For U.S. schools in disrepair, federal infrastructure dollars can't come soon enough

At Baker Heights Elementary, everything seems to be coming apart, and it's Timothy Scott's job to try to patch whatever's broken — whether it be falling ceiling tiles or a water fountain falling off the wall.

"It could be fixed, it could be repaired, but we're pulling funding from the classroom," Scott said.

Baker, Louisiana, just outside Baton Rouge, is home to roughly 12,000 people. Money is tight, and the population and tax base are shrinking. The infrastructure , including five school buildings that were all built in the 1950s, is crumbling.

Across the U.S., the average public school building is now nearly half a century old, and communities like Baker are facing a lot of repairs. Although Congress allocated more than $1 trillion to rebuild America's infrastructure in 2021, many schools across the country are growing desperate to fund the much-needed repairs.

To date, the infrastructure law has funded more than 40,000 projects across the country. But in many cases, the money reaches communities like Baker too slowly.  

Baker Superintendent J.T. Stroder says declining enrollment means "it's tough to do anything." The problems with infrastructure are not limited to the city's schools, he says.

"You can drive around the community and you'll see how those kind of match," Stroder said.

"The way a student feels about their surroundings and their atmosphere affects how they perform academically," he added.

Overall, America's infrastructure — from roads to bridges to drinking water — has a grade of C-minus, according to the last "report card" from the American Society of Civil Engineers. The investment needed just to bring American schools up to par is $870 billion, according to the 21st Century School Fund.

Baker Mayor Darnell Waites knows Baker's challenges firsthand.

"Everything that I do is infrastructure," Waites said. But despite knowing what the problems are, "it takes money" to fix them.

"There's a lot of other things that's going on at the same time," Waites said. "You want infrastructure, but you want to be safe... so 50% of my budget is public safety and everything else goes toward infrastructure."

Much of that funding comes from state and federal funding, Waites said.

Louisiana Republican Senator Bill Cassidy was instrumental in negotiating the 2021 infrastructure law. 

"During the COVID epidemic, billions were sent to state and local educational authorities," Cassidy said. "But oftentimes when the federal government puts up dollars, the state and local pull back and the net sum remains constant."

Many of these infrastructure issues existed long before the pandemic broke out.

In 2016, a flood closed the local high school. Ever since, students have had classes in the middle school building.

"I would say, I do feel forgotten about," one student said. "Kind of ashamed to say what school you go to."

The water-damaged high school will reopen this fall — 8 years after the flood.

"We don't have that experience, like a bigger environment for us to grow in and flourish in, but I'm hopeful for the future," another student said.

In many American communities, that's something else that has been slow to rebuild: hope.

U.S. Catholic Bishops Apologize for Traumas of Indian Boarding Schools

The bishops acknowledged the church’s role in operating schools where Native American children faced abuses and forced assimilation.

The U.S. Conference of Catholic Bishops issued a formal apology on Friday for the church’s role in the mistreatment and trauma experienced by Native Americans in the United States, notably in church-operating boarding schools that sought to force the assimilation of Native children into American culture.

Starting in the 19th century, hundreds of thousands of Native children were removed from their families and sent to the schools, where they often faced abuse, neglect and hard labor. Of the more than 500 Native boarding schools set up across the country, most with federal involvement or support, 87 were Catholic-run, according to a document from the research group Catholic Truth and Healing.

“The family systems of many Indigenous Peoples never fully recovered from these tragedies, which often led to broken homes harmed by addiction, domestic abuse, abandonment, and neglect,” the bishops wrote in a 56-page document issued on Friday called a pastoral framework. “The Church recognizes that it has played a part in traumas experienced by Native children.”

More broadly, the document says about the mistreatment of Native Americans, “We apologize for the failure to nurture, strengthen, honor, recognize, and appreciate those entrusted to our pastoral care.”

Ruth Buffalo, president of the National Native Boarding School Healing Coalition, who attended a Catholic boarding school in North Dakota in her preteen years, said that the apology felt “like a good first step,” but she was disappointed that the document did not mention impacts such as sexual abuse or the number of children who never returned home.

Nick Tilsen, the chief executive of NDN Collective, an Indigenous rights advocacy group, and a member of the Oglala Lakota tribe, said the bishops’ apology seemed halfhearted.

“An acknowledgment of this magnitude needs to come with action,” Mr. Tilsen said. “Because without action behind it, it’s literally saying, ‘Sorry, not sorry.’”

He noted that the document mixes acknowledgments of the harm done to Native children with assertions about positive effects some of the schools had, like sheltering children in Alaska who had been orphaned by epidemics.

“If you’re just going to give an apology, just apologize,” Mr. Tilsen said. “How many times have people taught their children; ‘Don’t say sorry and then say, but … ’.”

The pastoral document includes a number of recommendations for the church to come to grips with its past and reconcile with Native Americans, including uncovering and sharing historical records and cooperating with investigations into abuses.

“A sense of trust must first be cultivated before the Church’s desire for reconciliation with the Native American community can be met,” the bishops wrote. “A similar desire for reconciliation on the part of the Native American community is also needed.”

This is not the first time the Catholic Church has acknowledged its role in abuses carried out against Indigenous people in North America. Pope Francis apologized for the church’s role in the Canadian government’s similar treatment of Indigenous peoples during a visit to Canada in 2022 .

“I am sorry,” Pope Francis said at the time. “I ask forgiveness, in particular, for the ways in which many members of the church and of religious communities cooperated, not least through their indifference, in projects of cultural destruction and forced assimilation promoted by the governments of that time, which culminated in the system of residential schools.”

Washington adds gigantic ol prospect to june 21 visit weekend, share this article.

When Elijah Vaikona took an unofficial visit to Washington to take in spring practice, he turned plenty of heads. The 6-foot-8, 368-pound three-star prospect from Santa Margarita Catholic High School in California unsurprisingly towered over everybody else on the field and later that day, reported an offer from Jedd Fisch’s coaching staff.

Now, Vaikona is set to return to Seattle on June 21 as an official visitor. Offensive coordinator Brennan Carroll wants to take one large, projectable body at tackle. After 6-foot-7, 340-pound Demetri Manning of nearby Bellevue High School committed to Oregon , Vaikona became the next man up.

After the Huskies offered him in April, Vaikona became a popular prospect on the recruiting trail and has accrued plenty of interest along with 21 scholarship offers, with Arkansas, Utah, USC , and UCLA all getting involved in his recruitment.

Vaikona’s junior film shows that he is nowhere close to reaching his ceiling and with some time developing his technique at the college level, could turn into an impressive tackle. He carries his weight very well and is a surprisingly good mover for his size with lots of natural power that can be harnessed.

While his recruiting ranking won’t turn any heads, the Huskies have found a diamond in the rough in Vaikona and will certainly push hard to add him to the 2025 class.

Children among dozens killed in strike on Gaza school that Israeli military says was being used by Hamas

The Israeli military launched an airstrike on a school operated by the United Nations agency for refugees in the central Gaza Strip overnight, saying it was targeting Hamas. Local health officials said dozens of displaced civilians, including children, were killed in the attack.

Video captured by NBC News' crew on the ground showed the exterior of the school heavily damaged, with rooms filled with rubble and makeshift beds. In one area, what appeared to be fragments of shrapnel could be seen.

The Israel Defense Forces said early Thursday morning it had launched a "precise strike" targeting a Hamas compound it said was embedded inside the UNRWA school in the area of the Nuseirat refugee camp . It said militants who took part in Hamas' Oct. 7 attacks were killed in the strike.

IDF spokesman Lt. Col. Peter Lerner said he was not aware of any civilian casualties in connection with the strike, adding that it had been postponed twice in order to separate and distinguish militants from civilians. 

Local health officials said at least 30 people had been killed, including 23 women and children, and dozens injured, according to The Associated Press.

39 Palestinians killed in Israeli airstrike on UNRWA school in central Gaza Strip

The Al-Aqsa Martyrs Hospital suggested the death toll could be even higher, saying it had received as many as 40 bodies.

UNRWA Communications Director Juliette Touma told NBC News that the number of those reported killed in the Israeli offensive on the Nuseirat school was between 35 and 45, but added that the organization could not confirm the exact numbers at this stage.

She said UNRWA was not in a position to confirm the Israeli military's claim the school was being used by Hamas militants.

Lerner said the IDF had understood there to be around 20 to 30 Hamas and Islamic Jihad militants using the school to plan and execute attacks. He said that as soon as the IDF has a list of their identities, it would release it to the public.

Witnesses and hospital officials said the strike hit Al-Sardi School, run by UNRWA, the AP reported. They said the school was filled with Palestinians who had fled the Israeli offensive and bombardment in northern Gaza.

Ayman Rashed, who said he had been at the school after being displaced from Gaza City, told the AP that missiles hit classrooms on the second and third floor of the facility where families were sheltering. He said he helped carry out five of those killed, including an old man and two children.

“It was dark, with no electricity, and we struggled to get out the victims,” he said.

Israeli strike on UNRWA school in central Gaza

The attack comes after the Israeli military said it was starting new operations in the area, appearing to broaden its monthslong offensive in the enclave. It also comes as Israel faces mounting backlash on the global stage after a “targeted” strike appeared to spark a deadly fire that swept through a tent camp housing displaced civilians, killing at least 45 people .

Images emerging from that attack showed screaming Palestinians fleeing for safety and helping the injured, with video shared on social media showing the burned corpses of people killed. In one video, a man could be seen holding up the headless body of a small child.

The IDF has said it is investigating the May 26 strike.

While witnesses said the school hit in the IDF's latest strike was filled with Palestinians fleeing fighting in northern Gaza, Nuseirat is also one of several areas that hundreds of thousands of displaced civilians have fled to over recent weeks after Israeli forces launched ground operations in Rafah last month and ordered evacuations in the city in southern Gaza, which Israel had previously declared a "safe zone."

Israeli forces have declared nearby Muwasi a humanitarian area and "safer" zone for Palestinians to seek refuge, but crowded conditions at the site and fears for safety have forced many to seek shelter elsewhere.

"This is a stark reminder that there is no safe place for children in Gaza," said Adele Khodr, regional director of UNICEF’s office for the Middle East and North Africa said in a post on X on Thursday. "More children will continue to be killed under the world’s watch if immediate action is not taken to stop the violence."

More than 36,500 people have been killed in Gaza, according to the Gaza Health Ministry, since Israel launched its offensive on the enclave following Hamas' Oct. 7 attacks, in which some 1,200 people were killed and around 250 others taken hostage, according to Israeli officials. Some 120 people remain held captive in Gaza, with at least a third believed to be dead, Israeli officials have said.

Loughborough Business School was delighted to welcome world-renowned econometrician Professor Jeffrey M. Wooldridge of Michigan State University for a two-day research visit from 9 – 10 May.

Professor Wooldridge is the Walter Adams Distinguished Faculty Fellow in Economics at Michigan State University and is one of the world’s most eminent econometricians. He has written numerous scholarly articles about economics, as well as two seminal textbooks on econometrics.

The Economics Group at Loughborough Business School reached out to host the Professor for a two-day research workshop, aimed at fostering collaboration and discussing the topic of ‘difference-in-differences’.

Discussing his experience of the visit, Professor Wooldridge said: “I immensely enjoyed giving the workshop on difference-in-differences at the Loughborough Business School. Faculty and students were eager to engage, and I felt I also benefitted from my many interactions.

“As a bonus, it was a pleasure to meet with final year undergraduates who were taking an applied econometrics module. I enjoyed exchanging ideas about their term projects and their level of knowledge in econometrics was very impressive.”

Loughborough Business School third year economics undergraduates who had the chance to speak with the leading academic expressed their enthusiasm.

Stuti Adhikari said: “Meeting Professor Jeffrey Wooldridge was a great honour, especially given that his econometrics textbooks have been a cornerstone of my economics studies.

“We were incredibly fortunate to have Professor Wooldridge visit Loughborough. His expertise was invaluable. He patiently answered my questions on how to communicate more 'complex' ideas clearly. I am extremely grateful for the opportunity to have met him and to have received his suggestions.”

While Rayan Bessadi remarked: "I couldn't believe what a great opportunity we had to speak to such a prominent figure within econometrics; he gave us great insight into some of the research that had been conducted recently and allowed us to discuss the interpretations and finding of these papers. It was an amazing insight into how to develop insight from econometric results.

“Professor Wooldridge was also interested in our personal endeavours and even proposed some individual advice which I found to be extremely valuable. It was an amazing experience and I want to thank the Business School for this opportunity”.

CINCINNATI —  The Bearcats made the final six schools for three-star 2025 offensive lineman  Cameron Herron  out of Warren Central (Indiana) on Friday.

He is ranked 874th nationally and 57th among interior offensive linemen by  247Sports . The 6-4, 275-pound talent just made his official UC visit earlier this month.

Herron sports 23 offers and is down to six schools: Cincinnati, West Virginia, Boston College, Iowa, Northwestern, and Louisville. 247Sports has Iowa, Northwestern, and West Virginia as his "warm" candidates.

Admissions Application Process

We have a flexible, rolling admissions and application process and welcome applications for students aged 3 to 17 (Early Childhood – IBDP) all year round. We understand that families with more than one child will want their children at the same school and we do our very best to accommodate them.

Step 1 - Online Application + Required Documents + Application Fee

Applications to BFIS need to be submitted through our online system. All online applications require supporting documentation, that varies depending on the grade you're applying to (please see below), and payment of a non-refundable application fee.  Our online application system allows you to control, at all times, the completeness of your application through the Checklist in your dashboard. We strongly suggest you log on to your dashboard on a regular basis.

Early Childhood (Nursery and Pre-Kindergarten)

BFIS Application fee: 250 Euro (non-refundable)

We require all applicants to come for an individual observation with our Early Childhood (EC) Specialist.

Exceptionally, if a family is unable to travel to Barcelona, we require a student video to better understand his/her oral, cognitive, and social development. If this is the case, the Admissions Office will contact you with specific video instructions.

Observations do not guarantee a place at the school nor that a seat will be held for any student.

Incoming Kindergarten (K) - Grade 2 students may enter BFIS with no English language skills. In some cases, the school may carry out a formal assessment to determine grade placement and/or to decide the appropriate learning support. In general, we encourage families to bring their children to BFIS for a visit and interviews.

Assessments do not guarantee a place at the school nor that a seat will be held for any student.

Students with stronger English language skills have preference in the admissions process.

Depending on the submitted documents in Step 1, BFIS may require Grade 3-11 students to complete additional language, reading, and math assessments, either in-house or online, and interview with the head of division and/or Counselor either onsite or by Skype.

In cases where applicants demonstrate a lower level of English proficiency, the student will be invited for further assessment with our English as an Additional Language (EAL) Department.

Step 2 - Placement Evaluation / Assessment

  • The child must be 3 years old by December 31st of their year of entry.
  • All Nursery applicants are encouraged to come to the individual observation to determine their level of readiness to start our Early Childhood Program. In case a family is not able to come to BFIS, a video/s of their child will be requested with specific instructions. In cases where assessment results are not conclusive, the admissions team will recommend further external assessments or to delay entry.
  • The child must be toilet trained before starting school.
  • The child must be able to feed and dress him/herself reasonably independently.
  • BFIS values the IBDP and its engaging and challenging curriculum, which encourages critical thinking, intercultural understanding, and integrity. As such, we seek to enroll engaged and motivated students who embody the IB learner profile.
  • Prospective Grade 11 students may be required to interview with a member of the HS Admissions Team to discuss their course preferences and the demands of the IBDP.
  • Exceptionally, if a student wishes to enter Grade 11 once the school year has started, only students previously enrolled in the IBDP and whose subject choices coincide will be considered.
  • BFIS does not accept students entering Grade 11 after October 15th.
  • BFIS requires passing grades in all HS subject areas.
  • To enter the IBDP, students should be no more than one year older or younger than the average age for their grade and cannot be older than 19 when they graduate.

In general, students will be placed according to their age on December 31st of their year of entry and/or the completion of the previous grade elsewhere.

Under exceptional circumstances, the Admissions Team will consider a different placement than the above based on academic records, date of birth, school system, location of previous country and cut off dates in the country of study.

The final decision is determined by the Admissions Team.

Early Childhood is a two-to-three-year program, depending on student readiness and development, as determined by the Elementary School Principal. The Elementary School Academic team will decide in May whether a child will be promoted to Pre-Kindergarten or Kindergarten.

Once the application has been reviewed, the decision is communicated within two weeks. Please take note that applications for support services and those including special circumstances may take longer.

Qualified - Acceptance:  If the application receives a positive review, the applicant meets criteria for admission at BFIS and is considered a Qualified applicant.  Qualified applicants are offered space based on the  Admissions Policy prioritization sequence (Refer to Admissions Policy) . The Admissions Office will contact the family by email regarding Enrollment (Step 4).

Qualified - Waiting Pool:  If a candidate meets all the admissions criteria and qualifies for acceptance in a grade level that has reached capacity, then he/she will be placed in the waiting pool for that particular year. The Admissions Office will send a written note to the parents to request if they would like to remain in the waiting pool. BFIS uses a  prioritization sequence  to determine which qualified students in the wait pool will be offered space (Refer to  Admissions Policy ). Please note that a qualified applicant’s position in the waiting pool may change based on the  prioritization sequence .  When a place becomes available, the Admissions Office will contact the family by email regarding enrollment (Step 4).

Denial:  The school may decide to deny admission when there are concerns about behavior, academic achievement, social/emotional stability; and/or when a candidate’s English language proficiency is not commensurate with the grade level for which they are applying. Admissions may also be denied when the school is unable to offer a program to adequately meet an individual student’s learning needs. If an applicant is denied admission, notification of the decision will be communicated to the family by the Admissions Office.

When a seat becomes available, parents will be notified and receive a formal acceptance from the Admissions Office with the following documents:

If there is a health issue, please note that the school’s nurse may request additional documents to be provided before the student attends class. All health documents must be submitted before July 1st.

All BFIS students must have a legal guardian who resides in Spain. In this case, the family must submit to BFIS the following documents:

  • Powers of Attorney (Notarized and apostilled)
  • BFIS Legal Guardian Form

Divorced parents are required to provide additional paperwork that proves custodial rights (Court Decisions, Orders, etc.)
