Can i pay for faster delivery and return shipping.

Yes. You may choose one or both of the following shipment options:

  • Delivering application to us : Pay for Priority Mail Express for faster shipping. The price for this service varies depending on the area of the country.
  • Returning the passport to you : Pay $19.53 for 1-2 day delivery. This means you will receive your passport   1-2 days after we send it. Include this fee with your check or money order payable to the U.S. Department of State. Do not submit a return envelope to us with postage pre-paid. 

You may receive your passport and supporting documents in separate mailings. If you are renewing a passport card, we will send it to you via First Class Mail. We do not use 1-2 day delivery services if you only applied for a passport card.

What are passport expeditors and courier companies?

Passport expeditors and couriers are companies that are not part of the U.S. Department of State. These companies submit applications and pick up passports for customers. 

These companies may charge several hundred dollars in extra fees. They may also charge for services that we offer for free such as making an appointment and filling out a form.

Requesting a Refund for Expedited Service

Service Commitment

If you paid the $60 fee for expedited service when you applied and you did not receive expedited service, you may be eligible to  request a refund  of this fee. We cannot refund any other passport fees or your travel expenses if you miss your trip.

Non-Refundable Fees

We cannot refund the passport application fee and the execution fee. By law, we collect both fees and keep them even if a passport is not issued.

SUBJECT: Request for Proposal (RFP) No. 72048624R00012 for USAID-TICA Event and Logistics Support Activity 

Dear Interested Parties:

The U.S. Agency for International Development at the Regional Development Mission for Asia (USAID/RDMA) is soliciting a Request for Proposal (RFP) from qualified and responsible contractors for the purpose of establishing a Blanket Purchase Agreement (BPA) to provide logistical services, i.e., event organization and travel arrangements for trilateral interventions and implementation of the human resource development (HRD) components . 

USAID/RDMA anticipates the award of one or more BPAs using Simplified Acquisition Procedures under limited competition to local Thai entities as per ADS 302.3.4.5(f) for a performance period of two (2) years. The North American Industry Classification System (“NAICS”) code for this acquisition is 561599. The Authorized Geographic Code is 937. 

Proposals shall address the requirements as set forth in the attached RFP. Prospective offerors are responsible for ensuring that their proposals are received by USAID by the due date and time via email to Mr. Thanat Changkaew, Acquisition and Assistance Specialist, at [email protected] , and Mr. Craig Smith, Regional Contracting Officer at [email protected] . Late proposals will not be accepted for review and evaluation.

Prospective offerors must be registered in the System for Award Management (“SAM”) database at the time of proposal submission at www.sam.gov AND the registration must be marked as “Active.” As part of the registration process in SAM, offerors must obtain a Unique Entity Identification Number (UEI) at www.sam.gov . Offerors should retain for their records, copies of all submissions which accompany their proposals.

SECTION 1 – SUPPLIES/ SERVICES AND PRICE/COSTS

1.1 authority.

The United States Agency for International Development, Regional Development Mission for Asia (USAID/RDMA) is issuing the Blanket Purchase Agreement in accordance with FAR 13 .

1.2 PURPOSE 

USAID/RDMA (The Government) is seeking to establish a Blanket Purchase Agreement (BPA) with one or more firms to provide logistical services, i.e., event organization and travel arrangements for trilateral interventions and implementation of the human resource development (HRD) components that will allow USAID/RDMA to contract simply and quickly for the immediate delivery of the above-mentioned services for the specified period of performance. Following issuance of the BPA(s), the Contracting Officer (CO) will issue subsequent Call Orders, as needed. The selected BPA holders (Contractors) must be able to perform all requirements specified in the statement of work in support of USAID/RDMA programs. 

This BPA establishes the terms and conditions applicable to potential future purchases for Call Orders under this agreement. USAID/RDMA is not obligated to procure the services under this BPA. When a need arises, an authorized representative of USAID/RDMA may issue an order following the procedures outlined in the BPA. If the BPA holder accepts the order, then a binding contract between USAID/RDMA and the BPA holder will exist for that specific order. If the BPA holder refuses to accept orders or to furnish quotations in compliance with the terms of the BPA, USAID/RDMA reserves the right to cancel the BPA.

1.3 CONTRACT TYPE AND SERVICES

When the need arises, USAID will issue a firm fixed-price Call Order for specific requirements. 

1.4 SUPPLIES/SERVICES

The requirements of this BPA shall include all logistic arrangements of the trilateral activities required by USAID/RDMA. A detailed Statement of Work (SOW) can be found in Section 2 of this RFP.

1.5 ELIGIBILITY

Considering the effectiveness of the services to be rendered, associated costs, and places of performance, the competition for this RFP is limited to Local Entities ( ADS 302.3.4.5(f) ). For this RFP, local Thai entities are eligible to participate .

For the purpose of this RFP, “local entities” include (but are not limited to) an individual, corporation, commercial organization and nonprofit organization that:

(1) Is legally organized under the laws of Thailand;

(2) Has as its principal place of business or operations in Thailand; and

(A) majority owned by individuals who are citizens or lawful permanent residents of Thailand; and

(B) managed by a governing body the majority of who are citizens or lawful permanent residents of Thailand; 

Refer to Section 7077 of ADS 302mbe , for the full definition of local entities that must be used for all acquisitions limiting competition to local entities.

1.6 PLACE OF PERFORMANCE  

The primary places of performance of this BPA are Thailand, Lao PDR, and Cambodia as indicated in the statement of work of the individual BPA orders/calls.

1.7 AUTHORIZED GEOGRAPHIC CODE  

As per ADS 310.3.1.1 , the authorized geographic code for this BPA is 937 (the United States, the recipient country, and developing countries other than advanced developing countries, but excluding any country that is a prohibited source).

1.8 TERMS AND CONDITIONS  

  • Extent of obligation. USAID/RDMA is obligated only to the extent of authorized Call Orders actually made under the BPA. The BPA does not obligate any funds. 
  • Purchase limitation. The dollar limit for each Call Order shall not exceed the Simplified Acquisition Threshold for commercial items in accordance with FAR 13.
  • Individuals authorized to place a Call Order under the BPA shall be furnished to the Contractor by the CO as applicable. If a Call Order is made by an individual not identified by the CO, the call will be at the sole responsibility of the Contractor.

1.9 PERIOD OF PERFORMANCE  

The estimated period of performance of this BPA is two (2) years from the date of award. Individual BPA orders/calls will be issued as per the terms of BPA. 

USAID/RDMA may cancel the BPA at any time by notifying the Contractor at least 30 days in advance. BPA cancellation does not release the Contractor from the duty to continue performance or change the terms and conditions on Call Order(s) issued prior to cancellation unless a change order is processed by the CO. 

1.10 OBLIGATION OF FUNDS

This BPA does not obligate any funds. The U.S. Government is obligated only to the extent of authorized purchases actually made under the BPA. The total estimated cost for all BPA Call Orders collectively is $800,000 over the period of performance .

1.11 INSPECTION AND ACCEPTANCE  

Deliverables shall be submitted in accordance with the terms and conditions of the BPA and the Call Orders. Any discrepancy between the BPA and the Call Order shall be resolved by giving precedence to the BPA, Call Order, and CO determination. 

1.12 CLOSEOUT PROCEDURE

Closeout of the BPA and Call Order(s) will be conducted in accordance with Federal Regulations and USAID procedures, rules and regulations for closeout.

Within 30 days of completion of any individual Call Order, the BPA holder shall present the final invoice to the CO’s representative (COR) and the Regional Financial Management Office (ROFM) with a copy to the CO.

SECTION 2 – STATEMENT OF WORK/SPECIFICATIONS/DESCRIPTIONS

The following is a general discussion on the type of services which will be contained in orders issued against this BPA.

2.1 BACKGROUND

USAID/RDMA implements regional programs in the Asia region with the goal of facilitating a more resilient, inclusive and secure Southeast Asia. 

In 2021, USAID/RDMA and Thailand International Cooperation Agency (TICA) signed the Strategic Partnership Agreement for Development Cooperation in Asia (2021-2026) to implement trilateral cooperation, which provides development assistance to third countries in the areas of health, environment, economic and social development sector, and human resource development (HRD). This assistance is co-designed, and co-implemented in close collaboration with TICA, relevant Thai government ministries, and public organizations, including governments in third countries. 

The trilateral cooperation will strengthen the U.S.-Thai relations, and support Thailand’s leadership role, particularly TICA as an emerging donor in the region, to deliver strategic development cooperation in Asia.

2.2 OBJECTIVE/STATEMENT OF WORK

The purpose of this BPA is to provide logistic arrangements for specific trilateral interventions and implement the HRD components. 

The definition of HRD in this case refers to a one-off training on a specific topic, related to health, environment, economic, and social development sector. Each topic will be determined by USAID and TICA. The training curriculum will be developed by Thai government agencies/public institutions which have expertise in the identified topic. Target participants for the HRD are from Southeast Asia and South Asia region.

The contractor will serve as the main focal point for all logistic arrangements of the trilateral activities required by USAID/RDMA. Activities will take place in Thailand, Lao PDR, and Cambodia. Because the trilateral cooperation is based on a cost sharing agreement between USAID/RDMA and TICA, the contractor will be responsible for managing and executing items that are funded by USAID/RDMA. These may include but are not limited to sourcing and arranging van/taxi rental for domestic travel in Thailand or Lao PDR or Cambodia; reimbursement of transportation fee for local participants; sourcing and paying of materials and supplies necessary for implementing activities; sourcing, reserving, and paying for airfare or transportation fees, accommodation and/or a workshop venue; providing per diem, meals, a photographer; translation services ranging from verbal and written language from Thai to English and English to Thai, Khmer to Thai and Thai to Khmer, and Laos to Thai and Thai to Laos (written language only); paying for lecturer/honorarium fees; and support communications for the event such as coordinating logos, designing a workshop backdrop and, drafting social media messages. The specific items for each activity will depend on the negotiation with TICA. Currently, there are approximately six trilateral activities in the pipeline to be delivered until August 2026. Each workshop/activity ranges between 5-10 working days, and the number of participants could range between 10-50 people per event.    

The contractor will coordinate closely with the USAID/RDMA Contracting Officer’s Representative (COR) and will be required to coordinate with TICA, Thai government agencies, and participants from the third countries. The contractor is responsible to manage change requests in consultation with the COR, participate in briefing of each activity, and become familiar with its details including a timeline, schedule, budget, and other necessary information. 

Upon completion of each workshop/event, the contractor shall collect feedback from attendees and provide a comprehensive report of the workshop/event outcomes.

The contractor's principal place of business must be in Bangkok, Thailand or has an office in Bangkok, Thailand for the convenience of coordination and communication with Thai government officials. It is essential that the lead coordinator is able to communicate in Thai fluently. 

SECTION 3 –ORDERING

3.1 bpa deliverables.

Upon acceptance of a BPA award, the Contractor shall make services available within 30 days of BPA establishment. 

Specific details of each trilateral intervention will be indicated in each BPA Call/Order and may be adjusted based on the number of selected Contractors.

3.2 CALL ORDER PROCEDURES 

USAID/RDMA may enter into an agreement with one or more Contractors. If more than one Contractor is selected for this BPA, the CO will provide each firm a fair opportunity to be considered for individual Call Orders in accordance with FAR 8.4 .

Competition of each Call Order will occur among the BPA holders as established by the BPA ordering procedures in accordance with FAR 8.405-3(c) . Factors such as (but not limited to) service delivery timeline, price, past performance on prior orders issued outside and under this BPA (quality of deliverables/services/ timeliness, and cost control), and potential impact on other orders placed with the Contractor may be considered in determining award of individual Call Orders.

The Contractor selected for a Call Order is required to acknowledge receipt of the request and confirm acceptance of the request by email to the CO within 24 hours of the Call Order issuance. Faster response to the Call Order might be needed in the event of high-level interventions/events and the Contractor should be prepared to communicate during non-business hours. 

BPA holders not interested in the Call Order shall send a no-bid indication to the requesting CO within a day after receipt of the requirement. If USAID/RDMA does not receive a response within the specified timeframe, it will be considered a no-bid response automatically.

3.3 CALL ORDER PERIOD OF PERFORMANCE

The period of performance for the Call Order will be specified at the time of award.

3.4 CALL ORDER ACCEPTANCE 

Upon acceptance of the Call Order the Contractor must be ready, willing, and able to commence performance upon receipt of a valid Call Order award and complete assignment(s) within the designated performance period.

3.5 CALL ORDER DELIVERY REQUIREMENT  

All orders under the Call Orders shall contain the following minimum information:

  • Name of contractor;
  • BPA number;
  • Call Order number;
  • Service procurement date;
  • Services furnished;
  • Level of Effort, and service price; 
  • Date of service delivery;
  • Delivery terms (if applicable).

3.6 CALL ORDER DELIVERABLES  

Deliverables will not be considered final until inspected and accepted by a cognizant official. 

The Contractor may be requested to perform the below minimum activities for successful completion of a Call Order. Not all deliverables will be required in some cases:

3.7 QUALITY ASSURANCE INSPECTORS/INSPECTORS  

Quality assurance inspection will be specified on the Call Orders. By responding to a Call Order, the Contractor certifies that the service(s) to be rendered are readily available with internally-accepted standards, where applicable, at the time of service delivery.

USAID reserves the right to conduct onsite inspections of the proposed venues/facilities for each intervention/event prior to extending an award or during the agreement performance period. The Contractor shall provide alternative options or cost reimbursement, as agreed upon with the CO, for any services delivered in unacceptable condition(s). In the event that any services delivered are found to be unacceptable quality, the Contractor shall be requested to arrange alternative courses of action following the requirements, specified in Call Orders, at the Contractor’s cost.

3.8 LATE DELIVERY OF BPA CALL TERMS

The Contractor shall notify the Call Order COR and CO as soon as it becomes apparent to the Contractor that a scheduled service delivery will be late. The Contractor shall include in the notification the rationale for late service delivery and the expected date for the delivery. The CO will subsequently review the notification and provide guidance to the Contractor. Notification(s) of late delivery can serve as a ground for USAID/RDMA to terminate the Call Order and/or the BPA and in no way limits RDMA’s right to remedies. 

3.9 INVOICE REQUIREMENT

Invoicing for Call Orders shall be submitted in accordance with the BPA terms and conditions, and clauses and requirements outlined in Sections 4.4 and 4.5 . Invoicing may commence upon acceptance of each or all deliverables by an authorized official. Invoicing shall include all supporting documents for the invoiced amount. 

3.10 BRANDING AND MARKING REQUIREMENT

3.10.1 aidar 752.7009 marking (january 1993).

  • It is USAID policy that USAID-financed commodities and shipping containers, and activity construction sites and other activity locations be suitably marked with the USAID emblem. Shipping containers are also to be marked with the last five digits of the USAID financing document number. As a general rule, marking is not required for raw materials shipped in bulk (such as coal, grain, etc.), or for semi-finished products which are not packaged.
  • Specific guidance on marking requirements should be obtained prior to procurement of commodities to be shipped, and as early as possible for activity construction sites and other activity locations. This guidance will be provided through the cognizant technical office indicated on the cover page of this contract, or by the Mission Director in the Cooperating Country to which commodities are being shipped, or in which the activity site is located.

  • Description, service quantity, price and extended price of services delivered
  • If applicable, shipping number and date of shipment, including the bill of lading number if shipped on Government bill of lading
  • Terms of any discount for prompt payment offered
  • Name and address of official to whom payment is to be sent
  • Name, title, and phone number of person to notify in event of defective invoice
  • Material Inspection and Receiving Report (MIRR) and/or Proof of Delivery (POD) must be received by the COR prior to payment request.

In April 2024, the Department of Transportation announced a new series of protections for air travelers , including automatic refunds for canceled flights and, in some cases, flight delays. Airlines in the U.S. have six months until they will be expected to start implementing the new rule.

If your flight has been canceled or delayed, read on for step-by-step instructions on how to rearrange your travel plans and whether or not you are eligible for a refund at this time.

What to do if your flight is canceled

1. get on the airline's app – or make an international call.

First, pull up the airline's app on your phone. Most airline apps allow you to easily rebook your flight for free, provided you can supply your six-character reservation code. Getting in line to speak with an agent and calling the airline while you wait is also a good idea (albeit slower than using an app), and social media messaging, texting or WhatsApp may prove helpful. "During times of mass travel disruption, you should try all different avenues for getting help," says Nick Ewen, director of content at The Points Guy.

Ewen also recommends a lesser-known tactic: calling the airline's international numbers. Airlines have offices in Canada, Mexico, the U.K. and more. "While it can be costly, you can often get through to an agent more quickly," Ewen says.

Note that, depending on why your flight was canceled, finding seats on a new flight may alter your travel plans considerably.

2. Book a hotel

Next, determine if you need overnight accommodations. "If you were originally booked on the last flight of the night and there are no other options, grab a hotel room near the airport before they're all taken," Ewen advises.

3. Ask for a refund

If the airline cancels your flight and you're forced to change your travel plans, you are entitled to a cash refund per federal law . Unfortunately, getting a refund can be a lengthy and frustrating process. Most airlines will instead offer a credit for future travel, but before you accept, note that travel credits can come with restrictions, such as blackout dates

Soon, airlines will be expected to issue refunds within seven business days — either in cash or on the credit card you used to book your flight — if you turn down a travel credit.

4. Reference the DOT Cancellation and Delay Dashboard

While you're entitled to a full refund, other flight cancellation policies may vary by airline. Go to the DOT's Cancellation and Delay Dashboard to see what each major airline will and will not offer in the event of a controllable cancellation.

What to do if your flight is delayed

Currently, airlines are not legally obligated to give you a refund for a flight delay unless the DOT determines the delay to be "significant," a term that's defined on a case-by-case basis.

The DOT's new rule defines "significant changes" for the first time, and when it goes into effect later this year, you will be eligible for a refund in the following scenarios:

  • Departure or arrival times for domestic flights exceed three hours
  • Departure or arrival times for international flights exceed six hours
  • There's an increase in the number of connections
  • Departures or arrivals take place at a different airport than the one(s) you booked
  • You're downgraded to a lower flight class than the one you booked
  • You have a disability and your connections are at different airports and/or on different flights that are less accessible

Research other flights

Investigate what other flights on that airline are headed to your destination and ask an agent if they can get you on one of them (without charging change fees). Also be sure to look into what's available on other airlines: If your original airline doesn't have any flights available on your departure date, an agent may be able to book you on a flight with a different carrier at no additional cost to you. Note, however, that airlines are not legally required to do this.

Inquire about other compensation

If you've been stranded at the airport for several hours, check in with an agent and reference the Commitments for Controllable Delays section on the DOT's Cancellation and Delay Dashboard – regardless of whether you're able to get on another flight. Some airlines may provide amenities such as vouchers for meals or overnight accommodations.

"The main causes for flight disruptions are bad weather, understaffed air traffic control, and factors within the airline’s control,"  says Katy Nastro, a spokesperson at Going.com, formerly Scott's Cheap Flights. She explains the following:

  • Weather:  This is outside of the airline's control and is the single biggest reason for why we see flight disruptions. We saw this play out over the winter holidays in 2022, and even to some extent during the 2023 holiday season. Even if the weather is accurately predicted, it cannot be controlled, which means at times flight disruptions are unavoidable.
  • Understaffed air traffic control:  The U.S. air travel industry has made strides in pilot hiring year over year, but when it comes to air traffic control, we are still down roughly 1,000 fewer air traffic controllers from a decade ago. New York metro area airports specifically have felt the brunt of this deficit, so much so that airlines were permitted to reduce schedules without penalty from the summer until the end of Q4 in 2023. At its lowest, the decrease in flights in the New York metro area resulted in about 11% fewer flights per day. With less trained staff, current air traffic controllers are stretched to the limit, and schedule reductions only temporarily solve this problem. Even with aggressive hiring efforts, training takes time and will not be a quick fix.

It's almost impossible to avoid canceled or delayed flights these days. But there are a few things you can do when booking flights to lessen your chances for travel disruptions.

Keep tabs on your aircraft: On your departure date, check your flight information before heading to the airport. You can keep a watchful eye on the flight's status – including the aircraft scheduled to operate your flight – using the airline's app or a third-party app such as FlightAware Flight Tracker (which also offers a website ), FlightRadar24 or TripIt Pro.

"As an example, if you're flying from Orlando to New York, and your plane is flying in from Chicago, the initial flight from Chicago to Orlando might be delayed (or canceled) before yours is," Ewen explains. "Airlines will try to find replacement aircraft in that case, but if you can identify a potential cancellation before it officially happens, you may be able to get rebooked ahead of the other 100-plus passengers on your flight."

Consider an alternate airport: When booking your flight, you may consider flying out of a different airport than the one you typically depart from. For example, a small regional airport with limited routes may mean less travel delays and hassle overall – or it may be worth driving further to another international airport for a nonstop flight to your destination rather than opting for a connecting flight close to home.

Fly in the morning: While flight disruptions are unpredictable, historically fewer cancellations and delays occur in the morning.

Avoid weekend travel: Fly on off-peak days like Tuesday or Wednesday. You'll often find cheaper flights on these days, too.

Opt for longer layovers: If you need to take more than one flight to reach your destination, book a flight with a longer layover to provide enough time to make your connecting flight. Keep in mind that at some airports you may need to go through security or customs for your connection. For longer journeys, you can reduce the risk of missing connecting flights by planning a city stopover. For example, Icelandair offers Iceland stopovers for no additional airfare.

Consider a credit card with travel protections: You don't need to be a frequent traveler to take advantage of credit card travel protections and perks. Here are a couple options to consider:

  • Chase Sapphire Preferred :  This travel credit card ($95 annually) provides coverage for delays and cancellations when used to book flights. It also provides other travel protections such as delayed baggage coverage. "Even someone who travels just once or twice a year can still get phenomenal value from this card," Ewen says.
  • American Express Platinum Card :  This card ($695 annually) offers travel insurance that reimburses some nonrefundable expenses like hotel accommodations, meals and other essentials as long as the trip was purchased using the card.

When choosing a travel credit card, you should also pay attention to other benefits. Even the most basic airline credit cards can offer travel perks like discounts on in-flight purchases and waived baggage fees, while premium travel credit cards (which require a higher annual fee) can include access to an airport lounge with food, drinks and Wi-Fi. Some also provide a concierge service to rebook flights or built-in trip insurance to cover unforeseen expenses.

Purchase travel insurance: If your credit card doesn't include travel protections, consider purchasing insurance with flight coverages – even a cheap travel policy can help protect your investment. Covered reasons include a travel carrier delay and loss or theft of travel documents, among other scenarios. If you're interested in purchasing a policy, you can browse the best travel insurance companies here .

Talk to a travel advisor: "Booking directly with your travel advisor provides more leverage and support if something goes wrong," explains Jessica Parker, founder of Trip Whisperer . "We can advocate for a better outcome should there be cancellations or hiccups in the itinerary."

Charlotte French, owner of Cavatica Luxury Travel , agrees, sharing this recent example: "My clients were booked on a nonstop United Flight from Tokyo (HND) to EWR (Newark) in business class, when it was canceled (due to technical issues). The clients were waiting in line to find other options for their return flight home; however, these were very limited. In parallel, I was able to speak to the United Airlines corporate desk (as a travel advisor) and was able to secure them in business class on a flight out of Tokyo the same day."

Avoid checking luggage: Travelers who only travel with a carry-on bag and/or personal item (such as a backpack or purse) that meet carry-on size restrictions will have the most flexibility in rebooking – and will also avoid the chance of lost luggage, another common issue. Some carriers will try to move checked luggage to a later flight for you and will make every effort to keep you and your belongings together. However, when airlines don't have interline agreements with other carriers, you'll have to allow enough time to retrieve and recheck your own luggage.

The number of canceled flights recently fell to its lowest rate in at least a decade — a welcome change for air travelers, especially following COVID-19-era travel disruptions.

Still, flight cancellations will always be inevitable, especially during the busy summer travel season. Summer 2024 is shaping up to be especially busy. "It was the busiest March on record for air travel according to the TSA," explains Nastro. "It also had the tenth busiest day on record, which is pretty significant since it is not a 'peak period' and is generally considered off-season in the Northern Hemisphere. If this trend continues, we are likely in for the busiest summer on record when it comes to air travel."

FACT SHEET: President   Biden Announces New Actions to Secure the   Border

New actions will bar migrants who cross our Southern border unlawfully from receiving asylum Biden taking action as Congressional Republicans put partisan politics ahead of national security, twice voting against toughest reforms in decades

Since his first day in office, President Biden has called on Congress to secure our border and address our broken immigration system. Over the past three years, while Congress has failed to act, the President has acted to secure our border. His Administration has deployed the most agents and officers ever to address the situation at the Southern border, seized record levels of illicit fentanyl at our ports of entry, and brought together world leaders on a framework to deal with changing migration patterns that are impacting the entire Western Hemisphere.  Earlier this year, the President and his team reached a historic bipartisan agreement with Senate Democrats and Republicans to deliver the most consequential reforms of America’s immigration laws in decades. This agreement would have added critical border and immigration personnel, invested in technology to catch illegal fentanyl, delivered sweeping reforms to the asylum system, and provided emergency authority for the President to shut down the border when the system is overwhelmed. But Republicans in Congress chose to put partisan politics ahead of our national security, twice voting against the toughest and fairest set of reforms in decades. President Biden believes we must secure our border. That is why today, he announced executive actions to bar migrants who cross our Southern border unlawfully from receiving asylum. These actions will be in effect when high levels of encounters at the Southern Border exceed our ability to deliver timely consequences, as is the case today. They will make it easier for immigration officers to remove those without a lawful basis to remain and reduce the burden on our Border Patrol agents. But we must be clear: this cannot achieve the same results as Congressional action, and it does not provide the critical personnel and funding needed to further secure our Southern border. Congress still must act. The Biden-Harris Administration’s executive actions will:   Bar Migrants Who Cross the Southern Border Unlawfully From Receiving Asylum

  • President Biden issued a proclamation under Immigration and Nationality Act sections 212(f) and 215(a) suspending entry of noncitizens who cross the Southern border into the United States unlawfully. This proclamation is accompanied by an interim final rule from the Departments of Justice and Homeland Security that restricts asylum for those noncitizens.
  • These actions will be in effect when the Southern border is overwhelmed, and they will make it easier for immigration officers to quickly remove individuals who do not have a legal basis to remain in the United States.
  • These actions are not permanent. They will be discontinued when the number of migrants who cross the border between ports of entry is low enough for America’s system to safely and effectively manage border operations. These actions also include similar humanitarian exceptions to those included in the bipartisan border agreement announced in the Senate, including those for unaccompanied children and victims of trafficking.

Recent Actions to secure our border and address our broken immigration system: Strengthening the Asylum Screening Process

  • The Department of Homeland Security published a proposed rule to ensure that migrants who pose a public safety or national security risk are removed as quickly in the process as possible rather than remaining in prolonged, costly detention prior to removal. This proposed rule will enhance security and deliver more timely consequences for those who do not have a legal basis to remain in the United States.

Announced new actions to more quickly resolve immigration cases

  • The Department of Justice and Department of Homeland Security launched a Recent Arrivals docket to more quickly resolve a portion of immigration cases for migrants who attempt to cross between ports of entry at the Southern border in violation of our immigration laws.
  • Through this process, the Department of Justice will be able to hear these cases more quickly and the Department of Homeland Security will be able to more quickly remove individuals who do not have a legal basis to remain in the United States and grant protection to those with valid claims.
  • The bipartisan border agreement would have created and supported an even more efficient framework for issuing final decisions to all asylum seekers. This new process to reform our overwhelmed immigration system can only be created and funded by Congress.

Revoked visas of CEOs and government officials who profit from migrants coming to the U.S. unlawfully

  • The Department of State imposed visa restrictions on executives of several Colombian transportation companies who profit from smuggling migrants by sea. This action cracks down on companies that help facilitate unlawful entry into the United States, and sends a clear message that no one should profit from the exploitation of vulnerable migrants.
  • The State Department also imposed visa restrictions on over 250 members of the Nicaraguan government, non-governmental actors, and their immediate family members for their roles in supporting the Ortega-Murillo regime, which is selling transit visas to migrants from within and beyond the Western Hemisphere who ultimately make their way to the Southern border.
  • Previously, the State Department revoked visas of executives of charter airlines for similar actions.

Expanded Efforts to Dismantle Human Smuggling and Support Immigration Prosecutions

  • The Departments of State and Justice launched an “Anti-Smuggling Rewards” initiative designed to dismantle the leadership of human smuggling organizations that bring migrants through Central America and across the Southern U.S. border. The initiative will offer financial rewards for information leading to the identification, location, arrest, or conviction of those most responsible for significant human smuggling activities in the region.
  • The Department of Justice will seek new and increased penalties against human smugglers to properly account for the severity of their criminal conduct and the human misery that it causes.
  • The Department of Justice is also partnering with the Department of Homeland Security to direct additional prosecutors and support staff to increase immigration-related prosecutions in crucial border U.S. Attorney’s Offices. Efforts include deploying additional DHS Special Assistant United States Attorneys to different U.S. Attorneys’ offices, assigning support staff to critical U.S. Attorneys’ offices, including DOJ Attorneys to serve details in U.S. Attorneys’ Offices in several border districts, and partnering with federal agencies to identify additional resources to target these crimes.

Enhancing Immigration Enforcement

  • The Department of Homeland Security has surged agents to the Southern border and is referring a record number of people into expedited removal.
  • The Department of Homeland Security is operating more repatriation flights per week than ever before. Over the past year, DHS has removed or returned more than 750,000 people, more than in every fiscal year since 2010.
  • Working closely with partners throughout the region, the Biden-Harris Administration is identifying and collaborating on enforcement efforts designed to stop irregular migration before migrants reach our Southern border, expand investment and integration opportunities in the region to support those who may otherwise seek to migrate, and increase lawful pathways for migrants as an alternative to irregular migration.

Seizing Fentanyl at our Border

  • Border officials have seized more fentanyl at ports of entry in the last two years than the past five years combined, and the President has added 40 drug detection machines across points of entry to disrupt the fentanyl smuggling into the Homeland. The bipartisan border agreement would fund the installation of 100 additional cutting-edge inspection machines to help detect fentanyl at our Southern border ports of entry.
  • In close partnership with the Government of Mexico, the Department of Justice has extradited Nestor Isidro Perez Salaz, known as “El Nini,” from Mexico to the United States to face prosecution for his role in illicit fentanyl trafficking and human rights abuses. This is one of many examples of joint efforts with Mexico to tackle the fentanyl and synthetic drug epidemic that is killing so many people in our countries and globally, and to hold the drug trafficking organizations to account.

Greek travel agents were updated on the latest developments at China Southern Airlines during a recent networking event held in Athens, organized by the airline’s GSA (general sales agent) in Greece, APG Hellas .

China Southern Airlines, Asia’s largest airline, boasts a modern fleet of over 890 aircraft , including models such as the A350, A330, A320, B787, B777, B737, EMB190, and ARJ21. The fleet is continually upgraded to ensure safe flights and comprehensive services for passengers, reflecting the airline’s consistent growth and progress.

“As China’s premier airline, it stands out for its top-quality service and responsible environmental and social approach,” said APG Hellas Marketing & Sales Manager George Panagiotakis while giving a presentation to Greek travel agents.

Highlighting the airline’s achievements in 2023 , Panagiotakis noted that China Southern Airlines safely conducted 600,000 flights last year , accumulating 1.56 million hours of safe flight time . The airline has maintained aviation safety for 343 consecutive months and aviation security for 278 consecutive months. In 2023, China Southern Group , the parent company of China Southern Airlines, upheld the best safety record in China’s civil aviation industry . Additionally, for eight consecutive years, China Southern Group has led in flight punctuality rate and various service indicators.

“The overall satisfaction of China Southern Airlines’ passengers increased by 5.9 percent year on year,” Panagiotakis added.

China Southern Airlines operates an extensive international network, serving 51 destinations with 101 routes across North America, Oceania, Europe, the Middle East, Africa, Japan, Korea, Asia, Hong Kong, and Taiwan . Within China, the airline’s domestic network covers 167 destinations with 630 routes .

Due to its comprehensive network in popular ports, China Southern Airlines offers a wide range of destinations and itineraries for seafaring crew movements at competitive rates through all reservation systems (GDS).

“We are extremely happy with the positive growth trend of China Southern Airlines, which confirms the trust travel agencies place in both the carrier and its GSA,” said APG Hellas CEO Konstantinos Tsovilis .

  • McGraw Street Bridge is closed from 2nd Ave N to Nob Hill Ave N through fall 2024.
  • East Marginal Way S is closed between S Spokane St and S Atlantic St to general purpose traffic into 2026. People walking, biking, or rolling and Port of Seattle-bound vehicles may still use East Marginal Way S.
  • 11th and 12th Aves NE – Intermittent lane closures between NE 43rd and NE 67th streets into 2025. One travel lane is maintained during construction.
  • 23rd Ave E/24th Ave E – Intermittent lane closures at E McGraw St, Boyer Ave E, E Republican St, and S Grand St. One travel lane in each direction is maintained during construction.
  • N 130th St – Intermittent lane closures between Meridian Ave N and Corliss Ave N. One travel lane in each direction is maintained during construction.

Washington State Department of Transportation (WSDOT)

  • Weather dependent, there will be a full closure of all lanes on both westbound and eastbound SR 520 between I-5 in Seattle and 92nd Ave NE in Clyde Hill from 11 PM Friday, June 14 through 5 AM Monday, June 17. The SR 520 Trail will also be closed during this time.
  • Weather dependent, on weeknights during the weeks of June 3 and June 10, there will be lane reductions on both northbound and southbound I-5 between Boeing Field and Southcenter from 8 PM each weeknight until 5 AM the next morning as part of the I-5/Duwamish River to S Lucile St. Concrete Pavement Rehab . Typically, these reduce I-5 down to one or two lanes in each direction.
  • Weather dependent, there will also be weekend-long lane reductions on southbound I-5 only during the weekends of June 8-9 and June 15-16. WSDOT will close up to three lanes of southbound I-5 around Boeing Field from 10 PM Friday to 5 AM Monday, during these two weekends.
  • City of Seattle utility work will close the southbound I-5 off-ramp to eastbound Dearborn Street from 9 PM Friday, June 14 through approximately 8 PM Sunday, June 16.
  • The SR 99 Tunnel will be completely closed from 10 PM Friday, June 7 through 6 AM Saturday, June 8 for routine maintenance.
  • Two right lanes on eastbound I-90 between the Mount Baker Tunnel in Seattle and the Mercer Island Lid Tunnel in Mercer Island will be closed from 10 PM Friday, June 14 through 6 AM Saturday, June 15 for routine maintenance.

WSDOT will also complete work updating an attenuator along the southbound I-5 off-ramp to James Street later this week, which will involve nighttime lane and ramp closures in downtown Seattle.

From 10 PM Thursday, June 6, to 4 AM Friday, June 7, crews will close:

  • The right two lanes of southbound I-5 from Yale Avenue to the James Street off-ramp.
  • The southbound I-5 off-ramp to Union Street.
  • The Yale Avenue/Howell Street on-ramp to southbound I-5.
  • The left lane of the James Street off-ramp.

June 6 and June 13: Spotlight on the Waterfront – Waterfront Park

June 15: Columbia City Night Market – Columbia City

On the third Saturday of each month from 6-10 PM, the Columbia City Night Market features local vendors, artists, and food trucks accompanied with live music and a 21+ beer garden. The event is hosted at 7th Ave S, between S Hudson and S Edmonds streets.

The Columbia City Night Market can be reached by King County Metro bus or Sound Transit light rail (the Columbia City Station is closest). Or, depending on your trip, walking, biking, or rolling might be great ways for you to get to the market.

15 men brought to military enlistment office after mass brawl in Moscow Oblast

Local security forces brought 15 men to a military enlistment office after a mass brawl at a warehouse of the Russian Wildberries company in Elektrostal, Moscow Oblast on Feb. 8, Russian Telegram channel Shot reported .

29 people were also taken to police stations. Among the arrested were citizens of Kyrgyzstan.

A mass brawl involving over 100 employees and security personnel broke out at the Wildberries warehouse in Elektrostal on Dec. 8.
