Cruise ship worker accused of attacking, stabbing people with scissors on board vessel

FILE -- The Norwegian Encore is docked at downtown Juneau, Alaska, on Tuesday, Oct. 18, 2022.

JUNEAU, Alaska ( KTUU /Gray News) - A South African citizen was arrested by the FBI in Juneau Tuesday after he allegedly stabbed a cruise ship passenger and several employees who attempted to stop him.

A press release from the U.S. Attorney’s Office in Alaska said 35-year-old Ntando Sogoni was employed on the Norwegian Cruise Lines ship Encore and was observed by other staff attempting to launch one of the ship’s lifeboats. He was then taken by security to the ship’s medical facility for an evaluation.

In the medical center, Sogoni reportedly physically attacked a nurse and a security guard. He then allegedly entered an examination room, grabbed a pair of medical scissors and attacked a woman receiving treatment, stabbing her in the arms, hand and face. When two security guards intervened, the court documents allege he stabbed one in the head and one in the back.

Once he was under authority’s control, Sogoni was held in the ship’s jail before being taken into custody and being charged with assault with a deadly weapon in maritime and territorial jurisdiction. The charges carry a maximum sentence of 10 years in prison and a $250,000 fine. A federal district judge will determine the total sentencing.

Court documents say that the employee had just joined the ship’s crew at its Seattle port of call on May 5. The incident occurred approximately 16.5 miles from Vancouver Island. There is no word on whether the incident has delayed the ship or on the condition of those hurt.

The FBI Anchorage Field Office and FBI Juneau Resident Agency, and the Coast Guard Investigative Service are investigating the case.

First large cruise ship of the season docks in Alaska. It’s half full.

The outside of a big cruise ship

After two summers of little to no business, Juneau’s tourist shops, tour operators and other local businesses are eager for visitors. A crowd gathered on Monday afternoon to greet the Norwegian Bliss — the first large cruise ship to dock in Alaska in 2022.

Listen to this story:

It was a typical Juneau spring day — rainy and chilly — as throngs of passengers disembarked and made for nearby tourism shuttles.

Laura McDonnell was among those gathered at the dock to meet them. She owns Caribou Crossings, a shop that’s been in Juneau for 25 years. It’s staffed by locals and sells art from 60 Alaskan artists.

“If it’s 10 people we’re excited. If it’s 3,000 people we’re super excited,” McDonnell said. “Just to see happy people on the streets again and visitors getting to come enjoy my hometown is the best.”

The larger number was closer. The Bliss had around 2,000 passengers on board or 50% of the ship’s capacity.

Juneau’s Mayor Beth Weldon was there, too, greeting passengers as they got off the ship. She says the first ship of the season is symbolic.

“It means, ‘Welcome back, Juneau!’ It means our economy should be springing up from here. And we’re pretty excited about that,” she said.

A group of people outside

Acting City Manager Robert Barr said he has faith in the COVID-19 port agreements Juneau made with cruise lines, like the requirement that 95% of passengers would be vaccinated.

“Those were successful last season,” he said, noting that last year’s season was an abbreviated one — only 10% of the usual number of cruise ship visitors came to Juneau.

“So we’re often cautiously optimistic, I think is how I would put it, that we’ll see similar sorts of success this season. But undoubtedly, there will be work to do,” he said.

By dinnertime, the Red Dog Saloon — an iconic bar for locals and tourists alike — had been transformed for the season. The floor was covered with sawdust, and the servers were wearing gold-rush era costumes. The women were in red satin dresses, and the men had those garters on their sleeves.

“Yes, we have what we call our summer outfit on,” said Eric Forst, one of the bar’s owners.

He’s also cautiously optimistic about what the first day might mean for the rest of the summer.

“It’s day one. That’s only one cruise line. Each cruise line is going to handle things differently. So I’ll feel a little more comfortable after a couple of weeks,” Forst said.

But he’s still hoping locals will come in and keep business going, on those rare summer nights when there’s no cruise ship in port.

Cruise Destination Juneau

Cruise Port Guide Juneau – Alaska – USA: docked

In Juneau there are about 5 docks available for cruise ships: S. Franklin Street dock, Intermediate Vessel Float, Cruise Ship Terminal, Alaska Steam Ship Dock and A.J. Dock. All of them are basically in front of the town centre and it is only a few minutes walk to the Main street, Franklin street and Boardwalk.

The only exception is the A.J. Dock. This dock is about 20 minutes walk from town, but there is a local shuttle bus provided for a small fee.

In town you will find lots of facilities for tourist. At the docks is the tourist information for any kind of information. You will find booths that are selling shore excursions and shuttle busses to the Mendenhall glacier. Other than that you will get lots in between saloons and souvenir shops.

Shuttle bus to Mendenhall glacier

All over town and especially around the docks you will find there is a local shuttle bus offered to the Mendenhall Visitors Centre where you will have a good view over the glacier. The shuttle costs 20 dollars round trip per person. Buy the tickets directly at the local tour operators you will find on the dock.

Taxis in Juneau

The taxis in Juneau are usually available at the dock, but keep in mind they are quite pricey. Therefore it might be better to prearrange it. To give you an idea on the cost:

A taxi from the dock to the Mendenhall Glacier:

$72 round trip for 1 passenger

$78 round trip for 5 passenger

$85 round trip for 10 passengers

Compared to the cost of the Mendenhall shuttle bus it will be cheaper to take a taxi if your group is 4 persons or more.

Public Transportation

The public transport system in and around Juneau has been created to serve the local community. It is not ideal for tourist to take because they don’t directly stop at the tourist sights and attractions. However, if you are on a budget and willing to walk for a bit, it might be interesting for you. Find the local bus station right in town. Bus 3 and 4 serve the area around Juneau. Nearest stop to Mendenhall Glacier is 1 mile walk. Nearest stop to Glacier Gardens is less than a mile walk. Nearest stop to Salmon Hatchery is only a few minutes walk. Buy your tickets at the bus office or on the bus itself. Tickets cost 2 dollars and you need to have exact fare. Busses depart around 2 times per hour. There is more miles of trails than miles of road in Juneau. In fact, there is a total of 250 miles of trails, most starting within the city limits. This memorial is dedicated to the 53 Japanese Americans of Juneau who were unjustly taken from their homes at the start of World War II. In 1941 people of Japanese ancestry living on the west coast of the USA were removed and incarcerates in isolated government internment camps. The seniors at Juneau High School left an empty chair during their graduation ceremony for their absent, fellow student who should have been there. It is an important historical event of which the citizens of Juneau feel like it needs to be remembered.

Juneau, Alaska Cruise Port Guide

On a Juneau cruise, you’ll discover a compact capital bustling with activity, where floatplanes buzz over the water, hikers set out to explore the forest trails, and summer visitors browse the enticing shops of the downtown area. Nature is never far away in Juneau—you’ll see majestic bald eagles perching on fences and in trees. The waters of Auke Bay are rich feeding grounds for marine mammals, from acrobatic humpback whales to sleek orcas.

Culture & History of Juneau, Alaska

The Auke Tribe, a subgroup of the Tlingit Alaskan Natives, have lived along the coast here for thousands of years, fishing, hunting, and foraging. In 1880, during the peak of the Gold Rush, gold seekers Joe Juneau and Richard Harris stumbled upon the area that was first named Harrisburg and later renamed Juneau. The Tlingit Chief Kowee, in exchange for a reward, led the newcomers in the direction of gold in Silver Bow Basin.

Gold mining gave rise to a busy settlement and remained an important industry here for nearly 60 years until the last mine closed during WWII. Juneau became Alaska’s state capital in 1906, as the fur trade in the former capital, Sitka, declined. Today, the city’s economy depends largely on fishing and tourism.

FBI arrests cruise ship crew member in Juneau after allegedly stabbing multiple people on board

May 7, 2024 by Clarise Larson, KTOO

cruise ships docking in juneau today

The FBI arrested a cruise ship employee in Juneau on Tuesday afternoon, the day after he allegedly stabbed multiple people with scissors aboard the Norwegian Encore.

Ntando Sogoni, 35, of South Africa was charged with assault with a dangerous weapon. He faces a maximum penalty of 10 years in prison.

In an interview, FBI Public Affairs Officer Chloe Martin said the agency continues to investigate the case.

“This was an isolated incident, and there’s no threat to other passengers,” she said.

According to a release from the U.S. Department of Justice and a criminal affidavit filed in federal court, cruise ship employees noticed Sogoni trying to deploy a lifeboat while on the ship late Sunday night. Ship security then brought him to the ship’s medical center for an assessment.

It’s there early on Monday morning that authorities say Sogoni physically attacked a security guard and nurse in an examination room. He then moved to a different room where he grabbed scissors and stabbed a 75-year-old woman who was being examined, along with two other security guards.

Officials say the injuries were not life-threatening.

Sogoni was later detained and held in the ship’s jail before his arrest upon arrival in Juneau Tuesday.

Authorities say location data provided by the crew of the Norwegian Encore shows the ship was outside the jurisdiction of any U.S. state at the time the incident took place.

In a statement, Norwegian Cruise Lines told KTOO the company will continue cooperating with law enforcement in the investigation.

“We condemn violent behavior of this nature and are committed to the safety and security of all crew members and guests on our ships,” the statement reads. “We commend the onboard security team for their brave actions.”

Cruise worker accused of stabbing woman and 2 security guards with scissors on ship headed to Alaska

Updated on: May 8, 2024 / 6:27 AM EDT / CBS/AP

A cruise ship worker from South Africa was arrested Tuesday in Alaska's capital city, accused of attacking a woman and two security guards with scissors on board the vessel, according to authorities.

The U.S. attorney's office says the man, identified as 35-year-old Ntando Sogoni,  is charged with assault with a dangerous weapon within maritime and territorial jurisdiction. Online court records do not show an attorney for the 35-year-old man.

According to an affidavit from FBI Special Agent Matthew Judy, the man was recently hired by a cruise line and joined the ship, the Norwegian Encore, in Seattle on Sunday. The ship set off that day for a weeklong trip with scheduled stops in Alaska ports, including the capital of Juneau, and British Columbia.

The alleged incident happened west of Vancouver Island, British Columbia, as the ship was sailing to Alaska. According to the affidavit, during the late evening on Sunday, ship personnel saw the man trying to deploy a lifeboat, and he was taken by security to a medical center for an evaluation.

BIZ-CORONAVIRUS-CRUISELINES-CDC-OS

While there, he "became irrational and attempted to leave," and "physically attacked" a guard and a nurse, the affidavit states. He ran into another room, where he grabbed a pair of scissors and stabbed a woman who was being examined, as well as two guards who tried to intervene before being subdued and held in a "shipboard jail," the affidavit says. None of the injuries were considered life-threatening.

The ship arrived in Juneau on Tuesday, when he was arrested by the FBI, the U.S. attorney's office says.

If convicted, Sogoni faces a maximum penalty of 10 years in prison and a $250,000 fine for each count. A federal district court judge will determine the sentence.

South African man arrested for stabbing on cruise ship

JUNEAU, Alaska – A South African man was arrested by the FBI today on criminal charges after disembarking a cruise ship in Juneau for allegedly stabbing multiple people with medical scissors while aboard the ship.

According to court documents, on May 6, 2024, Ntando Sogoni, 35, was working on the cruise ship when other ship employees observed the defendant attempting to deploy a lifeboat. Sogoni was contacted by ship security and escorted to the ship’s medical center for an assessment.

Upon arrival, Sogoni physically attacked a security guard and a male nurse inside an examination room and proceeded to enter another examination room where a woman, who is a U.S. citizen, was being examined. He grabbed a pair of scissors and stabbed the woman multiple times in the arm, hand and face. He also stabbed two security guards who intervened—one in the head and one in the back and shoulders. Sogoni was detained and held in the ship’s jail prior to his arrest.

Sogoni is charged with assault with a dangerous weapon within maritime and territorial jurisdiction in violation of 18 U.S.C. §113(a)(3). If convicted, he faces a maximum penalty of 10 years in prison and a $250,000 fine for each count. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

U.S. Attorney S. Lane Tucker of the District of Alaska and Special Agent in Charge Rebecca Day of the FBI Anchorage Field Office made the announcement.

The FBI Anchorage Field Office and FBI Juneau Resident Agency, and the Coast Guard Investigative Service are investigating the case.

Assistant U.S. Attorney Jack Schmidt is prosecuting the case.

A criminal complaint is merely an allegation, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

A Norwegian Cruise Line worker is accused of stabbing people on board with scissors

  • A cruise ship worker was accused of stabbing a passenger and attacking crew members.
  • The incident occurred on the Norwegian Encore on its voyage to Alaska from Seattle, AP reported.
  • The worker was arrested and faces assault charges, the district attorney's office said.

A cruise ship employee was arrested after he allegedly used scissors to stab three people aboard a ship that was traveling to Alaska.

The employee, identified as Ntando Sogoni from South Africa, had recently started working on Norwegian Encore, a ship operated by Norwegian Cruise Line,.

According to AP News , which cited an affidavit from FBI Special Agent Matthew Judy, the ship disembarked from Seattle on Sunday and was scheduled to stop in Alaskan ports, including Junea, during the weeklong voyage.

Sogoni, 35, was on duty on Monday when he began to exhibit "unusual and irrational behaviour," a spokesperson for the Norwegian Cruise Line told Business Insider. He allegedly tried to deploy a lifeboat from the ship, according to a press release issued by the district attorney's office .

According to the FBI, Sogoni was taken to the ship's medical center for examination, where he then "physically attacked" a security guard and a nurse before using a pair of scissors to stab a passenger who was being examined.

Sogoni allegedly stabbed the passenger several times in her arm, hand, and face. A security guard who intervened was stabbed in the head, while a second security guard was stabbed in the back and shoulders, authorities said.

The conditions of the passenger and staff are unknown, though AP News reported that none of the injuries were life-threatening.

The ship was traveling west of Vancouver Island, British Columbia, when the alleged incident took place, the publication added.

Sogoni was held in the ship's jail before being arrested in Juneau on Tuesday.

Sogoni is facing charges of assault with a dangerous weapon. He could face up to 10 years in prison in addition to a $250,000 fine for each count if convicted, they added.

The cruise industry made $19 billion in revenue in 2022, according to the online data platform Statista .

The US Department of Transportation keeps a record of reported crimes on cruise ships through quarterly reports. According to a recent cruise line incident report , 47 alleged incidents were reported to the FBI between January and March of this year.

Of the incidents reported, eight were recorded as assault with serious bodily injury, one was recorded as a missing US national, and six alleged thefts of under $10,000 were reported. There were also 16 cases categorized as "sexual assault," and a further 16 were categorized as "sexual assault — rape."

The district attorney's office, Juneau's police department, and Sogoni's lawyer did not immediately respond to requests for comment.

Norwegian cruise employee arrested for allegedly stabbing multiple people on board

cruise ships docking in juneau today

A Norwegian Cruise Line employee was arrested Tuesday after allegedly stabbing multiple people during an Alaska cruise.

Personnel onboard Norwegian Encore saw Ntando Sogoni trying to deploy a lifeboat late on Sunday evening, according to an affidavit signed by Federal Bureau of Investigation Special Agent Matthew B. Judy.

Sogoni, a South African citizen, had joined the ship that day in Seattle.

Ship security officers took him to the medical center for evaluation. When he was taken to an exam room he “became irrational and attempted to leave,” attacking a security guard and a male nurse, the affidavit said.

He then ran to another exam room, grabbed a pair of scissors and stabbed a 75-year-old woman there for a medical assessment “several times in the arm, hand, and face.” The woman was a U.S. citizen.

“Security guards intervened and Sogoni stabbed two guards with the scissors before they could subdue and detain him,” the affidavit said. He allegedly stabbed one in the head and the other in the back and shoulder. The injuries were not life threatening.

The attack occurred shortly before 2 a.m. PDT on Monday, according to the document. The ship was west of Vancouver Island and roughly 16.5 miles from land at the time.

Sogoni was held in the ship’s jail until Encore reached Juneau, Alaska, on Tuesday.

The U.S. Attorney's Office for the District of Alaska said in a news release that he is charged with assault within maritime and territorial jurisdiction. If convicted, he faces a maximum penalty of 10 years in prison and a fine of $250,000 for each count.

An attorney for Sogoni was not listed.

A Norwegian spokesperson told USA TODAY that a "newly employed crew member was observed exhibiting unusual and irrational behavior."

"The ship’s security team escorted the crew member to the medical center for evaluation and assessment, where he became violent without provocation, attacking two other crew members and a guest," the spokesperson said in an emailed statement. "The security team quickly detained him, and the onboard medical staff treated those involved for non-life-threatening injuries."

Relevant law enforcement authorities were "immediately" contacted and took custody of the employee upon the ship's arrival in Juneau. "We condemn violent behavior of this nature and are committed to the safety and security of all crew members and guests on our ships," the spokesperson added. "We commend the onboard security team for their brave actions."

Senior ship leadership has been monitoring the situation, and senior company executives traveled to Juneau to meet and help the passenger. "We will continue to assist the relevant authorities in the ongoing investigation," the spokesperson said.

The news comes after a Carnival Cruise Line guest pleaded guilty in February to assaulting a fellow passenger and smashing a glass in their face.

Cruise companies ' spending includes in-port marine services and also purchasing supplies from local suppliers, including seafood, fresh produce (fruits, vegetables, flowers, eggs), butter, wines.

Since 2017, passengers disembarking in Seattle check their luggage through port's new "Cruise Luggage Valet Program" (cooperation with Seattle-Tacoma International Airport) and receive their airline boarding passes prior to debarkation.

On August 12, 2015, the seaport signed a 15-year lease deal with NCLH (Norwegian Cruise Line Holdings). The deal secured all NCLH ships ( NCL , Oceania and RSSC-Regent Seven Seas ) in Port Seattle for the full term of the lease of Bell Street Terminal (Pier 66). The guaranteed passenger volume was estimated to bring ~USD 73 million of revenue to the cruise port. According to official statistics, Alaskan cruises from Seattle generate ~USD 440 million in economic impact annually. Additionally, NCLH agreed to make improvements to Terminal 66 that were estimated at USD 30 million to expand its facilities. Under the new lease, NCLH manages all terminal operations and has priority berthing rights during the season.

Port Seattle operates Terminal 66's facilities outside the Alaskan season. The 15-year lease deal was estimated to generate USD 2+ billion in business revenue, ~900 new jobs, USD 65+ million in local and state taxes. In 2015, the cruise port handled 192 ship calls and 895,055 passengers. in 2016, passengers number reached 960,000.

In early-April 2016, Port Seattle announced plans to ease flight-cruise passengers at Sea-Tac Airport by temporarily replacing TSA security staff with contractors. This made the security checking faster. Starting May 2016, TSA staff was trained locally to increase the number of processed cruisers at the airport. Also, more checkpoint lanes were opened.

  • On May 16, 2016, Explorer of the Seas (West Coast USA's largest passenger ship) arrived in Seattle. Liner's inaugural Alaskan season had scheduled 7-night roundtrips to Alaska and Canada (Juneau, Skagway, Tracy Arm Fjord, Victoria BC).
  • On July 30, 2016, at "Alaska Airlines Seafair Torchlight Parade" (annual event) in downtown was presented a replica cruise ship - Holland America's Koningsdam . The replica was a helium balloon - one of parade's over 100 floats. The balloon ship had length of 45 ft (14 m) and height of 11 ft (3,3 m) and was guided by 30x HAL employees through the streets. HAL is a sponsor and participant of the parade. In previous parades, HAL employees carried an orca-whale replica balloon.
  • In October 2016, Port Seattle announced its plans to invest USD 20 million in improvements to Bell Harbor Conference Center (adjacent to Pier 66).

In May 2017 was opened the renovated Pier 66 cruise terminal facility (see in the "terminal" section below) where are homeported NCL ships. The 15-year lease to NCL (until 2032) is estimated to generate over USD 2,3 billion in total revenue, nearly 900 jobs and over USD 65 million in taxes. 2017 was a record year for the cruise port - with handled 218 ship calls and nearly 1,072 million passengers (9% increase over 2016's 983,539 pax) and total revenue USD 501 million.

In 2017, Holland America Line started an ad campaign on 3 commuter trains running on Seattle's Sound Transit Light Rail System. The trains were operated between January and April 2017, when the Alaskan cruising season begins. The ribbon-cutting ceremony was held on January 10 at University of Washington (train station). On September 23, 2017, Port Seattle welcomed its 1 millionth cruise tourist in a single Alaskan season (2 passengers on HAL's Eurodam ). Industry's regional economic impact in 2017 surpassed USD 500 million.

In early-March 2018, the schedules for ferries leaving from Seattle were changed due to the demolition of the old Washington State Ferries terminal to make space for a new (smaller-sized) facility. Half of Colman Dock (ferry terminal) building was closed off to the public. The wood-piling supported terminal building was considered seismically vulnerable, with many pilings riddled with marine termites. The demolition and construction works were scheduled for completion in 2023. The new/expanded building connects all the 4 ferry slips. Colman Dock serves ferries crossing daily to Bremerton WA and Bainbridge Island.

On May 30, 2018, arrived the largest so far Seattle-homeported Alaskan cruise liner - Norwegian Bliss (gross tonnage 164600 tons, max passengers 5200, crew 1730). The vessel was homeported at Pier 66, operating on weekly roundtrips during summer. NCL Bliss is world's first specifically constructed for Alaska mega-liner. In 2018, the cruise port handled a total of 216 ship calls and nearly 1,072 million passengers (4% increase over 2017).

In late-November 2018, Port Seattle's Terminal 18 (operated by SSA Marine Inc) surpassed the 1 million TEU-container volume. This was Washington state's first time when a single cargo terminal handled 1 million containers in a year. Container Terminal 18 is in North Harbor (Northwest Seaport). In April 2018, CT 18 became the first in Puget Sound with moved 5500 TEUs on and off a single boxship (container carrier) , which averaged 30 gantry-crane moves per hour. In 2018, CT 18 was upgraded with new RTGs (rubber-tired gantry cranes), resulting in added two new shipping routes - AL5 (Transatlantic by THE Alliance) and PNS (Pacific Northwest Service by SM Lines).

In early-December 2018, Port's Commission approved budget 2019 and future budget 2019-2023 (capital investment plan). The 5-year plan included USD 348 million for investments in Seattle's waterfront area. Of this budget, USD 100 million were for a new berth (4th cruise terminal / Pier 46), USD 39 million for Terminal 91 developments and USD 35 million for Terminal 91's berth replacement. Budget 2019 (USD 935 million) spent 51% of seaport's USD 1,94 billion capital expenditures, and 23% of all operating expenses. Budget 2019 also included developments for Sea-Tac Airport - North Satellite Expansion and Modernisation Project (started in February 2017), International Arrivals Terminal, high-speed baggage handling system. Works on the new cruise terminal at Pier 46 (Terminal 46) were suspended in 2020 due to the COVID crisis.

During season 2019 (April-October), the cruise port handled 211 ship calls and ~1,2 million passengers (1,114 million were handled in 2018). For 2020 was forecasted a record year with scheduled 225 ship calls and estimated ~1,4 million passengers.

In 2022 was completed NWSA Terminal 5. The new facility (abbrev Northwest Seaport Alliance) is a container ship terminal fitted with 5x super-large STS cranes (ship-to-shore/rail-mounted gantry cranes).

  • The 5x STS were constructed in China (by ZPMC-Shanghai Zhenhua Heavy Industries Co) and were delivered in June 2021 via ZHEN HUA 36 (2003-built Heavy Load Carrier/IMO 9254903).
  • By height ( 316 ft / 96,3 m) and outreach boom (240 ft / 73,2 m), the Chinese cranes are among the largest on the US West Coast, with capacity to handle even the world's biggest boxships .
  • The ZPMC cranes' owner and operator is SSA Marine Inc (1949-founded, currently subsidiary of Carrix Inc/1994-founded company specializing in transportation and logistics services).

Following the Coronavirus crisis, in 2021 (July 19 thru Oct 23) Port Seattle handled 83 cruise ship calls and ~230,000 passengers. In 2022 were handled 296 cruise ship calls and ~1,28 million passengers (+6% over 2019). Homeporting operations were conducted by 7x major companies operating 14x ships.

In 2023 (April-October) the Port received 291 ship calls and 1,778 million passengers. Since 2024, Pier 66's dock provides shore power connectivity/cold ironing . Shore-to-ship power capability allows berthed ships to shut down their engines and plug into the city's electrical grid for all shipboard equipment and hotel services, thus reducing in-port noise and air pollution.

In August 2023, the Port's Commission approved US$32,6M budget for transforming the Ship Supply Building (Port's oldest, located at Fishermen’s Terminal)  into a Maritime Innovation Center.

In 2024, the cruise port reported a total of 275 booked berthings with estimated 800,000+ passengers.

Seattle cruise terminal

The cruise port of Seattle was established on September 5, 1911, with the votes of King County, WA, confirmed by Port District Act and run by an elected 5-member commission. This port district runs both the airport and the seaport of Seattle.

The seaport of Washington State is nicknamed ”The Emerald City“. It currently has 2 passenger terminals - "Terminal 91" and "Bell Street Pier Cruise Terminal" (aka "Pier 66"), plus 1 new/planned (Pier 46). Fishermen's Terminal (on Salmon Bay) is the homeport (dock) for Washington state's North Pacific Fishing Fleet (commercial fishing vessels).

(NEW) Pier 46 Cruise Terminal

In mid-November 2018, Port Seattle Commission unveiled plans for a USD 348 million project for infrastructure developments, waterfront upgrades and building a new cruise terminal.

  • City's new seaport levy growth brings in USD 74,2 million per year and helped paying for the new projects. It also funded environmental programs. It is expected to be approved a 3% property tax increase, which means the owner of USD 590,000 property (currently paying USD 69 annually to the port) would pay around $70 in 2019, and $79 in 2023.
  • Port's capital improvement plan includes upgrading the Fishermen's Terminal, new light industrial space in Interbay (close to Terminal 91), modernization of Bell Harbor's conference center, new cruise terminal (at Pier 46).
  • Of the total US$348M, US$100M were for the new berth/4th cruise terminal) at Pier 46.

Construction works on Pier 46's "Terminal 5" started on March 13, 2019. The new facility can handle ULCV (ultra-large container vessels/boxships) , supports ~6600 direct jobs and generates USD 2+ billion in annual business activities. From the US$ 340M, the private company SSA Terminals (subsidiary of SSA Marine Inc) contributed US$ 160M. The 185-acre (75-hectares) terminal will be open in 2 phases - one berth in 2021-Q1, and the other in 2023. Terminal 5 can handle simultaneously 2 large boxships (max capacity 18,000 TEU-containers). Port Seattle's North and South harbor container terminals can handle ships with max capacity 14,000 TEUs.

The new "Cruise Terminal 46" as a project is currently suspended. When restarted, the new facility will be operated by a private company (TBA) which is due to be responsible for 50% of all development costs (~USD 100 million). Terminal 46 is located south of downtown and has 3100 ft (945 m) berthing, 50 ft (15 m) water depth / max draught, combined land area 86 acres (350,000 m2) and a cruise terminal building with capacity 5,000 passengers. Berth's northern portion serves as cruise dock (land area 29 acres / 117,360 m2), while its south end is for docking of breakbulk cargo ships.

Since 2019, Terminal 46 is no longer used for international container shipping. Cruise terminal's completion was scheduled for 2020. The new facility will also have shoreside power capabilities .

The line also has priority rights to the berth during the Alaskan cruise season. The facilities outside the Alaskan season are operated by port authorities. The 15-year lease will generate over USD 2 billion in total revenue for the region, plus over 900 local jobs and over USD 65 million in state/local taxes.

NCL's USD 30 million investment into Pier 66 allowed in Seattle to be homeported the ever-largest Alaskan ship - Norwegian Bliss . The liner started turnaround (roundtrip itinerary) operations in June 2018 with 7-day Inside Passage cruises. To handle new ship's capacity (5200 passengers, 1730 crew), Terminal 66 was expanded from 44,000 ft2 (4090 m2) to 151,000 ft2 (14030 m2). The FBI has arrested a Norwegian cruise ship worker in Alaska after he allegedly stabbed three people with medical scissors while onboard, reports say.

The suspect, identified as Ntando Sogoni from South Africa, was recently hired by Norwegian and boarded its Encore cruise ship in Seattle on Sunday, the Juneau Empire newspaper reports, citing an affidavit filed by FBI Special Agent Matthew Judy. The ship left that day for a weeklong, round-trip excursion to Alaska with stops including Glacier Bay National Park and Victoria, British Columbia.

"According to court documents, on May 6, 2024, Ntando Sogoni, 35, was working on the cruise ship when other ship employees observed the defendant attempting to deploy a lifeboat," the U.S. Attorney's Office for the District of Alaska said in a statement. "Sogoni was contacted by ship security and escorted to the ship’s medical center for an assessment.

"Upon arrival, Sogoni physically attacked a security guard and a male nurse inside an examination room and proceeded to enter another examination room where a woman, who is a U.S. citizen, was being examined," the statement continued. "He grabbed a pair of scissors and stabbed the woman multiple times in the arm, hand and face. He also stabbed two security guards who intervened -- one in the head and one in the back and shoulders."

If convicted, he faces a maximum 10-year prison sentence and a $250,000 fine.

A Norwegian spokesperson told FOX Business that after its "newly employed crew member" became "violent without provocation," a security team "quickly detained him, and the onboard medical staff treated those involved for non-life-threatening injuries.

"We condemn violent behavior of this nature and are committed to the safety and security of all crew members and guests on our ships," the spokesperson added. "We commend the onboard security team for their brave actions."
