Frequently asked questions, what is the international registration plan (irp).

The International Registration Plan (IRP) is an agreement among the United States, District of Columbia and provinces of Canada that recognizes the registration of commercial motor vehicles registered by other jurisdictions. This allows a qualifying commercial vehicle to travel through several jurisdictions with one license plate.

What information will I need to request my temporary permit?

You’ll need:

  • US DOT and federal ID numbers
  • Legal company name and DBA (if applicable)
  • Billing address (if different)
  • Combined gross registered weight
  • License plate expiration date
  • Caller name and phone number
  • Fax or email to send permit to
  • Unit number
  • Year and make of vehicle
  • Complete VIN
  • License plate number and state
  • Unit type (tractor, straight truck, etc.)
  • States you are ordering permit for
  • Date permit needs to be effective

Yes. If you require a trip and fuel permit, we will apply for a combo permit when available.

What is a trip permit?

A trip permit grants temporary registration of a commercial or private carrier in a state or province where the carrier is not apportioned (state or province not listed with weight on cab card).   If travel is required to a state and a vehicle does not have IFTA and IRP credentials, trip and fuel permits are required. Trip permits are valid for a defined period of time or for a single trip.

How do I qualify for a temporary trip permit?

Your vehicle is eligible for a temporary trip permit if:

  • It is not an IRP-registered vehicle
  • The power unit has 3 or more axles
  • The power unit has registered or gross weight of 26,000+ lbs
  • The power unit and trailer have a combined gross or registered weight of 26,000+ lbs

How do I qualify for a temporary fuel permit?

Your vehicle is eligible for a temporary fuel permit if:

  • It is not an IFTA-registered vehicle
  • The power unit has 2 axles, and vehicle has gross or registered weight of 26,000+ lbs

How does my vehicle qualify for permanent IFTA/IRP credentials?

Your vehicle is eligible for permanent IFTA/IRP credentials if:

  • The vehicle has 2 axles and exceed 26,000 lbs
  • The power unit and trailer have a combined weight of 26,000+ lbs

We have tow truck plates on our vehicles. Those are exempt from IRP, so we can travel in other jurisdictions without a portion to place or trip permits, right?

A vehicle with restricted plates (including tow truck plates) doesn't require registration with apportioned plates, but you may do so if you wish. Why would you if you don't have to? Good question.   A vehicle operating with restricted plates may or may not be granted reciprocity outside of the base jurisdiction. This varies by state, and you would need to verify whether the states where you operate have reciprocity agreements in place with your base state to recognize those restricted plates.

  • If you operate frequently in states that don't offer reciprocity, then apportioning may be the best option.
  • If you operate only infrequently in states that don't offer reciprocity, trip permits may be the more economical solution.

If you only operate in states that have reciprocity agreements in place with your base state, then neither apportion plates nor trip plates would be necessary.

Permits are a must for vehicles that are non-IRP/IFTA registered before entering a jurisdiction other than the base jurisdiction and for the vehicles exceeding the size/weight limitations.

Trip Permits

A Trip permit is a must for the carriers who operate their qualified vehicle in non-IRP registered location. The trip permit is a temporary permit given instead of the IRP credentials for the registered vehicles.

Fuel Permits

A Fuel permit is a must for the truckers who do not hold an IFTA decal and license for their vehicle. Carriers need to secure a temporary fuel permit prior to entering a jurisdiction for which they are not properly permitted.

Oversize and Overweight Permits

The carrier must obtain an Oversize and Overweight Permit to authorize the vehicle movement if the vehicle is over-dimensional (oversize) or overweight.

  • Fuel permits (IFTA)

The International Fuel Tax Agreement (IFTA) is an agreement between the US States & Canadian provinces to simplify the reporting of fuel taxes.The purpose of IFTA is to establish and maintain the concept of one fuel use license for carriers operating qualified motor vehicles interstate. An IFTA allows a taxpayer to file one tax report that covers all member jurisdictions. 

Since the International Fuel Tax Agreement (IFTA) is a base state or province fuel tax agreement, any person based in a member jurisdiction that operates one or more  qualified CMVs  (Commercial Motor Vehicles) in two or more member jurisdictions is required to license under the International Fuel Tax Agreement, or purchase temporary fuel permits for travel in any member jurisdictions.  

A  qualified motor vehicle  is classified as having the following:

  • Two axles and a gross vehicle weight or registered gross vehicle weight exceeding 26,000 pounds or 11,797 kilograms
  • Three or more axles regardless of weight 
  • A tractor and trailer with a registered weight over 26,000 pounds or 11,797 kilogram, then you will require a Fuel Permit if you do not have an IFTA Decal on your truck

A temporary Fuel Permit will be required if you fit one of these categories and do not have an IFTA Decal on your truck.

Planned trail maintenance will close the route to Angels Landing from April 1 to April 4, 2024. We will not issue any permits to hike on those days.

Learning the lottery outcome

  • If you cancel your permit at least two days before your hike, we will refund the $3 per person fee.
  • You can get your permit by logging in to your account on recreation.gov
  • You did not get a permit and can consider applying again the day before your hike or for a future Seasonal Lottery.  

After you get your permit

You will get an email from recreation.gov confirming that you got a permit. This confirmation email serves as your permit. Print or download a copy of the confirmation email and bring it with you on your hike. Mobile phone service is unreliable at the permit checkpoint so be sure to print or download before you arrive. 

Day-before Lottery

When to apply.

You can apply for a permit the day before your planned hike. This lottery opens every day at 12:01 a.m. and closes at 3 p.m. Mountain Time (MT).

Note: It costs $6 to apply for a permit. The fee covers an application for up to 6 people (including the person filling out the application). This fee is non-refundable.  

How to time your application

Apply on the day before you want to hike between 12:01 a.m. and 3 p.m. MT. For example: If you want to hike on a Tuesday, you need to apply between 12:01 a.m. and 3 p.m. MT on Monday. We will issue permits at 4 p.m. MT on Monday.  

At 4 p.m. MT on the day you apply, we will send you an email to let you know:

  • This fee is not refundable.
  • You did not get a permit and can try again in a future lottery.  

You will get an email from recreation.gov confirming that you got a permit. This confirmation email serves as your permit. Print or download a copy of the confirmation email and bring it with you on your hike. Mobile phone service is unreliable at the permit checkpoint so be sure to print or download before you arrive. 

Getting a refund or changing your permit

Cancellation policy.

You cannot change your permit. All fees are non-refundable.

Seasonal Lottery

If you get a permit using the seasonal lottery, you can cancel the permit until two days before the permit reservation date for a full refund of the $3 per person fee. The $6 application fee is not refundable. Canceled seasonal lottery permits will automatically roll into the day-before lottery.  

Change Policy

You can reduce the group size on your permit until two days before the permit reservation date. If you reduce the number of people on your permit, you will get a refund for the $3 per person fee for each person you take off of the permit. The $6 application fee is not refundable. 

Example:  If you have a permit to hike on a Friday, June 24, you can cancel it or reduce the number of people on it until 11:59 p.m. MT on the Wednesday, June 22. If you reduce the number of people on your permit or cancel it, recreation.gov will refund the $3 per person fee for each person who is removed or canceled.

You cannot:

  • Increase the number of people in your group
  • Change the date of your hike
  • Change the permitee (transfer the permit).
  • Change to an alternate leader.

Permits are not transferable.

After you get a permit

Prepare for your hike! Along this 5.4 mile round-trip hike, you will gain 1,488 feet in elevation. M ost hikers take around 4 hours to complete the hike, but some take longer. Check the seasonal shuttle schedule before you leave to make sure you do not miss the last shuttle. Print or download your permit and carry a flashlight or headlamp with new batteries, some food and lots of water just in case you end up out later than you planned. The trail is well marked, but bring a park map in case you get disoriented. Always carry and drink plenty of water, dress in layers, know the forecast, and check conditions in the park to get ready for your hike.

Before your hike

Print or download your permit.

You need to print or download the confirmation email from recreation.gov that says you got a permit (this serves as your permit) before you get to the trailhead. A ranger may check your permit at the Grotto (Shuttle Stop 6), at Scout Lookout or along the trail. If you do not have your permit with you, we may not allow you to take your hike.

Treat your feet right

Check the weather forecast, get to the trailhead, at the trailhead, fill your water bottle, go before you go, leave no trace.

  • Protect the canyon walls, rocks, and trees from graffiti and vandalism.
  • Leave rocks as you find them and do not stack rock cairns.
  • Protect the natural sounds of the canyon by talking softly and using headphones for music.

On the trail

The hike along the West Rim Trail to Angels Landing is strenuous. Your safety on the trail is your responsibility, and we want to share some tips so that you reduce the risks and have an enjoyable hike.

Stay hydrated

Enjoy scout lookout.

You do not need a permit to go to Scout Lookout.   

You do need a permit to go past Scout Lookout on to the part of the trail with Chains.

For many people, Scout Lookout is a reasonable stopping point. You will have to hike the West Rim Trail  from Zion Canyon to this viewpoint. and you will covering most of the distance and elevation gain for the hike. If you or someone in your group has a fear of heights, consider splitting up here and regrouping at a specified time and place. It can be a great option to head up the West Rim Trail to get views overlooking Angels Landing and Zion Canyon. You do not need a permit to hike on the West Rim Trail.

Be mindful of conditions

Even if you have a permit, it may not be advisable for you to hike if the weather is bad when you are in Zion. Do not attempt to ascend if:

Storm clouds are in the area.

The ground is wet or icy (the rock becomes very slick when wet; most accidents on the chains occur during wet conditions).

It is dark or will be dark before you finish.

  • You have any fear of heights.

Watch for rockfall

Rockfall hazards occur throughout the park and are especially high near any cliff face. If you witness a rockfall, quickly move away from the cliff. If you are near the base of a cliff or talus (loose rock) slope when a rockfall happens and cannot quickly move away from the base of the cliff, immediately seek shelter behind the largest nearby boulder and pull your backpack over your head. After rocks have stopped falling, move quickly as far away from the base of the cliff as possible. Be aware that rockfalls can occur at any time. Pay attention to your surroundings, stay off of closed trails, and, if unsure, keep away from cliffs.

Use caution on the Angels Landing Chains

You need to have a permit to hike the Angels Landing chains.

Take your time and be patient with slower hikers.

Allow faster hikers to pass you (when possible).

  • Where available, remain within reach of the chains.
  • Be considerate. There are many places that are only safe for one person to travel the two-way route. Communicate and take turns with others.
  • In winter, the metal chains are very cold. Gloves may be useful.

Watch for wildlife

Keep wildlife wild : respect them from a distance. Squirrels, ravens, chipmunks, and other animals live along the trail; never feed them or allow them to get your food. Do not leave your pack unattended (e.g., at the base of the chains or while you take a nap).  California condors are the largest bird in North America and you might see one near Angels Landing. Please respect these critically endangered birds by keeping your distance. Never feed or approach a condor.

Pack out your trash and recreate responsibly

Pack it in, pack it out, don't roll rocks.

In Zion, you will commonly be above other people and wildlife. Do not throw anything over the edge of the trail. Angels Landing is a nesting area for many birds and rock climbers are often below. A falling rock could injure or kill.

Logistics and other information

Emergencies.

Even if you plan well and bring the right equipment, you might still have problems. If you need help, try to call 911. If you have cell and/or data service, a call will connect you with the Zion Dispatch Office. If you do not have cell and/or data service ( most people cannot connect to a mobile network in Zion Canyon ), find a park ranger or park volunteer on the trail or at a trailhead.

If you do not receive a permit

You can hike about 2.25 mi (3.62 km) from the Grotto (Shuttle Stop #6) to Scout Lookout on the West Rim Trail without a permit.

Hiking to Scout Lookout is strenuous and you will climb 1000 ft (305 m). Hikers at Scout Lookout get scenic views of Zion Canyon. The half mile route with chains to Angels Landing starts at Scout Lookout. You need a permit to go from Scout Lookout to Angels Landing.

Dig it: Where to go rockhounding in northern Nevada

Anyone can try rockhounding, and it can get pretty addicting

What is now desert was once under water, back when giant marine reptiles swam freely in a shallow sea that would later become Nevada’s Great Basin . Major geological activity happened, making way for massive deposits of silver, gold, opalized wood, onyx, agate, geodes, jasper and a whole lotta fossils. Hunting for treasures in these deposits is known as rockhounding. Rockhounding can quickly become an unexpected passion once you uncover the vibrant gems that await below ground.

When heading out for a rockhounding trip, these are some tips to keep in mind:

  • Be mindful of your surroundings. Leave the land how you found it. From rancher’s gates to ghost towns, many things hold significance and deserve respect and preservation.
  • Stay away from open mine shafts or adits. These can emit odorless, colorless gasses that can be deadly.
  • Be aware if you need a permit. Most of Nevada is federal land administered by the Bureau of Land Management (BLM), and as long as you aren’t creating a huge disturbance in the ground (like digging tons of holes) and/or collecting more than just a few samples, you should be good. Don’t forget – if you’ve got your sights set on rockhounding on private land, you must get permission from the landowner first.

Some gear you’ll need to bring:

  • Rock hammer for digging. If you’re looking to up your game, add a few more items to your gear bag, like a screwdriver, ice pick or garden rake.
  • Kneeling pad or knee pads. You’ll likely be getting down and dirty in rough terrain, so keep your joints protected.
  • Squirt bottle to clear away dirt and sediment, making some of these gems easier to find.
  • Drinking water to prevent dehydration and heat exhaustion in the Nevada sun.

Here are some of northern Nevada’s finest spots to get digging:

Wonderstone in Fallon

Rockhounders seeking a spot in northern Nevada won't need to look farther than Wonderstone Mountain, just east of Fallon at the Grimes Point turnoff. Easy to spot thanks to its massive, orange hills, Wonderstone Mountain can be easily mined with or without a rock hammer. Look for green rhyolite, agate and jasper, along with the rainbow-hued wonderstone. This outing is perfect for hounders of any level.

Virgin Valley black fire opal in Denio

Nestled in northwestern Nevada near the tiny town of Denio are two incredible opportunities to find black fire opals, Nevada’s official gemstone. Prized for its mesmerizing kaleidoscope of colors, the black fire opal is worth the journey to this rugged corner of Nevada. In fact, this precious gem once called miners to places like Denio while others flocked to grab their share of the silver-rich Comstock Lode.

Make the trip to Bonanza Opal Mines or Rainbow Ridge Opal Mine , both proven to be great spots for finding this rare gemstone.

Turquoise in Tonopah

While turquoise is often synonymous with New Mexico or Arizona, Nevada is a true mining mecca, so much so that the Silver State has more turquoise mines than anywhere else in the country.

One of the best spots  to find these blue-hued gems is at the Otteson Brothers Turquoise Mines Tours in Tonopah. After relocating to the Tonopah area in 1958, the Otteson family has been mining some of the most sought-after turquoise in the world in the Royston Turquoise Mines. From emerald greens to soft baby blues, rockhounders can find just about every spectrum of blue greens in this mine.

Chalcedony, agate, jasper, quartz and more at nearby Gemfield

Nevada is a geological wonderland, brimming with natural deposits in all corners of the state. Situated 4 miles from Goldfield and about three hours from Las Vegas, Gemfield ups the ante thanks to a massive concentration of diverse minerals.

Though there are many different types of mineral types in Gemfield, you should be chasing chalcedony. There are six stunning types of this smooth, fine-grained variety of quartz, which has been prized for thousands of years thanks to its hardness and beauty. The deposit found at Gemfield is thought to be the largest deposit of gemstone-quality chalcedony in the country and is perfect for polishing or rock tumbling.

Garnets in Ely

Dubbed Garnet Hill, this BLM recreation area draws national attention for the beautifully rich, dark red garnets found here. Located within the hillsides on the outskirts of Ely, these garnets are found in the rhyolitic volcanic rock that so densely populates the region. These gemstones work their way up through the ground and are literally lying in wait for you to find.

Garnets are considered semi-precious gemstones, so most findings at Garnet Hill have natural flaws but a few lucky prospectors might uncover a high-quality stone. Regardless, whatever you do find at Garnet Hill will make for a great souvenir.

Rockhounding in Nevada is more than just a hobby — it's a journey into the heart of the Silver State's geological wonders. Remember to tread lightly and respect the land that holds these gems. Whether you're exploring Wonderstone Mountain, seeking black fire opals in Denio, or hunting for turquoise in Tonopah, always practice good rockhounding etiquette and leave the land as you found it.

This is a very large park in Sparks. I'll start with the bad and end with the good. I saw several homeless men sleeping on the grass and some were asking people for money. That's not something I want to have to deal with while I'm at a park. I hope Sparks PD can get these guys to move along so any issues could be avoided. There are several parking lots to park in at this park. There are several bathrooms at this park. There is a paved walkway throughout this park. There are several picnic tables scattered throughout this park. There is a lake with wildlife. There are some cool fenced soccer fields at this park, they are pretty far away from the playground through. The playground is really cool. It's fairly new and nicely done. There is a lot to climb on. The old playground is still there and is in decent shape. The new playground has soft padding underneath. The old playground has wood chips underneath. There are no swings at this park. There are two zip lines at this park. There is an amazing ninja course at this playground. It appears to be for teens and adults. There are rubber pieces underneath the course. Have fun out there. -Dadzone

Love the water fowl, multiple ponds, walkways and bridges. There is a gated community garden. Lots of parking and good walkways. Some benches, a pavilion and picnic tables. The most squirrels I've seen concentrated in a public park. Never saw any restrooms. There is water fountains. It's located next to an elementary school.

The park itself - 3/5 stars (playground equipment in need of repair; lots of trash; but nice landscaping [they tried] and a beautiful community garden) The fishing at this park - 3/5 stars (there ARE fish - but the water is pretty murky, polluted, and what I caught certainly wasn't something I'd eat) The people at this park - 0/5 stars (can I give negative stars??) This morning I decided to check out the fishing ponds at this Teglia's Paradise Park. It's kinda -- well, no, scratch that -- it's TOTALLY ghetto, but Fish & Game's website says it's aerated and freshly stocked. I was having a decent morning despite the trash from the homeless, a zillion freakin' pigeon feathers floating around (and a gaggle of pigeons that decided to sit on my car right after I parked), the wing of some poor torn-up bird (??) floating about twenty feed away, the noisy, toothless crackheads nearby, and having my worm bitten in half several times with no actual fish on the line, but then I finally caught a little guy. Silver with a white belly a big mouth - a carp? Not sure, but I didn't keep him. Too small, and I don't eat mystery fish. Then, just as I'd cast out once more, an old lady walks up with a giant bag of bread crumbs. She looks at me and literally says, "Oops, guess I'll be disturbing your fishing this morning!" (Not, oh, gee, would you mind if I feed the ducks here? Should I go somewhere else, since there IS an entire shoreline? [Of course not - that would actually be the considerate thing to do, and jerks around here aren't considerate.]) Then she proceeds to dump her entire bag of bread crumbs into the water - directly in front of me - and shuffles away before even watching to see if the ducks came over (why would you feed the ducks if you're not going to bother to watch?). Did the ducks come over? Of course not. But half a million PIGEONS sure did. Can you guess what happened next?? Yep, I ended up with a pigeon gloriously entangled in my fishing line - as this half-deaf old woman is just meandering away, completely clueless. While I'm struggling to free the pigeon, he only freaks out and entangles himself further. He's flapping around so bad he actually starts bleeding on one wing. I can't figure out what the line is wrapped around - his neck? A wing? All I can see is that it's buried in his feathers and deep in there. I'm not about to just leave him there dying, even if it IS just a pigeon. Of course I lose my hook, lure and bait, having to cut the line trying to free this poor stupid bird. Now I've got a damn pigeon in my fishing bucket and I'm calling animal hospitals and rescue groups... to help a freaking pigeon. This is why I love Reno/Sparks, folks...

I've been meaning to check out this part for some time. I've driven on Oddie, right by the park, dozens of times, but missed it. I checked it out on a recent lunch break. There's some to do about a permit if you enter the park (just to the its east only, otherwise, you can't get in) and try to north. I ignored it and sought shade on what was a somewhat hot day. There is a pond, some paths and greedy ducks and geese. The geese near me were sort of wheezing and making like a hissing sound. I'm not sure if it was a threat gesture or they were doing something to cool down, but I felt slightly threatened by the large number of them walking closely toward me. I considered an attack possible. The pond is nice and doesn't smell funny like the one at Virginia Lake Park. It's a pretty extensive area and on my 15 minute or so stop I realized I wouldn't have time to explore all of it so I just stuck to the area north of the entrance on the east side of the large pond. This area of of Oddie feels simultaneously industrial, downtrodden and disorganized. You're near a train overpass, a large U-haul location and an apartment complex with a long fenceline along Oddie. So the park feels a bit like it doesn't belong there due to disparate nearby elements. It's a little off-putting. Even someone that doesn't always pay attention will note the feng shui is off here. The grounds themselves are pretty cool, a fun place to explore and though the "paradise" part of the park's name overstates things a bit, it is a nice park with nice plant life, paths and a large pond/lake to enjoy. A lot kids were running around having a pretty decent time when I was there. It's got such a strange feel that it's almost worth a visit just to wonder about it. Why put such a lovely park in such a depressing area of town where it doesn't seem to fit?

I passed by this park a few times, but never stopped to check it out. So finally, I was out with my trusted sidekick and decided to check it out. There are ducks, geese, squirrels, and assorted birds. Along with a couple bodies of water, and a nice path to walk around. Most of the dogs were contained on leash, which is always a good thing. Also most people picked up after their pet. And there wasn't as much duck/geese droppings as Virginia lake. But I think this path was shorter around. There is also an activity center who were very friendly and gave out some water and a dog treat to my pooch. It was a nice place to take the dog for a walk. I would take her there again, if in area.

This park use to be so nice. What happened Washoe County? There is a community garden and an activity's Center. Also there is a lot of wildlife. But the biggest turnoff is the police just let the homeless live in it so that prevents people from using the park's gazebo for its intended purpose.

On a quest to find the perfect park to host my daughter's first birthday led me to here this afternoon. I was looking for a number of attributes in order to find a suitable space. It had to have covered tables, grills for barbecuing, open and functioning bathrooms, and a kids play area. My boyfriend wanted water and animals. We found all of these things and more here. You want to bike or take a walk? This place has a large looping paved walkway perfect for walking a pet, an easy walk with friends or biking. There's angry geese (I saw two varieties), pigeons, seagulls, mallard ducks and squirrels to feed and watch. A few people were working on what appeared to be a community garden. There was also an activity center that appeared to be open, but I didn't check it out. There were several tables and benches at various places and several of the picnic tables were covered and had grills nearby. A permit is required if you have a large party over 25 people. The grounds were well groomed and easily accessible with parking at the length of the park. The kid's area had some worn but well loved equipment including several baby friendly swings and sculptures for climbing. A quick peak in the bathroom showed clean and well stocked facilities with a working drinking fountain. We want to check a few more places out before making a decision but this little oasis is a contender.
