DUBAI // The emirate’s plans to become a hub for medical tourism will be the focus of a conference next week.

The World Health Tourism Congress, which takes place on September 6 and 7, will be attended by health officials from more than 80 countries.

Dr Bandar Al-Fehaid, president of the Arab Tourism Organisation, said that health tourism was one of the fastest-growing industries in the world.

He said more than US $100 billion (Dh367bn) is spent in this industry per year, of which almost a third is spent by Arabs.

Tamer El Chamaa, the director of the congress, said Dubai aimed to attract more than 500,000 medical tourist a year by 2020, the time the city will host a world expo.

He hoped that health ministers in Gulf countries and tourism authorities would work together to help the city achieve this goal.

The event at the Mohammed Bin Rashid Academic Medical Centre in Dubai Health Care City is organised by the health authority and department of tourism and commerce.

Mercer, the investment consulting arm of US services company Marsh & McLennan, expects its wealth division to at least double its assets under management (AUM) in the Middle East as wealth in the region continues to grow despite economic headwinds, a company official said.

Mercer Wealth, which globally has $160 billion in AUM, plans to boost its AUM in the region to $2-$3bn in the next 2-3 years from the present $1bn, said Yasir AbuShaban, a Dubai-based principal with Mercer Wealth.

“ Within the next two to three years, we are looking at reaching $2 to $3 billion as a conservative estimate and we do see an opportunity to do so,” said Mr AbuShaban.

Mercer does not directly make investments, but allocates clients’ money they have discretion to, to professional asset managers. They also provide advice to clients.

“We have buying power. We can negotiate on their (client’s) behalf with asset managers to provide them lower fees than they otherwise would have to get on their own,” he added.

Mercer Wealth’s clients include sovereign wealth funds, family offices, and insurance companies among others.

From its office in Dubai, Mercer also looks after Africa, India and Turkey, where they also see opportunity for growth.

Wealth creation in Middle East and Africa (MEA) grew 8.5 per cent to $8.1 trillion last year from $7.5tn in 2015, higher than last year’s global average of 6 per cent and the second-highest growth in a region after Asia-Pacific which grew 9.9 per cent, according to consultancy Boston Consulting Group (BCG). In the region, where wealth grew just 1.9 per cent in 2015 compared with 2014, a pickup in oil prices has helped in wealth generation.

BCG is forecasting MEA wealth will rise to $12tn by 2021, growing at an annual average of 8 per cent.

Drivers of wealth generation in the region will be split evenly between new wealth creation and growth of performance of existing assets, according to BCG.

Another general trend in the region is clients’ looking for a comprehensive approach to investing, according to Mr AbuShaban.

“Institutional investors or some of the families are seeing a slowdown in the available capital they have to invest and in that sense they are looking at optimizing the way they manage their portfolios and making sure they are not investing haphazardly and different parts of their investment are working together,” said Mr AbuShaban.

Some clients also have a higher appetite for risk, given the low interest-rate environment that does not provide enough yield for some institutional investors. These clients are keen to invest in illiquid assets, such as private equity and infrastructure.

“What we have seen is a desire for higher returns in what has been a low-return environment specifically in various fixed income or bonds,” he said.

“In this environment, we have seen a de facto increase in the risk that clients are taking in things like illiquid investments, private equity investments, infrastructure and private debt, those kind of investments were higher illiquidity results in incrementally higher returns.”

The Abu Dhabi Investment Authority, one of the largest sovereign wealth funds, said in its 2016 report that has gradually increased its exposure in direct private equity and private credit transactions, mainly in Asian markets and especially in China and India. The authority’s private equity department focused on structured equities owing to “their defensive characteristics.”

While many have been quick to call a market collapse, this simply isn’t what we’re seeing on the ground. Many pockets of the global property market, including London and the UAE, continue to be compelling locations to invest in real estate.

While an air of uncertainty remains, the outlook is far better than anyone could have predicted. However, it is still important to consider the wider threat posed by Covid-19 when buying bricks and mortar. 

Anything with outside space, gardens and private entrances is a must and these property features will see your investment keep its value should the pandemic drag on. In contrast, flats and particularly high-rise developments are falling in popularity and investors should avoid them at all costs.

Attractive investment property can be hard to find amid strong demand and heightened buyer activity. When you do find one, be prepared to move hard and fast to secure it. If you have your finances in order, this shouldn’t be an issue.

Lenders continue to lend and rates remain at an all-time low, so utilise this. There is no point in tying up cash when you can keep this liquidity to maximise other opportunities. 

Keep your head and, as always when investing, take the long-term view. External factors such as coronavirus or Brexit will present challenges in the short-term, but the long-term outlook remains strong. 

Finally, keep an eye on your currency. Whenever currency fluctuations favour foreign buyers, you can bet that demand will increase, as they act to secure what is essentially a discounted property.

Explainer: Tanween Design Programme

Non-profit arts studio Tashkeel launched this annual initiative with the intention of supporting budding designers in the UAE. This year, three talents were chosen from hundreds of applicants to be a part of the sixth creative development programme. These are architect Abdulla Al Mulla, interior designer Lana El Samman and graphic designer Yara Habib.

The trio have been guided by experts from the industry over the course of nine months, as they developed their own products that merge their unique styles with traditional elements of Emirati design. This includes laboratory sessions, experimental and collaborative practice, investigation of new business models and evaluation.

It is led by British contemporary design project specialist Helen Voce and mentor Kevin Badni, and offers participants access to experts from across the world, including the likes of UK designer Gareth Neal and multidisciplinary designer and entrepreneur, Sheikh Salem Al Qassimi.

The final pieces are being revealed in a worldwide limited-edition release on the first day of Downtown Designs at Dubai Design Week 2019. Tashkeel will be at stand E31 at the exhibition.

Lisa Ball-Lechgar, deputy director of Tashkeel, said: “The diversity and calibre of the applicants this year … is reflective of the dynamic change that the UAE art and design industry is witnessing, with young creators resolute in making their bold design ideas a reality.”

10th World Health Tourism Congress to take place in Dubai

The World Health Congress, now in its tenth year, will be coming to Dubai between September 5th and 7th.

It offers a platform to several parties, including health care services, health insurance providers, tourism promotion bodies, medical regulators and tour operators, to discuss a wide range of issues and trends affecting the industry.

More than 1,500 people are expected to attend the event, coming from 80 countries across the globe, which is sure to boost guest numbers at the emirate's hotels in September, with many attendees needing accommodation.

Grand Aurum Marketing and Dubai Health Care City (DHCC) will be working together to organise this year's congress, under the patronage of Dubai Health Authority and the Department of Tourism and Commerce Marketing (DTCM).  

This will mark the second year the event has been held in the emirate, which could be an indicator of the success experienced the first time. Other host countries have included Germany, Cyprus, the Philippines, Spain and South Africa.

Tamer El Chamaa, director of the congress, explained that more than 250 exhibitors will be coming from the UAE, where health tourism has been focused on by authorities and regulators. He is also expecting the GCC and the Middle East to be represented at the event.

Mr El Chamaa believes that Dubai is the perfect location for this year's exhibition, particularly as the emirate wants to become a leading hub for global health tourism. The director added that it offers a unique mix of attractions and facilities in both the leisure and healthcare sectors.

Dubai's government and DTCM are aiming to attract 500,000 medical tourists every year by 2020.

The global health tourism market is believed to be worth $95 billion (£64.3 billion) and is forecast to grow 9.5 per cent per year until 2018.

5th world medical tourism congress fosters collaboration between healthcare industry stakeholders.

The 5th World Medical Tourism Congress, South Florida October 24-26th, will be fully integrated with the Global Benefits Conference and the Employer Healthcare & Benefits Congress, one of the largest insurance conferences in the U.S.

Some of the highlights of the congress will be the Executive Summits: the 3rd Global Ministerial Summit and the 1st Medical Director Summit. The first will welcome Ministers of Health, Tourism, Economic Development, Trade Commissioners and Health Attach's to discuss common challenges and best industry practices.

As a first time attendee, I am interested in existing programs in other destinations and how I can best market the services we have available in the U.S. Virgin Islands. As the person in charge of all tourism marketing done on behalf of the Government of the Virgin Islands, I am truly coming to learn as much as possible about this segment, best practices and how I can work with providers in the USVI to increase our share of this revenue generating niche market.

In discussion with local providers, your organization and this event came highly recommended said Chantal R. Figueroa, Deputy Commissioner of Tourism. U.S. Virgin Islands Department of Tourism and special invitee to the Ministerial Summit. ‍

The Medical Director Summit represents an excellent, first-class platform for meeting up with much esteemed colleagues from around the globe.

As a spine specialist and as president of the World Pain Institute Section Germany and Eastern Europe, I will contribute to the summit by presenting my latest findings on why 80 percent of all back surgeries are superfluous – a topic that’s much in discussion across Europe.

At the Summit, I look forward to sharing ideas and views on this and other major medical topics with renowned specialists from many nations, commented Dr. Martin Marianowicz, Medical Director of the Marianowicz Center, Munich/Germany and Medical Director of the Jaegerwinkel Private Clinic, Bad Wiessee. ‍

The Medical Director Summit will welcome medical directors from international hospitals and insurance companies to collaborate and network regarding the challenges in providing quality healthcare and insurance to local and international patients. ‍

Renée-Marie Stephano, president of the Medical Tourism Association, stated, Due to the increasing number of requests from specific industries such as insurance and HR professionals and travel agents looking for specialized education, the Association has provided a solution which allows these professionals to set themselves apart from others on a platform of best practices as they enter this niche market. ‍

The certification programs will give them the tools to create a roadmap and turn medical tourism from a concept into an action plan that can actually be implemented and managed with ease. This certification program should also allow more insurance, HR professionals and agents to become educated and will raise awareness and adoption of medical tourism across the globe, Ms. Stephano added. ‍

Arkhangelsk Oblast is a region in northwestern Russia , which borders Karelia to the west, the White Sea to the north, Nenetsia to the northeast, Komi Republic to the east, Kirov Oblast to the southeast, and Vologda Oblast to the south.

Mainland Arkhangelsk Oblast can be divided into 3 parts from north to south:

  • Northern part - the White Sea coast and Northern Dvina's delta. Home to biggest cities ( Arkhangelsk and Severodvinsk ), but less populated in rural areas outside the delta.
  • Middle part - the less populated part, with worst roads, a gap between North and South. Plesetsk Cosmodrome is located there.
  • Southern part - agricultural and more populated part with an array of old towns, as Kargopol , Velsk , Solvychegodsk , and Kotlas .

Also the Franz Josef Land far north in the Arctic Sea and Novaya Zemlya , halfway there, are part of the Oblast.
