Phillips Brewery:   Quench Your Thirst with their Victoria Craft Beer

It is difficult to miss the Phillips Brewery when you visit Vancouver for their Victoria BC Breweries .   The success of this company has come a long way.   From its humble beginnings at the residential area of Matt Phillips, they are now operating at two locations and experiencing a steady growth.   Visitors who get a taste of their Victoria craft beer are more than satisfied by the experience.   Once you get a tiny sip on the beers that they offer to their customers, you will definitely know why they are receiving numerous commendations and recognitions from different associations.

A Quick Glance at the Victoria Craft Beer of Phillips Brewery

The brewery house went into business last 2001, the owner back then was unfinanced, so he decided to use his credit cards when purchasing his brewery equipment.   But that didn’t stop the passion and dedication of Matt Phillips in providing the rich and velvety taste of his Victoria craft beer .   They are offering their customers with 8 beers on an annual basis; Surly Blonde-Triple, Phoenix Gold-Lager, Blue Buck, Amnesiac Double-IPA, Longboat Double-Chocolate, Slipstream Cream, IPA and the Black Toque.   Their best seller would undoubtedly be the Blue Buck.   They also sometimes offered a seasonal beer at least one a month.

The Amnesiac Double IPA is brewed at 8.5%abv and can be enjoyed back home through a 22oz bottle with an image of an elephant on the bottle.   The aromatic essence of the Amnesiac is a muted mango with a touch of peach and a slight hint of bread malt.   The caramel flavour of the Victoria craft beer provides that wood bitter flavour.   The taste is truly refreshing and a perfect beer during the summer.

The Black Toque is incredibly dark ale that is packed with intricate flavour and the delicious taste of hop.   It is beyond the simplistic dark ale that you normally experience in other Victoria BC Breweries .   It is definitely recommended for individuals who truly appreciate the authentic taste of the beer with a rich and edgy flavour.   Long Boat Double Chocolate, on the other hand, gives this velvety and chocolaty flavour that delivers a huge chocolaty aroma that is followed by the well-balanced taste and a mild presence of the chocolate.

The seasonal Vancouver craft beer that they offered monthly is as exciting and flavourful as their mainstay.   I will guarantee that you will be returning every month just to taste their seasonal offerings that have a distinct flavour from the rest but also has that signature rich-taste of the Phillips beer.   If that is not enough to make you visit this area, their sumptuous and mouth-watering cuisine that perfectly matches, their beers will surprise you.   If you are someone who loves beer, it is time for you to visit and enjoy the authentic taste of their beer.

Your Guide To Craft Beer On Vancouver Island

phillips brewery tour

With a dynamic community featuring more than 40 craft breweries, Vancouver Island is truly a destination for beer lovers. From Victoria at the southern tip, where the whole microbrewing movement got its start when Spinnakers Brewpub opened in 1984, all the way up to Port McNeill near the northern tip of the Island, and across to spectacular Tofino on the west coast, craft breweries are sprinkled all over the Island. Some are ultra-local, focused on their own communities or neighbourhoods — which means you have to visit them in person if you want to taste their beers — while others have expanded to distribute throughout BC and even beyond its borders so you’ll see their beer on tap at bars and restaurants wherever you go.

No matter what your taste preferences are, you will definitely find some new favourites here.

The Vancouver Island Beer Guide has been curated to invite locals and visitors to experience the amazing beer scene here while exploring the various regions of the Island and all they have to offer — whether it’s the agricultural splendour of the warm Cowichan Valley, the rugged and beautiful wild west coast, the sheltered beaches that stretch for miles along the east coast, the urban pleasures of Victoria, Nanaimo and Courtenay-Comox, or the many varied outdoor activities readily accessible here, including biking, hiking, skiing, surfing, paddling, caving and climbing. Vancouver Island is a fantastic place to visit so be warned, once you come here you might never want to leave.

Enjoy Inside Or Take It To-Go

But back to the beer, which is the real reason for this guide. Many of the breweries listed here have tasting rooms where you can sample their brews and most offer snacks or meals. Some are brewpubs with full restaurants offering extensive menu options. Many are family-friendly places where you can bring the kids along and lots of them have dog-friendly patios. At each brewery, you will also be able to purchase bottles or cans to take away with you or fill a growler to take back to your campsite, RV, motel or cabin.

New Experiences are Brewing Nearby. Let the BC Ale Trail be your guide.

For more information, visit the BC Ale Trail website , which offers in-depth itineraries and detailed information about every brewery on the Island. Or download the BC Ale Trail app, which you can use to collect points each time you visit a brewery, and then redeem them for a special prize at participating locations. It will also help you find local liquor stores and local taphouses that offer good craft beer selections.

Based in a gorgeous heritage building dating back to 1894, its beautiful interior, excellent kitchen and sun-drenched, waterfront patio are all great reasons to visit, and the beer will keep you coming back.

Swift Brewing and the Good Time Tasting Room Located at 450 Swift Street, our brewery is a place for you to enjoy a super comfy setting, combining the best of the old with the convenience and comfort of the new. Picture the delicious flavors and cozy feeling from your wild Aunt Linda’s kitchen and the retro nostalgia from your cousin Geo’s cigar room. It’s the right blend of old-school charm and modern-day comfort.

Swans Brewery, Pub & Hotel Once an “ugly duckling” of a building that was renovated into a gorgeous swan, this brewpub dating back to 1989 has a great pub with 48 beers on tap, 20 of which are brewed on-site. The hotel upstairs is a great option for staying right downtown.

Whistle Buoy Brewing Victoria’s downtown brewery based in historic Market Square, Whistle Buoy makes a rotating list of small-batch experimental beers using high-quality local ingredients. It has a cozy tasting room inside and a dog-friendly patio that’s sun-drenched in summer and covered with heaters in winter. Open every day.

Spinnakers Gastro Brewpub Canada’s original brewpub dating back to 1984, Spinnakers’ location on the Inner Harbour offers gorgeous views to go along with delicious beers and an excellent kitchen that works closely with local farms and food providers. It even has guesthouses, making it the perfect home base for exploring Victoria’s beer scene.

Driftwood Brewing Company Brewing the beer they love to make, Driftwood is best known for making bold west coast beers while aspiring to make the best beer they can. You can visit Driftwood’s Bar & Patio in the heart of Esquimalt and indulge in a myriad of fresh beers on tap, Driftwood Spirits cocktails, locally produced wine and cider, and an Asian-fusion menu from local legends, Dumpling Drop.

Lighthouse Brewing Lighthouse’s beers and marketing have always reflected a nautical theme inspired by its location in Esquimalt, home to Canada’s Pacific Coast naval base. Its tasting room and outdoor picnic area make it an attractive destination.

4Mile Brewing Company Built in 1858, the Four Mile was a roadhouse for stagecoaches and later automobiles, then a cabaret with a notorious brothel upstairs. Renovated and reopened with gorgeous decor in 1979, the brewery was added in 2014.

Millstream Beverage Co. Langford’s local brewery has a tasting room and patio with table and bar seating. Kids and families are welcome, and the fenced outdoor area is dog friendly, too. Pizza and nachos are available along with a wide assortment of craft beers and seltzers.

Mile Zero Brewing This small brewery started by three friends is located in what was once Metchosin’s schoolhouse, which more recently was converted into a community centre with space leased for local businesses like this. And you can’t get any more local — the beer is available only in the taproom to enjoy by the glass or takeaway in a growler.

The small town of Sooke, about 45 minutes west of Victoria, is home to three breweries of its own, along with a meadery and distillery, making it the ideal spot for a day trip or overnight excursion. It is also a great destination for adventurous cyclists thanks to the Galloping Goose Regional Trail, a decommissioned railway line that was converted into a bike and walking trail that runs all the way from Victoria (approx. 45 km).

Sooke Oceanside Brewery SOB’s gorgeous new tasting room overlooking the Sooke Harbour is a great spot to meet locals and taste delicious beers with names inspired by local maritime history and the forestry industry.

Sooke Brewing Sooke’s “downtown” brewery is in a purpose-built building that has a big tasting room and patio. Enjoy a range of delicious beers along with a plate of charcuterie from the butcher next door or a meal from the on-site food truck.

Bad Dog Brewing Bad Dog Brewing is a charming brewery located in a rural setting with a tasting room, food truck, and a picnic area outside. Cyclists note that it is at the top of a long climb from central Sooke, but then again, that means you get to enjoy a long glide back down afterwards!

It has an attractive and welcoming tasting room and a licenced self-serve picnic area outside with a tall totem pole and a gargoyle named Christopher watching from his perch on the edge of the roof.

Small Block Brewing This brewery celebrates classic car culture alongside “precision-made” craft beer. The owners’ fascination with 1950s/60s hot rods is reflected in the decor of the welcoming tasting room, as well as in many of the names of the beer they serve.

Craig Street Brewpub Check out Duncan’s cozy and quaint downtown for some shopping or sightseeing, and then pop into the Craig Street Brewpub for a meal and a beer. This attractive, multi-level building dating back to the 1940s has lots of different options for dining, whether it’s the downstairs pub with its beautiful, antique bar, the streetside patio, or the rooftop deck upstairs.

Bayview Brewing Ladysmith has long been well known for its picture-perfect main street and famous cinnamon buns, but Bayview Brewing provides another great reason to detour off the Island Highway: delicious beer and a top-notch food menu in a comfortable, family-friendly tasting environment.

Red Arrow Brewing

Small block brewing, craig street brewpub, bayview brewing company, central island.

The port city of Nanaimo is the second largest urban centre on the Island, acting as a hub for the mid-Island region with ferries to the Mainland, the Vancouver Island University campus, and a lively arts and culture scene. Five local breweries provide a diverse and delicious opportunity for a tasting tour.

Wolf Brewing Originally founded as Fat Cat Brewing in 2000, this brewery located on the south side of Nanaimo changed its name to Wolf in 2010. The new owners also expanded and revitalized the brewery with a snazzy new on-site tasting room.

Cliffside Brewing Nanaimo’s newest brewery has a warm tasting room with a fresh, young energy. Its location right next to White Sails Brewing makes for a perfect tasting tour by foot, especially for visitors staying downtown.

White Sails Brewing Named for the sailboats that dot Nanaimo’s harbour, White Sails has a big, welcoming tasting room reminiscent of a German beer hall, with a warm, glass-enclosed gas fireplace at its heart.

Longwood Brewery Longwood Brewery partners with many small farmers for a wide range of ingredients, resulting in an obsessively local product that reflects the true terroir of Vancouver Island. In fact, the majority of all the barley and hops Longwood Brewery uses is sourced within BC.

Longwood Brewpub The Longwood Brewpub has anchored the Longwood Station plaza in the north end of Nanaimo since 1999. It has a family-friendly restaurant upstairs and a pub downstairs, with a big fieldstone fireplace to warm a body up on a cold, wet Vancouver Island winter day.

Parksville Qualicum Beach

The sheltered stretch of coastline north of Nanaimo is home to some of the province’s most spectacular beaches, including Parksville’s Rathtrevor Beach where the tide goes out almost a kilometre (half a mile), revealing clean sand and fascinating tidal pools that teem with marine life.

Rusted Rake Brewing Rusted Rake is a farm-based brewery and gourmet eatery. A family-owned-and-operated business, the Rake has a superb kitchen that serves a wide range of dishes using locally sourced ingredients first and foremost. Brewing the beer here is industry veteran Dave Woodward who has established a reputation for excellent, award-winning beers at several other BC breweries over the past 20 years.

Mount Arrowsmith Brewing Named Brewery of the Year at the 2017 BC Beer Awards, this stylish spot is the perfect accompaniment to Parksville’s beaches and resorts. Its tasting room kitchen makes it a great stop for lunch or dinner as well.

Fern + Cedar Brewing Located in a gorgeous purpose-built building with a distillery next door, this brewery offers a bold and tasty experience in the heart of Qualicum Beach, featuring small-batch beer in a fresh, live, green filled space. It is a haven for foodies and beer enthusiasts alike to come together in great discussions over local food and beer.

LoveShack Libations This small Qualicum Beach brewery is a labour of love for its charismatic founder who brews part-time and serves samples at the brewery two days a week. Be prepared to be entertained when you pop in for a sample flight.

Wolf Brewing

Cliffside brewing, white sails brewing, longwood brewery, longwood brew pub, rusted rake brewing, mount arrowsmith brewing co, fern + cedar, love shack libations, pacific rim, port alberni.

Head west across the Island past the quaint town of Coombs, where goats famously munch on grass on the roof of the Old Country Market, and through Cathedral Grove, a spectacular stand of old-growth trees that will awe and inspire you. Port Alberni is home to three excellent breweries that have established this town as a beer lover’s destination.

Dog Mountain Brewing Founded by an award-winning brewer and her husband who moved here from Alberta to open the brewery, Dog Mountain Brewing is a hidden gem that has a dog-friendly rooftop patio with a gorgeous view of the Alberni Inlet and Beaufort Mountain Range.

Alberni Brewing Founded by a couple in partnership with a local chef, Alberni Brewing features spacious seating, a fireplace, an outdoor patio, and a full kitchen serving a wide range of delicious dishes alongside tasty beers.

Twin City Brewing Since opening in 2017, Twin City has earned a great reputation for its creative beer line-up and fantastic food, including pizzas made to order and a tasty selection of smoked meat sandwiches (yes, the meats are smoked on site).

Tofino & Ucluelet

The wild and spectacular west coast of Vancouver Island inspires every visitor with its seemingly endless beaches and spectacular ocean vistas. Visit in the warmer months to learn how to surf or experience storm-watching season from the cozy confines of a warm cabin or lodge. No matter when you visit you will be able to enjoy delicious craft beer and world-class food in both of these welcoming communities.

Tofino Brewing No visit to Vancouver Island is truly complete without a visit to Tofino: the beaches, the surfing, the spectacular landscapes, and don’t forget the beer! Tofino Brewing has been brewing locally for nearly 10 years.

Dog Mountain Brewing

Alberni brewing company, twin city brewing, tofino brewing, ucluelet brewing company, comox valley.

This central Vancouver Island region has it all: farms and farmer’s markets; wilderness hiking, camping and climbing; fantastic skiing and mountain biking; urban shopping and dining; history aplenty; and of course, delicious craft beer!

Hornby Island Brewing It takes two ferries to get here from Vancouver Island, but it’s definitely worth the effort. Hornby Island is a relaxed, welcoming place with warm-water beaches and this small-footprint nanobrewery that is focused on producing artisan beers. Open weekends from 1-5 pm.

Cumberland Brewing The small town of Cumberland is known for its coal mining history and its present-day status as a mecca for mountain bikers. Cumberland Brewing is an ultra-local spot that only sells its beer on-site. Have a seat on the covered patio for great food and beer, or enjoy the sister establishment across the street: Rider’s Pizza, which has some of BC’s finest craft beer on tap and in cans — and fantastic pizza, of course.

Ace Brewing This Courtenay microbrewery celebrates the history of the Canadian Air Force in the Comox Valley through a vintage aviation theme reflected in the tasting room decor. There is a lot of space to socialize and 10 taps to choose from, as well as a Canteen kitchen that offers some tasty bites to go along with the beer.

New Tradition Brewing Taste creative, passionate, and boisterous interpretations of classic styles at this comfortable, sustainable space in the heart of Comox. The brewery’s name says it all: respecting the traditions of brewing without being afraid to experiment and take risks. Expect a solid range of classic beer styles mixed with some less traditional fresh takes.

Land & Sea Brewing With a name that celebrates the elements that define life on Vancouver Island — the land and the sea — this Comox brewery has established itself as a community gathering place. Its bright and welcoming tasting room showcases the brewing equipment front and centre, and the on-site kitchen offers great food to go along with the delicious beer.

Gladstone Brewing Based in a one-time car mechanic’s shop in Courtenay, Gladstone Brewing embraces that heritage with a tasting room that is decorated with automobile memorabilia. The Gladstone kitchen serves up burgers, tacos, and house-smoked meats to keep your hunger pangs away as you sip and socialize on the all-weather patio, which is always busy with friendly locals ready to enjoy a conversation.

Hornby Island Brewing Company

Cumberland brewing, ace brewing, new tradition brewing, land & sea brewing, gladstone brewing, vancouver island north.

Heading north from the Comox Valley you can ski or snowboard at Mount Washington or Mount Cain, fish to your heart’s content in Campbell River, or experience the truly rugged wilderness of the Vancouver Island North.

Beach Fire Brewing Located in Campbell River, Beachfire has a comfortable and stylish tasting room designed around sharing at communal harvest tables. Both the food and the beer are made in-house from scratch, incorporating local ingredients wherever possible.

Devil’s Bath Brewing Port McNeill is a resource town with stunning scenery and endless outdoor adventure potential. It has one grocery store, one pub, one general store, and, as of June 2021, one craft brewery: Devil’s Bath Brewing, which was named after Canada’s largest cenote located nearby. based in an old mechanic shop that was remodelled with a warm wood interior, the brewery has water views and a giant patio where you can linger while enjoying delicious food and drink.

Behind the Beer: Matt Phillips

Behind the Beer

A conversation with Matt Phillips of Phillips Brewing and Malting Co.

As the story goes, Matt Phillips started his craft beer empire with a dream and a maxed-out credit card, producing beer in stainless steel fermenters he welded himself in a non-descript industrial unit in Esquimalt. Cut to 20 years later, and Phillips Brewing and Malting Co. is a craft beer juggernaut, selling beer across North America, with its Willy Wonka- esque headquarters spanning almost an entire city block in Victoria’s Old Town neighbourhood.

We spoke with Phillips (virtually, anyways) about the past, present and future of craft beer in Victoria and across the province, and what he had to say might surprise you.

Good Beer Gazette: What was your vision for Phillips Brewing when you first started out 20 years ago? Did it differ from the multi-pronged beverage (and malting!) empire you and your team have built today?

Matt Phillips: I had wanted to start my own brewery since very early in my brewing career, motivated by wanting autonomy on the kinds of beer that I was brewing at a time when most craft breweries were making three beers: one of each colour. The original vision was for a brewery that made very niche beers (think IPAs, etc). To make that viable, the brewery was originally focused only on the bomber (650 mL) format. That vision didn’t work from a business standpoint, and it needed to change after a couple of years, but the focus on creative beer and ingredients hasn’t changed at its heart and has driven the direction into other areas such as malting and soda.

GBG: How has the craft beer industry changed in the past 20 years since you first started?

phillips brewery tour

Phillips: In some ways, the industry is still very much the same; in others, it is significantly different. That’s to be expected. I think the most obvious change is the size of the industry. When I started, there were around 20 or so breweries in B.C.—we all knew each other—and there was a tight sense of collegiality. It’s inevitable that with several hundred breweries in the province, we don’t have those tight relationships that we once valued. On the other hand, the technology that we have access to is lightyears ahead of what was available, or at least attainable on budgets for breweries as small as we all were back then. It’s hard to argue that it hasn’t resulted in better and more consistent beer.

GBG: What were some of the biggest challenges the brewery has faced in that time?

Phillips: Challenges have varied over time. In the early years, the biggest challenges were certainly cash-related: convincing suppliers to sell to me and then finding the cash to pay, trying to scrape together enough cash to weld up another fermenter, or just pay rent. Later, there were periods where we were simply trying to figure out how to keep up with demand and not piss off our retailers. We’ve had hop shortages from warehouse fires. Tank ruptures (twice). Moving a brewery in the middle of summer (twice). Every chapter has had some adventure, and that’s what keeps it interesting.

GBG: What are some of the brewery’s biggest accomplishments that you’re most proud of, personally?

Phillips: Of course, I am proud of the awards we have won over the years, and I’m very proud of the culture of inventiveness and fun at the brewery. But I’m also very excited by our longstanding push to sustainability. We have been monitoring our CO 2 life cycle analysis for over 10 years now, and it has helped to guide a lot of our decisions, such as installing a mash press to reduce barley consumption (which turns out to be the most significant factor within our control), building a CO 2 reclaim plant in 2015, and investing in a malt plant so we can process locally-grown barley. And most importantly it has led us to have a very low CO 2 footprint.

GBG: What about the craft beer scene here in Victoria? How has it matured in the past 20 years?

Phillips: I think one of the interesting things about the craft beer scene in Victoria is that it hasn’t changed nearly as much as it has in other places. Victoria was a very early adopter of craft beer, I suspect much of this is due to the Great Canadian Beer Festival. Victorians were adventurous in beer and supported their local breweries, such as Spinnakers, Swans, Vancouver Island, Lighthouse, and Canoe. Breweries have opened since, but not to the scale that there have been in other places. Because so many of us were open long before tasting rooms were allowed, our taproom culture has been slow to develop, but I think that is starting to change.

GBG: Phillips has become a big part of the cultural fabric of Victoria, even more so since you opened the tasting room and started hosting major events like HOPoxia and the Backyarder. Are there any major changes planned for the brand or the brewery itself in coming years? Any new plans to connect with your home market post-Covid?

Phillips: The one thing to be sure of is that things can’t stay the same for too long! Certainly, we are hoping to be producing shows in the backyard again this summer and really hope the Covid conditions allow us to throw a proper celebration this summer. As for new things for the brand or brewery – they are one and the same for us. We have some new beers this year that we are really excited about, and that will be our focus for the next few months, but we hope that as summer comes, we will be able to start having some more adventure!

GBG: What is the best beer Phillips ever brewed, in your opinion? What Phillips beer is most underrated?

Phillips: Hmmm. Well, I think the best beer we’ve ever brewed is Blue Buck. There is something about brewing the same beer 3-4 times a week that allows you to get really good at making it consistently and without off-flavours, and have it balanced every time. One-off beers are usually exciting, but there is something about a beer that is right on the money every time. In terms of underrated beers… I don’t know, I don’t look at ratings, but I would say one of the beers that we don’t really talk about much are the beers that come out of our sour barrel reactor—very complex sours from the resident microflora in the barrels. We only sell them in our beer shop as the volumes are low and they take quite a while to make, but they are memorable beers.

GBG: What’s your favourite B.C. craft beer NOT brewed by Phillips (and why)?

Phillips: Favourite is a hard concept for me… I want an IPA one minute and a pilsner the next. But I had a Passive Aggressive from Brassneck the other day that had the hops doing all the right things, and every time I have that beer, it just tastes right to me. 

ST. PETERSBURG, Russia (AP) — President Vladimir Putin warned Wednesday that Russia could provide long-range weapons to others to strike Western targets in response to NATO allies allowing Ukraine to use their arms to attack Russian territory.

Putin also reaffirmed Moscow’s readiness to use nuclear weapons if it sees a threat to its sovereignty.

The recent actions by the West will further undermine international security and could lead to “very serious problems,” he said, taking questions from international journalists — something that has become extremely rare since Moscow sent troops into Ukraine.

“That would mark their direct involvement in the war against the Russian Federation, and we reserve the right to act the same way,” Putin added.

The United States and Germany recently authorized Ukraine to hit some targets on Russian soil with the long-range weapons they are supplying to Kyiv.

On Wednesday, a Western official and a U.S. senator said Ukraine has used U.S. weapons to strike inside Russia under newly approved guidance from President Joe Biden that allows American arms to be used for the limited purpose of defending Kharkiv , Ukraine’s second-largest city. The official was not authorized to comment publicly on the sensitive matter and spoke on condition of anonymity.

Putin claimed that using some Western-supplied weapons involves military personnel of those countries controlling the missiles and selecting targets, and therefore he said Moscow could take “asymmetrical” steps elsewhere in the world. The U.S. military said it does not control the missiles it provides to Ukraine or the targets.

“If they consider it possible to deliver such weapons to the combat zone to launch strikes on our territory and create problems for us, why don’t we have the right to supply weapons of the same type to some regions of the world where they can be used to launch strikes on sensitive facilities of the countries that do it to Russia?” he said.

“We will think about it,” he told the journalists on the sidelines of the annual St. Petersburg International Economic Forum.

Asked whether Russia could resort to using nuclear arms, Putin said the conditions for utilizing that arsenal are clearly spelled out in Moscow’s security doctrine.

“For some reason, they believe in the West that Russia will never use it,” he said.

“Look at what is written there,” he said of Russia’s nuclear doctrine. “If somebody’s actions threaten our sovereignty and territorial integrity, we consider it possible to use all means at our disposal.”

Even Russia’s battlefield nuclear weapons are much more powerful than what the U.S. used against Japan in World War II, Putin said.

Speaking to senior news leaders of international news agencies, including The Associated Press, for more than three hours, Putin also said nothing will change in terms of Russia-U.S. relations regardless of whether Biden or Donald Trump wins the American presidential election in November.

“We will work with any president the American people elect,” Putin said.

“I say absolutely sincerely, I wouldn’t say that we believe that after the election something will change on the Russian track in the American politics,” he added. “We don’t think so. We think nothing that serious will happen.”

Putin also said Trump’s felony conviction at his hush money trial last week was the result of “the use of the court system as part of the internal political struggle.”

The Russian leader faced questions on various topics, although the more than two years of fighting in Ukraine dominated the session.

Putin claimed the West had opportunities to end the fighting in Ukraine but did not act on them, citing a letter he once supposedly wrote to Biden that said hostilities could end in two or three months if Washington stopped supplying Kyiv with weapons.

Asked about Russian military losses, Putin said that no country would reveal that information during hostilities but claimed without providing details that Ukraine’s casualties are five times greater than Russia’s.

He also said Ukraine has more than 1,300 Russian troops in captivity, while more than 6,400 Ukrainian soldiers are being held in Russia.

The claims could not be independently verified and some Western estimates put Russia’s losses much higher than Ukraine’s.

Asked by AP about the case of Wall Street Journal reporter Evan Gershkovich, Putin said the U.S. is “taking energetic steps” to secure his release. Gershkovich was jailed over a year ago while on a reporting trip and charged with espionage. The journalist, his employer and the U.S. have denied the allegations, and Washington has declared him to be wrongfully detained.

Putin said that any such releases “aren’t decided via mass media” but through a “discreet, calm and professional approach.”

“And they certainly should be decided only on the basis of reciprocity,” he added, an allusion to a potential prisoner swap.

Putin has used the St. Petersburg forum as a showcase for touting Russia’s development and seeking investors. The meeting with journalists took place in Gazprom’s new global headquarters, a needle-shaped 81-story skyscraper overlooking the Gulf of Finland.

While meetings with journalists were part of previous sessions, he has not taken questions from Western journalists at the St. Petersburg event since sending troops to Ukraine.

Last year, journalists from countries that Russia regards as unfriendly — including the U.S., the U.K. and the European Union — were not invited, and Western officials and investors also steered clear of the session after wide-ranging sanctions were imposed on Moscow over Ukraine.

Associated Press writer Aamer Madhani in Washington contributed.
