigma associated with cruising — that it’s only for the elderly.”

Passengers under age 40, including kids, made up around 42% of cruisegoers last year, up from 35% in 2019, according to CLIA. While the average age of a cruise customer is 46 industrywide, millennials now make up nearly the same share — 22% — as baby boomers and Gen Xers, who each comprise 24%.

“The cruise industry has been hard at work to launch new ships and experiences that are attractive to a younger, newer demographic,” said Colleen McDaniel, editor-in-chief of Cruise Critic, “whether that’s a big, new ship with eye-catching attractions for families, or more bucket-list-worthy experiences like sailings in the Galapagos or Antarctica.”

Amenities don’t hurt either, said Nathan Rosenberg, chief brand officer at Virgin Voyages, which began sailing only in 2021, as the cruise industry rebounded from the pandemic. “Millennials and Gen Z love the fact that everything is included. Think meals foodies would love, tips covered, Wi-Fi to stay connected and a ton of fitness classes,” he said.

Vessels are getting bigger to handle the growing demand.

In January, Royal Caribbean Group launched  Icon of the Seas  — currently the world’s largest cruise ship, with 20 decks, 40 restaurants and room for more than 7,000 passengers and 3,000 crew members.

The company, meanwhile, reported a 16% increase in new cruisegoers between this year and last across its various cruise lines. Nearly half of all Royal Caribbean guests are millennials or younger, CEO Jason Liberty said on the company’s first-quarter earnings call.

Similarly, Norwegian Cruise Lines CEO Harry Sommer  told CNBC  earlier this month, “We appeal obviously to older customers, but millennial and Gen Z is the fastest-growing segment of our cruising right now.”

Cruises generally aren’t cheap, though, and Sommer noted that the company’s target customer is middle- or upper-income. As consumer spending cools down across much of the economy, Americans are adjusting their summer vacation plans to fit their budgets.

The share of travelers put off by steep prices hit 32% in  Deloitte’s annual summer travel survey , up sharply from 24% last year. But more affluent vacationers still seem eager to shell out on everything from  first-class airfare  to  luxury train trips , as the industry  continues to push premium offerings .

“More higher-income travelers are headed to cruises,” whereas “lower-income travelers are going camping,” the Deloitte report, released Tuesday, said. (“RV trips are up across the board,” it added.)

That doesn’t mean cruise passengers aren’t paying attention to price.

Jaclyn Groh will be going on her first cruise in March 2025, sailing around the Caribbean. The 34-year-old therapist and social work professor at Ohio State University in Columbus typically takes her family on boat trips on a lake, beach visits, “and of course the occasional Disney adventure for the kiddos,” said Groh.

While some of her friends have done family cruises, she’s never been interested in the largest cruise ships because they seem “overwhelming.” But in shopping around for a vacation next year for just her and her husband, Groh said her travel agent’s description of the packages available won her over.

The smaller Explora II vessel she opted for has a “boutique feel that we love,” she said. And it’s priced about the same as the resort in Curaçao where the couple will be celebrating their 10th anniversary this fall. That week on land will run about $6,500, while the cruise comes to about $6,700.

“The price seems very reasonable for all of the inclusions, and yet with the cruise we will get to experience so many new locations and excursions,” said Groh, who’s looking forward to “a perfect combination of resting in luxury and adventuring.”

Under Pressure, Biden Allows Ukraine to Use U.S. Weapons to Strike Inside Russia

White House officials said the president’s major policy shift extended only to what they characterized as acts of self-defense so that Ukraine could protect Kharkiv, its second-largest city.

President Biden, in a major shift pressed by his advisers and key allies, has authorized Ukraine to conduct limited strikes inside Russia with American-made weapons, opening what could well be a new chapter in the war for Ukraine, U.S. officials said on Thursday.

Mr. Biden’s decision appears to mark the first time that an American president has allowed limited military responses on artillery, missile bases and command centers inside the borders of a nuclear-armed adversary. White House officials insisted, however, that the authorization extended only to what they characterized as acts of self-defense, so that Ukraine could protect Kharkiv, its second-largest city, and the surrounding areas from missiles, glide bombs and artillery shells from just over the border.

“The president recently directed his team to ensure that Ukraine is able to use U.S.-supplied weapons for counter-fire purposes in the Kharkiv region so Ukraine can hit back against Russian forces that are attacking them or preparing to attack them,” a U.S. official said in a statement issued by the administration. “Our policy with respect to prohibiting the use of ATACMS or long-range strikes inside of Russia has not changed,” the statement continued, referring to an artillery system, provided to Ukraine, that has the capability to reach deep inside Russian territory.

The decision by Mr. Biden was reported earlier on Thursday by Politico.

American officials said that the change in policy went into effect on Thursday.

Though the White House cast the decision as a narrow one, allowing the Ukrainians to strike pre-emptively if they see evidence of preparations for an attack, or in response to a Russian barrage near Kharkiv, the implications are clearly much broader. Until now, Mr. Biden has flatly refused to let Ukraine use American-made weapons outside of Ukrainian borders, no matter what the provocation, saying that any attack on Russian territory risked violating his mandate to “avoid World War III.”

But having reversed his position, even in limited circumstances, Mr. Biden has clearly crossed a red line that he himself drew. And administration officials conceded that if Russia mounted other attacks from inside its territory beyond Kharkiv, the president’s restrictions could be subject to further loosening. “This is a new reality,” one senior official said, declining to speak on the record, “and perhaps a new era” in the Ukraine conflict.

Much may depend on how the Russians react to the change in the next days and weeks — or whether they react at all. Russia has warned that it will respond, in unspecified ways, if the United States shifts policy. Last week, as word of an impending change took place, Russia conducted drills for the forces that move and deploy tactical nuclear weapons, in what appeared to be a signal to Washington.

Russia has repeatedly played the nuclear card in the 27 months since it invaded Ukraine, mostly notably in October 2022, when it appeared the entire Russian military invasion of Ukraine could collapse. Gen. Mark A. Milley, then the chairman of the Joint Chiefs of Staff, often talked about the “nuclear paradox,” that the closer the Russians came to losing in Ukraine, the higher the nuclear peril.

But now Mr. Biden’s reversal raises a new question: How will Russia react to strikes that employ American weapons inside its territory? It is impossible to know exactly where President Vladimir V. Putin of Russia will draw his red line. Mr. Putin has not responded to Britain’s decision to ease the restrictions on its weapons, but in the Russian leader’s mind, the United States is a different kind of rival.

Inside the White House, Mr. Biden’s deliberations were very closely held, known only to a very narrow group of aides. But The New York Times revealed last week that Secretary of State Antony J. Blinken had come back from a sobering trip to Kyiv and privately told the president that his 27-month-long ban against shooting American weapons into Russian territory was now placing parts of Ukraine in peril. The Russians, he said, were exploiting the president’s ban and mounting constant attacks from a safe haven just inside the Russian border.

But by that time, Jake Sullivan, the president’s national security adviser, and Defense Secretary Lloyd J. Austin III had already concluded that the geography of the battle around Kharkiv would require an exception to the hard rule that the United States had set against firing into Russia, senior officials said. Ukraine was suffering from what one official called “an artificial line” in the middle of the battlefield that kept them from responding to devastating attacks. Mr. Sullivan and Mr. Austin concluded that it made no sense to restrict the Ukrainians from responding — even while maintaining a ban on using American equipment for long-range strikes deep into Russia.

Some American allies had already gone further. Britain weeks ago allowed Ukraine to use its Storm Shadow long-range missile systems for attacks anywhere in Russia, and France and Germany recently took the same position. So did Jens Stoltenberg, the secretary general of NATO.

From the outside, it appeared that each of those countries was mounting a campaign to get Mr. Biden to change his mind. But American officials insisted that only Britain reached its decision before Washington did, and that by the time the major European allies supported the change, they had been told Mr. Biden was headed in the same direction.

The decision follows weeks of intense behind-the-scenes conversation with the Ukrainians, made more urgent after Russia began a major assault on Kharkiv around May 10.

Three days later, on May 13, Mr. Sullivan, Mr. Austin and the chairman of the Joint Chiefs of Staff, Gen. Charles Q. Brown Jr., held one of their regularly scheduled secure video conferences with their Ukrainian counterparts. Once again, the Ukrainians pressed for Mr. Biden to lift U.S. restrictions on firing into Russian territory, arguing that the president’s concerns about escalation were overblown. But now, they said, the issue had become more urgent because the Russians were shelling civilian sites around Kharkiv from inside their border — knowing that the Ukrainians could not fully respond.

After the meeting, officials said, Mr. Sullivan, Mr. Austin and General Brown decided to recommend to the president that he reverse his position. But they kept the decision very close. Two days later, on May 15, Mr. Sullivan conveyed the recommendation to Mr. Biden, who — for the first time — said he was inclined to carve out an exception that would allow the Ukrainians to strike back, even if Russian attacks were coming from just a few miles behind the Russian border. By then, Mr. Blinken was already in Kyiv and had heard the case for a reversal directly from President Volodymyr Zelensky.

The same day as the private meeting with Mr. Sullivan, the president saw Gen. Christopher G. Cavoli, the four-star commander of the U.S. European Command and the supreme allied commander for Europe. He was in Washington for an annual meeting of all the combatant commanders, and told Mr. Biden that he also agreed that the ban on firing into Russia was posing a danger to Ukraine — though he, too, one official said, was concerned about the possible Russian reactions.

Mr. Blinken returned from Kyiv and saw Mr. Biden and Mr. Sullivan on the evening of May 17 in the Oval Office, saying that he emerged convinced that the United States had to alter its stance. It was clear by then that Mr. Biden was in agreement, officials said, but the president insisted that before he issued a formal decision, he wanted a meeting of his national security “principals” to consider the risks. That meeting did not take place until last week, just as news of Mr. Blinken’s change of view leaked out.

White House officials were clearly angry about the leak, and some said they were worried it would tip off the Russians or interfere with the final decision-making. The formal orders did not get conveyed to the Pentagon until earlier this week. Mr. Blinken, who knew the change was coming, hinted at the possibility in Moldova, where he left open the possibility that the United States might “adapt and adjust” its stance because the situation on the ground had changed. But he did not say that the president had already reversed course, and White House officials refused to comment.

Mr. Biden has never publicly commented on the internal debate that led him to change his approach. So it is unclear whether he now believes that the risk of escalation — including nuclear escalation — has declined, or whether the prospect that Ukraine might lose more territory changed his view.

So few members of the National Security Council or the Pentagon knew of the change that a Pentagon spokeswoman, Sabrina Singh, was still defending the old policy on Thursday afternoon in a briefing for reporters. She repeatedly said that there was no change. “The security assistance that we provide Ukraine is to be used within Ukraine, and we don’t encourage attacks or enable attacks inside of Russia,” she said.

But she insisted that Ukraine could be effective by focusing on tactical and operational targets that directly influence the conflict within its boundaries, she said. “So our policy hasn’t changed.”

In fact, it had, days before. No one had told her, defense officials say, that Mr. Austin had already released orders to allow Ukraine to open fire, with American weapons, on military targets over the Russian border. U.S. officials now say they expect that the first counterattacks with American weapons will begin within hours or days.
