Thousands Of Bali Tourism Workers Seek New Opportunities On Cruise Ships

Thousands of Bali tourism workers are returning to the cruise industry after the height of the pandemic. Job opportunities in the sector have skyrocketed in recent weeks as international cruise companies relaunch many of their biggest vessels.

Speaking to local reporters Dr. Nyoman Diana, the Board of Director of PT Crew Transfer International (CTI), said that this surge was a good opportunity for Balinese people who have been struggling with pandemic-rated job losses for over two years. 

Diana said ‘After the Covid-19 subsided, around 9,000 people joined on board. Because of the number of crew on a medium-sized cruise ship, it requires around 1,500 workers and from that number, there is 30 to 35 percent of Indonesian Migrant Workers (PMI). This is a very good opportunity for the Balinese, especially the productive age group’.

Diana told reporters that the majority of the 9000 workers had joined Carnival Cruise Line ships, it is hoped that other giant cruise companies like Royal Cruise Line will return to their pre-pandemic scheduling sooner rather than later helping create more jobs for Balinese people. According to Diana, Royal Cruise Line operated 20-30 ships of which 30-35% of staff on board are from Indonesia. 

Areas of work on cruise ships for Balinese staff encompasses all aspects of a smooth running ship, including front of house, housekeeping and kitchen teams.

Explaining in more detail, Diana said ‘Just imagine, about 300 to 400 workers are needed, multiplied by 30 ships and that’s just one company. Meanwhile, we already have cooperation with almost 80 percent of foreign companies from America, Europe, and Asia. This is a great opportunity for our young people who want to work abroad and of course, reduce the unemployment rate in Bali in particular’. 

Diana operates a human resources company, providing crew and cruise staff to cruise companies. When asked about a finders fee, Diana confirmed that his company does not charge people to find them a job, unlike many ‘recruitment’ agencies that scam local people into costly and dangerous debt bondage situations over international work.

The company director explained how the cruise industry can provide a huge boost to Bali’s tourism economy and help reduce unemployment rates.

He said ‘We are official agents and not brokers for dispatching workers. People who are looking for work certainly have the motivation to improve the economy and it would be a big mistake to burden them (PMI) with unnecessary costs. My principle is that it would be better when they return from the ship and help their own families and neighbors so that they can help the nation to reduce the unemployment problem’.

Diana’s company is being supported by the Buleleng Regency Government to recruit staff for the cruise liners. It is believed that businesses across Bali are struggling with staffing during this first high season since lockdown. Business owners are juggling trying to run at full capacity with rising overheads, streamlined staffing, and covering debts accrued during the pandemic so far.

Bali is committing to improving infrastructure for cruise tourism with investment in the Bali Maritiaine Tourism Hub. The facility is an expansion of Benoa Harbour and is already underway. The infrastructure improvements will mean that the port can welcome cruise ships up to 350m in length, that carry up to 6,000 passengers. The development is costing USD 80 million and is a public-private partnership between the Indonesian government and construction company Pelindo.

One of the most significant developments at the Bali Maritime Tourism Hub is the degrading process that will increase the port’s depth from 9m to 12m, allowing bigger cruise ships to come into dock. The Tourism Hub will also feature a yacht marina, yacht club, theme park, and water sports facility. It is hoped that increased investment in maritime tourism will help diversify Bali’s portfolio of tourism opportunities and increase the strength of the local economy.

A Strategy for an Indonesian Cruise Hub

Editorial: A Step to Refloat the Indonesian Tourism Economy

This quote came to mind when considering the industry-wide chaos being experienced by the International Cruise Industry at the moment and what, if any, opportunities exist to rebuild the Indonesian economy amidst this current disarray.

This editorial, calling upon nearly two decade’s experience in cruise industry management, suggests that a unique strategic opportunity exists for Indonesia to become a leading international cruise hub. 

Indonesia as an International Cruise Hub

In our view, Indonesia is a near-perfect cruise destination. Covering a 5,150-kilometer stretch bridging the distance between the Indian and Pacific Oceans, Indonesia’s geographical breadth is roughly equal to the distance between Seatle and the Bermuda Islands. With 17,508 islands, of which around 60% are inhabited, Indonesia has ports-of-call and cruise destinations galore.

In fact, it’s worth noting that no single individual has ever managed to spend a single day on every Indonesian island. Such an  Odyssean quest  would require 48 years to accomplish even without calculating traveling time between islands. 

Unparalleled Choice of Cruise Stops

The Indonesian national motto of “ Bhinneka Tunggal Ika ” or  “Unity in Diversity ” suggests the wide variety of exciting cruise stops available to cruise ships that would take the time to linger and explore the archipelago. The Republic’s islands are home to ancient and sophisticated cultures – societies that built the 9th century  Borobudur Temple  and the megalithic  Gunung Padang  site in West Java dated as far back as 20,000 BCE. 

Complex and esteemed cultures already existed in Indonesia in the periods well before even semi-domesticated animals grazed the medieval fields outside  Notre Dame in Paris . With at least 350 ethnic groups speaking some 483 languages and dialects, Indonesia guarantees that a new and enchanting destination is never more than a short sail away for any ship cruising its waters.

Indonesia – the Emerald Equator

Because Indonesia is an equatorial nation, it offers arguably the world’s best climate for cruising. Located primarily in the  Intertropical Convergence Zone (ITCV ) – an area sailors call  “the doldrums”  – Indonesia experiences “ calm weather”  throughout the entire calendar year. There are two seasons to the year: the “dry” that falls between May and October, and the “wet” between November and April. While rainfall is plentiful in some parts of Indonesia during the  “wet, ” – it’s rare for it ever to rain for days-on-end, still allowing daily shore programs from ships to continue as planned. 

Further good news to cruise passengers and ships’ crews alike: Typhoons and large scale storms tend to skirt far to the north and south of Indonesia’s main geographical confines. While strong, swift currents are found in the north-south straits that punctuate the archipelagic chain, these pose no obstacle to modern cruise ships.

Indonesia also offers a growing network of modern airports facilitating the embarkation and disembarkation of passengers on extended cruise itineraries traveling the Nation’s entire length and breadth. 

How Big is the Cruise Market?

According to the  Cruise Lines International Association (CLIA),  some 30 million passengers took a cruise in 2019, representing some US$134 billion in sales. A labor-intensive sector of the economy, more than 1.1 million people work in the cruise industry, sharing a total payroll estimated at US$45.6 billion.

Where are the major Cruise Areas?

Historically, the world’s leading cruise areas are situated in the Caribbean and Meditteranean, fed primarily by North American and European passengers. In 2019, 76.8% of all cruises operated in the following areas: Caribbean (34.4%), Meditteranean (17.3%), Europe non-Meditteranean (11.1%), China (4.9%), Australia/New Zealand/Pacific (4.8%), and Asia (4.3%)

The Situation of the Global Cruise Industry

When the global pandemic suddenly descended in the early months of 2020, the approximate 272 ships operating worldwide were especially hard-hit. Ships were quickly identified as threatening  “clusters of infection”  as confirmed cases of  COVID-19  were widespread among ships’ passengers, many of whom were elderly – a group known to be at most significant risk of dying from the disease. 

As the world struggled to come to terms with the  novel   coronavirus , many ships became five-star refugee ships – suddenly refused landings rights at ports worldwide. These ships were forced to become like the mythical ancient “ Flying Dutchman”  of yore, doomed to sail the oceans for a seeming eternity. Unable to make shore, passengers and crews were often confined to their quarters for weeks, and in some cases, months, waiting for the opportunity to disembark and rejoin to their families.

Now more than six months after the pandemic’s advent, almost the entire global cruise cruise fleet, once valued at US$167 billion, but devalued by US$4 billion since the crisis began, sit idle and at anchor tended by skeletal crews. While cruise lines hemorrhage cash at an unprecedented rate, the industry’s expert strategizes on how they will manage to relaunch their parked ships, regain passengers’ confidence, and formulate itineraries to ports that most recently shunned the visit of ships they saw as contagious.

An Opportunity for Indonesia?

We believe that the current upheaval affecting the global cruise industry holds a unique opportunity for Indonesia to seek to become an international cruise center and create a significant force for the Nation’s economic development. 

In the belief that President Joko Widodo’s recent calls for inter-sectoral cooperation to resolve the current economic crisis are genuine, we suggest that Indonesia now needs to take the next step. What’s needed is for the President and  Indonesia’s Coordinating Minister for Maritime Affairs and Investment,  Luhut Binsar Pandjaitan, to establish a  Coordinating Agency for Cruise Shipping . Such an Agency would be tasked to take the existing natural charms of Indonesian cruising and create an equally attractive regulatory environment for international cruise shipping. Providing necessary changes in the  status quo  were put in place, there is little doubt that the major cruise line operators would quickly set up and take notice of Indonesia as a location for a viable cruise hub.

The Elephant in the Room

Recommendations in this editorial are certain to be greeted with a chorus shouting:  “But what about the virus?”

As we presented earlier in our Editorial “COVID- Damned if we Do and Damned if We Don’t” , the  coronavirus  is likely to be with us for a considerable time to come. If Indonesia waits for a final cure before it does all that it can to save the National Economy, the resulting devastation may prove irredeemable with little left economically to save. 

Instead, why not formulate the most stringent protocols covering cleanliness, health, and safety for cruise ship operations in Indonesian waters? Then, advise cruise lines wishing to join an Indonesian cruise hub that these are the rules that will strictly apply for the safety of crews, passengers, and the communities visited ashore. If deemed necessary by the Indonesian health authorities, qualified medical personnel could even be assigned to travel on every ship where continuous testing and screening could occur. Given the current state of international cruising and the desperate search under way by cruise line looking for workable itineraries, the cruise operators would hardly expect anything less. Moreover, we think cruise operators might eagerly and urgently embrace an attractive cruise destination presenting viable rules that would allow them to now begin the urgent formulation of new cruise itineraries.

Creating an Attractive Regulatory Environment for Cruise Ships

Anticipating the areas that would need to be addressed to create a regulatory environment amiable to creating an Indonesian Cruise hub, here’s a shortlist of some of required changes and improvements:

  • Implementation of recently promised changes in import taxes promised by Minister Luhut (See: Tax on cruise ships & Yachts Set to Go? ).
  • Unlimited cruise permits for passenger ships operating in Indonesia.
  • Competitive tax treaties to allow cruise ships to operate in Indonesia waters much in the way they operate elsewhere.
  • Attractive financial incentives to encourage, but not necessarily compelling, the adoption of an Indonesian flag for cruise ships operating in Indonesian waters. This is needed to make reflagging a modern cruise ship under the Indonesian flag an attractive proposition both financially and legally.
  • Deregulation of manpower rules to permit foreign crew members largely unencumbered employment on ships deployed in Indonesian waters with incentives offered to encourage Indonesian nationals’ hiring.
  • Allowing the use of duty-free goods on the Indonesian cruises and the trans-shipment of these items under seal from airports to vessels in Indonesia.
  • The transparent and clear codification of maritime rules and regulations to minimize any potential abuse in the issuance of sailing permits and port clearance procedures.

While some of these changes require significant changes in how Indonesia currently views ship operations, the resulting creation of an Indonesian international cruise hub we believe warrants the effort. The many benefits that would accrue to the Nation are:

  • substantial foreign exchange earnings,
  • much-needed tourism revenues flowing to remote and economically deprived areas of Indonesia, and
  • many well-paying employment positions that the Indonesian cruise hub would create.

Another benefit all too often overlooked from creating a modern maritime fleet in Indonesia is the resulting natural enhancements to national defense. Over time, a growing fleet of modern Indonesian vessels using the latest equipment and technology operated as required under  International Maritime Organization (IMO)  rules, with well-qualified Indonesian mariners working in the wheelhouse and engine rooms, will prove to safeguard the Republic of Indonesia. These vessels would be at the Nation’s disposal to assist in times of natural disaster or, if needed, to defend Indonesian sovereign territory.

And, for anyone thinking the last point a stretch, let’s not forget that Indonesia is, after all, a nation of islands. What’s more, in 1982, during the  Falkland War,  if the United Kingdom was unable to commandeer the services of the  MS Queen Elizabeth  and the  MS Canberra  as troop transports, the final result of that conflict might have been markedly different.

PT Las Olas Indonesia Signs MoU with MSC Cruises to Improve Workers Welfare

DENPASAR, Bali (BPN) – PT Las Olas Indonesia signed a Memorandum of Understanding (MoU) with MSC Cruises to facilitate cruise ship workers, mainly from Bali. The signing took place at the Mediterranean Campus, Denpasar, on Friday (Oct. 6).

Lasro Simbolon, the Deputy for Placement and Protection for the Americas and Pacific Region of the Agency for the Protection of Indonesian Migrant Workers (BP2MI), said this kind of partnership is essential and is a breakthrough for business actors in sending workers, especially to cruise ships.

“This is an effort to improve the welfare and also protection for workers,” said Lasro.

Lasro said that Indonesian migrant workers must continue to be encouraged to work at cruises.

“This is part of efforts to eradicate unemployment, poverty, and at the same time improve the quality of human resources,” he added.

According to him, Bali already has a good ecosystem, so this could be an example that needs to be transmitted to other regions.

Lasro added that working abroad, especially on cruise ships, is still being favored by today’s young generation. But he admitted that behind it all, there are many irresponsible individuals who take advantage of these situations to gain profits.

“Graduates who want to work on cruises must have quality and competence. Don’t choose the wrong agent. Take a look at all the valid information. You can go to the local Manpower Office or via the official website,” he concluded.

Meanwhile, the Director of PT Las Olas Indonesia, AA Gede Widnyana, admitted that he was very happy with this MoU signing.

“Through this ceremony, we have legally and officially been appointed by MSC Cruises as one of Indonesia’s hiring agencies. Which means we can recruit workers legally in the future,” he said.

Widnyana also showed his concern about the number of potential cruise ship workers tricked by illegal agents. Therefore, through this official institution, it is hoped those cases can be avoided.

MSC Cruises Representative, Andrea Chessa said that this signing will improve the quality of cooperation between his party and recruitment agents in Bali.

Hundreds of Indonesian Cruise Ship Crew Members Return From Miami

Jakarta. Almost 400 Indonesian cruise ship crew members returned to Indonesia from Miami, the United States, on Monday after going through strict health protocols.

The Indonesians are employees of the Miami-based cruise company Carnival Cruise Line. 

A total of 146 of them had been working on the Carnival Sunrise cruise ship, 139 on the Carnival Horizon, 67 on the Carnival Sensation and 46 on the Carnival Paradise.

All of them arrived in Jakarta on an Evelop Airlines flight.

"They went through a medical check-up before departing from Miami and then more health tests at Soekarno-Hatta International Airport. Each of them had their temperatures checked on a thermal scanner, their blood oxygen level measured and was given a short interview," the Foreign Affairs Ministry stated on Monday.

Although none of them had shown Covid-19 symptoms, the ship crew members would enter a mandatory quarantine for 14 days.

According to the ministry , 17,769 Indonesian crew members are currently on 122 cruises, which have become floating hotbeds for the coronavirus.

As of Monday, a total of 373 Indonesians abroad – spread over 27 countries and an unknown number of cruise ships – have contracted Covid-19.

A total of 101 of them are ship crew members, of which nine have recovered and one has died.

India has the most cases of Indonesians infected with the coronavirus, 60, Singapore has 45, Malaysia 44 and the United States 23.

Fourteen have died from the virus – four in the US, three in the Netherlands, one in the United Kingdom, two in Malaysia, two in Singapore, one in Turkey and one ship crew member from an unmentioned cruise ship.

A total of 57 have recovered from the virus – 15.2 percent of the group.

The US is the current global epicenter for the coronavirus pandemic, with more than 582,000 cases by Tuesday. 

The World Health Organization's director-general, Tedros Adhanom Ghebreyesus, said on Friday the WHO is working closely with affected countries to come up with effective strategies to fight Covid-19.

"The important factors to consider are that: transmission is controlled, sufficient public health and medical services are available, outbreak risks are minimized, preventive measures are in place in public spaces, importation risks are managed and communities are fully aware in this situation," he said in a statement.

The WHO and other global collaborations will need to supply 100 million medical masks and gloves to the affected countries, along with up to 25 million N95 respirators, gowns, face shields and 2.5 million diagnostic test kits.

Oxygen concentrators and other clinical equipment will also be needed.

"The World Food Programme estimates it will need approximately $280 million to cover the costs of storing and moving the supplies. We urge donors to support this system," Ghebreyesus said.

According to arrest reports, a U.S. Customs and Border Protection officer was conducting routine cabin searches and came across videos of suspected child abuse material on their cellphones.

Miami-Dade Police responded to take over the investigation and arrested the two men.

The reports didn't say which cruise line the men worked for or which ship they were on.

This as-told-to essay is based on conversations with Chris Libreros, who worked for a major US cruise line from March to November. He has chosen to exclude his employer's name, but his position has been verified by Insider. The following has been edited for length and clarity. 

I've lived in Miami my entire life, so I've always watched the cruise ships go in and out of the port — but I never really understood what happened on board.

Last year, I was working at the Ritz-Carlton and decided I wanted to try something new. I had a friend who worked for a major cruise line, and I heard it was sailing in Asia, an area of the world I'd always wanted to explore. He helped me get a job in the guest-services department, which is like the general front desk of a cruise ship. My role was mainly customer service, assisting guests with questions and complaints.

I left the US in March and returned in November. I made $2,100 a month before taxes. We were originally scheduled to depart from Hong Kong, but because of China's COVID-19 restrictions, the cruise ship was moved over to Singapore. From there, we sailed to Malaysia and Thailand. 

My contract was originally for 5 ½ months, but I ended up extending it to eight months because I wanted to see some parts of Thailand before going back to the US.

For the first few months, we were doing " cruises to nowhere ," which is when you just go out to sea for a few days and then come back without stopping at any ports. During those cruises, we worked about eight to nine hours a day. But once the normal cruises began, we worked between nine and 11 ½ hours a day, depending on staffing levels. On a cruise ship, most crew don't get any days off. It's continuous work seven days a week.

You have to give up the lifestyle you had on land 

One of the things that surprised me most about working on a cruise ship was the complete change in lifestyle.

When you leave a land-based position to work on a cruise, you lose a lot of your freedom. It's not like you can go out and do whatever you want during your free time, and you always have to be ready for work the following day.

The living conditions were also much different from what I was used to. You're in a very small room that you probably share with another person. Plus, in Singapore, the COVID-19 restrictions were still very strict, so there were different rules about group gatherings, even when sitting at the same table. Later in my contract, those became more relaxed.

For me, not having any days off was the most difficult part. I worked every single day for eight months. Working long hours back-to-back like that drains you.

In the US, workers are protected by labor laws and regulations that don't apply to foreign-flagged cruise ships . Under maritime law, the maximum amount of time crew members are allowed to work is 14 hours a day. I couldn't go on break until I worked six hours and 30 minutes. In Miami, that's about a full shift.

The only time you could get a day off was if you had a medical issue. I had a cavity that was really painful, so I had to get off the ship in Singapore to get it checked out. They ended up ripping my tooth out, which was one of the most traumatic things I'd ever gone through. When I got back on board, they gave me one day off. 

But the pay had to be the most shocking part of my experience. I was making $2,100 a month, which was pretty bad for a US citizen, but there were other people there working in different departments that made almost nothing, about $700 a month. That breaks down to less than $2 an hour.

A lot of crew members were paid wages that I would consider unlivable. And given that many of them came from countries whose national currency was worth less than the US dollar, I felt that the company had a lot of control over crew members and paid them the bare minimum. 

I was the most sleep-deprived I'd ever been

You have to choose between enjoying yourself after your shift and catching up on sleep . Even if you do have time to sleep, there are so many factors that can stop you from getting a good night's rest.

There's your roommate, noise in the hallways, machinery moving about, emergency calls, and crew announcements that blast over the speakers into your room. You also have to attend maritime drills early in the morning after the guests have left the ship. 

I think I was the most sleep-deprived I'd ever been while working on the ship. If I got more than six hours, it was a miracle.

I was one of the only Americans working on the ship. When I arrived, maybe 90% of the crew was Chinese. Thankfully, I was practicing Mandarin before I even got to the ship, but there was still a big language barrier.

At times, it was hard to find friends who shared my interests. I'm gay, and some cultures aren't as accepting of that as others. I got pretty lonely at times, especially during the first few months.

But most people were friendly and outgoing, and I enjoyed meeting people from all over the world . Even coming from Miami, which is super diverse, I was exposed to nationalities I had never encountered.

I'm relieved to be back in a 9-to-5 job with weekends off

Now I'm back in Miami working in hotel event management. I'm relieved to be back in a job where it's Monday through Friday, a stable schedule without sudden changes.

I don't think I'll ever work on a cruise ship again. I expected to work long hours, but I anticipated having more free time to get off the ship and explore different ports. My cruise was particularly bad because of Asia's COVID-19 restrictions, and a lot of my time was spent on board, rather than outside.

My advice for people who are interested in cruise-ship jobs is to first establish which department you want to work in — beyond guest services, there's the restaurant, the casino, finance, and entertainment, to name a few.

If someone from the US is going to work on a cruise ship, they should expect a decrease in salary — especially if they don't have a position in entertainment or a top managerial or bridge role . Figure out your finances and what your plan is. Then brace for the fact that your life is going to completely change and you'll have to adapt to a new set of rules and regulations. 

Personally, I would say it probably wasn't worth it. Maybe if I had done it at another time, my experience would've been different. But right now, I feel I have missed out on a lot — there's so much more in Asia I wanted to explore.

Fred. Olsen Windcarrier manages the technical management for Fred. Olsen Cruise Lines three vessels. We are currently seeking a dedicated Marine Superintendent - CRUISE to join our dynamic team in Oslo, Norway.

Main Tasks:

  • Act as the company's nautical, marine, and security advisor, ensuring the competence and training of deck and security personnel
  • Develop career and training plans for the deck and engine departments, and assist in crew rotation planning
  • Provide advice on best practices for deck maintenance and security, including for High-Risk Area (HRA) voyages
  • Content owner for Navigation and Security in SQM
  • Conduct port security inspections, audits, and offer input on itinerary planning
  • Collaborate with authorities and external security providers to ensure appropriate measures are in place
  • Support superintendents with daily operations, insurance claims, and accident investigations
  • Stay informed on new maritime regulations and participate in the company’s Emergency Group and Safety & Quality Management (SQM) system

Key qualifications we are looking for:

  • Certificate of Competency (CoC) with appropriate seagoing experience OR
  • Relevant BSc-level education in Safety Management
  • Completion of DNV Maritime Risk Management and Incident Investigation courses
  • Excellent communication skills in English and a Scandinavian language
  • Have possibility to work in Europe
