Japan’s space agency has suffered a series of cyber attacks since last year, officials said.

However, sensitive information relating to rockets and satellites was not affected, officials at the Japan Aerospace Exploration Agency (Jaxa) said, and it is continuing to investigate and take preventative measures.

Japan’s chief cabinet secretary Yoshimasa Hayashi acknowledged that Jaxa has suffered “a number of” cyber attacks since late last year.

Jaxa has investigated the extent of illegal access while shutting down the affected networks and verifying that they did not contain classified information about operations of rockets and satellites and national security, he said.

Mr Hayashi vowed to strengthen Japan’s ability to counter cyber attacks.

Japan has been accelerating a military build-up in response to China’s growing military might and is hoping to be able to develop a counter-strike ability, but experts say Tokyo will continue to need to rely heavily on the United States for launching long-range cruise missiles at targets.

Officials on Friday said they were not aware of any information leak from the cyber attacks.

Defence minister Minoru Kihara told reporters that the attacks on Jaxa have not affected his ministry, but that he is keeping a close watch on the investigation by the agency, which is one of his ministry’s key contractors.

Education and science minister Masahito Moriyama also told a news conference Friday that he believed there was no actual damage from the cyberattacks.

Officials said JAXA is currently working with the government’s cybersecurity team to introduce counter-measures.

You’re going to love Ireland’s stunning landscapes, lively pubs, and excellent food—but don’t miss out on the country’s amazing historical sites. If you’d rather lie on a beach all day, maybe you should travel to Thailand—but otherwise, you have so much to explore in Ireland. Even if you aren’t a history person (whatever that means!) you’ll adore these 17-must-do things in Ireland for history lovers.

#1: Learn the legend of the Blarney Stone

We all know you kiss the Blarney Stone , but why? The tradition is the result of a fascinating backstory. But trust us: visiting Blarney Castle , home of the famous Blarney Stone, is one of the best things to do in Cork—and it’s only 15 minutes from town. History buffs will delight in exploring the 15th-century castle before taking a turn hanging upside down to give the stone a kiss. 

#2: Wander the halls of Dublin Castle

Visiting the Dublin Castle is a must do in Ireland

Ireland is home to thousands of castles, but Dublin Castle is one of the most famous and best-preserved (it’s more than 800 years old— swoon ). Dublin Castle was the seat of English and later British rule from 1204 until Irish independence in 1922. 

Jumping in for a quick visit is totally one of the best things to do in Ireland, and the tour is well worth the price of admission—it takes you places you’d never find just wandering the castle on your own. Get that knowledge, yo!

#3: Step onto the Titanic (Belfast)

Fan of the film Titanic ? Stop lying to yourself, you know you are. Come on. Billy Zane!

Even if you’re one of the deluded souls who answered “no”, you’ll still love  Titanic Belfast . This museum isn’t just one of the coolest things to do in Belfast—it’s one of the coolest things to do in all of Ireland. The ill-fated liner took off from Belfast in April of 1912, before sinking twelve days later; as such, the Titanic museum was built to resemble the unsinkable ship. Explore the shipyard where Titanic was laid down, stroll the recreated decks of the ship, and experience the voyage through interactive exhibits (except, you know, the last part…)

#4: Have a pint at Ireland’s oldest pub

Drinking at Sean's Bar is a must do in Ireland

The town of  Athlone is home to one of the most popular things to do in Ireland—drinking at historic  Sean’s Bar . Come on—did you think we weren’t going to talk about drinking? This is Ireland, guys. In any case, the pub is old . How old, you ask? Sean’s pub is so old that the residents of 12th-century Athlone Castle likely frequented the pub! Seriously. Anyway, you can drink inside the hay-floored pub and listen to traditional Irish music or take your pint outside for a view of the beautiful River Shannon.

#5: Look for ghosts at the haunted Leap Castle

Some say that  Leap is the world’s most haunted castle. Spooooooky . Known for its turbulent and bloody history, the castle was at times used as a fortress, home, and tomb. The current (living) owner, Sean Ryan, will lead you on a tour of Leap Castle and recall past and present encounters with the spirits of former residents while you try not to jump at every creaking floorboard. A visit to Leap Castle is definitely one of the coolest things to do in Ireland—if you dare.

#6: Climb the Hill of Tara to visit Celtic tombs

Seeing the Hill of Tara is a must do in Ireland

The ultra-historic  Hill of Tara claims a place at the heart of Irish history. A sacred spot that’s revered as a dwelling place of gods in Irish religion and mythology, the Hill of Tara was also the coronation point for countless kings of old (so very Game of Thrones ). The views of the countryside are also breathtaking—and add a fittingly sublime backdrop to a monument that stands as a symbol of Celtic pride.

#7: Explore Kilkenny Castle

The charming medieval city of Kilkenny is one of the best towns to visit in Ireland—in part because of the gorgeous, massive, iconic Kilkenny Castle . This 12th-century fortress was built by Anglo-Normans shortly after William the Conqueror's conquest of Britain and stands today as a reminder of Kilkenny’s ancient past. Tour the fairytale castle and explore the gardens and grounds—you’ll find out why this is one of the best things to do in Kilkenny.

Pro tip: Kilkenny is also an artsy city. You’ll find many quaint shops along its winding lanes selling pottery, paintings, and jewelry, which can make for some awesome souvenirs.

#8: Go to Ireland's incredible museums (like, all of them)

As you might imagine, Ireland has some fantastic museums. They represent the life and times of the proud Irish people and are must-see destinations for any lover of history. Here are a few museums you can't miss on your trip to Ireland:

  • Dublin’s  National Museum of Ireland is full of Irish history and culture.  
  • The Limerick Museum houses a collection of local history that is absolutely amazing, especially if you love the historical quirkiness of small, local museums.  
  • The  Galway City Museum leads visitors through Galway’s long history—from prehistoric times to the present day. The museum is one of the best things to do in Galway.

#9: Get locked up in Crumlin Road Gaol

Northern Ireland does a fantastic job of facing its turbulent political past, and a visit to the Crumlin Road Gaol is a great way to understand this region’s history. (It also happens to be one of the most fascinating things to do in Northern Ireland.)

The “ Crum ,” as the gaol is known, also has a spooky side to it—visitors are known to leave with ghost stories and accounts of paranormal activity. Local guides will tell you about their eerie encounters.

#10: Check out the Rock of Cashel

Visiting the Rock of Cashel is a must do in Ireland

The  Rock of Cashel , aka Saint Patrick’s Rock, just oozes Irish history and lore. Silhouetted against the sky and rising above the green fields of Tipperary’s countryside, the Rock of Cashel is home to a 13th-century Gothic cathedral and a 15th-century castle—more importantly, it’s said to be the site where St. Patrick converted  Aenghus, the King of Munster —making him the first Christian King of Munster. You can practically feel the history radiating from the castle’s stone walls! 

#11: Stroll around Saint Mary’s Cathedral

If you visit the west door of Saint Mary’s Cathedral and you’ll see the marks where Limerick’s defenders sharpened their swords during the city’s  numerous sieges . Dudes. That’s intense. This iconic medieval cathedral is the oldest building in Limerick and has held services there since the 12th century. This makes a visit to legendary Saint Mary’s one of the best things to do in the west of Ireland, even if you’re not the church-y type.

#12: Take a picture with Cork’s National Monument

A must-see for anyone fascinated by Irish history is the  National Monument in Cork . This 50-foot-tall Gothic monument is a touchstone of Irish pride and one of the most interesting places to see in Ireland. It was dedicated on Saint Patrick’s Day in 1906 as a way to commemorate Irish revolutionary heroes who died fighting for Irish independence, which finally arrived in 1922. 

#13: Go full Robin Hood at King John’s Castle  

Even the casual history fan can’t skip a trip to King John’s Castle , a 13th-century fortress along the River Shannon. This grand castle was recently renovated to make it more visitor-friendly and is one of the top things to do in Limerick. You’ll get to see how medieval castles operated and how their residents really lived. Take a self-guided tour of the castle and learn all about its history of intense medieval battles and sieges—and don’t forget that this is King John we’re talking about. Wear your full Robin Hood suit. No one will judge you. Ok, maybe a little.

#14: Head to the Foynes Flying Boat Museum  

If you’re interested in aviation or maritime history, then head to an off-the-beaten-path Irish attraction: the Foynes Flying Boat Museum . This cool museum is about forty minutes outside of Limerick, and it highlights the role this small town played in transatlantic travel. Check out the replica of the B314 flying boat that played prominently in the growth of global aviation—or, better yet, visit the  Foynes Irish Coffee Lounge where a chef at the terminal restaurant once invented a new drink for weary passengers: the now-famous (and delicious) Irish Coffee.  

#15: Get down to Donegal Castle 

Donegal Castle is a wonderful place to explore. It’s crammed full of Irish history (and a visit is obviously one of the coolest things to do in Donegal). The regal 15th-century castle was built by the chieftain of the O’Donnell Clan, where this prominent Gaelic family lived for many centuries.  Once you’re done marveling at the amazing architecture and rich history, you’ll find the delightful city of Donegal just outside. 

#16: Marvel at the Treaty Stone

Limerick is known as the Treaty City because the landmark  Treaty of Limerick was signed here in 1691. The site of the agreement was a rough-hewn limestone block eventually named the  Treaty Stone . The treaty marked the surrender of the city to the English and promised that Limerick would respect Catholicism. It was ultimately rejected by both the English and Irish Parliaments, but more than 300 years later, the stone still represents a truly significant piece of Irish history. The stone, though, is only one of the things making Limerick one of the best cities to visit in Ireland.

#17: Chill at Craggaunowen Park and Castle

Visiting Craggaunowen is a must do in Ireland

Learning about ancient Irish history at  Craggaunowen Park and Castle is one of the best things to do in Shannon for history lovers. The heart of the site is a 15th-century castle tower next to a reconstructed ancient island settlement where you’ll find massive straw huts (crannogs) and a fort. The trip is worth it just for the awesome battle reenactments alone. Seriously.

Warning for Irish holidaymakers as industrial action and extreme European weather may disrupt summer plans

W ith less than a week to go before the state exams wrap up, we're fast approaching the peak holiday season here in Ireland - but following recent events those with plans to travel abroad this year could be left disappointed.

Extreme weather events in Europe accompanied by industrial action from one of our nation's largest airlines have the potential to throw holiday plans into chaos in the coming weeks.

Starting from June 26 Aer Lingus pilots will be implementing 'work-to-rule' protocols as part of the ongoing pay dispute between the airline and the Irish Airline Pilots’ Association (IALPA). This means that all workers involved will not be taking on overtime or any other out-of-hours duties requested by management.

It's expected this will have a major impact on many passengers, as pilots are known to regularly take on extra hours to keep things running smoothly during peak season. Aer Lingus has said that while the company will work to minimise disruption to their customers, significant delays are inevitable as a result of this industrial action.

Union bosses haven't ruled out the possibility of full-blown strikes and we could see widespread cancellations in the weeks ahead should the dispute escalate further

Major tourist destinations in countries like Greece have recorded temperatures above 40ºC over the last week as a heatwave sweeps across the south of the continent. Schools and tourist attractions have been closed for safety in some of the affected areas and the heatwave has even seen wildfires break out in parts of Turkey.

The heatwave in Greece is the earliest ever recorded in the country and a number of people have died as a result of the extreme heat. This includes several tourists who died separately while out on hikes after being unexpectedly overcome by the sweltering conditions.

The Department of Foreign Affairs lists some precautionary steps for those who intend to travel to affected countries during summer heatwaves.

If you are planning to travel to a place which may be affected by extremely hot weather, the Department of Foreign Affairs recommends that you:

  • Check with your travel operator or agency, or your hotel, prior to travel to see if the area you plan to visit is impacted by extreme weather.
  • Monitor local and international weather updates.
  • Follow the advice of local authorities at all times.
  • Register your contact details with the Department of Foreign Affairs.

Those looking to chase the sunshine this summer might find themselves forced to stay indoors while abroad to cope with the extreme heat and popular tourist attractions could see further closures in the interest of public safety.

Elsewhere in Europe, we've also seen weather events ground flights and shut down airports with some areas experiencing uncharacteristic flooding.

Last week tourists on the Spanish island of Mallorca found themselves stranded as a freak storm halted more than a hundred flights due to flooding. The runway was rendered unusable and videos shared online showed water pouring from the ceilings in the airport's commercial areas.

Over the weekend adverse weather conditions delayed and diverted flights to and from Dublin Airport one of which saw a plane full of passengers 'dumped' more than 170km from their final destination . The passengers were originally told that a bus would be available to take them to Alicante once they landed in Valencia but upon arrival no vehicles were available and some customers had to fork out hundreds of euros to get taxis to their hotels.

The airline said in a statement: “Aer Lingus flight EI0574 Dublin – Alicante was forced to divert into Valencia Airport on Saturday due to thunderstorms and adverse weather conditions, as was the case for many other airlines.

“Due to high levels of demand on bus and taxi services at Valencia, some customers may have secured their own transportation to Alicante, and these costs will be reimbursed.”

While there's little the average person can do if their flight is diverted or cancelled due to adverse weather conditions there are some steps you can take if your holiday plans are disrupted by the ongoing industrial action at Aer Lingus.

What do you do if you've got a trip booked with Aer Lingus?

There is currently very little information available for passengers who have already booked tickets with the airline. However, if you are considering booking tickets for a summer holiday, you are being advised to postpone this or travel with a different airline.

Aer Lingus has reassured customers that regional flights (numbers between EL 3000 - EL 3999) will not impacted by the upcoming industrial action. You can stay up to date with all the latest updates on cancellations and disruptions using the Aer Lingus app or on their dedicated page here.

Currently, there has already been a decrease in Aer Lingus bookings, with many travellers planning to avoid flying with the airline over the next five to six weeks.

Clare Dunne, chief executive at the Irish Travel Agents Association (ITAA), told RTE's Morning Ireland that customers should not cancel flights yet, as the full impact of the industrial action is yet to be seen.

What do you do if your flight is cancelled?

Aer Lingus will contact all customers (and third-party travel agents) who are impacted by cancellations. If your flight is cancelled, you have three options:

  • 1. Change your booking online
  • 2. Request a voucher for future travel
  • 3. Request a cash refund

What has Aer Lingus said?

In a statement, a spokesman for Aer Lingus said: “IALPA’s decision to serve notice of industrial action by Aer Lingus pilots was entirely unnecessary. Aer Lingus will assess the impact of the full detail of the industrial action served by IALPA, including the strict ‘work to rule’ that they have outlined.

“It will inevitably result in significant disruption to our customers and to other employees. Aer Lingus will do everything possible to minimise the disruption to customers, but unfortunately, a significant level of disruption is inevitable.

“In advance of being served with the notice, Aer Lingus wrote to IALPA informing them that industrial action at this time of year would cause very significant disruption and have a devastating impact on customers and their families going into the summer holiday season. In that context, Aer Lingus asked IALPA that advance notice of at least 15 days be provided.

“Such a level of notice, which has been a norm where industrial action has been taken internationally in other airlines, would provide Aer Lingus with more opportunity to try to make alternative arrangements for a greater number of customers. IALPA declined Aer Lingus’ request to give advance notice of at least 15 days.”

What has the IALPA said?

IALPA president Captain Mark Tighe said: “We are now at a point where this dispute has escalated to indefinite industrial action by pilots. We are in this position because management has failed to provide us with a meaningful offer on pay that accounts for inflation and the sacrifices made by pilots to save Aer Lingus during the pandemic.”

A magnificent otherworld awaited. Fantastically flanked by oodles of adorable, clownish puffins lining my path, I’d soon climb Skellig Michael’s perilous 618-step “stairway to heaven” to explore 1,400-year-old stone beehive huts of long-departed hermit monks. Those austere, solitude-obsessed Celtic Christians must’ve spun in their nearby graves when Luke Skywalker squatted in their divine refuge and a sizable Star Wars’ film crew clambered up the sacred UNESCO site. Skellig Michael became planet Ahch-To in “Episode VII: The Force Awakens” and “Episode VIII: The Last Jedi.”

Just getting to this wind-flogged, storm-lashed outpost is extremely difficult. Each year, for only a seasonal few months, a limited number of 12-seat boats can sail the eight miles to Skellig Michael, but excursions are often canceled because of nasty gusts and choppy swells that make landings too dangerous. Call it luck of the Irish: On an unusually clear May day, after passengers received explicit instructions about how to puke overboard (thankfully not needed), skipper John O’ Shea shuttled us across on a one-hour journey, his sharp-eyed Watson and border collie Luna hilariously going dolphin bonkers almost the whole way.

When I laid foot on Skellig Michael, a safety officer scarily warned visitors that tourists have plunged to their deaths and been injured on the steep, cliffside, monk-hewn rough steps that have no handrailing; she suggested if you freak out, turn back and slide down on your rear. I very, very carefully trudged 600 feet up to the goosebump-eliciting monastery, its six conical dwellings, church, two oratories, cemetery and rainwater cisterns all spectacularly trapped in the medieval past. About 12 monks and an abbot lived in the religious sanctuary at any given period over six centuries; atop this precipice they felt closer to God. However, despite their chanting psalms, praying and singing hymns, demons lurked. Axe-wielding Vikings occasionally pillaged the settlement, once kidnapping an abbot for ransom; he died of starvation.

I got here thanks to being on an exceptional weeklong trip, “Hiking & Island Hopping: Cork & Kerry,” with adventure operator Wilderness Ireland ( wildernessireland.com ). Five years ago, I did a colorful trekking tour with sister company Wilderness Scotland, and fancied a similar one frolicking among Ireland’s four-leaf clovers. We hiked through staggeringly gorgeous Emerald Isle landscapes several hours a day but there was much more — a visit with a beloved blind goat farmer, a haunted abbey, toe-tapping pubs, a “Sleeping Giant,” and an evacuated island of storytellers, to name a few highlights.

Let me give a major shout-out to our great-humored, knowledgable Irish guide (and Elvis fan), 52-year-old Declan Faulkner. He drove us eight Americans a total of 550 miles in a mini-van on the twisting, iconic Wild Atlantic Way and enthusiastically led us into the glistening green, wildflower-sprouting, sheep-replete, wave-crashing coastal yonder. The camaraderie among fellow travelers, all initially strangers to me, was “craic” (good fun) even before we lifted pints of Guinness in Crayola-bright, Irish-speaking villages.

History ran rampant. On day one, Declan made an impromptu stop at a cemetery in Skibbereen where 9,000 local victims of the mid-1800s Irish potato famine are buried in a mass grave. All week, we’d see countless dry-stone “famine walls” that were work projects created to give the unemployed income during the hunger catastrophe that killed one million souls.

Another morning, we walked around the charming, harbor hamlet of Baltimore, a still-standing 13th-century castle witness to the horrific “Sack of Baltimore.” A sign memorialized the night In June 1631 when 230 armed North African Barbary pirates attacked the sleeping town, torching homes and snatching terrified residents from their beds. An estimated 154 men, women and children were captured, chained, and loaded onto ships to become Algerian slaves.

From Baltimore, our smooth-cruising ferry —  briefly surrounded by giant open-mouthed basking sharks —  delivered us to tiny Cape Clear, Ireland’s most southerly inhabited island (pop.110). Inside a cement shed, cheery 75-year-old Ed Harper held a blue pail and milked black-and-white goat Morag, who wanted to eat my iPhone. Ed, a former sociology teacher in England, has been blind since early childhood. He founded his Cleire Goat Farm 45 years ago and currently has 26 cud-chewers roaming 27 verdant acres. His favorite, big-bodied Captain Nibbles, appears to be the boss.

“Goats want everything that people want: food, sex and status,” Ed told me with a hearty laugh and a tug on his snowy beard.

The farm sells six flavors of goat ice cream, including lavender (“I think it tastes like soap,” Ed chuckled), along with actual goat soap, burgers and sausages. I met personable Nibbles and curious herd members perched atop a rocky outcrop in the grassy fields; a young goat gnawed the red laces of my hiking boots.

Done milking, Ed sat outside on a bench and rambunctiously sang folk tunes (“there was Brown, upside down, mopping up the whisky on the floor…”). He was pure joy. And then off we hiked into Cape Clear’s fairytale hinterlands, pausing to devour our backpack-carried sandwiches atop a breathtaking, sheer bluff teetering over the expansive Atlantic. Behind us rose a crumbling Napoleonic War-era signal tower along with a lighthouse abandoned in 1854 after it was obscured in the fog, causing a ship disaster that killed 92 passengers.

On other jaunts, we’d trek on tranquil, aptly-named Sheep’s Head peninsula, stroll the enormous, palatial Killarney National Park estate of Muckross House that Queen Victoria stayed in, and amble to the eerie, 15th-century Muckross Abbey, where a man’s ghost has supposedly been seen chewing a corpse’s flesh in the tangled graveyard. Real-life “Dracula” author Bram Stoker used to hang around the grounds too.

This entire trip was also a bird bonanza. Some 8,000 puffins each spring inundate Skellig Michael to breed and nest, and scads of them stared at us unfazed with silly orange-beaked faces. In 2015, when  “The Last Jedi” filmed on the island, there were so many puffins in the background that CGI artists had to turn them into intergalactic “porgs.” The monks would navigate the treacherous staircase every day to fish, but they also ate the eggs and meat of seabirds, including those cute puffins. Before we arrived at Skelling Michael, our boat floated around smaller, human-uninhabitable Little Skellig island, a colony of 70,000 gannets crowding every ledge.

Another hike brought us to a second “Last Jedi” location, the stunning Dunmore Head promontory on the Dingle Peninsula. This is where Luke Skywalker kept his X-Wing fighter, milked a gigantic  sea cow and drank its green milk. Across from Dunmore Head, you can see the deserted, mythical Blasket Islands; one is dubbed the “Sleeping Giant” and appears to be an immense body in repose. We had planned to trek about Great Blasket island, but bad weather scrapped our boat ride.

Instead, we visited the intriguing Blasket Centre museum, which recounts how Great Blasket had to be permanently evacuated in 1953 because violent seas often thwarted medical care and other services for the 22 remaining and mostly aging residents. At one time, up to 175 people lived in the enclave that had no store, no doctor, no priest, no running water or electricity and a Morse code radio so unreliable that islanders set bonfires to alert the mainland they were in distress. Displayed artifacts, such as girls’ smocks, pipes, a domino set, and letters told of a tight, hardscrabble community that loved to fiddle and dance the four-hand reel. Great Blasket was also home to several Irish authors, including superb storyteller Peig Sayers who wrote her stirring memoirs about surviving on the island for 40 years.

From the Centre, I hiked along the tip of Dingle Peninsula until I ran into a dilapidated stone schoolhouse affixed with a plaque stating it was the 19th-century Kirrary National School. Hollywood again. The faux school was part of a set built for the 1970 Oscar-winning romantic epic, “Ryan’s Daughter.”

For sure, I hit a pot of gold on this adventure in counties Cork and Kerry. “It’s the people, the friendliness, the scenery, the ruggedness of the coastline and the mountains — and the peacefulness of it all,” Declan said. (That peace was temporarily interrupted when Declan played Elvis’ “Suspicious Minds” in the van and we all loudly crooned along.)  And even though I didn’t glimpse sought-after leprechauns, I did see a yellow road sign designating their “crossing” at the panoramic Ladies View lookout.

We spent our final two nights in the lively town of Dingle, known for quirky and music-permeating pubs. Our group toasted in legendary Dick Mack’s, an 1899-founded pub-haberdashery where a craftsman now fashions leather belts at the booze-serving bar counter. (The motto is “Step Up and Get Waisted.”) Along Main Street, inside vintage pub-hardware shop Foxy John’s, patrons can sip a smooth whisky and buy DIY items, such as tools, vehicle anti-freeze and rat bait. (I guess their slogan could be “Step Up and Get Hammered.”)

Our trip ended way too soon when Declan dropped us off at the Limerick train station. On my locomotive-powered voyage back to Dublin, I sat next to Kevin Clancy, an elderly gent from Limerick who enjoyed how awed I was by his country. “You know what’s so special about Ireland?” he asked in his thick brogue. “You don’t have to go anywhere to see the beautiful scenery. In fact, you can always reach out and touch it.”

I knowingly smiled  — and touched the shamrock in my pocket.

With perhaps no little understatement, High Court judge Rory Mulcahy described recent times at Science Foundation Ireland (SFI), where Philip Nolan served as director general, as being “marked by turbulence”.

Internal disagreements essentially tore apart the State agency which is responsible for funding research in science, technology, engineering and maths.

The SFI dispute also cast a shadow into the world of politics.

The parent department of SFI is the Department of Further and Higher Education, which is not usually seen as the most prominent or controversial part of government.

However, on January 8th, when SFI chairman Prof Peter Clinch informed the department that five senior staff members had made protected disclosures containing allegations regarding Nolan, the Minister who received the correspondence was Simon Harris.

Within a few weeks Harris would occupy the Taoiseach’s office and everything associated with him would be magnified.

Harris had also earmarked Nolan as “CEO designate” of a new body, Research Ireland – which will involve the merger of SFI and the Irish Research Council (IRC) – with a €300 million annual budget.

Public rows happen in State bodies from time to time. Twenty-eight years ago next week the senior management team in the Department of Health took sides in a High Court case over a promotion.

Few outside the health service knew those involved in that dispute.

However, Nolan had come to great public prominence for his role on the National Public Health Emergency Team during the Covid crisis.

In such circumstances, the infighting at SFI when it leaked to the media was always going to become a significant public controversy.

On May 27th the SFI board sacked Nolan.

Clinch told him it could not ignore the breakdown in his relationship with his senior executive staff.

“In the board’s view, the management of the Foundation is not functioning effectively, and the Board cannot allow that situation to continue such that the Foundation is at serious risk of being unable to perform its statutory responsibilities.”

An independent investigator brought in by the SFI board found Nolan had not breached corporate governance or engaged in bullying but had displayed “inappropriate behaviour” towards senior managers, which was at the “upper level” in respect of two individuals.

A protected disclosures group, made up of three board members, agreed, as did the full board.

But Clinch told Nolan in his dismissal letter that it “is neither in the Foundation’s interest or yours to initiate a disciplinary process on foot of the protected disclosure group’s report”.

Instead it fired him under a clause in his contract which allowed SFI to terminate his employment by giving three months’ notice in writing.

Nolan subsequently went to the High Court and secured an interim order halting his dismissal. But the court on Friday refused to extend this until the full trial of Nolan’s case.

The judge said when the full case was heard Nolan may “be able to show that this was, in substance, a dismissal for misconduct”.

“But on the state of the evidence to date, he has not succeeded in establishing a strong case.”

But where does this now leave Nolan?

Certainly the court ruling represented a blow to his prospects of returning to SFI.

“There must be a very serious question over whether this is an employer/employee relationship which could ever be repaired, even if the plaintiff ultimately succeeded in these proceedings,” the judge said.

But SFI will not be around as a stand-alone body for much longer.

The judge said Nolan’s concern “seems at least as much with the potential impact on his position as designated CEO of the new organisation, Research Ireland, as with his entitlement to continue as director general of SFI”.

The judge pointed out that SFI had confirmed in the proceedings that Nolan had not been dismissed for misconduct.

He suggested Nolan would not necessarily lose out on becoming head of the new Research Ireland organisation which was a matter for the new Minister for Higher Education, Patrick O’Donovan.

O’Donovan’s department has not announced a date for the official commencement of the agency. On Friday it said it would not be appropriate to comment on potential future arrangements at this stage.

Sources close to Nolan said he was considering all his legal options.
